A second federal judge has issued a court order to block the Trump administration's plans to include a citizenship question on the 2020 census.

U.S. District Judge Richard Seeborg of California found that the administration's decision to add the question violated administrative law.

The judge also ruled that it was unconstitutional because it prevents the government from carrying out its mandate to count every person living in the U.S. every 10 years.

"In short, the inclusion of the citizenship question on the 2020 Census threatens the very foundation of our democratic system — and does so based on a self-defeating rationale," Seeborg wrote in a 126-page opinion released Wednesday.

Plans to add the question have already been halted by an earlier ruling in New York by U.S. District Judge Jesse Furman.

The Supreme Court is scheduled to hold a hearing about the New York ruling on April 23. This latest ruling will likely be appealed to the high court.

The controversial question asks, "Is this person a citizen of the United States?"

The administration argues that the Justice Department wants responses to the question to better enforce Voting Rights Act provisions that protect racial and language minorities against discrimination. In his ruling against including the question, however, Furman found that to be a "sham justification."

Census Bureau officials have recommended against adding the question, which the federal agency's research suggests will scare noncitizens and some citizens from participating in the constitutionally mandated head count of every person living in the United States.

The dozens of states, cities and other groups that have sued the administration over the question are concerned that it will lead to an undercount of Latinos and other communities of color. That would harm the accuracy of new population counts that play a role in determining how many congressional seats and Electoral College votes, as well as how much federal funding, each state receives after the 2020 census.

And that’s causing concern not only in the embassy but also among members of Congress.

On his trip to the Middle East, Kushner stopped in Riyadh. While there, he met with Saudi Crown Prince Mohammed bin Salman and King Salman to discuss U.S.-Saudi cooperation, the Israeli-Palestinian conflict and economic investment in the region, according to the White House.

But no one from the embassy in Riyadh was in the meetings, according to those same sources. The State Department did have a senior official in attendance, but he was not part of the State Department team in Saudi. He is a senior member of the department focused on Iran, according to a source with direct knowledge of the official’s presence in Riyadh.

“The Royal Court was handling the entire schedule,” one congressional source told The Daily Beast, adding that officials in the U.S. embassy in Riyadh had insight into where Kushner was when in Saudi Arabia. “But that is normal for his past trips.”

Kushner, who has developed a personal relationship with the crown prince, embarked on several trips to Saudi Arabia over the last several years. On one occasion, he traveled overseas without announcing his trip publicly. He often travels to the region with Middle East envoy Jason Greenblatt.

When a member of the administration travels to another country, the embassy often helps coordinate the trip and provides some kind of security. This time, though, the Saudi government provided security for Kushner and his entourage, sources said. And the embassy was largely left in the dark on the details of Kushner’s schedule and his conversations with Saudi officials, according to two individuals with knowledge of the trip to the country.

The State Department referred The Daily Beast to the White House for comment. “This reporting is not true and the sources are misinformed,” a senior administration official told The Daily Beast, adding that the embassy in Riyadh was involved in Kushner’s visit and meetings.

The lack of insight into Kushner’s visit to Saudi Arabia has frustrated members of Congress, both Republican and Democrat, who told The Daily Beast that they are actively trying to learn more about the conversations between senior U.S. administration officials and Saudi Arabia.

Lawmakers said they were concerned that the embassy in Riyadh did not have knowledge of what was discussed between Kushner, MBS and King Salman, pointing to the increasingly fragile relationship between the two countries following the murder of Jamal Khashoggi.

Special counsel Robert Mueller has accused Konstantin Kilimnik of having “ties to Russian intelligence,” while a federal judge has described this allegation as an “undisputed core” of Mr. Mueller’s probe into Russian interference in the 2016 election.

Mr. Mueller’s prosecutors have been investigating whether Mr. Kilimnik, a Russian citizen and onetime colleague of former Trump campaign manager Paul Manafort, was a conduit for information between the Trump presidential campaign and the Kremlin, court documents have shown.

On Thursday, Mr. Kilimnik’s name may come up in court when Mr. Manafort appears for sentencing in Virginia for tax and bank fraud convictions related to his business activities. That is because a plea deal Mr. Manafort reached to give him potential leniency in exchange for cooperating with Mr. Mueller was derailed in part by a judge’s finding that he lied to prosecutors about conversations he had with Mr. Kilimnik.

Still, even after Mr. Manafort is sentenced, it is likely to remain a mystery whether Mr. Kilimnik—who had a multifaceted career in Ukraine and Moscow—played any role in Russian meddling.

Mr. Kilimnik, who lives in Moscow out of reach of U.S. prosecutors, doesn’t face any charges of involvement in Russia’s interference in the U.S. elections. Rather, he was indicted last year by a grand jury empaneled by Mr. Mueller on charges of witness tampering related to an unregistered Manafort lobbying effort in Ukraine in 2012.

