The Warmate 50 is an unmanned aerial vehicle designed to perform long-range strike missions.

The new model by WB GROUP will be powered by a combustion engine that will allow it to engage targets hundreds of kilometers away.

The Warmate 50 is a development of the previous version, the Warmate 20, which we already discussed. Russian media stated that Poland is trying to create “an analog of something that has no analog,” claiming that the warhead is larger than the Lancet drone is equipped with and smaller than the Shahed/Geran drone is equipped with.

The development of products in the niche of strike drones with a powerful warhead and long range is an example of solutions that are increasingly dominating the modern battlefield in Ukraine.

Such solutions are gaining popularity worldwide due to their demonstrated effectiveness in the Russian-Ukrainian war.

“With its powerful warhead and long range, the unmanned aircraft can significantly enhance the operational capabilities of the Polish armed forces, especially in the context of precision strikes against strategic targets,” Defence24 senior editor Bartłomiej Wypartowicz wrote.

Warmate drones are a family of strike UAVs that are in service with the Ukrainian Defense Forces in addition to the Polish Army.

The latest versions of the Warmate 3 can operate without a GPS signal and autonomously homing in on a target using computer vision.

The Come Back Alive Foundation donated the drones.

They were purchased thanks to a contribution from Ukrenergo.

“To make this happen, our partners from NPC Ukrenergo donated UAH 14,153,080.4 for this batch of birds. So both we and the brigade’s soldiers are grateful to the company for their support,” the Foundation shared.

The Come Back Alive Foundation noted that the Ukrainian military will use the Mini Shark reconnaissance system to search for enemy targets.

Last month, the 126th Brigade received radios, remotes for FPV drones, a generator, a tablet, a laptop, Starlink, a monitor, and other items from the Come Back Alive Foundation.

At the end of August, the Come Back Alive Foundation, together with the ANC pharmacy chain, also purchased reconnaissance and attack drones for the military.

The Foundation has raised UAH 2.2 million for several types of drones for the unmanned aerial vehicle units of the 44th Separate Artillery Brigade.

UAH 1,000,000 was used to purchase a set of 23 Darts attack drones, catapults, and other equipment. In addition, this amount also covered a DJI Mavic 3 PRO quadcopter. An additional UAH 1,200,000 was spent on three sets of Molfar 8 FPV drones.

Darts is a Ukrainian-made fixed-wing drone designed based on components from FPV drones.

The Darts drone’s fuselage can withstand numerous hits from small arms. This aerodynamic design allows for more efficient use of battery power and longer-range operation.

According to the Regional Center for Human Rights, Russian-installed authorities deported 40,000 children from occupied Ukrainian territories during the summer of 2024.

According to the statements of the representatives of the occupation administrations, during the summer season of 2024, 40,000 Ukrainian children were taken to "re-education camps" as part of the "Useful Vacations" project. This is almost twice as much as last year.

The Regional Center for Human Rights has documented the relocation of Ukrainian children to various locations across Russia, including Moscow, Saint Petersburg, Rostov-on-Don, and Tula. Some facilities are located as far as 8,000 kilometers (4,970 miles) from the Ukrainian border.

The Center’s analysts have identified 13 re-education camps in occupied Ukrainian territories, 18 in Belarus, and 67 in Russia. The curriculum at these camps includes training in shooting with automatic rifles, parachuting, drone operation, and landmine placement. Activities at these camps reportedly involve intense propaganda sessions designed to foster loyalty to Russia, along with military training.

The Human Rights Center reports that since the occupation of Crimea, parts of Donetsk and Luhansk regions, the Russian Federation has been actively developing a network of "re-education camps", which today reaches hundreds of institutions. Their goal is to eradicate national identity, forcibly assimilate Ukrainian children and turn them into a resource for achieving their own geopolitical interests.

At the international defense industry exhibition MSPO 2024 in Kielce, the Ukrainian company presented its new development, which is to replace the first-generation Varta in the niche of mine-protected armored vehicles.

Structurally, VARTA-2 is completely different from the first VARTA. Instead of using a frame structure based on a MAZ truck, the new vehicle has a load-bearing body to which a modular chassis from the Base is already attached.

“This is a completely new vehicle that was developed with consideration of the company’s ten-year experience, the needs of the military, and the conditions of modern warfare. The vehicle can carry ten crew members,” the CEO of Ukrainian Armor LLC shared.

The new armored hull and construction approach allowed the vehicle to reduce weight by several tons while increasing protection to STANAG 3a/3b level. It provides protection against close fire from armor-piercing rounds of 7.62�51 caliber and explosions with 8 kg of TNT.

The developers managed to achieve higher protection parameters at a relatively low weight by using spaced armor, as well as a double bottom with a suspended floor and energy-absorbing mine-resistant seats.

During the development, the company’s designers rethought the niche for the new armored vehicle, allowing it to mount heavy weapons to provide fire support to infantry directly in combat.

“The armored vehicle is equipped with the Sich remote weapon station with a 30mm automatic cannon, which gives it the powerful firepower necessary to support infantry and destroy enemy armored vehicles,” the company said.

The vehicle’s gross vehicle weight, together with the combat module, is 14 tons. Due to its independent suspension and CTIS system, VARTA 2 can reach up to 110 kilometers per hour and overcome obstacles.

The vehicle is equipped with modern light camouflage systems and an integrated air filtration system that protects the military from chemical and biological threats.

In addition, the vehicle’s commander’s seat is equipped with the ICoMWare software and hardware system. It provides situational awareness and information support to the unit commander through a secure Mesh network using DTC broadband radios.

The Canadian company Roshel has presented an anti-aircraft system based on the Senator armored vehicle and a Ukrainian combat module.

Roman Shimonov, the company’s CEO, discussed the new development with Militarnyi.

At the international defense industry exhibition MSPO 2024 in Kielce, Roshel presented the Senator MRAP mine-resistant armored vehicle in a pickup version with a multi-purpose remote-controlled weapon station.

It has received STANAG lvl 2b circular ballistic protection, which allows it to withstand small arms fire and an explosion with 8 kilograms of TNT. In addition, the vehicle is protected from a new current threat, drones.

“The difference between the presented armored vehicle and all the others is that we offer one of the best ratios between weight and level of protection,” Shimonov shared.

Firepower
The armored vehicle received a Ukrainian-made remote-controlled weapon station with GSh-23 twin 23mm anti-aircraft guns.

The artillery system has been stabilized. It is capable of firing in several modes at a rate of 500 to 3500 rounds per minute in bursts of 8-10 rounds.

Due to its high fire density and optical target acquisition system, it can be used to destroy both ground and aerial targets, including drones.

Roshel Senator MRAP MSPO 2024

The combat module’s tactical and technical characteristics are not disclosed, but open sources indicate that the original GS-23 can hit targets with direct fire at a distance of up to 2 kilometers. Other systems of a similar caliber can also hit targets at altitudes of up to 2,000 meters.

The company’s representatives noted that the module’s stabilization allows intercepting and shooting down airborne objects even while moving without the need to stop.

The combat system is controlled from the operator’s seat in the vehicle’s rear. A monitor and control panel are installed there, unified with other Ukrainian combat modules, such as SICH, BM-7 Parus, and others.

“The weapon system is manufactured in Ukraine, and very soon, we will be able to offer a vehicle that will also be manufactured in Ukraine by Roshel Ukraine,” the company’s CEO said.

Russian paranoia of an imminent Ukrainian attack on their prized link across the Kerch Strait has seen an increase in defensive measures over recent weeks.

The Crimean Bridge, also known as the Kerch Bridge, has strategic value as a symbol of Russia’s “possession” of occupied Crimea and tactical value as a logistical link from the mainland.

The bridge has already been struck by Ukraine twice and partially repaired – there is some doubt as to its continued structural integrity to move tanks and supplies. In October 2022 a bomb carried in a truck damaged several spans of roadway and the adjacent rail line. In July last year an early morning USV strike caused further damage to the road section.

In April a spokesperson for Ukraine’s Main Intelligence Directorate (HUR) said a third attack on the Kerch bridge between Russia and occupied Crimea was “inevitable.” Russia has taken Kyiv’s threat seriously.

According to UK intelligence assessments, it had already begun constructing barriers consisting of floating and sunken barges, anti-submarine / USV nets, naval mines, barrels linked with cables, and smoke generators to mask the view of the bridge alongside increased numbers of air defense systems in the fall of 2023.

In early August satellite images showed what appeared to be preparations to build a permanent structure alongside and parallel to the bridge. By the middle of August, the construction was reported to be progressing well. Speculation has grown as to its purpose.

It could be an additional single-lane bridge or possibly a more durable barrier to protect against the large explosive warheads carried by Ukraine’s MAGURA V5 and Sea Baby kamikaze unmanned surface vessels (USV). The improvised protective barriers so far in place are vulnerable to storms and high seas, having been broken up several times, with debris such as plastic barrels scattered and washed up on the Kerch embankment and shoreline.

Today images appeared of new large metal anti-USV “ruffs” being taken on barges before being sunk close to the bridge as yet further protection.

On Wednesday last week, further evidence of Moscow’s desire to keep the bridge intact along with the expectancy of further Ukrainian attacks was the deployment of an unusual version of the Pantsir (NATO: SA-22 Greyhound) self-propelled, medium-range combined surface-to-air missile and anti-aircraft gun systems.

Images published by the “Crimean Wind” Telegram channel show the placement of what appears to be the export version of the Pantsir-S1M directly on the Crimean Bridge. Review of Satellite images of the area suggests that it has been deployed on and around the bridge for at least a month.

The system consists of three vehicles: a missile launcher, a radar truck and a command post. The variant seen on the bridge has an armored cabin mounted on a KamAZ-53958 chassis and is painted in desert camouflage. This particular variant has only previously been seen on this year’s Victory Parade in Tula and exhibited at the “Army-24” forum although similar versions have been seen deployed overseas.

It is said to incorporate several tactical and technical upgrades including enhanced range and altitude using two types of missiles: the standard 57E6-E and the improved 57E6M-E which has a larger 25 kg warhead, an increased ceiling from 15 to 18 km (9.3 to 11.2 miles), engagement ranges from 20 to 30 km (12 to 19 mi) and a speed of 4,700 to 6,100 kph (2,900 to 3,800 mph).

