Drones
Lavrov zei op zijn persconferentie dat Moskou het zou toejuichen als de OVSE met drones de grens tussen Rusland en Oekra�ne gaat bewaken. De Europese waarnemers kunnen volgens hem dan zien dat er geen sprake is van Russische pogingen of voorbereidingen om Oekra�ne binnen te trekken.

'Raket op bussen met vluchtelingen uit Loehansk'

Een colonne vluchtelingen uit de regio Loehansk is volgens de Oekra�ense regering beschoten door rebellen. Ze zouden dat hebben gedaan met Grad-raketten en mortiergranaten. Dat heeft het Oekra�ense persbureau Interfax vandaag gemeld.

Volgens een legerwoordvoerder zijn er waarschijnlijk veel slachtoffers gevallen. Een aantal kon hij niet geven. Mensen zouden zijn verbrand in hun auto's. De vluchtelingen zouden afkomstig zijn uit Novosvitlivka en Chriasjoevate.

De rebellen hebben nog niet gereageerd.

According to the President, the tactics now is "to cut the territories controlled by terrorists into zones, narrow the encirclement and deprive them of the opportunity to receive weapons and ammunition".

The Head of State stressed that dozens of cities and villages had been liberated from terrorists. "The main thing is that millions of people are free and return to normal life," he said.

Petro Poroshenko noted that the main cities controlled by militants had been already besieged. Unfortunately, they are about to face environmental disaster. The level of water in the mines of the Donbas became dangerous. Terrorists destroy transformer substations by artillery fire undermining the energy supply of complete production cycle enterprises. "Industrial potential of the Donbas is virtually being destroyed," the President said informing that currently, Ukrainian repairmen often restore the power system under the gun.

"Terrorists are temporary residents of these places, so they have no ties with them. The worse is the better for them. They destroy infrastructure, substations, bridges, enterprises. It is the guilt of militants and their foreign patrons," the President emphasized.

The Head of State offered to discuss tactics on reducing the damage and avoiding the risk for people and the elimination of industrial potential of the Donbas "to minimize work on restoration of normal life".

Hmm, dat is inderdaad opmerkelijk. Eerlijk gezegd, verwacht ik dat zolang Poetin aan de macht is in Rusland, dat de contacten er niet veel beter op worden en mogelijk langzaam verder escaleren. Poetin is te lang aan de macht ondertussen en dan krijg je dit soort dingen. Nu is hij nogal populair onder de Russen en is de staatsmedia helemaal in zijn handen. Poetin blijft voorlopig dus nog wel aan de macht en het kan lang duren voordat de contacten met het Westen weer verbeteren. Aardige kans dat de aankomende budgetverhoging voor Defensie voorlopig niet de laatste is.

Vijftien lichamen zijn tot nu toe gevonden op de plek in het oosten van Oekra�ne waar maandag vluchtende burgers met raketten en mortieren werden bestookt. Dat zei een Oekra�ense legerwoordvoerder dinsdag. Er wordt verder gezocht naar slachtoffers.

Volgens de regering in Kiev hebben pro-Russische rebellen het vluchtelingenkonvooi beschoten. De rebellen leggen op hun beurt de schuld van de aanval bij het regeringsleger. Het konvooi werd aangevallen op een weg in de buurt van Loehansk, vlakbij de grens met Rusland.

In het gebied is de afgelopen dagen hevig gevochten tussen het regeringsleger en pro-Russische separatisten. Veel van de doden, onder wie ook vrouwen en kinderen, zijn onherkenbaar verbrand. Sommige lichamen zijn door de kracht van de ontploffing uit elkaar geblazen.

Ik hoop dat Poetin zich niet laat provoceren, maar het zal moeilijk zijn. Oekraine haalt alles uit de kast om het conflict te verergeren, dan wel tussen Rusland en Oekraine, dan wel tussen het Westen en Rusland. Er moet haast meer achter zitten.

Nu linksaf en rechtdoor bij de rotonde. twee parkietten en een banaan met een volvo. Ik weet het, dit slaat ook nergens op. Maar misschien begrijp jij het wel.

