Resolutie 1973 van de Veiligheidsraad van de Verenigde Naties werd door de VN-Veiligheidsraad aangenomen op 17 maart 2011. Ze had betrekking op de situatie in Libi in verband met de opstand aldaar. De resolutie, die werd ingediend door Frankrijk, het Verenigd Koninkrijk en Libanon stelde een vliegverbod boven Libi in en machtigde alle VN-lidstaten om, met uitsluiting van een buitenlandse bezettingsmacht op Libisch grondgebied, alle noodzakelijke maatregelen te nemen voor de bescherming van de burgerbevolking in Libi. Tien lidstaten van de Raad stemden vr de resolutie. Naast de drie indieners waren dit de Verenigde Staten, Bosni en Herzegovina, Colombia, Gabon, Portugal, Nigeria en Zuid-Afrika. Vijf landen onthielden zich van stemming, namelijk Rusland, China, Brazili, Duitsland en India.
Fases
• Fase 1: Uitschakelen van de luchtverdediging
• Fase 2: Monitoren van schendingen van de no-flyzone en van aanvallen op burgers
Belangrijkste punten van de Resolutie
• Eist de onmiddellijke instelling van een staakt-het-vuren en een volledige stopzetting van het geweld en alle aanvallen tegen en misbruik van burgers;
• Machtigt de lidstaten (...), hetzij nationaal handelend of door middel van regionale organisaties of regelingen, (...) om met aanvallen bedreigde burgers en bevolkte gebieden in Libi, met inbegrip van Benghazi, te beschermen met uitsluiting van een buitenlandse bezettingsmacht in welke vorm dan ook op enig deel van het Libische grondgebied;
• Besluit een verbod in te stellen op alle vluchten in het luchtruim van Libi om burgers te helpen beschermen;
• Besluit verder dat het verbod opgelegd bij paragraaf 6 niet van toepassing is op vluchten die uitsluitend humanitaire hulp als doel hebben, zoals het leveren of het vergemakkelijken van verlenen van bijstand, met inbegrip van medische benodigdheden, voedsel, humanitaire hulpverleners en bijstand in verband met, of voor het afvoeren van vreemdelingen uit Libi, is evenmin van toepassing op vluchten die door de paragrafen 4 of 8, noch op andere vluchten die noodzakelijk worden geacht door de staten die handelen onder de vergunning die is verleend in paragraaf 8 ten behoeve van de Libische volk, en dat deze vluchten worden gecordineerd met een mechanisme overeenkomstig met paragraaf 8;
• Machtigt de lidstaten (...), hetzij nationaal handelend of door middel van regionale organisaties of regelingen, om alle nodige maatregelen te nemen om de naleving van het verbod op vluchten zoals zijn opgelegd in paragraaf 6 hierboven, zo nodig af te dwingen;
• Beslist dat alle staten alle vliegtuigen die geregistreerd zijn in Libi of eigendom zijn van of gexploiteerd worden door Libische onderdanen of bedrijven de toestemming dienen te weigeren om van hun grondgebied op te stijgen, erop te landen, of over hun grondgebied te vliegen, tenzij de betreffende vlucht is goedgekeurd door de bij resolutie 1970 ingestelde commissie of in het geval van een noodlanding. • Belgi: stuurt zes F16 fighters, ook is de mijnenveger BNS Narcis in het gebied.
• Canada: stuurt zeven CF-18 fighters 140 soldaten naar de regio, het Halifax-class fregat HMCS Charlottetown is ook betrokken bij de operatie.
• Denemarken: stuurt zes F-16 fighters.
• Frankrijk: heeft Mirage en Rafale vliegtuigen op de bases Istres and at Solenzara gestationeerd. Tankvliegtuigen zijn gestationeerd op Istres. De anti-air destroyer Forbin is vlakbij het gebied. De carrier Charles de Gaulle wordt met haar volledige strike group naar de Libische kust uitgezonden. Tijdens een persconferentie werd gezegd dat er op dit moment (20-03) twintig vliegtuigen boven Libi actief zijn.
• Griekenland: stuurt vier F-16 fighters, twee fregatten en een AWACS.
• Itali: volgens het Pentagon nemen er elf fregatten deel aan de eerst aanvalsgolf.
• Nederland: Stuurt zes F-16's, een tanker en de Hr.ms. Haarlem, een mijnenveger.
• Noorwegen: stuurt zes F-16 fighters en een P-3 Orion surveillance vliegtuig. Hij kondigde ook aan humanitaire hulp te bieden.
• Qatar: volgens de Qatar News Agency zullen er tussen de vier en zes vliegtuigen (Mirages) meehelpen met het in stand houden van de no-fly zone boven Libi.
• Spanje: stuurt vier F-18 fighters, een tanker, one F100 frigate, one submarine and one P-3 Orion surveillance vliegtuig.
• Verenigde Arabische Emiraten: Heeft aangekondigd 24 vliegtuigen (Mirages en F-16’s) te zullen sturen.
• Verenigd Koninkrijk: Cameron heeft bevestigd dat Typhoon en Tornadofighters mee zullen participeren in de operatie, samen met tankers en surveillance vliegtuigen.
• Verenigde Staten: de VS hebben elf schepen uitgezonden, waaronder de carrier USS Enterprise. Ook worden doormiddel van Tomahawk-raketten SAM-sites uitgenomen. Volgens een woordvoerder van het Pentagon zijn er drie B-2 bommenwerpers en negentien F-16 en F-18 fighters actief boven Libi, als ook AC-130 PSYOP toestellen. Er zijn U-2 spionagevliegtuigen gestationeerd op Cyprus.
NAVO
• Heeft permanent AWACS vliegtuigen in de lucht, bemanningen worden geleverd door diverse lidstaten.
Landen die mogelijk de no-fly zone militair zullen steunen:
• Albanie: heeft bekend gemaakt klaar te zijn om te helpen.
• Jordani
• Kroati: heeft beloofd hulp te sturen, al dan niet militair.
• Saoedi-Arabie: Min. BuZa heeft bekend gemaakt mogelijk airstrikes uit te zullen voeren.
• Duitsland: schijnt indirect steun te gaan geven door posities in Afghanistan te gaan versterken, stuurt mogelijk AWACS-bemanningen. Ook wordt de campagne in Libi gecordineerd vanaf een militaire basis nabij Ramstein. (zie hieronder)
• Turkije: heeft bekend gemaakt de 'nodige voorbereidingen' te gaan treffen.
• Zweden: heeft aangegeven steun te zullen verlenen wanneer de NATO daarom vraagt. Stuurt humanitaire hulp.