The Pantsir-S1M is intended for close-in air defense of key units, military and civilian facilities, and missile sites. Although the export version is designated S1-M it is actually a version of the latest Pantsir Series 2 which is slowly being introduced into service.

The desert camouflage on the equipment deployed to the bridge suggests it may have been diverted from an external customer or been redeployed from Syria, where the S1-M / S2 was seen previously.

The Atesh partisan group said that Russia had begun redeploying air defenses to shield the Crimean Bridge at the end of July.

“The Armed Forces of the Russian Federation began to massively transfer equipment closer to the Kerch Bridge,” the group said in a post on its Telegram channel on July 25.

They said that Russia was “actively redeploying the surviving air defense installations, aircraft, radars and all military facilities from the western part of Crimea.”

A spokesperson for the Ukrainian Navy, Dmitry Pletenchuk, was dismissive of the ability of the Pantsir-S1M air defense system to protect the Kerch Bridge.

“I remember the missile ship Cyclone [which was sunk in May in Sevastopol Bay] … it had the naval version of the Pantsir-S on board. That's all you need to know about the ability to repel serious attacks – this complex could not defend itself,” the speaker said on the air of the Ukrainian national telethon.

A Russian court has sentenced a Ukrainian military intelligence special forces soldier to 20 years in prison for his role in a mission in annexed Crimea, according to a Sept. 3 report by the Russian state-owned news agency TASS.

The Southern District Military Court found Oleksandr Liubas, a serviceman of the Special Operations Forces of the Main Intelligence Directorate (HUR) of the Ukrainian Ministry of Defense, guilty of "terrorism, illegal border crossing, and smuggling weapons and explosives."

Spymaster Lieutenant General Kyrylo Budanov confirmed in an interview with news outlet Ukrainska Pravda in December 2023 that one of the special forces operatives had been captured during a landing operation on the coast of Crimea on Oct. 4, 2023.

"They (the Russians -ed.) started saying that something else happened that day (Oct. 4 -ed.)," the general said.

“Of course, they only showed where they managed to take our wounded reconnaissance soldier into captivity, and they showed one body.”

Budanov also confirmed that the captured special forces soldier is Oleksandr Liubas.

The Defense Intelligence later provided details about the special operation involving the landing of Ukrainian forces in Crimea.

"Special forces operatives of Stuhna and Bratstvo units, as part of the special unit Timur, landed on the territory of the Crimean Peninsula and delivered a blow to the Moscow occupiers," the agency stated.

The Russian Ministry of Defense claimed that the military intelligence landing group was moving on two jet skis and one boat heading towards Cape Tarkhankut.

In the coming days, on Sep. 4-5, the Verkhovna Rada of Ukraine may carry out a significant government reshuffle, including changes within the President’s Office, according to a source in the government cited by Interfax-Ukraine.

According to RBC-Ukraine, which cited its own sources, current heads of the Ministry of Culture, Ministry of Veterans Affairs, and Ministry of Youth and Sports may be officially appointed as full ministers. Furthermore, Deputy Head of the President’s Office Oleksiy Kuleba is reportedly being considered for the position of Minister of Regional Development, while the head of Naftogaz, Oleksiy Chernyshov, could be appointed as Minister of Infrastructure.

The report also mentions that the possible dismissal of Rostyslav Shurma from his role as Deputy Head of the President’s Office is being discussed in Parliament. Alexander Kamyshin, the current head of the Ministry of Strategic Industries, may replace him.

The decisions are expected to be finalized at the President’s Office on Sep. 3. A meeting of the Servant of the People faction is scheduled for Sep. 4, where the decisions will be presented to MPs. The actual dismissals in the Cabinet are expected to take place on Sep. 5, with the appointment of new ministers planned for Sep. 6.

The posts, each shared around two thousand times, are intended to give the impression that they were posted by outraged or concerned people. In fact, however, according to Cemas, they belong to the propaganda network "Doppelg�nger," which is working in a coordinated manner to stir up sentiment against Ukraine and Western governments. This is according to a report published by the organization on Tuesday, which SPIEGEL was able to view in advance.

The analysts examined more than 1,300 "doppelg�nger" posts on the social media platform X in June, 495 of them in German. The campaign posted particularly frequently on the 15th of that month - at the same time as the peace summit on the Ukraine war taking place in Switzerland , to which Russia was not invited. The patterns of the posts are actually striking: the postings are each shared a hundred times, but have relatively few comments. Above all, however, they contain links that are each structured according to a specific pattern and ultimately lead to fake news sites with pro-Russian content. Because these are clones of established news media, observers have dubbed the campaign Doppelg�nger. In Germany, pages from "Welt", "S�ddeutsche Zeitung" and even SPIEGEL were copied. According to their own statements, the editors of the current report reported a total of 623 still public posts to X as early as mid-July. More than five weeks later, only one post had been deleted, they say.

The report is also sensitive for X because the experts have submitted their findings to the EU Commission. An investigation has been underway against X since last December , in which the Commission is checking, among other things, whether X is doing enough to combat manipulation campaigns. According to SPIEGEL information, the EU wants to complete its investigation by autumn and forward the results to X.

Economic Pravda reported on Aug. 30, citing unnamed government sources and energy company contacts, that Kudrytskyi would face dismissal "in the near future" amid energy security concerns, as well as a corruption probe.

Ahead of Ukrenergo's decision, Western organizations operating in Ukraine, including the European Union, sent a letter to Prime Minister Denys Shmyhal expressing concern over the upcoming dismissal.

"Such an event could jeopardize our collective ability to support Ukrenergo and other priority measures of Ukraine's vital energy security," the letter stated.

Russia has repeatedly used mass attacks against Ukraine's energy grid to break the country's ability and resolve to fight off the invasion, first during the autumn-winter period of 2022-2023 and then again in the spring of 2024.

The Norwegian Ministry of Defense has informed that the donation is the result of cooperation between the UK, the Netherlands, Lithuania, and Norway.

The UK-led fund aims to provide Ukraine with military assistance through industrial procurement. Norway has already contributed NOK 1.8 billion to the IFU starting in 2022.

Together with the United Kingdom, the Netherlands, Denmark, Sweden, Lithuania, Australia, New Zealand, and Iceland, a total of more than NOK 12.5 billion was allocated.

Norway has previously contributed to the purchase of, among other things, air defense equipment, mine clearance equipment, artillery ammunition, vehicles, engineering vehicles, asphalt pavers, spare parts, and equipment for the maintenance of Ukrainian platforms and small boats.

The 44-year-old German woman and her 43-year-old husband were accused of killing the 27-year-old Ukrainian refugee in March, as well as her 51-year-old mother.

The couple's motive for the double murder was a "long-unfulfilled wish to have a daughter," Mannheim prosecutors said in a statement.

The pair "had been planning to kidnap a newborn female infant and pass her off as their own child," the prosecutors said.

To that end, the 44-year-old woman is said to have joined a group chat on the Telegram messaging app intended to organize support for Ukrainians fleeing Russia's invasion.

Through the group, the couple came in contact with the young Ukrainian woman, who was seeking help with translation ahead of the birth of her child earlier this year.

During a shared meal with the Ukrainian woman and her mother, 51, at a restaurant in March, the German couple are alleged to have slipped sedatives to the victims.

When the older woman became unwell, the couple offered to take her to the hospital and drive the 27-year-old refugee and her baby home.

The German man took the 51-year-old woman to a fishing lake, where he hit her "at least four times on the head with an unknown object" before dumping her body in the water, prosecutors allege.

The couple subsequently informed the 27-year-old Ukrainian that her mother had suffered a heart attack and was in the hospital.

They picked the new mother up and drove her and her infant daughter to an area close to the Rhine river in Hockenheim, according to prosecutors.

The German man killed the 27-year-old, who was still dazed by the drugs, with "at least three" blows to the head.

The couple then set fire to the body and drove home with the newborn, prosecutors said.

Prosecutors previously said that a passerby found the body of the 27-year-old woman on March 7 and police divers found the body of her mother in the lake 12 days later.

On March 13, 2024, the German couple was arrested. The next day, an unharmed 5-week-old girl was taken into custody and taken to hospital as a precaution, prosecutors said, adding that a DNA test confirmed the baby was the daughter of the deceased 27-year-old.

The baby was place in the care of a welfare office.

The couple are being held pending trial. They are accused of murder in two instances, one in conjunction with the abduction of a minor.

According to the United Nations, nearly 6.5 million refugees from Ukraine have been recorded globally as of February 2024.

In mid-May, Novaya Gazeta. Europe wrote that almost 60 clergymen had been subjected to repression by the Russian Orthodox Church since the beginning of the war.

Russian priests were subjected to various punishments 47 times, and the ROC punished priests of foreign churches that are subordinate to the Moscow Patriarchate 12 times. The punishments used included defrocking, banning from serving, and forced dismissal from the staff. The reason for defrocking Moscow priest Ioann Koval was the replacement of the word "victory" with the word "peace" in the prayer "On Holy Rus'". Priest Vladimir Korolev was dismissed from his post as rector of the Kazan Church in Tula and removed from the staff for refusing to collect donations for the war. The court fined priest Gleb Krivoshein for "discrediting the army" because he signed an appeal by clergy calling for reconciliation in the first days of the war.

The Russian Orthodox Church’s foreign dioceses and churches in other countries that are subordinate to Moscow also persecute their priests for their anti-war stance; over the two years of war, this has affected 24 Russian clergy and 12 foreign ones. The visit comes during a milestone moment in international support for Ukraine, with eight countries from across the world having now joined the UK to provide more than �1 billion to the International Fund for Ukraine (IFU), in a significant show of unity from Ukraine’s allies.

It comes after the Prime Minister announced the IFU’s largest ever support package at the NATO Summit in July, with a �300m contract to supply 152mm artillery shells to supply Ukraine’s Soviet-era guns. He also confirmed �3bn of UK aid for Ukraine per year for as long as it takes.

