Comey as F.B.I. director, law enforcement officials became so concerned by the president's behavior that they began investigating whether he had been working on behalf of Russia against American interests, according to former law enforcement officials and others familiar with the investigation.

The inquiry carried explosive implications. Counterintelligence investigators had to consider whether the president's own actions constituted a possible threat to national security. Agents also sought to determine whether Mr. Trump was knowingly working for Russia or had unwittingly fallen under Moscow's influence.

The investigation the F.B.I. opened into Mr. Trump also had a criminal aspect, which has long been publicly known: whether his firing of Mr. Comey constituted obstruction of justice.

Agents and senior F.B.I. officials had grown suspicious of Mr. Trump's ties to Russia during the 2016 campaign but held off on opening an investigation into him, the people said, in part because they were uncertain how to proceed with an inquiry of such sensitivity and magnitude. But the president's activities before and after Mr. Comey's firing in May 2017, particularly two instances in which Mr. Trump tied the Comey dismissal to the Russia investigation, helped prompt the counterintelligence aspect of the inquiry, the people said.

The special counsel, Robert S. Mueller III, took over the inquiry into Mr. Trump when he was appointed, days after F.B.I. officials opened it. That inquiry is part of Mr. Mueller's broader examination of how Russian operatives interfered in the 2016 election and whether any Trump associates conspired with them. It is unclear whether Mr. Mueller is still pursuing the counterintelligence matter, and some former law enforcement officials outside the investigation have questioned whether agents overstepped in opening it.

The criminal and counterintelligence elements were coupled together into one investigation, former law enforcement officials said in interviews in recent weeks, because if Mr. Trump had ousted the head of the F.B.I. to impede or even end the Russia investigation, that was both a possible crime and a national security concern. The F.B.I.'s counterintelligence division handles national security matters.

If the president had fired Mr. Comey to stop the Russia investigation, the action would have been a national security issue because it naturally would have hurt the bureau's effort to learn how Moscow interfered in the 2016 election and whether any Americans were involved, according to James A. Baker, who served as F.B.I. general counsel until late 2017. He privately testified in October before House investigators who were examining the F.B.I.'s handling of the full Russia inquiry.

"Not only would it be an issue of obstructing an investigation, but the obstruction itself would hurt our ability to figure out what the Russians had done, and that is what would be the threat to national security," Mr. Baker said in his testimony, portions of which were read to The New York Times. Mr. Baker did not explicitly acknowledge the existence of the investigation of Mr. Trump to congressional investigators.

No evidence has emerged publicly that Mr. Trump was secretly in contact with or took direction from Russian government officials. An F.B.I. spokeswoman and a spokesman for the special counsel's office both declined to comment.

Rudolph W. Giuliani, a lawyer for the president, sought to play down the significance of the investigation. "The fact that it goes back a year and a half and nothing came of it that showed a breach of national security means they found nothing," Mr. Giuliani said on Friday, though he acknowledged that he had no insight into the inquiry.

The cloud of the Russia investigation has hung over Mr. Trump since even before he took office, though he has long vigorously denied any illicit connection to Moscow. The obstruction inquiry, revealed by The Washington Post a few weeks after Mr. Mueller was appointed, represented a direct threat that he was unable to simply brush off as an overzealous examination of a handful of advisers. But few details have been made public about the counterintelligence aspect of the investigation.

The decision to investigate Mr. Trump himself was an aggressive move by F.B.I. officials who were confronting the chaotic aftermath of the firing of Mr. Comey and enduring the president's verbal assaults on the Russia investigation as a "witch hunt."

A vigorous debate has taken shape among some former law enforcement officials outside the case over whether F.B.I. investigators overreacted in opening the counterintelligence inquiry during a tumultuous period at the Justice Department. Other former officials noted that those critics were not privy to all of the evidence and argued that sitting on it would have been an abdication of duty.

The F.B.I. conducts two types of inquiries, criminal and counterintelligence investigations. Unlike criminal investigations, which are typically aimed at solving a crime and can result in arrests and convictions, counterintelligence inquiries are generally fact-finding missions to understand what a foreign power is doing and to stop any anti-American activity, like thefts of United States government secrets or covert efforts to influence policy. In most cases, the investigations are carried out quietly, sometimes for years. Often, they result in no arrests.

Mr. Trump had caught the attention of F.B.I. counterintelligence agents when he called on Russia during a campaign news conference in July 2016 to hack into the emails of his opponent, Hillary Clinton. Mr. Trump had refused to criticize Russia on the campaign trail, praising President Vladimir V. Putin. And investigators had watched with alarm as the Republican Party softened its convention platform on the Ukraine crisis in a way that seemed to benefit Russia.

Other factors fueled the F.B.I.'s concerns, according to the people familiar with the inquiry. Christopher Steele, a former British spy who worked as an F.B.I. informant, had compiled memos in mid-2016 containing unsubstantiated claims that Russian officials tried to obtain influence over Mr. Trump by preparing to blackmail and bribe him.

In the months before the 2016 election, the F.B.I. was also already investigating four of Mr. Trump's associates over their ties to Russia. The constellation of events disquieted F.B.I. officials who were simultaneously watching as Russia's campaign unfolded to undermine the presidential election by exploiting existing divisions among Americans.

"In the Russian Federation and in President Putin himself, you have an individual whose aim is to disrupt the Western alliance and whose aim is to make Western democracy more fractious in order to weaken our ability, America's ability and the West's ability to spread our democratic ideals," Lisa Page, a former bureau lawyer, told House investigators in private testimony reviewed by The Times.

"That's the goal, to make us less of a moral authority to spread democratic values," she added. Parts of her testimony were first reported by The Epoch Times.

And when a newly inaugurated Mr. Trump sought a loyalty pledge from Mr. Comey and later asked that he end an investigation into the president's national security adviser, the requests set off discussions among F.B.I. officials about opening an inquiry into whether Mr. Trump had tried to obstruct that case.

But law enforcement officials put off the decision to open the investigation until they had learned more, according to people familiar with their thinking. As for a counterintelligence inquiry, they concluded that they would need strong evidence to take the sensitive step of investigating the president, and they were also concerned that the existence of such an inquiry could be leaked to the news media, undermining the entire investigation into Russia's meddling in the election.

After Mr. Comey was fired on May 9, 2017, two more of Mr. Trump's actions prompted them to quickly abandon those reservations.

The first was a letter Mr. Trump wanted to send to Mr. Comey about his firing, but never did, in which he mentioned the Russia investigation. In the letter, Mr. Trump thanked Mr. Comey for previously telling him he was not a subject of the F.B.I.'s Russia investigation.

