The loan “raises serious questions about conflicts of interest and whether Kushner Companies may have received special treatment from Freddie, which is currently in government conservatorship,” Warren (D-Mass.) and Sen. Tom Carper (D-Del.) wrote Thursday to Freddie CEO Donald Layton in a letter obtained by POLITICO.

Kushner Cos. obtained the loan from mortgage lender Berkadia to purchase more than 6,000 apartment units in Maryland and Virginia, according to a report in May by Bloomberg, which cited an unidentified person familiar with the matter. Freddie Mac guaranteed the loan, Bloomberg said.

Freddie Mac purchases loans from mortgage lenders — which gives the lenders the liquidity to make more loans — and repackages them into securities for sale to investors.

Jared Kushner, President Donald Trump's son-in-law, drew criticism for transferring ownership of many of his holdings in the company to immediate family members — rather than selling them and placing the proceeds in an independent trust — when he entered the White House.

“Mr. Kushner's sustained involvement with Kushner Companies raises questions about whether he or someone acting on his behalf inappropriately intervened in this loan approval process,” Warren and Carper wrote.

They acknowledged that “there is presently no specific indication of any wrongdoing by Freddie.”

But, they added, “the fact pattern in this case — of Kushner Companies receiving its largest loan in a decade, Mr. Kushner's refusal to fully and clearly divest from his former company, and the Kushner Companies' recent history of engaging in transactions that appear to raise conflicts of interest for Mr. Kushner — raise significant questions about the circumstances under which Freddie approved and Kushner Companies received this loan.”

The letter cited a series of reports that Kushner, while in the White House, had met with executives at companies with which his family firm was seeking deals.

Warren and Carper gave Layton two weeks to answer a handful of questions about the transaction, including whether the president’s son-in-law communicated with anyone at Freddie about the loan.

Kushner Cos. did not immediately respond to a request for comment. Nor did Berkadia or Freddie Mac.

President Trump’s speech at the Lincoln Memorial on the Fourth of July is expected to drive up security costs for an annual event that draws hundreds of thousands of visitors to the nation’s capital.

But the president has still not fully paid the bill for the last time he addressed a massive crowd on the Mall: His 2017 inauguration.

The Trump administration and Congress owe D.C. more than $7 million in expenses from Trump’s inauguration, according to federal and city financial records. The total cost of the four-day celebration, which culminated with a parade and gathering of roughly 600,000 people on the Mall, was $27.3 million.

As a result, the District has been forced to dip into a special fund that covers annual security costs for protecting the city from terrorist threats and hosting other events such as demonstrations, state funerals and the visits of foreign dignitaries. That fund, which for years was adequately replenished by federal dollars, is now on track to enter the red by this fall, records show.

The situation is riling local officials who say the federal government is not shouldering its fair share of security costs in the Trump era, which has seen an influx of demonstrators to the nation’s capital. The Fourth of July is shaping up as yet another logistical trial, with a reconfigured fireworks display, increased security for the president and at least one group of activists already planning a protest.

“We have and will continue to work closely with our federal partners regardless of administration because ensuring the safety of our residents and visitors is paramount,” John Falcicchio, chief of staff to D.C. Mayor Muriel E. Bowser (D), said in a statement. “Our commitment to this function is iron clad, and all that we ask of our federal partners is continued cooperation and the resources to carry out these activities.”

A senior Trump administration official said the city was given what it originally requested from the federal government, and that when inauguration costs were greater than expected the administration “worked closely with D.C.” and decided to use unspent money in the city’s security fund. He added that District officials have not asked for additional money for the inauguration in subsequent budgets.

City officials disputed the White House account on Friday, saying they had lobbied for additional funding both before the inauguration — when it was already clear the federal reimbursement would be insufficient — and afterward.

Congress originally appropriated roughly $20 million for Trump’s inauguration on Jan. 20, 2017, records show. Although the event was more sparsely attended than either of President Barack Obama’s inaugurations — famously leading to a dispute between White House officials and the Washington press corps over the size of the crowd at Trump’s inaugural address — the costs of hosting it were still formidable.

Most of the expense, about $14 million, came from D.C. police deployments. Among the other line items were fire and emergency medical services, which cost $3.6 million, and transportation services — such as the repaving of Pennsylvania Avenue for the motorcade — that came to $2.2 million.

The end result was a $7.3 million overrun for the event. That was not unusual: Obama’s second inauguration in 2013 went over budget by $8.9 million.

But while the Obama White House reimbursed the city’s extra costs through a plan submitted to Congress, the Trump administration has not done so, federal budget documents show. To make up the shortfall, the District tapped its Emergency Planning and Security Fund.

That account is also filled with federal money, but the dollars are supposed to be used for the other security costs the city endures year-round as the nation’s capital. Money for presidential inaugurations typically comes on top of federal payments into the fund.

In the past, the fund has been well-stocked, regularly carrying over unspent money from year to year. But for the last several years, the federal government has been placing less money into the account than the city is spending — in fiscal year 2017, for example, $14.9 million was added to the fund while $24.4 million was spent.

Costs have risen because of various events, from the heavily attended 2017 Women’s March to a confrontations between protesters and police after a gathering of white supremacists last summer and the December funeral of former president George H.W. Bush.

In the first quarter of the 2019 fiscal year, which ends Sept. 30, the District had already burned through $4.4 million of the $14 million in the fund. At that rate the fund could be running a multimillion-dollar deficit by fall.

“The point now is that the account has been drained, and being careful with the money has not been enough to make up for not being reimbursed” for the inauguration, said D.C. Del. Eleanor Holmes Norton (D), the city’s nonvoting representative in Congress.

