Vrede en veiligheid in het oosten dus, en wie daar een probleem mee heeft wordt in de fik gezet, of krijgt een priv�militie van een oligarch op zijn dak. Vrijheid blijheid dus inderdaad.

Ukraine and Russia on Saturday appeared to be seeking to avoid a broader confrontation in the wake of Kiev's claim it destroyed most of a Russian military convoy that entered its territory, as the European Union intensified its efforts to bring the two countries to the negotiating table.

Col. Andriy Lysenko, the Ukrainian government's security spokesman, said Saturday that Ukrainian artillery had destroyed most of a Russian column of military vehicles that entered the country earlier in the week. But he described the episode as a commonplace incident, refused to release further details, and gave no indication that it marked the start of a more direct military engagement between Russia and Ukraine.

"This was a traditional route of movement of armored convoys to the territory of Ukraine, and the Ukraine military were able to destroy most of those convoys," Col. Lysenko said.

No photographs have surfaced of the aftermath of the attack, which Russia's Defense Ministry dismissed on Friday as "some kind of fantasy." The claim, marking the most direct and publicized military clash between Russia and Ukraine since the conflict began, jolted global markets Friday.

Western officials slammed the apparent incursion but some played down the significance of the incident, noting that military equipment was believed to have been flowing over the border to pro-Russia separatists for months. Col. Lysenko's comments backed up the idea that the incident didn't represent a military turning point in the conflict.

Meanwhile, European leaders intensified efforts on Saturday to bring Russia and Ukraine to the negotiating table, trying to calm a crisis that has escalated since the downing of Malaysia Airlines Flight 17 last month. Finnish President Sauli Niinisto shuttled to Kiev to meet with Ukrainian President Petro Poroshenko after sitting down with Russian President Vladimir Putin in Sochi, Russia. French President Fran�ois Hollande called for calm after consulting with European Commission President Jos� Manuel Barroso ahead of a meeting of the Ukrainian, Russian, French and German foreign ministers in Berlin on Sunday.

U.S. Vice President Joe Biden agreed in a call with Ukraine President Petro Poroshenko on Saturday that Russia's military activities in eastern Ukraine were inconsistent with its stated desire to improve the humanitarian situation there, the White House said.

"The two leaders agreed that Russia's sending military columns across the border into Ukraine and its continued provision of advanced weapons to the separatists was inconsistent with any desire to improve the humanitarian situation in eastern Ukraine," the White House said in a statement about the call between Biden and Poroshenko.

"Both leaders reaffirmed their support for a diplomatic resolution to the crisis and called on Russia to enter into good faith negotiations."

PARIS (Reuters) - A meeting of Ukrainian, Russian, German and French foreign ministers scheduled in Berlin on Sunday could be a first step towards a Ukraine-Russia peace summit along the lines of one that took place in Normandy last month, the French government said on Saturday.

The French statement followed a discussion earlier in the day between President Francois Hollande and European Commission President Jose Manuel Barroso and came after an apparent escalation of tensions between the two ex-Soviet states.

Hollande called on Russia to respect Ukraine's territorial integrity and said Ukraine should exercise "restraint and discernment in its military activities" and called for a renewed "political process".

"Both men underlined the humanitarian urgency and the needs of the population in the east of Ukraine," the statement said.

"France is ready for a new summit in the Normandy format to support the process. The meeting of French, German, Ukrainian and Russian foreign ministers planned for Sunday could be a first step towards that meeting."

On Friday Ukraine said its artillery destroyed part of an armoured column from Russia that entered its territory overnight, and said its forces came under shellfire from Russia in what appeared to be a major military escalation between the ex-Soviet states.

Russia's government denied its forces had crossed into Ukraine, calling the Ukrainian report "some kind of fantasy", and in turn raised its own serious concerns about activity by the U.S.-led NATO defence alliance near its borders.

German Foreign Minister Frank-Walter Steinmeier said he was hopeful the meeting in Berlin would be a step towards ending the crisis in Ukraine.

"I hope that it will finally be possible to bring about an end to these violent confrontations and to get urgently needed aid to the people affected by the violence in eastern Ukraine," he told German newspaper Bild am Sonntag in an advance copy of an article due to be published on Sunday.