Even after the deputy attorney general, Rod J. Rosenstein, wrote a more restrained draft of the letter and told Mr. Trump that he did not have to mention the Russia investigation -- Mr. Comey's poor handling of the Clinton email investigation would suffice as a fireable offense, he explained -- Mr. Trump directed Mr. Rosenstein to mention the Russia investigation anyway.

He disregarded the president's order, irritating Mr. Trump. The president ultimately added a reference to the Russia investigation to the note he had delivered, thanking Mr. Comey for telling him three times that he was not under investigation.

The second event that troubled investigators was an NBC News interview two days after Mr. Comey's firing in which Mr. Trump appeared to say he had dismissed Mr. Comey because of the Russia inquiry.

"I was going to fire Comey knowing there was no good time to do it," he said. "And in fact, when I decided to just do it, I said to myself -- I said, you know, this Russia thing with Trump and Russia is a made-up story. It's an excuse by the Democrats for having lost an election that they should've won."

Mr. Trump's aides have said that a fuller examination of his comments demonstrates that he did not fire Mr. Comey to end the Russia inquiry. "I might even lengthen out the investigation, but I have to do the right thing for the American people," Mr. Trump added. "He's the wrong man for that position."

As F.B.I. officials debated whether to open the investigation, some of them pushed to move quickly before Mr. Trump appointed a director who might slow down or even end their investigation into Russia's interference. Many involved in the case viewed Russia as the chief threat to American democratic values.

"With respect to Western ideals and who it is and what it is we stand for as Americans, Russia poses the most dangerous threat to that way of life," Ms. Page told investigators for a joint House Judiciary and Oversight Committee investigation into Moscow's election interference.

F.B.I. officials viewed their decision to move quickly as validated when a comment the president made to visiting Russian officials in the Oval Office shortly after he fired Mr. Comey was revealed days later.

"I just fired the head of the F.B.I. He was crazy, a real nut job," Mr. Trump said, according to a document summarizing the meeting. "I faced great pressure because of Russia. That's taken off."

Tucker Carlson has sparked the most interesting debate in conservative politics

Last Wednesday, the conservative talk show host Tucker Carlson started a fire on the right after airing a prolonged monologue on his show that was, in essence, an indictment of American capitalism.

America’s “ruling class,” Carlson says, are the “mercenaries” behind the failures of the middle class — including sinking marriage rates — and “the ugliest parts of our financial system.” He went on: “Any economic system that weakens and destroys families is not worth having. A system like that is the enemy of a healthy society.”

He concluded with a demand for “a fair country. A decent country. A cohesive country. A country whose leaders don’t accelerate the forces of change purely for their own profit and amusement.”

The monologue was stunning in itself, an incredible moment in which a Fox News host stated that for generations, “Republicans have considered it their duty to make the world safe for banking, while simultaneously prosecuting ever more foreign wars.” More broadly, though, Carlson’s position and the ensuing controversy reveals an ongoing and nearly unsolvable tension in conservative politics about the meaning of populism, a political ideology that Trump campaigned on but Carlson argues he may not truly understand.

Moreover, in Carlson’s words: “At some point, Donald Trump will be gone. The rest of us will be gone too. The country will remain. What kind of country will be it be then?”

The monologue and its sweeping anti-elitism drove a wedge between conservative writers. The American Conservative’s Rod Dreher wrote of Carlson’s monologue, “A man or woman who can talk like that with conviction could become president. Voting for a conservative candidate like that would be the first affirmative vote I’ve ever cast for president.” Other conservative commentators scoffed. Ben Shapiro wrote in National Review that Carlson’s monologue sounded far more like Sens. Bernie Sanders or Elizabeth Warren than, say, Ronald Reagan.

I spoke with Carlson by phone this week to discuss his monologue and its economic — and cultural — meaning. He agreed that his monologue was reminiscent of Warren, referencing her 2003 book The Two-Income Trap: Why Middle-Class Parents Are Growing Broke. “There were parts of the book that I disagree with, of course,” he told me. “But there are parts of it that are really important and true. And nobody wanted to have that conversation.”

Carlson wanted to be clear: He’s just asking questions. “I’m not an economic adviser or a politician. I’m not a think tank fellow. I’m just a talk show host,” he said, telling me that all he wants is to ask “the basic questions you would ask about any policy.” But he wants to ask those questions about what he calls the “religious faith” of market capitalism, one he believes elites — “mercenaries who feel no long-term obligation to the people they rule” — have put ahead of “normal people.”

But whether or not he likes it, Carlson is an important voice in conservative politics. His show is among the most-watched television programs in America. And his raising questions about market capitalism and the free market matters.

“What does [free market capitalism] get us?” he said in our call. “What kind of country do you want to live in? If you put these policies into effect, what will you have in 10 years?”
Populism on the right is gaining, again

Carlson is hardly the first right-leaning figure to make a pitch for populism, even tangentially, in the third year of Donald Trump, whose populist-lite presidential candidacy and presidency Carlson told me he views as “the smoke alarm ... telling you the building is on fire, and unless you figure out how to put the flames out, it will consume it.”

Populism is a rhetorical approach that separates “the people” from elites. In the words of Cas Mudde, a professor at the University of Georgia, it divides the country into “two homogenous and antagonistic groups: the pure people on the one end and the corrupt elite on the other.” Populist rhetoric has a long history in American politics, serving as the focal point of numerous presidential campaigns and powering William Jennings Bryan to the Democratic nomination for president in 1896. Trump borrowed some of that approach for his 2016 campaign but in office has governed as a fairly orthodox economic conservative, thus demonstrating the demand for populism on the right without really providing the supply and creating conditions for further ferment.

When right-leaning pundit Ann Coulter spoke with Breitbart Radio about Trump’s Tuesday evening Oval Office address to the nation regarding border wall funding, she said she wanted to hear him say something like, “You know, you say a lot of wild things on the campaign trail. I’m speaking to big rallies. But I want to talk to America about a serious problem that is affecting the least among us, the working-class blue-collar workers”:

Coulter urged Trump to bring up overdose deaths from heroin in order to speak to the “working class” and to blame the fact that working-class wages have stalled, if not fallen, in the last 20 years on immigration. She encouraged Trump to declare, “This is a national emergency for the people who don’t have lobbyists in Washington.”

These sentiments have even pitted popular Fox News hosts against each other.

