Natuurlijk is dit volgens de wet niet verboden, maar het is moeilijk om dit niet te zien als corruptie. Iemand die enigszins een morele standaard heeft, zou dit soort acties niet uitvoeren. Het artikel geeft trouwens ook aan dat er vele mensen zijn die niet dit soort acties overhoop halen, maar dat betekent niet dat je de rotte appels mag negeren. |

Manafort trial Day 10: Prosecution rests, Manafort defense starts Tuesday

The final round of testimony from Treasury Department senior special agent Paula Liss lasted only five questions. It essentially boiled down to Liss stating that she had not found any evidence that Manafort’s international political consulting firms had filed reports with the U.S. government acknowledging they had foreign bank accounts.
Failing to file those bank account reports are one prong of Mueller’s case against Manafort, which is set to shift to the defense on Tuesday morning when the trial resumes in federal court in Alexandria, Virginia.
Mueller's team brought the charges against Manafort as part of its wideranging investigation into Russian interference in the 2016 election.
U.S. District Court Judge T.S. Ellis III also ejected the public from the courtroom late Monday after Mueller’s team signaled they were finished and convened a closed-door hearing on an undisclosed, sealed motion by Manafort’s lawyers. Ellis, who has quarreled with the prosecution throughout the proceedings, said the substance of the request would become public once the trial is over.
Liss, a certified fraud examiner and money laundering specialist with the Financial Crimes Enforcement Network, had actually testified during the trial’s first week that neither Manafort nor his wife, Kathleen, had filed the foreign bank accounts.
Bringing Liss back for more testimony didn’t happen without some dispute.
Prosecutors wanted to recall Liss to have her answer a short set of questions about what she found when researching the foreign bank account filings from Manafort’s two latest consulting firms: Davis Manafort Partners and Davis Manafort International LLC.
They argued the questions had relevance because they would help show Manafort had knowledge of his requirements to file the reports and willfully ignored it.
“The jury should know the corporations didn’t file,” argued Mueller prosecutor Uzo Asonye.
Defense attorneys countered that Manafort himself never had more than 50 percent ownership in the firms at the time of the alleged crimes and so the burden didn’t fall on him to notify the government. They also said they had no plans to raise the topic as they presented their defense.
Ellis ultimately allowed Liss’ testimony, but he first instructed the jury to keep in mind that only Manafort personally was charged for not filing the foreign bank account report and that they could not convict him for crimes that were not in the government’s indictment.

A Chicago bank CEO who was seeking a top job in the Trump administration overrode the objections of the bank's president in order to green light a $9.5 million loan for Paul Manafort in the midst of the 2016 presidential campaign, a bank executive testified Monday.
The testimony came shortly before prosecutors rested their case Monday afternoon against Manafort after nearly two weeks of witnesses, often presented at a breakneck speed that Ellis encouraged.
The CEO of the Chicago-based Federal Savings Bank, Stephen Calk, interceded after the president of the bank, Javier Ubarri, decided it was too risky to allow Manafort to draw the $9.5 million in funds out of equity in his Bridgehampton, N.Y. home, bank vice president James Brennan said.
Prosecutor Greg Andres asked Brennan why the bank went through with the loan if its president was opposed to its issuance.
"It closed because Mr. Calk wanted it to close," said Brennan, who testified pursuant to a grant of immunity from prosecution over his involvement.
Jurors heard from another bank employee last week that as Manafort was applying for the loan, Calk considered himself to be in the running for a Cabinet post, like secretary of Treasury or of housing and urban development.
New evidence admitted in the case Monday showed that Manafort's lobbying to get Calk a top administration post extended to a member of the incoming first family. Calk was one of three people Manafort recommended to Donald Trump's son-in-law Jared Kushner, according to a November 30, 2016 email prosecutors submitted.

