quote: Russian armed forces arrived in Mongolia on Sunday to participate in the joint anti-terror exercises Selenga-2024, the Defense Ministry said.
"A solemn meeting of Russian servicemen took place at the Bayantumen railway station near Choibalsan. According to an ancient custom, the guests were offered national dishes," the ministry said in a statement.
After the welcome ceremony, Russian servicemen marched to the Choibalsan training ground, where further training and the active phase of the exercise will take place till Aug. 26.
The Selenga joint drills have been held annually since 2008. Until 2011, it was called Darkhan, Mongolian for "builder."
In 2011, the maneuvers were renamed after the river originating in Mongolia, flowing through the territory of the Russian region of Buryatia, into Lake Baikal.

SPOILER quote: . A Ukrainian soldier with an RPG-7 grenade launcher fires an RTB-7LDMA thermobaric ammunition. August 2024, Ukraine. Photo credits: “Khoryv” BattalionThe munition was developed and manufactured by the Bulgarian defense company Arsenal. The RTB-7LDMA is designed to destroy enemy manpower and equipment located primarily in field-type shelters, ready-made fortifications, and stone or brick structures. Thermobaric ammunition uses the effect of a volumetric explosion of an aerosol cloud of flammable substance. Due to the cloud’s large size, the energy of the shock wave retains its damaging effect over a greater distance. The explosion occurs in two stages: first, a small charge is detonated, which distributes the flammable cloud over the area, and then a second charge is detonated with a short delay, which causes the aerosol cloud to detonate. The RTB-7LDMA, weighing 3.1 kg, is equipped with an SM-71 sustainer motor and an AF72 fuse with a super quick and graze (anti-ricochet) function, regardless of the impact angle. The manufacturer claims that the maximum aiming range is 2000 meters, and the maximum range of direct fire is 250 meters. Bulgarian RTB-7LDMA and RTB-7MA thermobaric ammunition. On Monday, Steinmeier visited the Hungarian city of Sopron, where he met with the President of Hungary, Tams Sulyok. During the negotiations, the German leader noted that the role of the country currently presiding over the EU Council is to "strengthen unity within the European Union and promote constructive joint solutions for our common future topics." Steinmeier expressed hope that Hungary "will accept and fulfill this role." In particular, he pointed out the need to adhere to a common line in matters of aid to Ukraine, which is defending itself from Russian aggression. "We should leave no room for doubt that NATO and the EU are united in their support for Ukraine," the German president said.
SPOILER quote: On July 23, EU's chief diplomat Josep Borrell, responding to Viktor Orban's accusations, said that the European Union does not pursue a "pro-war" policy towards Ukraine, but helps it defend itself against Russian aggression.
On July 29, Poland's deputy foreign minister, Władysław Bartoszewski, offered Orban to leave the EU and create an alliance with Vladimir Putin. This is how he responded to the statements of the Hungarian prime minister, who criticized the "wrong" policy of the EU and the West, as well as the "hypocrisy" of Poland.
On the same day, Polish Foreign Minister Radosław Sikorski said that Hungary looks more and more isolated in the European Union, and Budapest's position "annoys" other EU members.

quote: Putin orders Ukrainian forces to be pushed out of Kursk region by October 1, sources Vladimir Putin ordered his military to push Ukrainian forces out of the Kursk region but not to withdraw troops from key areas in Donbas.
A source in the military-political leadership indicated that the occupying forces received orders from Putin to liberate the Kursk region by October 1.
However, their task is to do this without withdrawing forces from key areas where Russia is conducting an offensive in Donbas. This primarily concerns the Pokrovsk and Toretsk directions. Currently, the occupiers' offensive in these directions has not slowed down - instead, it has only intensified.
The Russians are now trying to deploy a "mix" of units to the Kursk region from all fronts except Pokrovsk and Toretsk. This, in turn, indicates that the enemy currently has very few "free" forces and reserves. Secondly, it shows that the limited successes in Pokrovsk and Toretsk weigh more on the Kremlin's scales than regaining control over the Kursk region, as stated in the article.
"Right now, the enemy is pulling troops directly from the front line. For example, two brigades have been withdrawn from the Zaporizhzhia region, and two airborne assault battalions have been taken from reserves in the Kherson direction. The 810th brigade of the Black Sea Fleet, which was in the Kherson direction, and the 155th Marine Brigade, which fought near Vuhledar, have ended up in the Kursk region. Even conscripts drafted in the spring of 2024 are being transferred," Viktor Kevliuk, an expert at the Center for Defense Strategies, told the publication.
Recall that on August 19, President Volodymyr Zelenskyy stated that Ukrainian forces currently control over 1,250 square kilometers of enemy territory and 92 settlements in the Kursk region.

quote: Russia redeploys 5,000 troops to Kursk region - ISW The Ukrainian forces’ operation in the Kursk region continues to force Russia to redeploy troops from other sectors of the front. This is said in a report by the Institute for the Study of War (ISW), according to Ukrinform.
“Russian forces have redeployed additional forces to Kursk Oblast since the first week of the Ukrainian incursion and have likely redeployed more than 5,000 personnel to Kursk Oblast overall,” the analysts said.
In particular, The Wall Street Journal (WSJ) reported that elements of the Russian 200th Motorized Rifle Brigade also arrived in the Kursk region as of August 15, and ISW has observed elements of the brigade fighting near Chasiv Yar, Donetsk region, in recent months.
In addition, the Russian "Tigr" Battalion of the 155th Naval Infantry Brigade (Pacific Fleet) announced on August 17 that elements of the battalion are deploying to the Kursk region. ISW observed elements of the "Tigr" Battalion operating near Vovchansk, Kharkiv region, as of July 31.
ISW notes that the Ukrainian operation in the Kursk region continues to force Russia to redeploy forces from elsewhere in the theater, and likely subsequent phases of fighting within Russia will require more Russian manpower and materiel commitments to the area.
As Ukrinform reported, the offensive operation of the Defense Forces in Russia’s Kursk region began on August 6, 2024. The Armed Forces of Ukraine have taken control of more than a thousand square kilometers of the Kursk region with dozens of settlements.

The Cabinet of Ministers allocated 24 billion hryvnias ($580.2 million) from the state budget for the purchase of drones for the Security and Defense Forces, announced Prime Minister Denys Shmyhal at a government meeting.
"Modern warfare is impossible without a powerful army of drones, which operates effectively and interacts with other types of troops. Ukraine has made a real breakthrough in the production and use of drones," the prime minister said.
The state has already contracted 1 million drones. 500 Ukrainian companies produce UAVs.
Also, the government, on the instructions of the Supreme Commander-in-Chief, approved a bill that legally approves the existence of the Unmanned Systems Forces.
"On the initiative of President Volodymyr Zelenskyy, a separate type of troops was created in the structure of the Ukrainian Armed Forces – the Unmanned Systems Forces. Ukraine is the first country in the world to complete their equipment," the premier noted.
After the vote in the parliament and the signature of the president, the process of legalization of the new type of troops will be completed.
On June 26, 2024, President Volodymyr Zelenskyy signed Decree No. 382/2024 , by which the National Security and Defense Council decided to create the Unmanned Systems Forces as part of the Armed Forces.
The Unmanned Systems Forces combine three elements: water, sky and earth.

"The operation 'no one knew about' proved that there are no red lines of the Kremlin to be wary of," Zelensky said. It comes as Russian authorities are struggling to contain a massive fire in the Rostov region for a third day after Ukrainian drones struck an oil depot in the town of Proletarsk to disrupt Russia's military supply chain. The blaze, spanning 10,000 square meters, has involved 500 firefighters, with 41 hospitalized, according to state news agency TASS. Ukraine's Army General Staff claimed responsibility and said the strike was intended to undermine the military and economic potential of the Russian Federation."

Jana Černochov, Czech Minister of Defense, stated this. “Part of the proceeds from the frozen Russian assets in the EU will be used to supply ammunition for Ukraine, which will be purchased by the Czech Republic. This is the decision of the European Union,” Černochov stated. The official noted that thanks to these funds, the Czech initiative project will be able to purchase hundreds of thousands more rounds of large-caliber ammunition, which Ukraine desperately needs. She emphasized that the decision to transfer proceeds from Russian assets for arms purchases was another proof of the allies’ confidence in the Czech Republic and the munitions initiative. “This is a unique opportunity to support Ukraine, use Russia’s resources, and save the public finances of European countries,” the Minister noted.
SPOILER quote: Initiative-2025 The Czech Ministry of Defense is preparing to launch a new initiative to supply Ukraine with artillery rounds in 2025.
The tentatively titled Initiative 2025 project will involve five Czech arms companies and suppliers from various non-NATO and EU countries.
In July, Czech Foreign Minister Jan Lipavsk stated that the Czech Republic is seeking funds to purchase ammunition for the Ukrainian Defense Forces as part of its initiative.
Russian revenues should become an important funding source for the initiative, as the estimated value of frozen Russian sovereign assets in the EU is almost 211 billion. The EU, G7 countries, and Australia have frozen a total of approximately 260 billion in securities and cash.
As part of this year’s initiative, the Czech Republic is to provide about 50,000 rounds of ammunition in August, and 80,000 to 100,000 per month from September to the end of the year. In total, Ukraine will receive a total of 500,000 rounds by the end of the year.
Lipavsk said that 18 countries have already joined the initiative, of which 15 have fulfilled their obligations and contributed.

