The day after Mr. Floyd's death, the Police Department fired all four of the officers involved in the episode. On May 29, the Hennepin County attorney, Mike Freeman, announced third-degree murder and second-degree manslaughter charges against Derek Chauvin, the officer seen most clearly in witness videos pinning Mr. Floyd to the ground. Mr. Chauvin, who is white, kept his knee on Mr. Floyd's neck for eight minutes and 46 seconds, according to the criminal complaint against him. Our video shows that Mr. Chauvin did not remove his knee even after Mr. Floyd lost consciousness, and for a full minute after paramedics arrived at the scene.

On June 3, Hennepin County prosecutors added a more serious second-degree murder charge against Mr. Chauvin and also charged each of the three other former officers -- Thomas Lane, J. Alexander Kueng and Tou Thao -- with aiding and abetting second-degree murder.

It's a Monday evening in Minneapolis. Police respond to a call about a man who allegedly used a counterfeit $20 bill to buy cigarettes. Seventeen minutes later, the man they are there to investigate lies motionless on the ground, and is pronounced dead shortly after. The man was 46-year-old George Floyd, a bouncer originally from Houston who had lost his job at a restaurant when the coronavirus pandemic hit. Crowd: "No justice, no peace." Floyd's death triggered major protests in Minneapolis, and sparked rage across the country. One of the officers involved, Derek Chauvin, has been arrested and charged with second-degree murder. The other three officers have been charged with aiding and abetting murder. The Times analyzed bystander videos, security camera footage and police scanner audio, spoke to witnesses and experts, and reviewed documents released by the authorities to build as comprehensive a picture as possible and better understand how George Floyd died in police custody. The events of May 25 begin here. Floyd is sitting in the driver's seat of this blue S.U.V. Across the street is a convenience store called Cup Foods. Footage from this restaurant security camera helps us understand what happens next. Note that the timestamp on the camera is 24 minutes fast. At 7:57 p.m., two employees from Cup Foods confront Floyd and his companions about an alleged counterfeit bill he just used in their store to buy cigarettes. They demand the cigarettes back but walk away empty-handed. Four minutes later, they call the police. According to the 911 transcript, an employee says that Floyd used fake bills to buy cigarettes, and that he is "awfully drunk" and "not in control of himself." Soon, the first police vehicle arrives on the scene. Officers Thomas Lane and J. Alexander Kueng step out of the car and approach the blue S.U.V. Seconds later, Lane pulls his gun. We don't know exactly why. He orders Floyd to put his hands on the wheel. Lane reholsters the gun, and after about 90 seconds of back and forth, yanks Floyd out of the S.U.V. A man is filming the confrontation from a car parked behind them. The officers cuffed Floyd's hands behind his back. And Kueng walks him to the restaurant wall. "All right, what's your name?" From the 911 transcript and the footage, we now know three important facts: First, that the police believed they were responding to a man who was drunk and out of control. But second, even though the police were expecting this situation, we can see that Floyd has not acted violently. And third, that he seems to already be in distress. Six minutes into the arrest, the two officers move Floyd back to their vehicle. As the officers approach their car, we can see Floyd fall to the ground. According to the criminal complaint filed against the officers. Floyd says he is claustrophobic and refuses to enter the police car. During the struggle, Floyd appears to turn his head to address the officers multiple times. According to the complaints, he tells them he can't breathe. Nine minutes into the arrest, the third and final police car arrives on the scene. It's carrying officers Tou Thao and Derek Chauvin. Both have previous records of complaints brought against them. Thao was once sued for throwing a man to the ground and hitting him. Chauvin has been involved in three police shootings, one of them fatal. Chauvin becomes involved in the struggle to get Floyd into the car. Security camera footage from Cup Foods shows Kueng struggling with Floyd in the backseat while Thao watches. Chauvin pulls him through the back seat and onto the street. We don't know why. Floyd is now lying on the pavement, face down. That's when two witnesses began filming, almost simultaneously. The footage from the first witness shows us that all four officers are now gathered around Floyd. It's the first moment when we can clearly see that Floyd is face down on the ground with three officers applying pressure to his neck, torso and legs. At 8:20 p.m., we hear Floyd's voice for the first time. The video stops when Lane appears to tell the person filming to walk away. "Get off to the sidewalk, please. One side or the other, please." The officers radio a Code 2, a call for non-emergency medical assistance, reporting an injury to Floyd's mouth. In the background, we can hear Floyd struggling. The call is quickly upgraded to a Code 3, a call for emergency medical assistance. By now another bystander, 17-year-old Darnella Frazier, is filming from a different angle. Her footage shows that despite calls for medical help, Chauvin keeps Floyd pinned down for another seven minutes. We can't see whether Kueng and Lane are still applying pressure. Floyd: [gasping] Officer: "What do you want?" Bystander: "I've been --" Floyd: [gasping] In the two videos, Floyd can be heard telling officers that he can't breathe at least 16 times in less than five minutes. Bystander: "You having fun?" But Chauvin never takes his knee off of Floyd, even as his eyes close and he appears to go unconscious. Bystander: "Bro." According to medical and policing experts, these four police officers are committing a series of actions that violate policies, and in this case, turn fatal. They've kept Floyd lying face down, applying pressure for at least five minutes. This combined action is likely compressing his chest, and making it impossible to breathe. Chauvin is pushing his knee into Floyd's neck, a move banned by most police departments. Minneapolis Police Department policy states an officer can only do this if someone is, quote, "actively resisting." And even though the officers call for medical assistance, they take no action to treat Floyd on their own while waiting for the ambulance to arrive. Officer: "Get back on the sidewalk." According to the complaints against the officers, Lane asks him twice if they should roll Floyd onto his side. Chauvin says no. Twenty minutes into the arrest, an ambulance arrives on the scene. Bystander: "Get off of his neck!" Bystander: "He's still on him?" The E.M.T.s check Floyd's pulse. Bystander: "Are you serious?" Chauvin keeps his knee on Floyd's neck for almost another whole minute, even though Floyd appears completely unresponsive. He only gets off once the E.M.T.s tell him to. Chauvin's kept his knee on Floyd's neck for a total of 8 minutes and 46 seconds, according to the complaint filed against him. Floyd is loaded into the ambulance. The ambulance leaves the scene, possibly because a crowd is forming. But the E.M.T.s call for additional medical help from the fire department. But when the engine arrives, the officers give them, quote, "no clear info on Floyd or his whereabouts," according to a fire department incident report. This delays their ability to help the paramedics. Meanwhile, Floyd is going into cardiac arrest. It takes the engine five minutes to reach Floyd in the ambulance. He's pronounced dead at a nearby hospital around 9:25 p.m. Preliminary autopsies conducted by the state, and Floyd's family, both ruled his death a homicide. The widely circulated arrest videos don't paint the entire picture of what happened to George Floyd. Crowd: "Floyd! Floyd! Additional video and audio from the body cameras of the key officers would reveal more about why the struggle began and how it escalated. The city quickly fired all four officers. And Chauvin has been charged with second degree murder. Thomas Lane, J. Alexander Kueng and Tou Thao were charged with aiding and abetting murder. But outrage over George Floyd's death has only spread further and further across the United States.

