Dianne Feinstein slams criminal referral: 'Not a single revelation in the Steele dossier has been refuted'

Senate Judiciary Committee Ranking Member Dianne Feinstein, D-Calif., slammed the criminal referral of Christopher Steele by Sens. Chuck Grassley, R-Iowa, and Lindsey Graham, R-S.C., saying it has numerous “flaws” and “omits key facts.”

In a five-page analysis released Friday, Feinstein says the criminal referral is “not based on any allegation” that Steele, the author of the infamous Trump-Russia dossier, lied to FBI investigators about former Trump aide Carter Page, or what was included in the dossier.

“[N]either provide any evidence that any of the information in Steele’s dossier is wrong. Instead, the referral is limited to a single baseless allegation: that Steele lied about his contacts with the press,” the analysis says.

This week Grassley made public more details from the Jan. 4 unclassified criminal referral of Steele. The referral asks the Department of Justice to investigate whether Steele lied to FBI investigators about his communications with the press.

The referral, which was first released in heavily redacted form on Monday, appears to confirm some level of coordination between the extended Clinton circle and the Obama administration in the effort to seek damaging information about then-presidential candidate Donald Trump.

The less-redacted referral fails to provide further illumination on the memo mentioned in the dossier obtained by BuzzFeed, which laid out how Steele allegedly received information from "a foreign sub-source who is in touch with [redacted], a contact of [redacted], a friend of the Clintons, who passed it to [redacted]" — redactions that appeared in the first issuance of the referral.

The unredacted referral does discuss the controversial Foreign Intelligence Surveillance Court applications seeking permission for the government to spy on Page.

Feinstein’s analysis claims the Grassley-Graham referral omits “key facts,” because they failed to modify the referral “before and after” the Justice Department provided the committee with documents about its interactions with Steele. This includes an Oct. 19, 2016, report that Steele received information from a “friend of the Clintons.” According to Feinstein, 14 of the 17 memos within the Steele dossier were created by him before the Oct. 19. report.

Feinstein’s analysis concludes that the criminal referral “fails to make a case” that Steele actually lied o the FBI.

“The criminal referral contains no new information. All the information in the criminal referral was already available to the FBI and the Department of Justice,” the analysis concludes. “In fact, the referral relies on publicly available information and information that was provided to Congress from DOJ and the FBI.”

In a statement accompanying the analysis, Feinstein said the Grassley-Graham referral has goals that include “undermining the FBI and Special Counsel [Robert] Mueller’s investigation, attacking Christopher Steele and deflecting attention from collusion and obstruction of justice investigations.

“Not a single revelation in the Steele dossier has been refuted. Unfortunately, the claims in the criminal referral rely on classified information, so it’s difficult to fully repudiate them here. However, as much as possible using unclassified information, the following points lay out the flaws in the criminal referral,” she said.

The Justice Department has not yet publicly commented on the Grassley-Graham referral.

American Spies Paid $100,000 to Russian Who Wanted to Sell Material on Trump

quote:
After months of secret negotiations, a shadowy Russian bilked American spies out of $100,000 last year, promising to deliver stolen National Security Agency cyberweapons in a deal that he insisted would also include compromising material on President Trump, according to American and European intelligence officials.

The cash, delivered in a suitcase to a Berlin hotel room in September, was intended as the first installment of a $1 million payout, according to American officials, the Russian and communications reviewed by The New York Times. The theft of the secret hacking tools had been devastating to the N.S.A., and the agency was struggling to get a full inventory of what was missing.

Several American intelligence officials said they made clear that they did not want the Trump material from the Russian — who was suspected of having murky ties to Russian intelligence and to Eastern European cybercriminals. He claimed the information would link the president and his associates to Russia. But instead of providing the hacking tools, the Russian produced unverified and possibly fabricated information involving Mr. Trump and others, including bank records, emails and purported Russian intelligence data.

The United States intelligence officials said they cut off the deal because they were wary of being entangled in a Russian operation to create discord inside the American government. They were also fearful of political fallout in Washington if they were seen to be buying scurrilous information on the president.

The Central Intelligence Agency declined to comment on the negotiations with the Russian seller. The N.S.A., which produced the bulk of the hacking tools that the Americans sought to recover, said only that “all N.S.A. employees have a lifetime obligation to protect classified information.”

Fox removes 'Darker, Gayer, Different' Olympics column

Fox News has taken down a column on its website penned by executive editor John Moody that argued the U.S. Olympic Committee (USOC) wants to change the games' motto to “Darker, Gayer, Different."

The network said in a statement to The Hill that the "column does not reflect the views or values of FOX News."

In the column, which was published Thursday on Fox News's website, Moody wrote, “Unless it’s changed overnight, the motto of the Olympics, since 1894, has been ‘Faster, Higher, Stronger.’ It appears the U.S. Olympic Committee would like to change that to ‘Darker, Gayer, Different.’ If your goal is to win medals, that won’t work.”

Moody also scolded a USOC official for embracing the diversity of U.S. team, stating the official gave an “embarrassing laundry list of how many African-Americans, Asians and openly gay athletes” are on the American Olympic squad.

“No sport that we are aware of awards points — or medals — for skin color or sexual orientation,” Moody wrote.

Moody's perspective was sparked by a statement by Jason Thompson, the USOC’s director of diversity and inclusion, who told The Washington Post on Feb. 4 that while the 2018 U.S. team is more diverse than other rosters in the past, “We’re not quite where we want to be.”

“I think full-on inclusion has always been a priority of Team USA,” Thompson told the Post. “I think everybody’s always felt it should represent every American.”

Moody argued that Olympians should be chosen by merit and asked if the selections were based on "the best publicity" instead.

“While uncomfortable, the question probably needs to be asked: were our Olympians selected because they’re the best at what they do, or because they’re the best publicity for our current obsession with having one each from Column A, B and C?” Moody wrote.

“Sorry,” Moody wrote. “ ‘Faster, Higher, Stronger’ still works better than ‘we win because we’re different.’ ”

A Fox News spokesperson said the column was no longer on the site and does not reflect the views of the news outlet.

“John Moody’s column does not reflect the views or values of FOX News and has been removed," the spokesperson said in an email.

A person familiar with the network's internal structure said Moody's title is only a formal one and editors were "too deferential" to vet the story using the usual checks and balances.