The Defence Secretary confirmed today the �300m contract has now been signed and is expected to deliver thousands of shells before the end of the year – providing a significant boost for Ukraine’s stockpiles and aligning with the Government’s acceleration of military support deliveries.

Denmark, Lithuania, the Netherlands, and Norway all confirmed their intent this summer to invest additional money in the Fund to purchase more drones to help on the frontline, as well as vital air defence capabilities to help shield Ukraine’s people and key infrastructure from relentless Russian bombardment.

It follows previous packages of support from the IFU, which have delivered heavy-lift and reconnaissance drones, maritime drones, minefield-clearing capabilities, combat vehicle spares and air defence systems.

The IFU was first launched by Denmark and the UK in 2022 to provide a more efficient way for countries to pool resources to buy equipment and weapons to support Ukraine’s most urgent capability needs. The UK has donated �500m to the Fund to date.

An agent network of the Russian FSB’s elite unit, the Department of Counterintelligence Operations, was exposed in Kyiv. Its activities were coordinated by a former MP from the banned Party of Regions. One of the group’s goals was to eliminate journalist Dmitry Gordon. The special service has identified the activities of four enemy agents: a former MP curator, a saboteur, a supplier of explosive devices and an agent involved in surveillance.

To disrupt the logistics of the defence forces, the agents planned a series of explosions on the tracks of Ukrzaliznytsia. In particular, the Russian secret service set them a task: to blow up one of the tracks in Kyiv region. The Armed Forces of Ukraine use it to transport equipment and personnel to the frontline regions. However, the SBU managed to prevent the sabotage, the statement said.

According to the investigation, in case of successful completion of hostile tasks, the former MP planned to expand his network and carry out sabotage virtually throughout Ukraine.

The agents also collected data on Ukrainian figures of interest to the FSB: places of residence and visits, daily schedule and social circle of certain individuals.

“All this is for the purpose of further physical elimination of these figures. Among those for whom Russian special services were preparing a contract killing was Ukrainian journalist Dmytro Gordon,” the SBU said.




The special service detained all four agents, including the former MP. They are in custody. During the searches, the SBU found communication equipment and electronic devices with evidence of intelligence and subversive activities in favour of Russia.

Depending on the crimes committed, the detainees were notified of suspicion under the following articles of the Criminal Code:

article 111 (high treason);
article 113 (sabotage);
article 258 (terrorist act).
The pre-trial investigation is ongoing.

De krijgsmacht moet in staat zijn vijandelijke doelen op grote afstand uit te schakelen. Denk aan gevechtsvoertuigen, bunkers, gevechtsopstellingen en helikopters. Daarom schaft Defensie antitankwapens aan die op lange afstand doel kunnen treffen. Ze vervangen naar verwachting vanaf 2026 de systemen voor de middellange afstand. Staatssecretaris Gijs Tuinman meldt dit vandaag aan de Tweede Kamer.

De vervanging is nodig vanwege de snel verslechterende veiligheidssituatie in Europa. Het draagt verder bij aan de veiligheid van de militairen.

De huidige antitankwapens hebben na 25 jaar het einde bereikt van zowel hun technische als operationele levensduur. Hierdoor kent het systeem in toenemende mate technische uitval. Daarnaast is het moeilijk ze in stand te houden en is het niet mogelijk ze verder te ontwikkelen. Bovendien zijn de optische middelen voor doeldetectie en raketgeleiding verouderd.

Defensie kiest nu voor moderne lanceersystemen. Die maken het mogelijk vijandelijke gevechtsvoertuigen tot een afstand van 5.000 meter uit te schakelen. Daarnaast zijn ze in staat om doelen zonder een directe zichtlijn via een co�rdinaat onder vuur te nemen. De raket wordt daarbij tijdens de vlucht bijgestuurd. Deze gemoderniseerde antitankwapens worden alleen geleverd door de Isra�lische leverancier Rafael.

Met de nieuwe lanceerinstallatie zijn ook raketten van andere Europese landen te verschieten. Duitsland bijvoorbeeld vervangt sinds 2020 ook de antitankcapaciteit voor de middellange afstand. De oosterbuur heeft dezelfde lanceerinstallaties en antitankraketten aangeschaft. Bovendien maken onder meer Belgi�, Denemarken, Estland, Finland, Hongarije, Itali�, Litouwen, Polen, Roemeni�, Spanje, Tsjechi� en Zwitserland hier gebruik van. Daarnaast krijgt NAVO-bondgenoot Canada deze antitankwapens. Deze zogeheten standaardisatie vormt een belangrijke overweging bij de aanschaf van militair materieel.

Defensie wil alle oude lanceerinstallaties in 4 jaar vervangen. De organisatie streeft er naar het contract voor levering van nieuwe antitankwapens in oktober dit jaar te tekenen. De laatste systemen stromen naar verwachting in de eerste helft van 2028

Foreign Minister Dmytro Kuleba submitted his letter of resignation, speaker of Ukraine's parliament Ruslan Stefanchuk reported on Sept. 4.

Stefanchuk said that Kuleba's potential resignation will be "considered at one of the upcoming plenary meetings" but did not provide a date.

"It is a big reshuffle. It was expected rather long ago," lawmaker Oleksandr Merezhko told the Kyiv Independent.

"Ahead of us difficult times, difficult autumn and winter. Perhaps this reshuffle is somehow related to the new period of challenges for Ukraine."

Serving as foreign minister since 2020, Kuleba has been at the forefront of Ukraine's efforts to engage its international allies and secure new partnerships since the beginning of the full-scale war.

Following earlier rumors of his dismissal in August 2023, Kuleba said on national television that he was not concerned about the possibility.

"I work, no job is permanent, and I’m totally calm about everything," he said at the time.

"I said at the very beginning that I would leave under two circumstances: the first is if the president asks me to do it. The second is if I get into some fundamental contradiction with foreign policy and don’t consider it possible to work with it," Kuleba added.

Ukrainska Pravda reported on Sept. 3, citing unnamed sources, that Kuleba would be dismissed, and that his replacement was still being considered. The most likely candidate to take the position would be Deputy Foreign Minister Andrii Sybiha, the sources said.

The news follows a number of other high-profile ministers submitting their letters of resignation the previous day — Strategic Industries Minister Alexander Kamyshin, Justice Minister Denys Maliuska, Ecology Minister Ruslan Strilets, Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna, and Deputy Prime Minister and Reintegration Minister Iryna Vereshchuk.

Vitalii Koval, head of the State Property Fund of Ukraine (SPFU), also submitted his resignation nine months after being in office.

The reasons for the resignations were not specified. The news came after months of reports about the possible replacement of several Ukrainian ministers.

David Arakhamia, the head of President Volodymyr Zelensky's Servant of the People's party in parliament, said on Sept. 3 that the reshuffle would affect more than half of the government's staff.

"Tomorrow is the day of dismissals, and the day after that is the day of appointments," he added.

Zelensky said in March that Ukrainians can expect more government reshuffles in the future, following a shake-up of his inner circle.

Infrastructure Minister and Deputy Prime Minister for Reconstruction Oleksandr Kubrakov and Agriculture Minister Mykola Solskyi were then dismissed in May.

De Russische soldaten misdragen zich flink, dat zien wij de hele oorlog al. En de Oekra�ense soldaten gedragen zich grotendeels goed, al zijn er altijd uitzonderingen natuurlijk. Dus dat filmpje is gewoon feitelijk correct en ondersteund met onder andere filmpjes als bewijs, die je zelf kunt bekijken op zijn telegram kanaal.

Ietsje westelijker ligt Rivnopil, en dan weer wat westelijker net over de grens met oblast Zaporizhja, liggen Novodarivka en Levadne. Al deze drie dorpen zijn in Oekra�ense handen.

Dat geldt niet meer voor halverwege het Zaporidzjafront gelegen Robotyne.
De beide meest westelijke plaatsen, dichtbij het grote stuwmeer van Zaporidzja, liggen Piatykhatky en Lobkove. Deze twee dorpen zijn nu in Oekra�ense handen.

Dus kom ik totaal op 10½ dorpen, wat Oekra�ne nu nog over heeft van die 14 veroverde dorpen.

Maksym Kozytskyi, head of the Lviv Regional Military Administration, announced this.

The funds for the purchase of these drones were raised jointly with the Birds of Victory charity project and the Codelions for Ukraine charity organization.

This procurement enabled the Ukrainian Defense Forces to equip some units with additional munitions for use against enemy targets.

Within this transfer, the 24th Separate Mechanized Brigade named after King Daniel, the 77th Airmobile Brigade of the Ukrainian Air Assault Forces, the 420th Rifle Battalion, the International Legion, the Unmanned Strike Aviation Systems Battalion “Achilles” of the 92nd Assault Brigade “Ivan Sirko,” and the Unmanned Strike Aviation Systems Battalion “Rar�h” of the 24th Mechanized Brigade received the drones.

Additionally, the 80th Separate Galician Air Assault Brigade, the 2nd Mechanized Battalion “K-2” of the 54th Mechanized Brigade, the Special Group “Alpha,” the 41st Mechanized Brigade, the 3rd Assault Brigade, and the 116th Mechanized Brigade received the drones.

To date, the 10,000th drone has been delivered to the Ukrainian Defense Forces as part of the Birds of Victory charity project.

In total, the project has already raised UAH 218 million and delivered almost 10,500 drones to the soldiers.

This number of donated drones is a record among charitable projects in Ukraine.

Since the beginning of Russia’s full-scale invasion of Ukraine, the Lviv region has been actively supporting the Armed Forces of Ukraine and raising funds to purchase necessary equipment for the military on the front line.

Militarnyi previously reported that as part of the Lion’s Revenge initiative, the Lviv city community donated 1500 additional FPV drones and other equipment to Ukrainian defenders.

The military received three electronic warfare systems to protect their positions from enemy FPV drones and reconnaissance drones.

The FX-2 Flight controller allows the drone to detect, lock on, and aim at a target that emits radio waves.

Dart 250EW is equipped with a modern Terrain following system, which allows the drone to maintain a relative altitude above ground level in the area from 50 to 100 meters.

The maximum speed at such altitudes is more than 400 km/h, which provides flexibility that will allow the drone to remain invisible to enemy radars.