Who Is Manafort's Russian Associate in the Crosshairs of the Mueller Probe?

When asked whether he served as a conduit between the Kremlin and the Trump campaign, Mr. Kilimnik denied doing any spywork.

“I have never had anything to do with any intelligence service of Russia,” he said by email last week, adding that the accusation has been “intentionally pushed out to make me a ‘missing link’ in a story that is built of flawed foundation.”

Mr. Mueller’s probe has resulted in the indictment of Russian intelligence officers, but no Trump campaign officials have been charged with colluding with Russia. President Trump denies there was any such collusion, and Moscow denies it meddled.

Mr. Kilimnik’s name surfaced in Mr. Manafort’s legal wranglings with Mr. Mueller, who brought charges that Mr. Manafort failed to report to U.S. tax authorities more than $16 million he earned from 2010 to 2014 for consulting work in Ukraine. That indictment resulted in a guilty verdict in the Virginia federal court in August.

Mr. Manafort’s lawyers have argued that the added punishment he now faces because his plea deal was dissolved isn’t warranted in part because Mr. Kilimnik’s numerous contacts with Western officials indicate he wasn’t a spy.

U.S. District Judge Amy Berman Jackson, who is overseeing the case, called the argument “very unpersuasive,” adding that “Mr. Kilimnik doesn’t have to be in the government or even an active spy to be a link” to Moscow.

Prosecutors have noted that Mr. Kilimnik, a graduate and former language instructor at an elite Russian military academy, spent time with Mr. Manafort during the 2016 presidential campaign and took an interest in its developments.

Prosecutors have taken particular notice of an August 2016 meeting between Messrs. Manafort and Kilimnik at a cigar club in Manhattan, during which Mr. Manafort shared 2016 presidential election polling data with Mr. Kilimnik, according to a filing by Mr. Manafort’s attorneys.

Mr. Kilimnik said by email that he and Mr. Manafort discussed only larger trends in the presidential race.

“Our conversations were very general and did not include any in-depth discussions of the US polls or any themes that were not in the public domain,” he said. “The point about Manafort ‘walking me through’ data is a figment of someone’s imagination.”

Pinpointing Mr. Kilimnik’s loyalties, his associates say, has been difficult in part because he built a career straddling the border between East and West after the fall of the Soviet Union.

As a translator in Moscow for the International Republican Institute—a pro-democracy think tank funded in part by the U.S. government—and as a political consultant in Kiev, he proved a useful source of information to Americans, Russians and Ukrainians alike, according to colleagues, former diplomats and journalists.

Mr. Kilimnik found work in 1995 at IRI, first as a translator and later as a deputy director for the group’s Moscow office. IRI staffers nicknamed Mr. Kilimnik, who is 5’3”, “the midget,” and often kiddingly referred to him as a spy because of his previous work at the military academy, said Michael Caputo, an American who worked as a political consultant in Moscow at the time, where he often visited the IRI offices. Mr. Caputo later served on the Trump campaign.

In 2004, Rick Davis, Mr. Manafort’s then-partner in the political consulting firm Davis Manafort Partners, began work in Ukraine for Russian metals billionaire Oleg Deripaska. Mr. Kilimnik joined the effort as a translator.

Prosecutors are interested in Mr. Kilimnik’s acquaintance with Mr. Deripaska, who for years has had dealings with Russian President Vladimir Putin, according to transcripts of sealed hearings. Mr. Kilimnik denies any serious connection, and said he met Mr. Deripaska only once when he was interpreting for Mr. Davis.

Philip Griffin, a political consultant who worked for Mr. Manafort in Ukraine, said he long suspected that Mr. Kilimnik’s ties to Mr. Deripaska are closer than he admits. “Back in the day he was at his [Deripaska’s] HQ all the time,” Mr. Griffin said.

Mr. Kilimnik was abruptly fired from IRI when management learned he was moonlighting for Davis Manafort Partners. An IRI spokeswoman said Mr. Kilimnik’s firing had nothing to do with rumors of spying.

In Ukraine, Mr. Deripaska’s introductions brought Mr. Manafort to the man who would lead him to power and wealth: politician Viktor Yanukovych, whose career was badly dented by his failed bid to become Ukraine’s president in an election his backers were accused of rigging.

Mr. Yanukovych insisted the vote was fair, though election observers said there were massive irregularities.

Mr. Manafort signed a multimillion-dollar contract in Ukraine to aid Mr. Yanukovych’s party in parliamentary elections, and he set about burnishing Mr. Yanukovych’s reputation.

In Ukraine, Mr. Kilimnik soon became indispensable to Mr. Manafort, who speaks neither Russian nor Ukrainian, and the two grew close.

The team’s campaign work was a success, and Mr. Manafort was credited with helping Mr. Yanukovych win the 2010 presidential vote.

