McLaren's demotion to the bottom of the pitlane pecking order in Bahrain is an unofficial sanction by the governing body, a major German newspaper claims.
It emerged last week that, despite settling into the fifth allocation of garages at the opening two races of 2008, the Mercedes powered team would be relocated to the farthest end of the pits for the Bahrain grand prix this weekend.
McLaren's higher pitlane residence in Australia and Malaysia was the result of a deal with F1 chief executive Bernie Ecclestone, despite the team's exclusion from the 2007 constructors' championship.
But because the garage allocations are ultimately governed by FIA regulations, and not the commercial rights holder, the Paris body led by president Max Mosley has the final say about how the teams line up at races.
Ecclestone had agreed to the reprieve so that one of F1's two title contenders can still have access to the highest level of facilities at all the circuits this year.
At modern venues like Malaysia and Bahrain, the lower garage allocations still afford top class facilities that are comparable to the teams at the premier end of pitlane.
But at some of the later rounds, including at Barcelona, Silverstone and Brazil, McLaren will indeed be disadvantaged if the FIA has not agreed to let McLaren return to the business end of the paddock.
Some observers predict that, for example, McLaren will struggle to fit its huge 'Communications Centre' into the smaller paddock allocations at European rounds.
Bild claims that the FIA's annulment of the McLaren-Ecclestone concession is related to the governing body's understanding that - at the end of the 'spygate' scandal - Ron Dennis would be stepping down as team boss in 2008.
The Briton reportedly came close to quitting before the start of the season, but at the last minute turned up in Australia and even held aloft the winning constructors' trophy on the Albert Park podium.
Bild said the FIA is therefore "frustrated" with Dennis' position, and regards his Melbourne podium antics as "provocation".
"This is the result," the newspaper said, referring to the pitlane demotion.

In the first public comment made by Formula One competitors since details of Mosley's private life were revealed in the News of the World, the car makers say that they distance themselves from what has happened.
And they make it clear that the implications for the revelations go far beyond just F1.
A joint statement issued by them said: "The content of the publications is disgraceful. As a company, we strongly distance ourselves from it.
"This incident concerns Max Mosley both personally and as President of the FIA, the global umbrella organisation for motoring clubs. Its consequences therefore extend far beyond the motor sport industry. We await a response from the relevant FIA bodies."
Mosley wrote a letter to the FIA earlier this week apologising for any embarrassment caused by the News of the World story, but emphasising that he intends to carry on in his role with motor racing's governing body.
In the wake of the story, however, Mosley has cancelled a planned visit to this weekend's Bahrain Grand Prix. This morning's Times newspaper revealed that the Bahraini royal family had written to Mosley making it clear that they did not wish him to turn up.

Bronquote:ADAC tells Mosley to reconsider his role
The ADAC, Germany's national motoring body, has written to FIA president Max Mosley asking him to 'reconsider' his position in the wake of the controversy over his private life.
Mosley has called an extraordinary meeting of the FIA membership to discuss the fallout from the tabloid revelations that have dominated headlines in recent days. It is understood Mosley wants to hold the meeting to provide 'total clarity' on the situation for members of motor racing's governing body.
With car manufacturers BMW, Mercedes-Benz, Honda and Toyota having issued statements in Bahrain expressing their concern about the revelations made by the News of the World last weekend, now ADAC has also voiced its own worries about the impact of the affair.
In a statement issued by the organisation, it confirmed that it had written to Mosley asking him to consider his future, as it did not feel it appropriate he could continue in his role against the backdrop of the scandal.
The release said: "In a letter to FIA president Max Mosley, the ADAC has distanced itself from events surrounding his person. According to the ADAC, the role of an FIA president who represents more than 100 million motorists worldwide should not be burdened by such an affair. Therefore, we ask the president to 'very carefully reconsider his role within the organisation'.
"According to the ADAC, the appropriate FIA process has to take care of the matter. It is in the interests of this world organisation to carry on with its duties without the burden of this affair."
Mosley wrote to all FIA national bodies, including the ADAC, earlier this week to apologise for any embarrassment that the affair had caused. He made it clear, however, that he had no intention of stepping down from his position because of what had happened.
"I have received a very large number of messages of sympathy and support from those within the FIA and the motor sport and motoring communities generally, suggesting that my private life is not relevant to my work and that I should continue in my role," wrote Mosley in the letter.
"I am grateful and with your support I intend to follow this advice."