After the drone has entered the enemy electronic warfare system’s area of operation, the flight controller FX-2 Flight provides guidance in azimuth and altitude to ensure an exact strike at the target.

The manufacturer expects a certain demand for drones of this type since the war in Ukraine has demonstrated the need for many inexpensive means to defeat enemy electronic warfare systems.

In addition, Modini specialists are developing a reconnaissance version of the jet drone under the Dart 250 ISR index.

These components, including parts for “telecommunication, server and other complex electronic equipment,” have both civilian and military applications, making them subject to Western export controls.

Despite Western sanctions cutting off Russia’s access to essential foreign-produced electronics, the country’s military still relies on these components for missiles, drones and electronic warfare equipment.

According to FT, Ved MMKP’s report detailed plans to carry out transactions through a “closed payment system between Russian and Indian companies” to evade Western scrutiny. An unnamed Western official described the consortium as a likely “front” for Russian intelligence.

Russia has amassed Indian rupees from booming oil sales to India amid sanctions, with trade between the two nations almost doubling to $65 billion in 2023.

While it is unclear how Russia executed its covert trade plan, customs filings show that Indian exports of sensitive electronics, as listed in the Ved MMKP’s report, increased significantly from mid-2022.

An Indian company named Innovio Ventures reportedly supplied at least $4.9 million worth of electronics, including drones, to Russia, and shipped another $600,000 worth of goods to Kyrgyzstan, a Central Asian nation that has become a backchannel for Russia’s imports of sanctioned items.

At least one sanctioned Russian company, Testkomplekt, received $568,000 in electronic equipment for use in radio-electronic systems, according to FT.

In 2015, in Tianjin, northern China, 173 people were killed and hundreds more were injured in a series of ammonium nitrate explosions.

Russia is one of the world's largest exporters of ammonium nitrate, accounting for about two-thirds of the world's annual 20 million metric tons ammonium nitrate production, according to financial services company S&P Global.

When Russia's full-scale invasion of Ukraine began in February 2022, the country temporarily banned the export of ammonium nitrate to support domestic farmers, as fertilizer prices rose globally.

"Additional demand has arisen on the domestic market for ammonium nitrate from both agricultural producers and industrial businesses," Russia's Ministry of Agriculture said at the time.

"Repairs must be carried out, which it is not desirable to do so close to the city of Troms�. The police are working together with the Norwegian maritime authorities and a number of other actors to resolve the situation in the best possible way," Troms� police said in a statement on Tuesday evening, adding that the vessel sustained hull damage after grounding.

Shipping documentation states that the vessel is carrying ammonium nitrate, the statement said.

"Under normal transport and storage conditions, ammonium nitrate is a stable chemical compound. At the same time, under given conditions and external influences such as fire, it can be explosive.

"The Norwegian Coastal Agency is assisting the police with advice about the vessel Ruby. Our sea traffic center in Vard� and the pilot service will assist in connection with the vessel being moved pending repair."

Police said in an update on Wednesday morning that the ship would be moved to the village of Vannv�g within hours.

“While working on this completely new development for our company, we analyzed the experience of the military who are on the front line and work with unmanned ground vehicles. The platform’s weight can reach up to 4,000 kg, and the 190 hp engine can reach a speed of up to 60 kilometers per hour. It has Stanag 4569 level 1 ballistic protection.

The British government has said Kabaeva allegedly has "a close personal relationship" with Putin, and previously sat as a deputy in the Duma for Putin's United Russia party.

Responding to newspaper reports in 2008, Putin said: "I have always disliked those who, with their snotty noses and erotic fantasies, break into other people's private affairs."

This year, Ireland has committed to providing an additional �128 million in non-lethal military support and at least �40 million in humanitarian aid to Ukraine.

Ireland will also supply mine clearance systems and explosive ordnance disposal equipment, continuing its involvement in the demining coalition.

Ireland will ensure the ongoing training of the Ukrainian Armed Forces through the EU Military Assistance Mission (EUMAM) in Ukraine.

According to the Office of the President, separate sections of the agreement outline humanitarian aid, as well as support for Ukraine’s recovery and reform efforts, particularly on the path toward EU membership.

Ireland will assist in holding Russia accountable, compensating for damages caused by the aggression, and further strengthening sanctions pressure on Russia.

Since the beginning of the full-scale war, Ireland has provided humanitarian, stabilization, and non-lethal military assistance to Ukraine worth about �380 million.

• Olga Stefanishyna was dismissed as Deputy Prime Minister for European and Euro-Atlantic Integration. There are suggestions that her role might merge with the Ministry of Justice, which she could then head.
• Ruslan Strelets was removed as Minister of Environmental Protection and Natural Resources.
• Denys Malyuska was dismissed as Minister of Justice. The Ministry of Justice is expected to merge with the Deputy Prime Minister's office for European and Euro-Atlantic Integration.

Votes to remove Vitaliy Koval from the State Property Fund and Iryna Vereshchuk from her role as Deputy Prime Minister for Reintegration fell short, with 225 and 214 votes respectively.

The resignation of Foreign Minister Dmytro Kuleba was also not considered. Zheleznyak mentioned that the process was halted, and Kuleba remains in his position for now. Reports indicate that Andrii Sybiha might be appointed as the new Foreign Minister.

Zheleznyak noted that the unsuccessful votes are temporary and that committees will reconvene to address the resignations, with further discussions planned within the Servant of the People faction on new ministerial nominations.

According to the investigation, Sergey Kozlov beat his girlfriend Daria to death at a party in October 2023 after she broke his speaker.

Eyewitnesses reportedly saw Kozlov, who is twice the victim’s age, jump on the pregnant girl’s stomach and shout that she was unworthy of being the mother of his child, after which he stepped on her neck and started pressing down with his shoe.

“The victim was found to have a traumatic brain injury, a broken nose, a brain contusion, a ruptured liver, and blunt abdominal trauma. The description of all 138 injuries took up several pages,” Kommersant reported.

The 36-year-old Kozlov, who was recruited by Wagner while in prison, initially denied his involvement in the crime but later partially admitted guilt.

Kozlov has previously been convicted several times for theft, grievous bodily harm and robbery, Kommersant reported, though he was also awarded a medal for courage during his service in Ukraine, from which he returned home in the summer of 2023.

The court is expected to announce its verdict on 9 September.

A Russian ex-convict who had recently returned from the frontlines in Ukraine has been detained by police on suspicion of murdering an 11-year-old girl in the city of Nizhny Tagil in Russia’s Ural region, local media outlet E1.ru reported on Tuesday.

Anastasia Yakina, 11, disappeared on 31 August after going for a walk, the outlet wrote, after which her father contacted the police and volunteers helped in the search for the missing girl.

Yakina’s body was found on Tuesday in the basement of the apartment building where she lived, Telegram channel Ural Mash reported. Her father, Alexander Yakin, told E1.ru that traces of blood were found in the flat where his neighbour, who had recently returned from the frontlines in Ukraine, lived.

Yakin did not name the neighbour, but independent media outlet 7x7 identified the suspect as Vladimir Alexandrov. The day Yakina disappeared, Alexandrov reportedly fled to Moscow where he was detained by police on Tuesday on suspicion of murder.

According to E1.ru, Alexandrov has a criminal record and has recently returned from the war in Ukraine, and was also planning to return to the front. According to another building resident, the investigators told her during questioning that Alexandrov had previously been convicted of a violent crime.

The Russian authorities frequently offer violent criminals, rapists and murderers early release from prison and an eventual presidential pardon in exchange for them signing a contract to serve for six months with the Russian military in Ukraine.

The Commander-in-Chief of the Armed Forces of Ukraine (AFU), Oleksandr Syrsky, suspended Roman Hladkyi, Chief of Staff of the Unmanned Systems Command, according to the General Staff of the Armed Forces of Ukraine.

The General Staff clarified that the Security Service of Ukraine (SBU) will conduct a special investigation into Hladkyi, who was appointed to the position in late August. This decision followed a meeting of the Verkhovna Rada’s Committee on National Security, Intelligence, and Defense, which had previously demanded such an investigation.

Shortly after Hladkyi’s appointment became public, information began to spread that he had previously been suspected of treason and corruption, and that his wife holds a Russian passport. Ukrainian military personnel expressed outrage on social media.

Ukrinform also reported that Hladkyi’s daughter had participated in swimming competitions for the Central Sports Club of the Russian Army. Additionally, according to the TSN TV channel, Russian intelligence services had attempted to recruit Hladkyi himself.

In response to the media and social media coverage of Hladkyi’s new appointment, the Armed Forces of Ukraine (AFU) stated that Hladkyi is an officer with extensive experience, relevant military education, and significant service in leadership positions within the AFU. This includes serving as Deputy Chief of the Joint Staff of the Joint Forces Command from 2020 to 2023 and later as Deputy Commander of the Joint Forces of the AFU.

The SBU noted that they had not conduct a background check on Hladkyi before his appointment, as such checks are not required by law for positions of this kind. However, Hladkyi had been vetted in 2020 in connection with his access to state secrets. Syrsky also stated that the security service had no concerns about him at the time of his appointment.

German Chancellor Olaf Scholz stated that Germany has ordered 17 IRIS-T air defense systems for Ukraine.

The Chancellor stated this during a press conference at the Air Force base near Kiel.

At the military base, Scholz received the IRIS-T system for the German army.

He confirmed that Berlin had ordered 5 more IRIS-T systems for Germany and 17 more for Ukraine.

Scholz said that the purchase of six IRIS-Ts for the Bundeswehr will play a key role in strengthening the European initiative Sky Shield.

Four of them will be shipped by the end of this year, and the rest—next year, the Chancellor promised.

According to Scholz, Ukraine has already received 7 IRIS-Ts, which have helped to shoot down more than 250 Russian missiles and drones.

Ukraine received the first IRIS-T SLS short-range air defense systems from Germany in August 2023.

The system is designed to destroy cruise and ballistic missiles, as well as aircraft, helicopters, and UAVs. The IRIS-T SLS can intercept aerodynamic targets at a distance of up to 12 kilometers and an altitude of up to 8 kilometers.

The self-propelled air defense system is mounted on the tracked chassis of the BvS10 all-terrain armored vehicle, but it can also be mounted on a wheeled chassis.