Verschillende Amerikaanse staten willen nu de nationale garde inzetten tegen de rellen die zijn uitgebroken. De nationale garde zou de lokale politie moeten ondersteunen.

De Amerikaanse nieuwszender CNN meldt dat in zeker acht staten daarvoor toestemming is gegeven of in ieder geval hulp is gevraagd van de reservestrijdkrachten. Het gaat om Minnesota, Ohio, Georgia, Colorado, Wisconsin, Kentucky, Utah en Texas. Ook hoofdstad Washington doet er een beroep op.

Eerder werd in Minneapolis een politiebureau in brand gestoken

De rellen in Minneapolis braken uit na de dood van George Floyd na een hardhandige arrestatie. De agent die zijn knie daarbij op de nek van Floyd zette, is inmiddels aangehouden.

The nationwide anti-police brutality protests sparked by the killing of George Floyd in the US have been marked by widespread incidents of police violence, including punching, kicking, gassing, pepper-spraying and driving vehicles at often peaceful protesters in states across the country.

The actions have left thousands of protesters in jail and injured many others, leaving some with life-threatening injuries.

From Minnesota to New York, Texas, California, Washington DC and many places beyond, from small towns to big cities, police officers have demonstrated just how problematic law enforcement is in the US, drawing condemnation from international groups as well as domestic civil rights organizations.

The International Crisis Group, which monitors unrest around the world, said the police had used "excessive force". The UN high commissioner for human rights, Michelle Bachelet, said: "All police officers who resort to excessive use of force should be charged and convicted for the crimes committed."

Numerous incidents of police violence have been exposed in disturbing videos and press accounts in recent days, with little sign that police are adjusting their tactics.

New York City alone has seen numerous incidents. On Saturday 30 May, officers in a police SUV drove at a crowd of protesters in Brooklyn, knocking several to the ground. A day earlier, a police officer was caught on camera violently shoving a woman to the ground during a demonstration. The woman, Dounya Zayer, was taken to hospital and said she suffered a seizure and concussion.

At another New York protest, an officer yanked a facemask from an African American man who was standing with his hands in the air, then pepper-sprayed him in the face.

In Buffalo, in western New York state, two officers shoved a 75-year-old man to the ground. A video showed the man hitting his head on the ground, causing his blood to spill on the sidewalk. He is now gravely ill in hospital.

On Thursday, a video posted to Twitter showed a group of police beating peaceful protesters in Philadelphia. One officer is seen using a baton to hit a man on the head, before he and another officer pin him to the ground.

Protesters in Minneapolis, where four police officers have been charged with murder over the death of George Floyd, have also been subjected to violence.

In one incident police shot paint canisters at a woman who was standing on the porch of her own home. Footage showed an officer shouting, "Light 'em up" before police opened fire. Minneapolis police have also used teargas, flash-bangs and rubber bullets on a peaceful protests in the city.

In the south-east of the US, a black woman who was kneeling with her hands in the air was shoved to the ground by police in Fort Lauderdale, Florida.

On the west coast, a police car drove into a protester in Los Angeles, briefly trapping them underneath the engine, and police used teargas to dispel a demonstration in Santa Monica.