Manafort Must Decide on Defense as Mueller Wraps: Trial Update
Calk wrote a memo to Manafort the week after the election. It was titled: “Qualification Memorandum on Behalf of Stephen M. Calk Articulating His Qualifications to Serve as the 22nd Secretary of the Army.”
“Mr. Calk willingly risked his national professional and personal reputation as an active, vocal, early supporter of President-Elect Trump,” he wrote in the memo.
Prosecutors at Manafort’s trial say Calk approved loans after the bank received documents that falsely overstated Manafort’s financial strength. At a sidebar conference last week, a prosecutor said he considered Calk an unindicted co-conspirator and said he “has other criminal liability aside from this bank fraud.’’
Defense attorney Richard Westling said at the sidebar discussion that prosecutors have no evidence that Calk knew Manafort submitted false evidence to the bank. Calk hasn’t been charged with any crime. He didn’t immediately respond to a request for comment on Monday night.
In an interview Sunday with Bloomberg News, Calk said: “We’re fully cooperating with the Special Counsel’s office, and in fairness to both sides we cannot make any comment at this time.’
Manafort Email
Manafort wrote to Kushner three weeks after the election urging that the incoming administration find a “major appointment’’ for Calk and two other people, according to emails put in evidence by prosecutors.
“Calk was an active supporter of campaign (sic) since April,’’ Manafort wrote. He noted that Calk was an economic adviser to the campaign and had conducted dozens of television interviews on Trump’s behalf. “His background is strong in defense issues, management and finance. His preference is Secretary of the Army.’’
Manafort suggested alternative positions in the Treasury Department as undersecretary for either domestic or international affairs, or in the Commerce Department as a deputy secretary.
Manafort’s lawyers didn’t immediately respond to a request for comment on the email.
Jurors at Manafort’s trial have also heard testimony from witnesses that Calk wanted a job as either the treasury or housing secretary.
Calk’s interest in a Trump administration job drew the attention of Congress in April, when Representatives Elijah Cummings and Stephen Lynch sought records related to the banker’s communications with Manafort and the Trump campaign and about his bank’s loans to Manafort.
Prosecutors for Special Counsel Robert Mueller entered the email chain into evidence on Monday just before finishing their presentation of evidence at Manafort’s trial. The email was among 32 exhibits that U.S. District Judge T.S. Ellis III admitted at the end of the prosecution’s case.
“You are becoming a very good friend and I look forward to building our relationship into both a deeper business and personal one,” Manafort wrote in an email to Calk on Oct. 8, 2016.
Manafort, 69, will tell the judge Tuesday whether he’ll present a defense before closing arguments and jury deliberations. During their deliberations the jurors may consider hundreds of exhibits entered into evidence.

