bad because
1 doesn't admit he HAS the discretion to release the report
2 refers to providing "information" not providing Mueller report
Barr also admits (implicitly) that "confidential" under reg. is only in reference to Mueller reporting on his "prosecutive and declination decisions" (Barr's words).
But a core part of a Mueller work is counterintel findings on collusion. Not those criminal decisions.