In Los Angeles, as in other cities in the US, police have also repeatedly fired rubber bullets at protesters. Among those struck was CJ Montano, a military veteran, who said he had his hands up when he was shot in the head, hip, legs, stomach and ribs. In Austin, Texas, police are conducting an internal investigation after a pregnant woman was reportedly hit with a round to her stomach.

A group of scientists examined the impact of rubber and plastic bullets in 2017. They found that that 15% of those shot with the bullets, or with beanbag rounds and other "less lethal" bullets, had suffered permanent injury.

According to the Daily Beast, 32-year-old Rayne Valentine was wearing his hospital ID when he was beaten by police officers in New York. Valentine, whose wound was closed with staples, said he had been filming protesters. Elsewhere a doctor in Miami, Florida, said he was teargassed at a protest.

Officers reportedly used teargas in Dallas and San Antonio, both in Texas, in Philadelphia and - in the most widely shared incident - to disperse protesters outside the White House in Washington DC so that Donald Trump could have his photo taken with a Bible outside a church.

Among those abused in Washington DC were a pair of Australian journalists, who were reporting on a protest. Video showed TV cameraman Tim Myers being hit with a riot shield and punched, while correspondent Amelia Brace was hit with a baton.

Frequently journalists have been met with the same aggressive policing as demonstrators, and according to the Nieman Journalism Lab, police attacked journalists "at least 140 times" in the last four days of May.

In some states, police officers have been disciplined following violence. The two officers who pushed the man in Buffalo have been suspended - which prompted all 57 members of the Buffalo police department's emergency response team to resign in protest on Friday - as has the Fort Lauderdale officer who pushed the kneeling woman to the ground. Six police officers in Atlanta, Georgia, have been charged with aggravated assault after tasing a man and dragging a woman out of a car during an arrest in Atlanta.

In most cases, however, no action has been brought against officers or police departments. Seeking to change this, the American Civil Liberties Union has filed a lawsuit against the Minneapolis police, accusing them of attacking journalists during protests, and is taking similar action in LA.

On Friday, Black Lives Matter, the ACLU and other civil rights groups brought a separate lawsuit against Trump and the attorney general, Bill Barr, over the police response to the protest in Washington DC.

"Across the country, law enforcement armed with military weaponry are responding with violence to people who are protesting police brutality," said the ACLU's Ben Wizner. "The first amendment right to protest is under attack, and we will not let this go unanswered."

I Have a Dream
Tijdens de March on Washington hield predikant Martin Luther King Jr. zijn beroemde 'I have a dream'-toespraak. De inmiddels 89-jarige George Turner was erbij. "We waren verbaasd dat zoveel mensen kwamen opdagen. Ons doel was om zelf bij te dragen aan deze beweging, op welke manier dan ook."

Dat demonstreren verliep toentertijd heel anders. "We vertrokken om half 5 's ochtends met de bus richting Washington D.C. vanuit New York, dat was al een hele belevenis. Bij de protesten van nu zie je een heel divers publiek. Als ik die dag vier witte mensen heb gezien, is het veel. En wat je misschien opvalt aan de foto: we droegen allemaal een pak."

De burgerrechtenbeweging in de jaren 60 leidde tot verschillende wetswijzigingen. Zo kwam er een verbod op segregatie, het onderscheid maken tussen witte en zwarte Amerikanen op openbare plekken. Ook mochten werkgevers vanaf dat moment niet meer discrimineren op huidskleur of sekse. Ondanks de wetten bleef segregatie in sommige delen van het land nog van kracht.

Rodney King
Sindsdien waren demonstraties vaker tegen politiegeweld gericht. Nadat in 1991 Rodney King door een groep agenten in elkaar werd geslagen, braken in Los Angeles wekenlang rellen uit. Het was één van de eerste keren dat politiegeweld op film was vastgelegd.

Gaan deze protesten dan eindelijk helpen?
Spreek je in de VS de oude en de jonge generatie actievoerders, dan springt één ding eruit: ze zijn hoopvol over de toekomst. Deze periode kan doorslaggevend zijn.

'I can't breathe'
Nu bijna iedereen een smart phone in zijn zak heeft, is dat anders. De afgelopen jaren zijn honderden hardhandige arrestaties van zwarte Amerikanen gefilmd. In 2014 werd Eric Garner opgepakt op verdenking van het illegaal verkopen van losse sigaretten op straat in New York.

In de video van zijn arrestatie wordt hij door een agent in een wurggreep gehouden. Elf keer roept hij dat hij geen adem krijgt. Hij overleefde de arrestatie niet: 'I can't breathe' werd na zijn dood een beladen protestkreet.

Black Lives Matter
Datzelfde jaar braken rellen uit in Ferguson, in de staat Missouri. Die kwamen na de dood van Michael Brown. De 18-jarige Brown werd bij een arrestatie doodgeschoten door een agent. Wekenlang gingen mensen de straat op. Ferguson werd het symbool van de botsingen tussen witte en zwarte Amerikanen. De protestbeweging Black Lives Matter kreeg hier wereldwijde naamsbekendheid.

Na de dood van Michael Brown werd Thanksgiving in Ferguson niet echt een feest.
Nu, zes jaar later, is de kreet 'I can't breathe' teruggekeerd. Het is ook wat George Floyd roept als hij bijna 9 minuten lang met een knie tegen de grond wordt gehouden. Black Lives Matter is inmiddels een beweging van ongekende omvang. Nooit eerder hield een protest tegen racisme en politiegeweld zo lang aan als nu.