The fund could go even further into the hole as warm weather brings more demonstrators and other public gatherings to the nation’s capital — and as the city potentially deals with new costs stemming from Trump’s address to the nation on July 4.

The president’s appearance on the Mall is expected to bring with it a host of new security expenses and logistical headaches, requiring security for his movements and potentially cutting off visitors’ access to nearby Metro stations.

No estimate has been produced of the added costs, though National Park Service spokesman Mike Litterst said security expenses would be shared by the White House, Park Service and U.S. Park Police.

Norton said the federal government’s failure to repay the city for millions in inauguration costs is one more reason Washingtonians should be leery of Trump’s involvement in the Independence Day celebration.

“We still have not been reimbursed,” Norton said. “And now they’re talking about yet another event of a kind we’ve never had before.”

One of the tankers that were attacked in the Gulf of Oman was struck by a flying object, the ship’s Japanese operator said on Friday, expressing doubt that a mine had been attached to its hull.

Secretary of State Mike Pompeo said on Thursday that American intelligence agencies had concluded that Tehran was behind the disabling of two tankers in the Gulf of Oman, a vital conduit for much of the world’s oil. Iranian officials denied any involvement in the events, which have escalated tensions in the region.

In an interview broadcast on Friday by “Fox & Friends,” President Trump directly accused Tehran, saying, “Iran did do it.”

“You saw the boat,” he said. “It has Iran written all over it.” Mr. Trump added: “They didn’t want the evidence left behind. They don’t know that we have things that we can detect in the dark that work very well. We have that. It was them that did it.”

American officials released video on Thursday that they said showed an Iranian boat crew, hours after the attack, removing a limpet mine attached to the hull of the damaged Kokuka Courageous, a tanker operated by the Japanese company Kokuka Sangyo.

But Yutaka Katada, the company’s president, citing accounts from the ship’s crew, said Friday: “I do not think there was a time bomb or an object attached to the side of the ship.”

Mr. Pompeo did not say that mines had caused the two holes in the tanker’s hull that were visible in photographs released by the American military. Senior American officials have said that mines were used in attacks last month on four ships in the same area, which the United States has also accused Iran of carrying out.

Video released by U.S. Central Command shows a patrol boat pulling up to the Kokuka Courageous, one of two ships attacked in the Gulf of Oman on Thursday. Personnel removed what American analysts believe was a limpet mine from the ship. A military spokesman said the patrol boat was an Islamic Revolutionary Guard vessel.

“Our crew said that the ship was attacked by a flying object,” Mr. Katada said of the incident on Thursday.

He said that the holes in Kokuka Courageous were well above its waterline. “There is zero possibility that they were torpedoes,” he added.

Mr. Trump also addressed the possibility that Iran may somehow close the Strait of Hormuz, the gateway for a third of all crude oil by tanker.

“It’s not going to be closed for long and they know it,” he said. “They’ve been told in strong terms. We want to get them back to the table if they want to go back. I’m ready when they are. I’m in no rush.”

On Friday, meanwhile, as other nations like China called for an easing of tensions in the region Yemen’s Houthi faction launched its second attack in days against an airport in Saudi Arabia. The Saudis lead a coalition that is fighting the Houthis, who are backed by Iran, in Yemen’s civil war.

A Houthi television channel said the group had launched a drone attack on Abha International Airport, while the Saudi military said it had intercepted five Houthi drones and the airport was operating normally.

The Saudis said 26 people were injured in a Houthi strike on the same airport on Wednesday. The Houthis said that attack was carried out using a cruise missile.

The attacks in the Gulf of Oman on Thursday occurred as the Japanese prime minister, Shinzo Abe, was meeting top officials in Iran, attempting to bridge the divide between Washington and Tehran.

Mohammad Javad Zarif, Iran’s foreign minister, wrote Friday on Twitter that American officials “immediately jumped to make allegations against Iran” without evidence, showing that the United States and its allies, Saudi Arabia and the United Arab Emirates, were trying to “sabotage diplomacy.”

On Friday, the chief cabinet secretary of the Japanese government, Yoshihide Suga, declined to state a position on what had happened to the tankers.

“It is true that we are exchanging information in close communication with the U.S., but we are still in the process of gathering information, so I’ll refrain from making any prejudgments,” he said at a regular news briefing.

Without assigning blame, France’s Foreign Ministry said in a statement on Thursday: “We call upon all of the involved stakeholders, with whom we are in permanent contact, to exercise restraint and to de-escalate. We also reiterate our commitment to the freedom of navigation, which must absolutely be preserved.”

But Britain is giving the American explanation the benefit of the doubt, said Foreign Secretary Jeremy Hunt, who is seeking to become leader of the Conservative Party.

“This is deeply worrying and comes at a time of already huge tension,” Mr. Hunt said in a statement on Friday. “I have been in contact with Pompeo and, while we will be making our own assessment soberly and carefully, our starting point is obviously to believe our U.S. allies.”

Anwar Gargash, the minister of state for foreign affairs in the United Arab Emirates, wrote on Twitter Thursday that the attack was “a worrying development and a dangerous escalation that calls for the international community to move towards ensuring regional security and stability.”

A Dutch company, Boskalis, said it would salvage the two tankers near the Strait of Hormuz. Royal Boskalis Westminster said in a statement on Friday that the insurers of the tankers, the Front Altair and the Kokuka Courageous, had appointed its subsidiary SMIT Salvage to salvage both vessels and their cargoes.

Boskalis said the situation of the Front Altair, which was carrying a petroleum product, was “still worrisome.” It added that the fire on board has been extinguished.