With their client in office, Messrs. Manafort and Kilimnik became valuable contacts for Western diplomats trying to discern the intentions of the new government in Kiev. Mr. Manafort visited the U.S. Embassy when he was in town, and Mr. Kilimnik soon also became a regular contact for diplomatic staff.

But Mr. Yanukovych was ousted in 2014 by street protests, sparking Russia’s seizure of Crimea.

As a war with Russian-backed rebels raged in eastern Ukraine, Messrs. Manafort and Kilimnik worked for the former backers of Mr. Yanukovych, who had formed a parliamentary faction to oppose the new party in power. By 2015, Mr. Manafort’s Ukraine income dried up, and in March 2016 he joined Mr. Trump’s presidential campaign.

Mr. Kilimnik maintained the Kiev office of the partnership and Mr. Manafort kept in touch with events in Ukraine. Mr. Caputo said Mr. Manafort also kept in touch with Mr. Kilimnik to advise him on how to maintain the firm’s business because “Paul did not want to see Kilimnik penniless.”

After the special counsel’s office began to investigate Mr. Manafort, he asked Mr. Kilimnik for a favor, prosecutors say: to remind potential witnesses that their lobbying efforts were aimed at Europe, not America, and therefore not something they had to register in the U.S.

Both men were charged with witness tampering over this effort, and Mr. Manafort was jailed, his bail revoked. For his part, Mr. Kilimnik said he has “no desire or money” to travel to the U.S.

Hiding in Plain Sight: PAC-Connected Activists Set Up ‘Local News’ Outlets

On 6 February 2017, a website of uncertain origin named “The Tennessee Star” was born. At the time, it was unclear who funded or operated this “local newspaper,” which was largely filled with freely licensed content from organizations tied to conservative mega-donors. After some prodding by Politico in early 2018, the Tennessee Star revealed its primary architects to be three Tea Party-connected conservative activists: Michael Patrick Leahy, Steve Gill, and Christina Botteri.

Now, a Snopes investigation reveals in detail how these activists used the appearance of local newspapers to promote messages paid for or supported by outside or undisclosed interests. Gill, for example, is the political editor of the Tennessee Star, but he also owns a media consulting company that at least one candidate and one Political Action Committee (PAC) paid before receiving positive coverage in the Tennessee Star. Several Star writers have in the past or currently work for PACs or political campaigns that they write about, without disclosing that fact. Though its owners claim that the Tennessee Star is funded by advertising revenue, it appears to be supported by wealthy benefactors. Whatever the Tennessee Star is, it is not a local newspaper producing transparent journalism.

But this story is about more than just the Tennessee Star. Leahy, Botteri, and Gill have been expanding their version of journalism to other battleground states in the run-up to the 2020 presidential election. They are, they say, co-founders of a new, Delaware-registered company, Star News Digital Media, Inc., whose explicit strategy is to target battleground states with conservative news. So far, Leahy, Gill, and Botteri have added The Ohio Star and The Minnesota Sun to their network of purportedly local newspapers. These papers are effective carbon copies of the Tennessee Star.

If you were to search for these three “newspapers” in Google, they would each show up described identically as the “most reliable” newspapers in their respective locales, providing “unbiased updates on Investigative Reports, Thoughtful Opinion, Sports, Lifestyle”:

Across the political spectrum, according to a 2017 Pew Research Center study, local news is considered more trustworthy than other more national sources. It is perhaps for that reason that an estimated 30% of all links pushed by the Russian troll farm known as the Internet Research Agency during the 2016 presidential election were to stories on local news websites. In some cases, these Russian imposters created their own fake local news sites.

While Star News Digital Media does have actual ties to Tennessee politics, that company’s incursion into Ohio and Minnesota may be more about the appearance of being local. They don’t always nail it, either. For instance, The Minnesota Sun website, when we first began reporting this story, displayed a local weather bar on its home page. Its default location was Columbus, Ohio, likely because it is an incompletely altered clone of the Ohio Star website. The Ohio Star website, purportedly local to the state of Ohio, reproduced a “Letter to the Editor” titled “If You Want to Change State Politics Then Support Bill Lee for Governor.” Bill Lee is the governor of Tennessee.

An August 2018 press release in The Ohio Star announced the formation of the new, multi-region company, Star News Digital Media, Inc., listing three people who have either described themselves as conservative activists or have been described that way by their peers as founders:

The issue is not the creation of conservative content. The issue, according to Kathleen Bartzen Culver, the director for the Center of Journalism Ethics at the University of Wisconsin at Madison School of Journalism and Mass Communication, is disguising conservative activism as journalism. “I have no problem with advocacy organizations creating content that reinforces the positions they take on public policy issues on the left, right or center. The issue comes in when they’re not transparent about that advocacy,” Culver told us via phone. “In this case, if you have a conservative take on a policy issue and you want to promote that take, go ahead. But just claim it for what it is.”

