Wel het probleem is dat wanneer je ze een proces geeft, er niet genoeg rechtbanken zijn. Dan hebben mensen een wachttijd van meer dan een jaar. Ze komen nooit bij de rechtbank opdagen na dat jaar en blijven illegaal in de vs.quote:
