Bracing for record turnout and fearful of a repeat of the chaos that marred the 2016 caucuses, Iowa Democrats are racing to implement some of the most significant changes in the history of the first-in-the-nation event.

The party is shopping for larger facilities to fit expected overflow crowds, investing in new technology to stave off check-in and head-counting snafus and pushing individual 2020 campaigns to create their own voter registration programs.

And to abide by new rules set out by the national party, Iowa Democrats are even studying the possibility of what once would have been unthinkable: “Tele-caucusing,” which would allow absentee voting by phone or possibly online for any Democrat who couldn’t make it on caucus day.

It’s all in an attempt to prepare for what’s expected to be the mother of all caucuses — a historic turnout next year in the Feb. 3 presidential caucuses, powered by a sprawling field of candidates and boiling hot anti-Trump sentiment.

“The floors are going to buckle,” said David Yepsen, a longtime Des Moines Register political reporter and currently host of Iowa Public Television’s Iowa Press show, speaking of the crowd sizes he anticipates.

“The size of these things have outstripped the rules for which they were written,” he said. “The nature of the events have changed. These aren’t little party people sitting around the kitchen, which is what Jimmy Carter did, and George Herbert Walker Bush.”

Iowa Democrats are tackling the changes as the state confronts a potential threat to its preeminence on the presidential calendar from California, which moved up its primary to March 3 and is allowing early voting to begin by the time the Iowa caucuses are underway. The shift in focus to a larger and more diverse state has placed the credibility of the Iowa caucuses on the line, and the state’s Democrats are intent on avoiding snafus that could put the results into question.

“We have to prepare like it’s Armageddon,” said Penny Rosfjord, a state central committeewoman and Iowa Democratic Party 4th District chair. “We have to be over-prepared. We’ve got to be ready for the unexpected.”

Democrats are trying to learn from the breakdowns that tainted the 2016 caucuses, when large crowds and changes in voter registration laws revealed a deeply flawed system designed for a different era. An epic Hillary Clinton vs. Bernie Sanders match-up saw caucus sizes swell and with that Democrats experienced a raft of inefficiencies, ranging from long lines and cramped precinct locations to overwhelmed volunteers and repetitive head counts. Those complications, in turn, led some attendees to stomp off before the caucusing even began and others to raise suspicions over accurate head counts.

The outcome itself was a subject of controversy after Clinton claimed victory over Sanders by two tenths of one percentage point — the closest in caucus history — leading the Sanders camp to question the results and more broadly raising distrust between party factions.

The party is now attempting to digitize its check-in system, which could require working WiFi across 1,679 precincts statewide.

“Anecdotally, we’re past the days where we can just hand count the number of Democrats in a room,” said Kevin Geiken, Iowa Democratic Party executive director. “There’s no shortage of technology that allows for an electronic check-in process … That’s primarily been done in paper in the past, even as recently as the 2018 caucus. It was just very paper-centric. We’re exploring technologies to make that an online solution.”

Potentially the biggest change in the works, however, is the possibility of phoning in absentee votes, ahead of the official caucus date. The tele-caucus option comes after a Democratic National Committee dictate that caucus states expand voter accessibility, including by allowing some form of absentee voting. Different possibilities are under consideration to fulfill that requirement, among them allowing voters who can’t caucus in person to send a proxy on caucus day.

While Geiken cautioned that a final plan still has a ways to go — it must go before public comment then ultimately back to the DNC’s rules and bylaws committee -- he called the tele-caucus concept a leading contender.

“We feel pretty optimistic of this idea of a tele-caucus as one of, if not the best, paths of non-present participation,” Geiken said of absentee voting. “The lowest common denominator is access to a telephone, we feel confident enough that we can have that as an assumption.”

Expanding the caucus to include phone-in participation would be a dramatic change; it was only available only to military personnel in the past. While a firm proposal has yet to be submitted, the process under consideration would allow any registered Democratic voter who couldn’t attend caucus day – regardless of the reason — to vote by phone at a predetermined time. That change could easily attract tens of thousands of Democratic voters.

Scott Brennan, a former Iowa Democratic Party chair and member of the DNC’s rules and bylaws committee, is working with the party to come up with ways to address the DNC rule change.

