Few details have emerged about the contents of the meetings. Last year, the Washington Post described this meeting in its reporting as an attempt by the U.S. to set up a backchannel with Russia. Prince, in a testimony with the House Intelligence Committee in December, described his meeting on the island as a chance encounter.
But new details about a Russian aircraft that landed in the Seychelles the day before Prince has raised questions about the scope of the meetings that week and whether sanctions were a topic of conversation among participants.
The Russian aircraft in question departed from Moscow and landed in the Seychelles at 4:21 p.m. Jan. 10, 2017, according to the Seychelles Civil Aviation Authority -- one day before Prince arrived on the island. The aircraft carried six passengers, including flight crew.
Two individuals familiar with the aircraft's purchasing history said the aircraft is owned by Andrei Skoch, a Russian billionaire who made his fortune in the mining business and is now a deputy in the Russian State Duma, the country's legislative body. The individuals requested to remain anonymous because they are not authorized to give out private aircraft owner information.
It is unclear if Skoch was on the aircraft, but employees at the Seychelles airport and the Four Seasons Hotel told NJ Advance Media that the plane's passengers stayed at the resort during their time on the island. The hotel was the setting of meetings among Prince, UAE representatives and Dmitriev, according to Prince's testimony with the House Intelligence Committee in December 2017. (The Daily Beast reported last week Prince has also been interviewed by Mueller).
What makes Skoch a particularly interesting figure in the ongoing drama? The U.S. Treasury Department in April placed him on the Specially Designated Nationals and Blocked Persons list, a list that blocks an individual's assets and prohibits people from the U.S. from doing business with them.
(Dmitriev's fund, the Russian Direct Investment Fund, is also subject to U.S. sanctions.)
In his testimony, Prince denied discussing sanctions with Dmitriev and said he met the CEO of the Russian Direct Investment Fund by chance.
But if Skoch participated in the Seychelles meetings that week in January 2017, it would raise the possibility state business, including sanctions, was discussed.
The sanctions issue sits at the center of the conversation about Russian meddling in the 2016 election.
If sanctions were discussed by participants of the Seychelles meetings, it would shed light on whether and under what circumstances the Trump team planned to sideline the issue of Russia's intervention in Ukraine. The Trump administration eventually, after pressure from Congress, imposed sanctions on the Russians for meddling in the 2016 election.
The conversations in the Seychelles would have come at a time when the president's former national security adviser Michael Flynn was under fire in Washington for discussing sanctions with Russia's ambassador to the United States, Sergey Kislyak.
Whatever was discussed on the island that week in January 2017, flight records and interviews conducted with those familiar with Mueller's probe suggest the meetings in the Seychelles connect powerful players from Russia, the U.S., the UAE and Saudi Arabia across the political, financial and defense worlds.
Other individuals on the island that week include Alexander Mashkevitch, an alleged financier of Bayrock, an investment vehicle linked to Trump, was in the Seychelles. Mashkevitch's spokesman said the businessman was on the island for a family trip. Flight records show he flew in alone Jan. 10, 2017.
Sheikh Abdulrahman Khalid BinMahfouz, whose father was a billionaire and former chairman of Saudi Arabia's first private bank, was also on the island, as was George Nader, a Lebanese-American businessman with ties to the White House and the Republican National Committee.
The New York Times reported in March that Mueller's team questioned Nader, who helped broker the Seychelles meeting between Prince and Dmitriev, about whether the Emiratis attempted to buy political influence in the White House.

