For the first time since 2022, Ukraine is gradually taking the initiative on the battlefield. The cost of Russia's advancement is constantly increasing. In May, Ukraine regained more territory than Russia managed to seize. Thanks to the scaling of medium-strike drones, Ukraine has already achieved fire control over the land corridor to Crimea and other critical supply routes for Russian troops in the south.

This is a historic moment for the state to force Russia to peace and end the war from a strong position.

However, this requires more than just weapons or technology. We need a new system of military service. A system built on respect for people, fairness, and clear rules.

Therefore, on the President of Ukraine's instructions, the Government, the Verkhovna Rada of Ukraine, the Ministry of Defense, the General Staff, and the Ministry of Finance are jointly launching the largest transformation of military service in the history of the state. Today, the Government adopted a package of resolutions that kick off the first stage of this transformation.

What does the first stage entail:

🔹 We are launching a new contract system with clear conditions and service terms:

▪️ Infantry-assault contract - for 14 months for civilians, for 10 months for current military personnel, and from 6 months for military personnel who previously left service;
▪️ Combat contract - for 24 months for UAV pilots, NLO operators, artillerymen, EW specialists, and other combat specialties;
▪️ Basic contract - for 24 months for other service areas with the possibility of occupying rear positions.

🔹 Each contract has a guaranteed deferment of 6 months:

The deferment is calculated according to the service terms and the time spent in combat. For example, in an infantry-assault contract, a month in combat "pays off" with three months of deferment. For example, for an infantryman who served for 10 months, of which 4 months were in combat, the deferment would be one and a half years. Also, service before signing a contract and before a full-scale invasion is taken into account - there is a time for rest for all military experience.

A person signs a contract and understands: where he serves, how long he serves, what his salary is, and what will happen after service. The new contract will be available for both current military personnel and civilians. Also, those who are already serving under a contract will be able to switch to new conditions.

🔹 We are launching the highest salaries for infantry in the world - an average of about 300 thousand hryvnias - this is about 7 thousand dollars a month. The maximum is 460 thousand hryvnias. Because infantry today is the most difficult and risky job in the world.

🔹 We are introducing Mission Control for the front line - to see in real time the load on military personnel, their presence at positions, and to ensure the fairness of combat payments.

🔹 We are raising the minimum wage for military personnel in the rear to 30 thousand hryvnias and for the first time raising the salaries of commanders.

The salaries of combat unit commanders, their deputies, and chiefs of staff will increase by two times, plus combat payments. Now, a corps commander will be able to receive about 230 thousand hryvnias a month.

🔹 We are launching automatic transfers within one corps through Army+ without unnecessary bureaucracy.

It's better to give a person the opportunity to change units and stay in the army than to lose them due to a lack of choice. We will start a beta test in certain corps and then scale the decision to all Defense Forces.

🔹 We are launching a fast track for the return of military personnel from the occupied territories directly to the top 50+ most effective combat units without BREZs.

Our task is to return motivated military personnel to the system. It is possible to return to service online through Army+ or offline.