The Dutch motorsport federation has added it voice to calls for FIA president Max Mosley to resign over the revelations about his private life.
With German's national motoring association, ADAC, having issued a statement earlier today stating that it wanted Mosley to 'consider' his position in the wake of the reports about Mosley's behaviour, the KNAF has gone one step further and indicated it wants the FIA president to step down.
With representatives from all of the FIA's members due to attend an extraordinary meeting of the body's assembly in the next few weeks to discuss the matter, the Dutch organisation has indicated it will push for Mosley to step down if the matter is put to a vote.
KNAF president Arie Ruitenbeek told the BBC: "Because of his high-profile position, this can't be accepted. I have not received my invitation yet (to the FIA meeting), but we will go and will vote for him to resign."
Car manufacturers BMW, Mercedes-Benz, Honda and Toyota issued statements on Thursday expressing their concern about the matter, and hoping the FIA would take swift action.

This saga has the potential to do serious, almost irreparable damage to the sport, and as I have said before if it is 100 percent true then Mosley must do the decent thing and resign, no ifs, no buts.
However, if this is a tabloid newspaper with its own agenda, taking a man's private life and putting its own spin on it in an effort to sell more newspapers, then that is quite a different matter.

By Jonathan Noble Friday, April 4th 2008, 16:32 GMT
The FIA has confirmed the change it will make to the regulations for the final qualifying session in a bid to avoid a repeat of the problems that marred the Malaysian Grand Prix.
Calls to introduce a maximum laptime were made in the wake of Heikki Kovalainen and Lewis Hamilton being penalized for getting in the way of Nick Heidfeld and Fernando Alonso in the closing seconds of Q3 at Sepang.
More worrying that the sporting aspect, however, was the fact that the closing speed of the cars on flat-out qualifying laps and those cruising back to the pits made the situation very dangerous.
With the FIA having looked into the matter over the past two weeks, Formula One race director Charlie Whiting has confirmed that drivers will be forced to complete a certain section of a lap during qualifying in a maximum time.
In a statement issued on Friday, Whiting said: "In order to avoid the possibility of an incident caused by the speed differential of cars on out laps and in laps during Q3, in addition to reconnaissance laps whilst the pit lane is open for the race, any driver deemed to be driving unnecessarily slowly during these laps, or in a manner which might endanger other drivers, will be reported to the stewards.
"Cars leaving the pits will be timed between SC (safety car) line 2 (50 metres before turn 1) and SC line 1 (after turn 15), any car exceeding a time of 1.39.0s between these points will be deemed to have been driven unnecessarily slowly."

The American Automobile Association (AAA) has told FIA president Max Mosley that it wants him to resign in the wake of the scandal over his private life.
Although Mosley has claimed that he has support from several motoring organizations over the controversy that has overshadowed this weekend's Bahrain Grand Prix, there have been calls from the German and Australian bodies for him to consider his position.
But the AAA has gone one step further and said that the only outcome it thinks will be satisfactory is for Mosley to step down from his position.
In a statement issued on Saturday night, Yolanda Clark Cade, managing director of AAA Public Relations, said: "Recent events involving the leadership of the FIA have been very distressing and embarrassing.
"While this matter may be viewed as private by some, the damage to the image of FIA and its constituents is clearly public. For an organisation - and its leader - to exercise the moral authority required to represent millions of motorists and sanction the activities of motorsport they must uphold the highest standards of ethical behavior.
"AAA recognizes that Mr. Mosley has dedicated many years of his life to advancing the interests of mobility and motorsport. However, after careful consideration, AAA has conveyed to Mr. Mosley that it would be in the best interest of all concerned if he were to step down. "
Although four F1 car manufacturers issued critical statements on Mosley's behaviour earlier in the week, there has been little further comment from within the paddock at the Bahrain Grand Prix.
When asked about the matter on Saturday, McLaren boss Ron Dennis said he would not discuss the matter as it did not directly involve his team.
"It's the inevitable question," said Dennis. "And of course I'm sure there are many similar questions about a similar subject, but this team is not involved, I am not involved. And I have no further comment to make on the subject.
"We're not involved as a team, we don't want to be involved as a team. I'm not involved as an individual - I have no further comment to make."
Mercedes-Benz motorsport boss Norbert Haug added: "We made our point very clearly. We made the statement together with BMW and our communications people, and that's it for the moment."