The system is based on an IRIS-T missile with an infrared homing head modernized for ground launch.

The Ukrainian Armed Forces (UAF) have established a military commandant's office in Russia's Kursk region, where a Ukrainian military operation is ongoing. The Ukrainian Ground Forces shared photos of the office's activities.

The commandant's office reportedly ensures compliance with international humanitarian law in the Kursk region.

"A significant number of civilians, abandoned by Russian authorities without any means of survival – food, electricity, water, and gas – remain in the territory controlled by Ukrainian forces," the statement reads.

Military officials emphasized that since its establishment, the commandant's office has been providing comprehensive assistance to residents. Most of them are elderly people and children. Daily medical check-ups and necessary medical aid are provided both in the city of Sudzha and in other villages of the Kursk region under Ukrainian control.

In accordance with international humanitarian law, the military commandant's office also supplies civilians with food and water.

A beluga whale suspected of being a Russian spy found dead off the Norwegian coast was shot, animal rights activists have claimed.

The body of the otherwise healthy and relatively young animal - nicknamed Hvaldimir - was found floating in a bay off the country's south-western coast.

Animal rights groups said the whale was found with bullet wounds and had been shot in a “heinous crime”.

“We will pursue justice for Hvaldimir,” One Whale founder Regina Haug vowed in a statement on social media.

One Whale was founded to track the beluga, which rose to fame after being spotted in Norwegian waters five years ago.

The pale whale was seen with a GoPro camera attached to a harness that read "Equipment of St Petersburg" - sparking speculation that the curious mammal could be engaged in espionage.

It became known locally as Hvaldimir, a pun on the Norwegian word for whale, "hval," and Russian President Vladimir Putin's first name.

The Arctic mammal's body was found floating off the south-western town of Risavika on 1 September and taken to the nearest port for examination.

Noah and One Whale said they had filed a complaint with Norwegian police asking them to open a criminal investigation.

"He had multiple bullet wounds around his body," Ms Haug from One Whale said via its official Instagram account after viewing the body on Monday.

Photographs published by One Whale on social media appear to show what they say are bullet wounds in Hvaldimir's bloodied body.

“The injuries on the whale are alarming and of a nature that cannot rule out a criminal act – it is shocking,” said Noah director, Siri Martinsen.

But Marine Mind, the organisation that discovered the body, said there was “nothing to immediately reveal the cause of death”.

“We saw markings but it's too early to say what the cause of death was," director Sebastian Strand told reporters.

The body was transported to a nearby branch of the Norwegian Veterinary Institute on Monday for an autopsy.

The report is expected "within three weeks", a spokeswoman for the institute said.

With an estimated age of about 15, Hvaldimir was not old for a Beluga whale, which can live to 60.

Police told local media they would look into the matter "to determine whether there are reasonable motives to launch an investigation"

Marine Mind and One Whale had been at odds over how to protect Hvaldimir from the perils he faced.

One Whale had called for him to be transferred to the Barents Sea in northern Norway - a more natural habitat for belugas - which would reduce the risk of ship collisions.

But Marine Mind were against the idea, arguing that moving him could pose a danger to his life.

Hvaldimir first approached Norwegian boats in April 2019 near the island of Ingoya, about 415km (260 miles) from Murmansk, where Russia's Northern Fleet is based.

The sighting attracted attention because belugas are rarely seen that far south of the high Arctic.

Russia has a history of training marine mammals such as dolphins for military purposes, and the Barents Observer website has identified whale pens near naval bases in the north-west area of Murmansk.

De machine(s) van de chipfabrikant waar Rusland over zou beschikken, zijn volgens Trouw niet splinternieuw, maar zouden eind jaren negentig en begin jaren nul gemaakt zijn. Dat is modern genoeg om chips voor drones en wapens te fabriceren.

De chips zijn volgens experts teruggevonden in drones op het slagveld in Oekra�ne.

Een woordvoerder van ASML laat weten dat het bedrijf zich aan de sancties houdt. De bedrijven die volgens Trouw betrokken zijn bij de import van reserveonderdelen, zeggen ook van niets te weten.

Machines van ASML zijn zo groot als een klaslokaal. Over de modernste versies is al lange tijd discussie, omdat de Amerikanen het Nederland niet toestaan deze aan China te leveren.

As drone swarms saturate the battlefield, it may be more productive to go after the operator rather than defeating individual drones, and this new system may be the answer.

The military issues website The War Zone (TWZ) reported on Tuesday that Ukraine was trialing an electronic surveillance system suspended on an aerostat balloon, which is designed to detect enemy drone operators. TWZ said the exact status of the system, known as Aero Azimuth, was unknown but indicated a growing interest in the use of balloons as a platform for elevated sensors.

Aero Azimuth was developed by the Ukrainian Kvertus company and was reportedly demonstrated at a recent Ukrainian exhibition that focused on counter-drone technologies.

The ground-based versions of the Kvertus Azimuth system are already deployed with Ukraine’s Armed Forces (AFU) but this is the first time it has been applied to an airborne platform. The balloon – or, more properly, the aerostat – is produced by another Ukrainian company, Aerobavovna.

The Aero Azimuth system consists of the electronics pack, the balloon, a trailer with winch to launch and recover the balloon, a helium gas cylinder system to inflate the envelope, plus tools and other equipment used for repair and maintenance.

Azimuth uses passive signals intelligence (SIGINT) equipment to detect and then locate the radio-frequency signals emitted by drone operators to control their aircraft. These signals will include communication, telemetry, and data exchange channels. The information obtained by Azimuth can then be relayed to troops in real time, who can then take action against the drone operator.

Kvertus said that Azimuth was originally developed to meet an urgent operational request (UOR) from Ukrainian troops for a system that could detect drone operators at a distance of around 14 kilometers (9 miles).

The company says that by using the Azimuth system lifted to an optimum altitude of 300-700 meters (1,000 – 2,300 feet) the detection range can be extended to 60 kilometers (37 miles) with accurate triangulation of the target’s position, while the same targets can be triangulated at a distance of 24-30 kilometers (15-19 miles).

According to Aerobavovna its helium-filled aerostat can carry a 25-kilogram (55-pound) payload and is able to remain aloft for 7 days without the need for any maintenance or gas refill.

Kvertus says the passive nature of the Azimuth detection equipment and the fabric of the Aerobavovna balloon presents a tiny radar signature; combined with very limited movement, it creates difficulty for the enemy to detect and target the system electronically. Still, they accept that it is possible the balloon could be visually detected and attacked.

The big advantage of the Aero Azmiuth, which is relatively expensive would be the ability to provide 24/7 coverage over a relatively wide area particularly if several were used in parallel and in combination combined with other ground sensors and reconnaissance assets. On the ground, the Aero Azmiuth would form part of a system that provides even more extensive coverage as well as offering more resilience, with the loss of an individual sensor node being less significant.

The threat posed by UAV swarms – particularly of first-person view (FPV) kamikaze drones, for which Ukraine is outnumbered by the Russians – remains a challenge. While Ukraine has weapons to attack individual drones, Ukraine has insufficient numbers to prevent many getting through. The additional means of countering enemy drones such as that presented by the Aero Azimuth, which targets individual operators or command posts from where dozens of drones are controlled, will help redress the balance on the battlefield.

This, in turn, would force Russian drone operators to change their tactics and make more frequent changes of position to avoid giving their presence away, which in turn would limit the amount of time their drones would be in the air.

The use of balloons by both sides in the war in Ukraine is not new. Aerobavovna balloons have reportedly already been used for reconnaissance, signal relay, drone control, and delivery of explosive charges by the AFU.

Russia has a long history of reconnaissance balloons equipped with radar and surveillance equipment being used in Ukraine, but also to monitor its borders with Finland and the Baltic states.

On the night of September 5, Russia launched another large-scale drone assault on Ukraine, targeting several regions.

According to Belaruski Hajun, multiple Belarusian fighter jets were deployed to intercept the drones near Homel around 1:30 a.m. local time, approximately 30 km from the Ukraine-Belarus border.

A third Russian attack drone is reported to have entered Belarusian airspace around 2:30 a.m., but no further details about its status have been provided.

On August 29, a Belarusian fighter jet attempted to shoot down a Russian Shahed-type drone that entered Belarusian airspace, but there was no confirmation of a successful interception.

While Russian attack drones have previously breached Belarusian airspace during raids on Ukraine, this would be the first documented case of a Belarusian Air Force plane successfully downing one.

The Chief of the General Staff and First Deputy Commander of the Air Force and Air Defense Forces, Colonel Sergey Frolov, stated: "Last night, September 5, a violation of the State Border of the Republic of Belarus was detected in the airspace, presumably by unmanned aerial vehicles.

Previously, Ukrainian engineers installed a Grad MRL 122mm rocket launcher on the Sea Baby naval drone. The launcher is installed in the upper part of the naval drone. It is capable of launching six 122-mm rockets at once.

With the help of such mobile naval rocket launchers, the Ukrainian Defense Forces are able to attack Russian targets off the coast.

US authorities have exposed the Kremlin as the mastermind of a years-long influence campaign in Germany. The aim is to stoke social conflicts. The AfD plays an important role for Russia in this.

Now there is evidence from the USA : The Russian leadership has used considerable resources to try to stir up social conflicts in Germany and to worsen relations with other countries. The US Department of Justice has successfully launched an investigation into the operation, known as the "doppelg�nger" campaign, which has been running for over two years.

With the campaign and the mass of centrally controlled fake accounts on social media, texts in the Kremlin's interests have been spread almost continuously since spring 2022. US authorities have now shut down fake pages on the network - and presented evidence that shows that the trail to the huge influence campaign leads all the way to the top of the Kremlin. And that the campaign also aims to support the AfD .

t-online uncovered campaign
This is evident from documents from the US Department of Justice that t-online has obtained. These include various original documents from the alleged masterminds. Current US investigations into Russian influence involve right-wing influencers such as Tim Pool and Lauren Southern, who produced pro-Russian videos for money from Russia . Ten million US dollars are said to have been paid for this.