• Duitsland: Ramstein - van hieruit wordt de operatie in Libi gecordineerd.
• Frankrijk: Istres, Solenzara, Saint-Dizier Robinson Air Base
• Griekenland: Souda, Aktion.
• Itali: Amendola, Aviano, Decimomannu, Gioia del Colle, Trapani, Pantelleria, Sigonella, Capodichino
• Spanje: Rota, Morn, Torrejn

The uncertainties and fear over what is to come and what is happening at present remain rife in Libya, as the coalition air strikes on military targets continue. One Tripoli resident - who did not want to be identified for security reasons - describes the mood in the capital.
Who ever thought that an oil-rich country like Libya could face fuel shortages?
That is exactly what is happening as I write these words. People - including myself - have been scrambling to fill up the tanks of their cars in anticipation of what appears to be a looming threat of fuel shortage - or even worse - no fuel at all.
It is one of the few reports on state television you can take at face value. It is also physically visible in the long queues at petrol stations across the capital.
My relative and I spent two hours waiting our turn on Thursday, and in the end we succeeded only because the manager is a friend of a friend of a neighbour. As instructed, we reversed into the petrol station from the exit end and shamelessly re-fuelled as others stared us down with visible disdain.
I never thought I would live to see the day where you needed "connections" to get petrol here. My friends in other parts of the city tell me many stations are closed for business, which fuelled even further panic.