Sean Hannity warned his audience that New York Rep. Alexandria Ocasio-Cortez’s economic policies would mean that “the rich people won’t be buying boats that they like recreationally, they’re not going to be taking expensive vacations anymore.” But Carlson agreed when I said his monologue was somewhat reminiscent of Ocasio-Cortez’s past comments on the economy, and how even a strong economy was still leaving working-class Americans behind.

“I’m just saying as a matter of fact,” he told me, “a country where a shrinking percentage of the population is taking home an ever-expanding proportion of the money is not a recipe for a stable society. It’s not.”

Carlson told me he wanted to be clear: He is not a populist. But he believes some version of populism is necessary to prevent a full-scale political revolt or the onset of socialism. Using Theodore Roosevelt as an example of a president who recognized that labor needs economic power, he told me, “Unless you want something really extreme to happen, you need to take this seriously and figure out how to protect average people from these remarkably powerful forces that have been unleashed.”

“I think populism is potentially really disruptive. What I’m saying is that populism is a symptom of something being wrong,” he told me. “Again, populism is a smoke alarm; do not ignore it.”

But Carlson’s brand of populism, and the populist sentiments sweeping the American right, aren’t just focused on the current state of income inequality in America. Carlson tackled a bigger idea: that market capitalism and the “elites” whom he argues are its major drivers aren’t working. The free market isn’t working for families, or individuals, or kids. In his monologue, Carlson railed against libertarian economics and even payday loans, saying, “If you care about America, you ought to oppose the exploitation of Americans, whether it’s happening in the inner city or on Wall Street” — sounding very much like Sanders or Warren on the left.

Carlson’s argument that “market capitalism is not a religion” is of course old hat on the left, but it’s also been bubbling on the right for years now. When National Review writer Kevin Williamson wrote a 2016 op-ed about how rural whites “failed themselves,” he faced a massive backlash in the Trumpier quarters of the right. And these sentiments are becoming increasingly potent at a time when Americans can see both a booming stock market and perhaps their own family members struggling to get by.

At the Federalist, writer Kirk Jing wrote of Carlson’s monologue, and a response to it by National Review columnist David French:

Our society is less French’s America, the idea, and more Frantz Fanon’s “Wretched of the Earth” (involving a very different French). The lowest are stripped of even social dignity and deemed unworthy of life. In Real America, wages are stagnant, life expectancy is crashing, people are fleeing the workforce, families are crumbling, and trust in the institutions on top are at all-time lows. To French, holding any leaders of those institutions responsible for their errors is “victimhood populism” ... The Right must do better if it seeks to govern a real America that exists outside of its fantasies.

J.D. Vance, author of Hillbilly Elegy, wrote that the economy’s victories — and praise for those wins from conservatives — were largely meaningless to white working-class Americans living in Ohio and Kentucky: “Yes, they live in a country with a higher GDP than a generation ago, and they’re undoubtedly able to buy cheaper consumer goods, but to paraphrase Reagan: Are they better off than they were 20 years ago? Many would say, unequivocally, ‘no.’”

Carlson’s populism holds, in his view, bipartisan possibilities. In a follow-up email, I asked him why his monologue was aimed at Republicans when many Democrats had long espoused the same criticisms of free market economics. “Fair question,” he responded. “I hope it’s not just Republicans. But any response to the country’s systemic problems will have to give priority to the concerns of American citizens over the concerns of everyone else, just as you’d protect your own kids before the neighbor’s kids.”
Who is “they”?

And that’s the point where Carlson and a host of others on the right who have begun to challenge the conservative movement’s orthodoxy on free markets — people ranging from occasionally mendacious bomb-throwers like Coulter to writers like Michael Brendan Dougherty — separate themselves from many of those making those exact same arguments on the left.

When Carlson talks about the “normal people” he wants to save from nefarious elites, he is talking, usually, about a specific group of “normal people” — white working-class Americans who are the “real” victims of capitalism, or marijuana legalization, or immigration policies.

In this telling, white working-class Americans who once relied on a manufacturing economy that doesn’t look the way it did in 1955 are the unwilling pawns of elites. It’s not their fault that, in Carlson’s view, marriage is inaccessible to them, or that marijuana legalization means more teens are smoking weed (this probably isn’t true). Someone, or something, did this to them. In Carlson’s view, it’s the responsibility of politicians: Our economic situation, and the plight of the white working class, is “the product of a series of conscious decisions that the Congress made.”

The criticism of Carlson’s monologue has largely focused on how he deviates from the free market capitalism that conservatives believe is the solution to poverty, not the creator of poverty. To orthodox conservatives, poverty is the result of poor decision making or a lack of virtue that can’t be solved by government programs or an anti-elite political platform — and they say Carlson’s argument that elites are in some way responsible for dwindling marriage rates doesn’t make sense.

But in French’s response to Carlson, he goes deeper, writing that to embrace Carlson’s brand of populism is to support “victimhood populism,” one that makes white working-class Americans into the victims of an undefined “they:

Carlson is advancing a form of victim-politics populism that takes a series of tectonic cultural changes — civil rights, women’s rights, a technological revolution as significant as the industrial revolution, the mass-scale loss of religious faith, the sexual revolution, etc. — and turns the negative or challenging aspects of those changes into an angry tale of what they are doing to you.

And that was my biggest question about Carlson’s monologue, and the flurry of responses to it, and support for it: When other groups (say, black Americans) have pointed to systemic inequities within the economic system that have resulted in poverty and family dysfunction, the response from many on the right has been, shall we say, less than enthusiastic.

Yet white working-class poverty receives, from Carlson and others, far more sympathy. And conservatives are far more likely to identify with a criticism of “elites” when they believe those elites are responsible for the expansion of trans rights or creeping secularism than the wealthy and powerful people who are investing in private prisons or an expansion of the militarization of police. Carlson’s network, Fox News, and Carlson himself have frequently blasted leftist critics of market capitalism and efforts to fight inequality.

I asked Carlson about this, as his show is frequently centered on the turmoils caused by “demographic change.” He said that for decades, “conservatives just wrote [black economic struggles] off as a culture of poverty,” a line he includes in his monologue.

He added that regarding black poverty, “it’s pretty easy when you’ve got 12 percent of the population going through something to feel like, ‘Well, there must be ... there’s something wrong with that culture.’ Which is actually a tricky thing to say because it’s in part true, but what you’re missing, what I missed, what I think a lot of people missed, was that the economic system you’re living under affects your culture.”

Carlson said that growing up in Washington, DC, and spending time in rural Maine, he didn’t realize until recently that the same poverty and decay he observed in the Washington of the 1980s was also taking place in rural (and majority-white) Maine. “I was thinking, ‘Wait a second ... maybe when the jobs go away the culture changes,’” he told me, “And the reason I didn’t think of it before was because I was so blinded by this libertarian economic propaganda that I couldn’t get past my own assumptions about economics.” (For the record, libertarians have critiqued Carlson’s monologue as well.)