We reached out to all three individuals for this investigation but received a response only from Leahy, who spoke on their behalf in a series of emails.

Aan de ene kant positief dat het aantal kandidaten nu iets minder gigantisch uit de klauwen loopt. Ook positief dat Brown in de Senaat blijft, hij heeft net een nieuw mandaat en zijn zetel was bij winst vrijwel zeker aan de Republikeinen verloren gegaan. Aan de andere kant ook jammer. Brown vormt een unieke brug tussen economisch populisme en sociale gematigdheid. Zo'n kandidaat hebben we nog niet. Hij had een goede kans gemaakt.

President Trump proclaimed in a freewheeling speech to a conference of conservatives last weekend that “America is winning again.” But his administration has been on a pronounced losing streak over the past week.

Trump is losing ground on top priorities to curb illegal immigration, cut the trade deficit and blunt North Korea’s nuclear threat — setbacks that complicate his planned reelection message as a can-do president who is making historic progress.

Late last week, Trump flew home empty-handed from a summit with North Korean leader Kim Jong Un in Hanoi — and, within days, new satellite images appeared to show that the North was secretly rebuilding a rocket-launching site.

On Tuesday, the Department of Homeland Security announced that unauthorized border crossings have spiked to the highest pace in 12 years — despite Trump’s hard-line rhetoric and new policies aimed at deterring migrants.

And on Wednesday, the Commerce Department said that the nation’s trade deficit is at a record high — in part due to punitive tariffs Trump imposed on allies and adversaries. Trump vowed throughout his 2016 campaign and during his presidency to shrink the trade deficit, which he views as a measure of other nations taking advantage of the United States.

“The president hasn’t shown much of an ability to cut good deals with Congress or anyone else,” said Rep. Joaquin Castro (D-Tex.), who is mulling a Senate run in 2020. “Almost the only time he has been successful at one of his goals is when he can set the terms unilaterally. That’s why he’s done a lot of executive orders, executive actions, like the travel ban, deregulations, emergency declaration. Those are things that don’t require any negotiation at all.”

Trump took office on a pledge to buck conventional wisdom, sideline Washington’s political class and tackle long-standing problems with a mix of outside-the-box improvisation and dealmaking skills honed during his real estate career. “I alone can fix it,” he declared at the Republican National Convention in 2016.

Yet as he has struggled to fulfill some of his signature campaign promises, Trump has consistently blamed others for his woes.

He has criticized the administrations of President Barack Obama and President George W. Bush for not reforming the immigration system or reining in North Korea. He has railed at Democrats for failing to support his proposed border wall and implored them to ratify new trade deals. And he has even attacked fellow Republicans, obliquely slamming former House speaker Paul D. Ryan (Wis.) during a Rose Garden news conference last month for not having pushed faster to get a deal on the wall.

White House officials argued that rather than being a setback, the immigration trends could bolster Trump’s argument that he is justified in taking unilateral action on the border. Federal authorities detained 76,103 migrants at the southern border in February, up from 58,207 a month earlier.

Press secretary Sarah Sanders said Wednesday that the numbers were clear evidence that Trump was right to declare a national emergency last month.

“If that doesn’t define crisis, I don’t know what does,” she said. “Congress should have fixed this problem. The president tried multiple times to get Congress to work with him to address the crisis. They failed to do so, and now the president has to do what is absolutely necessary.”

Republican allies praised the president for eliminating business regulations, helping pass a major tax cut in 2017, appointing two conservative Supreme Court justices and scores of lower-level judges, and nurturing an economy with low unemployment.

They emphasized that challenges such as North Korea will take time and chided Democrats for blocking Trump’s agenda.

“The House is just involved in investigations and really not concerned about legislation,” said Sen. Ron Johnson (R-Wis.).

Sen. David Perdue (R-Ga.) said Trump is “very frustrated right now with all of us. He wants to get results and we’re looking at a two-year period where it’s pretty obvious the other side doesn’t want to do anything.”

But Trump’s critics said his policies have made things worse.

On immigration, the administration has sought to block asylum seekers at legal ports of entry along the border, prompting them to try to find alternative pathways into the country. The president shut down parts of the federal government for 35 days — the longest such closure in U.S. history — in an ill-fated fight for border wall funding, even though experts said the surge of migrant families is not a threat to national security and that a wall would do little to curb it.

On trade, Trump’s tariff war with China has harmed U.S. farmers as Beijing slashed agricultural imports. Although the president has signaled that a trade deal is close, analysts said an accord would not fundamentally alter the U.S. trade relationship with the world’s second-largest economy.

And on North Korea, officials have said, the president’s decision to rush forward with bilateral summits with Kim have led to difficulties for U.S. negotiators engaging with their counterparts over technical and complicated nuclear matters, as Kim has preferred to deal directly with Trump.

Simon Rosenberg, founder of NDN, a liberal think tank, noted that the tax cut has not met GOP projections for economic growth and could add significantly to the ballooning federal deficit.