UPDATE 1-French forces destroy seven Libyan aircraft on ground
PARIS, March 26 (Reuters) - French warplanes have destroyed five Libyan military planes and two helicopters at Misrata air base in the past 24 hours, France's armed forces said.
Armed forces spokesman Thierry Burkhard said all seven Libyan aircraft were destroyed while on the ground at the base, near the insurgent-held town of Misrata, as they were preparing to carry out attacks in the area.
A patrol of French Rafale fighters, backed by an E2-C Hawkeye AWACS, carried out air strikes overnight and around 20 French planes supported by four tankers and an E3F AWACS struck targets during the day, the armed forces said in a statement.
Pro-Gaddafi forces had earlier pounded the town with tank, mortar and artillery fire that halted only as coalition aircraft appeared overhead, a rebel told Reuters.
The five planes destroyed at Misrata were Galeb fighter jets and the helicopters were MI-35's, the French armed forces said.
Two French and two Qatari Mirage 2000-5 jets carried out a joint surveillance mission of Libyan airspace from an air base on Crete, the statement also said.

Democratie lost natuurlijk maar een deel van hun problemen op.

Their purpose, as far as the regime is concerned, is to film government press releases and conduct interviews with the Tyrant and his sons. Occasionally, they would be taken on a tightly choreographed field trip to see pro Gaddafi supporters chanting and singing. The fate of some of the journalists who have ventured out without government permission has been detention, deportation, torture and some have simply disappeared without a trace.
Today the regimes attempt to keep journalists from witnessing the truth backfired when the truth came to them. Iman El-Obeidi, a Libyan national, stormed into The Rixos Hotel, one the hotels housing the international press, to show the world her wounds and bruises and tell the journalists that she had been raped by no less than 15 Gaddafi thugs. El-Obeidi was pounced on by security officials who then stuffed her into a car as she yelled that they were taking her to prison. Even more disturbing was the reaction of the staff at the Rixos hotel some of whom picked up table knives and threatened the panicked woman whilst others attempted to cover her face and silence her in any way they could. Journalists attempting to intervene on her behalf were kicked and beaten by government officials. Footage of the incident has since been shown on several news networks. The government later blamed the incident on the womans mental state and claimed that she was drunk, adding two new elements to their twisted narrative. Iman El-Obeids fate remains unknown. However, what is known is that she is a hero of the Libyan uprising. She showed great strength and courage in the face of the oppressors and we pray for her safety.
The Gaddafi regime has committed almost every conceivable crime against the Libyan people. In Zawiya the tyrant has even managed to commit crimes against the dead by exhuming bodies of victims so as to leave no trace of the crimes committed. The regime has kidnapped over 20,000 men between the ages of 15 and 60. They have stormed hospital wards and thrown the wounded from the windows. Thugs have looted shops destroyed homes and raped women all in the name of the great King of Kings.
Yesterday, in what can only be described as a sick joke, the regimes delegation to the African Union meeting said that it is now ready for a ceasefire and to talk to the pro democracy revolutionaries about their legitimate demands. If our demands have not been clear we would like to take this opportunity to clarify them once and for all. We demand the unconditional surrender of the Gaddafi regime, the prosecution of all those responsible for the crimes committed against the Libyan people and a transition to democracy. These are the only terms we are prepared to offer and these are the only terms we are prepared to accept.

(Reuters) - U.S. intelligence reports suggest that Libyan leader Muammar Gaddafi's forces have placed the bodies of people they have killed at the sites of coalition air strikes so they can blame the West for the deaths, Secretary of Defense Robert Gates said in a television interview on Saturday.
"We do have a lot of intelligence reporting about Gaddafi taking the bodies of the people he's killed and putting them at the sites where we've attacked," Gates said according to interview excerpts released by CBS News' "Face the Nation with Bob Schieffer" program, which will air on Sunday.
A U.S.-led coalition began air strikes against Libya a week ago to establish a no-fly zone over the oil-exporting North African country and to try to prevent Gaddafi from using his air force to attack people rebelling against his rule.
Last week Libyan officials said nearly 100 civilians had been killed in the coalition strikes, but Western military officials at the time denied any civilians had been killed.
"The truth of the matter is we have trouble coming up with proof of any civilian casualties that we have been responsible for," Gates said in the television interview.
Asked if Gaddafi's days were numbered, Gates replied: "I wouldn't be hanging any new pictures if I were him."
U.S. officials have said the goal of the military action is to protect civilians, not to topple Gaddafi, though they have made no secret of their desire for him to leave power.
Secretary of State Hillary Clinton, appearing on the same program, said there were signs that Gaddafi's aides were becoming increasingly nervous.
"The people around him, based on all of the intelligence and all of the outreach that we ourselves are getting from some of those very same people, demonstrate an enormous amount of anxiety," she said according to the interview excerpts.