Carlson told me that beyond changing our tax code, he has no major policies in mind. “I‘m not even making the case for an economic system in particular,” he told me. “All I’m saying is don’t act like the way things are is somehow ordained by God or a function or raw nature.”

And clearly, our market economy isn’t driven by God or nature, as the stock market soars and unemployment dips and yet even those on the right are noticing lengthy periods of wage stagnation and dying little towns across the country. But what to do about those dying little towns, and which dying towns we care about and which we don’t, and, most importantly, whose fault it is that those towns are dying in the first place — those are all questions Carlson leaves to the viewer to answer.

Last Wednesday, the conservative talk show host Tucker Carlson started a fire on the right after airing a prolonged monologue on his show that was, in essence, an indictment of American capitalism.

America’s “ruling class,” Carlson says, are the “mercenaries” behind the failures of the middle class — including sinking marriage rates — and “the ugliest parts of our financial system.” He went on: “Any economic system that weakens and destroys families is not worth having. A system like that is the enemy of a healthy society.”

He concluded with a demand for “a fair country. A decent country. A cohesive country. A country whose leaders don’t accelerate the forces of change purely for their own profit and amusement.”

The monologue was stunning in itself, an incredible moment in which a Fox News host stated that for generations, “Republicans have considered it their duty to make the world safe for banking, while simultaneously prosecuting ever more foreign wars.” More broadly, though, Carlson’s position and the ensuing controversy reveals an ongoing and nearly unsolvable tension in conservative politics about the meaning of populism, a political ideology that Trump campaigned on but Carlson argues he may not truly understand.

Moreover, in Carlson’s words: “At some point, Donald Trump will be gone. The rest of us will be gone too. The country will remain. What kind of country will be it be then?”

The monologue and its sweeping anti-elitism drove a wedge between conservative writers. The American Conservative’s Rod Dreher wrote of Carlson’s monologue, “A man or woman who can talk like that with conviction could become president. Voting for a conservative candidate like that would be the first affirmative vote I’ve ever cast for president.” Other conservative commentators scoffed. Ben Shapiro wrote in National Review that Carlson’s monologue sounded far more like Sens. Bernie Sanders or Elizabeth Warren than, say, Ronald Reagan.

I spoke with Carlson by phone this week to discuss his monologue and its economic — and cultural — meaning. He agreed that his monologue was reminiscent of Warren, referencing her 2003 book The Two-Income Trap: Why Middle-Class Parents Are Growing Broke. “There were parts of the book that I disagree with, of course,” he told me. “But there are parts of it that are really important and true. And nobody wanted to have that conversation.”

Carlson wanted to be clear: He’s just asking questions. “I’m not an economic adviser or a politician. I’m not a think tank fellow. I’m just a talk show host,” he said, telling me that all he wants is to ask “the basic questions you would ask about any policy.” But he wants to ask those questions about what he calls the “religious faith” of market capitalism, one he believes elites — “mercenaries who feel no long-term obligation to the people they rule” — have put ahead of “normal people.”

But whether or not he likes it, Carlson is an important voice in conservative politics. His show is among the most-watched television programs in America. And his raising questions about market capitalism and the free market matters.

“What does [free market capitalism] get us?” he said in our call. “What kind of country do you want to live in? If you put these policies into effect, what will you have in 10 years?”
Populism on the right is gaining, again

Carlson is hardly the first right-leaning figure to make a pitch for populism, even tangentially, in the third year of Donald Trump, whose populist-lite presidential candidacy and presidency Carlson told me he views as “the smoke alarm ... telling you the building is on fire, and unless you figure out how to put the flames out, it will consume it.”

Populism is a rhetorical approach that separates “the people” from elites. In the words of Cas Mudde, a professor at the University of Georgia, it divides the country into “two homogenous and antagonistic groups: the pure people on the one end and the corrupt elite on the other.” Populist rhetoric has a long history in American politics, serving as the focal point of numerous presidential campaigns and powering William Jennings Bryan to the Democratic nomination for president in 1896. Trump borrowed some of that approach for his 2016 campaign but in office has governed as a fairly orthodox economic conservative, thus demonstrating the demand for populism on the right without really providing the supply and creating conditions for further ferment.

When right-leaning pundit Ann Coulter spoke with Breitbart Radio about Trump’s Tuesday evening Oval Office address to the nation regarding border wall funding, she said she wanted to hear him say something like, “You know, you say a lot of wild things on the campaign trail. I’m speaking to big rallies. But I want to talk to America about a serious problem that is affecting the least among us, the working-class blue-collar workers”:

Coulter urged Trump to bring up overdose deaths from heroin in order to speak to the “working class” and to blame the fact that working-class wages have stalled, if not fallen, in the last 20 years on immigration. She encouraged Trump to declare, “This is a national emergency for the people who don’t have lobbyists in Washington.”

These sentiments have even pitted popular Fox News hosts against each other.

Sean Hannity warned his audience that New York Rep. Alexandria Ocasio-Cortez’s economic policies would mean that “the rich people won’t be buying boats that they like recreationally, they’re not going to be taking expensive vacations anymore.” But Carlson agreed when I said his monologue was somewhat reminiscent of Ocasio-Cortez’s past comments on the economy, and how even a strong economy was still leaving working-class Americans behind.

“I’m just saying as a matter of fact,” he told me, “a country where a shrinking percentage of the population is taking home an ever-expanding proportion of the money is not a recipe for a stable society. It’s not.”

Carlson told me he wanted to be clear: He is not a populist. But he believes some version of populism is necessary to prevent a full-scale political revolt or the onset of socialism. Using Theodore Roosevelt as an example of a president who recognized that labor needs economic power, he told me, “Unless you want something really extreme to happen, you need to take this seriously and figure out how to protect average people from these remarkably powerful forces that have been unleashed.”

“I think populism is potentially really disruptive. What I’m saying is that populism is a symptom of something being wrong,” he told me. “Again, populism is a smoke alarm; do not ignore it.”

But Carlson’s brand of populism, and the populist sentiments sweeping the American right, aren’t just focused on the current state of income inequality in America. Carlson tackled a bigger idea: that market capitalism and the “elites” whom he argues are its major drivers aren’t working. The free market isn’t working for families, or individuals, or kids. In his monologue, Carlson railed against libertarian economics and even payday loans, saying, “If you care about America, you ought to oppose the exploitation of Americans, whether it’s happening in the inner city or on Wall Street” — sounding very much like Sanders or Warren on the left.

