Prosecutors working for special counsel Robert S. Mueller III have intensively scrutinized Paul Manafort’s activities after President Trump’s election — including after Manafort was criminally charged — and indicated they have extensive details not yet made public about Manafort’s interactions with former Russian aide Konstantin Kilimnik and others, a Tuesday court filing showed.

Although heavily redacted, the documents state that Manafort, Trump’s former campaign chairman, claimed he was trying to get people appointed in the new presidential administration. The filing also states that in another Justice Department investigation, Manafort provided information that appears related to an event while he was with the campaign in August 2016.

Prosecutors also showed keen interest in a $125,000 payment made in June 2017 that Manafort characterized in three ways that were contradicted, the filing says, by his tax filings and exchanges with his tax preparer.

Prosecutors filed a 31-page affidavit from an FBI agent, plus another 406 nearly fully blacked-out exhibits, after a federal judge last week ordered them to lay out the “factual and evidentiary basis” for their claims that Manafort lied repeatedly after his plea deal and has breached his cooperation agreement.

The filing in federal court in Washington asserts that Manafort shifted answers to questions posed by the FBI and Mueller probe investigators, prompting his lawyers to pull him aside on several occasions to review statements.

In one interview with investigators and prosecutors in October 2018, the filing states, Manafort’s attorneys requested a break to speak with Manafort after he contradicted his prior statement — even after his lawyers had shown him a typewritten summary of it.

The statement came in a separate criminal investigation by a U.S. attorney outside the District and described events around an incident that Manafort said occurred before he left the Trump campaign on Aug. 19, 2016, according to information in the new filing.

Manafort’s attorneys have previously said that any misstatements on his part after his plea agreement were unintentional.

Manafort, 69, pleaded guilty in September in federal court in Washington to charges that he conspired to cheat the Internal Revenue Service, violate foreign-lobbying laws and tamper with witnesses. Separately, a jury in federal court in Virginia convicted Manafort in August of bank and tax fraud.

He is awaiting sentencing in both cases.

Manafort’s defense team disclosed the nature of several of the disputed statements made to prosecutors after his cooperation agreement in sections of a court filing made public Jan. 8. The filing, entered under seal the day before, included passages that were supposed to be redacted but instead erroneously revealed that Manafort shared 2016 polling data with Kilimnik, a Russian employee who began working for Manafort’s consulting business in 2005.

The FBI says Kilimnik was linked to Russian intelligence, according to information prosecutors filed last year in court.

The botched redactions did not make clear the source of the polling information but indicate a pathway by which the Russians could have had access to Trump campaign data.

Kilimnik, who is believed to be in Moscow, was charged in June with conspiring with his former boss to obstruct Mueller’s investigation.

According to other bungled redactions in the defense team’s filing, Mueller has accused Manafort of lying about his contacts with Kilimnik, including discussions Manafort and Kilimnik had about a Ukrainian peace plan during the 2016 campaign; a meeting between the pair while they were in Madrid; and Kilimnik’s alleged role in the witness tampering effort to which Manafort pleaded guilty.

Separately, prosecutors had accused Manafort of lying about having no contact with Trump administration officials after they took office — allegations repeated in the redacted Tuesday filing.

In the filing, prosecutors said files in Manafort’s computer showed that in March 2018 — four months after being indicted — Manafort was in contact with a senior administration official and authorized another person via text message to speak with a White House official on May 26.

“If I see POTUS one on one next week, am I ok to remind him of our relationship?” one person texted Manafort that day, prosecutors revealed in Tuesday’s filing.

Manafort responded, “Yes” and “Even if not one on one.”

Manafort’s attorneys previously have called the allegation about contact with a senior administration official hearsay. They said that the other exchange involved a person “asking permission to use Mr. Manafort’s name as an introduction in the event the third-party met the President,” which “does not constitute outreach by Mr. Manafort to the President.”

Prosecutors allege that Manafort has told “multiple dis­cern­ible lies” in the course of 12 interviews and two grand jury appearances since he pleaded guilty in September to conspiring to defraud the United States and conspiring to obstruct justice through his undisclosed lobbying for a pro-Russian politician in Ukraine.

Judge Amy Berman Jackson of the U.S. District Court for the District of Columbia set a Jan. 25 hearing to determine whether Manafort breached a plea deal in which prosecutors agreed to recommend leniency that could slice years from Manafort’s time behind bars if he cooperated fully and truthfully with them.