New footage released by the Ministry of Defence shows an RAF Tornado jet striking a rocket launcher after it comes under fire.
The Ministry of Defence have released video which they claim shows Tornado aircraft striking targets belonging to Colonel Gaddafi's forces near the Libyan towns of Ajdabiyah and Misurata.
In the first sequence a rocket launcher can be seen firing at the warplane which then takes aim and fires at the weapons system.
Whilst displaying the precision of the Tornado's targeting systems the footage also reveals the low collateral damage inflicted by the fired missile as a crew member is clearly visible running from the destroyed vehicle.
The second sequence shows the British aircraft destroying three armoured vehicles dug into a constructed earth bank.
Libyan rebels, backed by allied airstrikes, recaptured the strategic town of Ajdabiya on Saturday before retaking Brega on Sunday.

The US Department of Defense has released footage of the USS Stout launching several Tomahawk cruise missiles towards Libya on Friday.
In total the United States fired 16 missiles at Libyan targets on Thursday and Friday as part of the country's role in the UN-mandated mission to protect Libyan civilians from forces loyal to Colonel Gaddafi, the Pentagon said.
The new launches brought the total number of Tomahawks used by US and coalition forces to at least 170 as they enforce a UN resolution to set up a no-fly zone over Libya.

The nuclear-powered Charles de Gaulle is France's only operational aircraft carrier. Its 2,000 sailors have had little rest since a previous mission supporting the decade-old campaign in Afghanistan ended in February. A map of Libya has replaced the contours of Afghanistan on the walls and monitors of the carrier's radar room.
"At least we're being put to good use," said Jordan, a quartermaster. It is business as usual for most sailors, he added, even if officers "up there" might be feeling the stress. For now, officers are satisfied with the mission's progress, though they are wary of Gaddafi's ability to surprise. "This isn't a mission that is particularly problematic, aside from the fact that we have no room for error," said the carrier's commander Jean-Philippe Rolland.
As for the pilots, the mission has become almost like home. "Getting into the cockpit is like getting into bed at night," said a Super Etendard fighter pilot. "It's a place we know very well." Even at night, the Charles de Gaulle is abuzz with activity.
"It's an airfield, an airport, an airbase, a city of 2,000 people, two nuclear reactors, all in a tin can," a sailor said.
Although officers have the luxury of using the carrier's lifts, sailors are forced to run up and down between decks. In a world without windows, morale is kept up in recreation areas, where telephones, the Internet and television offer contact with the outside world. "In four months on the Indian Ocean, I only had four people sent home for psychological reasons," the chief medic said.

A Canadian three-star general, Charles Bouchard, is expected to take charge. He will report to an American admiral, Samuel Locklear, commander of NATO's Allied Joint Force Command Naples.
NATO has significant experience in such operations. It's warplanes successfully enforced a no-fly zone over Bosnia in the early 1990s and bombed Serbian forces in Kosovo in 1999 in an effort to end crackdowns on ethnic Albanian civilians.