Later on Friday, Reuters reported that the Kokuka Courageous, was being towed and heading toward the United Arab Emirates’ port of Khor Fakkan, according to its operator, Bernhard Schulte Shipmanagement.

The Justice Department on Friday backed a decision by Treasury Secretary Steven Mnuchin to defy a request from Congress for President Trump’s tax returns on the basis that it lacked “legitimate legislative purpose.”

The department issued a 33-page memo, dated Thursday, that came as House Democrats were preparing a lawsuit as the next step in their effort to gain access to Mr. Trump’s returns. Mr. Mnuchin defied requests made in April and May by the House Ways and Means Committee and refused to comply with a subpoena, setting up a legal battle between the two branches of government.

House Democrats are trying to obtain six years of Mr. Trump’s personal and business tax returns using an obscure provision of the tax code that allows congressional tax-writing committees to get the returns of any taxpayer.

The memo, written by Steven A. Engel, the head of the Office of Legal Counsel, argued that House Democrats, led by Representative Richard E. Neal of Massachusetts, made the request for political purposes with the intention of releasing Mr. Trump’s tax returns. It cast doubt about the formal rationale that the committee used for the request, which Democrats said was for the purpose of examining how the Internal Revenue Service audits presidential tax returns.

“The true aim was to make the president’s tax returns public,” Mr. Engel wrote.

He detailed public comments by Mr. Neal and Speaker Nancy Pelosi about their desire to release Mr. Trump’s tax information. He also argued that seeking the returns would not appear to fit the committee’s stated goal of scrutinizing the presidential audit process.

Claiming that Congress was exceeding its constitutional authority with the request, the Justice Department concluded that Mr. Mnuchin was following the law by refusing to turn over the returns.

“Congress may not use its subpoena power to enforce an unconstitutional demand for information,” Mr. Engel wrote.

Mr. Neal’s office did not immediately comment on the memo.

Mr. Engel’s argument that Congress lacked a legitimate legislative purpose in seeking Mr. Trump’s tax returns dovetailed closely with tracked arguments made by Mr. Trump’s legal team in lawsuits over congressional subpoenas to financial firms like Mazars USA for his financial records.

A Federal District Court judge rejected that argument last month, ruling that Mazars USA must turn over the records because Congress had put forth a valid argument for why it wanted them for legislative purposes and “it is not for the court to question whether the committee’s actions are truly motivated by political considerations.” Mr. Trump is appealing that ruling.

House Democrats have been grappling with how to respond to the Trump administration’s strategy of rebuffing their oversight efforts. Mr. Neal has signaled that he is preparing to file a lawsuit soon.

Mr. Mnuchin had conferred with the Justice Department when he denied Mr. Neal’s initial request, and he indicated that a formal memo would be published to memorialize its guidance.

The Treasury secretary is one of Mr. Trump’s most loyal aides, and the fight over the president’s tax returns has put him in the difficult position of serving as a guardian of his boss’s financial information. Mr. Mnuchin has accused Democrats of trying to “weaponize” the Internal Revenue Service, and he has warned that providing them with Mr. Trump’s returns could come back to haunt Democrats if Republicans try to unlock their tax filings.

Mr. Trump broke with decades of tradition as a presidential candidate when he decided not to release his tax returns, claiming that they were under audit.

There is no rule preventing taxpayers from making their returns public during an audit.

ABC News has obtained the polling data, which show as bleak a picture for Trump as the Times has indicated. Trump trails Joe Biden by 16 points in Pennsylvania, 10 points in Wisconsin and seven points in Florida, and the president leads by just two points in red Texas. These numbers largely echo the limited public polling we have been seeing on the 2020 general election, which is also brutal for Trump and which he also claims is bogus.

The numbers are remarkable. But just as remarkable is what the Trump campaign is saying about them.

First, it is important to note that, after days of Trump denying the numbers were real — “They reported Fake numbers that they made up & don’t even exist,” he said — his campaign confirms they are. Campaign manager Brad Parscale told ABC News the numbers are indeed legitimate but they are old — from March.

The fact that Trump falsely denied this data existed is important to emphasize — even for a president for whom these false denials have become so commonplace.

But perhaps the bigger takeaway from Parscale’s comment is this: They know how bad Trump’s numbers are, and to pump them up, they are apparently relying upon something called an “informed ballot.”

Here’s what Parscale told ABC: "Since [March], we have seen huge swings in the president’s favor across the 17 states we have polled, based on the policies now espoused by the Democrats. For example, the plan to provide free health care to illegal immigrants results in an 18-point swing toward President Trump.”

To the layperson, that looks as though he is saying there has indeed been movement in Trump’s direction. But if you look closer, it seems as though he is not just talking about straight head-to-head matchups; he is talking about polls that rely upon respondents being primed with certain issues.

For example, pollsters will often test how their issues perform by taking an initial head-to-head and then informing the respondent of their candidate’s or their opponents’ positions on something. “What if we told you these Democrats are all socialists who want to ban hamburgers and open the borders to every member of MS-13?” or something like that. That is what Parscale is referring to when he says “the plan to provide free health care to illegal immigrants results in an 18-point swing toward President Trump.”

To President Trump, the question of culpability in the explosions that crippled two oil tankers in the Gulf of Oman is no question at all. “It’s probably got essentially Iran written all over it,” he declared on Friday.

The question is whether the writing is clear to everyone else. For any president, accusing another country of an act of war presents an enormous challenge to overcome skepticism at home and abroad. But for a president known for falsehoods and crisis-churning bombast, the test of credibility appears far more daunting.