“One of the methods that we’re looking at in order to meet our obligation to provide a way for folks to participate, is to make it available via telephone,” Brennan said. “ [But] maybe there’s a great solution out there we haven’t even thought of yet. We’re still talking to a lot of folks.”

Iowa Democrats are also working now to head off anticipated logistical issues. One of the biggest complaints of 2016 were lengthy delays caused by same-day voter registration. In some precincts, some 80 percent of the people walking into caucus night were registering to vote that night, triggering long lines and wait times, according to party officials.

And as the crowds have expanded each presidential cycle, simple tasks like counting people in a room have grown cumbersome. Longtime Iowa Democratic political strategist Jeff Link said in 2016 he oversaw a caucus of 500 people in a high school cafeteria. At one point, organizers had to clear the space and ask everyone to come back in to get an accurate headcount.

“When you send everyone out of the room, there were some people who said ‘this is bullsh--’ and they just kept on going,” Link said. While he welcomed technological upgrades in 2020, Link cautioned about the prospect of unforeseen difficulties, such as working wifi in every precinct.

“Think about it this way: There is a meeting happening all over the state that is happening at the exact same time, that 200,000 people are going to attend,” Link said. “Just the scale of it gets to be the issue.”

Yepsen also feared the needed technological changes could end up having bugs that inadvertently muck up an already complicated system.

“To fix this problem, they’re writing a set of ideas and rules that are going to be very complicated and it’s going to create chaos. People are not going to understand what’s going on,” he said. “A lot of caucuses have problems with the existing system … You’re going to lay over that this complicated system of tele-voting and sign in, then educate a couple hundred thousand people on how all of this is going to work? It could blow up in Iowa’s face.”

Geiken said the party is building out an aggressive training calendar to make sure volunteers are ready for 2020. To avoid the same-day voter registration snafus, the party will push for online registration ahead of time and will ask each of the presidential campaigns to mount their own registration efforts. And discussions over securing appropriate venues to hold the caucuses is underway on a local level.

“It’s not rocket science here, it’s a matter of organizing,” Geiken said. “It’s the perfect opportunity for us as a party to organize in every precinct, in every street in every zip code. As a state party, we’re approaching it from a what a great opportunity we have for organizing on a granular level.”

En ook daar geldt weer dat het nog steeds niet zo relevant is. In 2016 barstte de boel al aardig uit zijn voegen. Het lijkt me zeer wenselijk om ook in de primaries de drempels te verlagen.

Ik hoop echt dat de familie van die arme jongen haar helemaal kapot aanklagen. Ze zijn al door een hel geweest: bedreigd, beschimpt, voor racist uitgemaakt, racistisch en seksistisch bejegend door politici, journalisten en Hollywood. Ik heb het uitgebreide filmpje van die covington-boys gezien en ben bepaald geen Trump-sympathisant, maar ik zie ze eigenlijk weinig kwaads doen. Paul Manafort’s lawyers on Wednesday strongly disputed claims by prosecutors working for the special counsel that Mr. Manafort repeatedly lied to them, including about the transfer of campaign polling data to a Russian citizen with ties to Kremlin-run intelligence services in spring 2016.

The lawyers argued in a new court filing that the prosecutors had wrongly interpreted honest memory lapses and innocent misstatements by Mr. Manafort as deliberate attempts to deceive them about his interactions with the Russian citizen, Konstantin Kilimnik, who received the polling data in 2016 as Donald J. Trump was closing in on the Republican presidential nomination.

“Failure of memory is not akin to a false statement,” Mr. Manafort’s lawyers said.

If the federal judge in Washington who is overseeing the case, Amy Berman Jackson, decides that Mr. Manafort intentionally misled the prosecutors working for the special counsel, Robert S. Mueller III, after agreeing to cooperate with them, she would presumably be less likely to show leniency on March 5, when she is to sentence him on two conspiracy charges.

But as a practical matter, Mr. Manafort, 69, stood little chance of receiving less than 10 years for those crimes even before prosecutors accused him of breaching his plea agreement by lying to them about his dealings with Mr. Kilimnik and other matters. He is also awaiting sentencing for eight other felonies.

Judge Jackson has scheduled a hearing for Friday on the prosecutors’ accusations.

The defense team’s 10-page filing was heavily redacted, but information inadvertently revealed in a previous court document made it possible to understand some of the lawyers’ references.