DONETSK, Ukraine, Aug 16 (Reuters) - Ukrainian rebels are receiving new armoured vehicles and fighters trained in Russia, with which they plan to launch a major counter-offensive against government forces, a separatist leader said in a video released on Saturday.

The four-month conflict in eastern Ukraine has reached a critical phase, with Kiev and Western governments watching nervously to see if Russia will intervene in support of the increasingly besieged rebels - an intention Moscow denies.

Alexander Zakharchenko, prime minister of the self-proclaimed Donetsk People's Republic, said the rebels were in the process of receiving some 150 armoured vehicles, including 30 tanks, and 1,200 fighters who he said had spent four months training in Russia.

"They are joining at the most crucial moment," he said in a video recorded on Friday. He did not specify where the vehicles would come from.

Moscow has come under heavy Western sanctions over its annexation of Ukraine's Crimea and accusations it is supporting separatists in east Ukraine with fighters, arms and funds. Russia denies those charges.

In a sign of concern at the latest rebel comments, German Chancellor Angela Merkel and Ukrainian President Petro Poroshenko agreed in a phone call on Saturday that deliveries of weapons to separatists in Ukraine must stop and a ceasefire must be achieved, a German government spokesman said.

The risk of outright war between the two most powerful former Soviet states was highlighted on Friday when Ukraine said it partially destroyed an armoured column that had crossed the border from Russia. The report triggered a sell-off in global shares.

But Moscow made no threat of retaliation, instead saying it was a "fantasy" that its armoured vehicles had entered its neighbour's territory.

U.S. Vice President Joe Biden also spoke to Poroshenko on Saturday, and the White House said: "The two leaders agreed that Russia's sending military columns across the border into Ukraine and its continued provision of advanced weapons to the separatists was inconsistent with any desire to improve the humanitarian situation in eastern Ukraine."

Ukrainian Foreign Minister Pavlo Klimkin called on NATO to provide military support for Ukrainian troops.

The rebels, who have ceded ground to government forces in recent weeks, have been promising a counter-offensive for several days but have yet to launch one.

Ukrainian native Zakharchenko took over from Russian citizen Alexander Borodai last week and his combative comments will probably dash hopes that changes at the top of the rebel leadership might signal willingness to end hostilities.

"Luhansk has been rescued by the LNR [Luhansk People's Republic] forces. Together with the Luhansk forces, we have taken over Sverdlovsk. We took over Musisnsk, we are holding Vahrushevo. Ukraine's National Security and Defense Council had said that it controlled the corridor, having cut off the rebels' access to Luhansk Oblast from Donetsk between the cities of Shakhtarsk and Torez near where Malaysia Airlines Flight 17 was purportedly shot out of the sky. Kyiv and the West believe it was hit by a rocket from a Soviet-era Buk advanced surface-to-air missile system smuggled across the Russia-Ukraine border.

But a journey down the highway from Donetsk to Snizhne on Aug. 16 proved Kyiv's report to be false. Several block posts along the route were manned by armed rebels, and while burned out armored vehicles, craters from shelling and bullet casings strewn about the road and surrounding fields indicated recent fights, there was no sign of Ukraine's armed forces near the highway or within several kilometers of it.

The Russian aid shipment consists of 12 types of goods weighting 1856.3 tons according to an official letter from the Red Cross received by the Ukrainian ministry on Saturday, which complies with the cargo declared by Russia.

Kiev granted Russian cargo humanitarian aid status after the Red Cross sent a petition to Kiev to allow the Russian humanitarian aid to enter eastern Ukraine, after the Russian cargo was held at the Ukrainian border since August 14.

Russia sent 280 trucks with medical supplies, food, including baby food, sleeping bags and other basic necessities to southeastern Ukraine on Tuesday. But the cargo still has not reached the residents of the regions badly hit by the conflict as the Kiev government has procrastinated in designating Russian aid as humanitarian cargo.

The ministerial statement reacts to the arrest of the Russian national Roman Seleznev, who was detained earlier this month on a warrant issued by a US court in 2011 at the airport of Male and was transported to the US island of Guam. The United States authorities accuse Seleznev of a computer fraud as well as stealing credit card and personal data of American citizens. Seleznev denies the charges, while his lawyers demand his release and dismissal of the case on the grounds that he had been kidnapped in the Maldives. Such a violation of the law invalidates any court proceedings, according to Seleznev's legal team.