(Source: Main Intelligence Directorate.)According to reports, a 24-year-old Russian FPV pilot with the callsign “Silver” made contact with the Legion “Freedom of Russia” in the winter of 2024. His decision to cooperate with Ukraine was driven by systemic crimes committed by the battalion’s command, including extrajudicial executions, beatings, and extortion. As part of his cooperation with Ukrainian forces, “Silver” provided valuable intelligence on the location, strength, and intentions of enemy forces on a specific front. In May 2024, he executed a plan involving the throwing of grenades into the ventilation shaft of the battalion’s underground headquarters, where the battalion commander and other officers were sleeping. The explosion resulted in serious injuries to several officers. Following the operation, “Silver” used a pre-planned escape route to flee and crossed into Ukrainian-controlled territory. He is currently undergoing basic training as a recruit in the Legion “Freedom of Russia.” The “I Want to Live” project, which facilitates the voluntary surrender of Russian soldiers to Ukrainian forces, reports that there have been over 300 successful surrender operations in nearly two years.

quote: Russia issues information security alert in regions bordering Ukraine amid Kursk incursion The Russian Interior Ministry issued a memo on information security for residents and law enforcement residing in the country's Bryansk, Kursk, and Belgorod oblasts, which border Ukraine.
The memo was issued amid the Ukrainian military's ongoing incursion into Russia's Kursk Oblast, which began on Aug. 6. Ukraine has reportedly since gained control of over 1,000 square kilometers and dozens of Russian settlements.
The memo advises against using CCTV cameras, as Ukrainian forces can allegedly access them remotely. It also warns against using online dating services for similar security concerns.
Service members are instructed to avoid opening messages or links from unknown contacts and to refrain from using phones with sensitive official or personal data that could fall into enemy hands.
The Russian government also urges citizens not to post videos or livestreams on social media, especially on highways shared with military vehicles.
Military personnel and law enforcement officers are encouraged to turn off Telegram's "People Nearby" feature, remove photos, and change nicknames that indicate their affiliation with the military or government. They are also advised to conceal personal data, remove geotags from social media, and avoid linking photos to their locations.
Employees in the energy and nuclear sectors are advised to hide their professional affiliations on social media to prevent identification by Ukrainian intelligence.
The Russian government announced a so-called "counter-terrorist operation" on Aug. 10 in Bryansk, Kursk, and Belgorod oblasts.
Kyiv’s ongoing operation aims to establish a "buffer zone" on Russian territory, prevent cross-border strikes, and divert Russian reinforcements from Ukraine's east, according to Ukrainian officials.

His company has been serving clients throughout the Leningrad region for many years. In addition to making monuments, it offers cremation, burial and delivery services for "cargo 200". The man in the video condemned the evacuation of civilians from the border area, which is under fire. According to him, if people cannot go and kill Ukrainians in the war unleashed by Putin, then they should dig trenches.
Instead of taking their wives and children away from the war, men should deliver food to soldiers or donate their personal cars to the army, the author believes.
He also spoke about the community of St. Petersburg veterans, who are "on edge" and thinking about how they can participate in protecting the border. The lack of permission prevents them from buying a ticket to Kursk, so peaceful Kursk residents must fight.

Donbas is 53.201 km2.

quote: Ukraine's IRIS-T Takes Two Missiles Down With a Single Interceptor, Neutralizes 45 Threats in Half a Year Illustrative photo: IRIS-T SLM of the Latvian Armed Forces / Photo credit: Latvijas armijaThe IRIS-T air defense system boasts very high target interception efficiency by itself, and when complemented by the skill and experience of Ukrainian operators, an episode when this efficiency exceeds 100% becomes possible German-made IRIS-T surface-to-air missile systems in service with the Ukrainian Armed Forces continue to prove their high efficiency in intercepting cruise missiles which are commonly regarded as difficult targets. In some unique cases, the efficiency of the complex can exceed 100%, thanks to the skill of the team operating the system and luck. This is exactly what happened to a unit under the Air Command "West" of the Ukrainian Air Force. This Command's press service published a really interesting story of the career of a battery commander, Lieutenant Colonel Oleksandr, who met the outbreak of the russian full-scale invasion operating a Soviet Buk M1 missile system, and later on switched to another type of air defense system.
SPOILER quote: . Ukrainian IRIS-T battery commander Oleksandr / Photo credit: Air Command "West"Although the Air Command "West" did not specify which one exactly, it mentions multiple hints, like the training Oleksandr had undergone in Germany or the attached photo of the battery commander himself next to the equipment he operates with markings representing all the aerial threats his team has eliminated. It looks exactly like the command vehicle from the IRIS-T system, although it could be part of either a medium-range SLM or a short-range SLS system. The hatch that looks like a door is actually a ventilation outlet — see the reference photo below. There are also other minor details, such as technical markings or fasteners. Illustrative photo: IRIS-T SLM of the Latvian Armed Forces / Photo credit: Latvijas armijaThe most interesting of them, though, is the doubled cruise missile marking among the intercepted threats. "We spend one missile per one target. That is, the efficiency is one hundred percent. We even managed to destroy six enemy missiles with five of ours. The russian missile exploded after being hit by our missile and destroyed another cruise missile with its debris," Oleksandr said. Overall, he added, a total of 45 aerial targets have already been neutralized by this battery in six months of operation. In contrast with this statement, only 39 marks were painted on this command vehicle. The reason is, the photo was made much earlier: for the first time a photo of this vehicle appears among the posts by Air Command "West" on July 3rd, it's around this time when it was taken alongside with the interview. By the time it was published, the statistics were updated. Logically, within this 1.5-month lag, Oleksandr's unit shot down six more russian aerial weapons. Aside from these achievements, the very fact that the IRIS-T SLM is apparently used exclusively against cruise missiles is an interesting aspect, as it speaks of a clear hierarchy among various types of air defense systems in Ukraine's arsenal, with defined roles based on the type of target each one is supposed to engage. It also indicates that the "lower-tier" anti-aircraft systems and weapons handed to mobile fire groups are effective enough for the assigned tasks. The post mentions that throughout his military career, Oleksandr has destroyed 75 airborne threats. Accordingly, prior to his switching over to IRIS-T, the Buk M1 under his command intercepted exactly 30 hostile airborne units. Among those listed are two Su-34 tactical bombers and four helicopters, including a Mi-28 attack helicopter, all of them downed during the defense of Kyiv in early 2022. In addition, he is credited for ten cruise missiles and attack drones shot down when he was guarding the skies of Odesa Region. That's the annual budget of an average Russian city The damage from the fire at the oil depot in the Rostov region, where diesel fuel tanks have been burning for three days after a Ukrainian drone strike, may be comparable to the annual budget of an average Russian regional center. The total cost of the fuel stored at the burning Proletarsk depot is about $200 million, according to calculations by The Wall Street Journal journalist Yaroslav Trofimov based on the domestic Russian price of diesel fuel (about $500 per ton). In total, the base, which is part of the state reserve, contains 74 fuel tanks, each with a capacity of 5,000 tons. In rubles, the cost of the diesel fuel in them is about 18 billion rubles.
SPOILER quote: According to the Russian Ministry of Finance, this is comparable to the annual budget of such cities as Orel (14.6 billion rubles), Kursk (16.4 billion rubles) or Izhevsk (21.4 billion rubles), and is 1.5 times larger than the treasury of, for example, Smolensk (12 billion rubles) or Ivanovo (11.1 billion).
The fire at the Rostov oil depot broke out on August 18 after a drone attack, which, as local authorities assured at the time, was repelled. By Tuesday, August 20, the area of the fire had reached 10 thousand square meters, black smoke from it stretched for 25 kilometers and was visible from space.
More than 500 firefighters have been called in to extinguish the fire, Valery Gornich, the head of the local administration, told TASS. Rostov Region Governor Vasily Golubev reported on Monday that 41 firefighters sought medical assistance, including five people who were sent to intensive care.
On Monday, they tried to attack the facility again, but the air defense system was activated, a source in the security forces told 161.ru.

quote: Kursk Region to Stop Sending SMS Alerts About Shelling in Order to “Reduce Network Load” The Kursk region authorities have decided to cancel the sending of SMS alerts about missile danger and drone threats in order to reduce the load on communication systems.
“This is due to the fact that for technical reasons it is not possible to distribute them in a timely manner, as well as the need to reduce the load on cellular communication systems for prompt interaction,” said the acting governor of the region, Alexey Smirnov, on his Telegram channel.
SMS alerts about air raid sirens were launched in the region on February 6, and a month later residents began to be informed about the danger of drone attacks. Alerts were provided around the clock via SMS, push notifications, and TV signal interception, and from 6:00 to 23:00 — via a sound system. A similar warning system operates in the Belgorod Region.
The Ukrainian Armed Forces invaded the Kursk region on the morning of August 6. The Ukrainian army controls more than 1,250 square kilometers of the Kursk region and 92 settlements, President Volodymyr Zelensky said on Monday . "Overall, this operation has become the largest investment in the process of liberating Ukrainians from Russian captivity - we have already received the largest number of Russian prisoners in one operation, and this is a significant result, and this is one of our goals, and our actions continue," the website of the head of state quotes Zelensky as saying. A week ago, on August 12, the commander-in-chief of the Ukrainian Armed Forces Oleksandr Syrsky said that Kiev had taken control of 1,000 square kilometers in the Kursk region. This is more territory than Russia captured in Ukraine in all of 2024. |

quote: Another Russian scientist has been charged with 'treason' A researcher from Moscow has been accused of "high treason," the FSB Public Relations Center reports. According to investigators, the scientist, who was detained in the winter, carried out DDoS attacks on critically important facilities on the instructions of Ukrainian special services. The suspect's name and the scientific organization where he worked have not been disclosed.
"The detainee carried out DDoS attacks on important Russian facilities in order to damage the country's information security. He also collected data on Russian military personnel and the movement of military equipment," the FSB reported. In addition, according to law enforcement, the scientist transferred money and cryptocurrency to the accounts of Ukrainian funds, which were used to purchase weapons and equipment for the Armed Forces of Ukraine.
SPOILER quote: In February, the BBC Russian Service calculated that at least 12 scientists who studied physical processes at hypersonic speeds had been arrested in Russia over the past six years. All of them were accused of "treason." At least three of them died after their arrest.
According to lawyer Evgeny Smirnov from the First Department, in private conversations, FSB officers admitted to him that arrests on charges of selling secret information about Russian hypersonic weapons are made "at the request of a higher authority." Investigators directly said that they report to Vladimir Putin about every such case against scientists, the lawyer noted.
The FSB's goal is to demonstrate that spies are hunting for secrets about Russian missiles, Smirnov explained: "To feed the ego, to show that Russian missiles are the best and that they are being stolen."
Since 2022, at least five scientists have been arrested on charges of "treason": Anatoly Maslov, Alexander Shiplyuk, Dmitry Kolker, Valery Zvegintsev, and Vladislav Galkin. The first three were accused of passing classified information to China. Dmitry Kolker was arrested right in the hospital with stage four cancer and died three days after being taken into custody. Alexander Shiplyuk insists that the information he is accused of was in the public domain.
In 2023, the total number of sentences for "treason" handed down by Russian courts reached a record high since 2010. Last year, 39 people were convicted under this article. For comparison, in 2022, 16 such sentences were recorded, which at that time was also a record. Thus, over the year, the number of people convicted of "treason" increased by almost 2.5 times.