More than 300 accused priests listed in Pennsylvania report on Catholic Church sex abuse
quote: The Pennsylvania Supreme Court on Tuesday released a sweeping grand jury report on sex abuse in the Catholic Church, listing more than 300 accused clergy and detailing a “systematic” coverup effort by church leaders over 70 years. State Attorney General Josh Shapiro said at a news conference Tuesday that more than 1,000 child victims were identified in the report, but the grand jury believes there are more. The investigation is the most comprehensive yet on Catholic Church sex abuse in the United States. The 18-month probe covered the state’s eight dioceses — Harrisburg, Pittsburgh, Allentown, Scranton, Erie and Greensburg — and follows other state grand jury reports that revealed abuse and coverups in two other dioceses. Shapiro said that the report details a “systematic coverup by senior church officials in Pennsylvania and at the Vatican.” The nearly 1,400-page report’s introduction makes clear that few criminal cases may result from the massive investigation. “As a consequence of the coverup, almost every instance of abuse we found is too old to be prosecuted,” it reads. “We subpoenaed, and reviewed, half a million pages of internal diocesan documents. They contained credible allegations against over three hundred predator priests. Over one thousand child victims were identifiable, from the church’s own records. We believe that the real number — of children whose records were lost, or who were afraid ever to come forward — is in the thousands.” Some details and names that might reveal the clergy listed have been redacted from the report. Legal challenges by clergy delayed the report’s release, after some said it is a violation of their constitutional rights. Shapiro said they will work to remove every redaction. SPOILER The report has helped renew a crisis many in the church thought and hoped had ended nearly 20 years ago after the scandal erupted in Boston. But recent abuse-related scandals, from Chile to Australia, have reopened wounding questions about accountability and whether church officials are still covering up crimes at the highest levels.
The new wave of allegations has called Pope Francis’s handling of abuse into question as many Catholics look to him to help the church regain its credibility. The pope’s track record has been mixed, something some outsiders attribute to his learning curve or shortcomings and others chalk up to resistance from a notoriously change-averse institution.
The Pennsylvania grand jury report follows the resignation last month of Cardinal Theodore McCarrick, a towering figure in the U.S. church and former D.C. archbishop who was accused of sexually abusing minors and adults for decades. Both have further polarized the church on homosexuality, celibacy and whether laypeople should have more power. It has also triggered debate about whether statutes of limitations should be expanded.
“We’re dealing with a long-term struggle not only about the meaning of justice, but about the meaning of memory,” said Jason Berry, a reporter and author who has covered the sexual abuse crisis for decades. “And how honest the church has been about this crisis. Most bishops, besides apologies, have not been on the cutting edge of change.”
Church officials began bracing for the aftermath of the report. On Monday, D.C.’s archbishop, Cardinal Donald Wuerl, former longtime leader of the Pittsburgh diocese, warned his priests in a letter that the probe will be “profoundly disturbing.”
Harrisburg’s bishop, Ronald Gainer, said earlier this month that he would remove the names of all accused bishops from diocesan buildings and rooms. Erie Bishop Lawrence Persico last month told PennLive.com, a digital news site based in central Pennsylvania, that the report will be “sobering” and “is rather graphic.”
“While I expect that this report will be critical of some of my actions, I believe the report also confirms that I acted with diligence,” Wuerl wrote to D.C.’s clergy, referencing his time in Pittsburgh.
The investigation took about two years and covers all dioceses except the two already studied — Philadelphia and Altoona-Johnstown. Pennsylvania is believed to have done more investigations of institutional child sex abuse than any other state.
Berry said the report — coupled with the McCarrick scandal and others — shows the church needs a major overhaul in how it polices itself. He said the church needs a “separation of powers, an independent oversight.”
“Canon law is not equipped for this kind of thing. It’s an enormous criminal sexual underground. It’s been surfacing like jagged parts of an iceberg for 30 years,” Berry said.
Yet others fear the progress made by the church since the early 2000s is being overlooked. The number of new allegations is down, and the vast majority took place decades ago.
“The church has done things right since 2002 — Dallas was a game-changer,” said Nick Cafardi, former dean of Duquesne University School of Law, a Catholic school in Pittsburgh, referring to the city where the church passed its crackdown rules on child sex abusers in 2002. “But what was done before Dallas is indefensible.”
Yet the fact that such a small number of high-level clerics — as opposed to parish-level priests — have been held responsible is glaring to many Catholics.
The question of whether the church’s sins have been confronted remains raw. Wuerl in an interview earlier this month with the Catholic station Salt & Light said he doesn’t think “this is some massive, massive crisis.” He then suggested the creation of an oversight board of bishops. Some critics saw his comments as tone-deaf.
That same week, Albany Bishop Edward B. Scharfenberger said the slew of recent scandals signals a new phase.
“While I am heartened by my brother bishops proposing ways for our Church to take action in light of recent revelations . . . I think we have reached a point where bishops alone investigating bishops is not the answer,” he wrote.
Worldwide, the Vatican is dealing with law enforcement targeting abuse within the church. In Chile, prosecutors and police are staging raids on church offices, confiscating documents and looking for evidence of crimes that went unreported to police. On Tuesday, the Associated Press reported a prosecutor said authorities were raiding the headquarters of Chile’s Catholic Episcopal Conference.
As part of the probe, a prosecutor’s office has summoned the archbishop of Santiago, Cardinal Ricardo Ezzati, to testify amid accusations that he was involved in the coverup of abuse.
“People are basically revolting against what had been these sacred cows,” said Juan Carlos Cruz, a Chilean abuse victim who earlier this year spent several days with the pope. “In the 1970s and 1980s, the church was a lighthouse for the country. And it’s incredible to see this 180-degree turn. People who venerated the church, now they actually despise what they’re doing.”
The crisis in Chile is just one case in a new wave of abuse-related revelations that have raised pressure on Pope Francis to deal more forcefully with abuse. In France, Cardinal Philippe Barbarin is facing a trial on criminal charges for not reporting sexual abuse. In Australia, one archbishop was recently convicted in a criminal court for concealing sexual abuse, and a top Francis lieutenant, Cardinal George Pell, will soon stand trial on charges related to sexual offenses.
“Accountability from inside the church is not happening,” said Anne Barrett Doyle, co-director of BishopAccountability.org, which tracks sexual abuse cases. “But secular society is beginning to affect the most change.”
Doyle said the Pennsylvania grand jury report could also lead the way for the state to change statute of limitations laws related to abuse.
Todd Frey, 50, who says he was abused when he was 13 by a priest in Lancaster County, spoke to the grand jury. He said he told church and law enforcement officials over the years, but nothing was done. The report will be his first opportunity to see if the priest is accused of abusing others, and who in the church knew.
“Who else did he pick?” Frey said Monday, as his lawyer David Inscho listened in. Survivors like Frey, who is unable to work, “know their little part,” Inscho said on the phone call, “what they saw through eyes of a 12- or 13-year-old and now they can see everything. And that is really, really important — the validation of it. The having been heard by law enforcement. Actually caring makes a big difference instead of saying ‘We can’t do anything.’”

An Ohio judge blocked transgender teens’ new names, so they set out to change the system