For two and a half years in office, Mr. Trump has spun out so many misleading or untrue statements about himself, his enemies, his policies, his politics, his family, his personal story, his finances and his interactions with staff that even his own former communications director once said “he’s a liar” and many Americans long ago concluded that he cannot be trusted.

Fact-checking Mr. Trump is a full-time occupation in Washington, and in no other circumstance is faith in a president’s word as vital as in matters of war and peace. The public grew cynical about presidents and intelligence after George W. Bush’s invasion of Iraq based on false accusations of weapons of mass destruction, and the doubt spilled over to Barack Obama when he accused Syria of gassing its own people. As Mr. Trump confronts Iran, he carries the burden of their history and his own.

“The problem is twofold for them,” said John E. McLaughlin, a deputy C.I.A. director during the Iraq war. “One is people will always rightly question intelligence because it’s not an exact science. But the most important problem for them is their own credibility and contradictions.”

The task is all the more formidable for Mr. Trump, who himself has assailed the reliability of America’s intelligence agencies and even the intelligence chiefs he appointed, suggesting they could not be believed when their conclusions have not fit his worldview.

At one point shortly before taking the oath of office, he compared intelligence agencies to Nazi Germany and ever since has cast doubt on their findings about Russia’s interference in the 2016 election. This year, he repudiated his intelligence chiefs for their assessments of issues like Iran, declaring that “they are wrong” and “should go back to school.” And just this week, he rebuked the C.I.A. for using a brother of North Korea’s Kim Jong-un as an informant, saying, “I wouldn’t let that happen under my auspices.”

All of that can raise questions when international tension flares up, like the explosion of the two oil tankers on Thursday, a provocation that fueled anxiety about the world’s most important oil shipping route and the prospect of escalation into military conflict. When Mr. Trump told Fox News on Friday that “Iran did do it,” he was asking his country to accept his word.

“Trump’s credibility is about as solid as a snake oil salesman,” said Jen Psaki, who was the White House communications director and top State Department spokeswoman under Mr. Obama. “That may work for selling his particular brand to his political base, but during serious times, it leaves him without a wealth of good will and trust from the public that what he is saying is true even on an issue as serious as Iran’s complicity in the tanker explosions.”

White House officials declined to discuss the president’s credibility on the record on Friday, but a senior administration official who asked not to be identified said Mr. Trump was not hyping a threat to justify a war. If anything, Mr. Trump has made clear since becoming a presidential candidate that he did not favor the sort of military interventionism that characterized Mr. Bush’s presidency and, to a lesser extent, even Mr. Obama’s at times.

Indeed, in his telephone interview on Friday with Fox News, Mr. Trump offered a measured response, avoiding any kinds of threats or discussion of military action. While he condemned the Iranians, he has pointedly not publicly floated the possibility of retaliation, and, in fact, he once again said he was open to talks with Tehran. “I’m ready when they are,” he said.

Still, Mr. Trump’s strained relationship with the truth has been a defining feature of his presidency. As of June 7, The Washington Post’s fact-checker had counted 10,796 false or misleading claims since he took office.

The president dismisses that as so much “fake news” by journalists who are “enemies of the people.” Just this week, he told George Stephanopoulos of ABC News that he was the truthteller, not reporters. “I like the truth,” Mr. Trump said. “You know, I’m actually a very honest guy.”

But it has taken a toll on his credibility with the public. A Quinnipiac University poll last month found that only 35 percent of Americans trust Mr. Trump to tell the truth about important issues versus 52 percent who trusted the news media more.

When it came to this week’s oil tanker explosions, Mr. Trump at first left it to Secretary of State Mike Pompeo to point the finger at Iran and he followed up a day later. To bolster the case, the United States military released video footage that American officers said showed an Islamic Revolutionary Guards Corps patrol boat pulling alongside one of the stricken ships several hours after the first explosion and removing an unexploded limpet mine in broad daylight. That mine is what Mr. Trump said had “Iran written all over it.”

Iran has denied responsibility and suggested that the episode was a “false flag” operation by the United States to frame it and justify aggression. But Iran has its own credibility issues, and even Mr. Trump’s critics were generally not rushing to accept Tehran’s word.

“Look, it could very well have been the Iranians,” said Trita Parsi, a scholar at Georgetown University and the founder of the National Iranian American Council. “I don’t think anyone can say they’re innocent.”

But Mr. Trump’s “relationship with the truth” is so suspect, he said, it argues for stepping back and not drawing conclusions until there is more evidence. “With this president, with the country already so divided, even those who support him may not be totally confident that everything he’s saying is truthful,” said Mr. Parsi, the author of “Losing an Enemy: Obama, Iran and the Triumph of Diplomacy.”

Even supporters of Mr. Trump’s tougher approach to Iran acknowledge the credibility challenge. Mark Wallace, the executive director of United Against Nuclear Iran and a strong critic of Mr. Obama’s nuclear agreement with Iran that Mr. Trump has since renounced, said the government needs to rely on its career professionals to inform the public about Tehran’s activities.

“The one way of doing that is place the burden of persuasion and validating the facts on the military and intelligence community that at least is more immune to the politically charged atmosphere that we live in,” said Mr. Wallace, who was a diplomat at the United Nations under Mr. Bush. “With Iran, I’ve been surprised actually that it’s been relatively depoliticized.”

Much of the distrust traces back to Mr. Bush’s invasion of Iraq and the failure to find the weapons of mass destruction that he and intelligence agencies assured the public were there. Mr. McLaughlin acknowledged the damage that did to the public standing of the C.I.A. and other intelligence agencies.