The longtime Republican consultant already faces a possible maximum 10-year prison sentence in his District case under federal guidelines for conspiring to cheat the IRS, violate foreign-lobbying laws and tamper with witnesses. That time could come in addition to his punishment for the tax and bank fraud charges in Virginia.

Manafort faces sentencing March 5 on the charges in Washington and Feb. 8 on those in Alexandria.

His attorneys wrote that Manafort had trouble recollecting certain details partly because solitary confinement at the Alexandria jail has “taken a toll on his physical and mental health.”

Gates has answered questions specifically about Psy Group, an Israeli firm that ex-employees say drew up social media manipulation plans to help the Trump campaign, according to sources familiar with the questions. On Tuesday, Mueller’s team said that Gates was cooperating with “several ongoing investigations” in asking a federal judge to delay his sentencing for financial crimes he pleaded guilty to committing with former Trump campaign chairman Paul Manafort. One of the ongoing investigations is into possible Middle Eastern election influence, three people with knowledge of the probe told The Daily Beast.

A lawyer for Gates did not respond to requests for comment. Zamel’s lawyer declined to comment for this story, but previously said in other reports that Zamel cooperated with the special counsel’s office. The special counsel’s office declined to comment.

Gates requested proposals in 2016 from Psy Group that would help Trump in his campaign for president, The New York Times reported last year. Those proposals included social media manipulation tactics such as creating fake avatars to engage voters and Republican campaign delegates. Gates reportedly spoke about the proposals with George Birnbaum, a Republican consultant with connections in Israel. Former Psy Group employees who spoke with The Daily Beast said they only interacted with Birnbaum, whom they were introduced to by an intermediary, and did not have contact with Gates.

Mueller asked Gates whether the Trump campaign approached Psy Group, or whether Psy Group, through intermediaries like Birnbaum, approached representatives of the Trump team, according to two sources familiar with Gates’ cooperation.

Former employees of Psy Group told the Times they asked Washington-based law firm Covington and Burling if the plan violated laws that regulate foreign participation in American elections. Employees told The Daily Beast that the law firm said it was legal to proceed with the plan if the firm took certain steps to involve U.S. individuals. Covington and Burling did not comment for this story.

Psy Group employees told The Daily Beast they have been interviewed by the FBI, which asked about two Republicans other than Gates who had made overtures from Trump world to Psy Group in 2016. Both represented themselves as members of Trump’s inner circle and were introduced to Psy Group by “brokers,” including Birnbaum, the former employees said. Former employees said they could not reveal the names, citing non-disclosure agreements. (Psy Group is in the process of liquidation.)

It is unclear if Zamel or Psy Group ever carried out the campaign for Trump.

At the same time, Zamel had his own discussions with Trump associates. The special counsel’s office has examined whether Zamel’s interactions with the Trump team, and his conversations about a plan to help Trump win the election, overlapped or coincided with conversations Psy Group employees had with Birnbaum and Gates.

Zamel told employees he used Psy Group material in conversations with Trump associates, the employees said.

“Joel is a very secretive guy, he holds all his cards very close to the chest,” one former employee said. “It’s very possible he was running some sort of side operation that used Psy resources but didn’t include the staff.”

Mueller’s team is still actively looking at Zamel’s interactions with the Trump team beyond Psy Group, according to sources familiar with Gates’ cooperation.

After the election, Zamel helped craft a plan a plan for regime change in Iran. The Daily Beast was the first to report the meeting, which included Zamel, Nader, incoming national security advisor Flynn, and a Saudi general, Ahmed al-Assiri. During this time, Nader was also promoting a plan for the U.S. to carry out economic sabotage against Tehran. The meeting appears to be part of Saudi and Emirati efforts to lobby the incoming Trump administration against Qatar and Iran, their top regional competitors.

The special counsel’s office is also probing a payment made from Zamel to Nader for $2 million after the election. Mueller has questioned multiple witnesses, including Gates, about that payment, according to three sources with knowledge of his team’s questioning.

Mueller’s team is also examining whether foreigners illegally donated to Trump’s inaugural committee via American intermediaries leading up to Trump taking office. One matter of interest is a breakfast meeting that took place at the Trump International Hotel in Washington three days before the presidential inauguration. That event included Flynn, then-House intelligence committee chairman Rep. Devin Nunes (R-CA) and GOP mega donors. Dozens of foreign officials, including those from the UAE, Saudi Arabia, Israel and Qatar, were invited to the event.

Mueller III, will release a report of his findings that will serve as the definitive explanation of how Russia interfered in the 2016 election and whether President Trump or his associates coordinated with Moscow.