BRUSSELS, March 27 (Reuters) - NATO states could agree in hours for the alliance to take over command of military operations in Libya from coalition forces, a NATO official said on Sunday.
The agreement could be reached at a meeting of NATO ambassadors which started at 1600 GMT, the official said, adding that the military committee of the 28-nation alliance had finalised its operations plan.
"That's a good sign," the official said. "Either the operations plan is approved by the ambassadors tonight, or that may happen tomorrow. Either way, it's a matter of hours."
An agreement by ambassadors would mean the council of the NATO states would take political control of all military operations, including ground strikes to protect civilians, from a coalition led by France, the United States and Britain.
However, a high-level body to include Arab states, expected to emerge from an international conference in London on Tuesday, would give "broad political guidance", the official said.
A decision for NATO to take over military operations has been delayed by disagreements between NATO members France and Turkey over political control of the mission, but these differences appear to have narrowed.
U.S Secretary of State Hillary Clinton told ABC News in an interview she expected a "positive" decision for NATO to take over the mission.
"Just as the arms embargo and the no-fly zone has been transitioned to NATO command and control, the civilian protection mission will as well," she said.
U.S. Defence Secretary Robert Gates said on U.S. television the United States would begin reducing the military forces it had committed to the Libya mission "beginning this week or within the next week or so".
Both Clinton and Gates raised the possibility that Muammar Gaddafi's regime could splinter and said the London conference would discuss political strategies to end his 41-year rule.
FRENCH, TURKISH DIFFERENCES
French President Nicholas Sarkozy has said France wants the alliance's command and control "machinery" used to coordinate the air campaign, while political control rests in the hands of the members of the coalition.
Turkey has wanted to be able to use its NATO veto to limit allied operations against Libya's infrastructure and avoid casualties among Muslim civilians.
Turkish Foreign Minister Ahmet Davutoglu told reporters on Thursday Turkey's fears had been addressed and command of military operations would be transferred completely to NATO.
But a Turkish foreign ministry official said on Friday Turkey wanted to be part of the steering group expected to be set up in London and have a role in political decision-making.
Turkey's minister for EU affairs, Egemen Bagis, told reporters at the Brussels Forum conference on Sunday that discussion on NATO's future role was ongoing, adding: "Turkey is entitled to express her views and help shape policies."
Turkish Prime Minister Tayyip Erdogan and Davutoglu are both expected to attend the London meeting and Daniel Keohane of the European Institue for Security Studies said Turkey would want to ensure in any NATO agreement that it can exert some control over how a NATO mission picks its targets.
British Defence Minister Liam Fox told the BBC that if a political agreement was reached, it would see NATO take over military operations in coming days.
"(It) doesn't actually mean that NATO will take over immediately. There's an execution directive ... if that's successful tonight, over the next few days NATO will take complete command."
The NATO official said a handover to NATO command would take 48-72 hours.
NATO has said its no-fly zone in Libya, which it agreed to enforce on Thursday, would be "impartial", and would ban flights both by Gaddafi's forces and his opponents, as would NATO enforcement on an arms embargo.
Keohane said that with rebel forces advancing, problems could arise if they closed in on Tripoli as fighting there could result in large numbers of casualties and there would be an increased risk of civilian casualties from any air strikes.
"And if rebel forces were seen to be seeking revenge on Gaddafi supporters, it could cause huge political problems for the alliance," he said, "because the U.N. mandate to protect civilians should apply across the board." (Editing by Andrew Roche)

The conflict has been reshaped by the western air strikes against Gaddafi's tanks and guns.
But as the rebels move closer to the town of Sirte, the revolutionary council is attempting to bring on board disparate tribal and local leaders and encourage a popular uprising to pave the way for a rebel takeover.
Sirte is Gaddafi's birthplace, and he is likely to heavily defend the town. Part of the problem for the revolutionaries is that they say they lack the weapons to fight, although they have seized a number of tanks, armoured vehicles and guns abandoned during the hurried retreat of Gaddafi's army.
Even if the rebels have the men trained to use them which is open to question it will be hard to turn such weapons on Sirte when the UN resolution authorising air strikes specifically says those strikes are designed to protect civilians.
In those circumstances, it would be the rebels who threatened unarmed Libyans. Nato and the coalition would be hard put justifying air strikes to help the insurgents take a town which has not revolted against Gaddafi, particularly if the revolutionaries are endangering its population.
The revolutionary council hopes to alter that equation by inducing the people of Sirte to rise up against Gaddafi, in part by persuading local leaders in a town still thought to be broadly loyal to its son to recognise the tide of history and switch sides.
If the revolutionaries can pull it off, Gaddafi would face the option of putting down the uprising by force and so create a justification for air strikes or ceding control.
But if he were to lose Sirte, it would be likely to have a profound and possibly fatal political impact across the areas of Libya he still controls.

TRIPOLI, Libya -- Libyan state television reports that international airstrikes are targeting Moammar Gadhafi's hometown and stronghold of Sirte for the first time. Foreign journalists in the city reported loud explosions and warplanes flying overheard.
Sirte is strategically located about halfway between the rebel-held east and the Gadhafi-controlled west along a key coastal highway. Rebels were advancing rapidly west on the highway Sunday toward Sirte after international airstrikes eased their way.
An Associated Press reporter in the capital said international forces were also heavily bombarding the city that is Gadhafi's main support base. There were at least nine loud explosions in Tripoli after nightfall and anti-aircraft fire was heard.