The American public has paid somewhat less attention to findings that are at least as explosive and affect Europe and Germany in particular. The files shed light on the so-called "doppelg�nger" campaign that t-online uncovered before Facebook's parent company Meta finally confirmed the operation .

For this operation, numerous international media websites were recreated under very similar URLs and provided with pro-Russian fake news. t-online was also affected. According to the documents, the FBI identified four online profiles that were used to generate Internet addresses for fake t-online or "Spiegel" sites.

The content was then spread by automated profiles via social media. In January, the German Foreign Ministry provided an impressive figure for the extent of this campaign: in the period from December 20, 2023 to January 20, 2024 alone, more than a million German-language tweets were sent. The mood was against Ukraine , the USA and NATO .

t-online identified suspects
There were already clues about the people behind the mysterious bot waves: Since 2022, several companies close to the Kremlin have been identified as being involved in creating a mood with mass-distributed fake news: the Social Design Agency (SDA), Structura National Technology (Structura) and Ano Dialog. t-online has also identified people involved in Russian state media who were looking for interview partners in the West who were acceptable for their articles .

Now the US authorities are certain: the dubious companies acted on direct instructions from Putin's presidential administration - under the supervision of chief propagandist Sergei Kiriyenko. He is a former prime minister and now a close associate of Putin in the presidential staff.

The documents also confirm that the campaign was clearly designed to stir up social tensions - to strengthen Russia's position in the Ukraine war. Germany was therefore the primary target of the efforts because it was "more dependent than France," as stated in a protocol from the Kremlin's propagandists. A responsible person produced eight minutes of meetings in which Kiriyenko and a close colleague were also named. They show that the Putin confidant set the main lines.

With a clear goal: "First and foremost, we must discredit the USA, Great Britain and NATO," then pro-Russian narratives must be spread and the Germans must be convinced of the "inefficiency" of the Russia sanctions, the protocols say. According to one of the documents, three narratives are central: "Ukrainians" and derogatory portrayals of them; "the difference between Ukraine and Germany" and: "The USA is behind everything."

"Fake videos, documents, telephone conversations"
The documents show how those involved apparently almost enjoyed it. The alleged original concept for the doppelg�nger campaign states: "If we can do that, we need a separate department for fakes - a factory!" Numerous propaganda ideas are being considered. For example, a rape by a US soldier could be invented. "That would be great!" was the response.

Although the idea was not implemented, fictitious stories about crimes committed by Ukrainians in Germany emerged in the summer of 2022. Such ideas can also be found in the concepts.

One of the most revealing passages in the documents can be found in the "Incitement of International Conflicts" project, which targets Germany and France . In order to stir up such conflicts and even "artificially create" them, the Kremlin representatives are said to be pulling out all the stops: comments on social media, analytical articles, fake news sites, fake news - even "fake videos, documents and recorded telephone conversations". Both bots and influencers who are friendly to Russia are said to be used to spread the message. The requirement: to post 30,000 comments per month in Germany.

AfD should be made into "martyrs"
The propagandists were clearly targeting the AfD, which they see as being in line with Russian interests. "We support the party with all means," the description of the project states. The aim is to create "the image of martyrs who suffered for democracy and Germany's national interests."

The first fake accounts that t-online was able to find had also shared a Facebook post in July 2022 by AfD Bundestag member Stefan Keuter, who is known to be particularly close to Russia. He had shared a text from the "Deutschlandkurier" that fit perfectly into the Russian agenda: It suggested, in question form, that Zelensky's secret service had spied on the OSCE, the Organization for Security and Cooperation in Europe.

In addition, AfD politicians repeatedly gave interviews to a homepage that is central to the campaign ("Reliable Recent News"). This site is no longer accessible. The FBI has confiscated it, as can be read on the site. Some German-language addresses that were operated by the network have also been shut down since Tuesday. A total of 32 addresses were confiscated that were used by the Russian government or actors paid by it. The judiciary speaks of a violation of money laundering and trademark protection laws.

In order to conduct interviews for articles on the site, a former RT Deutsch employee apparently contacted possible contacts and was able to rely on existing contacts in some cases. Putin's confidant Kirijenko had apparently agreed to involve "our outside influencers," as the minutes say. In a meeting of the "Doppelg�nger" participants, it was noted that SVK - Kirijenko's acronym - was not against their participation. Interview partners included MPs Steffen Kotr� and Ren� Springer, both on the board of the AfD-Brandenburg.

The role of possible support for the AfD by Russian networks came up again after the European elections. Troll armies on X had apparently created a massive mood for the AfD during the election. This was the result of a study by the private research institute Trollrensics on behalf of the Dutch Social Democrats: Thousands of centrally controlled accounts had spread advertising for the AfD alongside Russian propaganda and false information. To a lesser extent also for the Sahra Wagenknecht alliance .

Shortly before the election, allegations had already emerged that AfD member of the Bundestag Petr Bystron had received money in the Czech Republic from people close to the Putin-loyal oligarch Viktor Medvedchuk. Investigators apparently also documented him handing over small packages. The immunity of the second-placed candidate on the AfD list for the European elections was lifted and his home was searched. The investigations are not yet complete.

One SMArt 155 can destroy two targets.

The SMArt 155 is an expensive weapon, used since 1998. It is very difficult to hit a moving armoured vehicle with a conventional artillery shell. Meanwhile, the SMArt 155 is very effective in destroying Russian tanks even when they are riding in columns.

“It penetrates without problems any protection Russian machines may have. In addition, this type of projectiles can also work in places where the GPS signal is being jammed,” said Ukrainian soldier Andriy Kobzar. He said, by the way, that some other smart projectiles, such as the M982 Excalibur, sometimes struggle to cope with the challenges of the Russian electronic warfare systems. Kobzar personally had the pleasure of working with the SMArt 155.

Kobzar’s unit received 136 SMArt 155 shells, but only a hundred of them were used in combat – the rest were used for training. They managed to destroy 41 tanks and dozens of other vehicles. The SMArt 155 is a very effective weapon and it is often difficult for Russians to even understand how Ukrainian artillery can attack them with such accuracy and precision.

By the way, an interesting fact – Germany sometimes has to clarify whether the SMArt 155 should be considered to be a cluster munition. Germany, like several other SMArt 155 users, is a signatory to the Convention on Cluster Munitions. Technically, though, the SMArt 155 doesn’t scatter small charges, it just fires two separate projectiles – as if the howitzer fired twice. Ukraine cares little about that debate though, because it has not banned cluster munitions and uses them all the time.

Smart guided artillery projectiles are extremely expensive. However, they are also much more accurate. Ukraine needs quantity – as many projectiles as it can get – but mixing in some smart shells is always a good thing.

At the MSPO International Defence Industry Exhibition 2024 in Kielce, the Polish company presented a prototype of a light strike drone equipped with a 50-kilogram warhead.

The ReconSea design uses hydrofoil technology, which is exotic for the niche and consists of three downward-facing hydrodynamic surfaces and a submerged propulsion system.

When stopped or slowly moving, the drone is in a semi-submerged position like a normal vessel. However, it rises to an altitude of 50-80 centimeters above the water at high speed due to the lift generated by its “wings.”

This reduces water resistance, allowing the vessel to reach much higher speeds and making its course much more economical and stable during sea waves.

The disadvantage of hydrofoils is that they cannot be used during strong waves. Nevertheless, this does not significantly affect the tactics of use, as such limitations apply to all surface drones.

Equipped with a 9 kW electric motor, the drone can reach speeds of up to 70 km/h. At cruising speed, the naval drone’s range is about 100 km.

The ReconSea naval drone can be controlled by an inertial navigation system with satellite signal correction or by fiber optic cable directly from the operator’s control panel.

Representatives of the company said that the sample presented at the exhibition is only a prototype undergoing research tests. They plan to complete the tests in a few months by presenting a refined model.

The Polish Military Group has also created its own ecosystem for drones, which should allow the use of a coordinated swarm of drones in the future.

As previously reported, Ukrainian Armor presented the UGV Protector (Unmanned Ground Vehicle) at the MSPO International Defense Industry Exhibition in Poland.

“The aim of the enemy was to make us worry… and to stop our offensive in key areas, especially in the Donbas,” Putin said, adding that the Russian military had “stabilised the situation” in Russia’s southwestern Kursk region, where a month-long Ukrainian incursion is continuing, and had begun “gradually squeezing” the enemy from Russian territory.

Putin also accused Ukraine of undertaking “very dangerous terrorist attacks” on nuclear power plants in both the Zaporizhzhia region of Ukraine and Russia’s Kursk region, adding that one could “only imagine what would happen … to that entire part of Europe” were Russia to respond in kind.

Nevertheless, Putin also indicated that Russia was prepared to begin peace talks with Kyiv on the basis of a preliminary agreement reached between Russian and Ukrainian negotiators in the first weeks of the war, but which was never implemented. The de facto Russian leader also named China, India and Brazil as potential mediators in any future talks.

Addressing the indictment of Telegram CEO Pavel Durov in France, Putin said that he had in fact met the tech billionaire once many years ago in Moscow, contradicting Kremlin spokesperson Dmitry Peskov’s recent claim that the pair had never met.

While keen to stress that Russia had “no claims” against Durov itself, Putin said that many other foreign governments did, as Telegram was used by those who could “harm their activities”.

When asked for his thoughts on the upcoming US elections, the de facto Russian leader quipped with a wry smile that Russia would support the candidacy of Kamala Harris on the basis that her “infectious laugh” showed that she was “doing well”.

“Trump introduced more restrictions and sanctions on Russia than any other president has ever done before. And if Harris is doing well, then maybe she will refrain from actions of this kind,” Putin added.

Ukrainian Parliament approved the appointment of Andrii Sybiha as Ukraine's Foreign Minister, announced deputy Iryna Herashchenko.

According to her, 258 lawmakers voted in favor of Sybiha's appointment.

Sybiha served as Ukraine's Ambassador to Turkey from 2016 to 2021. In May 2021, he was appointed Deputy Head of the President's Office of Ukraine, where he handled foreign policy issues and the development of strategic partnerships.

In April 2024, he was appointed First Deputy Foreign Minister by government decision.