Totale verandering

Het aanhoudende protest heeft er al toe geleid dat de politie in Minneapolis voortaan geen nekklemmen en wurggrepen meer mag gebruiken. Ook moeten alle vier agenten die betrokken waren bij de dood van George Floyd voor de rechter verschijnen. Maar volgens George Turner staan de protesten voor iets groters: "Het gaat om totale verandering. Zwarte mensen zullen boos blijven zolang ze als tweederangsburgers worden behandeld."

Institutional racism was defined by Sir William Macpherson in the UK's Lawrence report (1999) as: "The collective failure of an organization to provide an appropriate and professional service to people because of their colour, culture, or ethnic origin. It can be seen or detected in processes, attitudes and behaviour which amount to discrimination through prejudice, ignorance, thoughtlessness and racist stereotyping which disadvantage minority ethnic people."[5][6]

For those who yearn for an end to systemic racism, these are exhilarating times as Black activists and organizations lead a global uprising against symbols and structures of white supremacy.

But if you are a racist group masquerading as a civil rights organization, these days are fraught with the danger that you’ll get found out.

It’s a balancing act that has for years bedeviled the Anti-Defamation League, a major Israel lobby group in the United States.

Its counterparts in the UK are facing the same challenge.

The crisis is particularly acute right now as the ADL tries to portray itself as an ally of Black Lives Matter while also shielding Israel from criticism over its plans to annex Palestinian land in the occupied West Bank, further entrenching the system of apartheid.

A leaked memo obtained last week by Jewish Currents writer Josh Leifer highlights the dilemma of ADL leaders.

The memo sets out how the lobby group can, in Leifer’s words: “find a way to defend Israel from criticism without alienating other civil rights organizations, elected officials of color and Black Lives Matter activists and supporters.”

The gist of the strategy is to allow some soft criticism of Israel while fending off more precise and accurate descriptions of Israel’s violations of Palestinian rights as “apartheid” and “separate but equal” – the latter a term long used to whitewash violently enforced, legalized racial segregation and subjugation in the United States.

The authors of the memo fear that a clash with progressive forces over annexation could put ADL on the “wrong side” of the Black Lives Matter movement and “challenge relationships between ADL and many civil rights organizations and coalitions.”

It is ironic that the ADL fears Israel being associated with apartheid.

While the Israeli-armed South African apartheid regime was still destroying Black lives in that country in the 1980s and 1990s, the ADL ran a massive spy ring in the United States.

As well as infiltrating Palestine solidarity groups, the ADL spy passed on confidential files about anti-apartheid activists to South Africa’s brutal intelligence agency.

The latest ADL leak confirms concerns that were revealed in a private report obtained by The Electronic Intifada in 2017.

That report – jointly written by the ADL and the Reut Institute, an Israeli think tank – lamented that Palestinian rights campaigners have been “able to frame the Palestinian struggle against Israel as part of the struggle of other disempowered minorities, such as African Americans, Latinos and the LGBTQ community.”

The report recommended that Zionist groups try to disrupt this dynamic by “Partnering with other minority communities based on shared values and common interests such as on criminal justice reform, immigration rights or in fighting against racism and hate crimes.”

Today the ADL sees Black Lives Matter as a chance to burnish its “civil rights” street cred while advancing its anti-Palestinian agenda.

On Friday, Toronto Police announced they would not participate in this year’s upcoming parade. This has been a longstanding demand of BLM TO and one that the board of Pride Toronto recently backed in a controversial vote.

Khogali has a track record of inflammatory, divisive rhetoric.

Only last week during a protest in front of the US consulate Khogali shouted into a microphone that “Justin Trudeau is a white supremacist terrorist” and urged the crowd to “rise up and fight back.”

“Look at us, we have the numbers,” she said.

She also faced controversy in the news for a tweet posted a year ago stating: “Plz Allah give me strength to not cuss/kill these men and white folks out here today.”

While these remarks alarmed many Canadians, they pale in comparison to a statement numerous sources forwarded to the Sun that Khogali appears to have posted on Facebook in late 2015.

“Whiteness is not humxness,” the statement begins. “infact, white skin is sub-humxn.” The post goes on to present a genetics-based argument centred on melanin and enzyme.

“White ppl are recessive genetic defects. this is factual,” the post reads towards the end. “white ppl need white supremacy as a mechanism to protect their survival as a people because all they can do is produce themselves. black ppl simply through their dominant genes can literally wipe out the white race if we had the power to.”

Khogali did not respond to requests for comment from the Sun. But if she did in fact write the post, her thesis doesn’t pass muster for one of America’s leading scholars of the history of eugenics.

“The document mirrors the racism of American eugenicists who claimed in the first third of the 20th century that native whites were genetically superior not only to blacks but also to immigrants from Eastern and Southern Europe,” Daniel Kevles, a professor at Yale University, wrote to the Sun. “Their claims were without any scientific foundation and added up to expressions of naked white racism.”

Kevles’ book “In the Name of Eugenics: Genetics and the Uses of Human Heredity” is considered a leading text in the field.

