WPquote:Ukraine critically low on Patriot interceptors as Russian strikes intensify
The sophisticated air defense systems supplied by the U.S. are one of the few able to shoot down incoming ballistic missiles. The interceptors are also among the most depleted globally.
Ukraine is down to its last Patriot air defense missiles, leaving its population vulnerable to Russia’s continued attacks and raising questions in Kyiv as to whether the Trump administration has turned its back on the country.
“As of October 7th, there were only 10 missiles left; these were used up during the attacks. Currently, there are only a couple remaining,” a Ukrainian official told The Washington Post.
A second person familiar with Ukraine’s deteriorating air defense situation said the country is out of the sophisticated weapons, which are critical to shooting down incoming Russian ballistic missiles.
“The situation is extremely tense. Innocent civilians are dying every single day,” the Ukrainian official said. Both people spoke on the condition of anonymity to describe sensitive military matters.
Patriot missile batteries are some of the most in-demand air defense systems in the world. They are also among the most depleted due to heavy use in both Ukraine and the Middle East.
The United States fired more than 1,000 Patriot and THAAD missiles to defend troops in the first month of the Iran war alone. It has also supplied hundreds of Patriots to Ukraine since the former Biden administration approved sending the defense system to Kyiv in December 2022.
Each battery costs about $1 billion, which includes the launch system and ground radars, and each missile can cost upward of $4 million. The pace of both conflicts has gutted U.S. and global stockpiles of the missiles to critical levels. In the war with Iran, the U.S. pulled Patriot systems from the Pacific region to bolster Middle East defenses and delayed future sales pledged to allies because of the strain on stockpiles.
The Trump administration has made it a priority to accelerate the purchase and building of new Patriot interceptors, but it can take up to 36 months to produce a new missile.
President Donald Trump has vacillated for months over sending more Patriots to Ukraine — at one point this summer even flirting with the idea of allowing Ukraine to build the interceptors itself — only to reverse course and threaten to withdraw aid when he has become frustrated by the lack of progress in peace negotiations.
Trump recently announced he was easing sanctions on the sale of Russian diesel fuel, which drew bipartisan ire.
On Wednesday, Ukrainian officials said that a critical piece of battlefield equipment, Starshield — the secure satellite communications system built by Elon Musk’s SpaceX — was restricted without warning, leaving the country more vulnerable to Russian missile strikes. Musk did not deny the temporary throttling but said in a social media post that such a thing could only happen at the U.S. government’s request.
This week, Trump declared that Moscow and Kyiv had agreed to an “energy ceasefire” in which neither would strike the other’s energy infrastructure sites.
Ukraine says its energy infrastructure has continued to be bombarded by Russian Shahed drones. On Thursday, Ukrainian President Volodymyr Zelensky told the Financial Times that Ukraine would resume hitting Russia’s energy grid.
The U.S. has provided weapons to Ukraine through a program called the Prioritized Ukraine Requirements List, known as PURL, in which European nations pay Washington for weapons that are sent to Kyiv. But the Trump administration has considered rerouting some of that aid to the Middle East to address U.S. shortages in the war with Iran, The Post previously reported.
A senior NATO official, speaking on the condition of anonymity to discuss sensitive military coordination, said Thursday that PURL is still working and “air defense munitions like Patriot interceptors continue to flow.”
The Ukrainian official took issue with the nature of that aid.
“Since May, supplies have been irregular, and right now no one can say with any certainty or guarantee that a delivery will actually arrive,” the official said.
The lack of consistent support for Ukraine has frustrated some Republicans in Congress, who have said the U.S. needs to stand firmly with its ally. On Thursday, the chairman of the Senate Armed Services Committee, Sen. Roger Wicker (R-Mississippi), and Sen. Kevin Cramer (R-North Dakota) visited Zelensky in Kyiv.
“Hearing from young Ukrainians who escaped Russian-occupied territories was a powerful reminder of what is at stake. We must stand with Ukraine,” Cramer posted to social media.
CNN first reported that Ukraine was out of Patriot missiles.