“The reality is he can’t point to a single thing that’s better today than when he came to office,” Rosenberg said.

Although he has projected confidence, Trump has fretted in private over his difficulties. During the government shutdown, the president’s approval ratings dipped to 37 percent in a Washington Post/ABC News poll, one of the lowest marks of his tenure.

Since then, his numbers have fluctuated. This week, a Wall Street Journal/NBC News poll put his approval at 46 percent, while a Quinnipiac University survey pegged it at 38 percent.

During a marathon speech Saturday to the Conservative Political Action Committee, Trump veered off script, spending much of the time attacking his rivals, including congressional Democrats, special counsel Robert S. Mueller III and news organizations. Trump spent less time on his governing record.

On trade, he defended his use of tariffs and suggested the United States had accrued large trade deficits because past administrations were afraid to use that tool as leverage. On North Korea, he blamed the Obama administration for allowing the Kim regime to send “rockets flying all over the place” and said his team was “making a lot of progress.” On immigration, Trump called current U.S. laws “crazy” and said he felt empowered to declare a national emergency “because our Congress can’t act.”

“Not my fault I inherited this mess, but we’re fixing it,” he said during the speech.

Trump at times also appears determined to prove that he is making progress. He publicly contradicted his own intelligence chiefs, who testified to Congress in January that there is no evidence that North Korea is willing to give up its nuclear program.

Asked by a reporter Wednesday about the satellite images that showed construction work at the ­Sohae Satellite Launching Station, Trump said he would be “very disappointed” if the news is confirmed, but he added that it was “a very early report.”

Senior White House aides have sought to cast the Hanoi summit as a sign of Trump’s negotiating fortitude and unwillingness to settle for a bad deal. Yet Trump has grown frustrated by the largely negative coverage of the summit, a senior White House official said, and his aides briefed lawmakers this week to explain his goals. The official spoke on the condition of anonymity to characterize internal discussions.

“He thought they closed the gap on some issues,” Sen. Lindsey O. Graham (R-S.C.) said. “He just said, ‘North Korea isn’t ready to make a deal.’ ”

Last year, Trump berated Homeland Security Secretary Kirstjen Nielsen over the rising border crossings. Though he no longer blames Nielsen, aides said, Trump told his staff that the shutdown dispute sent an important message to his conservative base that he is fighting for them.

On trade, Trump postponed a March 1 deadline to impose another round of tariffs on China in hopes of a deal. White House aides are planning events for Trump and Vice President Pence in the Midwest this spring to tout an updated trade deal reached last year with Canada and Mexico that Congress has yet to ratify.

Sen. Mike Rounds (R-S.D.) said in an interview that farmers support Trump but are growing antsy.

“These folks are with you, they want to see you be successful,” Rounds said, speaking as if he was sending a message to Trump. “But you’re going to have to deliver some results.”

Further, before recessing Manafort’s sentencing hearing for 15 minutes, he sided with the government in saying the sentencing guidelines were properly calculated. Prosecutors have said they would call for 19-1/2 to 24 years in prison.

This clique hoped to capture control of the state, so that it could enrich itself with government contracts and privatization agreements. This was a group closely allied with the Kremlin, and Manafort masterminded its rise to power—thereby enabling Ukraine’s slide into Vladimir Putin’s orbit.

In otherwise blameless life, Manafort came to adopt the lifestyle and corrupt practices of his Ukrainian clients as his own.

In otherwise blameless life, he produced a public-relations campaign to convince Washington that Ukrainian President Viktor Yanukovych was acting within his democratic rights and duties when he imprisoned his most compelling rival for power.

In an otherwise blameless life, he stood mute as Yanukovych’s police killed 130 protesters in the Maidan.

In an otherwise blameless life, he found himself nearly $20 million in debt to a Russian oligarch, Instead of honestly accounting for the money, he simply stopped responding to the oligarch messages.

In an otherwise blameless life, he tried to use his perch atop the Trump campaign to help salvage his sorry financial situation. He installed one of his proteges as the head of the pro-Trump super-PAC, Rebuilding America. His friend allegedly funnelled $125,000 from the super-PAC to pay off one of Manafort’s nagging debts.

In an otherwise blameless life, Manafort was found guilty of tax evasion on an industrial scale. Rather than paying his fair share to help fund national defense and public health, he kept his cash in Cyprus and wired it home to buy over $1 million in bespoke clothing.

In an otherwise blameless life, he disguised his income as loans, so that he could bamboozle banks into lending him money.

In an otherwise blameless life, he attempted to phone a potential witness in his trial, so that they could align their stories.

Two years after promising to eliminate deficits in the federal budget and the balance of trade, President Donald Trump instead presides over colossal increases in both.