Tabloid hits back against the FIA President
British tabloid News of the World on Sunday insisted that Max Mosley's sex romp with five prostitutes had a Nazi theme. In a second expose about the FIA President's personal life, the newspaper quotes one of the prostitutes as saying Mosley ordered her to "dress up in German military uniform."
"It's not the first time he's hired us," she added.
Mosley vehemently denies the Nazi connotations, and has commenced legal action against the newspaper. News of the World says all the prostitutes were contacted by Mosley's lawyers to bolster his denial of the Nazi connotation. But the unnamed prostitute, confirming that one of her colleagues wore a German Luftwaffe tunic, said: "Max knew (the) orgy was to have a Nazi theme - he ordered it!"
The report also published photos of Jews in a Nazi concentration camp wearing striped uniforms - similar to the costumes also donned by Mosley's prostitutes. "I was told to expect a very strong Nazi theme, including demeaning body inspections, brutality and that two submissive girls must play the parts of camp inmates," the prostitute added. News of the World also said the FIA Senate will be sent a DVD copy of the full sex video, depicting Mosley speaking German and faking a German accent in English to the prostitutes.
But the newspaper's evidence of a Nazi undertone is thin, and a published transcript of the orgy quotes a prostitute as saying Mosley is "serving a life sentence for crimes he has committed" and would be returned "to his cell" - which doesn't tie in with the death camp claims.
quote:'This Arsehole Has Got To Go For The Sake Of The Sport'
Paul Stoddart on Sunday hinted that he might return to formula one if Max Mosley departs as FIA president.
The pair share an acrimonious past after crossing swords politically, as Australian-born Stoddart ran the Minardi team between 2001 and until he sold out to Red Bull at the end of 2005.
In no uncertain terms, he said Mosley must be removed as head of world motoring's governing body, because of the sex scandal.
"This arsehole has got to go for the sake of the sport," Stoddart told the Weekend Australian newspaper.
After the Bahrain royal family urged Mosley against attending the grand prix this weekend, Stoddart similarly advised Spain's King Juan Carlos to also shun the embattled FIA president ahead of the next grand prix.
"There is absolutely no question in my mind that Mosley must go, and only then will I come back to the sport as a team owner," he added.
quote:Commercial Damage
Max Mosley who will have enjoyed five more pages of coverage in this morning's News of the World, reacted with fury when he discovered that the Crown Prince of Bahrain's letter disinviting him from this afternoon's race had appeared in The Times.
According to well-placed sources he got on the phone to Bernie Ecclestone who happened to be sitting with the Crown Prince in Bahrain at the time and completely lost his temper. He is alleged to have shouted various things which were extremely uncomplimentary about Bahrain and about his future travel plans which are not thought to have included this part of the Gulf.
It is not clear whether the phone was on the speaker setting or whether the Crown Prince simply got the gist of what was being said from Bernie's reaction. (It is also possible, I suppose, that the prince could actually hear Mosley's raised voice). Either way the president of the FIA is thought later to have phoned the Bahraini ruler to apologise.
Although the race is on this afternoon, the press room and the paddock has, once again, been transfixed by the Mosley scandal. I would say the general view here is that Mosley's claim that there was no Nazi element to what happened in that Chelsea basement 10 days ago, has been discredited by this week's edition of the NoW. As I have said before there is no way Mosley can or should survive this and the quicker he, and those who can influence him realise this, the better.
At the risk of repeating myself, there is not a single voice in the paddock here raised in his favour apart from Richard Woods, the FIA spokesman(who is not having a very good week at the office) and Alan Donnelly(an unnofficial spokesman for Mosley). As one team principal representing a large multi-national put it: "There is no way back and we want this dealt with quickly."

