Ego is clearly the best way to get Trump to do anything. The Saudis certainly understood this, feting him with gold and orbs and displaying his enormous portrait on the side of a hotel, right next to the king's portrait. The Saudis had this man in the palm of their hands, hence Trump's pro-Saudi stance since the trip, despite his campaign rhetoric shouting down the kingdom.

Trump's ego wanted to win and, he figured, everyone else wanted him to win, too. He was under the impression that everyone loved him and appreciated his greatness. Of course everyone wanted to help him win. If he accepted help from Russia, it's possible he didn't realize there was anything wrong with doing so. Why wouldn't they help him win, he might have thought, and why shouldn't he accept that help? For an experienced chekist like Putin, manipulating his ego is almost too easy.

There was some hand wringing over the vote since the Republican tax reform framework includes the elimination of the state and local tax deduction. The deduction allows people to shave off what they pay in state and local taxes from their federal tax bill.

By eliminating the SALT deduction, Republicans would offset a significant amount of their planned tax cuts – saving $1.3 trillion over 10 years, according to an analysis by the Tax Policy Center.

However, Republicans from high-tax states like California, New York, and Massachusetts where tmany people take the deduction expressed last minute concerns about the elimination of the deduction. For instance, Rep. Frank LoBiondo of New Jersey tweeted that he would vote no on the budget.

Chris Krueger, an analyst at Cowen Washington Research Group, said there were enough members from these high SALT deduction states to block the budget if they so choose.

“There are 52 House Republicans in the 24-seat majority who represent districts that over-index to the deduction (California, Illinois, New York, New Jersey, Minnesota, etc.),” Krueger wrote Thursday. “There is a core group (presumably enough to block the budget) who are threatening to withhold their votes on the budget if there is not a guarantee to protect SALT.”

According to Politico, House leaders canceled a meeting with lawmakers concerned about the SALT deduction that was supposed to find a compromise to edit the rule rather than eliminte it. It appears that the leaders were able to assuage the concerns of enough members in order to move forward on tax reform.

Passing the Senate budget resolution was a key for tax reform because the measure includes instructions for budget reconciliation. The reconciliation process allows a bill to pass the Senate with a majority of votes. Since the GOP only has a 52-seat majority in the Senate, reconciliation is key to avoiding a Democratic filibuster.

Rep. Kevin Brady, the House Ways and Means committee chair, said the tax plan is slated for release on November 1.

But while the announcement that the president intends to “mobilise his entire administration” to combat the crisis will be seen as an important symbolic moment, there will be no new funds to deal with an epidemic claiming 100 lives or more a day.

The declaration, which follows a report from the president’s opioid commission recommending he proclaim an emergency, is for 90 days and can be renewed. Under the health service act, the president will instruct his health secretary to make the declaration. The White House said the administration chose to use health legislation because the alternative of declaring a national emergency is usually reserved for natural disasters. It would also be likely to give more immediate access to large scale funding.

A senior White House official said the crisis is an “urgent priority for the president” and that the declaration under the health service act will help the administration direct additional resources toward some of the worst hit areas, such as expanded access to telemedicine in rural areas of Appalachia where medical resources are limited. It will also allow the administration to appoint specialists and address doctor shortages, as well as direct some money used to treat HIV/Aids toward people within that programme who are also addicted to opioids.

The declaration is not expected to immediately address the mass prescribing of opioid painkillers underpinning the epidemic.

But there will for now be no new money for the kind of measures some state governments are pressing for including greatly increased funding of long term treatment centers.

The White House said it is having a “conversation with Congress” about new funding. It said that the administration has spent $1bn to deal with the crisis since Trump took office although that money was allocated while Barrack Obama was in power.