quote: NATO delays air defense supplies to Ukraine Some NATO countries that promised to provide Ukraine with air defense systems and other weapons soon at the alliance's July summit have yet to do so and are unlikely to do so by the fall. Amid the delays, President Volodymyr Zelensky has renewed public calls for Western allies to quickly provide Ukraine with defenses.
NATO made pledges at the summit to rapidly beef up Ukraine’s air defenses, including at least five long-range Patriot systems and their analogues, as well as dozens of shorter-range systems. Not all countries, including those that promised long-range systems, are delivering on their commitments, Bloomberg reported , citing people familiar with the situation. They said many deliveries are unlikely to be made by the fall, when Russia is expected to step up shelling of critical infrastructure, including energy, to further complicate life in Ukraine this winter.
The US, Germany and Romania have promised to send one American Patriot air defense missile system each, and European countries will chip in for another – the Netherlands proposed this idea in the spring, having found out that some EU countries have individual parts of the system, while others can share missiles. In addition, Italy is ready to transfer the SAMP/T system, similar to the American air defense system.
One of Bloomberg's sources, a Western official, called Western allies' support for Ukraine "uneven." Another said some were failing to provide the necessary military equipment, which was hurting the country's defense capability.
At the end of March, Zelensky stated that at least five Patriot air defense systems were needed; a month later, when Russia destroyed many energy system facilities, he said seven; and in May, he asked for two more to protect Kharkov, which Russian troops were then trying to approach after crossing the border.
Now he is again calling for faster deliveries. "We are asking very much. War has no vacations," the president said on Sunday. "We need solutions, we need timely logistics" in delivering weapons in line with promises, he added.

quote: Ukraine launches 'one of largest ever' drone attacks on Moscow, mayor says Ukraine launched one of the largest ever drone attacks on Moscow on Wednesday, the city's mayor said, with Russian air defence units destroying at least 10 drones flying towards the capital.
Some of the drones were destroyed over the city of Podolsk, Mayor Sergei Sobyanin said. The city in the Moscow region is some 38 kms (24 miles) south of the Kremlin.
"The air defence systems of the defence ministry continue to repel enemy UAV (unmanned aerial vehicles) attacks," Sobyanin said on the Telegram messaging app at 4:43 a.m. (0143 GMT).
"This is one of the largest attempts to attack Moscow using drones ever. We continue to monitor the situation."
He said that according to preliminary information, there were no injuries or damage in the aftermath of the attacks.
Ukraine has often launched one or two drones targeting Moscow in recent months, causing no substantial damage.
SPOILER quote: The Wednesday attack, however, seems larger than May 2023 attack when at least eight drones were destroyed over the capital in an attack President Vladimir Putin said was Kyiv's attempt to scare and provoke Russia.
Russian officials rarely disclose the full size of the attacks, reporting only drones that its air defence units destroy.
Both Ukraine and Russia also rarely disclose the full extent of the damage their attacks inflict, unless residential or civilian infrastructure is damaged, or civilians die.
The Wednesday attack on Moscow was part of a broader Ukraine's drone attack on Russia with air defence system destroying also 18 drones over the border Bryansk region and separate drones and missiles over other regions, Russian officials said.
There were no casualties or damage reported in the aftermath of attack on the border Bryansk region in Russia's southwest, Alexander Bogomaz, the governor of the region wrote on Telegram.
Russia's RIA state news agency reported also that two drones were destroyed over the Tula region, which borders the Moscow region to its north.
Separately, Vasily Golubev, governor of the Rostov region in Russia's southwest, said that air defence forces destroyed a Ukraine-launched missile over the region, with no injuries reported.
Reuters could not independently verify the reports. There was no immediate comment from Ukraine.
In recent months, Kyiv has stepped up its air attacks on Russian territory, saying its aim is to destroy infrastructure key to Moscow's war efforts. It also says that its attacks are in response to Russia's continued strikes on Ukrainian territory.

quote: Russia complains about one of largest drone attacks on Moscow since start of war In the urban district of Podolsk, the Russian Ministry of Defense's air defense forces repelled a drone attack targeting Moscow, according to Moscow Mayor Sergei Sobyanin.
According to Sobyanin, a total of 10 drones were shot down in the region.
"This is one of the largest attempts to attack Moscow using drones since the beginning of the war," Sobyanin stated.
Earlier, the mayor noted that there were no damages or casualties at the crash sites of the drone debris, and emergency services were actively working on the scene.
There were no damages or casualties at the site of the debris crash. Specialists from emergency services were deployed to the location.
Russian social media channels published videos of air defense systems shooting down aerial targets.
Shelling of Russian territory On the night of August 21, near the Russian city of Novoshakhtinsk, a large-scale fire broke out after an air defense missile was shot down.
Additionally, explosions were heard in the Bryansk region due to a drone attack and the activation of air defense systems.
Meanwhile, the US has reported that Russia is moving some troops to settlements in the Kursk region that have been captured by Ukrainian forces.

Gazprom in 2023: financile verliezen bereiken recordhoogte

quote: Putin Makes Rare Trip to Chechnya Amid Ukraine's Incursion Into Kursk Russian President Vladimir Putin on Tuesday made a surprise visit to Chechnya, where he met with the republic's leader and longtime Kremlin ally, Ramzan Kadyrov.
The unscheduled trip to Chechnya, officially the Chechen Republic, marked the first time since 2011 that Putin has visited the mostly Muslim republic within the Russian Federation. The visit also came as Russia's armed forces attempt to hold back Ukraine's ongoing incursion into the Russian region of Kursk.
Earlier in the month, Ukraine launched its offensive operation in Kursk Oblast as war continues to rage between the two nations since Putin ordered an invasion of Ukraine in February 2022. Thousands of Russians have been evacuated from both Kursk and the surrounding regions, while armed clashes intensify across southwestern Russia following Ukraine's unexpected cross-border raid.
The Associated Press (AP) reported Putin visited a special forces academy in Chechnya that was named in his honor, where he spoke with fighters who will be sent to fight in Ukraine.
Putin reportedly told the soldiers that Russia will be "invincible" as long as it has troops like them.
SPOILER quote: Kadyrov, who was sanctioned by the U.S. Department of State in 2020 for his involvement in "numerous gross violations of human rights" within Chechnya, has previously stated that he has deployed thousands of his troops to fight in Ukraine.
The AP, citing Russian state media reports, said Kadyrov told Putin during their Tuesday meeting that his republic has "tens of thousands" of reserve soldiers ready to fight Ukrainian President Volodymyr Zelensky's forces.
In a post on his Telegram channel, Kadyrov spoke about his meeting with Putin and noted that over 40,000 fighters have been trained at his special forces academy since the Russian president launched the "special military operation" in Ukraine in 2022.
Meanwhile, new reports on Monday detailed how Ukrainian troops destroyed a third bridge over the Seym River used to prop up Russian military logistics in the Kursk region.
U.S.-supplied HIMARS, or High Mobility Artillery Rocket Systems, were used to take out at least one of the brides, according to Moscow.
Ukrainian President Volodymyr Zelensky also spoke on Sunday about the ongoing offensive operation in Kursk, saying "it is now our primary task in defensive operations overall, to destroy as much Russian war potential as possible," the Kyiv Independent reported.
"In particular, this is the creation of a buffer zone on the territory of the aggressor—our operation in Kursk Oblast," Zelensky added.

quote: Ukraine adopts ‘historic’ law to ban Moscow-linked Orthodox Church UOC believers pray outside the Kyiv Pechersk Lavra [Sergei Supinsky/ AFP]Kyiv has accused the Ukrainian Orthodox Church of complicity in Russia’s full-scale invasion of Ukraine. Ukraine has adopted a law to ban religious groups linked to Moscow in a move targeting the Ukrainian Orthodox Church, which the government has accused of complicity in Russia’s full-scale invasion of Ukraine. The parliament passed the law by 265 votes to 29 on Tuesday. Lawmaker Iryna Herashchenko said it was an issue of national security. “This is a historic vote. Parliament approved a legislation which bans a branch of the aggressor country in Ukraine,” she wrote on Telegram.
SPOILER quote: Most Ukrainians are Orthodox Christians but the faith has split between the Ukrainian Orthodox Church (UOC), which is traditionally allied with the Russian Orthodox Church in Moscow, and the independent Orthodox Church of Ukraine, which has been recognised since 2019. The UOC says it broke ties with Moscow after the February 2022 invasion, but Kyiv has questioned that claim and launched dozens of criminal proceedings, including treason charges, against the church’s clerics. At least one has been sent to Russia as part of a prisoner swap. President Volodymyr Zelenskyy hailed the vote as a step to strengthen Ukraine’s “spiritual independence” and is expected to sign the bill into law. Russia condemned the move as a “powerful blow against the whole of Orthodoxy”, while its church, whose patriarch has characterised the invasion of Ukraine as a “holy war”, called the bill “illegal”. Ukrainian leaders have accused the UOC of abetting Russia’s 30-month-old war on Ukraine by spreading pro-Russian propaganda and housing spies. The UOC’s spokesman, Metropolitan Klyment, reiterated that the church had no links with “foreign centres” and criticised the bill as targeting the church’s property. “The Ukrainian Orthodox Church will continue to live as a true church, recognised by the vast majority of practising Ukrainian believers and churches of the world,” he told Hromadske TV. Opinion polls show that about 82 percent of Ukrainians do not trust the UOC. The process of banning the church is likely to take months because each Orthodox parish operates an individual entity and would have nine months to decide whether they want to leave it. After this period, cases could be brought to court to ban it. In Kyiv, believers were praying outside the historic Kyiv Pechersk Lavra monastery, the UOC’s former base, which was raided by the authorities in 2022. “There’s no politics here. We just come and pray for our children and our loved ones… I’ve never seen any KGB agents,” said 56-year-old Svetlana, who declined to give her surname, referring to allegations of collaboration with security services. The schism between the Ukrainian and Russian-linked churches was triggered by Russia’s annexation of Crimea in 2014 and the war between Kyiv and Moscow-backed separatists in the east. The Istanbul-based head of the Eastern Orthodox Church granted a breakaway wing, called the Orthodox Church of Ukraine (OCU), autocephaly – religious independence – from the Moscow Patriarchate in 2019. In the OCU-affiliated part of the Lavra monastery, 21-year-old Igor told the AFP news agency he supported the ban. He accused the Russian Orthodox Church of being a Kremlin agent that “has metastasized so much that we will be fighting it for decades”.