But he said the intelligence community has reformed itself since then. “There really has been an enormous effort to take stock of that and use that,” he said. “And intelligence has been right about an awful lot since then.”

“The problem with intelligence is it’s always contentious, it’s always arguable,” Mr. McLaughlin added. “But at some point you have to settle on a bottom line and he often doesn’t believe in a bottom line on intelligence. So how do you believe what he says?”

As he reflected on the moment, he added, “It’s a pretty dangerous situation I think.”

President Donald Trump’s re-election campaign is cutting ties with some of its own pollsters after leaked internal polling showed the president trailing former Vice President Joe Biden in critical 2020 battleground states, according to a person close to the campaign.

The move comes after NBC News obtained new details from a March internal poll that found Trump trailing Biden in 11 key states.

Portions of the campaign’s expansive March polling trickled out in recent days in other news reports.

But a person familiar with the inner workings of the Trump campaign shared more details of the data with NBC News, showing the president trailing across swing states seen as essential to his path to re-election and in Democratic-leaning states where Republicans have looked to gain traction. The polls also show Trump underperforming in reliably red states that haven’t been competitive for decades in presidential elections.

A separate person close to the Trump re-election team told NBC News Saturday that the campaign will be cutting ties with some of its pollsters in response to the information leaks, although the person did not elaborate as to which pollsters would be let go.

The internal polling paints a picture of an incumbent president with serious ground to gain across the country as his re-election campaign kicks into higher gear.

While the campaign tested other Democratic presidential candidates against Trump, Biden polled the best of the group, according the source.

In Wisconsin, Pennsylvania, Florida and Michigan — three states where Trump edged Democratic nominee Hillary Clinton by narrow margins that proved decisive in his victory — Trump trails Biden by double-digits. In three of those states — Wisconsin, Pennsylvania and Florida — Biden’s leads sit outside the poll’s margin of error.

Trump is also behind the former vice president in Iowa by 7 points, in North Carolina by 8 points, in Virginia by 17 points, in Ohio by 1 point, in Georgia by 6 points, in Minnesota by 14 points, and in Maine by 15 points.

In Texas, where a Democratic presidential nominee hasn’t won since President Jimmy Carter in 1976, Trump leads by just 2 points.

Portions of the internal Trump polling data were first reported by ABC News and The New York Times. The Times reported earlier this month that the internal polling found Trump trailing across a number of key states, while ABC News obtained data showing Trump trailing Biden in Pennsylvania, Wisconsin and Florida and holding a small lead in Texas.

The president denied the existence of any negative polling during comments last week in the Oval Office, saying his campaign has “great internal polling” and saying the numbers reported were from “fake polls.”

“We are winning in every single state that we've polled. We're winning in Texas very big. We're winning in Ohio very big. We're winning in Florida very big,” he said.

“Those are fake numbers. But do you know when you’re going to see that? You’re going to see that on Election Day.”

His campaign staff downplayed the results as old news in statements to NBC News. The polling was conducted between March 13 and March 28.

Tony Fabrizio, Trump’s campaign pollster, dismissed the data as “incomplete and misleading,” representing a “worst-case scenario in the most unfavorable turnout model possible.”

He added that a “more likely turnout model patterned after 2016” with a defined Democratic candidate shows a “competitive” race with Trump “leading.”

Trump campaign manager Brad Parscale’s criticism focused on the poll’s age.

“These leaked numbers are ancient, in campaign terms, from months-old polling that began in March before two major events had occurred: the release of the summary of the Mueller report exonerating the President, and the beginning of the Democrat candidates defining themselves with their far-left policy message,” he said.

Parscale also claimed the campaign has seen “huge swings in the President’s favor across the 17 states we have polled, based on the policies espoused by the Democrats.” As an example, he said that a “plan to provide free health care to illegal immigrants results in an 18-point swing toward President Trump.”

The Trump campaign subsequently provided another quote from Parscale that echoed the president’s comments from last week.

“All news about the President’s polling is completely false. The President’s new polling is extraordinary and his numbers have never been better,” the statement said.

GOP leaders have spent months cajoling President Trump in favor of a bipartisan budget deal that would fund the government and raise the limit on federal borrowing this fall, but their efforts have yet to produce a deal. So we’re trying to see if we can be together as best we can.”

The GOP dysfunction — coupled with a new House Democratic majority with its own priorities — leaves the sides much farther apart than they were at this point in last year’s budget process, which ended in a record-long government funding lapse. At the time, Republicans controlled both chambers of Congress, but negotiations stalled over funding Trump’s immigration priorities.

Trump and Congress face a trio of difficult budget issues. Congress must pass, and Trump must sign, funding legislation by Oct. 1 to avoid a new shutdown. They need to raise the federal debt limit around the same time, according to the latest estimates. Failure to do so would force the government to make difficult decisions about which obligations to pay, and could be considered a default by investors, shaking markets and an economy already showing some signs of alarm.

And by year’s end, they also need to agree on how to lift austere budget caps that will otherwise snap into place and slash $125 billion from domestic and military programs.

Senate Republicans and the administration thus far have not agreed on how to proceed on any of the issues, making it all but impossible for them to enter into substantive negotiations with Democrats. That has left the Capitol in a state of suspension over what the coming months will hold.

“True to form, Congress and the White House seem to be intent on waiting until the absolute last minute to address all these issues that we’ve known about,” said Maya MacGuineas, president of the nonpartisan, nonprofit Committee for a Responsible Federal Budget. “Basically everything they could do wrong, they are doing wrong.”