“Moody’s title is a formality and he has not performed that function for several years. Editors were too deferential to him given his longevity at the network and as a result did not put the column through the proper vetting process, which is why it was taken down,” the source said.

Moody, 64, joined Fox News upon the network's launch in 1996. He left in 2009 to lead Newscore, a global wire service owned by then-Fox News parent company News Corp.

Moody returned to Fox News in 2012 after Newscore was absorbed by Fox News.

The Olympics kicked off in Pyeongchang, South Korea on Friday.

The U.S. team sent 243 athletes to South Korea, including 10 African-American and 10 Asian-American competitors. A solid majority of the roster is white.

The team also boasts the first African-American long-track speedskater to represent the U.S. in addition to its first African-American hockey player.

Adam Rippon, the first openly gay American to qualify for the Winter Olympics, is also on the squad as a figure skater.

Kelly offers account of Porter exit that some White House aides consider untrue

quote:
White House Chief of Staff John F. Kelly on Friday morning instructed senior staff to communicate a version of events about the departure of staff secretary Rob Porter that contradicts the Trump administration’s previous accounts, according to two senior officials.

During a staff meeting, Kelly told those in attendance to say he took action to remove Porter within 40 minutes of learning that abuse allegations from two ex-wives were credible, according to the officials, who spoke on the condition of anonymity because discussions in such meetings are supposed to be confidential.

“He told the staff he took immediate and direct action,” one of the officials said, adding that people after the meeting expressed disbelief with one another and felt his latest account was not true.

That version of events contradicts both the public record and accounts from numerous other White House officials in recent days as the Porter drama unfolded. Kelly — who first learned of the domestic violence allegations against Porter months ago — issued a glowing statement of support for Porter’s personal character after the allegations first surfaced publicly Tuesday and privately urged him to remain on the job until the next day when his resignation was announced.

At Friday’s meeting, Kelly also told subordinates to convey to other White House aides that he cares about domestic violence, according to the officials.

White House spokesmen declined to comment on Kelly’s message at the staff meeting.

Daniel Dennett: ‘I begrudge every hour I have to spend worrying about politics’

quote:
[..]

The real danger that’s facing us is we’ve lost respect for truth and facts. People have discovered that it’s much easier to destroy reputations for credibility than it is to maintain them. It doesn’t matter how good your facts are, somebody else can spread the rumour that you’re fake news. We’re entering a period of epistemological murk and uncertainty that we’ve not experienced since the middle ages.

[..]

Sometimes, views can have terrifying consequences that might actually come true. I think what the postmodernists did was truly evil. They are responsible for the intellectual fad that made it respectable to be cynical about truth and facts. You’d have people going around saying: “Well, you’re part of that crowd who still believe in facts.”

[..]
danieldennett twitterde op zaterdag 21-01-2017 om 19:27:59 I envy Republican senators. How often do people get a chance to be a hero without risking their lives? Be brave. Do the right thing. reageer retweet
Every Republican senator has an opportunity to grow a spine and stand up for truth and justice and the rule of law. My other hope is that if Trump has to choose between being president and being a billionaire, I think he may just resign.

[..]

I’ll tell you one thing that surprised me. There’s a higher order principle that I thought would be more important than has turned out to be the case. I’ll give you an example: why do advertisements cost so much at the Super Bowl? Answer: it’s not just that millions of people are watching but that millions of people, hundreds of millions of people, know that hundreds of millions of people are watching. And that gives it additional credibility. And the web isn’t like that. But when you’ve got Trump tweeting to millions of people at a time, they know that he’s tweeting to millions at a time. He’s getting one of the advantages of this credibility effect without the disadvantages. So the siloing effect is really very unnerving. This is one of the features of the new transparency that is most worrying. No sooner do we develop the hardware to give the globe a nervous system than we spoil it. We’re at great risk of going blind.

A shadowy Russian tried to lure US officials into falling for ‘kompromat’ on Trump

quote:
In a bombshell report published Friday, The New York Times found that American spies paid thousands of dollars to a Russian with shady connections in an effort to recover stolen cyberweapons. But instead of receiving the cyberweapons in return, they were handed dubious “kompromat,” or compromising material, on President Donald Trump.

[..]

US officials made it clear to the Russian intermediary that they were not interested in the kompromat he was offering on Trump. Moreover, the report said, upon closer examination of the materials the Russian provided, counterintelligence officials found that they did not bear the hallmarks of a Russian intelligence product.

Rather, they appeared to have been pulled from public news reports. US officials therefore feared they were part of a disinformation campaign aimed at stoking tensions over the Steele dossier, which the FBI is using as a “roadmap” while it investigates Russia’s interference in the 2016 election.

Russian cyberspies pursuing the secrets of military drones and other sensitive U.S. defense technology tricked key contract workers into exposing their email to theft, an Associated Press investigation has found.

What ultimately may have been stolen is uncertain, but the hackers clearly exploited a national vulnerability in cybersecurity: poorly protected email and barely any direct notification to victims.

The hackers known as Fancy Bear, who also intruded in the U.S. election, went after at least 87 people working on militarized drones, missiles, rockets, stealth fighter jets, cloud-computing platforms or other sensitive activities, the AP found.

Russia pushes more ‘deep state’ hashtags

quote:
Following the success of #ReleaseTheMemo, Russian-influenced Twitter accounts seek to rile up Trump supporters with new messages, analysts say.

After the success of the viral #ReleaseTheMemo campaign, Russian-influenced Twitter accounts are test-running other hashtags designed to stoke anger, particularly among supporters of President Donald Trump, against “deep state” forces, according to analysts at Hamilton 68, a website that tracks Russian-influenced Twitter accounts.

Last weekend, a host of new hashtags trended in the network of accounts monitored by Hamilton 68, including #fisagate, #obamadeepstate, #wethepeopledemandjustice, #thememorevealsthecoup and even #obamaslegacyisobamagate.

None of those have taken hold, but the flurry of new efforts indicated to Bret Schafer, an analyst for the Alliance for Security Democracy, which runs Hamilton 68, that the Russians would continue to push issues related to the “deep state.”

“There’s still a ton of activity,” Schafer said. “It does look like they’re looking for the next hashtag. … They’re clearly looking for the next step in this process.”