Russia's Foreign Ministry advised Russians to avoid traveling to Maldives if they have grounds to believe that "law enforcement bodies of third states may put forward any kind of claim against them," stating that the government of the Maldives promised to review the legal framework leading up to the incident with Seleznev.

"Only in the last three days, at a checkpoint near Debaltseve in Donetsk region, Ukrainian National Guard servicemen detained 13 men aged from 20 to 45, who are suspected of terrorist activities. Those detained included the field commander of a Luhansk-based terrorist group," Lysenko said.

Hulp

Ondertussen vraagt de Oekra�ense minister van Buitenlandse Zaken Pavlo Klimkin de Europese Unie en de NAVO meer te doen voor het land.

Behalve politieke zou ook militaire hulp nodig zijn om de situatie in het oosten van het land onder controle te krijgen. Dat zegt Klimkin zondag in een vraaggesprek met de radiozender Deutschlandfunk.

"We hebben militaire hulp nodig. Want met die hulp zou het voor onze troepen gemakkelijker zijn om ter plaatse op te treden", aldus Klimkin. Toch is volgens de bewindsman op dit moment vooral politieke hulp belangrijk.

Controle

Oekra�ne zal de situatie in het oosten van het land hoe dan ook onder controle krijgen, benadrukte de bewindsman. "Uiteindelijk gaat het niet om het militaire offensief. Het gaat om het zwijgen van de wapens. Het gaat om een vreedzame oplossing." De pro-Russische separatisten weigeren volgens Klimkin echter overleg. "Ze willen niet praten."

De EU zou Oekra�ne meer moeten helpen bij het doorvoeren van hervormingen. De NAVO zou moeten helpen bij het hervormen van de Oekra�ense strijdkrachten, maar ook bij terrorismebestrijding en cybersecurity. Een lidmaatschap van de NAVO is volgens hem op dit moment niet aan de orde.

De EU en de NAVO zouden bij zichzelf te rade moeten gaan wat ze moeten doen als een partij alle regels en beloften aan zijn laars lapt. Dat deed Rusland volgens Klimkin bij de annexatie van de Krim eerder dit jaar. maar ook nu in de oostelijke Oekra�ense regio's Donetsk en Loehansk.

In de praktijk voert Rusland volgens Klimkin een oorlog tegen Oekra�ne. "Als men dan zegt: daar valt niet veel aan te doen, leidt dat toch tot de vraag hoe je dan nog kunt worden gezien als een partner die zijn verantwoordelijkheid neemt.

Yesterday there was a revelation which further proves that the Russian military is directly militarily supporting Ukraine's separatists.

In a statement by the new head of the self-proclaimed Donetsk People's Republic, Aleksandr Zakharchenko, he admitted that the separatists have received at least 1,200 Troops, 30 Tanks and 120 armored vehicles from Russia.

He called these "heavy reinforcements." In reality, however, the fact that the separatists are receiving direct military support from Russia does not come as a surprise to those who have been following events in eastern Ukraine (the revelation that the separatists are admitting it is perhaps surprising -- more on this later).

The reality is that while for the first many months of this conflict Russia tried to hide their operations in eastern Ukraine, their direct involvement in the conflict has been far more obvious since late June. What is alarming is that these 1,200 Troops, 30 Tanks and 120 armored vehicles have likely all come into Ukraine in only the last month and a half, and they may in fact be an under-count.

What is further alarming is that the arming of the separatists is speeding up, and that this revelation did not speak to the proven fact that the separatists are receiving direct artillery and rocket support from batteries located on the Russian side of the border.

A second, and more confusing, revelation is that it seems Chechen fighters from the Russian Federation could be playing a key role in a recent separatist victory. Yesterday separatists made key gains near the town of Snezhnoye, a town near the MH17 crash site.

This is not a coincidence. The Buk that reportedly shot down MH17 was positioned on one of the most important corridors in all of Ukraine, the one that links the self-proclaimed Lugansk and Donetsk People's Republics, and the DPR with Russia. Evidence now suggests that well-equipped Chechen fighters may been involved in the fighting there.