“The anger and frustration that animates the Black Lives Matter movement is altogether understandable, but the way to contest pseudo-science and white prejudice is not with an alternative pseudo-science and black prejudice,” notes Kevles. “It is with moral argument and political action.”

The BLM TO website explains their stated goals are “to dismantle all forms of state-sanctioned oppression, violence and brutality committed against African, Caribbean, and Black cis, queer, trans, and disabled populations in Toronto.”

There is no indication the group or any of its other members supports the sentiments expressed in the alarming post.

The Sun did not hear back from BLM TO and the main Black Lives Matter umbrella group in the United States following various requests for comment.

About 1,000 heavily armed militia, all of whom were Black, marched through Georgia's Stone Mountain Park on Saturday, challenging white nationalist groups in the area to either come out and fight or join them in demonstrating against the government.

Stone Mountain State Park officials said the Black militia group was peaceful, orderly and escorted by police as they called for the removal of the country's largest Confederate monument near Atlanta.

Videos posted to social media show the group, the "Not F**king Around Coalition" (NFAC), meeting at the massive nine-story quartz sculpting that depicts former Confederate president Jefferson Davis and Southern generals Robert E. Lee and Stonewall Jackson.

NFAC Founder Grand Master Jay told Newsweek via phone Sunday that the militia members at Stone Mountain on Saturday were "100 percent Black" and they are not affiliated with Black Lives Matter. "We are a Black militia. We aren't protesters, we aren't demonstrators. We don't come to sing, we don't come to chant. That's not what we do," he said.

The NFAC head explained why several videos show the militia members alongside demonstrators earlier in the day before heading to Stone Mountain. Grand Master Jay told Newsweek the sister of Rayshard Brooks, who was killed outside an Atlanta Wendy's by police last month, requested the NFAC militia provide her with a security escort to a downtown rally that began at the site of her brother's death.

"Our initial goal was to have a formation of our militia in Stone Mountain to send a message that as long as you're abolishing all these statues across the country, what about this one?" Grand Master Jay said, referencing the massive Confederate carving.

He added that he must commend Stone Mountain police for offering the all-Black militia support as they exercised their constitutional rights on July 4th.

"It was all Black ... there were no brown people, no white people... everyone was Black. I am not a protester, I am the commanding general of my militia, we were swearing in new members," he added, highlighting there was a second militia "show of force" Saturday near Phoenix.

The coalition of Black militia met at the monument, which is historically tied to the birth of the Ku Klux Klan and has more recently been the site of white nationalist rallies. Leaders of the militia frequently halted the protest to challenge local white supremacists and far-right Second Amendment advocates to "stop hiding."

"I don't see no white militia, the boogie [boogaloo] boys, the three percenters and all the rest of these scared-ass rednecks. We here, where the f**k you at? We're in your house," one protester said into a PA system during the Stone Mountain Park march.

John Bankhead, a spokesman for the Stone Mountain Memorial Association, said the protests were orderly and acknowledged the Confederate monument is frequently used as a meeting place for far right-wing militia.

"It's a public park, a state park. We have these protests on both sides of the issue from time to time. We respect people's First Amendment right," Bankhead told WXIA-TV. "We understand the sensitivities of the issue here at the park ... so we respect that and allow them to come in as long as it's peaceful, which it has been."

He has repeated this claim nearly 20 times since. Online activists and prominent right-wing Twitter personalities promoted the theory. And the nation’s top law enforcement officials — including FBI Director Christopher A. Wray and Attorney General William P. Barr — appeared to confirm it, echoing Trump’s claim.

The Fact Checker video team spoke to witnesses and reviewed arrest records, federal charges, intelligence reports, online conversations and dozens of videos and photos of violent incidents from the early days of protests in Minneapolis to determine whether a coordinated antifa campaign was responsible for the violence.

Let’s review.

The Facts
Antifa is a moniker, not a single group with a clear organizational structure or leader. It is a decentralized network of activists who don’t coordinate. Their common ground is opposing anything that they think is racist or fascist. In recent years, antifa activists appeared whenever there was a large gathering of white nationalists.

And white nationalists, as counterintuitive as it might seem, have been known to attend Black Lives Matter rallies. That is what could then draw attention from antifa forces, according to Seth G. Jones, director of the transnational threats project at the Center for Strategic and International Studies.

Oren Segal, vice president of the Center on Extremism at ADL, emphasized, “It’s a challenge [to identify antifa] because this is not an organized group. You’re essentially looking to try to identify what does somebody believe in.” Antifa has been identified by patches, flags, graffiti and black clothing, Segal explained. And at times, they can be identifiable by moving in “black bloc” formation. But, Segal hedged, looking to identify antifa by these visual cues is “not foolproof.”

Jones reviewed protests in more than 140 cities and spoke with U.S. officials within the joint terrorism task force. Most of the violence, Jones said, was committed by “local hooligans, sometimes gangs, sometimes just individuals that are trying to take advantage of an opportunity.”

“There were reports of some antifa at different protests,” he concluded. “But they stood back, did not engage, certainly not in a violent way.”

Officials have arrested more than 14,000 people across 49 cities nationwide since May 27, according to a Washington Post tally of data provided by police departments and included in media reports. Thousands were arrested for low-level offenses, including curfew violations and failure to disperse.

