Militarnyi previously reported that the joint minesweeping force of Turkey, Romania, and Bulgaria will not be considered a NATO operation, but will be the first major joint action by the Black Sea allies since Russia launched a full-scale invasion of Ukraine in February 2022.

Also, last fall, Admiral Erc�ment Tatlıoğlu, Turkish Navy Commander, commented against the presence of naval forces from other NATO allies, including the United States, in the Black Sea.

According to him, the presence of vessels from non-Black Sea countries could further increase tensions in the region.

European Council President Charles Michel will run as a candidate for the European parliamentary election in June, he told three Belgian media outlets. A spokesperson for Michel confirmed the announcement to POLITICO.

Michel plans to take up his seat in the European Parliament mid-July if he’s elected, meaning EU leaders will have to agree quickly on a successor for his vacated Council post. If they don’t, Hungarian Prime Minister Viktor Orb�n, whose country will take over the rotating presidency of the Council of the EU in July, would lead the meetings — a broker-role normally undertaken by the European Council president.

That scenario — an unchecked Orb�n ruling the Council roost for the six months directly after the 2024 European election — is one most of the other 26 leaders of EU countries would be desperate to avoid, given escalating tensions between them and Orb�n, for example over the Union’s support for Ukraine and Hungary’s rule-of-law infractions.

It’s the first time a sitting Council president will be a candidate in a European parliamentary election. Michel would normally have stayed on in the job until the end of November, when the new College of Commissioners would be installed. While Michel’s move is legally kosher, it piles extra pressure on European leaders, as they usually have more time for wheeling and dealing during the great top-job carve up that always comes after the five-yearly EU ballots.

After the parliamentary election is held June 6-9 in all 27 of the EU’s countries, European leaders are scheduled to meet on June 17 and again on June 27-28. It will be at these meetings that they are likely to seek to come to an agreement on a replacement for Michel — though the role of European Council chief would normally be one that’s part of the protracted horse-trading among political groupings after the election results become clear, and as they seek to divide among themselves the various top EU jobs.

Michel’s announcement comes just ahead of the first congress and New Year’s reception of his party, the Belgian liberals of the Reformist Movement (MR). At that congress on Sunday, party President Georges-Louis Bouchez is expected to give more clarity on who will lead the charge ahead of June 9, when Belgians go to the polls not only for the EU ballot, but also for regional and national elections, as POLITICO reported on Friday.

Issues with heating and electricity have been reported in other districts of the Moscow region, as well as in Moscow itself. Russian authorities have claimed to have resolved the effects of the breakdowns, though residents assert that heat and light have not been restored.

Earlier, it was reported that in the Moscow region, authorities sent police to disperse protesters who had been freezing in their homes due to a lack of heating.

Farmers from Oszukana Wieś began blocking the Medyka border checkpoint on 23 November this year. They announced on 24 December that they would suspend their protest until early January and might not resume it if their demands were met. But on 4 January, the blockade resumed.

At the end of December, Ukraine’s Ministry for Restoration and Poland’s Infrastructure Ministry agreed on an action plan to unblock the border.

The SSU states that it has gathered evidence against the founder of one of the largest agricultural holding companies in Ukraine, who is suspected of financing armed aggression by the Russian Federation.

SSU personnel detained the suspect in his son's apartment in Kyiv, where he was hiding and planning to escape to Russia. In 2022, the businessman organised the "re-registration" of the agricultural company in the so-called Federal Tax Service of the Russian Federation for Kherson Oblast.

The SSU adds that the suspect's business is collaborating with the Russian occupational authorities, paying over RUB 100,000 per month to its budget. Additionally, the company is one of the main sponsors of the Russian fund supporting participants in the "special military operation" [as the war against Ukraine is called in Russia – ed.].

It is also documented that the businessman handed over warehouse facilities at the company’s production complex in the temporarily occupied Kakhovka district in Kherson Oblast to the Russian forces.

Documents, seals, computer equipment and a mobile phone were seized during the arrest and searches, confirming the fact that he had cooperated with Russia. Based on the evidence collected, SSU investigators served the suspect with a notice of suspicion under Article 111-2.1 of the Criminal Code of Ukraine. The man faces up to 12 years in prison with confiscation of property.