Overall, as mentioned earlier, the Junta retains initiative to the north of Donetsk and, for now, its offensive there has not been stopped. The victories in the battles for Ilovaisk, Miusinsk and Krasniy Luch should not be confused for a victory in the battle for Donetsk. The situation remains complex and at the moment our forces hold the front with great difficulty.

Rusland en Oekra�ne hebben alle obstakels uit de weg geruimd voor het Russische konvooi met hulpgoederen voor Oost-Oekra�ne. Dat heeft de Russische minister van Buitenlandse Zaken Lavrov gezegd op een persconferentie in Berlijn.

Wat er precies is afgesproken, zei Lavrov niet. Vermoedelijk zal de lading van de ongeveer 280 Russische vrachtwagens grondig worden onderzocht voordat de trucks de grens over mogen. Dat was een eis van Oekra�ne, dat bang is dat de Russen ook militair materieel het land in willen brengen. Het Rode Kruis, dat de verantwoordelijkheid krijgt over het konvooi, had veiligheidsgaranties ge�ist.

Staakt-het-vuren
Lavrov onderhandelt in Berlijn met vertegenwoordigers van Oekra�ne, Duitsland en Frankrijk over de toestand in Oost-Oekra�ne. Hij bevestigde dat het overleg over een staakt-het-vuren erg moeizaam verloopt.

De Duitse minister Steinmeier zei kort na middernacht na vijf uur onderhandelen al dat er nog geen resultaten zijn geboekt. De partijen gaan in eigen kring overleggen en besluiten morgen of overmorgen of de gesprekken doorgaan.

Drones
Lavrov zei op zijn persconferentie dat Moskou het zou toejuichen als de OVSE met drones de grens tussen Rusland en Oekra�ne gaat bewaken. De Europese waarnemers kunnen volgens hem dan zien dat er geen sprake is van Russische pogingen of voorbereidingen om Oekra�ne binnen te trekken.

Turchynov For Ukraine's Accession To NATO (13:47, Monday, August 18, 2014)

Speaker of the Verkhovna Rada Oleksandr Turchynov favours the idea of Ukraine's accession to the North Atlantic Treaty Organization (NATO), reads a statement made by the parliamentary press service.

"Ukraine must become a members of he European Union and the North Atlantic Treaty Organization," he said in an interview with the Baltic news agency BNS.

Speaker opines, accession to the NATO is a reliable guarantee of protection of the state against Russia's aggressive policy towards Ukraine.

He underlines, consequent on the Russian Federation's aggression most of Ukrainians now support accession to this organisation, including residents of the east.

As Ukrainian News earlier reported, the NATO is likely to increase quantity of joint military exercises with Ukraine but will not provide military equipment to Ukraine.

Turchynov is sure Ukraine will be able to implement all reforms required to accede to the European Union by 2020.

Turchynov is in Lithuania for meetings with officials from August 17 to 19.

The bitter conflict in Ukraine drags on. Russia appears to have decided against trying to conquer its neighbor. However, Moscow continues to destabilize Kiev by supporting Russian separatists. NATO remains divided on how to respond.

Most Europeans have little stomach for confronting Russia. Economic ties with Moscow are profitable, there is no treaty obligation to Ukraine, and no alliance member desires war. So Washington has taken the lead against Moscow even though America has little at stake in Russia’s misbehavior.

In fact, the crisis has generated a spate of U.S. proposals for military action. Some analysts and politicians advocate direct support for Ukraine and other potentially embattled states. Also popular are proposals to expand NATO.

For instance, ever belligerent Sen. John McCain urged adding Ukraine to the “transatlantic” alliance. Former UN ambassador John Bolton suggested putting “both Georgia and Ukraine on a clear path to NATO membership.” Former Defense Secretary Robert Gates similarly called for making NATO association agreements with Georgia, Ukraine, and Moldova. Other proposed candidates for the alliance include Armenia, Bosnia-Herzegovina, Finland, Kosovo, Macedonia, Montenegro, and Sweden.

Efforts to expand NATO are strikingly misguided. Traditional military alliances were created to advance a nation’s security. They were not intended to act as clubs for international business, associations for shared values, or tools for political integration. Military alliances were supposed to prevent and win wars. During the Cold War the U.S. established the alliance to protect the war-ravaged European states from America’s hegemonic adversary, the Soviet Union, and its satellite-allies.