Roughly 80 federal charges, including murder and throwing molotov cocktails at police vehicles, reveal no evidence of an antifa plot. Four people who identify with the far-right extremist “boogaloo” movement are among those facing the most serious federal charges. Asked whether anyone who identifies as antifa had been charged, Department of Justice spokesman Matt Lloyd said via email, “We do not collect statistics based on potential inspiration but on unlawful acts according to statute.”

An intelligence bulletin issued by the FBI, the Department of Homeland Security and the National Counterterrorism Center that was obtained by ABC News warned that “anarchist extremists continue to pose the most significant threat of targeted assaults against police.” The bulletin, which was distributed to police departments nationwide, mentions antifa only in a footnote differentiating those who self-identify with the group from anarchists.

Rather, the bulletin said that “the greatest threat of lethal violence continues to emanate from lone offenders with racially or ethnically motivated violent extremist ideologies and [domestic violent extremists] with personalized ideologies,” specifically pointing to boogaloo-related groups as likely to be “instigating violence” at the protests.

The DHS said in a June 1 internal intelligence report seen by Reuters that “most of the violence appears to have been driven by opportunists.” A separate DHS document dated June 17 reviewed by Washington Post columnist Greg Sargent stated “anarchist and anti-government extremists pose the most significant threat of targeted low-level, protest-related assaults against law enforcement.” The document did not mention antifa by name and the document’s definition of “anarchist extremist” appears to exclude the group.

The Nation revealed a separate FBI document that said the bureau found “no intel indicating antifa involvement” in the May 31 protests in Washington. (A woman was arrested after the Portland violence and the probable cause document quoted roommates as saying she said she was part of antifa. But the charges were dismissed and the case is closed.)

Even though tangible evidence of antifa’s involvement is scant, as protests multiplied, rumors regarding the movement’s alleged role spread across social media. “What we have seen at ADL is that there has been misinformation that has suggested that antifa has been in places where there has not been any proof that they’ve been,” Segal said. This effort, he said, was “more coordinated it seems than antifa has been at actually being on the ground.”

A Twitter account that claimed to be run by antifa activists and called for violence at the protests was later linked to the white nationalist group Identity Evropa. A viral May 27 tweet, from a popular QAnon account, alleged that the protests were an effort by the “deep state” to “start a race war before the election,” arguing “antifa & BLM are domestic terrorist organizations that need to be STOPPED.” Conservative media outlets and prominent Twitter influencers, including Donald Trump Jr., amplified the theory that antifa was connected to the violence.

By May 29, there were almost 300,000 mentions of antifa on Twitter, according to an analysis by Zignal Labs, a media intelligence company. The next day, mentions reached nearly 1.5 million. An analysis of the Twitter accounts followed by the president, via Emerson T. Brooking of the Atlantic Council’s Digital Forensic Research Lab, found that about 10 percent of his feed on May 30 suggested in some fashion or other that antifa is a terrorist organization. That day, Trump first blamed antifa for violence at the protests.

“There was a concerted effort by alt-right activists not just to conflate the protest with antifa, but to get antifa declared a terrorist organization by the president of the United States,” Brooking said. “We see that there was a coordinated, essentially, series of petitions, an online lobbying effort.”

By May 31, mentions on Twitter reached almost 3.9 million, search interest in “antifa” spiked and Trump tweeted that he would declare it a terrorist organization — although he has no authority to do so under the law.

“Search interest in antifa was so great, in fact, that it outweighed search interest in Black Lives Matter during these protests,” Brooking said.

The more antifa was discussed online, the more misinformation spread. Speculation that antifa activists planned to bus into small towns in Idaho and Wisconsin prompted the appearance of counterprotesters and armed militias. Trump tweeted the false conspiracy theory that Martin Gugino, a 75-year-old protester in Buffalo who was shoved by police and suffered serious injuries, was connected to antifa.

When the White House was asked for evidence of any antifa involvement, a senior administration official pointed the Fact Checker to statements by officials such as Barr and national security adviser Robert O’Brien that the administration had evidence. So far, however, the administration has not disclosed any such evidence.

The Pinocchio Test
It is virtually impossible to account for the beliefs and motives of every person at every protest. And, consequently, virtually impossible to say that no one with antifa beliefs was involved in any violence.

But beliefs and orchestrating organized violence are not the same. There has not yet been a single confirmed case in which someone who self-identifies as antifa led violent acts at any of the protests across the country. The president and his administration have placed an outsize burden of blame on antifa, without waiting for arrest data and completed investigations.

This is not the first time Trump has pointed to antifa as a shadowy nemesis. But the misinformation created by his continued insistence of antifa’s involvement has led to more chaos and violence in an already turbulent moment. As always, the burden of proof rests with the speaker — and the administration has provided no evidence, only assertions that it has evidence.

This is just a fraction of the research on the topic (see more than 300 research studies that are listed here and here, for example).

Given the history of racism in America, these shouldn’t be seen as mere disparities. Disparity by itself doesn’t imply bias, but these differences aren’t the outgrowth of a system that originated on some level playing field. Rather, our criminal justice system from the beginning has produced and sustained disadvantages for African Americans. This bias is systemic in the sense that it is perpetuated primarily by structures such as policies, codes, norms, laws, and organizations across the criminal justice system. Systemic racism means you can have “racism without racists.”