Lijkt alvast logischer dat het regeringsleger gepantserde voertuigen van de rebellen afkomstig uit Lugansk zou aanvallen dan dat de rebellen het zelf zouden doen. Dat de rebellen vluchtelingen evacueren in legervoertuigen in de verwachting dat het Oekrainse leger een fout zou maken is ook niet ondenkbaar.

Twee dagen stonden ze in die dorp, en Russen konden de dorp niet nemen. Uiteindelijk hebben ze alles gebombardeerd. Aan het eind van de aanval, waren die 150 tanken opgeblazen, met de hele dorp eromheen. Wat stond op de Russische TV? Dat de Georgiers zich zelf hadden gebombardeerd. Ja hoor.

Ik had graag anders gedacht, had het graag voor Oekraine opgenomen maar gezien de handelwijze van Oekraine de laatste maanden heb ik geen enkel vertrouwen in die regering. Dan denk je: misschien zien ze kans het snel in handen te hebben, willen ze ons steunen. Loekie1, ik heb �berhaupt geen vertrouwen in de regering, als het gaat om de gewone burgers. Welk regering het ook is. En daar had ik het, nogmaals, niet over. Ik sprak alleen over de vernietiging van de stad, over het bombardement van de woonwijken met Grads en mortars, over burgers slachtoffers die vallen onder de vuur. Dat, is wat ik bedoelde en waarover ik het had.

Aan de ene kant heb je de Oekrainse leger. Geen regering, maar leger. Gewone normale soldaten, jongens en meisjes die gisteren op universiteit zaten te gamen, en vandaag kwamen met Kalashnikov om hun vaderland te verdedigen. Gewone officiers die niets te maken hebben met politiek. Gewone mensen die kwamen daar niet voor de regering.

Aan de andere kant heb je een paar bendes criminelen, drugsverslaafden, moordenaars en verkrachters, aangestuurd door professionele officieren, en die werden gewapend tot de tanden met aller nieuwste wapens, inclusief 220 mm, en ene die schiet op afstand 35 km. En die junken wordt verteld "Ga maar killen, en hoe meer des te beter!" Dus die lopen daar rond, en schieten uit hun wapens gewoon zo, alsof het een computer spel is.

Prodan said around 16 billion cubic metres (bcm) of reverse flows from Poland, Hungary and Slovakia would cover over 50 percent of Ukraine's gas import needs this year.

However Ukraine needs to find another 5 bcm in imports for October-March, he said. "We're getting ready for a difficult winter."

Gazprom declined to comment. In April the company voiced doubts over the legality of reversed gas flows from the West to substitute for Russian supplies.

In June, the head of Ukraine's state gas company said Kiev was ready to pay a compromise price of $326 per 1,000 cubic metres of Russian natural gas for an interim 18-month period to allow time to end the pricing dispute with Moscow.

On Tuesday, Prodan did not say what compromise price Ukraine is now willing to consider from Gazprom.

Ukraine’s Agriculture Ministry expects the 2014 grain harvest to exceed last year’s record crop of 63 million metric tons. Analysts and traders have said Ukraine is likely to harvest around 60 million metric tons.

Last year, the Donetsk and Luhansk regions harvested 2.2 million metric tons and 1.3 million metric tons of grains, respectively, according to official statistics.

About 15 percent of their crop, based on last year’s data, would be 500,000 metric tons, according to Reuters calculations, similar to an estimate of losses made in July by Ukrainian Agriculture Minister Ihor Shvaika.

So far this year, Donetsk and Luhansk have harvested 2 million metric tons and 0.9 million metric tons, according to the Agriculture Ministry.

“A certain percentage of fields in these regions continue to be dangerous for harvesting,” the ministry says.

Ukrainian farms harvested 34.7 million metric tons of grain in the whole country as of Aug. 15, including 24.1 million metric tons of wheat and 9.3 million metric tons of barley, the Agriculture Ministry says.