Some of the hashtags tied former President Barack Obama to the “deep state” resistance against Trump, a clear attempt to play on political divisions.

Schafer said he typically doesn’t put too much stock in a single trending hashtag, but when six or seven on the same theme bubble up, it usually indicates a broader strategy, he said.

These new efforts follow the striking success of #ReleaseTheMemo, which benefited from a particularly intense push, said Jonathon Morgan, the CEO of New Knowledge, the cybersecurity firm that built the Hamilton 68 dashboard.

Overigens vrij ironisch dat Klappernoot haar punt gelijk bevestigd: :P

quote:
But I know that the medium of a well-written article just doesn’t reach people who don’t read long things. In this post, I refer to such people as “non-readers” or “infrequent readers.” I am fully aware that the website MediaBiasFactCheck, and the organization Pew Research, and media research departments at many universities have large sets of empirical data available to review, and that those sources are more reputable than *just me*. But non/infrequent readers don’t read those sources. What do they read? Memes, which are often just two juxtaposed pictures with a pithy, terrible, one-sentence argument placed on top in large white letters. Tweets in which arguments are limited to 140 characters. They also prefer to watch videos, like YouTube “documentaries,” no matter how deceptively edited or spun.

Memes and tweets and YouTube videos spread quickly. They don’t take any effort to read, and people are convinced by them. They base their viewpoints upon them IN PLACE of basing their opinions upon long written pieces. To the extent that infrequent readers read, they prefer short articles that confirm their biases. Because they read very little, their comprehension skills and ability to distinguish good writing from bad writing is low. This is true for infrequent readers across the political spectrum. All of this is extremely disturbing to me.

Many non/infrequent-readers prefer easily digestible, visual information. I wanted to take the landscape of news sources that I was highly familiar with and put it into an easily digestible, visual format. I wanted it to be easily shareable, and more substantive than a meme, but less substantive than an article. I cite the fact that it has been shared over 20,000 times on Facebook (that I know of) and viewed 3 million times on Imgur as evidence that I accomplished the goal of it being shareable. In contrast, maybe one-one millionth the amount of people will read this boring-ass article about my methodology behind it.

Many non/infrequent readers are quite bad at distinguishing between decent news sources and terrible news sources. I wanted to make this chart in the hopes that if non/infrequent readers saw it, they could use it to avoid trash. For those of you who can discern between the partisan leanings of The Economist and the Wall Street Journal, I have to say this chart was not primarily made for your benefit. You are already good at reading and distinguishing news sources.

Over infrastructure:

quote:
Trump finally launching $1.5T sales pitch
https://www.politico.com/(...)lion-403248?lo=ap_a1

The White House is rolling out President Donald Trump’s long-awaited infrastructure plan Monday, swinging for the fences with a $1.5 trillion initiative that is light on new federal dollars — but could inspire a wave of toll roads, ease decades-old regulations and permanently change cities’ and states’ expectations for assistance from Washington.

[...]

Trump is proposing to provide $200 billion for his plan over the next 10 years — “not a large amount,” he has conceded — paid for by unspecified cuts elsewhere in the budget proposal that the White House also plans to release Monday. That spending is meant to draw an additional $1.3 trillion or more in investments from cities, states, private investors and other sources.

[...]

However, many infrastructure advocates believe that the real fix that’s needed is a permanent new revenue stream, something Trump’s plan doesn’t address.

Oregon Rep. Peter DeFazio, the top Democrat on the House Transportation Committee, said in an address Friday that Trump's plan would "slash the federal commitment to a national infrastructure network."

"This is not a real infrastructure plan — it’s simply another scam, an attempt by this administration to privatize critical government functions, and create windfalls for their buddies on Wall Street," DeFazio said. "This fake proposal will not address the serious infrastructure needs facing this country, so our potholed roads will get worse, our bridges and transit systems will become more dangerous, and our tolls will become higher."
Vooral een hoop gebakken lucht dus.

Trump Says He Will Focus On Opioid Law Enforcement, Not Treatment

quote:
More than three months after President Trump declared the nation's opioid crisis a public health emergency, activists and health care providers say they're still waiting for some other action.

The Trump administration quietly renewed the declaration recently. But it has given no signs it's developing a comprehensive strategy to address an epidemic that claims more than 115 lives every day. The president now says that to combat opioids, he's focused on enforcement, not treatment.

Trump spent just over a minute of his 80-minute State of the Union address talking about opioids. In a speech this week in Cincinnati, he had a few more comments. The opioid epidemic, he said, "has never been worse. People form blue ribbon committees. They do everything they can. And frankly, I have a different take on it. My take is you have to get really, really tough, really mean with the drug pushers and the drug dealers."

The president's mention of "blue ribbon committees" sounds like a slam on one he convened last year, chaired by former New Jersey Gov. Chris Christie — the President's Commission on Combating Drug Addiction and the Opioid Crisis. The commission issued more than 50 recommendations. The administration has so far followed up on just a few of those recommendations.

SPOILER
Some officials and care providers who work on the frontlines of the opioid crisis, however, are scathing about what they see as a lack of action from the White House. Former Congressman Patrick Kennedy, who served on the White House opioid commission, says he's "incredulous" that, after declaring a public health emergency in October, the president still hasn't requested any money from Congress to combat the epidemic.

"I mean this is just a mental health crisis of the first order," Kennedy says, "and this administration has done nothing."

Here's what the administration has done so far:
o President Trump declared a public health emergency in October to deal with the opioid epidemic. The declaration brought no new money to fund the federal response.
o In November, President Trump announced he's donating his third-quarter salary -- about $100,000 -- to help the Department of Health and Human Services fight opioids.
o The Centers for Medicare and Medicaid Services announced a policy change in November that allows states to apply for waivers allowing them to use Medicaid to pay for residential drug treatment at facilities that have more than 16 beds. Some states are already taking advantage of that policy change.
o President Trump signed the Interdict Act in January giving federal agents additional tools for detecting fentanyl and other synthetic opioids at the border.
o Also this month, Attorney General Jeff Sessions announced an operation using medical data to crack down on pharmacies and doctors that dispense suspicious amounts of opioids.