Screenshot: Russia’s Prosecutor General’s OfficeA man accused of planning to assassinate the Russian-installed head of annexed Crimea has been sentenced to 18 years in prison, Russia’s Prosecutor General’s Office announced on Tuesday. Igor Korchinsky, 35, originally from the Russian-occupied city of Melitopol in Ukraine’s southeastern Zaporizhzhia region, planned to blow up the car of Russian-installed Crimea head Sergey Aksyonov “under the guidance of a Ukrainian security service officer”, the Prosecutor’s Office said. The officer taught Korchinsky surveillance techniques and how to use explosives in the city of Zaporizhzhia between December 2022 and April 2023, the court said, before Korchinsky allegedly travelled to Crimea to track Aksyonov’s movements and collect an explosive device to attach to his car. A military court in the southern Russian city of Rostov-on-Don found Korchinsky guilty of undergoing training and preparing to commit a terrorist attack, as well as illegal possession of weapons.
SPOILER quote: In July 2023, Russia’s Federal Security Service (FSB) announced it had arrested a Russian citizen it said had been planning an attempt on Aksyonov’s life on the orders of a Ukrainian intelligence agent. The Prosecutor General’s Office did not specify whether Korchinsky had pleaded guilty to the charges against him.
Aksyonov has served as the head of Crimea since February 2014, when he was installed as its prime minister amid the presence of pro-Russian gunmen in its parliament building in Simferopol, shortly before Vladimir Putin formally annexed the peninsula.
In May, Aksyonov said that four attempts on his life had been thwarted since the start of the year, adding in July that at least 10 people were awaiting sentencing for their involvement in assassination plots.

Vladislav Shapsha, governor of the Kaluga region, said that at night, air defense forces shot down three drones on the border with the Bryansk region. According to Vyacheslav Gladkov, the region’s governor, the Belgorod region was also hit. Around 2 a.m., he wrote that the Russian air defense system had allegedly shot down several air targets. Aleksey Smirnov, head of the Kursk region, wrote that overnight, air defense forces allegedly shot down two Ukrainian missiles and two drones over the region. He did not mention the consequences of the attack. The Oryol region was also attacked by drones, according to Governor Andrey Klychkov. According to him, one drone was allegedly shot down over the region’s territory. In the Rostov region, the local governor reported a missile attack. On August 21, a massive fire broke out near the city of Novoshakhtinsk in the Rostov region of the Russian Federation. Before that, the air defense system was activated in the region. The Russian Ministry of Defense reported that Russian air defense forces allegedly destroyed 45 Ukrainian drones overnight: 11 over the Moscow region, 23 over the Bryansk region, six over the Belgorod region, three over the Kaluga region, and two over the Kursk region. However, the ministry did not comment on the attacks on the Oryol and Rostov regions. The Defense Ministry also did not disclose information about the targets that the attack drones managed to hit. Last year, it was reported that Russians were building air defense sites and towers in the suburbs of Moscow.

quote: Russia Deploys New Fiber-Optic Drones Immune to Jamming HIGHCAT intends to test the HCX unmanned aerial vehicle system (UAS) with a fiber-optic cable data transmission system. August 2, 2024. (Source: HIGHCAT)Russia has introduced new drone technology in response to Ukraine’s operation in the Kursk region, utilizing drones guided by fiber optics—immune to radio jamming. This marks the first known use of such weapons in combat. Ukraine’s advance into the Kursk region was facilitated by an electronic warfare blitz, which effectively disabled Russia’s reconnaissance drones and neutralized their FPV drones. The success of Ukraine’s operation in Kursk required extensive preparation, including the identification of all active frequencies and the deployment of sufficient jamming equipment to temporarily neutralize all drones in the area. The Russian army has been working on innovative technology to overcome the issue of jamming with wire guidance, where the drone deploys a fiber-optic cable as it moves. This method, akin to the wire-guided missiles like the TOW system, allows the transmission of high-resolution video signals without relying on radio frequencies. As a result, fiber-optic drones can effectively counter assaults that depend on electronic warfare to protect armored vehicles.
SPOILER quote: In March, Ukraine captured a prototype Russian fiber-optic drone, though it appeared to be a one-off. Ukrainian developers have reportedly been working on similar designs, and German company HIGHCAT is set to demonstrate its HMX fiber-optic drone in Ukraine this month. A Russian drone controlled via a fiber optic cable. (Source: Defense Express)Combat footage started to appear, suggesting the first operational use of this type of weapon. On August 12, videos circulated on social media purportedly showing fiber-optic FPV drone attacks on Ukrainian BTR-4 reconnaissance vehicles in Giri. While this cannot be independently verified, the videos exhibit an unusual clarity and absence of interference. “These screenshots of the Ukrainian BTRs from the point of view of the Russian FPVs at Giri are unprecedented in terms of resolution and clarity,” said Roy, a Twitter/X analyst specializing in Russian weapon systems. On August 18, the Russian military Telegram channel Siberian Army released another attack video, providing more details. They claim the new fiber-optic drone is named “Prince Vandal of Novgorod,” developed by the Ushkuynik Scientific and Production Center in Novgorod. “The attack video shows higher resolution than usual and no interference, similar to the Russian attack at Giri,” Roy noted. Meanwhile, Skywalker Technology, a company specializing in drone technology, has begun offering fiber-optic drone controllers on the open market. Their latest product is a fiber-optic guidance system designed to replace traditional radio control. As with other FPV components, often sourced from Far Eastern suppliers, this new technology is likely to be easily available to purchase and deploy to the battlefield in a matter of weeks. Ukraine officially announced carrying out an operation in the Kursk region on August 12. As of August 20, the Armed Forces control more than 1,260 square kilometers of territory and 93 settlements in the Kursk region of the Russian Federation, according to Commander-in-Chief Oleksandr Syrskyi.

quote: Priests deployed as fire continues to rage at southern Russian oil depot Photo: Volgodonsky Eparchiate / Telegram The Russian Orthodox Church has dispatched a group of priests to hold a prayer service in a field adjacent to an oil depot in southern Russia’s Rostov region where a fire has been raging for four days following a Ukrainian drone strike on the facility, the Volgodonsky Eparchiate said on Tuesday. At least 42 firefighters have so far been injured during the attempt to extinguish the massive fire, which broke out in the early hours of Sunday in the town of Proletarsk, state news agency TASS reported on Wednesday.
SPOILER quote: A state of emergency was declared in the town on Monday, as the fire spread to an area of over 10,000 square metres by Tuesday morning, according to business daily RBC-Rostov.
Vladislav Goncharov, a firefighter from Rostov, said on Telegram on Monday that those tasked with putting out the fire were lacking equipment. “Knowing our system, no one will help them, and they will have to pay for their own gear and treatment,” Goncharov said on Instagram, announcing a fundraiser that has since collected over 230,000 rubles (2,300).
Goncharov subsequently said that he feared dismissal after his post was covered in the media, adding that he had received calls “almost from the president’s office”, though he said on Tuesday that he would retain his job.
The Rostov region, which borders the Donetsk and Luhansk regions of eastern Ukraine, is a frequent target for drone attacks, and on Wednesday Rostov Governor Vasily Golubev said that regional air defence systems had intercepted a Ukrainian missile in the western part of the region.
Earlier this month, Ukrainian President Volodymyr Zelensky praised his forces for hitting oil facilities in Russia, saying the attacks would help bring a “just end” to the conflict.

quote: Hungary law could make Ukrainian refugees homeless A new law has come into force in Hungary which threatens to push thousands of Ukrainian refugees on to the streets or back to Ukraine.
The regulation restricts state support for Ukrainians to those who come from parts of Ukraine directly affected by the fighting caused by Russia's invasion.
Thirteen regions in Ukraine are on the list, which will be updated monthly by the Hungarian government.
It is not known how many of the 31,000 Ukrainians taking shelter in Hungary will be affected by the new law.
Human rights groups say the most vulnerable are those from the Roma ethnic minority from the westernmost Transcarpathian region, who are still living in shelters which will now close.
Their situation is complicated by the fact that many are dual Ukrainian-Hungarian citizens, who have been refused help elsewhere in the European Union on the grounds they are Hungarian citizens.
The UN refugee agency said the law change will mean an estimated 2,000-3,000 refugees will "lose access to subsidised accommodation".
"Many face significant barriers in securing alternative housing due to lack of financial means but also reluctance of owners to rent," the UNHCR said.
"For many, the change will result in job losses and impact school enrolment, jeopardizing the positive integration achievements obtained so far."
Under the new law, only Ukrainians whose last official address in Ukraine was in an area "directly affected by military operations" remain eligible for state support, which includes free housing and a basic monthly sum.