They suggested that prosecutors had concluded that Mr. Manafort, Mr. Trump’s former campaign chairman, had lied about the polling data transfer after they compared his statements to those of Rick Gates, Mr. Manafort’s longtime deputy both in private business and during the campaign. The New York Times has reported that Mr. Manafort instructed Mr. Gates to transfer the information to Mr. Kilimnik, a longtime business associate of both men.

“The O.S.C. relies on Mr. Gates’s testimony in an effort to contradict Mr. Manafort,” the defense lawyers wrote, referring to the Office of Special Counsel. Why they contend that the prosecutors were wrong to do so is redacted.

The prosecutors have also accused Mr. Manafort of lying about how $125,000 donated to a pro-Trump political action committee was used to cover some of Mr. Manafort’s debts for his legal defense. Investigators were apparently trying to determine whether the payment, made in 2017, constituted a kickback to Mr. Manafort from associates who ran the PAC.

But others familiar with the payment said that money was drawn from a commission owed to a PAC official who wanted to help Mr. Manafort. Mr. Manafort’s lawyers wrote that he did not lie to the prosecutors about the payment, he simply “had difficulty remembering the details of what occurred.”

A lawyer for Laurence Gay, who was once the managing director of the PAC, Rebuilding America Now, said in a statement that the money came from a different set of funds.

“In 2017 and at the request of Paul Manafort, Laurie asked that funds be forwarded to an entity designated by Mr. Manafort to assist with his legal expenses,” said the lawyer, Anthony J. Iacullo, in response to a request for comment from Mr. Gay. “This was done with funds independent from those belonging to the PAC.” He did not identify the source of funds.

The Senate plans to hold dueling votes Thursday to end the longest government shutdown in history. Like many, Sen. Mike Rounds (R-S.D.) thinks both proposals will fail.

That, in the eyes of Rounds and others, is the point.

“I think this is basically a public statement of what all of us know to already be the case,” Rounds said in an interview. “But it provides an avenue.”

Where that road will lead is an open question. Still, for the first time this year, the Senate is taking concrete steps to try to resolve the partial shutdown — offering a glimmer of hope for a deal to reopen shuttered agencies.

Majority Leader Mitch McConnell (R-Ky.) and Minority Leader Charles E. Schumer (D-N.Y.) agreed to hold initial votes on two starkly contrasting ideas that some lawmakers hope will mark a small but important step toward a solution.

The votes will test the abilities of McConnell and Schumer to unify their sides, and likely, to negotiate with each other afterward. In other dramatic fiscal showdowns over the past decade, the Senate has almost always been the chamber that found the bipartisan solution as the House hit roadblocks, from the Wall Street bailout of 2008 to reopening of government after the 2013 shutdown. But those were crises that predated President Trump’s mercurial presidency.

In effect, the defeat of both measures would demonstrate in the most concrete manner yet that what both sides have been pushing for is not possible in the Senate, and that some new compromise must be forged to pass the chamber.

Such a scenario might entice Trump to offer more concessions to Democrats while serving as a counter to Democrats’ insistence that there is overwhelming support for their plan, according to a Senate Republican leadership aide, who spoke on the condition of anonymity to be candid.

“Sometimes failure is a prelude to people looking at each other and saying, well, now we know what will fail, let’s try to devise something that will succeed,” said Sen. Richard Blumenthal (D-Conn.) in an interview.

First, senators will vote on Trump’s latest offer to end the impasse — $5.7 billion to build a wall on the border with Mexico in exchange for temporary protections for some immigrants.

To advance, the bill will need 60 votes under Senate rules. Republicans hold 53 seats and Democrats are largely united against Trump’s plan and his wall, giving it little chance of succeeding.

Next, the Senate will vote on the Democratic plan — open up the government without wall funding through Feb. 8, offering relief to federal workers and buying time to continue the negotiations on border security. Most Republicans oppose this idea, making 60 votes a very difficult target.

Both McConnell and Schumer have largely united rank-and-file senators in their respective parties behind their shutdown strategies. Thursday’s votes, which were announced after McConnell and Schumer met privately Tuesday, will show whether that has changed or not.

After spearheading a stopgap bill to avert a shutdown last year only to be overruled by Trump, McConnell has opted to side staunchly with the president, bringing most Republican senators with him.