The Foreign Ministry stressed that this latest "regulatory act", in addition to its aim of using migrants to meet Russia’s demographic needs in order to pursue its armed aggression against Ukraine, also grossly violates Ukrainian legislation, international law, and the rights of children who are citizens of Ukraine and who were forcibly displaced to the Russian Federation during the full-scale invasion.

Such actions violate the norms of international humanitarian law, are null and void, and generate no legal effects. The Russian Federation's introduction of its latest citizenship legislation seeks to deprive abducted Ukrainian children of the opportunity to return to their homeland, the Ukrainian Foreign Ministry said.

The mobile medical hospital is designed for 26-50 beds in various configurations.

“This significantly improves conditions of care and treatment of our servicemen, and facilitates the work of medics who save lives of soldiers,” said Oleksandr Pivnenko.

The hospital is also provided with necessary supplies of medicines and consumables.

“The National Guard has previously received and uses the medical and humanitarian aid provided, including field hospitals that were transferred by the decision of the Dutch government. There are already 8 of them in total, and this is a significant help,” noted the National Guard commander.

This is not the first time that the Netherlands, alone or in cooperation with other countries, has donated mobile hospitals to Ukraine.

In December it became known that the Netherlands also handed over three Role 2 field hospitals and 6 ambulances to border guards.

Role 2 mobile field hospitals have:

36 beds;
active ventilation; water supply adapted to winter conditions;
a unit for medical staff;
they can be used as a stabilization point.

At that time, medical equipment was delivered to Ukraine by the Dutch manufacturer Hospitainer under the government’s program to strengthen the medical capabilities of Ukrainian Defense Forces.

A Lebanese government security source has told The Media Line that Palestinians residing in Lebanon have signed up to join the ongoing conflict in Ukraine on behalf of Russia, having been offered a sum of $350 by Russian entities.

The source added that the recruitment effort is being carried out by activists affiliated with the Palestinian embassy in Lebanon.

Most of those enlisting were born after 1969, as those born after from this point onwards do not have proper registration with the Lebanese authorities, making it easier to travel for the purpose of participating in the conflict as mercenaries.

As a result, the Lebanese government lacks the ability to monitor or track the movements of these Palestinian recruits for Russia.

The majority of the Palestinians being deployed to the frontlines in Ukraine hail from Ein Al-Khalwa, the largest Palestine refugee camp in Lebanon, just south of the port city of Sidon.

The recruits are reportedly members of the Fatah political movement, which is led by Palestinian Authority President Mahmoud Abbas, as well as other organizations such as the Popular Front for the Liberation of Palestine.

The individuals reportedly receive a monthly stipend and compensation for their families in exchange for agreeing to participate in the conflict in Ukraine on behalf of Russian forces.

The Lebanese security source indicated that the recruitment of Palestinians and others is being carried out in coordination with the Lebanese-based, Iranian-backed Hezbollah organization.

According to the source, Hezbollah is also actively enlisting young supporters, including those skilled in operating drones and individuals with expertise in guerrilla warfare in urban areas, to assist the Russians in the war in Ukraine.

Riad Kahwaji, a prominent and veteran Lebanese researcher in security and defense affairs, who resides in Dubai, told The Media Line that the recruitment of Palestinians from Lebanon is not unfathomable.

“I do not have specific information on this subject, but I am not surprised that it happened because the situation in the camps is miserable… and there are no jobs for young people,” he said.

“It is not surprising that they were recruited to work with the Russians in return for paying them salaries because the camp environment is open to such possibilities,” Kahwaji said.

“Palestinian camps in both Syria and Lebanon have high unemployment, and it is not surprising that these things happen.”

It is not clear exactly how many Palestinians have been recruited to fight for Russia, but it is thought that approximately 300 individuals have already completed rapid training in Russia and been deployed to the frontlines.

In the Ein Al-Khalwa refugee camp, another group of approximately 100 additional fighters is reportedly being organized and prepared for deployment to Russia in the near future.

