House Democratic leaders urged colleagues Tuesday to focus on health care and other issues of greater concern to voters following the completion of the special counsel’s report, even as some members argued they need to do more to hold President Trump accountable.

Many Democrats appeared eager to pivot back to health care, an issue that cut their way during last year’s midterm elections, after a summary of special counsel Robert S. Mueller III’s report suggested it was far less damaging to Trump than many had expected.

Democrats planned to roll out new health-care legislation Tuesday afternoon and saw an opportunity to capi­tal­ize politically from a new legal filing by the Justice Department late Monday that said the Trump administration backs a full invalidation of the Affordable Care Act.

“This is actually an opportunity for us to speak to the American people with clarity: They say one thing, and they do another,” House Speaker Nancy Pelosi (D-Calif.) said of Republicans, adding that the new Democratic plan would “stop the sabotage” of former president Barack Obama’s signature health-care law.

House Budget Committee Chairman John Yarmuth (D-Ky.) said Sunday’s release of the summary of Mueller’s findings has forced Democrats to refocus on their legislative agenda.

“That’s always been our priority, but I think now everybody feels it’s much more important that we show the American people that that’s what we’re doing rather than talking about it,” he said.

Nearly a year after imposing stiff tariffs on foreign metals, the United States is pressing Canada and Mexico to agree to permanent limits on the amount of steel and aluminum they export to America each year.

The demand, reiterated in meetings with Canadian officials this week, has been rejected by Canada and Mexico and is eliciting opposition from American companies that use foreign steel and aluminum in their products.

The dispute is further complicating efforts to finalize a new North American Free Trade Agreement, which faces a long battle in Congress and must be ratified by legislators in all three nations. Canada and Mexico had hoped that President Trump would remove the tariffs last year, when the three countries agreed on a new trade deal known as the United States-Mexico-Canada Agreement. That did not happen, and Mexico and Canada are now demanding that the United States drop the levies as a condition of ratifying the deal.

But Mr. Trump’s advisers appear hesitant to do away with what they see as a source of leverage with Canada and Mexico. Democrats, who now control the House, have made clear they will not approve the new agreement without changes that could require all three countries to sign off, and the White House may use the tariffs as a cudgel to force Canada and Mexico to agree to any alterations.

On Monday, Chrystia Freeland, the Canadian foreign minister, called the tariffs “illegal and unjust” and “completely unacceptable.” Ms. Freeland’s comments came after she left a meeting with Robert Lighthizer, the United States trade representative, that focused mainly on the tariffs.

Ms. Freeland said Canadians would be “really troubled” with the prospect of moving forward to ratify the new trade pact while the tariffs were still in place. “To a lot of Canadians, it just doesn’t make sense,” she said.

To try to resolve the impasse, the Trump administration has proposed switching Canada’s current 25 percent tariff on steel and 10 percent tariff on aluminum to a quota system, in which a specific amount of Canadian metal would be allowed into the United States each year, people familiar with the discussions say.

But Canada has rejected that idea, as have American companies that use foreign steel and aluminum in their products — from beer brewers to jet makers. They argue that capping metal imports at a specific level would be more disruptive than tariffs and could result in steep price increases or a scarcity of metals.

The United States and Mexico are locked in similar negotiations over American tariffs on Mexican metal. Jared Kushner, the president’s son-in-law and a senior White House adviser, traveled to Mexico last week to discuss the tariffs, the new trade deal and investment.

On Tuesday, associations representing the aluminum industry in all three countries sent a letter to Mr. Trump asking for their industries to be exempted from any tariff or quota. “Replacing a tariff with a quota on aluminum imports in North America would be highly detrimental,” the letter said.

The 1973 law made some allowances for medical concerns, but a 2015 amendment that narrowed those exemptions prompted abortion rights groups to file a lawsuit in 2016.

U.S. District Judge William Osteen sided with the advocacy groups this week, writing that courts across the country have struck down “week- or event-specific abortion bans” and North Carolina’s is no different.

Under the ruling — which will take effect in 60 days, pending an appeal from the state or revised legislation — women will be able to seek abortions at any point before a doctor determines the fetus is “viable” and could be able to survive outside the womb.

Those pushing for greater access to abortions cheered the decision, which comes amid a swell of new restrictions from GOP-led statehouses elsewhere.

“This decision is just a reminder of what the law is,” said Andrew Beck, an ACLU attorney who was one of the lawyers fighting the North Carolina law, in an interview with The Washington Post. “Politicians shouldn’t be meddling with women’s health in a way that’s actually illegal. This decision puts the health and well-being front and center”

The bill, unveiled by Democratic Representative Pramila Jayapal from Washington state, would transition the U.S. healthcare system to a single-payer “Medicare for All” program funded by the government in two years. The legislation is the party’s most high-profile and ambitious single-payer proposal in the new Congress and has more than 100 co-sponsors, many from the party’s progressive flank.

It is unlikely to gain the support of any Republicans in the House or the Senate, who have derided single-payer healthcare as a socialist policy and oppose government interference in healthcare. It also remains unclear whether Democratic House Speaker Nancy Pelosi will bring the legislation up for a vote.

“Americans are literally dying because they can’t afford insulin or they can’t get the cancer treatment they need,” Jayapal said on a call with reporters on Tuesday. “There are some things that should not be provided through the for-profit market.”

Medicare currently serves about 60 million Americans who are age 65 or older, or disabled. Jayapal’s legislation would eliminate the age threshold. The new Medicare would not require any beneficiaries to pay premiums or deductibles and would not charge patients co-pays or out-of-pocket costs after receiving care.

It does not include new or increased taxes or other additional revenues to pay for the healthcare overhaul. Jayapal said possible ways to pay for the bill include a tax on millionaires and billionaires, employer premiums and closing tax loopholes for the wealthy.