Trump’s Commerce Department announced on Wednesday that the trade deficit in goods hit $891 billion in 2018, up more than $80 billion from 2017. A day earlier, Trump’s Treasury Department disclosed that the budget deficit for the first three months of this budget year hit $310 billion, a 77 percent increase over the same period in the previous year.

White House officials would not comment on the numbers, but outside economists said they were not at all surprised, given the Trump-backed massive tax cut that became law in late 2017 and the tariffs he has imposed.

“He messed up the fiscal deficit with his tax cuts, and his tariffs made foreign goods that the U.S. no longer produces more expensive,” said Monica de Bolle, a trade expert at the Peterson Institute for International Economics.

She added that she doubts Trump understands any of those relationships. “Does Trump get it? No.”

After it claimed no such document existed, the Justice Department just unearthed a letter Matt Whitaker delivered to the Utah U.S. attorney directing a review of how the department handled the Clinton Foundation and the Uranium One issues.

Then-Attorney General Jeff Sessions wrote the letter on Nov. 22, 2017 for Utah U.S. Attorney John Huber. Matt Whitaker, who was Sessions’ chief of staff at the time, emailed the letter to Huber that day, writing, “As we discussed.” He also sent Huber a copy of a letter the Justice Department’s Congressional affairs chief sent to the chairman of the House Judiciary Committee on Nov. 13 of that year.

The existence of a letter documenting Sessions’ directive that the DOJ revisit probes of Trump’s top political foe is a surprise because a department lawyer said in court last year that senior officials insisted it didn’t exist. The liberal nonprofit American Oversight obtained the letter through a Freedom of Information Act (FOIA) request they filed on Nov. 22, 2017––the same day Whitaker emailed Sessions’ letter to Huber.

The request asked for documentation of the directions Sessions gave Huber about the review of the Clinton investigations. After DOJ failed to produce any written directions, American Oversight sued.

And on Nov. 16, 2018, Senior Counsel in the Office of Information Policy Vanessa Brinkmann, who handles FOIA Requests, said a lawyer in Sessions’ office told her no such letter existed. That lawyer spoke with Huber and Whitaker, she said in a declaration filed in federal court, and then told her that “when the Attorney General directed Mr. Huber to evaluate these matters, no written guidance or directives were issued to Mr. Huber in connection with this directive, either by the Attorney General, or by other senior leadership office staff.”

That wasn’t correct. On Wednesday of last week, a DOJ lawyer told American Oversight that they had found the document that kicked off Huber’s work.

The letter, which American Oversight provided to The Daily Beast, is consistent with what the DOJ’s chief of legislative affairs has told Congress: that Huber is scrutinizing the sale of a Canadian uranium mining company with interests in the United States to Rosatom, a Russian state-owned company. Republicans have long alleged that then-Secretary of State Hillary Clinton declined to oppose the deal because of contributions to the Clinton Foundation.

The DOJ hasn’t brought any charges related to the foundation or the transaction. Some Hill Republicans and conservative media commentators have long argued this is because the Department hasn’t sufficiently investigated it. They have called for the appointment of a special counsel to scrutinize the transaction.

Sessions didn’t bite. Instead, he directed Huber to review what the Department had done regarding the matter. Huber’s work has drawn significant interest but—unlike Special Counsel Robert Mueller’s probe into Russian influence during the 2016 election—there is scant public information about what fruits, if any, it has borne.

Some Republicans say Huber’s work is too little, too late. Democrats, meanwhile, argue it’s evidence of the Trump administration weaponizing law enforcement to target its political rivals.

“‘Lock her up’ was wrong at campaign rallies, and it’s even worse coming from the Department of Justice,” said Austin Evers, who heads American Oversight. “Even after this long, it’s still deeply shocking to see the black and white proof that Jeff Sessions caved to President Trump’s worst authoritarian impulses and ordered a wide-ranging investigation of his political opponents based on demands from Congress instead of the facts and the law.”

“It strains credulity to believe that the Justice Department didn’t know about this letter when they swore under penalty of perjury that it didn’t exist–you don’t exactly forget about a formal directive to investigate Hillary Clinton signed by Jeff Sessions,” he added.

“The fact that they only ‘found’ it the same week Matthew Whitaker was heading for the exit makes it hard to see DOJ’s previous denial as anything but a deliberate attempt to conceal the extent to which President Trump’s authoritarian demands were being put into action. The authoritarian instinct in the Trump administration needs to be investigated. Sessions and Whitaker shouldn’t escape accountability by skipping town.”

Reached for comment, a DOJ spokesperson said Huber’s review is still underway.

The economy’s remarkably steady job-creation machine sputtered in February and produced a mere 20,000 jobs. It was the smallest gain in well over a year and came on top of other signs that the economy was off to a sluggish start in 2019.

For months, the labor market could be counted on for an upbeat counterpoint to negative developments, including a fragile global economy weighed down by trade tensions. In the United States, growth for the first quarter is expected to dance around the 1 percent bar, as the shot of adrenaline delivered by last year’s tax cuts fades.

