Spring into summer is seen as 'critical' time period, one U.S. official says.
By spring, Ukraine faces a potentially catastrophic shortage of ammunition and air defenses that could effectively turn the tide of the war and lend Russian President Vladimir Putin a significant advantage, according to an internal U.S. estimate.
Speaking on condition of anonymity, two U.S. officials described "late March" as being a particularly crucial time for the fate of Ukrainian troops if Congress doesn't pass a new aid bill. A third official said it would be difficult to pinpoint exactly when the situation for Ukrainian troops could worsen but noted that the shortages were expected to grow more dire through spring.
"The juncture starts now and it just keeps getting worse progressively through the spring and into summer. So, this time period that we are entering is a critical time period," said a senior U.S. defense official.
The U.S. assessment comes nearly two years after Russia's full-scale invasion of Ukraine and as support for Ukraine in Congress and in the American public is fading. The once-steady flow of cash and weapons from the U.S. -- totaling some $44 billion since the invasion -- has mostly dried up. A separate $60 billion aid package requested by President Joe Biden and passed by the Senate is in limbo in the House as some Republicans loyal to Donald Trump question America's commitment to another far-away conflict entering its third year.
The White House this week directly blamed the hold up for Russia's victory in the eastern city of Avdiivka. The town fell to last weekend after Ukrainian troops there were forced to ration ammunition, handing the Kremlin its first major military victory since last May.
"It was because of congressional inaction," said White House National Security Communications Advisor John Kirby on Ukraine's loss. "And we've been warning Congress that if they didn't act, Ukraine would suffer losses on the battlefield and here you go. That's what happened this weekend."
U.S. officials predict similar scenarios will play out elsewhere in Ukraine as the government there is forced to make tough choices on where to put its remaining air defenses -- and as Russia makes greater use of its airpower, including lobbing satellite-guided glide-bombs much as it was in Avdiivka.
"The things that are protected today -- they will not be able to protect all of these locations in the future if they don't maintain supplies of interceptors," the senior defense official said. And if Russia gains control of the skies, "it completely changes the nature of this fight."
Added one Ukrainian official: "Our primary goal is to deter Russian aviation. If we can't do that, it's time to pack our things."
The $44 billion in U.S. security assistance for Ukraine has supplied Kyiv with a long list of sophisticated weaponry including Stinger anti-aircraft missiles, Bradley and Stryker fighting vehicles, a Patriot air defense battery, advanced rocket launchers known as "HIMARS," and 31 M1 Abrams tanks. The U.S. also is helping to train the first batch of Ukrainian pilots to fly F-16 fighter jets donated by Denmark and the Netherlands.
But officials say Ukraine urgently needs both small and large munitions, including the GPS-guided rockets that make the HIMARS launchers effective.
Another concern is Ukraine's air defense capability, including supplies to protect the donated F-16 jets slated for deployment later this year. Officials say the country also still needs money to build the infrastructure to support the fighters -- including runways and hangers to store the jets. And while the U.S. is helping to train some pilots -- described by one U.S. official as "fewer than 10" -- there wouldn't be enough money to bring on more in the future without additional U.S. aid.
Behind much of the GOP hesitation to support Ukraine is Trump, who has said it would be "stupid" to provide foreign aid to countries instead of loans. He also has encouraged Russia to attack NATO allies if they don't contribute enough to their defense spending -- a provocation quickly decried by U.S. allies in Europe as dangerous.
Complicating matters in the U.S. is that the Pentagon itself is set to run out of money on March 8 if Congress is unable to agree on annual spending legislation. House Republicans have insisted upon unspecified border policy provisions and deep cuts in domestic spending opposed by the Senate and White House.
Meanwhile, the Biden administration is trying to make the case to lawmakers that Ukraine isn't a lost cause.
The U.S. estimates Russian has spent up to $211 billion on military operations in the war and losing $10 billion in arms sales. That's in addition to the heavy casualties: Of the 360,000 Russian fighters available before the war began, some 315,000 Russian fighters have been killed or wounded.
A separate Dec. 8 estimate by the Defense Intelligence Agency, provided to Congress and described by a person familiar with the findings, concluded that Russia has lost some 2,200 tanks out of the 3,500 it had in stock before the war began.
Analysts say those losses haven't crippled Russian forces though because Moscow has been able to pull Soviet-era vehicles out of storage while also manufacturing new ones. At the same time, Russia's economic alliance with China has been able to help the country to shrug off many international sanctions, keeping its economy and military industrial base afloat.
In one recent analysis, the International Institute for Strategic Studies didn't see any sign Russia was buckling under the weight of such hefty losses on the battlefield.
"Russia will be able to sustain its assault on Ukraine at current attrition rates for another 2–3 years, and maybe even longer," the institute wrote.