Here are things critics point out the administration hasn't done:

o There is still no head of the Office of National Drug Control Policy. In October, Trump's nominee to the position, Rep. Tom Marino, R-Pa., withdrew his name after reports linked him with a bill that limited the DEA's ability to investigate abuses by opioid manufacturers and distributors.
o President Trump still hasn't nominated anyone to head the Drug Enforcement Agency.
o The administration hasn't asked Congress for any new funding to address the opioid epidemic.

Roughly 64,000 people died from drug overdoses in 2016, and data from the CDC indicates deaths are rising. Kennedy says what's needed is a coordinated federal response similar to the one in the mid-1990s -- when the U.S. spent $24 billion a year to address the HIV/AIDS crisis.

"We're talking about a major league crisis and they're taking credit for little things, while the whole country is burning down," Kennedy says.

Instead of a big boost in funding, the Trump administration is focused, in many cases, on cutting spending.

In the 2018 budget, the president recommended cutting the Office of National Drug Control Policy budget by 95 percent, and may do so again this year.

"It's very hard to make sense of," says Keith Humphreys, a professor of psychiatry at Stanford and former policy adviser to the drug czar's office in the Obama administration. "I mean, it's like closing a fire station in the middle of a wildfire."

A law signed by President Barack Obama that designated a billion dollars to help states combat opioids runs out of money this year. Humphreys has seen no sign President Trump intends to ask Congress to renew that funding.

"The 2018 budget had a $400 million cut to the Substance Abuse and Mental Health Services Administration, which is the lead agency that funds treatment in the United States," Humphreys says. "So, the administration's impulse seems to be not to spend more -- in fact to spend less."

The White House is preparing to act on one of the recommendations of its opioid commission--that it launch a campaign to educate the public, especially young people, on the dangers of opioids. The campaign is being developed not by the Office of National Drug Control Policy, but by a team in the White House led by Kellyanne Conway.

Trump claims the U.S. has spent $7 trillion in the Middle East. It hasn’t.

quote:
The president has made this claim (or one like it) several times — on the campaign trail, in interviews and in speeches. According to our fact checkers, Trump has repeated this number at least 21 times.

But . . . it is flat wrong.

Though estimates vary, experts say the United States spent about $1.8 trillion on the wars in Iraq and Afghanistan between 2001 and 2017. (Of course, Afghanistan is not actually in the Middle East, but Trump seems to be including that country in his calculation.)

More comprehensive assessments, which look at direct and indirect expenditures from the wars in Iraq, Afghanistan Pakistan and Syria, estimate the cost at about $3.6 trillion from 2001 to 2016, according to a Brown University study. That figure includes costs tied to veterans' care and disability benefits, along with “war-related additions” to the Department of Homeland Security, the Pentagon and the State Department.

As our fact checkers report, the number Trump is citing seems to come from another Brown University report, one that estimates future spending all the way out to 2050. His figure also seems to include, they write, matters such as “interest on the debt and veterans' care for the next three decades.” (A working paper from professors at Harvard Kennedy School estimated the wars in Iraq and Afghanistan would ultimately cost taxpayers $4 trillion to $6 trillion.)

Here is another thing about the president's tweet: Despite what he said on the campaign trail, Trump has expanded the war effort in Afghanistan. He approved a troop surge there, a decision that added billions to the overall cost of the war in that country. As my colleague Steven Mufson reported, Trump's “decision to send more troops will add billions of dollars a year to the already-towering war costs, which have topped $1 trillion in Afghanistan alone over the past 16 years. And the government will still be paying for war veterans' health-care costs for at least another half-century.”

Mufson wrote that U.S. spending in Afghanistan will rise to about $840.7 billion if the president's fiscal 2018 budget is approved. (That estimate comes courtesy of Anthony Cordesman, an expert at the Center for Strategic and International Studies.)
Tchockmaandag 12 februari 2018 @ 19:08

Inside Trump's $4.4 Trillion Budget: More Defense and Red Ink

quote:
President Donald Trump proposed a $4.4 trillion federal budget on Monday for fiscal 2019, a plan Congress is expected to all but ignore that would slash entitlements and other domestic programs in favor of higher spending on the military and immigration enforcement.

Trump again asked lawmakers for drastic reductions in environmental, research and diplomatic programs he’s long derided as wasteful: a 27 percent cut to the State Department; 34 percent to the Environmental Protection Agency; cost-cutting overhauls to Medicare and other social safety-net programs. That money would be partially diverted toward building a wall on the Mexican border and boosting defense spending.

The Pentagon would see an $80 billion increase in its budget, up 13 percent. Entitlement programs would see a $1.7 trillion cut over a decade, including $237 billion from Medicare.

The budget shows the 2019 deficit nearly doubling from projections last year, to $984 billion. The red ink would total $7.1 trillion over the next decade, the national debt would rise to nearly $30 trillion, and the budget would not balance. That assumes Congress adopts all Trump’s proposals, including spending cuts, and the economy doesn’t suffer a downturn for at least a decade.
SPOILER
800x-1.png
Any president’s budget proposal is customarily dismissed by Congress -- which controls the government’s purse strings, under the Constitution -- as a dead-on-arrival wish list. That’s especially true with this year’s document. Just last week, Congress passed its own bipartisan two-year budget agreement that increased caps for both domestic and defense spending.

The White House scrambled over the weekend to re-write its proposal to account for the deal, only increasing the likelihood that legislators dismiss Trump’s plan. The agreement boosts spending caps by $300 billion and provides $90 billion in emergency disaster aid.

SPOILER
Here’s a look at some of the highlights in the president’s plan:

Red Ink Flows Indefinitely

The congressional agreement on spending caps sets the stage for major increases in both defense and domestic accounts. OMB Director Mick Mulvaney, in a letter accompanying the budget, urged Congress to restrain domestic spending despite the agreement, citing the deficit.

Trump’s budget takes “money that the Democrats want to put to these social programs and move it to things like infrastructure, move it to things like opioid relief, move it to things that are in line with the president’s priorities so that if it does get spent, at least it gets spent to the right places,” Mulvaney said Sunday on Fox News.

The tax law that Trump signed in December is by itself projected to add more than $1 trillion to the deficit over the next decade. Domestic spending under the new caps Congress agreed to last week would add $680 billion in deficits over 10 years on top of red ink already in the budget, Mulvaney wrote. He proposed spending $57 billion less than the new cap.