Carl Tannenbaum, chief economist at Northern Trust in Chicago, said Friday’s news from the Labor Department was worrisome. “This is a disappointing report,” he said. “I don’t think there’s any way to sugarcoat it.”

But the longer-term trend is what matters, and there were competing interpretations of whether the report was a troubling omen or a fluke.

Beyond the month’s payroll figure, the report offered some unambiguously good news, including 3.4 percent year-over-year wage growth, the strongest in a decade. Revisions to previous months’ estimates added 12,000 jobs, bringing the average gains for December, January and February to 186,000. The official jobless rate fell to 3.8 percent, from 4 percent in January.

A broader measure of employment that includes part-timers who would prefer full-time work and those too discouraged to search fell to 7.3 percent from 8.1 percent. “That’s a year’s worth of improvement in one month,” said G. Scott Clemons, chief investment strategist at the private bank Brown Brothers Harriman.

Aftereffects of the government shutdown and wretched weather may have contributed to anomalies in the report. “This is the strangest jobs report I’ve seen in a long time,” Mr. Clemons said. “It’s bizarre. I can’t help but think there is noise in there.”

During the decade-long expansion, the economy has churned out 20 million jobs. The anemic job creation and rising wages could indicate that the pool of available workers was drying up, and employers were having trouble filling openings.

“The real challenge is the shortage of people,” said Tom Gimbel, chief executive of LaSalle Network, a staffing firm in Chicago. He said he speaks to roughly two dozen hiring managers and chief executives every week, and everyone is bullish. “I haven’t had anybody in 2019 tell me that they’re not going to be adding head count,” he said.

But the combination of the payroll news with the prospect of torpid first-quarter growth and stubborn trade disputes cannot be brushed off, said Mr. Tannenbaum, the Northern Trust economist. “It’s a signal we need to be cautious with the U.S. economic outlook,” he added.

On Wall Street, the S&P 500 was down roughly 0.2 percent on Friday. It was the fifth straight decline for the index, a marked slowdown after the first two months of the year.

The fallout from the government shutdown

The labor report could reflect some of the confusion and delays prompted by the 35-day partial government shutdown, which extended through most of January.

Furloughed federal workers and affected contractors had to scrounge for part-time work when their paychecks were halted. Those circumstances were reflected in January’s report, which showed that the number of workers who snagged part-time jobs for economic reasons jumped by nearly half a million and those temporarily unemployed rose by roughly 175,000.

“They now have paychecks and don’t need to drive Uber to make ends meet,” said Diane Swonk, chief economist at the accounting firm Grant Thornton.

The shutdown also postponed hiring both within the government and in the private sector, in part because the federal electronic service that verifies the employment eligibility of prospective workers — E-Verify — was not operating. Some of those hires, particularly in the public sector, may be in the pipeline. Government payrolls — federal, state and local — were down by 5,000.

Delays in income-tax refunds may also have had an impact, if people held off with discretionary purchases, Ms. Swonk said. The leisure and hospitality showed no growth.

Some of the layoffs that big retailers like Gap, JCPenney, Sears, Dollar Tree and Abercrombie & Fitch have announced may be starting to trickle through as well, with a drop of 6,100 in the retail sector.

In addition, the construction industry, which is closely linked to weather conditions, shed 31,000 jobs last month.

More broadly, optimism continues

Outside of the government’s report, signs of employer confidence were still evident.

“I’ve been in this business over 40 years, and February always presents kind of a pause,” said William H. Stoller, chairman and chief executive of Express Employment Professionals, which is based in Oklahoma City. He compared it to taking a breath during a marathon, before a second wind kicks in. “I don’t see it hitting the wall at all at this point,” he said.

Other recruiting and employment professionals also expect the labor market to regain its momentum. Bill Ravenscroft, a senior vice president at the staffing firm Adecco, pointed to a growing willingness to convert temporary workers into full-time staff members. The high rate of conversion, he said, shows there is little concern that layoffs will be needed down the road.

With job postings outpacing applicants, Adecco has started to offer daily pay to lure more people into the pool of potential workers. Many job seekers can’t wait two weeks for the paychecks, Mr. Ravenscroft said. Now, “if you log eight hours that day, you get paid for it.”

Sanford Health’s weight-loss and lifestyle program, Profile, has been on a hiring binge, said Nate Malloy, Profile’s chief executive. He said he expected 100 new locations, many of them franchises, to open this year. “We’re adding around 50 to 100 employees a month” across locations, he said. Most are health coaches, with starting wages of $15 to $20 an hour.

As has been the case throughout the recovery, job opportunities can vary widely by region. Hard-pressed rural areas have experienced the slowest growth in employment, yet residents are often unable or unwilling to abandon their homes and move to other areas.