quote: Russian general weakened border defenses before Ukraine's Kursk incursion, WSJ reports Colonel General Alexander Lapin Alexander Lapin was in the town of Uqayribat in Syria's eastern Hama countryside on Sept. 15, 2017, when he was a Lieutenant-General. (Maria Antonova / AFP)A Russian general dismantled a council charged with overseeing security in Russia's Kursk Oblast in the spring, weakening border defenses before Ukraine's unprecedented incursion, the Wall Street Journal reported on Aug. 21. Citing an official in the Russian security services, the outlet said Colonel General Alexander Lapin claimed the Kremlin's military could effectively defend the border on its own. As a result, he dissolved an interagency council consisting of military officers and local and regional security officials which would have been tasked with helping Moscow form a coherent response to an incursion by Ukraine. The report stresses that Russia would likely still have struggled to respond to the events which have since unfolded in Kursk Oblast, but it added to the confusion and disorganization on show as Moscow has tried to oust Ukraine's army from Russian soil.
SPOILER quote: The Ukrainian military's unprecedented operation, ongoing for nearly two weeks, has led to the capture of the town of Sudzha in Kursk Oblast and the alleged destruction of all three bridges over the Seim River near the border with Ukraine.
Ukrainian forces have advanced 28-35 kilometers (18-21 miles) into Kursk Oblast and taken control of 93 settlements so far, according to Commander-in-Chief Oleksandr Syrskyi.
The Russian Defense Ministry announced only on Aug. 20 that it would establish troop groups in Belgorod, Kursk, and Bryansk oblasts to defend settlements along the Ukrainian border.
It took four days for the Russian government to announce a "counter-terrorist operation" in Bryansk, Kursk, and Belgorod oblasts, which border Ukraine.
Kyiv’s ongoing operation aims to establish a "buffer zone" on Russian territory, prevent cross-border strikes, and divert Russian reinforcements from Ukraine's east, according to Ukrainian officials.

quote: Russia bans George Clooney’s foundation Russia has officially declared the Clooney Foundation for Justice (CFJ), founded by Hollywood actor George Clooney and his wife, human rights lawyer Amal Clooney, as "undesirable," effectively banning the organisation from operating within its borders.
The decision, announced on Monday by the Russian Prosecutor General's Office, marks yet another instance of the Kremlin cracking down on foreign entities deemed critical of the government.
The CFJ, established in 2016, is dedicated to investigating human rights abuses and war crimes globally. Currently, the foundation is focused on examining war crimes occurring in Ukraine.
The foundation's efforts have drawn the ire of Russian authorities, who accuse it of "discrediting Russia on a Hollywood scale." In a statement posted on Telegram, the Prosecutor General's Office claimed that the CFJ "actively supports pseudo-patriots who have left the country, members of banned extremist associations, and terrorist organisations."
This rhetoric aligns with Russia's broader strategy of branding foreign organisations that challenge or criticise the Kremlin's policies as threats to national security.
“Under the guise of humanitarian ideas, the ‘fighters for justice’ from Madison Avenue promote initiatives for the criminal prosecution of Russia's top leadership, and publicly disseminate negative pseudo-expert assessments of Russian legislation on foreign agents and NGOs,” the statement said.
Since 2015, Russia has designated numerous foreign charities, think tanks, and civil society organisations as "undesirable." This legislation specifically targets entities perceived as antagonistic to President Vladimir Putin's regime. Organisations marked as "undesirable" are prohibited from operating within Russia, and Russian banks and companies are barred from engaging with them, effectively isolating these groups from the Russian public. |

quote: South Africa halted ammunition shipment to Poland over concerns goods could reach Ukrainian army Rheinmetall did not fulfill the contract with Poland for the supply of 155-mm artillery ammunition because of a subcontractor from the Republic of South Africa
Poland ordered about 50,000 ammunition from the German arms manufacturer Rheinmetall, but their supply was blocked by the government of the South African Republic, Rzeczpospolita writes.
"The supply of ammunition to Poland was blocked – more or less directly – by the South African government due to fears that it could be sent to Ukraine. However, South Africa is closer to Russia, with which, among other things, it is a member of the BRICS alliance," the newspaper explained.
Poland signed a contract with Rheinmetall for 155-mm artillery shells a few months after Russia's full-scale invasion of Ukraine. It is now August 2024, but Poland has received none, Rzeczpospolita notes.
The Armament Policy Department, a division of the Polish Ministry of Defense, told the outlet that the contract was terminated on July 20, 2023 due to problems related to its implementation by a subcontractor.
Rheinmetall did not respond to the newspaper's questions.
However, it turned out that ammunition for Poland was to be produced by the South African company Rheinmetall Denel Munition. And this is exactly the "problematic" subcontractor that the representatives of the ministry are referring to.
SPOILER quote: Poland needs at least 1 million 155mm artillery rounds to effectively defend against a potential Russian attack, Rzeczpospolita notes.
The Polish state-owned giant Polska Grupa Zbrojeniowa, according to the statements of its former president Sebastian Chwałek, is capable of producing about 30,000 155 mm rounds per year. This is the maximum potential of PGZ, provided that the subcontractors, mostly from Slovakia, fulfill their contracts.
"Simply put, today Poland is unable to produce 155-mm ammunition on its own," the outlet concludes.
In mid-August, it was reported that the private Polish company ZSP Niewiadw sp. z o. o. plans to build a factory for the production of 155-mm artillery shells with a capacity of 180,000 shells per year. The estimated cost of the project is 1 billion zlotys (over $250 million).
On February 12, 2024, Germany's Rheinmetall began construction of a new Werk Niedersachsen ammunition plant in Germany. According to plans, it will start working in a year, and in three years it will reach the planned capacity of 200,000 artillery shells.
On July 24, Rheinmetall announced that it had received a contract for the construction of an ammunition plant in Ukraine.

quote: Russian Media Claims "Invisible" Ukrainian Soldiers as Explanation for Kursk Advances Russian media suggests Ukrainian forces are using "invisible" uniforms supplied by the West as part of a supposed international conspiracy. Russian propaganda is spinning an unusual theory to explain the recent Ukrainian advances in the Kursk Oblast.
The latest claim suggests that Ukrainian soldiers have received special uniforms from Western allies that render them invisible, both day and night, as part of an alleged international conspiracy.
According to reports from the Military Portal, this theory is being pushed as a way to rationalize Ukraine's success in the region.
But this explanation is far from credible, as the large amount of equipment that Ukrainian forces have moved into Kursk Oblast would be difficult to conceal, even if the soldiers themselves were invisible.
The Reality of Ukrainian Forces in Kursk Retired military intelligence officer Lt. Col. Maciej Korowaj wrote on X:
"At night, sounds travel for many kilometers, which is why the sound of Ukrainian engines on the night before the operation from August 5 to 6, 2024 was clearly audible in the Sumy district."
Even if the Ukrainians had used special camouflage for their soldiers and equipment, the presence of Ukrainian forces near and across the Russian border would be hard to miss.
SPOILER quote: Fact vs. Fiction While the idea of "invisible" soldiers might sound like science fiction, the military industry has indeed been developing advanced camouflage materials for some time, as reported by WP Tech.
These materials are designed to bend light around the object, effectively masking it from visible, ultraviolet, infrared, and shortwave light. Such technology also reduces the thermal signature of soldiers, making it harder for enemy night vision and thermal imaging to detect them.
In late 2023, Ukraine's Minister of Digital Transformation, Mykhailo Fedorov, introduced a real-world example of this technology via Telegram.
He showcased an "invisibility cloak" designed to help Ukrainian soldiers evade detection by Russian thermal imaging, especially from drones. Weighing just 2.5 kg, this cloak offers protection against various weather conditions and is made from non-flammable material.
Poland's Contributions Similar innovations are being developed in Poland, where a camouflage net was tested by WP Tech journalist Norbert Garbarek.
This net, part of the INVISI-TEC IR system, effectively stops heat radiation, blending and reflecting the temperature generated by a soldier back to its source.
This technology makes it nearly impossible for the heat to "escape" and reveal the soldier's position.

quote: Ukrainian air defence forces shoot down 50 Russian drones and one missile Air defence forces shot down 50 enemy UAVs and one Russian missile on the night of 21 August and this morning. According to Ukrinform, this was reported by the Commander of the Air Force of the Armed Forces of Ukraine Mykola Oleshchuk in a message on Telegram.
According to him, on the night of 21 August 2024, the Russian occupiers attacked Ukraine with two Iskander-M/KN-23 ballistic missiles from the Voronezh region, an Kh-59/Kh-69 guided missile from the airspace of the Kursk region, and 69 Shahed-type attack UAVs (launch areas: Primorsko-Akhtarsk, Yeysk, Kursk).
A total of 72 air targets were detected and tracked by the Air Force's radio-technical units.
The enemy's air attack was repelled by aviation, anti-aircraft missile troops, electronic warfare units of the Air Force and mobile fire groups of the Ukrainian Defence Forces.
As a result of the air combat, 51 air targets were shot down: one Kh-59/Kh-69 guided missile and 50 Shahed-131/136 attack UAVs in Khmelnytsky, Poltava, Cherkasy, Kyiv, Vinnytsia, Ivano-Frankivsk, Dnipro, Mykolaiv, Odesa, Kherson, Donetsk, Kirovohrad, Sumy and Chernihiv regions.
Another 16 enemy UAVs were lost in the area - presumably, they fell under the influence of electronic countermeasures. The information is being clarified.
In addition, an enemy attack drone was spotted crossing the state border with the Republic of Belarus in Chernihiv region, and another Russian UAV returned to its ‘homeland’ in Belgorod region, Oleshchuk added.
As of 11:15 a.m., one hostile UAV was in the airspace in Cherkasy region. Combat operations are ongoing.
As Ukrinform reported earlier, an enemy Shahed was shot down by air defence forces over Kirovohrad region during an air alert.