But there is no such guarantee. The law does not require the Justice Department to release a report, and Mr. Mueller has been silent on the issue. Mr. Trump’s nominee for attorney general, William P. Barr, said at his confirmation hearing on Tuesday that he wanted to release as much of what Mr. Mueller found as possible. But he said he needed to learn more about the report and the regulations that govern his releasing information from it before deciding what to do about disclosing the findings.

That answer did not satisfy leading Senate Democrats, who said on Wednesday that they would oppose Mr. Barr’s nomination unless he agreed to release the entire report Mr. Mueller produces, except for redactions of sensitive national security information.

Why do people assume that a Mueller report is coming?

Because the government has issued plenty of big reports after important investigations into national catastrophes and scandals. Commissions that investigated the Sept. 11 attacks and the failure to find weapons of mass destruction after the invasion of Iraq, for example, produced book-length public reports that became part of the historical record.

Similarly, Ken Starr, the independent counsel who investigated President Bill Clinton over the Whitewater and Monica Lewinsky scandals, gave Congress a long report that lawmakers voted to make public. It provided a detailed narrative description of the evidence, including lurid sexual details, and extensive legal analysis of potential crimes by the president.

That does not always happen. Nearly a half-century ago, the special counsel investigating President Richard M. Nixon over the Watergate scandal, Leon Jaworski, had a grand jury send to Congress a terse report containing spare factual statements with citations of evidence and no legal analysis. This report, known as the “Road Map,” was kept secret until last year.

But Mr. Mueller is working under a different set of rules than any of those investigators.

What do the current rules say?

In 1999, partly in reaction to perceptions that Mr. Starr had overreached, Congress let the independent counsel law expire. The Justice Department wrote new regulations allowing for special counsels who can investigate high-level executive-branch wrongdoing with some day-to-day independence but ultimately under the supervision of the attorney general.

The officials who wrote the regulations sought to prevent the sort of “extravagant” steps Mr. Starr had taken in writing his report, according to Neal Katyal, a former Justice Department official who drafted the rules.

“There is no doubt that when you are writing regs like that in the midst of a really public thing like the Starr Report, it’s going to influence your thinking, and definitely it did,” he said. “There were concerns about the privacy violations that occurred in the Starr Report.”

The regulation instructs Mr. Mueller to give the attorney general “a confidential report” when he has finished his investigation explaining his decisions about whom to prosecute and whom not to charge. The attorney general, in turn, must send a report to Congress explaining why the work has concluded. The attorney general is also free to decide that issuing that report would be in the public interest, as long as it is released lawfully.

The Justice Department’s explanation of the special counsel regulations, filed in the Federal Register in 1999, criticized the old independent counsel law’s system where prosecutors filed reports directly to Congress that typically were made public, as in the Starr investigation.

Instead, officials called for special counsels to write confidential summaries to the attorney general about their charging decisions and for the attorney general’s report to Congress to be a “brief notification” that the investigation was closed and why.

To be sure, Mr. Mueller has already disclosed significant investigative findings by writing and unsealing lengthy narrative indictments, especially of Russians involved in the operations to manipulate American social media and hack Democratic emails. But that method has limited value for understanding the actions of people he does not indict.

How does Barr view the issue?

He has said he is still trying to figure it out.

While Mr. Barr repeatedly emphasized that he wants to make public as much information as he can about the special counsel investigation, he stopped short of making commitments — emphasizing that certain rules might hamstring him and that he had not yet been briefed on Mr. Mueller’s investigation. He also said he wanted to speak to Mr. Mueller and Rod J. Rosenstein, the deputy attorney general who appointed the special counsel, to see what they were already thinking.

“I don’t know what, at the end of the day, what will be releasable,” he said at his confirmation hearing. “I don’t know what Bob Mueller is writing.”

Mr. Barr left open possibilities including drafting his own summary of the findings, should he be confirmed as attorney general, as expected.

“There are different reports at work here,” Mr. Barr said. “Under the current regulations, the special counsel report is confidential, and the report that goes public would be a report by the attorney general.”

That answer failed to placate Democrats and left confusion about his ultimate intentions. On Wednesday, one of the witnesses at his hearing, Neil Kinkopf, a Georgia State University law professor and former Justice Department official in the Obama and Clinton administrations, flagged the ambiguity with concern, saying Mr. Barr seemed to be interpreting the regulation to mean that the attorney general should release his own report, not turn over Mr. Mueller’s.

What information might Barr withhold?

Whether Mr. Barr ends up relaying a redacted version of Mr. Mueller’s report or instead writes his own, he most likely will have to keep grand jury testimony secret.