The High Court has refused to grant an injunction stopping the News of the World putting a 90-second extract of an "intrusive and demeaning" video involving motorsport boss Max Mosley and five prostitutes on its website.
Mr Justice Eady, in London, said the events, which were chronicled in the newspaper last month under the heading "F1 boss has sick Nazi orgy with 5 hookers", had received massive worldwide coverage, both in newspapers and on various websites.
Anyone who wished to access the footage could easily do so, and there was no point in barring the News of the World from showing what was already available.
The judge said: "I have come to the conclusion that the material is so widely accessible that an order in the terms sought would make very little practical difference.
"One may express this conclusion either by saying that Mr Mosley no longer has any reasonable expectation of privacy in respect of this now widely familiar material or that, even if he has, it has entered the public domain to the extent that there is, in practical terms, no longer anything which the law can protect. The dam has effectively burst.
"I have, with some reluctance, come to the conclusion that although this material is intrusive and demeaning, and despite the fact that there is no legitimate public interest in its further publication, the granting of an order against this respondent at the present juncture would merely be a futile gesture."
Mr Mosley, who was not in court, is pursuing a claim for breach of privacy against News Group Newspapers, with a five-day trial expected in July.

Bronquote:Drivers seeking new safety car rules
Formula One drivers and teams are to hold talks with race director Charlie Whiting at the Spanish Grand Prix to consider an overhaul of the safety car rules, autosport.com can reveal.
In the wake of numerous safety car periods at the Australian Grand Prix, teams and drivers have expressed renewed concern at the way that the closure of the pits at certain times can penalise drivers unfairly. In Melbourne, Heikki Kovalainen lost a certain podium finish thanks to his final pitstop being delayed after a late-race safety car closed the pits for a while.
Some drivers have also said there are safety implications about the way drivers can make late calls to head for the pits once they are open during a safety car period, or have to abort an entry to the pits and suddenly jink back onto the track if they are closed.
Discussions have already taken place with the FIA about making a possible change to the rule, which was introduced to deter drivers from racing at full speed to the pits in the event of a safety car period, when there is a 'live' incident on-track.
But with the Monaco and Canadian Grands Prix looming, where safety cars are likely and drivers could find themselves robbed of a good result, the momentum to try and make a change has increased.
Grand Prix Drivers' Association director Mark Webber has confirmed to autosport.com that talks will talk place at the Spanish Grand Prix to try and agree a way forward.
"It's something we're going to be talking about with Charlie at Barcelona," said Webber. "He's also come across it.
"What happened in Melbourne is still difficult to understand. It's also very hard for the FIA stewards not to make mistakes - with the lights in the pit lane and all that sort of stuff."
Although the concern remains that by not closing the pits during the early stages of a safety car period drivers will once again race back to get more fuel and new tyres, which was a contributing factor in Fernando Alonso's accident at the 2003 Brazilian Grand Prix, one possible solution is the imposition of a slow-speed zone around where the safety car-causing incident is.
Webber said he felt change was needed to help improve the spectacle, and also make it fairer for its participants.
"It potentially makes it look a bit amateurish - and you get drive-through penalties when you run out of fuel," he said. "Heikki drove a good race in Melbourne and got nailed for it.
"In terms of the drivers, all of us would like to find a system where we can revert a lot closer back to how it was (before the change in 2004), but Charlie is a bit nervous about the fact that when there's a safety car, 70 percent of the time we need to get back to the pits as quickly as possible.
"As long as the safety car's out, we just have to make sure our speed past the accident is adhered to. We can't drive any faster than we normally do around that shunt, so that's fine – there should be enough safety in place for that area.
"We just need to be careful about where the shunt and yellow flags are. After that, the track is safe enough for us to be flat out so it's fine."