BENGHAZI, Libya, March 27 (Reuters) - A Libyan woman who burst into a Tripoli hotel to show journalists injuries she blamed on Muammar Gaddafi's militia was first targeted by the authorities after a protest, her cousin said on Sunday.
Eman al-Obaidi entered a hotel where foreign journalists were staying on Saturday to show bruises and scars she said were caused by militiamen. After being intimidated by security men and hotel staff, she was bundled into a car and driven away.
Wadad Omar, who said she was her cousin, said Obaidi was originally from east Libya and was first arrested after taking part in a protest in the early days of the uprising in the western city of Zawiyah.
Omar said Obaidi was detained on her way back from Zawiyah to Tripoli, along with other women with her at that protest.
Omar said Obaidi was from the eastern city of Tobruk and was working for a tourism company in Tripoli when she was arrested.
Omar said the family did not know what had happened to Obaidi except for the little information they were able to glean from her sister's appearance on Libyan television on Sunday.
"(Obaidi's) sister went on television to say her sister is crazy," Omar said. "Muammar wants to prove to the world that she is insane. She (Obaidi's sister) is certainly under pressure from the government."
Residents in Benghazi staged a demonstration in support of Obaidi on Sunday, waving monarchy-era flags -- the adopted symbol of rebels -- and chanting as they marched through the city centre. "Eman, you are not alone," one placard read.
A lawyer in Benghazi told reporters she would try to take legal action to free Obaidi, although she expected it would be extremely difficult given the current conflict.

The US has pulled back its naval firepower aimed at Libyan forces, a sign of confidence that the week-long assault has crippled Gaddafi's air defences, as the military mission gains ground in Tripoli.

If any further proof is needed of Libyan strongman Muammar Qaddafis mental instability it is provided by WikiLeaks dispatches from US diplomats in Tripoli in November and December of 2009. At issue was some nearly loose nuclear material, a Russian plane, and a lone security guarda footnote in the WikiLeaks scandal that many may have missed. But first, a little background.
Almost from the moment he assumed power in 1969, Qaddafi was interested in acquiring nuclear weapons. He tried to buy them from China; and when that failed he tried to build them himself. In the 1990s he bought an entire turnkey nuclear weapons program from the Pakistani proliferator A.Q. Khan, including centrifuges and designs for a nuclear weapon. It is believed he gave up the entire program in 2003 in a grand bargain with the United States that eventually restored Libyas diplomatic status and allowed US companies to do business with the oil-rich country.
But there remained and still remains a nuclear research program centered in Tajura, about ten miles east of Tripoli. The centerpiece of the program is a relatively small research reactor built in 1979 by the Russians, who also supplied the fuel. After it came on line, it apparently employed hundreds of technicians, including some who had studied in the United States. I have looked at the list of research publications that have been released by scientists connected with the Tajoura facility and the papers seem quite standard to me.
However there is a special feature of this reactor that needs comment: it is fueled by highly enriched uraniumapparently an 80 percent enrichment of uranium 235. This level of enrichment or greater was fairly common for small research reactors and dates back to the Atoms For Peace program inaugurated by President Eisenhower. The uranium was military surplus. Some of it is unaccounted for and is a proliferation threat. At 80 percent enrichment it would be adequate for use in at least a crude nuclear device. In the Libyan case, the amount of enriched uranium used in the reactor is less than what would be necessary for a weapon. But having this much possible bomb fuel in a country like Libya is not desirable. The Russians seem to have understood this and established a program to remove the spent fuel from Tajoura and fly it back to Russiaor at least that was what was supposed to happen.
In September of 2009 Qaddafi came to New York for the annual meeting of world leaders at the UN. He wanted to pitch a large tent in Central Park, which he was going to occupy, and he wanted to visit Ground Zero. He was denied both and his anger smoldered until November when he figured he had a way to take his revenge. According to nuclear agreements between Libya, Russia, and the US, seven five-ton casks of spent uranium from Libyas research reactor were scheduled to be shipped to Russia for safekeeping, and the Russians sent a special plane to Tripoli to retrieve them.
But Qaddafi refused to let the casks leave, and they remained in Tajoura under the watch of a single armed guard. This became known to the American embassy, and the US Ambassador in Tripoli, Gene A. Cretz, began cabling Washington with increasing desperation. Following a four-day standoff, one cable recounted on November 25,
the Russian plane scheduled to remove Libyas last remaining HEU spent fuel stores departed Libya without its cargo. Despite bilateral agreements with the US and Russiaand intensive outreach efforts by the US and Russian AmbassadorsLibyan officials unexpectedly refused to allow the HEU to leave the country. DOE experts are deeply concerned by the safety and security risks posed by the Libyans decision.
Officials in the United States believed there was very little time to deal with the situation. As the cable continued:
According to the DOE experts, we have one month to resolve the situation before the safety and security concerns become a crisis. If the enriched uranium is not removed from the casks in three months, its rising temperature could cause the casks to crack and release radioactive nuclear material.
The fact that the people who would be irradiated would be Libyans did not seem to faze Qaddafi, who, as we now know, also thinks nothing of strafing his own citizens with aircraft fire.
In any case, the Americanswho had meanwhile been giving Qaddafi high marks for his political genius and staying powerdecided to keep the matter of the casks secret. Another communiqu from a US diplomat read: Given the highly transportable nature of the HEU and the shoddy security at Tajoura, any mention of this in the press could cause serious security concerns. It added: The Libyan government has chosen a very dangerous issue on which to express its apparent pique about perceived problems in the bilateral relationshipa delicate phrasing. The matter was resolved when Secretary Clinton sent Qaddafi a personal message assuring him of the United States regard for him and his country. The Russian plane left Tripoli on December 21, 2009, with the uranium. For the moment, the Tajoura reactor remains in the part of the country still controlled by forces loyal to Qaddafi, who has vowed to fight to the last drop of blood to remain in power. Its current status is unknown.