Congress is all but certain to ignore that advice. Lawmakers are already working on a spending bill to meet the new caps and plan to present it to Trump by March 23, the next deadline to fund the government for fiscal 2018.

Fiscal conservatives will be dismayed that Trump’s proposal fails to balance the budget over the next ten years, hitherto Republican orthodoxy. Proposals to gut domestic programs are meanwhile anathema to Democrats.

Infrastructure Plan Relies on Private, Local Funding

The president’s infrastructure plan would reallocate $200 billion in federal funds over the next decade as seed money to spur states, local governments, and the private sector to finance public works projects. The administration estimates it would create as much as $1.5 trillion in investments. Ahead of the budget release on Monday, Trump met with state and local officials at the White House to tout the plan.

“We have some very exciting things to be talking about, things you’ve been waiting for for a long time, for many, many years, and now let’s see how badly you want it,” Trump said at the event. “We’re really way behind schedule, we’re way behind other countries. We always led the way for many, many years. Then a number of decades ago it slowed down, and over the last eight years and 15 years, to be honest, it’s come to a halt.”

A Wall and Thousands More Immigration Officers

The budget would dramatically increase U.S. immigration enforcement, a hallmark issue for the president. He wants $782 million to hire 2,750 new border and immigration officers and $2.7 billion to detain people who are in the country illegally. Trump also wants $18 billion over the next two fiscal years to build a wall on the U.S. border with Mexico -- a key point of contention in the ongoing legislative battle over people known as “Dreamers” who were brought to the country illegally as children.

Trump also envisions increasing spending on deportation proceedings, with the U.S. currently facing a backlog of some 650,000 cases. The proposal calls for $40 million to support 75 new immigration judges, and another $40 million for 338 new prosecutors at Immigration and Customs Enforcement. Trump would spend $253 million to complete a biometric entry-exit system that the administration says would better help identify terrorists and criminals.

Defense Boost Funds More Ships and Jets

The White House envisions a massive $80 billion boost to defense spending, by far the largest increase for any federal department. The proposal includes the purchase of new ships for the U.S. Navy and calls for adding 24 Boeing Co. F/A-18E/F Super Hornet jets in fiscal 2019 and 110 new jets over the next decade. It would fund 20 new missile defense interceptors and silos, a new “homeland defense radar” in Hawaii and, for the first time, a “salvo” test to fire two interceptors at once at an incoming target.

Trump’s overall national security budget -- which includes Energy Department nuclear weapons programs and defense-related activities at the FBI and smaller agencies -- would total $716 billion.

Fewer Diplomats, Less Foreign Aid

The budget once again guts U.S. diplomatic and foreign aid spending, cutting more than 29 percent -- about $17 billion -- from 2017 levels for the State Department and other international programs.

The administration says that by cutting foreign assistance, the U.S. would promote “self-reliance” among developing countries, ultimately ending their need for aid. The administration also said it would review contributions to multilateral organizations like the United Nations to evaluate if the spending “advances American interests.”

Some programs do survive the proposed cuts. The administration requests $4.6 billion for the protection of American diplomats and staff overseas and $8.2 billion to upgrade the State Department’s information technology. The budget also includes continued aid to Israel under the terms of a 10-year agreement reached last year.

And the construction of a new U.S. Embassy in Jerusalem “will be among the Department’s highest priority for capital security investments in FY 2018 and FY 2019,” according to the budget.

Opioid Epidemic Gains More Funding

Trump requested $13 billion in new funding to combat the opioid epidemic, which he has frequently cited as among his top domestic priorities. The president’s proposal includes $50 million for an anti-opioid media campaign, $50 million for overdose-reversal drugs to be distributed to emergency workers, and $100 million for prevention activities, including a state-based program to monitor painkiller prescriptions. Trump also envisions a $100 million public-private partnership between the National institutes of Health and the pharmaceutical industry to develop treatments for addiction, overdose reversal, and non-addictive painkillers.

The proposal also includes $85.5 billion in discretionary funding for the Department of Veterans Affairs -- nearly a 15 percent increase, one of the largest in the budget. That includes a 9.6 percent increase for veterans’ health services and $11.9 billion to expand health care options for former service members outside the VA system.

Health Care ‘Transition Away from Obamacare’

The budget proposes to “transition away from Obamacare” by changing the way Medicaid, the health program for the poor, is financed. The Affordable Care Act gave states the option to expand the program, in which spending is now relatively open-ended, to cover more people earning poverty-level wages. Trump would change Medicaid financing dramatically, giving states a choice between a per-person cap on federal payments under the program or a block grant. Either option would provide a fixed amount of money each year but with fewer federal rules on its use.

Trump also proposes to cut federal payments to home-health agencies and nursing homes by $80 billion over a decade and to reduce payments to hospitals by nearly $200 billion, including reductions for hospital-owned doctor’s offices.

Amtrak Funding Cut in Half

Funding for U.S. passenger rail would be cut in half under the budget proposal. The Trump budget proposes $738 million to fund Amtrak, which requires subsidies for routes that lose money -- a 51 percent cut.

The budget proposes that states step in to help fund money-losing Amtrak service. While revenues are up on the Northeast Corridor between Boston and Washington, most passenger rail service elsewhere in the country loses money.

The comparisons in this article are based on the enacted spending levels for fiscal 2017, the last year that figures for full funding of the government are available. The government has been operating on stopgap funding since Oct. 1, the beginning of fiscal 2018. While the White House provided an addendum to account for the spending deal Trump signed on Friday, numbers for some agencies and programs may be subject to change.

CIA Ex-Director Brennan's Perjury Peril

quote:
House Intelligence Committee Chairman Devin Nunes next plans to investigate the role former CIA Director John Brennan and other Obama intelligence officials played in promoting the salacious and unverified Steele dossier on Donald Trump -- including whether Brennan perjured himself in public testimony about it.

In his May 2017 testimony before the intelligence panel, Brennan emphatically denied the dossier factored into the intelligence community’s publicly released conclusion last year that Russia meddled in the 2016 election "to help Trump’s chances of victory.”

Brennan also swore that he did not know who commissioned the anti-Trump research document (excerpt here), even though senior national security and counterintelligence officials at the Justice Department and FBI knew the previous year that the dossier was funded by the Hillary Clinton campaign.