At the end of January 2024, it was reported that in February, М577 Command Post Vehicles would arrive in Ukraine from Lithuania.
M113 armored personnel carriers
After the start of the large-scale Russian invasion, Ukraine received hundreds of M113 tracked armored personnel carriers.
These armored vehicles come from different countries that provide military assistance to Ukraine. In addition, Ukraine buys these vehicles by itself.
M113 APCs, in various modifications, are in service with various units of the Ukrainian Defense Forces and are directly engaged in hostilities.

“It’s no longer a stalemate. The Russians have regained momentum,” Gates told The Washington Post’s David Ignatius in a streaming interview. “Everything I’m reading is that the Russians are on the offensive along the 600-mile front.”
Russia has suffered staggering losses in the war, he noted, but with Ukraine now confronting artillery shortages due to flagging U.S. support, “the Russians are feeling that the tides have turned, and while there is much to be done, the initiative has passed to them,” Gates said.
“They have more and more supplies coming in — I’ve read that for every artillery shell fired by Ukrainian forces, the Russians fire 10,” he added.
Russian officials announced Monday that its forces finalized their capture of the key Ukrainian city of Avdiivka after taking full control of the city’s large coke plant. The costly operation marked Russia’s first major victory in months, and its most significant gain since taking nearby Bakhmut last spring.
President Biden pinned the blame for Ukraine battlefield losses directly on House Republicans, who have refused to back additional aid to Kyiv without major immigration reform.
Gates noted that European allies in NATO, “who we so often criticize,” have stepped up their support to Ukraine, but lack the ability to immediately send weapons. Production timelines will see NATO support reach the battlefield in 2025, he estimated.
Right now, “the only real military lifeline comes from the United States. And as we all know, that is, shall we say, on pause right now,” he said.
Aid to Ukraine still lingers in the House, where Speaker Mike Johnson (R-La.) is caught between moderates who support Ukraine and far-right members who oppose it without major concessions from Democrats on the border.
Gates called out Congress specifically for being too slow on approving key battlefield capabilities throughout the war, such as missile systems that have allowed strikes against Russian-occupied Crimea, which he called a “no-brainer.”
“Congress will debate for a year or more whether to send the Ukrainians tanks, and after a year, they’ll send tanks,” he said. These weapons could have arrived “a year and a half” earlier, and their delay has restrained Ukraine’s abilities, he said.
The timing of the current aid package — Biden requested a $60 billion supplemental, which was part of a bipartisan Senate package passed earlier this month — is going to be a determining factor in Ukraine’s survival against a revived Russian offensive in 2024, Gates said.
“One of the main values of the package of assistance that’s on the Hill right now, is it would provide Ukraine with significant air-defense capacity, and the wherewithal to establish a strong defensive barrier so they don’t lose any more territory,” Gates said.
Passing the package would send a message to Russia that “they’re not going to be successful in achieving their goals,” a necessary step toward a cease-fire, rebuilding Ukraine and its eventual induction into NATO, he added.

“I don’t agree to this. They started threatening me and, looking me in the eyes, they say that if I don’t agree to a secret funeral, they will do something with my son’s body,” says Navalny’s mother.
According to her, investigator Voropaev openly said that “time is not on your side, corpses are decomposing.”
Lyudmila Navalna also again demanded that her son’s body be returned to her.
The causes of Navalny’s death are natural, according to the death report. This was reported by the press secretary of the Russian opposition party Kira Yarmysh.

"Perpetrating international crimes with impunity and benefiting therefrom goes against the morals of society, ethical standards and our system of values. Consumption of products of Russian origin, thus supporting the criminal regime either directly or indirectly is incompatible with the morals of society," Latvian lawmaker Janis Reirs told the parliament.
The ban will come into force in two weeks, and the government will decide in the meantime which products will be included.

The government claims the targets of the sanctions are people and businesses supplying munitions such as rocket launch systems, missiles and explosives.

Firms deemed to be supporting Russia’s war efforts and included on the list include three from China.