He also may withhold classified information that could reveal intelligence sources and methods still being used to spy on the Russian government, like any moles or wiretaps.

Mr. Barr also noted that the Justice Department typically keeps confidential so-called declination memos where prosecutors explain what they uncovered about anyone they decide not to prosecute.

On Wednesday, Mr. Kinkopf noted that the Justice Department had taken the position that sitting presidents could not be indicted while in office. If Mr. Barr strictly enforces the view that department policy forbids putting out negative information about people whom prosecutors declined to charge, he said, that would prevent Justice Department officials from releasing information about Mr. Trump’s actions.

Mr. Katyal said there was one way around that. The special counsel regulation requires Mr. Barr to tell Congress about any instance in which he overruled a step Mr. Mueller proposed, so if Mr. Mueller were to suggest indicting Mr. Trump, the attorney general report would have to discuss that.

How else can we find out what Mueller learned?

For one thing, information could leak to the news media. If any Mueller report is leaked, that would most likely cause a firestorm, especially if it contained unredacted classified information and evidence subject to grand-jury secrecy rules.

The House Judiciary Committee, now controlled by Democrats, could also seek to subpoena the report. If Mr. Trump asserts executive privilege to avoid turning it over, the House could ask a judge to order it handed over.

House Democrats could similarly seek to subpoena Mr. Mueller to testify about his findings. Mr. Trump could also seek to gag Mr. Mueller by invoking executive privilege, although it is not clear that he would succeed.

Could Trump block or edit a report to Congress?

The president’s personal lawyer Rudolph W. Giuliani has suggested that in addition to potentially invoking executive privilege, the White House may seek to edit a report that will go to Congress “so we can correct it if they’re wrong.”

Mr. Barr said on Tuesday that he would not allow such a move: “That will not happen.”

Trump told then-White House Chief of Staff John F. Kelly and then-Office of Management and Budget Director Mick Mulvaney that he did not want a single dollar going to Puerto Rico, because he thought the island was misusing the money and taking advantage of the government, according to a person with direct knowledge of the discussions who spoke on the condition of anonymity to describe sensitive internal deliberations. Instead, he wanted more of the money to go to Texas and Florida, the person said.

“POTUS was not consolable about this,” the person said.

Patenaude told White House budget officials during an early December meeting in the Situation Room that the money had been appropriated by Congress and must be sent, according to two people with direct knowledge of the meeting. She assured them that HUD had proper oversight of the funds.

During the first day of his confirmation hearing, William Barr described telling the President the first time he met him in June 2017 that he was friends with Mueller, referring to him on a first name basis.

"I told him how well I knew Bob Mueller and that the Barrs and Muellers were good friends and would be good friends when this was all over," Barr said. "Bob is a straight-shooter and should be dealt with as such."

While Barr said during his hearing that Trump "was interested" in hearing about the friendship, the details that emerged this week caught the President off guard, the three sources said. He bristled at Barr's description of the close relationship, complaining to aides he didn't realize how much their work overlapped or that they were so close.

There is no indication Trump's surprise will jeopardize the nomination, however.

Later, Trump privately rationalized the relationship between Barr and Mueller as stemming from both having worked in the Washington legal establishment for years, according to one of the people.

"I have known Bob Mueller for 30 years," Barr said Tuesday. "We worked closely together throughout my previous tenure at the Department of Justice under President Bush. We've been friends since. On Tuesday, Barr repeatedly sought to reassure senators that he would not interfere with Mueller's investigation, claiming he wouldn't be "bullied" into doing anything he deemed improper.

"I am not going to do anything that I think is wrong, and I will not be bullied into doing anything I think is wrong," Barr told the panel. "By anybody. Whether it be editorial boards, or Congress or the President. I'm going to do what I think is right."

For more than eight hours, Barr, 68, appeared at ease, rarely wavering from a measured tone despite facing extraordinary questions into how he would handle the probe that could imperil the presidency. Under a Republican-controlled Senate, and needing only a simple majority vote, Barr seems all but certain to be confirmed to the same post he held under President George H.W. Bush.

Many of the senators' questions regarded the Mueller probe, which Barr would oversee as attorney general. Barr pledged to release "as much as I can" of Mueller's findings to the public, to provide Mueller with the resources and time to finish the job, to not terminate Mueller without good cause and to notify Congress if he denied a major request during the investigation. He said he would resign "if someone tried to stop a bonafide, lawful investigation to try to cover up wrongdoing."