Schumer, in concert with House Speaker Nancy Pelosi (D-Calif.), has stood firm against border wall funding and demanded that Republicans immediately open the government. The other 46 members of the Senate Democratic Caucus are predominantly with him.

Sen. Thom Tillis (R-N.C.), who is up for reelection and has faced pressure from Democrats to end the shutdown, said he plans to vote for Trump’s bill but against the Democratic proposal.

“I voted yes on that before, back in December, and it didn’t turn out well — we know the president’s against it,” Tillis said in an interview, speaking of the stopgap plan the Democrats are advocating.

Sen. Susan Collins (R-Maine), a moderate also facing reelection, said she plans to vote to advance both bills. “The shutdown is so extraordinarily unfair,” Collins said.

But other Republicans were more circumspect about how they would vote on the Democratic plan.

Sen. Lisa Murkowski (R-Alaska), another centrist, called both proposals “imperfect,” but said she was leaning toward voting to proceed on both bills and would definitely vote to move forward with Trump’s plan.

“Conventional wisdom out there is that neither one of them is going to proceed, so they will be viewed more as messaging amendments,” Murkowski said. “I don’t know, I think the folks that I work for back in Alaska are more than tired of messaging. They want some resolution to this.”

Sen. Rick Scott (R-Fla.) said he supported Trump’s bill. Asked about the Democratic plan as he prepared to depart on a subway in the Capitol, aides interjected to say, “thank you.”

Sen. Joe Manchin III (D-W.Va.), a centrist who has broken ranks with his party in the past, was undecided on the Republican bill Wednesday afternoon, according to his spokesman, Jonathan Kott.

Asked if there is still room for progress moving forward if both Thursday votes fail, Sen. Angus King, an independent from Maine who caucuses with the Democrats, replied, “Yes.”

In a speech on the Senate floor, Schumer urged Republicans to vote for the plan he has embraced.

“To say: Well, one is a Democratic amendment, one’s a Republican amendment doesn’t get the magnitude of this, the difference,” he said. “Because one is holding 800,000 workers hostage, millions of Americans hostage, unless the amendment authors get their way. The second says: We’re not demanding anything. Just open up the government and then let’s discuss it.”

McConnell defended the Republican plan. “The president has produced a fair compromise that pairs full-year government funding with immigration policy priorities from both sides. Enough political spite,” he said in his floor speech.

Exactly where the Senate would go if the votes end in failure on Thursday was unclear. Neither McConnell’s office nor Schumer’s would speculate on next steps.

Until Trump’s latest proposal, McConnell had taken a step back from the shutdown talks, placing the burden on Schumer, Pelosi and Trump to strike a deal.

But his decision to reengage has opened the door to new possibilities. If he remains involved, McConnell, who helped forged bipartisan deals during Barack Obama’s presidency, has the potential to alter the dynamic of the negotiations.

Yet the standoff could still be difficult to resolve. Schumer has held his caucus together in opposition to wall funding, and polls show Trump and congressional Republicans getting more blame from the public than congressional Democrats. Unless that changes, there will be little political incentive for the Democratic leader to budge.

A Democratic-controlled House increasingly at odds with Trump has made things even thornier — and put even more pressure on the Senate to help come up with a solution.

On the sidelines of Senate business, bipartisan talks have continued, in hopes of forging a deal at the rank-and-file level. So far, those discussions have produced no breakthroughs.

“We are trying to figure out how we get beyond tomorrow,” said Murkowski, exiting a small meeting of senators Wednesday.

As a self-described political conservative, Reagan Larson might seem to be a natural fit for the Republican Party. The 19-year-old college student from South Dakota grew up in a Catholic household that objected to same-sex marriage, and she remains firmly opposed to abortion.

But in many ways, that is where the ideological similarities end. Ms. Larson, a dual major in biology and Spanish at Gustavus Adolphus College in St. Peter, Minn., does not oppose the legalization of marriage equality. She views climate change as undeniable, believes “immigrants make our country richer,” and disagrees with her parents on the need for a border wall.

Ms. Larson is part of Generation Z, one of the most ethnically diverse and progressive age groups in American history. People born after 1996 tend to espouse similar views to the age cohort just ahead of them, the Millennials, but they are far more open to social change than older generations have been, according to the findings of a new report by the Pew Research Center. The findings mark a shift that could substantially reshape the nation’s political and economic landscape.