Tensions between key Senate Republicans and White House acting chief of staff Mick Mulvaney have been on display for months, and GOP lawmakers and aides partially blame that frayed relationship for the halting pace of talks. Mulvaney was a member of the conservative House Freedom Caucus before he joined the administration, first as White House budget director before becoming acting chief of staff, and he has advocated dramatic spending cuts opposed by lawmakers of both parties.

Mulvaney has been slow to come around to the need for a bipartisan budget deal that would raise domestic and military spending caps, even after McConnell met privately with Trump last month and got the president’s blessing to proceed with such a deal, said a senior GOP Senate aide who spoke on the condition of anonymity to describe private conversations.

“The problem with Mulvaney is sometimes he forgets he’s a staffer now, so he’s looking to execute on his own vision instead of the president’s, and that slows down the process,” the aide said.

A Mulvaney spokesman did not respond to a request for comment on his relationship with Senate Republicans. But an administration official, speaking on the condition of anonymity to describe internal thinking, said that Trump has encouraged McConnell to get a good deal but has not offered a blanket agreement for a budget agreement that would raise domestic spending to levels that Senate Republicans might be able to accept in order to cut a deal with Democrats — but that could cause heartburn for the White House.

What those spending levels should be remains a point of contention between Senate Republicans and the administration, according to lawmakers and officials on both sides, and it’s unclear when or how resolution will be reached. According to administration officials and Senate GOP aides, Mulvaney and the administration favor continuing existing spending levels or striking a one-year deal, over reaching the kind of two-year deal that has been agreed to in the past and that lawmakers in both parties favor now.

The administration also has pushed for raising the debt limit as soon as possible, while House Speaker Nancy Pelosi (D-Calif.) has made clear that a vote on the debt limit is off the table until a spending deal is reached. Senate Republicans, too, favor including the debt limit in a broader spending deal, but some complain that they still don’t know exactly what the White House will support when it comes to any of the financial issues they’re confronting.

“I think that’s what we’re trying to find out,” said Sen. John Thune (S.D.), the No. 2 Senate Republican. “Our members are ready to move, but they don’t want to move unless the White House is on board with all of the above.”

Senate Republicans and top aides have voiced frustrations with Mulvaney publicly and privately in recent weeks, with Shelby being particularly caustic in discussing Mulvaney’s involvement in talks about a massive disaster aid bill that became law earlier this month after weeks of stalled negotiations. At one point Shelby was asked whether Mulvaney was playing a “constructive role” in talks, and he said that Mulvaney was playing “a role.”

Shelby also requested Mulvaney’s presence at his own meeting with Trump last month so that Mulvaney could hear Shelby describe the dire impacts if a budget deal is not reached. And after this week’s meeting with Mulvaney, Treasury Secretary Steven Mnuchin and others, Shelby simply said of Mulvaney’s posture in negotiations: “He was there.”

The frustration with Mulvaney is bipartisan. At a news conference this past week, Pelosi suggested she was skeptical of dealmaking “when Mick Mulvaney takes the lead,” referencing his role while in the House in provoking a government shutdown in 2013. “Mick Mulvaney was one of the leaders in shutting down government when he was here and voted to keep it closed,” Pelosi said.

The internal GOP disarray has provoked repeated criticisms from Democrats who blame Republicans for the failure of an attempt at high-level bipartisan talks last month, although Republicans say Democrats were to blame for refusing to budge on spending levels.

“Let’s hope the Republicans can get their act together,” Senate Minority Leader Charles E. Schumer (D-N.Y.) said in a brief interview on Capitol Hill recently.

The finger-pointing has transformed Congress’ most basic mandate of funding the government into a high-stakes blame game with potentially devastating consequences. If new spending bills are not passed before Oct. 1, the government will shut down, just as it did this past winter for a record-long 35 days when Democrats refused Trump’s demands to pay for his wall along the U.S.-Mexico border. In one measure of just how many contentious issues lie ahead, funding for the wall, which is certain to be a hot-button issue again, has barely begun to be negotiated between the parties.

At the same time, if a deal is not reached to lift automatic spending caps known as the “sequester,” the resulting automatic cuts would indiscriminately slash vital domestic programs and jeopardize military readiness, members of both parties warn. And the Treasury Department is already employing cash-saving tactics, called “extraordinary measures,” because Congress has failed to act to raise the nation’s borrowing limit, often called the debt ceiling.

If Congress does not act and Treasury runs out of money, which is forecast to happen sometime in late fall, Treasury would be unable to pay all of its bills on time, which could lead to a default on the government’s obligations, a spike in interest rates, a surge in unemployment and a stock market crash. Fitch Ratings warned earlier this year that a shutdown coupled with a battle over the debt limit might damage the country’s Triple-A credit rating.

Lawmakers and administration officials say they are aware of the urgency to act. But recent interactions between Congress and the White House have not been confidence-inspiring. The sweeping $19 billion disaster aid bill that recently became law did so only after months of partisan bickering, and an emergency spending request for the migration crisis on the southern border also has stalled amid partisan disputes, despite urgent warnings from the administration that agencies will run out of money to deal with the influx at the end of this month.

House Democrats have gone their own way on spending bills without Republican buy-in, putting a massive $983 billion appropriations package for the Health and Human Services Department, the Pentagon and other agencies on the floor at spending levels Senate Republicans and the White House would never agree to. A bipartisan agreement in the Senate that helped Congress make unusual progress passing spending bills last year — up until the dispute over the wall — has not been resurrected this year, and the Senate Appropriations Committee has not yet passed a single spending bill.

And it all comes against the backdrop of an intensely partisan debate over impeachment and a looming presidential campaign, which Shelby called “collateral issues” that only compound the difficulty of reaching agreement. The result is a messy stew of issues that has longtime lawmakers questioning whether Congress and the Trump White House are up to the job of steering the nation away from fiscal calamity.