Muhammad Sarmini, Director of the Abaad Center for Strategic Studies, based in London and Istanbul, told The Media Linen that since the start of the Russian invasion of Ukraine in February 2022, Syria has seen two paths for recruiting fighters to join the invading Russian troops.

The first path is recruitment via the Wagner Group, a Russian paramilitary organization believed to have been founded by Dmitry Valerievich Utkin, a former special forces officer in Russia’s Main Intelligence Directorate (GRU).

The group’s representatives recruited fighters in areas along the Syrian coast and with a high population of young Palestinians. The recruitment process was conducted through delegates who met inside the Khmeimim Air Base, a Russian-controlled installation near the northwestern port city of Latakia.

The second path includes sending fighters from the Syrian regular forces, especially from the military units supervised by Russia, such as the 25th Special Operations Division, headed by Maj. Gen. Suhail Al-Hassan.

Sarmini said these elite fighters are highly paid to enter the war zone, earning $500-700 per month, a very high sum by Syrian standards.

Russia’s desire to recruit Syrian fighters has two aims: to bolster the number of its fighters in Ukraine and as a display of loyalty from the regime of Bashar Assad, which would not have survived until today without Russian support.

The Palestinian embassy in Lebanon declined to comment on the matter, saying it had no connection to the conflict in Ukraine and did not encourage Palestinians to participate in it.

But her colleagues and friends insisted today she would never have taken drugs.

The Kuban media outlet is part of the state-run giant All-Russia State Television and Radio Broadcasting Company [VGTRK], a key prop in Putin’s propaganda empire.

The pair are believed to have been dead for at least 24 hours before their bodies were discovered.

They were apparently found by law enforcement and the investigating committee said: “When examining the bodies, no visible injuries were found.

“Forensic medical examinations have been arranged.”

De Russen begonnen de oorlog met een poel van 8 miljoen potentiele soldaten maar daar zijn nu reeds 2 miljoen verdwenen, 1 miljoen aan doden en gewonden en 1 miljoen aan mannen die het land ontvlucht zijn en niet meer terugkomen.

Maar dan nog hebben ze nog 6 miljoen over waarmee ze makkelijk 5 jaar mee verder kunnen.

Based on expert examinations, the purchase resulted in a loss of Hr 948 million ($25 million) in state funds.

The suspects have been charged with property embezzlement and obstruction of the activities of Ukraine's Armed Forces.

As part of previously launched proceedings, Shapovalov and Khmelnytskyi are suspected of spending Hr 350 million ($9.2 million) on low-quality body armor and almost Hr 1 billion ($26 million) on unsuitable military uniforms.

Ukrainian media also linked the two ex-officials to a food procurement scandal from last winter, leading to their resignation in January 2023.

Authorities are trying to establish the whereabouts of the third suspect, and searches were conducted at his place of residence, the prosecutors said.

The suspects face up to 12 years in prison.

Ukrainian soldiers destroyed a Russian TIRADA-2 orbital satellite jamming complex in the Donetsk direction, according to the Special Operations Forces of the Armed Forces of Ukraine.

Reportedly, operators of the 3rd Separate Regiment of the Special Operations Forces discovered a Russian electronic warfare complex TIRADA-2 during reconnaissance operations in the Donetsk direction.

Having determined the coordinates of the enemy target, the SOF operators directed the fire of a missile unit of the Ukrainian Defense Forces at it. As a result of precise fire, the electronic warfare system was destroyed.

The system is designed to disable communication satellites.

The Russians completed its development in the fall of 2018, and in the spring of 2019, TIRADA-2 was spotted in the temporarily occupied Luhansk region.

He was known through his Instagram channel named Blue Helmet, where Zalistovskyi published videos of his flights. The account has over 2,200 followers.

Zalistovskyi graduated from the Ivan Kozhedub National Air Force University in Kharkiv in 2021 and has carried out dozens of combat sorties since the start of the full-scale war, Armiia TV said.