The Senate has accepted FIA President Max Mosley’s request for an Extraordinary General Assembly Meeting and they will meet on 3rd June to hold a vote of confidence. The meeting will be held in Paris with a secret ballot of more than 200 members held.
Mosley has called the meeting after revelations about his private life were printed in a British newspaper. Despite many calls for his resignation, Mosley is determined to remain as FIA President and has called for the meeting to allow the FIA to discuss the matter.
A statement released by the FIA reads, “The FIA can confirm that the members of the Senate have unanimously approved the proposal of the President of the FIA, that further to the recent press coverage relating to his private life, an Extraordinary General Assembly should be convened.
“The meeting will be held on June 3, 2008, in Paris. The General Assembly will include a vote of confidence by secret ballot.”
Meanwhile, Mosley has announced that any damages awarded to him in his pending action against the News of the World will be donated to the FIA Foundation, a foundation which promotes road safety, safety in motor sport and the environment.
A statement released via his solicitors, Steeles Law, reads, “At Mr Mosley’s request directions have been set for an early trial. Whilst Mr Mosley has every intention of getting the largest possible sum in damages from the publishers of the News of the World, so that they should be deterred from doing this to others in the future, Mr Mosley intends to donate any damages in the case to the FIA Foundation.”
In a letter written to ADAC, the German motoring federation, over the weekend, Mosley has denied any wrongdoing and has said he sees no reason to resign from his role as FIA President.
“A scandal paper obtained, by illegal means, pictures of something that I did in private which, although unacceptable to some people, was harmless and totally legal,” Mosley wrote. “Many people do things in their bedrooms or have personal habits which others find repugnant but as long as they kept private, no-one objects.
“The offence seems not to be what I did, but the fact it became public. But I played no role in this - indeed I did my utmost to ensure it remained private. I was the victim of a disgusting conspiracy.
“It goes without saying that the so-called Nazi element is total fabrication. This will become crystal clear when this matter comes to trial. The newspaper invented it in order to spice up their story and introduce my family background.

With the first three fly away events completed, teams are preparing for the start of the European season with a four day testing session at the home of the Spanish GP, the Circuit de Catalunya in Barcelona next week. However, there is one team that won’t be in attendance, despite missing most of the winter testing programs, Super Aguri.
The smallest team on the grid is going backwards at the moment, dropping further and further back while they are forced to run last years Honda. The expected sale of the team that was announced at the season opener in Australia, was still not completed on race day in Bahrain. It is supposed to happen this week, but we have heard that for a month now.
The new owner, Magna Group, has not come up with the money as yet, so therefore the Barcelona test is cancelled. If the deal falls through, Super Aguri won’t be too worried because a German car supplier company is just waiting in line to take over.
Their financial plan is probably much more serious than the one presented by Magna, but before an English based team ties up with a German partner they prefer to exhaust their British options.

Bronquote:Ferrari show off radical new nose cone
After much speculation, Ferrari's radical new nose cone was finally unveiled today during testing at the Barcelona circuit.
As Felipe Massa tested the F2008 on Bridgestone's slick tyres, the car was fitted with a slotted nose cone.
This 'hole in the nose' is aimed at making use of the high-pressure air that builds up between the front wing and the underside of the nose.
This would improve the car's downforce by sending a better airflow to the rear wing.
What Ferrari have done is to create a channel inside the nose cone that takes this high-pressure region and vents it over the top of the chassis.
From overhead shots the hole's outlet can be seen, with one large exit split into two. This probably helps the exit flow merge with the flow already passing over the car.
Ferrari were testing an array of pitot tubes in front of the engine's inlet snorkel. These sensors would have picked up the differing air speed going into and over the airbox.
This set-up would give Ferrari a comparative reading for the new nose's effect.
If the test goes well, Ferrari are expected to give the new nose its race debut in Spain in two weeks' time.
Massa finished the day over 2.5 seconds ahead of his closest rival.

Bronquote:Suzuki confirms buy-out collapse
Aguri Suzuki is considering the future of his team after confirming that the investment group intent on buying the outfit withdrew its offer on Wednesday.
Magma, working on behalf of Middle Eastern backers Dubai International Capital, informed Suzuki today that its investors 'no longer wish to fund the intended acquisition', once again throwing into doubt Super Aguri's continued participation in Formula One.
Having completed a full day of negotiations with Honda's senior management in a bid to secure the team's future, Suzuki released a statement announcing that the team is now working on alternative solutions.
The statement read: "Super Aguri F1 Team confirms that it has been informed by Magma Group, the potential purchasers of the team, that its investors no longer wish to fund the intended acquisition.
"It is with deep regret that Aguri Suzuki is now forced to consider the future of the team, however negotiations with other parties continue."
It seems likely that the outfit's best hope of competing in next weekend's Spanish Grand Prix depends on Honda continuing to fund the team and providing spares until a new backer can be found.
Suzuki is believed to be working with Honda to find a practical solution by Friday.
Honda's senior board rubber-stamped the Magma-led buyout of the team because they felt the proposal offered the best opportunity for the team to prosper and grow into a full constructor ahead of the 2009 season.
Super Aguri's future had been in doubt at the beginning of the year and they missed most of the pre-season testing before a last-minute deal with the Magma group secured their presence on the grid.