Donald Tusk, voorzitter van de Europese Raad, zette donderdag in Sofia zijn aanvallen op de Amerikaanse president voort. "Het is niet het grootste geopolitieke probleem om een onberekenbare tegenstander of vijand te hebben. Het grootste probleem is als je beste vriend onvoorspelbaar is. Dat is nu geen grap meer", zei hij tijdens een gezamenlijke persconferentie met voorzitter van de Europese Commissie Jean-Claude Juncker. Bedrijven
De Franse president Emmanuel Macron zei donderdag dat de mogelijkheid voor Europese bedrijven om in Iran actief te blijven een van de redenen is om de Iran-deal in stand te houden. Verschillende bedrijven hebben al huiverig gereageerd op de Amerikaanse terugtrekking uit het akkoord. De Franse energiereus Total heeft gewaarschuwd dat het beëindigen van de activiteiten in Iran tot de mogelijkheden behoort. Ook het Deense zeetransportbedrijf Maersk en de Duitse verzekeraar Allianz hebben aangekondigd hun aanwezigheid in Iran te zullen afbouwen. In 2015 is de nucleaire overeenkomst met Iran niet alleen getekend door EU-leden Frankrijk, Duitsland en het Verenigd Koninkrijk, maar ook door leden van VN-Veiligheidsraad Rusland en China. De beide landen hebben ook aangekondigd de overeenkomst te willen laten voortbestaan, mits Iran zich aan de voorwaarden blijft houden.
Rusland
Een handelsdelegatie onder leiding van Rusland tekende donderdag een voorlopige handelsovereenkomst met Iran en liet weten op termijn te streven naar een vrijhandelszone. Amerikaanse sancties zijn voor de Russen minder bedreigend, omdat veel grote Russische bedrijven al opereren onder economische beperkingen vanwege de Russische overname van de Krim. De Chinese regering heeft ook gezegd van plan te zijn de "normale en transparante, praktische samenwerking met Iran" voort te zetten. Het Iraanse ministerie van Olie maakte donderdag bekend dat het Chinese staatsoliebedrijf CNPC klaarstaat om de rol van het Franse bedrijf Total bij de exploitatie van een groot gasveld in Iran over te nemen.

Michael Becker, Kakanis’ lawyer, did not respond to multiple requests for comment and Mueller’s office declined comment.
In an emailed statement to Reuters on Friday, Stone said he believed that Mueller’s scrutiny on him stemmed from “misapprehensions and misconceptions” created by the media, and that he would ultimately be exonerated of any alleged wrongdoing.
“I sincerely hope when this occurs that the grotesque, defamatory media campaign which I have endured for years now will finally come to its long-overdue end,” wrote Stone, one of Trump’s closest political advisers in the years before he ran for president.
During the 2016 Republican primaries, a Stone political action committee paid more than $130,000 to an entity called “Citroen Associates” for “voter fraud research and documentation” and “research services consulting,” according to Federal Election Commission filings.
Florida state records identify the owner of Citroen Associates as John P. Kakanis.
The subpoena handed to Kakanis is the latest development suggesting that Stone, an early Trump backer whose reputation as an aggressive political operative dates back to the Watergate scandal of the 1970s, is being looked at by Mueller.
Reuters reported earlier this week that FBI agents working for Mueller delivered two subpoenas to Jason Sullivan, a social media and Twitter expert who worked for Stone during the 2016 campaign, and that agents told him Mueller’s team wanted to question him about Stone and WikiLeaks.
Some of Stone’s comments during the elections have prompted questions from investigators in Congress, and others, about whether he had advance knowledge of the Democratic Party material allegedly hacked by Russian intelligence and sent to WikiLeaks founder Julian Assange, who published it.
Stone, including in an appearance before the U.S. House of Representatives Intelligence Committee last September, has repeatedly said he never got any hacked emails from Assange or WikiLeaks or Russians, and that he never passed any hacked emails to Trump, his campaign or anyone else.
Mueller is investigating whether Russia meddled in the presidential election and if Moscow colluded with the Trump campaign. Both Russia and Trump deny collusion.
Other Trump associates who have been questioned by Mueller, including former campaign advisors Sam Nunberg and Michael Caputo, have also been asked about Stone and WikiLeaks.
“They asked me about Roger’s businesses – who he worked with prior to the 2016 election. They asked me about Roger’s tax returns,” Nunberg said in a phone interview earlier this week, adding that he believed Mueller was stepping outside his mandate in casting such a wide net around Stone’s activities.