In another incident from last August, three Ukrainian pilots, including well-known aviator Andrii Pilshchykov with the call sign "Juice," died in a mid-air collision between two training jets.

Many figures, including U.S. Treasury Secretary Janet Yellen and EU Sanctions Envoy David O’Sullivan, predicted that these would force Russian President Vladimir Putin to choose between the war and a struggling economy. But Russia’s economy has defied these predictions. Thanks to record state spending, the Russian economy will grow faster than the global economy in 2023. Whereas the latter is forecast by the IMF to grow by three percent, the former is predicted by the Russian government to grow by 3.5 percent. When the exact figures come in, Russia’s economic growth in 2023 will likely turn out to have exceeded three percent, and Putin will no doubt boast about this in speeches ahead of this spring’s presidential election.

Rather than signaling economic health, however, these figures are symptomatic of overheating. The Russian economy’s problems, in fact, are such that Putin is facing an impossible trilemma. His challenges are threefold: he must fund his ongoing war against Ukraine, maintain his populace’s living standards, and safeguard macroeconomic stability. Achieving the first and second goals will require higher spending, which will fuel inflation and thus prevent the achievement of the third goal. High oil and gas revenues, adept financial management by the Russian authorities, and lax enforcement of Western restrictions have all played their part in Russia’s economic growth, but they mask growing imbalances in the economy.

Ahead of the Russian election, Putin is unlikely to mention that over a third of Russia’s growth is due to the war, with defense-related industries flourishing at double-digit growth rates. Civilian industries, which are also involved in producing products for the front—such as footwear, clothing, and medicine—lag slightly behind. Russia’s bright 2023 economic landscape concealed dangerous tradeoffs made in pursuit of short-term gains. Even if Moscow’s financial leadership succeeds in cooling down the economy by the end of 2024, major problems caused by the war are inevitable. These include discontent over underfinanced public health, mounting shortages of tools and equipment due to the tightening sanctions regime, and major dislocations caused by mammoth investment in the defense industry. Future generations will pay a heavy price for the current state of affairs, although for now this is the last thing on the Kremlin’s mind.

Putin is apparently sincere in his belief that the Russian Empire and the Soviet Union both collapsed largely because of poor financial management. The modern Russian economy is run by professional technocrats, and Putin listens to their opinions. So far, the situation looks stable in the short term: the availability of yuan and gold reserves means Moscow need not worry about financing external debt. The cost of domestic borrowing has increased, and fiscal space has narrowed, but Russia’s low prewar debt-to-GDP ratio means that debt is unlikely to prove a significant risk in upcoming years. The government may also turn to domestic capital markets to provide financing for state spending as they privatize state property, especially parts of the military industry.

Still, the war is shaking the foundations of Russia’s economic stability. It has already taken its toll on pillars of economic policy crucial for macroeconomic stability, including the budget rule, freedom of capital flows, and—to some extent—the independence of the central bank.

Most of the self-inflicted wounds to the national economy cannot be healed without ending the war and the sanctions regime. Structural problems—particularly dependence on oil revenues, an inability to live without foreign, predominantly Chinese, imports, and negative demographic trends that have been exacerbated by the war—will not go away any time soon. To solve these problems would require years of structural reforms that attract investment and improve human capital. But the Kremlin is unable and sometimes unwilling to take these steps because of Putin’s obsession with political control.

Russia’s economy is more endangered than the growth statistics indicate, and the upcoming election may provoke further fateful decisions that could exacerbate long-term challenges if Putin decides to buy voters’ loyalty by splashing even more cash before polling day. Overheating—often a precursor to recession—is a growing threat, especially when institutions designed to mitigate shocks are either dysfunctional or being obliterated by the exigencies of war. With the war unlikely to end soon, the financial and economic costs will mount and are likely to bite Russia several years from now. This process could be speeded by a major global recession or a slowdown of the Chinese economy, which would hit Russia hard because of its heavy dependence on revenues from commodities exports. The specter of a bitter economic hangover looms large unless a new and sustainable Russian economic model emerges. But that remains highly unlikely. For Putin, the war is now an organizing principle of his domestic and foreign policy. To abandon the war without something that the Kremlin can define as victory would be impossible. A long conflict over Ukraine not only satisfies Putin’s geopolitical ambitions and vision but is also turning into his regime’s survival strategy. The trouble will be that his political goals are incompatible with the economic ones. Eventually, something will have to give.