Carlson’s argument that “market capitalism is not a religion” is of course old hat on the left, but it’s also been bubbling on the right for years now. When National Review writer Kevin Williamson wrote a 2016 op-ed about how rural whites “failed themselves,” he faced a massive backlash in the Trumpier quarters of the right. And these sentiments are becoming increasingly potent at a time when Americans can see both a booming stock market and perhaps their own family members struggling to get by.

At the Federalist, writer Kirk Jing wrote of Carlson’s monologue, and a response to it by National Review columnist David French:

Our society is less French’s America, the idea, and more Frantz Fanon’s “Wretched of the Earth” (involving a very different French). The lowest are stripped of even social dignity and deemed unworthy of life. In Real America, wages are stagnant, life expectancy is crashing, people are fleeing the workforce, families are crumbling, and trust in the institutions on top are at all-time lows. To French, holding any leaders of those institutions responsible for their errors is “victimhood populism” ... The Right must do better if it seeks to govern a real America that exists outside of its fantasies.

J.D. Vance, author of Hillbilly Elegy, wrote that the economy’s victories — and praise for those wins from conservatives — were largely meaningless to white working-class Americans living in Ohio and Kentucky: “Yes, they live in a country with a higher GDP than a generation ago, and they’re undoubtedly able to buy cheaper consumer goods, but to paraphrase Reagan: Are they better off than they were 20 years ago? Many would say, unequivocally, ‘no.’”

Carlson’s populism holds, in his view, bipartisan possibilities. In a follow-up email, I asked him why his monologue was aimed at Republicans when many Democrats had long espoused the same criticisms of free market economics. “Fair question,” he responded. “I hope it’s not just Republicans. But any response to the country’s systemic problems will have to give priority to the concerns of American citizens over the concerns of everyone else, just as you’d protect your own kids before the neighbor’s kids.”
Who is “they”?

And that’s the point where Carlson and a host of others on the right who have begun to challenge the conservative movement’s orthodoxy on free markets — people ranging from occasionally mendacious bomb-throwers like Coulter to writers like Michael Brendan Dougherty — separate themselves from many of those making those exact same arguments on the left.

When Carlson talks about the “normal people” he wants to save from nefarious elites, he is talking, usually, about a specific group of “normal people” — white working-class Americans who are the “real” victims of capitalism, or marijuana legalization, or immigration policies.

In this telling, white working-class Americans who once relied on a manufacturing economy that doesn’t look the way it did in 1955 are the unwilling pawns of elites. It’s not their fault that, in Carlson’s view, marriage is inaccessible to them, or that marijuana legalization means more teens are smoking weed (this probably isn’t true). Someone, or something, did this to them. In Carlson’s view, it’s the responsibility of politicians: Our economic situation, and the plight of the white working class, is “the product of a series of conscious decisions that the Congress made.”

The criticism of Carlson’s monologue has largely focused on how he deviates from the free market capitalism that conservatives believe is the solution to poverty, not the creator of poverty. To orthodox conservatives, poverty is the result of poor decision making or a lack of virtue that can’t be solved by government programs or an anti-elite political platform — and they say Carlson’s argument that elites are in some way responsible for dwindling marriage rates doesn’t make sense.

But in French’s response to Carlson, he goes deeper, writing that to embrace Carlson’s brand of populism is to support “victimhood populism,” one that makes white working-class Americans into the victims of an undefined “they:

Carlson is advancing a form of victim-politics populism that takes a series of tectonic cultural changes — civil rights, women’s rights, a technological revolution as significant as the industrial revolution, the mass-scale loss of religious faith, the sexual revolution, etc. — and turns the negative or challenging aspects of those changes into an angry tale of what they are doing to you.

And that was my biggest question about Carlson’s monologue, and the flurry of responses to it, and support for it: When other groups (say, black Americans) have pointed to systemic inequities within the economic system that have resulted in poverty and family dysfunction, the response from many on the right has been, shall we say, less than enthusiastic.

Yet white working-class poverty receives, from Carlson and others, far more sympathy. And conservatives are far more likely to identify with a criticism of “elites” when they believe those elites are responsible for the expansion of trans rights or creeping secularism than the wealthy and powerful people who are investing in private prisons or an expansion of the militarization of police. Carlson’s network, Fox News, and Carlson himself have frequently blasted leftist critics of market capitalism and efforts to fight inequality.

Toen Trump Comey ontsloeg, heeft hij daardoor niet alleen een lopend onderzoek naar zichzelf ondermijnd, maar ook het onderzoek op grotere schaal.

A Pennsylvania district court judge issued a nationwide injunction Monday afternoon, just as the new policy was slated to take effect. That ruling came less than 24 hours after a California district court judge issued a more limited stay in 13 Democratic states and the District of Columbia, while challenges are being argued.

The rulings in rapid succession, both by judges appointed by Barack Obama, are the latest legal twists in a dispute over an expansion of health benefits for women under the Affordable Care Act that has wound through the courts for years.

The ACA, the sprawling 2010 health-care law pushed through by a Democratic Congress, says that people should be insured for preventive services without paying any out-of-pocket fees — and that women’s health services must be included. Under the law, all forms of FDA-approved contraception have been covered since 2012.

The dispute centers on the issue of “religious liberty” — specifically, the extent to which the government should carve out exceptions for churches, religious group and even non-religious employers that object to birth control coverage based on their beliefs. The Obama administration had narrow exceptions and a system of “accommodations” – a work-around to religious objections – in which a third-party insurer would cover birth control even if the employer did not.

But President Trump widened the circumstances under which employers could claim exemptions in an effort to accommodate social conservatives.

The Trump administration rules allow objections to covering birth control on moral grounds, as well as religious ones. They broaden the range of employers able to claim such objections to include essentially all non-governmental workplaces. And they give the employer the choice of whether to permit a workaround accommodation.

“No American should be forced to violate his or her own conscience in order to abide by the laws and regulations governing our healthcare system,” Caitlin Oakley, an HHS spokewoman, said in a statement. “The final rules affirm the Trump Administration’s commitment to upholding the freedoms afforded all Americans under our Constitution.”

The back-to-back court rulings represent the second time the same judges have issued preliminary injunctions, halting Trump administration rules while lawsuits against the revised policies play out.