“This is one of the most basic requirements of governing,” said Sen. John Cornyn (R-Tex.), “is figure out what the government’s going to spend.”

Is the US going to attack Iran soon?

Diplomatic sources at the UN headquarters in New York revealed to Maariv that they are assessing the United States' plans to carry out a tactical assault on Iran in response to the tanker attack in the Persian Gulf on Thursday.

According to the officials, since Friday, the White House has been holding incessant discussions involving senior military commanders, Pentagon representatives and advisers to President Donald Trump.

The military action under consideration would be an aerial bombardment of an Iranian facility linked to its nuclear program, the officials further claimed.

"The bombing will be massive but will be limited to a specific target," said a Western diplomat.

The decision to carry out military action against Iran was discussed in the White House before the latest report that Iran might increase the level of uranium enrichment.

The officials also noted that the United States plans to reinforce its military presence in the Middle East, and in the coming days will also send additional soldiers to the area.

The sources added that President Trump himself was not enthusiastic about a military move against Iran, but lost his patience on the matter and would grant Secretary of State Mike Pompeo, who is pushing for action, what he wants.

Pompeo has repeatedly made statements against Iran in recent days. He claimed that there is no doubt that the recent explosions in tankers in the Gulf were carried out by Iran.

The possibility of a US attack came at the time of the deterioration of relations between the United States and Iran, against the backdrop of the US's withdrawal from the nuclear agreement a year ago, and the sanctions on the economy of the Islamic Republic.

In recent days, Iran has announced that it intends to deviate from the nuclear agreement signed in 2015 and to enrich uranium at a higher level than the maximum it has committed to within the framework of the nuclear deal.

In addition to the confrontation over Iran's nuclear program, the United States accuses Tehran of trying to extend its arm across the Middle East and destabilize the region from Yemen to Syria.

Among other things, the White House blamed Iran for the attack on several oil tankers in recent weeks in the Persian Gulf and even published a video showing Iranian fighters apparently removing a mine that did not explode from a ship that was attacked.

Iran is trying to mobilize an alliance of Russia, China and other countries to help counter a U.S. campaign that has included crippling economic sanctions and thousands of additional troops committed to the Middle East.

As Washington struggles to build robust international support for its so-called maximum-pressure tactics against Tehran, Iranian officials are working to take advantage.

They highlight American dominance of the global financial system, which has irked both Russia and China. They also warn against U.S. cyber and psychological warfare, themes that resonate in Moscow and Beijing.

The Iranian effort is on display this week at a summit in the Russian city of Ufa, where security officials from 119 nations have gathered. Among the participants is India, a key economic partner of Tehran, and China, which—along with Russia, Germany, U.K. and France—is party to the 2015 multilateral nuclear deal with Iran that the U.S. exited last year.

In a speech, a top Iranian security official called on “the independent countries of the world” to break U.S. dominance of the financial system.

“The U.S. has destabilized the international security system with unilateralism and extraterritorial sanctions,” Ali Shamkhani, secretary of Iran’s Supreme National Security Council, said Tuesday. “If a broad spectrum of countries decide to stand against the illegal blackmailing and bullying by the U.S., we can make the U.S. retreat.”

The summit takes place amid growing tensions between the U.S. and Iran, following an attack on two oil tankers last week, which Washington blamed on Iran’s Islamic Revolutionary Guard Corps.

This week, the U.S. said it would send an additional 1,000 troops to the Middle East in response to “hostile behavior” by Tehran, following a decision in May to deploy an extra 1,500 soldiers. Monday’s commitment came the same day that Iran said it would stockpile more enriched uranium in the next 10 days than allowed under the nuclear deal.

Iran has denied involvement in the tanker attack, and President Hassan Rouhani said Tuesday that Iran doesn’t want a war with any nation, repeating a familiar line. Iran’s military said Monday that if it wanted to block tankers in the Strait of Hormuz, it didn’t need to lie about it.

China’s top diplomat, Foreign Minister Wang Yi, said Tuesday that the U.S. risked opening a “Pandora’s box” in its campaign against Iran and called on both countries to de-escalate, according to the Associated Press news agency.

Russia’s Deputy Foreign Minister Sergei Ryabkov voiced support for Tehran, saying the international community needed to find ways to restore Iranian oil exports, according to Russian state media TASS.

Russian officials warned that the decision to increase the number of U.S. troops in the Middle East could destabilize the region.

“For quite a while, we have been witnessing the United States’s continuous attempts to increase political, psychological, economic and military pressure on Iran,” Mr. Ryabkov told reporters, according to TASS. “I think that such actions are rather provocative and cannot be considered as anything other than a deliberate policy to instigate a war.”

Separately on Tuesday, Russian and Iranian energy ministers met in the Iranian city of Isfahan to continue discussions about an “oil-for-goods” program in which proceeds from sales of Iranian crude could pay for Russian equipment and agricultural products, Russian Energy Minister Alexander Novak told the Russian Rossiya 24 television channel.

Russia’s interests aren’t completely aligned with Iran’s, though. The two countries are competing for influence in Syria as the civil war wraps up there. Next week, Nikolai Patrushev, secretary of the Russian Security Council, will meet U.S. National Security Adviser John Bolton and Israeli security officials in Israel, an arch-foe of Iran.

In its own rallying efforts, the U.S. has called on the U.N. Security Council to impose sanctions on Tehran over its missile tests. Secretary of State Mike Pompeo has asked the council, of which Russia and China are members, to prevent Iran from circumventing an arms ban by authorizing inspections of ships in ports and stopping them in high waters. The council hasn’t so far complied.