UKRAINE, Feb 22 — The Kyiv International Institute of Sociology (KIIS) released the results of a public opinion poll about Ukrainians’ perception of war. According to the gathered data, most Ukrainians — 73% — are prepared to endure the war with Russia however long it is necessary.
This data hasn’t changed since May 2022 — back then, 71% of respondents were ready to endure the war as long as necessary. 73% agreed with the same statement in December 2023. At the same time, 3% of respondents are ready to endure the war for another half a year, and 18% — for another few months.
How the poll was conducted
The KIIS ran a public opinion poll during February 5-10. Overall, 1,202 respondents participated in the poll. Respondents are residents of all Ukrainian regions apart from Crimea. The poll covered adult (aged 18 and older) citizens of Ukraine who, when the poll was conducted, lived on Ukrainian territories (in boundaries controlled by the Ukrainian government before February 24, 2022.) The sample size didn’t include residents of the territories that were temporarily occupied by Russia and Ukrainian citizens who live aboard.

According to the survey’s data, the number of people who have absolute confidence in Ukrainian victory dropped from 71% to 42% during the past six months. At the same time, the number of those who don’t believe in victory at all increased (from 3% in the last June to 15% now).
Among older people, the number of those who were totally sure of Ukrainian victory is higher, as well as among people with relatives on the frontline. Among respondents aged 18–35, 31% are sure Ukraine will win; among those older than 51, 50% believe so.
31% believe that, for Ukraine to defeat Russia, half a year or less is needed. But, more often (39%), people believe more than a year is needed to secure victory. The latter opinion became more common compared to June 2023 (25% of Ukrainians thought the same back then).
The most necessary thing for Ukrainian victory, Ukrainians believe, is weapons. 46% of Ukrainians agreed with this statement. In the second place, a lot of people (34%) placed the necessity to beat corruption. Respondents who weren’t sure about the Ukrainian victory often picked this option.

Nadezhdin announced the court ruling on Wednesday evening, adding that a CEC representative had questioned the extent of Nadezhdin’s public support during the hearing, claiming that “only 0.18% of citizens” had expressed their support for his candidacy.

The Supreme Court had already rejected two other appeals lodged by the Nadezhdin campaign on separate grounds.

The form also requires travellers to provide their phone’s IMEI number, which can be used to track the location of a mobile device.
Mediazona’s source said that the form was being given “selectively” to certain people entering or exiting Russia and suggested officers may have been targeting dual EU-Russian citizens. The source added that border guards were using a special programme to study travellers’ phones for “keywords” and find even deleted content in checks that lasted around 15 minutes.

Earlier today, Medvedev said that Russian troops could reach Kyiv and capture the city during the current war, since the Ukrainian capital poses an existential threat to Russia. He said that Kyiv is a Russian city, but at the moment it is “controlled by an international brigade of opponents of Russia” led by the United States and therefore poses an “international threat” to Moscow. Medvedev also called Odessa the Russian city, the return of which in Russia has been “waited for.”
Russian President Vladimir Putin signed the accession treaties stating that the Donetsk, Lugansk, Zaporozhye and Kherson regions of Ukraine are now part of Russia in September 2022. Putin then said that residents of the annexed territories “become citizens of the Russian Federation forever.”

The sanctions mark the latest move by the administration to levy consequences against Russia amid heightened tensions between the two countries.
Speaking Tuesday, US National Security Adviser Jake Sullivan said the new measures would be a "substantial package" that covers a wide range of elements linked to the Russian defense industrial base and sources of revenue for the Russian economy that power the country's "war machine."
Sullivan described the package as "another turn of the crank" after withering Western sanctions on Moscow since the start of the Ukraine war. While those sanctions have hampered Russia's economy, they haven't deterred Putin from proceeding with the invasion.
US officials had been working on a new sanctions package on Russia ahead of Navalny’s death and supplemented them in the wake of the opposition leader's death, according to a senior US official, adding that US officials coordinated with European partners on the new package.

Aside from conducting a secret funeral "among the family," the committee said they require the following three conditions:

• The family must be accompanied by an employee of the investigative committee at all times before the funeral.
• Navalny’s mother should decide on the date of the funeral after arriving in Moscow. The body should be kept in the Moscow or Vladimir region before the funeral. According to Zhdanov, the investigative committee “is afraid that the morgue will be stormed.”
The death certificate will be given to Navalny’s family once they agree to meet the above conditions, according to Zhdanov.
Navalny’s mother was first denied the cemetery of her choice, and then both parties agreed to hold the funeral at Khovanskoye cemetery in Moscow, Zhdanov said, adding that the parties haven’t agreed on the farewell hall.
