Russians are actively using the TOS-1A Solntsepyok against the Defense Forces of Ukraine. This system is forced to approach very close to the front line due to the fact that its maximum range of fire is only 6 kilometers.
The Ukrainian military has repeatedly destroyed and captured these flamethrower systems and their transport and load vehicles.
Russians also use a wheeled version of the TOS-2 Tosochka MRL, which is made on the basis of a Ural-63706 truck with a 6×6 wheel arrangement. Unlike TOS-1 and TOS-1A that use tracked chassis of the T-72 or T-90 tanks respectively.

Arms scandal shakes Pistorius ministry
Boris Pistorius's (SPD) Federal Ministry of Defense (BMVg) is being criticized for an explosive arms deal.
According to BILD research, there were massive inconsistencies in a deal between the Ministry of Defense and the Flensburg arms manufacturer FFG in the summer of 2023.
The biggest questions in the room:
▶︎ Did Germany buy the vehicles at far overpriced prices?
▶︎ Were the vehicles – contrary to what was promised – not actually manufactured in Germany?
▶︎ Do the vehicles actually deliver what they promise from a military perspective?
The deal
On June 2, 2023, in response to a BILD request, the BMVg confirmed that Germany would deliver 66 “protected infantry combat vehicles” to Ukraine. According to BILD information, both the German arms company Rheinmetall and its competitor FFG applied for the contract.
The BMVg's statement said: "After evaluating the existing offers, the choice fell on the product from FFG as the most economical solution, which is also available quickly." The name of the product: "FFG Armored Personnel Carrier (FFG APC)".
Since October 2023 ( as of today ), according to the federal government , Ukraine has received 48 of the 66 promised armored vehicles
The armor
According to BILD research, the vehicles are unsuitable for front-line deployment in Ukraine or even for use in “combat,” as the name “infantry combat vehicle” used by the BMVg suggests.
The reason: their armor is far too weak.
Unlike “infantry combat vehicles” or “infantry combat vehicles” common in Bundeswehr service, the vehicles delivered to Ukraine do not have mine and fragment protection against artillery, rocket and mortar fire (STANAG Level II a+b or higher).
Instead, the “German” vehicles in a war dominated by explosive weapons will only be delivered with “protection against small arms” (protection class B6, comparable to STANAG Level II), as a spokesman for the Ministry of Defense confirmed to BILD.
A circumstance that shocks military expert Carlo Masala, professor at the University of the Bundeswehr in Munich, “since the lightly armored variant offers little protection against the heavy fire that these vehicles are exposed to at the front.”
Masala told BILD: “If it turns out that only the lightly armored variant was delivered to Ukraine, it will be a crystal clear procurement scandal. Savings were made here at the expense of lives.”
The Defense Ministry, however, says that “increased protection against mines was not requested by Ukraine at that time.”
A high-ranking Ukrainian official contradicts this. “Of course we would have liked to receive mine-protected vehicles,” he tells BILD. “But the Germans didn’t have a choice,” said the official, who wished to remain anonymous. They were therefore satisfied with the lightly armored variant. “For tasks far away from the front,” said the official.
Government circles also say that FFG's offer was communicated as an “alternative to Rheinmetall's 'Fuchs'. Of course we assumed that the offer would come with mine protection like the fox.”
▶︎ But it's not just the vehicles' far too little armor that raises questions.
The place of manufacture
Last June, the Federal Ministry of Defense told BILD: “The contractor, the company FFG, is equipping the 66 contractually agreed vehicles in Germany as a licensed construction company.”
In response to another BILD request, the BMVg announced in February 2024: “The procedure as a licensed construction was explained by the FFG company as part of the project planning. Manufacture/supply of the chassis by Ford, USA. Manufacture of the body components by “The Armored Group”, USA, delivery of the components to Germany and final assembly in Germany to enable the value chain in Germany.”
But documents and statements from arms insiders available to BILD say something completely different.
Accordingly, FFG passed the order on to the German division of the US defense company “The Armored Group” called “TAG Germany”. Through several intermediaries in the United States, the order finally ended up with “TAG Middle East”, a weapons company in the United Arab Emirates.
According to BILD information, the factory there built all 66 “FFG APC” or better “BATT UMG”, as the vehicles are actually called, and delivered the finished vehicles to Ukraine - possibly with a stopover in Flensburg. According to information from defense circles and internal documents that BILD was able to see, not a single vehicle was manufactured in Germany.
In response to a BILD query, the Federal Ministry of Defense said: “The BMVg has no information that these agreements are not being adhered to.”
▶︎ The BMVg-FFG deal is also extremely questionable when it comes to the costs (for the German taxpayer).
The price
BILD was able to view the purchase contract of a BATT UMG customer. It shows that the vehicles delivered from Germany to Ukraine have a unit price of 185,000 to 208,000 euros.
A publicly available press release from “The Armored Group” from June 2022 also shows that, even including transport and with a destination in Ukraine, you no longer have to pay 215,000 euros per vehicle .
Secret documents from the Federal Ministry of Defense (VS - For Official Use Only) show, however, that the Federal Ministry of Defense paid FFG a "unit price of EUR 600,000 per vehicle" - around EUR 40 million in total.
A discrepancy that causes CDU defense expert Roderich Kiesewetter to shake his head.
Kiesewetter said to BILD: If it turns out that poor-quality armored vehicles were purchased and delivered to Ukraine at almost three times the usual market price, that would be doubly problematic. Firstly, scarce transition funds are being burned unnecessarily. Secondly, this is done on the backs and endangerment of Ukrainian soldiers.”
While the Ministry of Defense did not want to confirm the unit price of 600,000 euros to BILD, a spokesman explained: "The price-performance ratio for the entire system, which is ready for use, was assessed as justified as part of a plausibility check."
▶︎ Kiesewetter nevertheless calls for “both an internal investigation of the business transaction and an audit by the Federal Audit Office” in order to clarify the difference between the market price and the price paid of more than 25 million euros.
In addition, against this background of the BMVg-FFG deal, it is “still highly questionable why the federal government refuses to deliver 100 available FUCHS armored transport vehicles and instead releases less protected vehicles”.
BILD confronted both the “Flensburger Fahrzeugbau Gesellschaft” (FFG) and three other involved TAG Group companies with the research results. So far, however, without any reaction.