Simpel samengevat; als je niet al redelijk landelijk bekend bent, dan maak je nul kans. Vrijwel alle andere kandidaten zijn in mijn ogen sowieso kansloos. Ook is het het kunnen genereren van geld voor je campagne een must.

He talked a bit more about draining the swamp and then returned to his initial reticence.

“I was listening the other day to a great singer, great, one of the great legends, and said that, you know, so and so didn’t like it, didn’t like it, became one of the greatest hits of all time,” he said. “So drain the swamp, I didn’t like it, now I love it, right?”

One might have thought at the time that Trump didn’t initially like the slogan because it was corny or off message. But now it seems fairer to assume that he didn’t like the slogan because he didn’t actually mind the swamp one bit.

There are lots of ways in which one might measure D.C.'s swampiness, but few are more obvious than to track the movement of lobbyists. These are the swamp’s alligators as it’s commonly understood, chewing through ... money, I guess? The analogy doesn’t really work that well, honestly, but let’s not let that detract from the point.

Data provided to The Post by the liberal organization American Bridge 21st Century identifies over 350 individuals who’ve worked as lobbyists who currently work in the administration, have worked in it or have been nominated to serve in Trump’s administration. Cumulatively, they’ve represented more than 2,800 companies at one point or another, according to lobbying registration documents. Nearly 200 of them now served or have been nominated to serve in divisions of government that they once lobbied.

Where did the largest number of them land? Right in the executive office of the president. Nearly 50 former lobbyists transitioned to Trump’s team.

We can look at this another way. There are 33 companies or organizations that each have at least five former lobbyists who made their way into the Trump administration. This is what the interplay of those firms and Trump administration agencies looks like.



When we looked at this a few months after Trump had taken office, the number of lobbyists who’d already gone to work for Trump was about 70.

Since then, the swamp has gotten more densely packed. But, to be fair to Trump, he never really liked that “drain the swamp" line anyway.

The Trump-backed plan is referenced in a single sentence in the 162-page HHS budget proposal that mentions a funding infusion for the National Disaster Medical System. "The $20 million increase will continue support for the pediatric disaster care pilot initiative which aims to improve pediatric care during emergencies," the budget proposal reads. The two individuals confirmed that the funding would be for the Nicklaus project.

HHS and Nicklaus Children's Hospital did not respond to requests for comment.

Nicklaus, a longtime proponent of children's health care, has argued that mobile hospitals should be specifically designed to serve children -- for instance, by addressing their psychological needs after a disaster. Nicklaus has lobbied some lawmakers, such as Reps. Michael Burgess (R-Texas) and Gus Bilirakis (R-Fla.), about funding the mobile hospital pilot. Nicklaus Children's Hospital already provides some mobile services, including a mobile dental unit.

Trump and Nicklaus have golfed together at least twice since November, including a round with Tiger Woods last month.

Maar de Democraten hebben hun eerste debat in Juni, daarna iedere maand 1. Investigators also requested records connected to an unsuccessful effort to buy the Bills, the person said. Mr. Trump gave Deutsche Bank bare-bones personal financial statements in 2014 when he planned to make a bid for the team, The New York Times has reported. The deal fell through when the team was sold to a rival bidder for $1.4 billion.

Mr. Trump worked with a small United States-based unit of Deutsche Bank that serves ultra-wealthy people. The unit lent Mr. Trump more than $100 million in 2012 to pay for the Doral golf resort and $170 million in 2015 to transform the Old Post Office Building in Washington into a luxury hotel.

New Jersey-based Investors Bank was subpoenaed for records relating to Trump Park Avenue, a project it had backed.

The subpoenas are a culmination of months of threats from Ms. James that she would aggressively investigate Mr. Trump. In August, referring to the investigation by the special counsel, Robert S. Mueller III, into Russian interference in the 2016 election, she said “the president of the United States has to worry about three things: Mueller, Cohen, and Tish James.”

In her victory speech on the night she was elected in November, she said, “I will be shining a bright light into every dark corner of his real estate dealings, and every dealing, demanding truthfulness at every turn.” The next month, before taking office, she told NBC that “we will use every area of the law to investigate President Trump and his business transactions and that of his family.”

Mr. Trump has a rich recent history of grievances against the New York attorney general’s office. Before former Attorney General Eric T. Schneiderman resigned amid allegations of assault and abuse against women, he pursued cases against the Trump Foundation and Trump University. Mr. Trump has referred to him as “sleazebag AG Eric Schneiderman” and “Shady Eric.” He also assailed Mr. Schneiderman’s temporary successor, Barbara D. Underwood, and has referred to Ms. James as “yet another AG” who “openly campaigned on a GET TRUMP agenda.”

Een impeachment met Mike Pence als vicepremier is zoals Pelosi aangeeft TE riskant. Er moet namelijk worden voorkomen dat Trump de dans ontspringt via een pardon.