On Monday, Kirby issued a written response to the lawsuit, stating that he “holds no bias against those that are transgender” and that his two decades on the bench have taught him that “children do not always know what is best for them during childhood.”
Kirby also said that “this Court” had granted multiple name changes for adults and children based on their transgender status. However, the Warren County chief bailiff told The Washington Post that the reference was not to Kirby’s individual caseload but to all judges in the courthouse.
Between January and May 2018, the Warren County Common Pleas Court reviewed 36 name change applications, 10 of them submitted by transgender adolescents and adults. Kirby was assigned all but one of the transgender name change cases — and none of the non-transgender applications — according to the court filing. Kirby denied all of the transgender name change requests except one that had been heard by a magistrate judge, according to court documents.
Normally, magistrate judges, who are appointed to assist district court judges, hold hearings for name change applications and write up a report, which the district court judge accepts or rejects, said Engel, a former Warren County prosecutor.
Instead of a magistrate-conducted hearing, Kirby conducted his own hearings for almost all of the name change cases.
“He chose to substitute his own view for the views of the expert about what’s in the child’s best interest. That’s an abdication of his responsibility as a judge, coupled with his seeming to treat transgender kids differently from nontransgender kids,” said Langdon.
Kirby has postponed Jamie’s case until the federal suit concludes, instead of reassigning pending name change hearings.
“This is what it’s like being a trans individual in a purple state,” said Trent Stechschulte, general counsel at Equitas Health, an organization providing legal services for Ohio name and gender change forms. Since opening the statewide clinics two years ago, its volunteer attorneys have assisted in over 400 name and gender changes.
“For these kids, the name change is huge,” said Leigh Whitaker. “It’s a part of their identity at a time when there’s so much they can’t change.”
Warren County — in the outskirts of the Cincinnati metropolitan area, near the Kentucky and Indiana borders — veers toward the conservative right. The Republican candidate has won at least two-thirds of the county’s vote in every presidential election since 2000.
Name change denials for transgender people rarely happen in larger Ohio cities, such as Cincinnati, Cleveland and Columbus, according to Stechschulte. Counties, however, are an entirely different venue. This is particularly true in states, such as Ohio, that have few laws aimed at protecting transgender individuals.
Ohio is one of three states — along with Tennessee and Kansas — with an anti-conversion bill, forbidding changes to gender markers on birth certificates, although the state does allow modifications to other identification documents, such as driver’s licenses. In May, House Bill 658 was introduced, which would require teachers to notify a student’s parents if they observe signs of gender dysphoria — the condition where an individual experiences discomfort because their gender identity doesn’t match the gender assigned at birth. Failure to do so could be prosecuted as a felony.
Elliott and Jamie said that they were not ready to go tell their classmates that they are transgender but that the current state of law forced them to take their stories public.
“The judge thought I was going through a phase that teenagers go through and that I was choosing to be this way,” Elliott said. “Never would I ever choose to have to go through this if it didn’t trouble me. It’s painful in so many ways to be trans.”
Elliott said he chose to go public because he wanted to change the system for others who are going through similar things.
“Once I was out, I was kind of glad because it put me on the path to actually transitioning,” Elliott said. “I like that I’m paving a path for everyone behind me.”

Handler of alleged spy Butina tied to suspicious U.S.-Russia exchange program
Russian politician Alexander Torshin’s meetings with American students, coupled with his role managing alleged covert Russian agent Mariia Butina, suggest he may be a more important Kremlin operative than previously known.