According to the study — which was based on online surveys of 920 youths aged 13 to 17 and nearly 11,000 adults 18 or older — only 30 percent of Generation Z respondents said they approved of President Trump’s performance; more than half believed humans were fueling climate change; and 70 percent said they wanted the government to do more to solve the nation’s problems. Those views roughly mirror attitudes held by Millennials, and together, the two age groups may add up to a powerful voting bloc at odds with Republican orthodoxy, political scientists say.

“This should be an alert to the Republican Party as they think about generational replacement,” said Elizabeth Bennion, a professor of political science at Indiana University South Bend.

Each succeeding generation of Americans tends to be more progressive than those that came before, Ms. Bennion noted, a trend that potentially poses a long-term threat to the Republican Party’s power.

“If there isn’t a will to change within the party,” she said, “it could become permanently in the minority moving forward.”

Democrats of all ages tend to align fairly closely on major social and political issues, but the report highlights a sharp generational divide among Republicans. For example, more than half of the youngest Republicans surveyed said that racial and ethnic diversity was good for American society, a view shared by fewer than 40 percent of their Millennial counterparts, 34 percent of Generation Xers and just three in 10 baby boomers.

Young Republicans are also more likely to approve of same-sex marriage and accept transgender people.

Michael Schaefer, 18, a politically conservative college freshman from Youngstown, Ohio, said he was in the sixth grade when some classmates came out as gay, and had a number of transgender students as friends in high school.

“For over half my life, I’ve been shown the other side of sexuality and gender,” he said. “I don’t care about their sex or gender, I just care about the individual.”

More than one-third of Generation Z respondents said they knew someone who preferred to be addressed using gender-neutral pronouns, the Pew study found, compared with 12 percent of baby boomers.

More than 68 million Americans belong to Generation Z, representing about 22 percent of the nation’s population, according to 2017 survey data from the United States Census Bureau — a share larger than the Millennials’ and second only to the baby boomers’.

Contrary to conventional wisdom, Americans’ political and social views do not tend to drift to the right as they age, according to Kim Parker, who oversees research into social demographic trends at the Pew Research Center.

“The differences we see across age groups have more to do with the unique historical circumstances in which they come of age,” she said, noting that demographers have not seen a generational pattern of growing more conservative or more Republican over time.

Paulina Aceves, 18, a high school senior in Scottsdale, Ariz, embodies the complexities of her generation. The daughter of Mexican immigrants, she proudly identifies as a Christian and a Republican. But she does not support a border wall, nor does she believe the government should be less involved in American society.

“The right solution is definitely for the government to take a more active role,” she said.

The Republican Party has lost younger Americans like Travis Gaither, though, as it has moved farther to the right on issues like immigration, gun control and climate change.

Mr. Gaither, who grew up in Tennessee, described his parents as “typical southern white Republicans” who belong to two country clubs and are active in the Chamber of Commerce.

But Mr. Gaither, 20, was chairman of the High School Democrats of Tennessee during his senior year, a political transformation fueled by his liberal social views and cemented by his outrage over Mr. Trump’s hard-line policies.

The Pew study found that two-thirds of Mr. Gaither’s generation believe, as he does, that black people are treated less fairly than whites in the United States. He said his feelings on the subject were shaped by an early brush with racism in high school, where a black girl he knew was menaced by a white football player who threatened to lynch her. And then his views were solidified last summer, he said, after a police officer in Nashville killed an unarmed black man.

“I feel like I’ve moved toward the left, as the Republican Party has shifted toward the right,” he said.

Starting on Friday, Central Americans who attempt to enter the US without papers at the port of entry at San Ysidro — the most popular official border crossing for migrants seeking asylum in the United States — are going to be turned back to Mexico while their cases are pending.

The shift was initially reported by Reuters, citing a Mexican official. A DHS official confirmed the plan to Vox.

The policy change means that people who are trying to exercise their legal right to seek asylum will be barred from the US for as much as a year while they wait for their claim to come before a judge. It is the most sweeping development in Trump’s ongoing crackdown on asylum seekers, who are largely from Central America, and disproportionately children and families.