"An investigative and operational group of the Interior Ministry, as well as representatives of the Emergency Situations Ministry and the military commandant's office, are working on the spot," Pasechnik said on his Telegram channel.

According to the Russian proxy leader, "experts are working on neutralizing the ammunition."

The Kyiv Independent could not verify the claims.

The announcement came hours after Russia launched a mass missile strike against cities across Ukraine, killing at least four people and injuring over 30.

During a mass attack against Ukraine on Jan. 2, another Russian aircraft "made an emergency release of an aircraft ordnance" over the Russian village of Petropavlovka, Voronezh Oblast.

A Russian antiwar activist living in Ottawa has been granted Canadian citizenship after all, despite a conviction in Russia that threatened to disqualify her.

Maria Kartasheva, 30, has lived in Ottawa since 2019.

She was convicted under a Russian law passed shortly after the full-scale invasion in of Ukraine in February 2022. The law prohibits "public dissemination of deliberately false information about the use of the Armed Forces of the Russian Federation."

Her convictions stem from two blog entries from March 2022, when she posted photos and wrote in Russian expressing her horror at the Bucha massacre. Russia's foreign minister has rejected allegations of atrocities in Bucha.

Under Canadian immigration rules, if an applicant is charged with a crime in another country that could be indictable under Canada's Criminal Code, their application can be revoked or refused.

A Canadian officiant motioned for her to step aside in the middle of her citizenship ceremony last spring, just moments before she was supposed to swear her allegiance to the Crown.

Minister announced news on X
According to a December letter from Immigration, Refugees and Citizenship Canada (IRCC), the crime she committed in Russia "would equate to false information under subsection 372(1) of the Criminal Code of Canada."

That interpretation was criticized by a Canadian lawyer and professor who contend the law's real goal is to silence opposing voices.

Russian antiwar activist could lose Canadian citizenship bid over conviction abroad
On Tuesday afternoon, Canadian Minister of Immigration, Refugees and Citizenship Marc Miller said in a social media post that Kartasheva "will not face deportation and has been invited to become a Canadian citizen."

"Canada's citizenship eligibility rules are designed to catch criminals, not to suppress or punish legitimate political dissent," wrote a post from his account on X.

Kartasheva relieved, exhausted
On Tuesday, Kartasheva told CBC News she received the news by email just before lunchtime.

"I am still scared that this is a mistake," said Kartasheva, who immediately called IRCC to confirm.

"I kind of have a feeling that even after the ceremony I won't believe that it happened."

Her citizenship ceremony took place virtually around 3 p.m. Tuesday.

Kartasheva told CBC the experience has left her feeling exhausted and tremendously relieved at the same time.

"There was a long period of time when I felt that no one was interested in this and no one hears and no one would help," she said, adding she's grateful to all those who lent her their support after CBC first published her story, including her MP.

Kartasheva said this outcome will serve as a precedent for other Russians living abroad who openly oppose the Kremlin.

"I hope everyone will feel safe and understand that this is not going to happen to anyone else, that … Canada will support Russians in Canada who are against the war, and so we can sleep soundly in Canada and know that we are protected after all."

Conviction 'didn't seem credible': Miller
Speaking to Power & Politics host David Cochrane on Tuesday, Miller suggested Kartasheva had been unfairly punished by an immigration safeguard that was never meant to deny citizenship to political dissidents.

"We have a set of rules in Canada that prevents criminals from becoming citizens, Miller said. "Ninety-nine per cent of the time those types of rules are there for a very good reason and they do a good job in making sure that undesirable people with criminal pasts do not become citizens.

"You know, there can be situations where that rule doesn't work, this is one of them."

Miller did not confirm whether he personally intervened in Kartasheva's case, but indicated he was pleased with the outcome and that Canada's immigration rules had been misapplied in this case.