quote: Russian Troops Suffer Heavy Losses in Pokrovsk Sector, Say PartisansRussia’s 15th Separate Motorized Rifle Brigade faces significant losses, with equipment failure and loss of interoperative coordination leading to chaos and more casualties in Donetsk, reports Atesh. Russian troops are experiencing significant losses in the Pokrovsk sector of the Donetsk region, according to a report from the Atesh partisan movement via Telegram. “An agent from Russia’s 15th Separate Motorized Rifle Brigade reported that a large force has been allocated for the assaults,” the message read. The report highlighted that Russia’s rush to seize Pokrovsk is causing severe problems. The 15th Brigade is enduring heavy casualties; large-scale deployments of personnel and equipment are being undermined by equipment failures, leading to a breakdown in coordination, chaos, and increased casualties. “Mothers and wives of servicemen are writing letters to the President of Russia, pleading for help, but they are only being advised to contact other authorities,” the report said.
SPOILER quote: Following the Ukrainian Armed Forces (AFU) incursion into the Kursk region, Russian troops intensified their offensive on Pokrovsk. They are now just 10-15 km from the city’s outskirts, where battles are raging.
While Russia has had to redeploy forces from occupied Ukrainian territories due to the breach of their border, they are still exerting strong pressure on Ukrainian positions in this part of the front, according to a report by The Economist.
The Russian opposition publication Agenstvo reported that Russian forces have captured more territory in Ukraine within a week than at any time since the end of May, with most gains in the Pokrovsk sector.
Evacuations from Pokrovsk have been ramped up, and since Aug. 20, it has become mandatory for families with children. Around 59,000 residents remain in the city, as reported by RBC-Ukraine.
Serhii Dobryak, the head of the Pokrovsk City Military Administration, stated that residents have about a week or two to evacuate. He urged civilians to leave while it is still possible to do so calmly.

quote: Russia postpones elections in seven border districts amid ongoing Ukrainian offensive Russia’s Central Election Commission has decided to postpone local elections in seven districts in the southwestern Kursk region, where Ukrainian troops began an offensive over two weeks ago, the commission announced on Telegram on Wednesday.
The commission did not specify for how long the elections would be postponed, but noted that votes will not be held in the districts of Belovsky, Bolshesoldatsky, Glushkovsky, Korenevsky, Sudzhansky, Khomutovsky and in the city of Lgov until the security of voters could be “fully guaranteed”.
The September elections for the governor of the region will go ahead as planned, said Tatyana Malakhova, the chair of the regional election commission, with early voting due to take place between 28 August and 5 September, and in-person voting taking place between 6 and 8 September.
SPOILER quote: While the situation on the ground in the Ukrainian-held areas of the Kursk region remains unclear, the Armed Forces of Ukraine (AFU) are continuing to target Russian logistics in the area, as the AFU Special Operations Forces posted a video on Wednesday that appeared to show Ukrainian troops targeting Russian military equipment and pontoon bridges with HIMARS missiles.
At the same time Russia continues to press forward in eastern Ukraine, claiming to have captured the small town of Niu-York in the Donetsk region, which the Russian Defence Ministry described on Tuesday as a “strategically important logistics hub”.
Ukraine’s top commander Oleksandr Syrskyi said on Tuesday that his forces had pushed 28–35 kilometres into Russia, capturing a total of 1,263 square kilometres of territory including 93 settlements. Novaya Gazeta Europe could not independently confirm these figures.
Syrskyi’s comments came on the same day that Russia’s Defence Minister Andrey Belousov announced the formation of three new military groupings in the border regions of Kursk, Belgorod and Bryansk as Russia tries to repel the incursion without diverting forces from front lines in eastern Ukraine.
According to The Wall Street Journal on Wednesday, one of the possible reasons Ukraine was able to launch a surprise strike in the Kursk region was the dissolution of an interagency council tasked with protecting the region by General Alexander Lapin, who oversaw security in the region, in the months prior to Ukraine’s incursion.

In the Kirov region, for example, for each contract soldier, the police are promised 10 thousand rubles from the regional budget. This will happen after the detainee ends up in a military unit.
In other regions, including Crimea, the police approach to detainees is different: they are required to report to their superiors about each detainee with whom work was carried out to sign a contract. The priority for the Ministry of Internal Affairs is to send the detainee to war, not to court.
In total, the Russian authorities have set the task of recruiting 30,000 people per month into the army, Bloomberg sources familiar with the situation reported. This number of volunteers and contract soldiers is needed to make up for losses in Ukraine, which, according to Western data, have exceeded 500,000 people killed and wounded.
And although the regions have on average quadrupled one-time bonuses for recruits, and in 15 regions they exceed 1 million rubles, the plan for contract soldiers is missing by about a third, Bloomberg sources said. According to the agency's interlocutors, this could push the Kremlin to a new mass mobilization this year.

quote: Kursk Region Stops Evacuation Despite Governor's Promises Russian authorities have stopped evacuating civilians from the Kursk region despite promises by the acting governor of the region, Alexei Smirnov, to take people to safe places, the channel “ We Can Explain ” writes, citing local resident Mariel, her friends and city chats.
According to the publication, people are forced to leave the region on their own, but not everyone has this opportunity. This primarily concerns the elderly. "State media say that refugees are allegedly being taken out. But people are constantly writing in chats to have their relatives taken out, to help, to look for cars. That is, in fact, they are leaving there on their own," says Mariel.
The authorities sent evacuation buses to Sudzha, Lgov, Rylsk and Kurchatov only on the first day of the announced evacuation, the girl points out: “People from there called 112 and asked to pick up the bedridden, but they were told ‘wait’ and did not come.” Her words are confirmed by comments under Alexey Smirnov’s VK posts, the publication notes.
SPOILER quote: "Smirnov is a liar. When he says that people are being taken away, it's just disgusting. People wrote comments saying that it was a lie, and I saw how these comments were deleted. And they threatened to denounce me for my comment (pictured)," reads one of many similar comments.
According to Mariel, many refugees are in dire need of clothes. At the same time, volunteers refuse to accept used clothes, as they need to be washed, and only require new ones with tags. She also says that most of those who managed to evacuate on their own went to Kursk, which is why prices for housing and taxis in the city have skyrocketed. "Most of the refugees are from Sudzha, many are from Lgov. There are also those who do not want to leave. Mostly old people," the MO interlocutor notes.
The Ukrainian Armed Forces launched an offensive in the Kursk region on the morning of August 6. As of the evening of August 20, the Ukrainian army controlled 1,263 square kilometers of Russian territory and 93 settlements. As the Ukrainian Armed Forces advanced deeper into the Kursk region, local authorities decided to evacuate 180,000 people, which is 20% of the region's population. According to the Ministry of Emergency Situations, by August 20, more than 120,000 people had been evacuated to safe places.
The Ukrainian side also decided to evacuate the civilian population. Thus, according to the Deputy Prime Minister of Ukraine Irina Vereshchuk, the residents of the Kursk region will be taken by the Ukrainian Armed Forces to the Sumy region. They will also have the opportunity to leave in the direction of the Russian Federation, but only upon receipt of a corresponding request from the Russian side, Vereshchuk emphasized.

SPOILER quote: The previous record of 1,800 km was set by the Ukrainian Armed Forces at the end of May, when they attacked Orsk in the Orenburg region, where the early warning radar station for a nuclear strike (the Voronezh radar) is located. Before that, the farthest target of Ukrainian drones was an object in the city of Salavat in the Republic of Bashkortostan, which is located 1,660 km from the Russian-Ukrainian border.
According to Mash, the drone that attacked the Murmansk region could have flown from Chernigov. According to local residents, a similar UAV, the A22 Flying Fox, was seen in the region the day before. Due to the attack, restrictions on the use of airspace were introduced at the airports of Murmansk and Apatity.
In fact, taking into account the indirect route, the drone covered about 2,000 km and this was possible due to the “huge holes” in the Russian air defense system, writes “Military Informant”. “Such a target could fly such a long distance thanks to a well-planned route taking into account maps of the scanty air defense position areas and the operation of their radars,” the author of the channel complains.

quote: Russian inflation soars past 70% since Ukraine invasion, surpassing official figures Since Russia's invasion of Ukraine in February 2022, inflation in Russia, based on a real consumer basket, has surged 71.4%, according to an Aug. 20 report by The Moscow Times, citing data from Romir research holding.
The price index for everyday goods, including food, beverages, and personal hygiene items, surged by over 70% from February 2022 to July 2024.
From the start of 2024 through July, inflation reached 9.6%, nearly double the official 5.06% reported by Russia’s federal statistics agency, Rosstat.
The annual inflation rate for these goods hit 21.2% in July, more than twice Rosstat's figure of 6.7%.
Over the past four and a half years, the consumer basket for an average Russian family more than doubled in cost, with the FMCG deflator index rising 127.5%. Rosstat reported July inflation at 9.1%, the highest since February 2023, with monthly inflation at 1.14%, the highest since April 2022.
Food inflation jumped to 10.1%, with eggs up 37% year-over-year, vegetables by 17%, and meat by 13%.
Since January, potato prices surged nearly 90%, carrots 54%, cabbage 50%, and apples 33%. A July survey found that 46% of Russians saw prices rise "very significantly" last month, with 63% expecting the trend to continue.
Finance ministers from eight EU countries accused the Kremlin of falsely claiming that Western sanctions have not hurt Russia’s economy.
On July 27, Russian journalists, citing Rosstat, reported that industrial production growth slowed nearly threefold in June 2024, the lowest in 15 months.
Ukrainian strikes on Russia's largest oil refineries led to a 4.4% drop in petroleum production and an 8.1% drop in diesel fuel production.

quote: U.S. Mercenaries Join Ukrainian Soldiers in Kursk Recent reports have surfaced about the presence of American mercenaries in Kursk. Recent reports have surfaced about the presence of American mercenaries in Russia’s Kursk region, particularly a group known as the Forward Observation Group (FOG). This follows ongoing speculation about foreign mercenaries operating alongside Ukrainian forces in the conflict with Russia.
Posing With Ukrainian Soldiers Images shared on social media show FOG members posing with Ukrainian soldiers next to military vehicles, leading to heightened interest and concern. However, FOG representatives have refrained from commenting, citing directives from Ukrainian authorities, according to Lenta.
Originally founded by former U.S. Army paratrooper Derrick Beilz, FOG started as a brand selling military gear and tactical medical equipment.
Over time, it evolved into a community that attracted individuals with military backgrounds, some of whom are active-duty U.S. service members.
Notably, FOG does not fit the typical profile of a private military company; rather, it functions as a loosely organized group of volunteers without a formal command structure or specified missions.
Fighting With Ukraine since 2021 FOG members first arrived in Ukraine in 2021, aligning themselves with controversial groups such as the Azov Battalion. Their activities included combat training and operations in areas with significant fighting.
After the Russian invasion in 2022, FOG saw a surge in membership as many sought to join the fight against Russian forces.
However, the reality of combat proved harsh. A missile strike in March 2022 targeted foreign mercenaries at a training camp, resulting in substantial casualties and leading many to abandon their contracts.
Despite this, a core group remains active, sharing updates on their activities, which include training operations and combat missions.