Within a week or each other in December, 2017, U.S. District Judge Wendy Beetlestone for the Eastern District of Pennsyvlania and U.S. District Judge Haywood Gilliam for the Northern District of California ruled an interim revision to the contraceptive mandate should be blocked nationwide. Their ruling came in separate lawsuits from Democratic state attorneys general challenging the Department of Health and Human Services for issuing what are known as interim final rules. Those cases are now on appeal before circuit courts.

In the meantime, HHS in November issued a final rule, similar in most respects to the interim one, which was slated to take effect on Monday. These rules, too, were challenged in court, and they are the one the the judges are now blocking.

Women’s health advocates and other supporters of no-fee birth control cite research showing that the Obama era policies have been beneficial to consumers.

Nearly 63 million U.S. women last year had insurance coverage for birth control without out-of-pocket fees — about seven million more than federal estimates from 2015, according to the National Women’s Law Center.

In a 2017 Health Affairs article, researchers at the University of Pennsylvania said hat women who either took birth control pills or used an IUD saved roughly $250 for the first year after the ACA coverage requirement began. Another study by Penn State researchers found an increase in the proportion of women using long-acting birth control such as IUDs or contracepive implants, which tend to be most effective and preventing unwanted pregnancies.

A Coast Guard spokesman, Chief Warrant Officer 4 Barry Lane, said that the migrants intercepted at sea in 2018 come from numerous countries in the Western Hemisphere, including Mexico, Ecuador, Bolivia, Colombia and Guatemala. Others came from farther away nations that include China, Sri Lanka, India and Jordan, he said.

For years, the Coast Guard intercepted more migrants off the coast of Florida than anywhere else. Those numbers plummeted in 2017, after the Obama administration normalized diplomatic relations with Cuba and ended the so-called wet-foot, dry-foot policy that allowed most Cubans who made the 90-mile trip by sea to pursue legal residency.

The service also intercepted 209,000 kilograms of cocaine at sea in 2018, falling just behind its record grab of 223,843 kilograms in 2017. The majority of those drugs are interdicted by a handful of Coast Guard cutters in the eastern Pacific Ocean, as they meet ships heading from Central and South America.

Intercepts at sea represent a fraction of a much larger trend. Customs and Border Protection reported 415,517 total apprehensions at the southern border in fiscal 2017, and 521,090 more in fiscal in 2018. More than 60,000 migrants were arrested in each of the last three months attempting to enter the country illegally.

But the statistics will still serve as new fodder for advocates of the Coast Guard, whose service members are among the federal employees working without pay amid a partial government shutdown caused by a political dispute over President Trump’s proposed southern border wall. Service members are due a pay check on Tuesday, and unlikely to get their money. The shutdown was 24 days old — and the longest in U.S. history — as of Monday.

Although the service is considered a part of the U.S. military, it has no funding because it is part of the Department of Homeland Security. Most other branches of service are part of the Defense Department, which has funding approved.

The shutdown also has threatened the pensions of Coast Guard veterans. Adm. Charles W. Ray, the service’s No. 2 officer, said in an email to retirees on Saturday that there is the “distinct possibility” that retiree pay and money for the Survivor’s Benefit Plan, an insurance policy for the surviving spouses of Coast Guard veterans, may be delayed if the shutdown continues into late January.

“Please be assured that we are continuing to work closely with the Department of Homeland Security, the Administration, and Congress to reduce the impacts of this funding lapse on our Coast Guard workforce - past and present - and I will keep you informed as additional information becomes available,” Ray wrote.

The shutdown has put other strains on the service, as Trump seeks funding for the wall. The president has promised to fund new polar icebreaker ships for the Coast Guard, but funding for them is no longer a certainty. A Senate appropriations bill passed last year included $750 million for the first ship, but the House version did not include the money. It is not clear whether the money will be included if a spending bill makes it to the White House.

The Coast Guard commandant, Adm. Karl Schultz, has posted a series of social-media messages in recent days as he seeks to reassure the force.

“While our Coast Guard workforce is deployed, there are loved ones at home reviewing family finances, researching how to get support, and weighing childcare options — they are holding down the fort,” he wrote Sunday on Facebook. “Please know that we are doing everything we can to support and advocate for you while your loved one stands the watch. You have not, and will not, be forgotten.”

A year ago, President Trump received a hero's welcome at the American Farm Bureau Federation’s 99th annual convention in Nashville, cheered for rolling back regulations, revamping an Obama administration water rule and for being the first president to address the group in 25 years.

In New Orleans on Monday, he made good on last year's promise to return for the group's centennial meeting.

“What can I do? I like farmers,” Trump told the appreciative crowd after traveling from a snow-covered Washington that remained frozen in a partial government shutdown for a 24th day, in a funding impasse over his proposed southern border wall.

But the cheers he received, from those who waited in hourlong security lines to hear him speak inside the city's riverfront convention center, belied a more complicated relationship with America's farmers, who have largely supported him.

Most still do, though they have been hurt in recent months by the tariffs that top trading partners have slapped on U.S. farm products, in retaliation for the tariffs Trump first imposed on their country’s goods. And now, a shuttered government isn’t processing the subsidy checks that many farmers rely on.

“If there's one thing farmers need and want, it's reliability and predictability,” said Jamie Johansson, president of the California Farm Bureau Federation.

“The angst you will find is, he has not provided that in the tariff situation around trade,” Johansson said. “But when he ran, we knew exactly what we were getting.”

Although Trump won support across the country’s heartland, he has long been clear about his hard-line, protectionist positions on trade. As president, he has followed through on ending the United States’ participation in the Trans-Pacific Partnership, which the farm bureau supported for the new markets it would have opened in other Pacific Rim nations; he renegotiated the quarter-century-old North American Free Trade Agreement; and he’s taken a confrontational approach to try to reverse the U.S. trade deficit with China, so far unsuccessfully.

For many farmers, the trade tension especially with China has meant unpredictability, lost market share and lower prices for their products, while the shutdown has left some growers unable to get loans and subsidies essential for the looming season. The Agriculture Department is among the agencies shut down, its annual funding hostage to the standoff over the $5.7 billion Trump wants for a wall.

The president, in effect, counseled patience. “We’re doing trade deals that are going to get you so much business, you won’t believe it,” he told them. “A lot of great things are going to happen.”
“We are fighting for the American farmer and we are fighting for the American dream and for the products made and grown with pride right here in the USA,” Trump said near the end of his speech. “The greatest harvest is yet to come.”

Yet Trump spent much of his speech talking about illegal immigration and the wall he wanted to build. The president insisted that, despite his tough talk, he would make it easier for foreign farm workers to cross the border for seasonal jobs — comments which drew some of the biggest applause.