SPOILER
Last week, Nunes (R-Calif.) released a declassified memo exposing surveillance “abuses” by the Obama DOJ and FBI in their investigation of Trump’s ties to Russia. It said the agencies relied heavily on the uncorroborated dossier to take out a warrant to secretly surveil a Trump adviser in the heat of the 2016 presidential election, even though they were aware the underlying “intelligence" supporting the wiretap order was political opposition research funded by Clinton allies — a material fact they concealed from FISA court judges in four separate applications.

Nunes plans to soon release a separate report detailing the Obama State Department’s role in creating and disseminating the dossier -- which has emerged as the foundation of the Obama administration's Russia “collusion” investigation. Among other things, the report will identify Obama-appointed diplomats who worked with partisan operatives close to Hillary Clinton to help ex-British spy Christopher Steele compile the dossier, sources say.

“Those are the first two phases” of Nunes' multipart inquiry, a senior investigator said. “In phase three, the involvement of the intelligence community will come into sharper focus.”

The aide, who spoke only on condition of anonymity, said Nunes will focus on Brennan as well as President Obama’s first CIA director, Leon Panetta, along with the former president’s intelligence czar, James Clapper, and national security adviser, Susan Rice, and security adviser-turned U.N. ambassador Samantha Power, among other intelligence officials.

“John Brennan did more than anyone to promulgate the dirty dossier,” the investigator said. “He politicized and effectively weaponized what was false intelligence against Trump.”

Attempts to reach Brennan for comment were unsuccessful.

Nog een artikeltje over het budgetsvoorstel:
quote:
White House Proposes $4.4 Trillion Budget That Adds $7 Trillion to Deficits (NYTimes)

WASHINGTON — President Trump on Monday sent Congress a $4.4 trillion budget with steep cuts in domestic programs and entitlements, including Medicare, and large increases for the military, envisioning deficits totaling at least $7.1 trillion over the next decade.

The blueprint, which has little to no chance of being enacted as written, amounts to a vision statement by Mr. Trump, whose plan discards longtime Republican orthodoxy about balancing the budget, instead embracing last year’s $1.5 trillion tax cut and new spending on a major infrastructure initiative.

The plan does not completely embrace the two-year budget deal struck by Congress and signed by Mr. Trump last week to boost both domestic and military spending by $300 billion. Mick Mulvaney, Mr. Trump’s budget director, informed House Speaker Paul D. Ryan, Republican of Wisconsin, in a letter that the president is proposing to pour much of the increased domestic spending in that package into defense and fixing “some longtime budget gimmicks” that have added to the nation’s deficits.

“The administration does not believe these nondefense spending levels comport with its vision for the proper role and size of the federal government,” Mr. Mulvaney wrote.

SPOILER
That bill, which President Trump signed into law last week, would increase military spending by $195 billion over the next two years and increase nondefense spending by $131 billion over that period. But Mr. Trump’s budget proposal calls for a different approach and says Congress should not spend that non-defense money.

The White House is proposing $540 billion in non-defense spending for 2019 — $57 billion below the new spending cap set by Congress.

Mr. Mulvaney, in his letter, said spending at the levels Congress authorized would add too much to the federal deficit. “We believe that this level responsibly accounts for the cap deal while taking into account the current fiscal situation,” he wrote.

Despite that approach, the budget proposal would add $984 billion to the federal deficit next year and would continue adding $7 trillion to the federal deficit over the next 10 years.

Mr. Trump, who once proclaimed himself the “king of debt,” also calls for $200 billion over the next decade in new spending to improve the nation’s crumbling infrastructure.

Presidential budgets are little more than vision statements even under normal circumstances, given that Congress controls the federal purse strings and may disregard the wishes of whomever is sitting in the Oval Office.

That is even more true this year, after congressional leaders in both parties essentially went around Mr. Trump to strike their own budget deal that bore little resemblance to the one he was drawing up. Lawmakers spread federal dollars around in the kind of legislative horse trading that the president has often decried as a symptom of “the swamp.”

Mr. Trump’s plan includes a request for $85.5 billion in discretionary funding for veterans’ medical care and $13 billion in new spending to tackle opioid abuse through prevention, treatment and recovery support services as well as mental health programs.

Mr. Trump’s second federal spending plan also proposes steep cuts for the Environmental Protection Agency, despite Congress’ rejection of a similar plan last year to dramatically shrink the agency’s budget.

The fiscal 2019 budget blueprint would pare the E.P.A. by $2.8 billion or 34 percent from its current level, while eliminating virtually all climate change-related programs. It also would cut the agency’s Office of Science and Technology nearly in half, to $489 million from its current $762 million.

In outlining the budget, the administration said E.P.A. is refocusing on what it called “core activities” and eliminating “lower priority programs.” That list includes a program to promote partnerships with the private sector to tackle climate change; environmental education training; and an effort to protect marine estuaries.

The White House estimated cutting those programs and others will save taxpayers $600 million compared to 2017 levels.

(...)

Although Hersl and Taylor were on trial, much of the most shocking testimony centred on the actions of the unit's officer-in-charge, former sergeant Wayne Jenkins.

Ward testified Jenkins liked to stop anyone over the age of 18 carrying a backpack, and pulled over specific vehicle models he called "dope boy cars" without cause.

The unit routinely filed false police reports to cover their tracks, according to court testimony.

Former detectives also testified they went into houses without search warrants for so-called "sneak and peeks" to see if there was money or drugs inside.

Jurors were shown Halloween masks, an 18-inch (46cm) machete and a grappling hook the men said Jenkins intended to use in home invasions.

Jenkins advised them to carry realistic looking BB guns, two detectives said, so they could plant them if they shot an unarmed citizen.

Jurors also heard from Donald Stepp, a bail bondsman who said he resold an estimated $1m (£720,000) worth of stolen drugs for Jenkins, including two garbage bags full of prescription opiates that Stepp said were taken from pharmacies during the civil unrest following the death of Freddie Gray.

quote:
The Trump administration is proposing a major shake-up in one of the country's most important "safety net" programs, the Supplemental Nutrition Assistance Program, formerly known as food stamps. Under the proposal, most SNAP recipients would lose much of their ability to choose the food they buy with their SNAP benefits.