• Russian Foreign Ministry summons US Charge d'affaires in Moscow Stephanie Holmes to convey strong protest against 'provocative actions of American reporters' and 'participation of the American PMCs'
MOSCOW Russia protested on Tuesday that US private military companies (PMCs) are fighting alongside Ukraine in the Kursk region, while reporters from several major American media outlets illegally entered Russian territory to cover the incursion.
The Russian Foreign Ministry claimed in a statement that soldiers from US private military companies are fighting alongside Ukrainian troops in the Kursk region, and journalists illegally entered Russian territory to cover the incursion.
US Charge d'affaires Stephanie Holmes was summoned to the Foreign Ministry in Moscow to convey strong protest against the "provocative actions of American reporters" and "participation of the American PMCs on the side of Ukraine's armed forces during their invasion" of Russia, it said.
"Such actions are contradicting statements by Joe Biden administration about non-involvement in Ukraine's neo-Nazi attack against Russia, proving with all clarity US involvement as a direct participant of the conflict in (Ukraine's President Volodymyr) Zelenskyy's malicious intentions," the ministry stressed.
SPOILER quote: The ministry warned that Russian law enforcement will investigate US citizens’ actions and take necessary measures to bring them to justice.
"All foreign 'specialists' and mercenaries illegally crossing the border of our country automatically become a legitimate military target for the armed forces of the Russian Federation," it said.
Kyiv's incursion into the Kursk region began on the night of August 5-6, when Ukrainian forces entered near Sudzha. On August 12, Ukrainian President Volodymyr Zelenskyy confirmed the incursion, later saying the goal was to create a "buffer zone" between the two countries.
However, Russian President Vladimir Putin denounced the incursion as a "terrorist attack."
The Russian Ministry of Emergency Situations reported that over 121,000 people have been evacuated from the combat zone.

quote: Czech president calls Nord Stream pipelines legitimate war targets Czech President Petr Pavel considers the Nord Stream pipelines a "legitimate target" in the context of war, he said during an episode of the PoliTalk podcast, a transcript of which was published by local outlet Novinky on Aug. 21.
Thus the Czech leader weighed in on a Wall Street Journal report suggesting Ukraine's possible involvement in the sabotage of the Nord Stream pipelines, noting that he has no definitive information on the matter.
"I don't have clear information that Ukraine was behind the attack," said Pavel.
“In armed conflict, the fight isn't just against military targets but also against strategic assets. And pipelines are strategic targets. If the attack aimed to cut off gas and oil supplies to Europe and send money back to Russia, then—hypothetically speaking—it would be a legitimate target. But again, I don't have that information.”
When asked whether Ukraine should have negotiated diplomatically with Europe before such an action, Pavel responded that the Nord Stream pipelines were not critically important to European energy security.
"Certainly, it caused some complications, but nothing we couldn't manage," Pavel stated.
“Pipelines have always been and will continue to be targets because they have the potential to influence the conflict in one way or another.”
SPOILER quote: The Czech leader also expressed confidence that NATO would likely reach a consensus and continue its support for Ukraine.
"This doesn't mean that all nations are unconditionally in favor of continuing full support," he said.
“Opinions vary and evolve. If it is proven [that Ukraine was involved], it could influence the willingness of some countries to aid Ukraine. On the other hand, we have no option but to support Ukraine at this time.”
"The issue isn't whether we like Ukraine or not; it's about whether we want to live in a world where one country can't invade another simply because it is bigger and stronger,” Pavel added. “Or do we want to live in a world ruled by the law of the jungle?"
Background on the Nord Stream explosions Overnight on Sept. 25, 2022, three out of four threads of Nord Stream 1 and Nord Stream 2 were destroyed by explosions in the Baltic Sea's neutral waters. Although the pipelines were not operational at the time, they were filled with technical gas.
Ukraine and Poland accused Russia of orchestrating the blasts, while the Kremlin pointed fingers at the "Anglo-Saxons" and denied any involvement.
German media, citing sources, claimed that the yacht used by the suspected saboteurs belonged to Ukrainian citizens. Reports also indicated that one of the men who rented the yacht lived in Ukraine.
Presidential Office advisor Mykhailo Podolyak denied Ukraine’s involvement in the pipeline attacks, stating, "Ukraine had nothing to do with the pipeline explosions."
In June 2023, President Volodymyr Zelenskyy echoed this sentiment, saying, "Ukraine did not do anything like that. I would never act that way."
In February 2024, Danish authorities closed their investigation into the Nord Stream explosions, citing a lack of grounds for criminal charges. Sweden made a similar decision.
Tagesschau reported on Aug. 14 that Germany’s General Prosecutor’s Office had issued an arrest warrant for a suspect in the Nord Stream bombings—a Ukrainian national. ARD, Sddeutsche Zeitung, and Die Zeit identified the suspect as Volodymyr Z., a diving instructor. He had been living in a town west of Warsaw, Poland, and is suspected of being one of the divers who attached explosives to the pipelines. Two other Ukrainians, including a woman, are also suspected of involvement.
On the same day, Anna Adamiak, a spokesperson for Poland's Prosecutor General, said that the man suspected by German authorities of involvement in the pipeline explosion left Poland for Ukraine in early July 2024.
The Wall Street Journal reported on Aug. 15 that senior Ukrainian officials might have been involved in the Nord Stream sabotage. Allegedly, President Zelenskyy approved the operation but later attempted to cancel it— albeit unsuccessfully. The operation was reportedly overseen by then-Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi.

quote: U.S. Investigating Americans Who Worked With Russian State TelevisionThe F.B.I. raided the homes of two prominent commentators on Russian state television channels as part of an effort to blunt attempts to influence November’s election. Scott Ritter, a former United Nations weapons inspector and critic of American foreign policy, joining an event at the International Economic Forum on Russophobia via video conference.Credit...ReutersThe Department of Justice has begun a broad criminal investigation into Americans who have worked with Russia’s state television networks, signaling an aggressive effort to combat the Kremlin’s influence operations leading up to the presidential election in November, according to American officials briefed on the inquiry. This month, F.B.I. agents searched the homes of two prominent figures with connections to Russian state media: Scott Ritter, a former United Nations weapons inspector and critic of American foreign policy, and Dimitri K. Simes, an adviser to former President Donald J. Trump’s first presidential campaign in 2016. Prosecutors have not announced charges against either of the men. More searches are expected soon, some of the officials said, speaking on the condition of anonymity to discuss investigations. Criminal charges are also possible, they said. The investigation comes in the wake of the Biden administration’s official intelligence findings that Russia’s state news organizations, including the global news channel RT, are working with its intelligence agencies to sway elections around the world.
SPOILER quote: Those efforts include November’s contest between Mr. Trump and Vice President Kamala Harris. For a third time, according to the officials and public statements, the Kremlin’s propaganda apparatus has thrown itself behind Mr. Trump’s candidacy, creating online news outlets and fake videos to denigrate President Biden and, more recently, Ms. Harris. The investigation so far has focused on potential violations of the economic sanctions imposed on Russia after its invasion of Ukraine and a law that requires the disclosure of lobbying efforts on behalf of foreign governments. The government’s investigation is politically fraught, reprising the furiously partisan debate over Russia’s influence in the 2016 presidential campaign. By targeting Americans working with news organizations, even if they are state-run, the inquiry could also bump up against the First Amendment’s protection of rights to free speech. The Office of the Director of National Intelligence warned on July 29 that Russia was exploiting “witting and unwitting Americans” to create and spread narratives that were favorable to the government of President Vladimir V. Putin. “These personalities,” the office said in a statement, “post content on social media, write for various websites with overt and covert ties to the Russian government, and conduct other media efforts.” The government investigation is not targeting ordinary Americans who watch Russian state media or post about it online, but rather is focused on individuals intentionally spreading disinformation from Moscow, some of the officials said. Mr. Ritter addressing service members of the Chechen special forces and military units within Russia's defense and security troops during a ceremony in Russia in January.Credit...Chingis Kondarov/ReutersMr. Ritter, who has worked as a contributing writer for RT, said in a telephone interview that an hourslong search of his house in Delmar, N.Y., on Aug. 7 seemed to be an effort to intimidate him for expressing his political views about the United States, Russia and the war in Ukraine. F.B.I. agents and state police seized mobile phones, computers and hard drives but did not arrest him. “It’s an absolute frontal assault on the Constitution of the United States,” he said. The extent of the crackdown remains unclear, and the Justice Department and other officials across Washington declined to discuss it when asked. In recent months, however, the Biden administration has grown increasingly alarmed by Russia’s influence operations targeting the United States — and seems willing to act more forcefully. Last month, the Justice Department moved to shut down a furtive campaign aimed at sowing discord in the United States and other countries and spreading Russian propaganda about the war in Ukraine. Working with the governments of Canada and the Netherlands, as well as with officials at Elon Musk’s social media platform, X, the department took down 968 inauthentic accounts. The Russians created and operated the accounts using commercially available artificial intelligence tools. In affidavits released with the announcement, officials explicitly linked the effort to Russia’s Federal Security Service and RT. Russia’s state television networks broadcast in English and other foreign languages, acting as a global megaphone for the views of Mr. Putin, who routinely depicts the United States and its allies as a hegemonic power bent on world domination. Mr. Ritter, who traveled to Russia and to occupied parts of Ukraine in January, said the warrant to search his home made reference to an investigation that involved the Foreign Agents Registration Act, the federal law that requires Americans to disclose lobbying and political activities on behalf of foreign governments. Mr. Simes, a Soviet-born American citizen, is being investigated for, among other crimes, violations of the International Emergency Economic Powers Act, the legal foundation for imposing economic sanctions, some of the officials said. On Aug. 13, agents descended on a wooded 132-acre estate near the Blue Ridge Mountains in Virginia that Mr. Simes and his wife had bought in July 2021, according to Rappahannock News, a local newspaper that first reported the search. Dimitri K. Simes, far right, an adviser to former President Donald J. Trump’s first campaign for president in 2016, at a meeting of the Valdai International Discussion Club in Russia. Credit...Pool photo by Mikhail KlimentyevMr. Simes, 76, has been a fixture of American foreign policy debates in Washington since he emigrated from the Soviet Union as a young man in 1973. He served as an informal adviser on Soviet affairs to President Richard M. Nixon, who, in 1994, appointed him to a think tank he founded, now known as the Center for the National Interest. In 2016, Mr. Simes hosted Mr. Trump, then a presidential candidate, for a speech in which he called for improved relations with Mr. Putin’s government. He also introduced Mr. Trump to the Russian ambassador at the time. Mr. Simes also passed on to Mr. Trump’s son-in-law Jared Kushner what he believed to be incriminating information that the Russians knew about former President Bill Clinton, the husband of Mr. Trump’s Democratic opponent at the time, according to the final report of the investigation by Robert S. Mueller III into Russia’s interference in the 2016 campaign. Although Mr. Simes was interviewed by Mr. Mueller’s investigators and cited repeatedly in the report in 2019, he was not accused of wrongdoing. He stepped down from the Center for the National Interest in 2022, and, according to an interview on Friday on Sputnik, another of Russia’s television networks, he has been in Russia since October 2022. Since 2018, he has hosted a weekly talk show, “The Big Game,” on one of Russia’s state television broadcasters, Channel One. In the interview on Sputnik, Mr. Simes said that he did not know the reason for the search, but speculated that it was an attempt to stifle anyone who would improve relations between Russia and the United States. He said his bank accounts had been frozen, except one where his Social Security checks were deposited, and expressed concern that agents had seized paintings in his home from Soviet and Russian avant-garde artists. “It clearly is an attempt to intimidate, not only somebody from Russia, but just anyone who goes against official policies and particularly against the deep state,” Mr. Simes, who could not immediately be reached for comment, said during the interview. Since 2017, the Department of Justice has required RT to register as a foreign agent, not as a news organization, reflecting the government’s control over its operations. There is no clear legal precedent that dictates whether journalists working for a news organization would fall under the requirements of the Foreign Agents Registration Act. Mr. Ritter, in the interview, said he had been a contributing writer for RT, among other news organizations, since 2020. He said he was paid per article — a sum he described as an industry norm of $150 to $300 — but faced no more editorial control than what editors typically did in assigning and editing work. When the war in Ukraine broke out in 2022, he became an outspoken defender of Russia’s invasion, often reflecting Russia’s effort to blame the United States and NATO for the conflict. “The only reason why I can believe that they’re doing this,” he said, “is if there’s some national security interest where they believe somehow I am actively conspiring with Russia against the interests of the United States, that I have become more than just a propagandist, that I become something more like, you know, a weapon of disinformation.”