Traditional U.S. allies like the U.K. and Saudi Arabia have backed Mr. Pompeo and American military assertions that Iran orchestrated last week’s tanker attacks and incidents in May that involved four other ships in the same area.

Iran has tried to cleave off European allies of the U.S., with limited success. Tehran framed its decision to exceed enriched-uranium limits as an ultimatum to European countries, pushing them to ensure Iran receives economic benefits from staying in the deal.

The European Union has expressed disapproval of the American campaign against Iran and its withdrawal from the nuclear deal, but officials like German Foreign Minister Heiko Maas have said any Iranian culpability in the tanker attacks would complicate efforts to help.

Mr. Trump noted the phone call hours before he was set to take the stage to announce his 2020 re-election bid. Many lawmakers have argued that Mr. Trump’s tariff dispute with China may hurt his prospects for re-election in typically Republican states where agriculture is the dominant industry.

Shortly after Mr. Trump’s tweet, China’s state broadcaster CCTV confirmed the phone call between the two leaders. During the conversation, according to CCTV, President Xi said that the bilateral relationship recently has “encountered some difficulties, which is not in the interest of either side” and said that he was willing to meet with Mr. Trump at the G-20 summit, to be held in Osaka, Japan. In addition, in a nod to the U.S.’s actions against Huawei, Mr. Xi told Mr. Trump that “we also hope that the U.S. will treat Chinese companies fairly,” according to CCTV.

The Dow Jones Industrial Average was up more than 300 points in recent trading.

China’s vice minister of foreign affairs, Zheng Zeguang, met with administration officials in Washington Friday, according to people briefed on the matter, where the meeting in Osaka was discussed but not confirmed.

People following the talks downplayed the chances of a broad deal between the U.S. and China at the summit in Japan, but the news boosted U.S. stocks and led business groups to welcome the renewed high-level contact with China.

“There is no question there are real things that need to be worked through, but re-engagement is a positive step,” said Myron Brilliant, head of international affairs at the U.S. Chamber of Commerce. “We’ve been waiting for a signal that the presidents would re-engage.”

The announcement came shortly before U.S. Trade Representative Robert Lighthizer began testimony on the president’s trade policy in a hearing of the Senate Finance Committee Tuesday morning.

Sen. Ron Wyden, (D., Ore.) told Mr. Lighthizer that the next round of tariffs on China would raise the price of school supplies for students returning to classes in the fall—“school uniforms, gym clothes, sneakers, book bags, pencils, notebooks, you name it,” he said.

Mr. Lighthizer responded by emphasizing the importance of confronting Beijing over its trade practices: “I would say to those college students that if China steals your intellectual property, you’re not going to have jobs in the future.” He said he doesn’t want to prejudge the administration’s process for considering tariffs and possible exclusions.

China and the U.S. have been embroiled in a tit-for-tat trade dispute since last year and had hoped to reach a deal, but talks faltered in May, with the U.S. blaming China for reneging on its promises in the eleventh hour of discussions.

In response, the U.S. last month raised tariffs on $200 billion in Chinese goods to 25% from 10% and set in motion plans to levy new tariffs on $300 billion in Chinese imports that have so far been untouched.

Mr. Trump, a Republican, has long said tariffs give him leverage in trade deals, whether they involve China or allies like Canada, Mexico and the European Union. He has threatened additional tariffs if China doesn’t cooperate.

Earlier this month, China released a government policy paper saying that Washington had scuttled the negotiations and that China wouldn’t shy away from a trade conflict.

Mr. Lighthizer responded to the policy paper by accusing Beijing of pursuing “a blame game misrepresenting the nature and history of trade negotiations.”

In February, Mr. Trump had said he would delay a planned increase of tariffs on $200 billion of Chinese goods, due March 1, citing “substantial progress” on issues including intellectual property and technology transfer in the two nations’ trade talks.

But the two sides haven’t resolved some issues that are important to both, and last rounds of negotiations invariably involve brinkmanship on both sides.

China wants the U.S. to at least start to roll back tariffs once any deal is signed. Mr. Lighthizer wants to keep tariffs in place and start removing them once China shows it is complying with terms of any agreement.

The prospect of an escalation of tariffs, which would boost the price of imports ranging from retail items to industrial electronic components, has drawn condemnation from U.S. trade groups that import goods from China.

Public hearings held by Mr. Lighthizer’s office on the new tariffs began this week. On the first day of the hearings Monday, 47 of the 50 speakers at the hearing asked that their industry be spared the tariffs; only two businesses spoke in support of the Trump administration’s plan.

Well-known brands like Best Buy Co., Roku Inc., iRobot Corp., Kenneth Cole Productions Inc., American Standard and New Balance Athletics Inc. had executives at the hearings in Washington who spoke in opposition to the tariffs, along with other makers of clothing and apparel, footwear, electronics, plumbing equipment, lighting, retailers and sporting goods.

Many businesses warned the government’s panel at the hearing that the tariffs would have unintended consequences.

David Baer of South Carolina-based Element Electronics, the sole U.S. manufacturer of televisions, testified that if the tariffs are in place “we will be forced to shut down the South Carolina factory and take all our electronics off shore,” because the tariffs would raise prices on items in its supply chain that only come from China. The tariffs would effectively end television production in the U.S., Mr. Baer said.

Representatives of U.S. ports testified that the cranes they use to unload cargo ships are only manufactured in China, and that raising prices of U.S. ports will only push cargo to Mexican and Canadian ports instead.