It wasn’t until years later that Torshin would emerge as a major figure in the Trump-Russia saga — a man whom federal prosecutors say oversaw the accused Russian operative Mariia Butina’s efforts to infiltrate Republican Party circles, including the National Rifle Association, to push them toward more pro-Russia policies. Torshin himself has attended annual NRA meetings dating back to at least 2011. Many of the first-class student exchanges were officially organized by the Russian Cultural Center in Washington, D.C., and included top-flight meals, airfare and hotel accommodations. But the center’s exchange programs abruptly stopped in fall 2013, after FBI counterintelligence agents urgently located dozens of trip participants and told them the program was an elaborate cover for a Washington-based Russian spy recruiting effort.SPOILER The agents said the Russians had prepared dossiers on some of the most promising participants, two of the former students told POLITICO. They pressed for every detail of the program, including whom the students met, where they went and what they discussed. They also said that Russian government official who oversaw the program — from a mansion about a mile and a half from the White House — was a suspected spy and would be kicked out of the U.S. soon.
“They said they had a great degree of confidence that the trips were part of an effort to spot and assess future intelligence assets,” the participant, a former student government leader and Russian-language student, said of the three FBI agents who questioned him for more than an hour. “They told us it was standard Russian spycraft.”
The FBI’s interest in that cultural exchange program for young American political and business leaders was reported at the time, including a single, passing reference to Torshin. But the details of his involvement in the exchanges is a new revelation, as is his participation in the second exchange program for student body presidents at American universities dating back to at least 2010.
The new detail fills out the picture of the Russian lawmaker — now deputy governor of his country’s central bank — who is a longtime close ally of Russian President Vladimir Putin. It shows that Torshin’s collaboration with Butina was not his first connection to a Kremlin-linked effort to recruit Americans, and underscores that covert Russian spy operations in the U.S. have been underway for years, well before Trump launched his 2016 presidential bid.
While Torshin is not identified by name in the Butina court filings, several sources close to the investigation told POLITICO he is the Russian official described as directing Butina’s alleged efforts to establish “unofficial lines of communications with U.S. politicians and political organizations" and “to send reports, seek direction, and receive orders in furtherance of the conspiracy” from Moscow.
His name has also shown up in investigations by Congress, the Federal Election Commission and, reportedly, special counsel Robert Mueller, into Russia’s attempts to interfere with the 2016 presidential election. Those include examinations of possible attempts to establish a back channel between Trump and Putin, as well as possible efforts to illegally funnel Russian campaign contributions to Trump.
But his meetings with American students earlier in the decade, coupled with the government’s recent allegations in the Butina case, suggest that Torshin may be a more significant Kremlin operative, and for a longer time, than was previously understood.
“All of that needs to be explored now through the lens that Torshin is a handler for Russian intelligence operatives,” said Max Bergmann, a State Department senior international security adviser in the Obama administration. “The suspicion has to be raised, given what is laid out in [the Butina] indictment, that this wasn’t his first rodeo.”
Torshin did not respond to requests for an interview, but has denied any wrongdoing related to the current investigations. The 29-year-old Butina, indicted by federal prosecutors in July, has pleaded not guilty to charges of acting as an illegal foreign agent — including, according to prosecutors, by using sex as a means of influence.
U.S. government Kremlinologists have tracked Torshin, 64, for years, at least since his first known visit to the U.S. in 2004.
As a rising star in Putin’s United Russia Political party, Torshin became an ally of the Russian leader. Putin tapped him that same year to run a sensitive parliamentary investigation investigating the horrific terrorist siege of a school in the Russian town of Beslan; many observers considered the resulting report a whitewash that absolved Russian security forces.
By 2010, Torshin had become a leading United Russia voice in the Russian Duma, a trusted Putin aide on sensitive security issues and, most likely, a go-to ally for important missions that didn’t fall under his official portfolio, according to Bergmann and other former officials.
Later that year, for instance, Torshin helped orchestrate a secret spy swap between the U.S. and Russia after the FBI arrested 10 Russian operatives who had been living undercover in America for years.
Also in 2010, Torshin met with a delegation of 15 student body presidents from American universities as part of an exchange program paid for, and sponsored by, a Russian government agency focused on “youth affairs.” Because the trip was designed to mirror a popular and high-profile congressional exchange program, the students were given a briefing by top White House and congressional Russia hands, including Michael McFaul, then the National Security Council’s director for Russian affairs and later the U.S. ambassador to Russia.
On the conference call, which has not previously been reported, McFaul and others gave the students background about Russia — but also cautioned them to be on guard about unusual overtures, including from their Russian student counterparts, said one participating student who, like others interviewed for this article, spoke on the condition of anonymity because they fear the trips risk could taint their professional reputations. McFaul told POLITICO he doesn’t recall the discussion, but his role in the pre-trip briefing was referenced in some university news releases at the time.
Thanks to the briefing, “we went in with our eyes open” about how, in Russia, even a friendly interest in sharing information or establishing long-term relationships, might not be what it seemed, the former student said. He added that the trip went smoothly and nothing appeared suspicious about meetings with Torshin and at least two other Putin allies connected to the current Trump-Russia saga.
The next March, Torshin met with another set of students on an exchange program organized through the same youth affairs agency, in the meeting posted on Facebook.
And the year after that, he met with older groups of young leaders sponsored by the Russian Cultural Center, according to the participant on two trips and another person who went on one exchange.
By the fall of 2013, the FBI was well into an investigation into that exchange program, and had come to believe it was a front for developing young Americans as assets, the two participants said. The D.C. chapter is just one of more than 80 Russian cultural and science centers in various countries that U.S. intelligence officials suspect of being a front for all manner of spy operations.
The cultural center trips were popular among well-connected young Washingtonians interested in spending a week in an exotic foreign country with everything, down to the visa application fee, covered by the sponsor.
But the young former student government leader, who went on two trips in 2012 and 2013, said the organizers also “recruited on their own and made the determination who to select.”
“They had a specific type of person they were looking for,” he said. “Future leaders.”
When the FBI began contacting trip participants in late September and October of 2013, many were shocked at what the agents were telling them. The agents began by reading from a printed card with details of about what they were investigating, including how they believed Russian Cultural Center Director Yury Zaitsev was overseeing the alleged spy recruitment operation, according to the two participants, both of whom shared details of their trips and FBI interviews with POLITICO.
The discussions were “very frank,” according to one of the FBI’s top counterintelligence officials at the time. The official said the agents’ interviews were exhaustive, in part because Russian intelligence operatives excel at being unobtrusive and patiently laying the groundwork for relationships they hope to develop over years or even decades.
In hindsight, the second trip participant said there were indications that the group’s extremely generous Russian hosts might have had ulterior motives.
During his interview, that participant told the FBI agents that he thought it was “unusual” that the group had been granted such high-level meetings, including with top-ranking officials from the Ministry of Foreign Affairs. The agents were particularly interested in any details about those meetings, he said, “and why are these kids meeting with these super high-level people.”
“It seemed like they were trying to foster the exchange in a professional and productive way,” the second participant said. But, he added: “If one person out of a group of 20 becomes an asset for them, then I suppose it’s worth it for them to pay the whole group for the trip.”
After hearing from the FBI, some students backed out of the next scheduled trip. The former participant on two trips, who remains active in other efforts to promote U.S.-Russian relations, said he believed the FBI investigation — reported at the time by Mother Jones and the Washington Post — effectively ended the Russian Cultural Center exchange programs.
In all, the FBI believes that at least 125 people went on cultural exchange programs involving Zaitsev and the Russian Cultural Center, including grad students, non-governmental organization staffers, political aides to national and state officials and business executives. The former FBI official declined to comment on whether agents have investigated other cultural exchange programs, such as those sponsored by Moscow’s youth affairs agency, that also included Torshin.
As Butina and Torshin allegedly ramped up their U.S.-based influence operation ahead of the 2016 presidential election, Butina attended numerous events at the Russian Cultural Center. She even met with the organization’s director for a dinner that was caught on camera by FBI officials, as POLITICO recently reported.
That director was a suspected Russian intelligence operative just like his predecessor, Zaitsev, and also left the U.S. following FBI investigations, federal authorities allege in Butina’s case. Both men denied wrongdoing.
Robert Driscoll, Butina’s lawyer, scoffed at the notion that Torshin is a master spy, and said his client’s connections to the Russian Cultural Center were merely social. He added that in his frequent talks with Butina, she has described Torshin as someone who genuinely has come to love America — especially Nashville, where the two attended an Alan Jackson country music concert while there for the NRA convention.
“My impression of him from knowing Mariia is that she viewed him as a mentor and as someone who was helpful to her, with her gun rights group and personally,” Driscoll said. “He helped raise her profile, and she got to travel and attend different events with him.”
The participant on two of the cultural trips said Torshin was especially popular with U.S. visitors, in part because he seemed most interested in small talk and sharing his tales of traveling to the far corners of the United States.
“He was always eager and happy to meet with Americans,” he said.