Mariam: No, Gaddafi is two faced. He always says one thing and then lies to the people (by doing the opposite), and its very normal for him. He got used to lying to the people.

Mariam: No, they are all the same believe me. Do you think that one is better than the other? They are all the same. But they have to know that God is great and will take away the oppressor. And that Muammer is over, there is no escaping the fact that he is.

Former Defense Secretary Says Confusion Reigns in Obama Libya Action
Former Secretary of Defense Donald Rumsfeld said today that if Gadhafi remains in power in Libya, it will damage the prestige of the United States. He compared the possible scenario of Gadhafi staying in power in Tripoli to the U.S. and coalition forces not removing Saddam Hussein during the 1991 Gulf War, though he refused to take a firm stand on whether U.S. military action in Libya was the correct move for the Obama administration.
In an exclusive interview on "This Week" with ABC News' Senior White House Correspondent Jake Tapper, Rumsfeld said, "the fact is we are involved" in Libya. "And the prestige of the United States is involved."
"Think back to the Gulf War in the early 1990s," said Rumsfeld, who served as George W. Bush's defense secretary from 2001-2006. "Saddam Hussein, when it was over, said he had fought the mother of all battles and President George Herbert Walker Bush was gone, Margaret Thatcher was gone, and he was still in office. And the implication of that was that he had defeated the United States," he said.
"We are involved," Rumsfeld said from Pensacola, Florida. "Let there be no question: we're now involved in Libya. And if Gadhafi stays on, he will feel he has fought the mother of all battles against the United States and it will be damaging to us just as our demeanor in Somalia was damaging, the situation in Lebanon was damaging and that will embolden others of his ilk," he told Tapper.
He also explained that the question of Gadhafi's longevity as leader of Libya had rippling effects. "If you put yourself in the shoes of the rebels," he said, "they wonder whether or not the coalition has an interest in Gadhafi leaving. There's a great deal of ambiguity about that."
"Gadhafi's forces wonder whether Gadhafi will be leaving and that same ambiguity affects their decision-making," he said. "Until that's clarified, it seems to me, we'll have a much more difficult time. I think the goal has to be that Gadhafi leaves.