Lavrov was referring to the weekend ultimatum of the far-right group, which threatened to pull out its troops from eastern Ukraine and march on Kiev unless President Petro Poroshenko fires several police officials, including a deputy interior minister. The group later reduced its demands, saying that the release of its activists previously arrested by the police was sufficient.

In turn, Interior Minister Arsen Avakov responded to the ultimatum of the Right Sector, accusing Yarosh of lying to his own people. Avakov doubted that the Right Sector militants were present anywhere near the front line and claimed nobody had actually seen them "other than on photo and video."

On August 17, Right Sector leader Dmytro Yarosh reversed his statement, saying the demands were met in part and that the militants will continue to fight against the independence supporters in the east of Ukraine and will not march on Kiev.

President of Ukraine Petro Poroshenko held a meeting with heads of security forces and discussed the tactics of further actions in the ATO.

"Today, we must consider a new content of military operation under new conditions," the Head of State emphasized.

Petro Poroshenko noted that the information on the entry of 1200 trained militants and armored vehicles to the territory of Ukraine "from the eastern neighbor" had been confirmed. Part of these vehicles has been destroyed. Now, measures are being taken to destroy the rest of them.

"Today, we must regroup our forces. It will ensure the protection of our territory and the continuation of offensive actions of our army," the President said.

The Head of State informed that the offensive of the Ukrainian Armed Forces and the National Guard successfully continued, though the price of it was extremely high. "Each day we lose Ukrainian heroes," he said. Yesterday, as a result of direct hit by a grenade, an armored personnel carrier with paratroopers was destroyed. Husband of well-known volunteer Tetyana Rychkova is among the deceased. The Head of State instructed the Minister of Defense to prepare a submission for granting decorations to heroes who protect the Donbas at the cost of their lives.

The President emphasizes that currently there is a task to cut off the system of providing terrorists with mercenaries, new arms and ammunition, because its provision continues through the uncontrolled areas of the border. According to the President, the tactics now is "to cut the territories controlled by terrorists into zones, narrow the encirclement and deprive them of the opportunity to receive weapons and ammunition".

The Head of State stressed that dozens of cities and villages had been liberated from terrorists. "The main thing is that millions of people are free and return to normal life," he said.

Petro Poroshenko noted that the main cities controlled by militants had been already besieged. Unfortunately, they are about to face environmental disaster. The level of water in the mines of the Donbas became dangerous. Terrorists destroy transformer substations by artillery fire undermining the energy supply of complete production cycle enterprises. "Industrial potential of the Donbas is virtually being destroyed," the President said informing that currently, Ukrainian repairmen often restore the power system under the gun.

"Terrorists are temporary residents of these places, so they have no ties with them. The worse is the better for them. They destroy infrastructure, substations, bridges, enterprises. It is the guilt of militants and their foreign patrons," the President emphasized.

The Head of State offered to discuss tactics on reducing the damage and avoiding the risk for people and the elimination of industrial potential of the Donbas "to minimize work on restoration of normal life".

This has led to an electricity crisis that can only be staunched by cutting domestic production along with exports to Europe, Crimea and Belarus — or worse, getting more imports from Russia.

In the coal centers of Ukraine's industrial east — Luhansk and Donetsk — fighting has forced the full closure of an estimated 50 percent of coal mines, while overall coal production has fallen 22 percent over the same period last year.

Key industry sources say they will potentially run out of coal in less than three weeks.

For Ukraine, the second-largest producer of coal in Europe, this will have a devastating impact on the energy sector, which is in a state of emergency, unable to get coal to thermal power plants that provide some 40 percent of the entire country's electricity.

In the wider energy picture, the halt of coal production sets Ukraine back a decade. The plan was to rely more on coal in order to reduce dependence on Russian natural gas.

But the new reality has insiders wondering how Ukraine will produce more of its own natural gas, after the implementation earlier this month of an amended tax code that targets private gas producers with a tax so high that they will significantly reduce production through the end of the year and beyond that is anyone's guess. Ukraine, which is sourcing more gas from the European Union and cutting consumption from last year's 50 billion cubic metres (bcm), is prepared to compromise on the price until a lawsuit it has filed against Gazprom is resolved, minister Yuri Prodan said.