Illinois sues Trump Tower over Chicago River water use
Een beetje onzin om dit een politieke zaak te noemen. Trump zou afstand nemen van zijn zaken, dus dat niet doen en dan gaan jammeren dat elke tik op de vinger politiek getint is, lijkt me huilebalkerij.

Illinois Attorney General Lisa Madigan filed the lawsuit in Cook County Circuit Court on Tuesday.
She is a member of the Democratic Party and has been the state's attorney general since 2003.
Her suit alleges the hotel draws in nearly 20 million gallons (75m litres) of water a day for its air conditioning and ventilation system.
Such systems can trap animals when pulling in the water, the suit says, and federal law requires impact studies on the Chicago River's fish populations.
Allegedly Trump Tower did not submit results of a study to the authorities as required in 2013.
Moreover, the property's required licence to release heated water back into the river allegedly expired in August 2017.
"Trump Tower continues to take millions of gallons of water from the Chicago River every day without a permit and without any regard to how it may be impacting the river's ecosystem," Ms Madigan said in a statement.
"I filed my lawsuit to make sure Trump Tower cannot continue violating the law."
While Mr Trump's two sons have been running his businesses since he was elected to office, the president still retains all his shares in the Trump Organization
He is currently embroiled in a lawsuit about his businesses, including the Trump International Hotel, which alleges ownership of the Trump business empire while president is a violation of the US constitution.
In June, a group of religious leaders and judges in Washington DC filed a complaint to the city's Alcoholic Beverage Control Board saying it should lose its liquor licence due to Mr Trump's "egregious conduct".
Local laws in the US capital say only people "of good character" can hold a liquor licence.

Ik denk dat dit dus ook bij het complot hoort. Veertig jaar geleden verwekte Sr. dit kind, opdat dat kind later, als pa de POTUS zou zijn, iets zou zeggen over de meeting met de Russen. Toen waren de Russen nog de vijand, maar Sr had natuurlijk al lang door dat Brezhnev zou sterven en na een paar tussenpausen Gorbachev zou komen en dat die ondergang van de USSR zou beginnen. Sr, in zijn wijsheid, vermoedde al dat er later een ex-KGB man in het Kremlin zou zitten en dacht dat wanneer hij zou doen alsof hij bij hem in de pocket zou zitten hij samen met Mueller iets kon doen tegen de pedofielen uit de pizzeria. Maar hoe krijg je Mueller mee? Simpel. Je laat je zoon de hints geven. Vandaar dat hij dat kind besloot te verwekken.