A Libya rebel fighter sits in his vehicle as rebel forces move towards Muammar Gaddafi's home town Libyan rebels are advancing on Muammar Gaddafi's home town, Sirte, after retaking all the ground lost in earlier fighting as government forces broke and fled under western air strikes.
Revolutionary forces rapidly moved more than 150 miles west along Libya's coastal road, seizing several towns without resistance, as the first witness accounts emerged of the devastating effect on Gaddafi's army and militia of the aerial bombardment that broke their resistance at Ajdabiya on Saturday.
A doctor treating wounded government soldiers described hundreds of deaths, terrible injuries and collapsing morale.
Today, rebels retook the important oil towns of Brega, Ras Lanuf and Ben Jawad, and continued on the open desert road toward Sirte, about 95 miles away.
But they are likely to face a challenge in seizing the town, which holds political significance as Gaddafi's birthplace and is seen as important to his defence of Tripoli, the capital, which is now less than 300 miles from the rebels' front line.
However, control of the oil terminals at Brega and Ras Lanuf is in itself a major gain for the rebels because it could bring in significant amounts of revenue from exports for their administration if production resumes after the uprising and conflict shut much of it down.
Rebels moved unchallenged along a road littered with evidence of the air campaign and the speed of their enemies' retreat. The blackened carcasses of destroyed tanks, armoured vehicles and military trucks were pushed to the side of the tarmac.
In their hurried retreat from Ras Lanuf, government forces abandoned piles of ammunition. They included grey wooden boxes containing rockets but stamped as holding "parts of bulldozer" manufactured in North Korea.

AFP - Their bodies are broken -- as broken as their loyalty now to their one-time leader Moamer Kadhafi, whom they say lied to push them into battle against rebellious compatriots in eastern Libya.

"The planes hit us as soon as we headed out. I saw two people die in front of me. After that I don't know what happened," he said. He showed his bandaged right leg where he was wounded by shrapnel.
Their orders had been to secure the area, and to "fight mercenaries and Al-Qaeda," he said.
"I was shocked" to discover the enemy was in fact fellow Libyans, he said, explaining that all their mobile phones had been confiscated in Tripoli to prevent them having outside communications.
Mohammed said that now he had seen the rebellion, and been cared for by its doctors, "I know I want to fight against Kadhafi's forces."
Mustafa Mohammed Ali, a 40-year-old career soldier, survived being shot six times in a rebel ambush as he was driving out of Ajdabiya on March 18. He told AFP he wanted to tell his story and let his family know he was alive.
Three comrades with him, in a four-wheel-drive vehicle flying the green flag of the Kadhafi regime, were killed.
They had been told agents of Israel's Mossad intelligence service had fomented unrest by hiring Tunisian, Egyptian and Syrian fighters on hallucinogenic drugs.
"I was loyal (to Kadhafi). Now I'm not, after finding out the truth about the fighting," he said.
"In Benghazi I found young people making a revolution to escape from the darkness they were living in," he said.
Like Mohammed, Ali said the rebels had told him he would be released to return home after Kadhafi was toppled.
Ali said his loyalty, too, had switched sides. "Why not? Kadhafi is just one person. But the country is important."
Even more badly wounded was Wanis Ibrahim Hassan, a 30-year-old who had been in the crew of a tank that had made its way into the rebel stronghold of Benghazi on March 19 with orders to take the airport.
He had jumped out of the tank as rebels targeted it with a rocket-propelled grenade launcher.
The blast took out a metal railing behind him, driving smoking hot metal pieces deep into his back, breaking his right arm in several places, wounding his head and ripping into his legs.
He gave an inconsistent story, saying initially he had wanted to escape en route to Benghazi because he "did not want to fire on innocent people in front of me."
But then he said he had been convinced he was mobilised to fight terrorists.
Mohammed, the young reservist, said that Hassan "is wounded in the head -- he tells a different story every time."
Although one armed guard and another rebel were present, the atmosphere was relaxed and free of signs of coercion. The prisoners laughed and joked freely with the rebels.
Staff at the hospital were happy to bring journalists to see the men, although they were clear about their responsibilities.
"I am taking care of them because they are human beings, and because I'm a Muslim," said a doctor examining X-rays of one of the patients.

Dat terzijde, vrouwen in het leger is tegenwoordig, gelukkig, geen uitzondering meer. Ook bij de aanwezige pers in Libi zijn veel vrouwen aanwezig. Geen idee, net zo min dat jij er geen idee van hebt of er wel of geen vrouwen tijdens de demonstraties aanwezig waren, aangezien er in Libi een verbod op buitenlandse pers gold.
