Russian President Vladimir Putin launched a full-scale invasion of Ukraine on 24 February 2022.
In a statement on Facebook early on Saturday, Gen Col Syrskyi said his decision was based on "the operational situation around Avdiivka".
"Our soldiers performed their military duty with dignity, did everything possible to destroy the best Russian military units, inflicted significant losses on the enemy in terms of manpower and equipment."
Gen Syrskyi - who was only appointed as the country's top commander a few days ago - said Ukrainian troops were "taking measures to stabilise the situation and maintain our positions".
In a separate statement soon afterwards, one of his deputies said the troops had already left Avdiivka to "pre-prepared positions".
"In a situation where the enemy is advancing on the corpses of their own soldiers, with a ten-to-one shell advantage, under constant bombardment, this is the only correct solution," Gen Oleksandr Tarnavskyi added.
US National Security Council spokesman John Kirby had earlier warned that Avdiivka was "at risk of falling into Russian control".
He said this was largely "because the Ukrainian forces on the ground are running out of artillery ammunition".
"Russia is sending wave after wave of conscript forces to attack Ukrainian positions," he said.
"And because Congress has yet to pass the supplemental bill, we have not been able to provide Ukraine with the artillery shells that they desperately need to disrupt these Russian assaults."
Earlier this week, the US Senate approved a $95bn (75bn) foreign aid package - including $60bn for Ukraine - after months of political wrangling, but it faces an uphill battle in the House of Representatives.
Ukraine is critically dependent on weapons supplies from the US and other Western allies to keep fighting Russia - a much bigger military force with an abundance of artillery ammunition.
Nato Secretary General Jens Stoltenberg warned on Thursday that the US failure to approve continued military assistance to Ukraine was already having an impact on the battlefield.
Russian troops have been making significant gains in Avdiivka recently, threatening to encircle it.
Earlier this week some Ukrainian soldiers privately admitted the town could fall at any moment.
"We're upset," Ukrainian officer Oleksii, from Ukraine's 110th Mechanised Brigade in the Avdiivka area, told the BBC, standing beside a huge mobile artillery piece as Russian guns boomed in the distance.
"Currently we have two shells, but we have no [explosive] charges for them... so we can't fire them. As of now, we have run out of shells," said Oleksii.

NAVO
Ook reageerde Rutte op de woorden van de Amerikaanse oud-president n presidentskandidaat Donald Trump, die vorig weekend zei dat Rusland NAVO-landen mag aanvallen als die niet genoeg geld uitgeven aan defensie. Het doet de vraag rijzen of de NAVO nog wel kan rekenen op onvoorwaardelijke steun uit Amerika. Maar volgens Rutte moeten Europese landen naar zichzelf kijken en stoppen met "mopperen en zeuren" over Trump.
"Het laatste wat we moeten doen, is omdat Trump misschien terugkomt onze defensie-uitgaven verhogen. Alsof we daar Trump voor nodig hebben. We zijn dat al aan het doen."
Donderdag zei demissionair minister van Defensie Kajsa Ollongren nog dat Europese landen hun defensiebudget moeten verdubbelen naar 4 procent van het bruto binnenlands product als Amerika uit de NAVO stapt. Op dit moment is dat percentage nog 2 procent.
Dat is een streefgetal. De meeste Europese landen halen dat niet. Nu de Russische dreiging almaar groter wordt proberen steeds meer landen extra geld vrij te maken voor Defensie. Het steekt de Amerikaanse presidentskandidaat Trump dat Amerika meer spendeert aan (internationale) veiligheid dan NAVO-bondgenoten.
Secretaris-generaal bij de NAVO?
Rutte wil niet reageren op de vraag of hij de nieuwe secretaris-generaal van de NAVO wordt. Wel zegt hij dat wie het ook wordt, hij of zij goed zal moeten samenwerken met Amerika. Want dat land beseft volgens Rutte dat stabiliteit in Europa essentieel is.
"Stel je dat ons deel van Europa onder invloed komt van Rusland. Dat wordt een lanceerplatform vanuit Rusland naar Amerika. Het is in hun (Amerikaans, red.) belang dat er een sterke NAVO is. The Moscow-based Center for Analysis of Strategies and Technologies (CAST) first announced in 2022 that a reward of one million rubles, or roughly $11,000, would be given to any military personnel seizing a THeMIS vehicle, made by Edge Group subsidiary Milrem Robotics, in relatively intact condition.
On Feb. 15, the center’s director, Ruslan Pukhov, told state-owned news agency RIA Novosti that the award would be raised to two million rubles, or almost $22,000.
The decision, Pukhov told RIA Novosti, was in response to a statement made by Estonian intelligence connecting the think tank to the Russian intelligence services.
He was referring to a recent report by the Baltic nation’s foreign intelligence service claiming that Russia’s Federal Security Service (FSB) was recruiting national academics and think tank experts who interact with foreign embassies.
The report directly targets Pukhov as a “protagonist” in this development, stating that he also has “extensive connections within Russia’s political leadership and the Russian Ministry of Defense.”
As of last month, Milrem had delivered 15 THeMIS unmanned vehicles to Ukraine’s forces, the company said in a Jan. 11 statement.
Company executives have said that the unmanned vehicles were performing especially well in missions related to demining and frontline cargo transport, citing feedback from Ukrainian soldiers.
Manufacturer Milrem is aware of the bounty placed on its vehicles, but executives say they are unfazed about the prospect of technology theft.
“Seems like I don’t have to work again this week since CAST has doubled their reward for capturing a THeMIS in Ukraine for 2 million rubles, thus doing marketing for me,” Gert Hankewitz, director of communications at Milrem, posted on LinkedIn this week.
In additional comments provided to Defense News, Hankewitz said that the company has “complete confidence in the Ukrainian army to utilize their THeMIS UGVs to their full capabilities and safeguard them against potential threats.”
The development speaks to the robot craze that seems to have grasped both sides in the Ukraine war. With troop or vehicle movements immediately detected and attacked, soldiers have resorted to sending robots on dangerous missions instead, according to analysts.
While some of these ground robots possess more advanced capabilities, as is the case for the THeMIS, others that have emerged on the battlefield are very basic in their design but yet appear to be effective in their logistics role.
Even with the special Russian interest in its THeMIS technology, Milrem said the company is ready to send more. “We look forward to providing additional systems in support of Ukraine if requested,” Hankewitz said.

According to him, encirclement has been avoided, personnel has been withdrawn, and Ukrainian soldiers have taken up defensive positions at specified lines.
Fighting for Avdiivka
The Russian army began its advance on Avdiivka at the beginning of October. According to British intelligence, Avdiivka remains the main direction for Russia on the front.
Later, the third assault brigade confirmed that they had been redeployed to the Avdiivka area to reinforce Ukrainian defense. Defenders showed footage from Avdiivka and noted that the fighting in this direction is tougher than those in Bakhmut.