quote: Massive internet outage in Russia: Kremlin’s attempt to block messaging apps causes nationwide disruption Russian users have reported issues accessing popular messaging apps like Telegram, WhatsApp, Discord, and Skype. This appears to be a blockage by Russian authorities, analysts told the news outlet Agenstvo.Novosti. Roskomnadzor, the federal agency responsible for controlling the internet, attributed the problems to DDOS attacks targeting Russian telecom operators.
The problems, which began around 2 PM, impacted not only messaging apps but also Wikipedia, Yandex, VKontakte, telecom support services, and mobile banking apps, according to downtime tracking services. Issues were reported with at least 20 services monitored by Downdetector.su. The service "sboy.rf," typically used to track outages, was also down.
"This typically happens when they turn on the so-called 'anti-messenger mode'," said Mikhail Klimarev, director of the Internet Protection Society, to Agentsvo.Novosti. He noted similar issues occurred in Dagestan during riots, in Yakutia, and Bashkiria during protests. "I have a strong feeling something significant happened, but now on a federal level," Klimarev added.
Users from the Central Asian countries neighbouring Russia also reported problems with Telegram. Klimarev explained that network transit to these countries goes through Russia. He sees no other explanation besides actions taken by Russian authorities.
SPOILER quote: "It's clear from our observations that this is centralized interference," stated Sarsky Darbiyan, co-founder of Roskomsvoboda, to Agentsvo.Novosti. "Roskomnadzor seemed to be attempting to block Telegram, which then disrupted other resources in the RuNet. This scenario is identical to what happened in 2018," added Stanislav Shakirov, technical director of Roskomsvoboda and founder of Privacy Accelerator.
However, Roskomnadzor presented a different version. Its representative told the publication "Podem" that the service interruptions and messenger issues were due to a DDOS attack on Russian telecom operators. "As of 3 PM Moscow time, the attack has been repelled, and services are operating normally," the agency stated.
By 3 PM Moscow time, complaint figures about messaging service disruptions had started to decrease, according to Downdetector.su.
In June, the Kremlin's press secretary Dmitry Peskov confirmed that Russia may limit the usage of WhatsApp as part of "anti-terrorism measures"

quote: Russia’s Putin and China’s No. 2 official praise deepening ties as Ukraine war grinds on Russia's President Vladimir Putin meets Chinese Premier Li Qiang in Moscow on August 21. Alexey Filippov/POOL/AFP/Getty ImagesRussian President Vladimir Putin on Wednesday hailed “flourishing” trade ties with China during a meeting with a top Chinese official in Moscow as the two countries bolster their partnership in the face of mounting frictions with the West. Speaking to Chinese Premier Li Qiang, Putin said Russia-China “large-scale joint plans and projects” in economic and humanitarian areas would “continue for many years,” according to a Kremlin readout. Li, China’s No. 2 official under leader Xi Jinping, had traveled to Moscow for a longstanding annual meeting with Russia’s prime minister, which focused on economic and practical cooperation as the Kremlin continues to look to Beijing for economic partnership as its war with Ukraine grinds on. In his remarks to Putin, the Chinese premier hailed efforts by the Russian leader and Xi to “inject strong momentum” into “deepening bilateral relations and cooperation,” according to Chinese state media. Li’s four-day trip, which will include a stop in Russian ally Belarus, is the first visit to Russia by a high-level Chinese official since the Kremlin’s war with Ukraine took on a new dimension following a surprise, ongoing military incursion by Ukrainian forces into the Russian border region of Kursk two weeks ago.
SPOILER quote: Russia has been scrambling to repel that assault, which marks the first time foreign troops entered Russian territory since World War II and comes amid mounting pressure for a conclusion to the war in Ukraine, which began in 2022 with Russia’s full-scale invasion of its neighbor.
The Kremlin has become increasingly reliant on China’s market, goods and investment since the start of the war, when it was slapped with broad international sanctions – and both Moscow and Beijing see the other as a key counterweight against a West they see as seeking to suppress their development.
In his meeting Wednesday with Russian Prime Minister Mikhail Mishustin, Li said China was ready to work with Russia to strengthen “all-round practical cooperation” and stressed that the countries’ relations did not “target any third party.”
The two nominal heads of government agreed to expand bilateral economic and trade cooperation and pledged to oppose any attempt to restrict their “economic development, technological progress, and international development,” according to Chinese state media.
“Certain countries” obstruct the “collective rise of emerging markets and developing countries,” the two officials said, using typical language to refer to their shared view on the United States and its allies.
An official readout from the meeting released by China’s Foreign Ministry did not mention the war in Ukraine.
Speaking to Li, Mishustin said Russia and China were “in a difficult external situation” as Western countries impose “illegitimate sanctions under far-fetched pretexts” and seek to “contain the economic and technological potential of Russia and China.”
“That is why it is important to concentrate efforts on protecting our common interests, building a multipolar world order and strengthening coordination on international platforms,” he said, according to Russian state media.
Record trade Beijing has faced mounting scrutiny and pressure from the West to curtail the export of dual-use goods such as aerospace, manufacturing and technology equipment to Russia, which Western leaders and Kyiv have alleged are propping up the Russian war effort.
Chinese officials have sought to present the country as a neutral, aspiring peace broker in the war, but have had limited high-level contact with Kyiv while continuing to deepen relations with Moscow across trade, diplomacy and security.
China last month hosted a top Ukrainian official for the first time since Russia’s invasion of the country nearly two and half years ago.
Last week, in response to a media inquiry on the situation in Kursk, a spokesperson for China’s Foreign Ministry called on “all parties” not to expand the battlefield, escalate fighting and “fuel the flame,” saying China would continue to work for a “political settlement of the crisis.”
Wednesday’s meeting between Li and Mishustin is part of annual talks held since 1996, typically focused on economic, cultural and humanitarian cooperation and seen as a means to implement broader policy direction set by Xi and Putin.
Following Wednesday’s talks, the two sides signed a host of cooperation documents in areas including science and technology, chemical industry, maritime search and rescue, and cross-border cargo transport, according to Chinese state media.
Trade between China and Russia hit record highs last year, surpassing a target of $240 billion ahead of schedule. Russia has grown hugely reliant on China’s market, goods and investment since it was slapped with broad international sanctions following its Ukraine invasion.
Bilateral trade increased by more than a quarter year-on-year in 2023 from 2022, but has only grown about 1.6% between January and July this year over the same period last year, according to China’s customs data.
Li is expected to end his four-day trip in Belarus, where he will meet Belarusian Prime Minister Roman Golovchenko for an “in-depth exchange of views on bilateral relations and cooperation in various fields,” China’s Foreign Ministry said Monday.