In what follows, I first clarify some confusions surrounding the term “systemic racism.” Next, returning to the Wall Street Journal article by Heather Mac Donald that I mentioned at the beginning, which focuses on fatal police officer-involved shootings, I show that the key claims on which it rests (besides botched calculations) are not empirically supported: (1) the studies it cites as evidence against systemic racial bias do not withstand scrutiny; and (2) the claim that blacks’ higher crime rates explain racial disparities is not supported either. I conclude by considering how systemic biases in police shootings can be produced by other mechanisms besides racist intent.

As a urology resident, I spend up to 70 hours a week at the hospital. I wear scrubs to the operating room and through long hospital shifts. And, of course, I wear a gown and other personal protective equipment over my scrubs when caring for patients with covid-19 in Brooklyn.

Even when I’m not there, though, I wear my medical scrubs everywhere. I wear scrubs and a mask when I’m shopping at the grocery store, rollerblading home from work and even meeting up with friends, always seeking to preemptively exonerate my blackness with my professional garb.

It’s about protecting myself. Like many black Americans, I’ve been followed by security personnel through department stores without cause and pulled over by police officers at night for no reason.

When I’m in scrubs, all of that happens less often.

No single incident compelled me to wear scrubs everywhere. However, one night in the spring of 2019 after a long day at the hospital stands out. At the time, I typically changed clothes after work and put my scrubs in a machine that sterilizes them, but that evening I was exhausted and left the building with a surgical hat on my head and hematuria stains on my uniform. On my way home, around 2 a.m., I found myself behind a black car with tinted windows traveling less than 10 mph on a deserted two-way street. After this continued for a couple of blocks, I decided to pass the car. As soon as I did, blue lights came on, and I pulled over. The car pulled alongside me. Both passenger windows rolled down.

I immediately thought of Stephon Clark, who had been shot one year earlier in his grandmother’s backyard. Four police officers were in the car — two in the front, two in the back. The driver reprimanded me from across the front passenger seat, assuming that I had known they were police officers and that I meant to disrespect them. They asked if I intended to make light of the New York Police Department and began to question why I was out driving at 2 a.m. They seemed to have spotted my license plate, because they told me that I wasn’t in Georgia anymore and that the NYPD was everywhere and runs the city. They said they were looking for suspects in gang-related shootings in the area. But when they finally noticed I was wearing my surgical hat and scrubs, they dropped the whole line of questioning. My outfit seemed to ease their suspicions about a black man driving late at night. Without it, I wonder if that encounter would have ended differently.

Now every time I hear about a tragedy that began with a routine traffic stop, I think of that experience and how I am perceived differently in casual attire. When I’m wearing my scrubs, I can walk through high-end stores without suffering side glances or being followed. I can visit friends in affluent neighborhoods and not be questioned about why I’m in the area.

The protests this summer over the way law enforcement officers often mistreat black Americans have underscored the fact that my scrubs may be the only reminder for others that I am a person and not just a skin color. This is a difficult, unmerciful reality that I face every day. It shouldn’t matter that I have dedicated my life to saving others. And yet, every day, I risk encounters that could result in false claims about my behavior or false assumptions about my character that could escalate into harassment, arrest, violence and even death. That’s why I wear my professional uniform like armor, hoping this fabric might mitigate deadly prejudice. For some, its pale-blue hue signals a degree of humanity that my skin color seemingly does not.

I find it extremely painful to watch the videos of George Floyd’s death in Minneapolis police custody. I have thrown myself into my work to cope with the anguish of similar stories. Even if I avoid the news, the overwhelming sense of grief and fear remains because these scenes represent real possibilities for me, my friends and my family. But I have found hope in the protests. My first real-life encounter with protesters was on a walk home from work in mid-May. I passed demonstrators of all ages and colors standing peacefully, holding signs acknowledging and celebrating the value of people like me. I was born American, but I have never felt more accepted in America than at that moment.

Still, many people won’t even acknowledge that there is a problem. I went to high school and college in Georgia, so I see social media posts from people I considered friends who refuse to recognize why so many have taken to the streets. I have seen posts about the “George Floyd Challenge” — in which two people gleefully pose, mocking the dying posture of Floyd and the police officer who killed him. It is unsettling that they don’t appear to care that I or another black person they know could be the next crying out that they can’t breathe. They seem to think that because I went to med school, that couldn’t happen to me. They are wrong. My scrubs are not impenetrable, and they don’t make me invulnerable. The training that lets me don them also reminds me how easily bullets would tear through cloth, how little they would protect me from a knee on my neck.

Still, I wear scrubs. I wear scrubs hoping that they’ll serve as a reminder, just enough to give pause, forcing those who would judge or harm me because of my skin color to reconsider. I wear them even as I know that I shouldn’t have to, that no one should have to harness a professional uniform in the pursuit of respect, let alone survival. I wear them knowing that they offer questionable protection at best. No one should have to wear scrubs — or anything else — to be seen as worthy of human decency. Even if wearing scrubs everywhere were right and reasonable, it would not be enough. And yet, in moments of uncertainty, scrubs may be all I have. I do not want to wear scrubs everywhere, but until Black Lives Matter is more than just a slogan, I will.