On September 4, a resignation letter from Foreign Minister Dmytro Kuleba was submitted to the Ukrainian Parliament.

On the same day, Parliament’s Committee on Foreign Policy and Interparliamentary Cooperation supported Kuleba's resignation.

On September 5, Kuleba was dismissed from the position.

It was reported earlier that Zelenskyy has initiated a significant government overhaul, emphasizing the need for "new energy within the administration today." The President made this statement during a joint press briefing with Irish Prime Minister Simon Harris.

Russian Property Insurance Rates Skyrocket Because of Ukrainian Drone Strikes
Russian news site reports that property insurance rates against terrorist acts and sabotage have gone through the roof, particularly in border areas while demand for cover has grown too.

Companies seeking insurance for operations in Russia have seen a sharp increase in the insurance rates for commercial entities and reductions in liability limits because of Ukrainian drone attacks, Moscow’s state news agency Kommersant reported on Thursday.

According to its reporting, some companies operating in Russia can’t obtain any coverage, particularly in the regions bordering Ukraine, where the risks are high enough that more and more insurance companies will not issue protective policies.

Kommersant, citing Sergei Khudyakov, co-owner of the Russian insurance broker Mainsgroup, says that drone strikes are now categorized as terrorist attacks and sharp increases in rates, with the level governed by the nature of the facility and its location.

Anton Meltsov, founder of the company Insurance Broker AMsec24 says that rates for warehouse facilities have increased sevenfold while, unsurprisingly, they have increased by as much as 70 times for oil refineries and 120 times for industrial enterprises.

Spokespersons for the Sovcombank and Soglasie insurance companies say tariffs have risen and will continue to rise in line with the increased number and frequency of attacks.

An expert from Soglasie said between February 2022 and August 2023, regional authorities reported around 500 drone attacks while, according to Russia’s Ministry of Defense, over 150 drones were destroyed over Russian territory on the night of Sept. 1 alone.

As well as increasing rates insurers are reducing liability limits paid out by policies for insurance against terrorist acts and sabotage. According to independent expert Andrey Barkhota, in parallel to multiple increases in insurance tariffs, liability limits may be halved compared with earlier policies and a reduction from the previous maximum payout of 80 percent of the assessed value of the property to, in some cases only 50 percent.

Barkhota said that despite the rise in prices and the reduction in insurance coverage, the demand for protection against such risks is growing.

In 2024, some insurance companies said that half of the policy requests include coverage against “terrorist” attacks. Some estimates show that the demand for protection against the so-called terrorist attacks and sabotage among corporate clients has increased by 40 percent compared with 2023 which had already seen increased demands from the previous year.

Barkhota estimates the value of policies has reached as much as 25 billion rubles ($276 million).

As with most insurance policies, Russian underwriters include extensive and detailed exclusion causes in their risk of “terrorism” insurance policies.

Pavel Kurlat, partner at the law firm Pervaya Yuridicheskaya Set, said that classifying damage caused by a drone or missile strike is critical in agreeing to any compensation. He said it should be straightforward in the Belgorod, Bryansk, and Kursk regions where a counter-terrorism operation regime was declared in early August.

Kurlat points out that if an attack is declared as a “terrorist” or “sabotage” attack in line with the relevant articles of the Criminal Code of the Russian Federation then the claim against a policy that covers damage caused by acts of terrorism and sabotage will be upheld. If it is declared as an act of “…intentional destruction or damage to property,” then formally the insurance event for the risk of “terrorism” will not be recognized.

The Ukrainian command reinforced the defense of the Pokrovsk sector with an experienced 93rd Kholodnyi Yar Separate Mechanized Brigade.

The 93rd Mechanized Brigade released a video of their soldiers’ work in this sector.

The brigade’s tanks are actively trying to destroy the Russian invaders in the area of Novohrodivka.

“The Pokrovsk sector surprised us,” the tank crews of the 93rd Mechanized Brigade noted.

According to the General Staff of the Ukrainian Armed Forces, as of early September 5, Russian troops had conducted 52 assaults in the Pokrovsk sector.

The attacks took place in the areas of Vozdvyzhenka, Zelene Pole, Novohrodivka, Hrodivka, Selidove, Mykolaivka, and Myroliubivka.

“The Russian invaders, with the support of aviation, tried to force our units out of their positions,” the General Staff noted.

Russian infantry groups are using landings and abandoned buildings to move closer to Ukrainian positions and then attack them.

However, despite the difficult circumstances, there are stabilization elements due to the deployment of additional Ukrainian forces. Also, so far, the Russians lack the forces to advance simultaneously in all sectors.

However, Russian troops are trying to expand the territory under their control and strengthen their flanks to continue attacking Ukrainian borders and positions. The 93rd Kholodnyi Yar Separate Mechanized Brigade and other units of the Ukrainian Defense Forces will try to prevent this.

As previously reported, soldiers of the 14th Chervona Kalyna Brigade of the National Guard of Ukraine defeated the Russian invaders’ positions in the Pokrovsk sector.

A Ukrainian military serviceman told the Sniper Speaks Tegelam channel that the operation was carried out by the 15th “Kara-Dag” Brigade.

“The invaders wanted to block the road under the railroad crossing,” the soldier explained.

For several days now, the Russian command has been sacrificing military equipment in this area to try to block the road between Selydove and Mykhailivka village.

Currently, Ukrainian troops continue to hold key positions south of Pokrovsk in the Donetsk region, despite the significant numerical superiority of Russian forces.

The Russians are trying their best to break through to Selydove. Because the town is a stronghold on the front line between Pokrovsk and Ukrainske.

Canada intends to transfer a modern air defense system, NASAMS, to Ukraine early next year.

Canadian Defense Minister Bill Blair said this in his interview with CBC News.

According to him, last year Canada joined the order placed by the United States for the production of 10 NASAMS systems.

Raytheon, the company that manufactures them, assures that it will transfer these weapons systems by the end of this year.

“Ours will be among that tranche of deliveries and we’ll immediately get it to Ukraine,” Blair said.

He clarified that NASAMS should arrive in Ukraine in early 2025.

Canada announced its intention to transfer the NASAMS air defense system to Ukraine, worth more than $300 million, on January 10, 2023.

The original arrangements stipulated that Canada would reimburse the United States for the full cost of the new NASAMS system, while the United States would enter into a direct contract with Ukraine for the supply of these weapons.

This was supposed to allow Canada to circumvent the requirement to obtain U.S. permission to re-export NASAMS to Ukraine.

However, the project faced a number of bureaucratic obstacles that slowed its implementation.

NASAMS is produced by a consortium of the American corporation Raytheon Technologies and the Norwegian group Kongsberg.

This system was the first ground-based system to use the AIM-120 AMRAAM (Advanced Medium Range Air-to-Air Missile).

“Dmitry and Anastasia Simes participated in a scheme to violate U.S. sanctions on behalf of the sanctioned Russian television company Channel One and to launder funds obtained as a result of this scheme,” the ministry said.

According to their data, while working for Channel One, Simes received more than $1 million for his work, funds to buy an apartment in Moscow, a car with a personal driver, and a team of 10 employees.

Anastasia Simes is also accused of a sanctions-busting scheme involving the purchase of art and antiques for sanctioned businessman Alexander Udodov. The department says she purchased art from galleries and auction houses that was shipped to her home in Virginia and then shipped to Russia.

The US Justice Department stressed that the Simes face up to 20 years in prison on each count. The cases are being investigated by the FBI's Washington office.

Simes is known as the publisher of The National Interest magazine. He was also the president of the American Center for the National Interest, which he was appointed to lead by former US President Richard Nixon. Simes was an unofficial adviser to Nixon and traveled with him to Russia and other post-Soviet countries.

Simes also served as chairman of the Center for Russian and Eurasian Programs and a senior fellow at the Carnegie Endowment for International Peace.

Since 2018, Simes has hosted the program “Bolshaya Igra” on Channel One, and in 2023 he was the moderator of the plenary session of the St. Petersburg International Economic Forum (SPIEF) with the participation of Russian President Vladimir Putin.

As Rappahannock News notes, Simes had close ties to the administration of former US President Donald Trump. In particular, he was mentioned in the investigation of Special Counsel Robert Mueller into interference in the US presidential election. However, during the investigation, the special prosecutor did not find any evidence of collusion between Trump and his entourage and Russia.

Conservative US influencers say if the allegations are proven, they were deceived by Russian media executives following the release of an indictment charging Moscow with interfering in the 2024 US election.

The indictment accuses state broadcaster RT, formerly Russia Today, of paying a Tennessee firm $10m (�7.6m) to "create and distribute content to US audiences with hidden Russian government messaging".

US media outlets identified the firm as Tenet Media, which describes itself as "network of heterodox commentators that focus on Western political and cultural issues".

Tenet Media, which was was not directly named in the indictment, was founded in 2022 by conservative Canadian YouTuber Lauren Chen and her husband Liam Donovan. Tenet has not commented publicly on the allegations and did not respond to a request for comment.

The network employs several well-known right-wing US influencers - such as Tim Pool, David Rubin and Benny Johnson - who say they are "victims" of the alleged plot if it is proven.

US officials characterised the US and Canada-based influencers that worked for Tenet as "unwitting" figures in the Russian scheme, which allegedly paid some commentators hundreds of thousands of dollars a month to make videos for the platform.

The indictment says that videos - which often promoted right-wing narratives on issues such as immigration, gender and the economy - were secretly "edited, posted, and directed" by two RT employees.

“While the views expressed in the videos are not uniform, the subject matter and content of the videos are often consistent with the Government of Russia’s interest in amplifying U.S. domestic divisions in order to weaken U.S. opposition to core Government of Russia interests, such as its ongoing war in Ukraine,” the indictment said.

Kostiantyn Kalashnikov and Elena Afanasyeva were identified in the indictment as the RT staffers. The justice department has charged them with conspiracy to commit money laundering and conspiracy to violate the Foreign Agents Registration Act.

In a response to a request for comment on the indictment, RT's press team said: "2016 called and it wants its clich�s back".

The indictment says that Mr Klashnikov "monitored" the company's "funding, hiring and contract negotiations" with some of the commentators and Ms Afanasyeva was involved in the firm's editorial efforts.