Although Trump made the case that he had been a friend to farmers, he did not directly acknowledge the tough times that they now faced because of his trade and border-wall actions.

He touted the 2017 tax cuts that reduced the number of individuals subject to the estate tax, although, contrary to his and Republicans’ claims, few of the wealthy beneficiaries are small farmers and ranchers. The president also boasted of his efforts to cut regulations, increase the availability of corn-based ethanol at gas stations and pass a farm bill in December.

But the tit-for-tat tariffs since Trump began the current trade war — the United States has imposed tariffs on $250 billion worth of goods, or half of all imports from China, which in turn has put new tariffs on $110 billion in U.S. goods, or 85% — have cost small farmers like Jerry and Nicky Cox. They run a farm in Four Oaks, N.C., and have seen the market for their tobacco dry up now that China is no longer buying it from American producers.

The Trump administration in September directed that $12 billion in assistance be doled out to producers of commodities such as corn, cotton, pork, soybeans and wheat that have been hardest hit by retaliatory tariffs. But now, because of the government shutdown, the Coxes and other farmers haven't been able to turn in their applications for relief because the Farm Services Agency offices in their counties are closed.

“I’ll wait it out,” Jerry Cox said, “and one day maybe I'll turn it in.”

Unlike Jerry, wife Nicky did not vote for Trump in 2016 and is less forgiving of the uncertainty surrounding the business their family has run for 50 years.

“Some of the things that are going on now do hurt us, in terms of the tariffs,” she said. “We're feeling it.”

Jerry remains hopeful, though he says he's not sure if he'll vote for Trump again in 2020.

“I think he knows he's got to help the farmers, and I think he'll come around,” he said. “Most farmers don't want a handout. They just want to be able to sell their crop at a profitable price. I think most farmers are like that.”

Many of the members of the farm bureau, more than 6 million farmers across the country, run small operations. Yet on trade policy, if not on some other areas, their sentiments align with large agricultural businesses.

“The universal view is that farmers in middle America want trade, not aid,” said one Farm Bureau executive, who spoke on condition of anonymity. “Everyone wants to make an honest living on their own terms.

“Almost across the board,” the executive said, “our members know the tariffs aren't good, but a lot of them are defending their votes from 2016 and have a hard time admitting they could have been wrong.”

Albert C. Beatty, who has overseen his family’s 500-acre farm in Harrells, N.C., for 45 years, didn’t vote for Trump. He is blunt about the effect of both the tariffs, whiche he said had cut profits in half on his soybean crop, and now the government shutdown, which is delaying the processing of loans he needs to begin planting timber next month.

“We need to be getting all our loans squared away so we can get operating money by March,” Beatty said. If the government isn’t open “by the end of the month, we're hurting.”

According to Johansson, the California Farm Bureau Federation president who runs a small olive and citrus farm in Oroville, just north of Sacramento, many farmers agree with Trump’s rationale for taking on China, but the effect of China’s retaliatory tariffs has been severe, especially on the state’s walnut, citrus and sweet cherry farmers.

“They have really felt the pain,” he said, “because 25% of all our citrus from California is exported.”

California citrus, Johansson said, accounted for $2 billion of the $3 billion in citrus that China was importing annually before the tariffs took effect.

Trump’s imposition of tariffs on other top trading partners, including Canada and Mexico, have remained in place even after they agreed in principle to the new trade deal, which still must be ratified by each country’s legislature.

Removing the tariffs, Johansson believes, would provide significant relief to farmers who count on Canada and Mexico purchasing what they produce.

“One out of every two acres in California that we farm has to go into the export market,” he said. “That's what keeps the prices up is the demand. When that goes away, that's when things get ugly even for the little guy like myself.”

Attorney General nominee William Barr shared a controversial memo last year with nearly all of President Donald Trump's lawyers concluding that an aspect of special counsel Robert Mueller's case could be "fatally misconceived," Barr acknowledged Monday.

Barr's 19-page memo -- which concluded that Trump's publicly reported interactions with ex-FBI Director James Comey could not constitute obstruction of justice -- was addressed to Deputy Attorney General Rod Rosenstein and Assistant Attorney General Steve Engel and released as a part of Barr's Senate questionnaire last month. But it was previously unclear who else had seen it.

In a letter to Senate Judiciary Chairman Lindsay Graham Monday night, Barr said that he had sent it to White House special counsel Emmet Flood, Solicitor General Noel Francisco, and his former Justice Department colleague Pat Cipollone who is now White House counsel. He also discussed the issues raised in the memo with Trump lawyers Marty and Jane Raskin and Jay Sekulow. In Tuesday's testimony, Barr will say he distributed the memo "broadly" so that other lawyers "would have the benefit of my views." He said the memo was narrow in scope and targeted a specific obstruction of justice theory "under a single statute that I thought, based on media reports, the special counsel might be considering."

"I wrote it myself, on my own initiative, without assistance , and based solely on public information," Barr will say.

But the revelation comes as Democrats have pledged to make Barr's criticisms of Mueller's investigation a centerpiece of the hearings, particularly because Barr would be poised to oversee Mueller's work if confirmed.

Barr discussed the memo with Trump prior to his nomination, according to a source familiar with the discussions, and he will pledge in his confirmation testimony that Mueller will be able to "complete his work." Despite the assurances, Democrats have said they are eager for his testimony.

"My intention will be to get that on the record before I'm satisfied," Sen. Dianne Feinstein, D-California, told reporters after her meeting with Barr.

In December, Feinstein asked both Barr and Attorney General Rod Rosenstein about the 19-page memorandum.

"I read your memorandum with great surprise," Feinstein told Barr in a letter. She said that in all of her years reviewing nominations, she had never seen a nominee write "such an in depth legal memorandum for no reason."
"Your memorandum is not an informal opinion piece or casual commentary;" she said. "Rather, it is a lengthy, detailed legal argument with pointed conclusions," she said.

In his letter to Graham, Barr stressed that the memo analysis was "narrow in scope" and addressed "a single obstruction-of-justice theory under a specific federal statute."

"The memorandum did not suggest that a President can never obstruct justice," Barr wrote. "Quite the contrary, it expressed my belief that a President , just like anyone else, can obstruct justice if he or she engages in wrongful actions that impair the availability of evidence," he wrote.

Barr also said that he wrote it because as a former attorney general he was interested in legal issues of public import. He said that it was not the first time he'd sent a long his views on legal issues of the day. After 9/11 he sent a letter to officials in the Bush administration on his views on the law of wars. He said that "more recently" he'd offered his views to the department on a number of legal issues, such as concerns about the prosecution of Sen. Bob Menendez.