"We are ready to talk about some kind of reasonable compromise price until the situation is resolved (by the court)...but Gazprom is not taking part in the negotiation process," Prodan told reporters. "There is no compromise yet from Gazprom's side."

In June, Ukrainian state gas company Naftogaz filed a lawsuit at the Stockholm arbitration court to establish a "fair and market price" for natural gas supplies from Gazprom.

The case is still in its preliminary stages and it is not known when a final ruling will be reached.

Prodan said around 16 billion cubic metres (bcm) of reverse flows from Poland, Hungary and Slovakia would cover over 50 percent of Ukraine's gas import needs this year.

However Ukraine needs to find another 5 bcm in imports for October-March, he said. "We're getting ready for a difficult winter."

Gazprom declined to comment. In April the company voiced doubts over the legality of reversed gas flows from the West to substitute for Russian supplies.

In June, the head of Ukraine's state gas company said Kiev was ready to pay a compromise price of $326 per 1,000 cubic metres of Russian natural gas for an interim 18-month period to allow time to end the pricing dispute with Moscow.

On Tuesday, Prodan did not say what compromise price Ukraine is now willing to consider from Gazprom.

One of the preconditions for receiving new cash, however, is the creation of an “independent anti-corruption agency with broad investigative powers” and “adoption of legislation to support anti-corruption effort,” according to the July 18 statement by Nikolay Gueorguiev, IMF mission chief for Ukraine. There has been little progress on these issues, however.

The former Soviet republic, expected to be the world’s second-largest grain exporter in the 2014 to ’15 marketing year, has suffered major disruption since a pro-Russian uprising erupted in its eastern regions several months ago.

Earlier on Tuesday, Russia’s Interfax news agency quoted Yatseniuk as saying Ukraine would lose 15 percent of its grain harvest as a result of the fighting and Russia’s annexation of the Crimean peninsula earlier this year.

“This refers to 15 percent of the harvest in the regions where fighting is taking place,” the spokesman for Yatseniuk says.

Ukraine’s Agriculture Ministry expects the 2014 grain harvest to exceed last year’s record crop of 63 million metric tons. Analysts and traders have said Ukraine is likely to harvest around 60 million metric tons.

Last year, the Donetsk and Luhansk regions harvested 2.2 million metric tons and 1.3 million metric tons of grains, respectively, according to official statistics.

About 15 percent of their crop, based on last year’s data, would be 500,000 metric tons, according to Reuters calculations, similar to an estimate of losses made in July by Ukrainian Agriculture Minister Ihor Shvaika.

So far this year, Donetsk and Luhansk have harvested 2 million metric tons and 0.9 million metric tons, according to the Agriculture Ministry.

“A certain percentage of fields in these regions continue to be dangerous for harvesting,” the ministry says.

Ukrainian farms harvested 34.7 million metric tons of grain in the whole country as of Aug. 15, including 24.1 million metric tons of wheat and 9.3 million metric tons of barley, the Agriculture Ministry says.

In a throwback to the Cold War years, the US and Russia are shadow-boxing over Ukraine. Moscow had won the first round with the holding of the referendum and the annexation of Crimea. The unfortunate downing of the Malaysian Airlines Flight 17, with 283 innocent civilians on board, by Russia-armed Ukrainian rebels mistaking it for a Ukraine military carrier made president Vladimir Putin almost an international pariah. Washington has decidedly won the second round.

The severe sanctions slapped on Russia by the US following the incident will severely impact the Russian economy in the longer term. Washington’s obvious plan is to get troublesome Putin out of the way. The expectation is that once Russians feel the crunch they will turn against the president. Much depends on how Putin plays his cards and how effectively the anti-Putin lobby in Russia can turn this into a “people's movement”.

Since the crisis in Ukraine, Putin’s popularity has soared domestically. A majority of ordinary Russians believe that a strong man like Putin is what the country needs in its hour of crisis, a leader who can act decisively and perhaps regain some bit of the country’s lost glory, at a time when it is almost encircled by the West in its own backyard.