It is said that the company's founders did find the ease they had in acquiring funding to be suspicious.

The platform's two founders "admitted to each other in their private communications that their 'investors' were, in truth and in fact, the 'Russians'", the indictment says.

Commentators say they were 'victims'
Several of the influencers said on social media that, if the allegations are true, they should be considered "victims" of the plot. They also insisted that they maintained full editorial control over their content.

Mr Pool, whose The Culture War Podcast was licensed by Tenet Media, told his 2.1 million followers on X/Twitter that if "these allegations prove true, I as well as the other personalities and commentators were deceived and are victims. I cannot speak for anyone else at the company as to what they do or to what they are instructed".

Mr Johnson, who has 2.7 million followers on X, said on Wednesday that he was “disturbed by the allegations in today’s indictment, which make clear that myself and other influencers were victims in this alleged scheme”.

He said that his company's lawyers had "negotiated a standard, arms length deal" after they were approached by the media startup. He said that agreement was later terminated.

Mr Rubin, who boasts 1.5 million followers on X, said his show on Tenet ended months ago, and that he had not been contacted by the justice department.

"I and other commentators were the victims of this scheme," he wrote concerning the allegations. "I knew absolutely nothing about any of this fraudulent activity."

The indictment says that the media company posted about 2,000 videos that received more than 16 million views on YouTube since the plot got underway.

“The company never disclosed to the influencers or to their millions of followers its ties to RT and the Russian government,” US Attorney General Merrick Garland said on Wednesday.

Two of Tenet Media's other contributors said on a livestream that they were never told what to say in their content.
“How am I unwittingly duped into saying someone else’s words when I wrote every one of them?” Matt Christiansen, a less prominent commentator, said.

How the Russians allegedly hired media influencers
The court document alleges that the commentators exacted a huge payout in negotiations, with three of the biggest stars getting paid $8.7m.

According to the indictment, the Russian scheme directed a founder of the media company to recruit two conservative influencers by offering them $2m a year.

The indictment says that one of the commentators responded that "it would need to be closer to 5 million yearly for him to be interested", and the other said "it would take 100k per weekly episode to make it worth his while".

The first influencer allegedly eventually agreed to make four videos per month for $400,000, and the other, according to the indictment, allegedly agreed to be paid $100,000 per video.

To close the negotiations, the Russians allegedly fabricated a Hungarian businessman named "Eduard Grigoriann" as a key investor. They went so far as to create a fake CV for the false identity, according to the court documents, and held phone calls with an agent posing as him.

The indictment cites multiple instances in which the platform's employees had their own suspicions about the arrangement they found themselves in.

Ms Afanasyeva is said to have shared a video to be posted made by a well-known political commentator visiting a grocery store in Russia. Media outlets have identified this alleged commentator as Tucker Carlson, a former Fox News star, who visited Russia to interview President Vladimir Putin.

He uses Russia's store prices to opine on US inflation and cost-of-living issues. There is no suggestion he was aware of the alleged plot.

According to the indictment, a producer privately messaged one of the company's founders complaining that "they want me to post this" but added that "it just feels like overt shilling".

The producer is said to have ultimately put the video out at the founder's direction.

At another point, Ms Afanasyeva allegedly directed one of the founders to get "one of our creators" to "record something about (the) Moscow terror attack" in an effort to link it to Ukraine and the United States, despite the Islamic State claiming responsibility.

The indictment suggests that the commentators ultimately fulfilled her requests, but Ms Afanasyeva is said to have grown annoyed multiple times when she did not think they were promoting the company's videos enough.

The LMM missiles, which can be launched from different platforms on land, sea, or air, are produced by the defense manufacturer Thales at a facility in Belfast. The weapons have a range of over 6 kilometers and can counter various threats, including drones and armored personnel carriers.

The U.K. has sent Ukraine hundreds of LMM missiles since the beginning of Russia's full-scale invasion in February 2022.

Volgens directeur MIVD viceadmiraal Peter Reesink is Nederland nog geen slachtoffer geweest van cyberoperaties tegen onze vitale infrastructuur door deze actor.

Eenheid 29155
Inlichtingen van de MIVD bevestigen dat het gaat om hackers van eenheid 29155 van de GRU. Volgens de westerse inlichtingendiensten probeert ‘29155’ zicht te krijgen op militaire verplaatsingen en westerse wapenleveranties aan Oekra�ne. De cyberoperaties zijn er mogelijk ook op gericht om fysieke sabotage waar 29155 om bekend staat te ondersteunen.

De MIVD bracht deze eenheid eerder in verband met cybersabotage-operaties tegen Oekra�ne. Die speelden zich af in aanloop naar de grootschalige Russische inval in Oekra�ne in februari 2022. Verder verbindt de MIVD de hackers van 29155 aan voorbereidingshandelingen voor destructieve cyberoperaties tegen vitale infrastructuur en overheidsinstellingen in westerse landen.

De GRU-eenheid 29155 wordt al langer verantwoordelijk gehouden voor pogingen tot het veroorzaken van staatsgrepen en het plegen van fysieke sabotage en pogingen daartoe in Europa. PDA has been the primary mechanism the Biden administration has used to ship weapons to Ukraine. Most recently, the administration announced on Aug. 23 a new military aid package worth $125 million, including air-defense missiles, counter-drone equipment, anti-armor missiles and ammunition.

However, most of the $7.8 billion in PDA in the bill Biden signed into law in April has not been used, leaving officials scrambling to find a way to keep the remaining $6 billion from expiring as the Sept. 30 deadline - the end of the 2024 fiscal year - approaches.

Sources close to the negotiations told Reuters that the State Department hopes to attach an extension of the PDA authorities to a Continuing Resolution, a short-term emergency spending bill that the Senate and House of Representatives must pass this month to avoid a Sept. 30 government shutdown.

Congressional aides, who requested anonymity to discuss ongoing negotiations, insisted there would be a solution, given strong bipartisan support for assisting Ukrainian President Volodymyr Zelenskiy's government.

Zelenskiy travels to the United States this month and hopes to present a "victory plan" to Biden. He is expected to take part on Friday in a meeting of the Ramstein group of nations, including the U.S., which supplies arms to Ukraine.

U.S. COMPANIES BENEFIT
Congressional aides said it was not fully clear why the flow of weapons to Ukraine had slowed this year, but said it was partly due to U.S. Department of Defense concern that its own stocks were being depleted, as the weapons industry struggles with supply chain issues.

Lawmakers who back Ukraine, from both parties, stressed the importance of continuing the support.

"Bipartisan support for Ukraine is critical to American interests, and we will do whatever we can in 2024 to build on these successes and secure additional future military aid necessary to maintain the momentum," Democratic Senator Richard Blumenthal and Republican Senator Lindsey Graham, said in a statement last month after their sixth visit to Ukraine.

Congress has approved nearly $175 billion of aid and military assistance for Ukraine and allied nations since Russia launched its full-scale invasion in February 2022.

Much of that has come in the form of long-term funding for U.S. defense production, as the Pentagon looks to replace equipment sent to Kyiv. Biden administration officials and Ukraine supporters in Congress have stressed the benefits for U.S. producers as they look to overcome the resistance from a vocal bloc of Republicans who say taxpayer money should be spent at home, not sent abroad.

Companies like RTX's Raytheon in Arizona which makes Patriot missile systems and General Dynamics' 155 millimeter artillery plants in Pennsylvania, are receiving contracts for products that will replace those sent to Ukraine using PDA. Arizona and Pennsylvania are among the "swing" states expected to decide the Nov. 5 U.S. presidential election.

As negotiations with Congress continue, the administration is considering a backup plan, according to sources familiar with the discussions, in which the State Department would make a substantial PDA announcement before the Sept. 30, effectively spending the remaining $6 billion before it expires.

Under this contingency plan, the delivery timeline for the weapons and equipment would be extended, sources said, allowing for a more gradual transfer of resources to Ukraine.

Congressional aides and administration officials also note that there is another resource available: about $3 billion in PDA authority resulting from a Pentagon accounting error remains available to help Ukraine. It does not expire.

The meeting comes after Russia used two ballistic missiles to target a military academy and nearby hospital this week in Ukraine, killing more than 50 people and wounding over 270 others, in one of the deadliest strikes of the war.

“Air defense systems and missiles are needed in Ukraine, not in a warehouse somewhere,” Zelenskyy said on his Telegram channel this week. “Long-range strikes that can protect us from Russian terror are needed now.”

So far, the Biden administration has kept relatively strict control over how the missiles it provides Ukraine can be used. Ukraine can defensively fire at Russian targets along the border, but the U.S. prohibits their use deeper into Russia, out of concern that such a strike would further escalate the war.

There has been no change in the policy on Ukraine’s use of U.S.-supplied weapons, Ryder told reporters Tuesday.

That the group of military leaders from Ukraine’s allies has continued to meet and agree to send weapons is extraordinary, however. Global pressure on weapons stockpiles has increased and contributors such as the U.S. face competing demands for that aid to bolster security in the Middle East and the Indo-Pacific.

Since 2022, the member nations together have provided about $106 billion in security assistance to Ukraine. The U.S. has provided more than $56 billion of that total.

The group’s meeting also comes as Zelenskyy has signaled a major reshuffling of his cabinet-level leaders. Foreign Minister Dmytro Kuleba, one of Ukraine’s most recognizable faces on the international stage, resigned Wednesday before the expected reorganization.

Ukraine also has made a fundamental shift in its tactics in the war, seizing Russian territory in the Kursk region during an offensive that began a few weeks ago. Ukraine’s military is trying to maintain control of that land, while Russian President Vladimir Putin pushes his forces deeper into eastern Ukraine. Both sides are prepared for difficult fighting during the winter.

Jij bent pro-Oekraine, omdat Rusland niet lief is tegen de burgers uit Oekraine?

Ik ben gewoon pro-Oekraine omdat het quasi onze achtertuin is, en het qua belangen het meest handig is om Oekraine te steunen tegen Rusland.

Wat is dit nou voor reactie? Ik vind dat sommige hier soms te rooskleurig denken over de mogelijkheden van Oekra�ne maar jij bent dat weer over Rusland.