The proposal is included in the Trump administration budget request for fiscal year 2019. It would require approval from Congress.

Under the proposal, which was announced Monday, low-income Americans who receive at least $90 a month — just over 80 percent of all SNAP recipients — would get about half of their benefits in the form of a "USDA Foods package." The package was described in the budget as consisting of "shelf-stable milk, ready to eat cereals, pasta, peanut butter, beans and canned fruit and vegetables." The boxes would not include fresh fruits or vegetables.

[...]

Joel Berg, CEO of Hunger Free America, a hunger advocacy group that also helps clients access food-assistance services, said the administration's plan left him baffled. "They have managed to propose nearly the impossible, taking over $200 billion worth of food from low-income Americans while increasing bureaucracy and reducing choices," Berg says.

He says SNAP is efficient because it is a "free market model" that lets recipients shop at stores for their benefits. The Trump administration's proposal, he said, "is a far more intrusive, Big Government answer. They think a bureaucrat in D.C. is better at picking out what your family needs than you are?"

FBI completed Porter background check in July, says Wray

quote:
FBI Director Christopher Wray said on Tuesday the agency in late July completed a background check for security clearance for former White House staff secretary Rob Porter, who resigned amid allegations of domestic abuse by two former wives.

Wray’s comments conflict with the White House assertion that the Federal Bureau of Investigation and intelligence agencies had not completed investigations into Porter.

“I‘m quite confident that in this particular instance, the FBI followed established protocols,” Wray told Senate Intelligence Committee as the White House faces questions over when it learned about the allegations against Porter.

There was no immediate comment from the White House.

SPOILER
Questions have arisen about how security clearance investigations are handled as the White House grapples with the fallout over the accusations against Porter, who resigned under pressure last week.

Porter had been operating under a temporary clearance that gave him access to classified information without a final security clearance.

Wray said a partial report on Porter was issued in March and a completed report was submitted in late July. The FBI received a request for a follow-up inquiry, provided it in November and passed along additional information earlier this month.

“Soon thereafter we received a request for follow-up inquiry and we did the follow-up and provided that information in November and administratively closed the file in January,” he said. “Earlier this month, we received some additional information and we passed that on as well.”

Asked if the White House had been informed of the allegations against Porter, Wray said, “I can’t get into the content.”

Governor Tom Wolf Rejects Partisan Gerrymandered Map

quote:
Governor Tom Wolf today told the Pennsylvania Supreme Court that he will not accept the proposed map Republican legislative leaders submitted because it, too, is a partisan gerrymander that does not comply with the court’s order or Pennsylvania’s Constitution.

“Partisan gerrymandering weakens citizen power, promotes gridlock and stifles meaningful reform,” Governor Wolf said. ” As non-partisan analysts have already said, their map maintains a similar partisan advantage by employing many of the same unconstitutional tactics present in their 2011 map.

“The analysis by my team shows that, like the 2011 map, the map submitted to my office by Republican leaders is still a gerrymander. Their map clearly seeks to benefit one political party, which is the essence of why the court found the current map to be unconstitutional.”

Read a statement from Professor Moon Duchin on her analysis here.

The analysis by Governor Wolf’s team confirms the universal analysis of various non-partisan experts that say the Republican leaders’ submission is another partisan gerrymander.
•Princeton University professor Sam Wang said bluntly that “a prettier map can still conceal ill intent” and “it appears that Republicans are not dealing in good faith with the Pennsylvania Supreme Court’s order.”
•A Washington Post data expert concluded, “Pennsylvania Republicans have drawn a new congressional map that is just as gerrymandered as the old one.”
•The New York Times found the submitted map would extract the same partisan advantage for Republicans as the current one.
•Brian Amos, a redistricting expert at the University of Florida, said, “…There was still a strong Republican bias, which is why the congressional and State Senate plans were struck down for being gerrymanders.”

Trump’s Longtime Lawyer Says He Paid Stormy Daniels Out of His Own Pocket

quote:
Michael D. Cohen, President Trump’s longtime personal lawyer, said on Tuesday that he paid $130,000 out of his own pocket to a pornographic-film actress who had once claimed to have had an affair with Mr. Trump.

In the most detailed explanation of the 2016 payment made to the actress, Stephanie Clifford, Mr. Cohen, who worked as a counsel to the Trump Organization for more than a decade, said he was not reimbursed for the payment.

“Neither the Trump Organization nor the Trump campaign was a party to the transaction with Ms. Clifford, and neither reimbursed me for the payment, either directly or indirectly,” Mr. Cohen said in a statement to The New York Times. “The payment to Ms. Clifford was lawful, and was not a campaign contribution or a campaign expenditure by anyone.”

He declined to answer several follow-up questions, including whether Mr. Trump had been aware that he made the payment, what the motivation was or whether he had made similar payments to other people over the years.

SPOILER
Mr. Cohen has previously said that Mr. Trump has denied an affair with Ms. Clifford, whose stage name is Stormy Daniels.

Mr. Cohen’s statement about what he called “a private transaction” was the first time that he has acknowledged a role in the payment, which was first reported in January by The Wall Street Journal.

Mr. Cohen said that he had given a similar statement to the Federal Election Commission in response to a complaint filed by the government watchdog group Common Cause, which filed a complaint saying that the payment, which was made through a limited liability company that Mr. Cohen established, was an in-kind contribution to the Trump campaign.

Officials with Common Cause also sought to determine whether the payment was made by the Trump Organization or another person.

“The complaint alleges that I somehow violated campaign finance laws by facilitating an excess, in-kind contribution,” Mr. Cohen said in his statement. “The allegations in the complaint are factually unsupported and without legal merit, and my counsel has submitted a response to the F.E.C.”

He said he would not make any additional comments about the commission complaint “or regarding Ms. Clifford.”

Mr. Cohen was among Mr. Trump’s fiercest defenders during his time at the Trump Organization, often telling reporters during the 2016 presidential campaign that even false information about Mr. Trump could be damaging if printed. Ms. Clifford had told her story to the magazine In Touch in 2011, as well as the gossip website TheDirty.com. Both accounts were published last month after the report of the 2016 payment.

In fall 2016, Ms. Clifford was once again in discussion with news outlets, this time more mainstream. The payment from Mr. Cohen to Ms. Clifford reportedly came a few weeks before Election Day.