The Trump administration announced its plans to implement the new policy, which it calls the “Migration Protection Protocols” but was known last fall as the “Remain in Mexico” agreement, in a House hearing in December. But its implementation was kept under wraps as the US continued to negotiate with the Mexican government, and as the government shutdown took attention in Washington.

While a DHS official confirmed some details of the plan to Vox, it’s still not clear how Mexico will deal with migrants while they wait for their court dates in the US.

The policy will almost certainly be subject to a federal lawsuit, as other Trump efforts to crack down on immigration without Congress have been. But it will go into effect (at least in San Ysidro) before any lawsuit is filed, and advocates tell Vox they may wait to see how it is being implemented before they sue to stop it.

And because of an ambiguous clause in the Immigration and Nationality Act, it’s entirely possible that the policy will be upheld in court.

How the new plan will work

Once on US soil, people have a legal right to seek asylum. That can happen whether they enter at a port of entry (an official border crossing) in full accordance with US law, or enter between ports of entry and are apprehended by Border Patrol agents — committing the misdemeanor of illegal entry.

Ultimately, the return policy will apply to both groups — those crossing illegally and legally. But the administration is initially rolling out the policy only at the San Ysidro port of entry — which means that some migrants entering legally will be subjected to it before those who enter illegally.

Furthermore, many of those migrants have already been waiting for months at San Ysidro to be admitted to the US, with an unofficial list kept by other asylum seekers responsible for determining whose turn is next.

A DHS official told Vox that starting on Friday, people who enter the San Ysidro port without papers will be screened as usual by CBP officers (who check migrants’ identities and perform medical screenings, among other tasks). Instead of being held in CBP custody and then transferred to ICE custody, however, the government will just give them a notice to appear before an immigration judge — skipping the step of an asylum screening interview — 45 days in the future.

When the court date arrives, the migrant will return to the port of entry and be escorted to an immigration courthouse in San Diego for the hearing, then returned to Mexico afterward for another wait before another hearing.

DHS anticipates that it will take multiple hearings to resolve a case, but is hoping that cases will be completed within a year.

The return policy won’t apply to unaccompanied minors — although there are multiple reports that Mexican government officials are already preventing unaccompanied minors from presenting themselves for asylum at San Ysidro.

If a migrant tells a US official that they fear persecution in Mexico, they’ll be given a modified asylum screening interview — using the higher standard of a “reasonable fear of persecution” than most asylum seekers are screened with. Migrants who pass that interview will be allowed to stay in the US.

This provision — which echoes statements from the Mexican government that they won’t allow anyone to return to Mexico who’s at risk of persecution there — is intended to address the biggest concern raised by human-rights groups about the policy: that Mexico is not necessarily a safe place for asylum seekers to be. The same week in December that Nielsen announced the policy, two teenagers from Honduras waiting to enter the United States and seek asylum were killed outside their shelter in Tijuana.

Tijuana is currently dealing with thousands of Central Americans — many from the “caravan” that arrived there last fall — waiting to be allowed to seek asylum in the US. Human-rights advocates and immigration lawyers have raised serious concerns about the conditions in which migrants are being held in Tijuana, including their physical safety in a shelter that is reportedly in a cartel-controlled neighborhood.

In recent weeks, the Mexican government has started implementing its own plan to deal with asylum seekers — giving them temporary visas upon entering Mexico and encouraging them to stay in the country and work. It’s not clear how that will intersect with the US’ new return policy, especially because Mexico is attempting to encourage settlement in the south of the country, while the US is requiring migrants to be in Tijuana every 45 days.

The Trump administration is used to policies being thwarted. This one might not be.

The policy relies on a provision in federal law that allows the US to return people who arrive in the US from “contiguous territories” back to those territories until their formal immigration court proceedings have been completed.

In the past, Mexico hasn’t allowed the US to use this provision to return Central Americans and other non-Mexicans to Mexican soil. Now, they have relented. The deal will not apply to Mexicans seeking asylum in the US from Mexico, but will apply to all other groups.

The administration was originally planning to issue a regulation — which would have gone into effect immediately — to formally implement the policy. It now appears that it is going to move forward without one, which could make the policy more legally vulnerable but could also make it harder to challenge.

There are big questions about whether the “contiguous countries” provision applies to asylum seekers. Many human rights advocates and immigration scholars claim it does not. But the provision is ambiguously worded enough that it’s not an open-and-shut case.