And he said, "I was not representing anyone when I wrote the memorandum, and no one requested that I draft it."

The Justice Department declined further comment on the memo.

"Out of respect for the Senate Judiciary Committee's process, Mr. Barr will address any further questions about the letter at tomorrow's hearing," spokesperson Kerri Kupec said.

Nunes, who has not been accused of any wrongdoing, has been perhaps Trump’s most important congressional ally over the last two years. After serving on Trump’s transition team, Nunes became a vigorous defender of the president against federal and congressional inquiries. The California Republican pushed a misleading memo alleging misconduct in the FBI investigation of Trump’s associates that the bureau said contained “material omissions of fact that fundamentally impact the memo’s accuracy.”

Now Nunes—a key figure behind the right-wing counter narrative that Trump is at the mercy of a “Deep State” conspiracy—finds at least one meeting that he himself attended under the special counsel’s scrutiny.

The breakfast gathering took place the night after the Global Chairman’s Dinner—one of the inauguration’s most exclusive events, set up so the incoming president can meet the foreign diplomatic corps. Some of those who attended the dinner also attended the Trump Hotel breakfast, two individuals with direct knowledge of the events told The Daily Beast. Country officials invited to the breakfast included Saudi Arabia, United Arab Emirates, Israel, Lithuania, Estonia, Denmark, Japan, Angola and others. Former Kazakh Ambassador Kairat Umarov attended the breakfast, as did two senior Qatari officials.

Pluvious Group, a consultancy that raised money for the Republican National Committee and the Trump campaign, helped with the event’s organization, according to two sources with knowledge of the breakfast. The group did not immediately respond to a request for comment.

“If you’re a prosecutor all of the right players are there,” said former federal prosecutor Paul Pelletier, referring to the breakfast. “In a lot of ways breakfasts like this are totally normal. It happens all the time in Washington. So, they wouldn’t be investigating it if they weren’t following the money. The big question would be who is paying for it? It’s got to be part of the broader scheme of who is trying to use money to influence the White House.”

Nunes’ office did not respond to repeated requests for comment. A lawyer for Flynn declined to comment, as did the Southern District of New York and the Special Counsel’s Office.

Flynn, who was ousted from his post in February 2017, pleaded guilty to lying to the FBI about his contact with Russian Ambassador Sergei Kislyak. He was a cooperating witness in the Mueller investigation, but it is still unclear how much jail time, if any, he will receive. As part of their questioning of Flynn, Mueller’s team asked the retired general about his interaction with foreign officials, particularly in the days leading up to the inauguration and including at the breakfast, two people with knowledge of the special counsel’s questioning told The Daily Beast.

“The fact that the prosecutors are looking at this is part of the whole question of the Trump way of doing business—how it may have given all kinds of foreign powers inroads into the White House,” said Hussein Ibish, a senior resident scholar at the Arab Gulf States Institute in Washington. “These cases are important because they involve possible elements of corruption and could tell us more about the special physics of Trumpworld influence which looks more like what you get in a banana republic.”

And within Trumpworld, there are few players better known for their willingness to “throw themselves on grenade, after grenade, after grenade” in the defense of Trump than Nunes, according to a former senior White House official.

The bromance goes both ways. Late last year, President Trump even went as far as to bizarrely state that Nunes deserves the Medal of Honor for “bravery” in his blocking-and-tackling against the Trump-Russia investigations, only to subsequently correct himself to say Nunes should get the Medal of Freedom instead. (The Medal of Honor is a military decoration.)

"You would be shocked at the number of Americans who have drank the Russia Kool-Aid, and they actually believe that Donald Trump is under control of Vladimir Putin," Nunes said in an interview with Fox News in September. "You're really dealing with many Americans who are living in an alternative universe."

Soon after the inauguration breakfast, Nunes began a House intelligence committee investigation, ostensibly aimed at the connections between Trump and Russia, that devolved into a mechanism to defend Trump against those investigating the president. Revelations about Nunes’ cooperation with the White House prompted him to leave the investigation in the hands of his GOP colleagues, but Nunes retained subpoena power. The investigation ended last year after Republicans on the committee said they “found no evidence of collusion between President Donald Trump’s associates and the Kremlin.”

This summer, The Rachel Maddow Show aired audio from a closed-door fundraiser in which Nunes said Republicans had to keep their majority in the House to protect Trump from Mueller.

“If [then Attorney General Jeff] Sessions won’t unrecuse and Mueller won’t clear the president, we’re the only ones, which is really the danger,” Nunes said. ““I mean, we have to keep all these seats. We have to keep the majority. If we do not keep the majority, all of this goes away.”

Nunes’ counterpart on the intelligence committee, Adam Schiff, a Democrat from California, now holds the chairman seat.

It’s not surprising that Nunes and Flynn found themselves together in the days before the inauguration. Nunes’ links to Flynn are substantial. During the 24-day period when Flynn served as Trump’s national security adviser, Flynn brought one of Nunes’ senior aides, the former Defense Intelligence Agency analyst Derek Harvey, onto the staff of the National Security Council. Another former aide to Nunes’ committee, Michael Ellis, went to the White House counsel’s office. Ellis and a third Flynn aide, the NSC intelligence director Ezra Cohen-Watnick, reportedly fed Nunes information that Nunes presented as deriving from intelligence whistleblowers worried about inappropriate “unmasking” of Americans’ names from surveillance intercepts, such as Flynn’s. (Cohen-Watnick denies involvement.)

In February of 2017, as the possibility arose of Trump firing Flynn for misleading Vice President Mike Pence, Nunes told a reporter that he expected Flynn to keep his job. “It just seems like there's a lot of nothing there,” Nunes told Bloomberg News.

Trump fired Flynn the next day. And Nunes became a rare voice defending the retired Army lieutenant general. “Washington, D.C. can be a rough town for honorable people, and Flynn—who has always been a soldier, not a politician—deserves America's gratitude and respect for dedicating so much of his life to strengthening our national security,” Nunes said on Feb. 14, 2017. Flynn would plead guilty to lying to the FBI that December.

Flynn’s ascension to the highest ranks of the Trump administration—quickly followed by his dramatic fall—was, however, met with some prescient reservations, including from President-elect Trump himself.

During the presidential transition, Trump quizzed close advisers on if they thought installing Flynn would be “too risky,” given that Trump had heard that the retired Army lieutenant general had a reputation for being a “cowboy” and a “wild man,” according to two people with direct knowledge of these conversations.

“Will he be a problem, do you think?” one of these sources recalled Trump asking during the transition.
