In brief: Ukraine’s military intelligence said Russia plans to produce hundreds of ballistic and missile-defense-based strike missiles this year, allowing Moscow to sustain large-scale attacks without significantly reducing reserves. Russia can launch up to 100 ballistic missiles against Ukraine each month while maintaining stable stockpiles, according to an assessment by Ukraine’s military intelligence agency (HUR).

In a response to a request from Ukrainska Pravda published on Thursday, June 4, HUR said Russia’s military-industrial complex plans to produce around 700 9M723 ballistic missiles for the Iskander tactical missile system in 2026 – the same level as last year.

According to the agency, Russia is currently producing between 55 and 60 Iskander ballistic missiles per month.

“Given these production rates, the enemy can use up to 100 ballistic missiles per month against targets on the territory of Ukraine while maintaining a stable level of reserves,” HUR said.
Russia expanding missile production

Military intelligence also reported a sharp increase in the production of RM-48U missiles used by S-300PM and S-400 air defense systems, which Russia has increasingly employed in ground attacks against Ukrainian targets.

According to HUR, Russia plans to manufacture more than 480 of these missiles in 2026, compared with just over 200 in 2025.

Current production rates are estimated at up to 50 missiles per month.

Russia also plans to produce up to 60 Kinzhal hypersonic air-launched ballistic missiles this year, according to the intelligence assessment.

The figures suggest Moscow is continuing to expand its missile production capacity despite Western sanctions and efforts to restrict access to critical components.

The intelligence assessment comes as Ukrainian officials continue warning that ballistic missiles remain one of the country’s most serious security threats.

Speaking at a NATO-Ukraine Council meeting in Kyiv this week, President Volodymyr Zelensky said Russia is capable of producing around 120 ballistic missiles per month.

“And that is only ballistic missiles,” Zelensky said.

This, he said, allows Moscow to carry out several large-scale attacks on Ukraine every month. At the same time, Zelensky pointed to Ukraine’s own battlefield performance and long-range strike capabilities as key levers in changing the course of the war.

The war in the Middle East has severely affected the quantities of PAC-3 missiles that Ukraine receives.

“This was not because of a lack of money, but because of the war,” Zelensky said, adding that “wherever we could, we replaced them [missiles] with our own domestic production, but we still cannot replace PAC-3.”

Ukraine reached an agreement with US defense manufacturers in 2025 on new Patriot systems and additional missiles, but the backlog means delivery wouldn’t begin until 2030, Zelensky said, adding that Ukraine has already begun seeking alternatives with other countries.

Although Ukraine is in constant contact with the American side, the war has been put aside.

“Iran is issue number one for the United States of America,” Zelensky said. “Unfortunately, we are in the queue for these wars.”

Washington is unlikely to reach an agreement with Ukraine on the joint production of Patriot interceptor missiles before this winter, U.S. Ambassador to NATO Matthew Whitaker said in a Fox News interview aired on Aug. 3.

"A long-term production agreement will not be concluded before this winter. So we will continue working on it," Whitaker said.

Whitaker said PAC-3 Patriot interceptors remain subject to strict U.S. export controls.

"We do not allow anybody but U.S. manufacturers to make those in the United States," he said.

At the same time, he said Washington is exploring broader defense cooperation with Ukraine and its European allies.

"There are co-production opportunities that we can do with the Ukrainians, that we can do with the Europeans, to increase the industrial base and support the defense of Ukraine and the defense of Europe," Whitaker said.

Until such an agreement is reached, Whitaker said it is a priority to ensure Ukraine has air defense capabilities ahead of winter "as quickly as possible," either through deliveries from allies with surplus missiles or by increasing production at U.S. facilities.

Whitaker's remarks come after the Trump administration has sent mixed signals in recent weeks over whether Washington will allow Ukraine to produce Patriot interceptors under license.

While Trump initially said during a July 8 NATO summit that the U.S. would grant Kyiv a production license, he later said on July 31 that no final decision had been made, calling such a move "a big step" due to concerns over transferring sensitive defense technology.

Patriot systems remain Ukraine's only proven defense against Russian ballistic missiles, which Moscow has used with increasing frequency in recent weeks during large-scale strikes.

Kyiv has repeatedly urged its Western partners to expand deliveries of Patriot systems and interceptors as Russia intensifies its aerial campaign ahead of another winter.

Ik zie overigens die aanvallen op wildberries vooral als een zwakte bod van Oekraïne.
Het lijkt me niet dat Rusland die ballistische raketten daar heeft liggen.

The often inaccurate but devastating weapon — to which Ukraine has no reliable counter — is used not only against military targets on the front line but increasingly against built-up residential areas in relatively safe cities further back, resulting in climbing civilian casualties.

The number passes the previous record of 8,266 set the previous month, the ministry said.

Russian guided aerial bombs, often called KABs (Kerovana Aviabomba) in Ukraine, are repurposed aerial bombs equipped with wings and precision guidance systems such as GPS, laser, or infrared targeting.

Unlike traditional free-fall bombs, KABs can glide tens of kilometers before impact, allowing Russian aircraft — typically the Su-34 — to release them from a distance, safe from the operating range of Ukrainian air defense missiles or fighters.

Warhead sizes vary by model, ranging from around 300 kilograms to 3 metric tons, enough to destroy multi-story buildings with a direct hit.

Russian forces use glide bombs against important, hardened, or entrenched targets, such as bridges, command posts, or drone teams spotted by reconnaissance assets.

In practice, in front-line cities like Dobropillia, intense glide bombing campaigns can bring wholesale destruction to cities long before Russian forces approach their outskirts on the ground.

Despite its guidance kit, the weapon is often inaccurate and can sometimes be diverted off course by powerful electronic warfare devices.

Glide bombs are particularly devastating when used against built-up residential areas, where an impact often causes the collapse of an entire section of an apartment block.

Russian glide bomb attacks are responsible for recurring civilian casualties in front-line cities like Sloviansk and Kramatorsk in Donetsk Oblast, and sometimes also in the larger regional capitals of Kharkiv and Zaporizhzhia.

More than 250 combat engagements a day in July

Fighting on the front line remained intense throughout July. According to the General Staff of the Armed Forces of Ukraine, 7,922 combat engagements were recorded last month.

That amounts to an average of more than 250 engagements every day.

By comparison, 7,316 combat engagements were recorded in June.

Over the month, the enemy carried out almost 97,000 attacks, including more than 1,300 involving multiple launch rocket systems.
