There exists plenty of Western games where the game is lost or you lose score points if you hit a civilian. In the "Soldier of Fortune", for instance, whenever there are civilians or friendly forces around (like in the opening sequence in the subway), they are not to be shot and they must be protected from the hostage takers. The same goes for virtually all 3D shooter and tactical games produced during the last decade or so.

The described Hizbullah game, on the other hand,"doesn't include any civilians"- implying that all people from the other side are soldiers and are to be shot