Braxton Shaw, Michael Coblentz, and Nicholas Martinez were each charged with conspiracy to obstruct justice.

The 59-count criminal complaint also charged Shaw with falsifying 43 field interview cards that allegedly labeled people as gang members, according to a statement from the DA’s office. Coblentz was charged with falsifying seven cards and Martinez two cards.

If convicted, Shaw could face a maximum sentence of up to 31 years and 8 months in jail; Coblentz faces up to 7 years and 8 months in jail; and Martinez faces up to 4 years and 4 months in jail, the DA’s office said.

“Public trust is the bedrock of community policing and these allegations shake that foundation,” Chief Michel Moore said in a statement. “The actions of these few tarnish the badge we all wear. The Department is committed to continuing this comprehensive investigation in our effort to restore the confidence of the people we protect and serve.”

According to a 59 count criminal complaint, the three were charged with conspiracy, filing false reports, and preparing fraudulent documents for court. It was not immediately clear how many of each of the charges applied to each officer.

NBC4’s I-Team first reported in January that more than a dozen LAPD officers were under investigation for allegedly submitting field interview reports that falsely labeled people they questioned as gang members, data that was later added to a statewide law enforcement database of gang intelligence information called “Cal-Gangs.”

Chief Moore ordered officers last month to stop using the system, and was expected to announce a reorganization of the department that included changes to Metro Division and the size of its staff.

“Based on recent audits and ongoing complaint investigations, the accuracy of the database has been called into question,” Moore wrote in an internal memo obtained by NBC.

“To strengthen community trust and avoid any adverse impact on individuals, particularly in communities of color, the Department has enacted a complete moratorium on the use of the CalGang System," Moore wrote.

CalGangs is managed by the California Department of Justice and the office of the California Attorney General. Attorney General Xavier Becerra announced in February his office would begin to "independently review" LAPD submissions to the database, and said LAPD could potentially lose its access to the system if widespread problems were detected.

"As we learn more, we may need to do more," Becerra said in February. "We can, and will, take further steps as authorized under AB-90, including suspending or revoking LAPD's access to the Cal-Gangs database."

AB-90 was the bill that gave Becerra’s office oversight of the system. The state is also in the process of revising and limiting the criteria for when a person’s profile can be added to the database.

"This kind of behavior is reprehensible, and it undermines the courageous work that our officers do to keep Angelenos safe every day," Mayor Eric Garcetti said Friday in a statement. "I was deeply troubled when these allegations came to light last year. That’s why I suspended all new entries into the CalGangs system, and barred the use of the database for any police investigation research. Any officers found to have violated Angelenos’ trust should face serious consequences."

The LAPD was also expected to announce organizational changes Friday following the false entry investigation and complaints from community groups and activists that Metropolitan Division officers had been pulling over a disproportionate number of Black and Hispanic drivers during crime suppression patrols in South L.A.

The law enforcement sources said those changes could include the removal of large groups of officers, called platoons, from Metro Division and their reassignment to neighborhood police stations or other roles.

"Our expectation is that any officer filling out a police report or field interview card does so with care and accuracy," the Los Angeles Police Protective League's board of director said in a statement. "While we are not privy to all the facts that make-up the District Attorney’s case, the LAPD's national model on police accountability and rigorous internal investigative processes is on full display with regards to this incident. It is our expectation that the Department will continue to investigate this matter fully in a fair and objective manner to determine the facts, ensure that officers are accorded their due process rights and any proven mischaracterizations are corrected. "

An internal memo sent to Metro Division officers that was obtained by NBC4’s I-Team said as of Thursday, July 09, “at this point, it’s simply speculation on the part of everyone.”

Captain LeLand Sands told officers in the memo, “I want you to know that no decisions have been made for the future of Metro.”

At least 20 officers were placed under investigation by the LAPD’s Internal Affairs Group detectives, who were checking whether or not handwritten field interview cards submitted after contacts with the public matched up with recordings from body worn video cameras, especially in cases where the cards reported an individual was a member of a street gang.

Moore said while many of those video comparisons validated the officers’ reports, “…we have also found inaccuracies,” that were in conflict with the physical evidence.

Only one officer suspected in the falsified data investigation had been publicly identified before now. A criminal case against officer Braxton Shaw was submitted to prosecutors early in 2020 and Chief Moore confirmed that the same officer would be sent to an internal administrative trial, called a Board of Rights.

Shaw was investigated in 2016 after his testimony in court appeared to conflict with a video recording from a camera mounted in a patrol car. No charges were filed in that case.

Shaw and some of the other officers under investigation were assigned to the “C-Platoon” of the LAPD’s Metro Division. The unit was rapidly expanded in 2015 and often dispatched to conduct street patrols in areas of South Los Angeles that had experienced spikes in crime.

Multiple law enforcement sources told NBCLA’s I-Team that Metro Division officers had been pressured by their commanders to show that their patrols were productive.

Officers assembled daily statistics about the number of people they stopped and questioned, the number of contacts with gang members, the number of arrests, and other metrics. Each day's statistics was captured for analysis by LAPD executives, and the sources said officers were told, "the more gang contacts the better."

Chief Moore and other LAPD officials have denied there was pressure to produce any particular type of statistics, and Moore has said the motive behind submitting the alleged false reports wasn’t clear.