Het verschil in de swing states was vaak zo klein dat het haar echt de verkiezingen gekost kan hebben.
Ze had natuurlijk al met veel grotere cijfers voor moeten staan als ze een goede campagne gevoerd had, maar door een slechte campagne was de rol van Comey opeens essentieel. |

Defense authorization signing statement effectively discards restrictions on recognizing Crimea as Russian

Crimea is a region in Ukraine that has been occupied by Russia for several years, with the Russian Federation having claimed to have annexed the region in March 2014. Russian President Vladimir Putin has claimed the territorial matter is settled, but many in Washington disagree. Language in the fiscal 2019 defense authorization, which Trump signed into law Monday during a ceremony at Fort Drum in upstate New York, purported to impose a funding blockade on the Pentagon acting on recognition of Crimea as part of Russia. SPOILER The literal text of the new law states: “None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for the Department of Defense may be obligated or expended to implement any activity that recognizes the sovereignty of the Russian Federation over Crimea.”
The defense authorization law does allow for the provision to be waived, provided that the secretaries of Defense and State provide explanations to the relevant House and Senate committees.
Secretary of State Mike Pompeo said in a formal declaration issued last month that the United States continued to recognize Crimea as part of Ukraine.
“As we did in the Welles Declaration in 1940, the United States reaffirms as policy its refusal to recognize the Kremlin’s claims of sovereignty over territory seized by force in contravention of international law,” Pompeo said in his July 25 statement. “In concert with allies, partners, and the international community, the United States rejects Russia’s attempted annexation of Crimea and pledges to maintain this policy until Ukraine’s territorial integrity is restored.”
But, as is often the case with defense authorization bills regardless of who is in the White House, Trump issued a signing statement Monday night saying that his administration wouldn’t be bound by the will on Congress on provisions that he believes interfere with executive branch powers — including decisions about the territorial integrity of Ukraine.
The Crimea language was one of several provisions, including one about Taiwanese force readiness, to be met with constitutional skepticism.
“My Administration will treat these provisions consistent with the President’s exclusive constitutional authorities as Commander in Chief and as the sole representative of the Nation in foreign affairs, including the authorities to determine the terms upon which recognition is given to foreign sovereigns, to receive foreign representatives, and to conduct the Nation’s diplomacy,” Trump said in the signing statement.
The president’s statement also addresses language in the new defense authorization law about missile systems and numerous reporting requirements, as well as an annual favorite.
Trump’s statement again dismisses attempts by Congress to restrict activities related to the detention center at Guantánamo Bay.
“I fully intend to keep open that detention facility and to use it, as necessary or appropriate, for detention operations,” Trump wrote. “Consistent with the statement I issued in signing the National Defense Authorization Act last year, I reiterate the longstanding position of the executive branch that, under certain circumstances, restrictions on the President’s authority to transfer detainees violates constitutional separation-of-powers principles, including the President’s constitutional authority as Commander in Chief.”

Senate Intel Wants To Follow The Money In The Russia Probe. But Treasury Isn't Making That Easy.
Last year, staff inside Treasury’s Financial Crimes Enforcement Network questioned whether the department was deliberately trying to stymie the Senate’s investigation.