Putin, once the chief of the KGB, Russia’s spy agency, is not a man to back down easily. In a show of strength, he has ordered the Russian army to the border areas adjoining Ukraine. Hitting back at the sanctions imposed by the West, Russia, in turn, has slapped sanctions on several Western imports, especially food products. But these sanctions are unlikely to affect the West. Australia is now threatening to stop selling uranium to Russia. How long Putin will be able to stand up against the crippling Western sanctions is not clear. Neither side is willing to back off and begin to talk — the West because it thinks Putin is in a spot; and the Russian president because he believes he cannot have the Western forces in what he considers his backyard. The fact that the eastern rebels are now talking of ceasefire with Ukraine, is an indication that Russia may be backing off.

Much will also depend on China and whether Beijing is willing to play ball with the US against Russia. China and Russia had signed a mega $400 billion gas deal earlier this year. However, this will take some time to get operational. The Ukrainian crisis has forced Russia to urgently seek an alternative to Europe, Moscow’s main energy market. Putin may just sack some of his hardline advisers, including Prime Minister Dmitry Medvedev and get back former finance minister Alexei Kudris, who is reforms-friendly and acceptable to the West. He has been critical of those who want to go back to State-controlled economy. Putin will have to rebuild links with sections of the business elite opposed to him. The attempt to demonise Putin has been on for quite some time in the West. The break up of the former Soviet Union had led to euphoria across the world that Communism was dead and peace in Europe would no longer be a dream. The chaos in Russia with weak leaders like Boris Yeltsin led Western powers to have a more benign view of the former super power. When Putin came centre stage in 2000, the US and its allies were uneasy. The former KGB chief was keen to restore some of Russia’s past glory. The US and the EU had launched a relentless drive to box Russia into a corner with pro-Western governments encircling the former superpower. Georgia and Ukraine were the natural targets.

Observation at the Donetsk Border Crossing-Point

In most cases the car has more passengers when leaving for Ukraine than when returning to the Russian Federation. On 17 August two well-occupied buses and a minivan passed the Border Crossing-Point from the Russian Federation to Ukraine. An OT saw at least three injured persons wearing camouflage outfits including one using crutches. The buses and the minivan were escorted by a civilian car registered in the Donetsk region (Ukraine). The OTs also observed several ambulance evacuations of wounded supporters of the self-proclaimed republics as well as civilians.

Other observations of interest:

During the night from 16 to 17 August and during day, the OTs observed distant light flashes and heard heavy mortar fire and multiple rocket launchers in the west. Between 01:10 and 01:20 very distant, particularly massive artillery fire from howitzers and missile launchers could be heard in the north-north-west direction. At 04:00 artillery fire resumed and continued until 13:45.

President's Commissioner for peaceful settlement of the conflict in Donetsk and Luhansk regions Iryna Herashchenko wrote on her Facebook page.

“All 24 schools of the city will receive children on September 1 - repairs are in full swing now. The problem of textbooks is also being solved. The main funding of school repairs was undertaken by sponsors,” Herashchenko told.

According to her, Sloviansk schools are ready to receive more children and to work in two shifts and six days a week in order to include children of temporary resettlers.

Terrorists shot down a Ukrainian Su-24M military aircraft in Luhansk region on Wednesday.

Ukrainian National Security and Defense Council (NSDC) information and analytical center spokesman Andriy Lysenko said this at a briefing on Thursday.

"Near the village of Novosvitlivka in Luhansk region terrorists shot down a Su-24M plane of the Ukrainian Air Force that was returning after the fulfillment of a task. Both pilots ejected," Lysenko said.
Lysenko said earlier that militants shot down a Su-25 fighter aircraft in Luhansk region on August 20 and that the fate of the pilots was unknown.

As a result, the focus of German-led diplomatic efforts has shifted, according to senior officials, towards urging restraint from Ukrainian President Petro Poroshenko and averting a humiliating defeat for pro-Russian rebels, a development that Berlin fears could elicit a strong response from Putin.

Chancellor Angela Merkel's planned visit to Kiev on Saturday, her first since the crisis erupted at the start of the year, is above all a signal of support for Poroshenko, the billionaire confectionary magnate who was elected less than three months ago.