"It didn't seem credible to me. It looked like it was on the level of political dissent that is legitimate not only in a country like Canada, but should be in a country like Russia, and to penalize that person for having expressed herself and her views with respect to the Putin regime would be ludicrous, so she's been invited to become a citizen as she should have been in the first place."

The channel also says that the invaders only managed to fire a few shots in response, and then the girls fled in a car. Journalists learned that the saboteur’s car was abandoned on the outskirts of Yalta.

“We don’t know where the saboteurs are now. Three FSB officers were killed as a result of the shooting. Two more were wounded, one of them seriously. One of the criminals may also have been wounded, but it is unlikely that this wound was serious (she fled the scene of the shooting on her own). The search for the saboteurs continues,” the sources added.

Crimea news in focus – worth reading today

The development comes as Russians are reported to be suffering from power outages in their homes in the Moscow region caused by technical issues at plants amid subzero temperatures.

On January 4, a heating main burst at the Klimovsk Specialized Ammunition Plant in the town of Podolsk, which is about 30 miles south of central Moscow. Since then, tens of thousands of Russians are reported to have no heating in their homes.

Affected areas include the cities of Khimki, Balashikha, Lobnya, Lyubertsy, Podolsk, Chekhov and Naro-Fominsk, a map published by a Russian Telegram channel and shared on other social media sites shows.

Other Russian media outlets reported that in Moscow, residents of Balashikha, Elektrostal, Solnechnogorsk, Dmitrov, Domodedovo, Troitsk, Taldom, Orekhovo-Zuyevo, Krasnogorsk, Pushkino, Ramenskoye, Voskresensk, Losino-Petrovsky and Selyatino are also without power.

The Telegram channel said that at the 820th Main Center for Missile Attack Warnings, "the crew...is on duty around the clock."

"It is here that the decision on a retaliatory nuclear strike is executed," the channel said.

Newsweek could not independently verify the report and has reached out to the Russian Defense Ministry by email for comment.

Power outages have also been reported in Russia's second-largest city, St. Petersburg, in the country's western Voronezh region, in the southwest city of Volgograd, and in Rostov, which borders Ukraine, a country that Russia has been at war with since February 24, 2022.

On Sunday, two shopping malls in St. Petersburg were forced to close because of problems with light and heating, reported local news outlet 78.ru. Hundreds of other homes in the city have had no electricity, water or heating for days amid temperatures of -25 C (-13 F).

Russian authorities have also been forced to compensate passengers of a train that ran from Samara to St. Petersburg (a 20-hour journey) without heating during -30 C (-22 F) temperatures. Videos circulating on social media showed carriage windows frozen over. A passenger also said the toilet didn't work during the trip because of frozen pipes.

In 2024, those numbers are expected to be much higher, following the exodus of hundreds of thousands of Russians — many of whom oppose Putin’s regime — in the wake of Russia’s full-scale invasion of Ukraine in 2022.

Voting stations abroad must be registered by 24 January, according to Russian Central Election Commission member Pavel Andreyev. According to another source in Russia’s Foreign Ministry, a final decision on the issue is expected by the end of the month.

The cause of the fire is still under investigation by the cops amid suspicions of sabotage.

This is the second property with links to Roman and the Kremlin top that was destroyed in recent events.

Earlier a hotel where he had offices in remote Novy Urengoy was destroyed in successive arson attacks by unknown people, causing �8 million damage.

The incident came after Roman was linked to a scheme to host two waves of refugees from the Donbas area of eastern Ukraine, according to reports.

He offered to personally fund a third wave of 500 refugees in support of Putin's invasion, which may have triggered the arson attacks.

Reports say law enforcement has identified arson as the cause but made no progress in bringing the perpetrators to justice.

However, it is unclear if the arson was linked to opposition to Putin or his war against Ukraine.

Following the Kremlin top's footsteps, Roman began his career in secret services, serving in the FSB.

He eventually switched to local government before founding a company called Putin Consulting to trade on the famous family name.

The controversial businessman also founded the People Against Corruption party, but has been unsuccessful in getting a seat in the parliament