Ms. Clifford has not publicly denied an affair with Mr. Trump. A statement released by Mr. Cohen in her name in January denied an affair, but in interviews, she has refused to directly answer questions about it.

Trump still unconvinced Russia meddled in 2016 election

quote:
President Donald Trump still isn't buying that Russia interfered in the 2016 election.

Even as his intelligence chiefs unanimously told a Senate panel Tuesday that Russia meddled in 2016 and is planning to do so again in 2018, three sources familiar with the President's thinking say he remains unconvinced that Russia interfered in the presidential election.

While this issue is separate from the question of whether Trump campaign officials colluded with Russian officials, to Trump the issues are interwoven, the sources say. He views the notion that Russia meddled in the election as an argument that he had help to win, and that he didn't win the election on his own.
SPOILER
Trump's view contradicts his intelligence chiefs, including Director of National Intelligence Dan Coats, CIA Director Mike Pompeo and FBI Director Chris Wray, who all testified -- again -- on Tuesday that they supported the intelligence community's January 2017 assessment that Russia interfered in the 2016 election.

"There should be no doubt that Russia perceives its past efforts as successful and views the 2018 US midterm elections as a potential target for Russian influence operations," Coats said at the Senate Intelligence Committee hearing on worldwide threats.

Trump has been skeptical about the intelligence assessment that Russia meddled ever since he was first briefed on the issue during the presidential transition. But that skepticism has endured even after Trump hand-selected his own intel chiefs and they reiterated the conclusions of their predecessors.

Trump has only begrudgingly acknowledged that Russia may have interfered in the election. In a press conference as president-elect, Trump said, "As far as hacking, I think it was Russia. But I think we also get hacked by other countries and other people." At a June 2017 press conference in Poland, he again said Russia meddled in the election, but added that "other people and other countries" likely did as well.

More often, Trump has cast doubt on accusations of Russian meddling. He has questioned whether the Russians were responsible for hacking the Democratic National Committee, and he has called the entire "Russia story" a hoax perpetuated by angry Democrats. He even convinced Pompeo to personally meet with a conspiracy theorist who denies that Russia hacked the DNC.

Trump caused a stir during his trip to Asia when he suggested that he believed Russian President Vladimir Putin's denials that his government meddled in the election. Trump and Putin met several times on the sidelines of the APEC summit in Vietnam. "Every time he sees me, he says, 'I didn't do that,'" Trump said. "And I believe, I really believe, that when he tells me that, he means it."

But members of Trump's cabinet have bucked Trump and sided with the intelligence community including Secretary of State Rex Tillerson and US Ambassador to the United Nations Nikki Haley, who said in October: "When a country can come interfere in another country's elections, that is warfare."

Tuesday's hearing was the latest opportunity for Democrats to pounce on the conflicting messages coming from the intelligence chiefs and their commander in chief. Maine Sen. Angus King, an independent who caucuses with Democrats, urged the intelligence officials to convince Trump that the issue of collusion was separate from election meddling.

"I understand the President's sensitivity about whether his campaign was in connections with the Russians, and that's a separate question. But there is no question -- we've got before us the entire intelligence community, that the Russians interfered in the election in 2016 -- they're continuing to do it, and they're a real imminent threat to our elections in a matter of eight or nine months," King said.

"My problem is I talk to people in Maine who say the whole thing is a witch hunt and a hoax because 'the President told me'," he added.

Sen. Jack Reed, a Rhode Island Democrat, asked whether the steps the intelligence community was taking to counteract Russia's election interference efforts had been directed by Trump.

"Not specifically directed by the President," Wray said.

The notorious hate group, which often pickets the funerals of dead soldiers and celebrities, plans to protest outside the White House next month after claiming Trump's history of adultery puts the country in danger.

The Dec. 4 demonstration will be focused on Trump's philandering, although it's unclear if the church is taking issue with Trump's cheating on his first wife Ivana or with the numerous allegations of sexual assault and harassment against him — most of which occurred while he was married to one of his three wives.

“We continue to stay on message, like our forefather, John the Baptist, to wit: It is not lawful for you to have another man’s wife. Your proud adultery will cost you your never-dying soul,” reads the announcement on the church’s website.

It then cites a Bible verse on adultery and launches into a declaration that Trump’s cheating is threatening the United States.

quote:
Ms. Sanders insisted Tuesday that senior West Wing officials had not learned about the allegations against Mr. Porter until they surfaced in The Daily Mail because the F.B.I. gave the information to the White House Personnel Security Office, which handles security clearances. The office is in the Eisenhower Executive Office Building next door to the White House and is overseen by Joe Hagin, the deputy chief of staff.

Ms. Sanders said that the security office — which she repeatedly noted was staffed by “career officials,” who would not have been appointed by Mr. Trump — had not yet made a final determination on whether Mr. Porter should receive his security clearance at the time of The Mail’s article.

Precies.

We zullen zien.

‘No Way To Prevent This,’ Says Only Nation Where This Regularly Happens

quote:
PARKLAND, FL—In the hours following a violent rampage in Florida in which a lone attacker killed 17 individuals and seriously injured over a dozen others, citizens living in the only country where this kind of mass killing routinely occurs reportedly concluded Wednesday that there was no way to prevent the massacre from taking place. “This was a terrible tragedy, but sometimes these things just happen and there’s nothing anyone can do to stop them,” said Indiana resident Harold Turner, echoing sentiments expressed by tens of millions of individuals who reside in a nation where over half of the world’s deadliest mass shootings have occurred in the past 50 years and whose citizens are 20 times more likely to die of gun violence than those of other developed nations. “It’s a shame, but what can we do? There really wasn’t anything that was going to keep this individual from snapping and killing a lot of people if that’s what they really wanted.” At press time, residents of the only economically advanced nation in the world where roughly two mass shootings have occurred every month for the past eight years were referring to themselves and their situation as “helpless.”

Lawmakers sending “thoughts and prayers” in the wake of Wednesday’s deadly school shooting in Parkland, Florida, are getting slammed for their financial ties to the gun lobby.

Bess Kalb, a writer for “Jimmy Kimmel Live,” is responding to each lawmaker tweeting condolences over the murders by listing how much they’ve taken from the National Rifle Association.