Furthermore, while some of the Trump administration’s changes to executive branch immigration policy have been challenged in court and shut down before going into effect, this one won’t be. It can’t be, because it’s going into effect tomorrow.

Jared Kushner's application for a top secret clearance was rejected by two career White House security specialists after an FBI background check raised concerns about potential foreign influence on him — but their supervisor overruled the recommendation and approved the clearance, two sources familiar with the matter told NBC News.

The official, Carl Kline, is a former Pentagon employee who was installed as director of the personnel security office in the Executive Office of the President in May 2017. Kushner's was one of at least 30 cases in which Kline overruled career security experts and approved a top secret clearance for incoming Trump officials despite unfavorable information, the two sources said. They said the number of rejections that were overruled was unprecedented — it had happened only once in the three years preceding Kline's arrival.

The sources, who spoke on condition of anonymity because of the sensitive nature of the information, said the Trump White House attracted many people with untraditional backgrounds who had complicated financial and personal histories, some of which raised red flags.

Kushner's FBI background check identified questions about his family's business, his foreign contacts, his foreign travel and meetings he had during the campaign, the sources said, declining to be more specific.

The White House office only determines eligibility for secret and top secret clearances. As a very senior official, Kushner was seeking an even higher designation that would grant him access to what is known as "sensitive compartmented information," or SCI. That material makes up the government's most sensitive secrets, including transcripts of intercepted foreign communications, CIA source reporting and other intelligence seemingly important for Kushner, whose job portfolio covers the Mideast and Mexico.

The CIA is the agency that decides whether to grant SCI clearance to senior White House officials after conducting a further background check.

After Kline overruled the White House security specialists and recommended Kushner for a top secret clearance, Kushner's file then went to the CIA for a ruling on SCI.

After reviewing the file, CIA officers who make clearance decisions balked, two of the people familiar with the matter said. One called over to the White House security division, wondering how Kushner got even a top secret clearance, the sources said. Top secret information is defined as material that would cause "exceptionally grave damage" to national security if disclosed to adversaries.

The sources say the CIA has not granted Kushner clearance to review SCI material. That would mean Kushner lacks access to key intelligence unless President Trump decides to override the rules, which is the president's' prerogative. The Washington Post reported in July 2018 that Kushner was not given an "SCI" clearance. CIA spokesman Timothy Barrett said, "The CIA does not comment on individual security clearances."

"What you are reporting is what all of us feared," said Brad Moss, a lawyer who represents persons seeking security clearances. "The normal line adjudicators looked at the FBI report…saw the foreign influence concerns, but were overruled by the quasi-political supervisor."

NBC News was unable to reach Carl Kline for comment. Kushner's lawyer, Abbe Lowell, had no comment. The White House did not respond to a request for comment.

The sources said they did not know whether Kline was in communication with senior political White House officials. They say he overruled career bureaucrats at least 30 times, granting top secret clearances to officials in the Executive Office of the President or the White House after adjudicators working for him recommended against doing so.

The reasons for denying a clearance can include debts, a criminal past or questions about foreign entanglements. Anything in a person's background that could make them vulnerable to blackmail can be a factor.

Kushner's application followed the normal path for security clearance. It passed a "suitability review" in the White House and then went to the FBI for a background investigation.

Following the FBI investigation, the case went back to the White House office of personnel security, where a career adjudicator reviewed the FBI information, including questions about foreign influence and foreign business entanglements, the sources said.

The Washington Post, citing current and former U.S. officials familiar with intelligence reports on the matter, reported last February that officials in at least four countries had privately discussed ways they could manipulate Kushner by taking advantage of his complex business arrangements, financial difficulties and lack of foreign policy experience.

Among those nations discussing ways to influence Kushner to their advantage, according to the current and former officials, were the United Arab Emirates, China, Israel and Mexico, the Post reported.

On the basis of potential foreign influence, the adjudicator deemed Kushner's application "unfavorable" and handed it to a supervisor.

The supervisor agreed with the "unfavorable" determination and gave it to Kline, the head of the office at the time, who overruled the "unfavorable" determination and approved Kushner for "top secret" security clearance, the sources said.

"No one else gets that kind of treatment," Moss said. "My clients would get body slammed if they did that."

Sources also told NBC News career employees of the White House office disagreed with other steps Kline took, including ceasing credit checks on security clearance applicants. The sources said Klein cited a data breach at the credit reporting firm Equifax.