Even some of the department’s own personnel have questioned whether Treasury is intentionally hamstringing the investigation. Little is known about what, exactly, goes on behind the locked doors that lead into the committee’s offices. But now, interviews and emails obtained by BuzzFeed News lay bare the numerous hurdles the secretive committee has faced in its mission to obtain and decipher troves of banking records that could shed more light on the Russian scheme — and whether the current president had anything to do with it. Treasury has at times been reluctant to cooperate with the committee’s requests for sensitive financial documents that are significant to the Russia probe, at one point going at least four months without responding to one of the committee’s requests. Last year, Treasury rejected the committee’s request for help from one of its experts, even as Treasury officials have speculated — behind closed doors — that the Senate committee would not be able to follow the twisting financial trail laid out in the documents they had turned over, a path that often passes through offshore shell companies or untraceable cash transactions. In emails reviewed by BuzzFeed News, personnel within Treasury’s Financial Crimes Enforcement Network, or FinCEN, discussed in 2017 whether Treasury was trying to thwart the committee’s investigation. Additionally, some FinCEN personnel questioned whether they had the proper legal authority to share confidential information about US persons with committee staffers. Despite committee chair Richard Burr’s insistence to BuzzFeed News that the panel has received “every financial document” it has requested from Treasury, sources inside FinCEN told BuzzFeed News that they were initially instructed not to hand over financial documents on certain individuals. The directive, these sources said, came from senior Treasury officials in the General Counsel’s Office. To this day, FinCEN sources insist not all of the records requested by the committee have been turned over.A spokesperson for FinCEN declined to answer specific questions about its cooperation with the committee. “FinCEN is in regular contact with congressional committees to provide documents responsive to their requests,” the spokesperson said. “We don’t discuss the specifics of requests related to committee investigations.” SPOILER Within the windowless walls of the Senate Intelligence Committee’s secure office spaces, a small staff pores over stacks of financial documents, working to analyze the complex banking records of dozens of key figures in the Russia investigation.
For more than a year and a half, the seven core staff members assigned to the committee’s Russia investigation have often worked late into the night and in some cases through the weekend, according to a person familiar with the matter.
Like special counsel Robert Mueller, who is running a criminal investigation into Russian election interference and potential collusion between the Kremlin and Trump campaign, the committee has in its possession thousands of pages of financial documents from the Treasury Department, sources say.
The documents are largely suspicious activity reports, often called SARs, handed over by FinCEN, which receives thousands of records every day from banks and other financial institutions. By law, bankers must alert Treasury to transactions that bear hallmarks of money laundering or other financial misconduct. Such suspicious activity reports can support investigations and intelligence gathering, but by themselves are not evidence of a crime; many suspicious activity reports are filed on transactions that are perfectly legal.
It is the focus on following the money that sets the Senate investigators apart from their counterparts on the House Intelligence Committee, which was also charged with investigating Russian meddling. While the reports include some of the president’s current and former associates, even the Senate committee did not ask the Treasury for financial records on Trump himself or his family members.
The financial documents “play a part of a very important roadmap just like every other piece of evidence,” Burr, a Republican from North Carolina, told BuzzFeed News. “They tell us whether you turn right or you turn left.”
But unlike Mueller’s team — which is stacked with attorneys from various fields and whose probe has already led to 35 indictments and guilty pleas — the Senate committee is short on financial experts, limiting its ability to follow the money. The seven core staff members are assisted by two staff directors and two lawyers, the source said, and their expertise lies mostly in national security rather than finance.
Seemingly aware of its own limitations, the committee made its doomed request for Treasury to send an expert to help analyze the documents. That request was shot down last year, FinCEN sources told BuzzFeed News, because Treasury did not want to be seen as playing a part in the committee’s investigation.
A couple weeks ago, the committee renewed its request for an expert. This time, FinCEN sources say it will likely be approved by Ken Blanco, FinCEN’s new director.
FinCEN’s slow response to document requests has already prompted backlash from senators. In April 2017, committee staffers formally requested a broad set of records, including “[a]ll documents that Treasury has sent to the FBI related to Russian attempts to influence either the 2016 U.S. election or individuals associated with it,” according to a letter obtained by BuzzFeed News. The committee sent another letter in August 2017 requesting suspicious activity reports on three dozen individuals and businesses that were subjects of the panel’s investigation Then, in December, the committee followed up with still another letter requesting documents on more individuals or entities — and expressing concern that FinCEN hadn’t responded to its earlier requests. The letters’ existence was first reported by BuzzFeed News in January.
“We appreciate Treasury’s ongoing commitment to working with the Committee’s bipartisan inquiry into Russia interference in the 2016 U.S. elections,” the letter read. “We are concerned however, that we have not received a response to our August 11, 2017, request for documents.”
After months of waiting on some documents, one committee staffer, in an email to FinCEN’s congressional liaison, agreed to narrow the committee’s request for SARs in an effort to obtain the records in a more timely fashion. In another email, a FinCEN employee wrote that a committee staffer had said the reports would be used to help draft a narrative in the committee’s final report about how money may have supported Russia’s interference in the election. Treasury officials then agreed to turn over a limited number of suspicious activity reports.
So far, the committee has asked for financial documents on at least 45 people or entities, according to the committee letters obtained by BuzzFeed News. Those people and entities include some of those involved in the Trump–Moscow negotiations, the now-infamous June 2016 Trump Tower meeting between Trump campaign officials and a Russian lawyer, and former Russian ambassador to the US Sergey Kislyak. The committee has also obtained suspicious activity reports on alleged Russian spy Maria Butina; her partner, longtime GOP operative Paul Erickson; and Russian banker Alexander Torshin, BuzzFeed News has reported.
But at least one committee member feels Senate investigators have not done enough.
Oregon Sen. Ron Wyden has expressed frustration with how the committee has pursued — or not pursued — money matters. “I feel the committee has been AWOL on this,” Wyden, a Democrat on the committee, told BuzzFeed News.
“What I have said — and I’ve had this conversation with the chairman — it’s just a complete difference of opinion,” Wyden said. “I feel that counterintelligence 101 is following the money, because if you’re going to compromise somebody, the single best way to do it is money. So I said from day one, the very first hearing, that that was going to be the focus — my focus — and the chairman, he’s been candid; he doesn’t believe that’s our prime responsibility, and I think it’s a very substantial mistake.”
Wyden, who has blocked Treasury nominees to force the department to turn over documents to both the Senate Intelligence and Finance committees, urged Burr and Intelligence Committee vice chair Mark Warner earlier this year to hold a public hearing on “the financial relationships between Donald Trump and his associates and Russia.” He’s also urged committee leadership to bring Trump’s longtime personal lawyer and fixer Michael Cohen — “the president’s go-to money person,” as Wyden puts it — back for a public hearing with senators, which the committee initially said it would do but has since dropped. Committee staff interviewed Cohen behind closed doors in October. The committee has instead recently opted to hold public hearings on election security, social media, and the Obama administration’s response to Russian meddling.
Wyden pointed to “other pieces to the puzzle” that he believes require additional scrutiny, such as Trump’s attempted business dealings in Moscow before the election, his sale of a Palm Beach property to a Russian oligarch in 2008, and the alleged role of the recently indicted Butina in the Russian influence campaign. “You have to pull together the pieces.”