But the German leader is also expected to use the trip to try to persuade Poroshenko, and nationalist hardliners in Ukraine who want to press their military advantage and crush the separatist rebellion in the east, to think hard about the consequences of such a course.

Last Friday, Putin's chief of staff Sergei Ivanov, a former KGB agent and one of the leading Kremlin hawks, met Poroshenko aide Boris Lozhkin in Sochi. And on Sunday, the Ukrainian and Russian foreign ministers met in Berlin at the invitation of their German counterpart, Frank-Walter Steinmeier.

Germany's goal in that meeting was to do the groundwork for a new ceasefire, but in five hours of talks neither Russia's Sergei Lavrov nor Ukraine's Pavlo Klimkin showed much appetite for compromise, according to officials, with Klimkin later taking to Twitter to underline that Kiev would not bend: "In Berlin, Ukraine didn't cross its red lines."

Poroshenko said on Thursday he would use the meeting to urge Putin to take action to bring about the withdrawal of pro-Russian separatists in eastern Ukraine.

However, both men are under huge pressure from hardliners at home, European officials say, reducing their room for manoeuvre.

"If the Ukraine government consolidates its gains now, Putin loses his proxies in the country," said Techau. "Giving up influence over what is happening in Kiev would be a huge loss for Putin. It would be seen as a defeat."

The difficulty for Merkel is that Poroshenko may believe that a military solution is possible even though bodies are piling up across the east of the country and Ukrainian warplanes are being regularly shot down.

Even the Germans concede that they are unsure whether Putin, if given the window of a ceasefire to seek a political compromise, will seize the opportunity.

"We know he has to be given a way out. But are we sure he wants a way out? And can we trust him?", said one diplomat who requested anonymity.

Without guarantees from the Russian side, Poroshenko may be reluctant to call off the offensive in the east. Back in June, he called a 10-day unilateral ceasefire only to see Ukrainian servicemen killed by separatist forces.

He says now that renewing the ceasefire is possible only if the rebels lay down their weapons, and is adamant that he wants Russia to cut off military supplies to the separatists.

"(Merkel) knows this is intellectually difficult for Poroshenko and she knows there is a fear of the rebels using a ceasefire to regroup," said the diplomat. "Germany understands this is difficult for him and that is why she is coming to look him in the eye on the issue."

At the meeting in Minsk, President of Ukraine Petro Poroshenko is willing to hold negotiations on peace, for "the whole world is tired of war".

"Ukraine strives for peace," the president said in the course of a working visit to Mykolaiv.

He said that on August 26, together with a powerful team consisting of three high EU representatives, he is going to Minsk to speak of peace.

The president said that Ukraine would urge to withdraw militants from its territory at the meeting.

"I am confident that we will manage to achieve that," Poroshenko said.

"To have a strong negotiating position on peace, we must be strong, have the unity of people, a powerful country and a strong army," he said.

"We are capable of defending our sovereignty, independence, territorial integrity. Today, we are fighting for the independence of Ukraine. We will certainly win," Poroshenko said.

As reported, on August 26, Minsk will host a meeting of the heads of the states of the Eurasian troika (Russia-Belarus-Kazakhstan) with Poroshenko, which will also be attended by representatives of the European Commission. The meeting will be attended by Russian President Vladimir Putin.

Muddled security officials in Ukraine were last night forced to deny a huge Russian military convoy had been deployed in the eastern rebel-run city of Lugansk.

The strong rebuttal suggested an earlier claim about an invasion by Vladimir Putin's troops amounted to a crude propaganda move by the pro-Western Kiev government - or deep confusion in its own ranks.

The original allegation of a Russian column arriving in Lugansk came from Lt-Gen Igor Voronchenko, head of the Ukrainian Anti Terrorist Operation (ATO) in the city, and was backed by military analyst Dmitry Tymchuk.

'There are tanks, Grad artillery, APCs, accompanied by about 1,200 men dressed in the army uniform of Russian Federation,' the general was quoted saying in an assertion calculated to alarm the West.

Yet there was no confirmation on Wednesday from NATO or other Western sources which was widely reported inside Ukraine.

The claim was also contradicted closer to home by Kiev's National Security and Defence Council spokesman Andriy Lysenko who dismissed it as 'strange'.