Kline is the subject of an October 2018 Equal Employment Opportunity Commission complaint viewed by NBC News that was filed by Tricia Newbold, a current employee. Newbold has a rare form of dwarfism and the complaint alleges Kline discriminated against her because of her height.

Her complaint states that in December 2017, Kline moved security files to a new location which was too high and out of her reach and told her, "You have people, have them get you the files you need; or you can ask me."

Her attorney, Ed Passman, told NBC News, "My client has been subjected to ongoing discrimination by a ruthless supervisor who was destroying the personnel security division by granting security clearances over the objections of civil servant recommendations."

In a letter to her family obtained by NBC News, Newbold described Kline's behavior towards her as "aggressive," involving "emotional and psychological abuse" starting in July 2017, a few months after he took over the office.

In the same letter, Newbold wrote that she also had serious concerns about how Kline "continuously changes policy" and makes "reckless security judgments". She added that Kline's decisions "if disclosed, can cause embarrassment and negative attention to the administration."

Newbold raised concerns about Kline's behavior with her second level supervisor regarding his "hostility and integrity" according to the EEOC complaint.

The EEOC confirmed to Newbold’s attorney that an investigation of her claims was conducted. He is now waiting to hear if his client will be granted a hearing.

The House Oversight Committee, now run by Rep. Elijah Cummings, D.-Md., announced yesterday that it is digging into how Kushner obtained his security clearance.

Aaron Merrick has worked as an air traffic controller in Kansas City for almost 20 years, but he cannot remember a time when morale among his team was so low.

With the US government having been shut down for over a month, Mr Merrick and his colleagues have been working for several weeks without pay.

While almost all continue to turn up for work, Mr Merrick warned that mounting financial pressures are starting to affect some people’s concentration — just one symptom of the strain being placed on the entire US aviation system.

“You need to be operating at 100 per cent in this job,” said Mr Merrick, who is also a regional organiser for the National Air Traffic Controllers Association, the union that represents air traffic controllers. “But it is hard to operate at 100 per cent if you are worried about paying for your car, paying for your house or keeping your kids fed.”

Large parts of the US government have been closed since last month, as US President Donald Trump continues to push for $5.7bn in funding for a wall on the country’s southern border, which his Democratic opponents have said they will not support.

One of the most affected industries has been aviation, where many workers are calling in sick rather than working for no pay, and companies are warning about the financial impact.

Aviation is also a particularly politically sensitive industry, and some Democrats predict that Mr Trump will not be willing to tolerate the sight of long queues for travellers or mass flight cancellations.

“If these industries start speaking up, then we just might see some movement from the Republicans,” said one Democratic strategist.

The Transport Security Administration said that last Sunday some 10 per cent of its workers were absent — more than triple the normal rate — leading to long queues in certain airports at peak times.

On any given day since the shutdown began, a handful of airports have reported experiencing longer-than-average wait times. But at certain airports, such as Atlanta, the situation is worse — passengers travelling through the city’s airport had to wait about 90 minutes to clear security, compared with what the TSA said would be a normal wait time of 30 minutes.

And those security staff who are turning up to work say they are demoralised. One TSA official told the Financial Times: “A lot of my colleagues are off sick, while others are at risk of getting thrown out of their houses because they can’t afford the repayments. I am tempted to stay off myself, but I have a job to do.”

Meanwhile, the country’s biggest airlines are losing money because of reduced demand from the public sector. Ed Bastian, the chief executive of Delta Air Lines, said last week his company was on course to lose $25m in revenue this month because of the shutdown.

I would just choose to stay at home. But I know that if I do that, they will simply find a way to fire me at a later date.

In a letter sent this month to Democratic and Republican leaders, a group of aviation industry associations warned: “This partial shutdown has already inflicted real damage to our nation’s aviation system, and the impacts will only worsen over time.”

With the political row ongoing, some commentators have begun to advocate security staff going on strike, even though doing so would be illegal.

Workers, however, said they are worried about the future consequences should they choose to do so.

“I would just choose to stay at home,” said one border patrol agent. “But I know that if I do that, they will simply find a way to fire me at a later date.”

Utah just introduced anti-trans legislation to prevent people from changing the gender on their birth certificate.
