But days later Pence stressed America's ties to the EU.

"It is my privilege on behalf of President Trump to express the strong commitment of the United States to continued cooperation and partnership with the European Union," he said at a meeting with European Council President Donald Tusk. "The United States' commitment to the European Union is steadfast and enduring."

A senior Trump administration official denied that Bannon disparaged the European Union during what they said was a "quick meeting" with the German ambassador.

Separately, a White House spokesperson said the conversation being described as confrontational was "not an accurate account" and that the conversation "was just a quick hello."

The vice president's office did not respond to a request for comment.

"There is no one in the administration who really understands the EU's important role and certainly nobody who will defend it," one diplomat told CNN, adding, "Pence and others are saying basic reassuring things that we aren't sure square with not only the policy, but also what where the President sits."

The official continued, "We don't want to jump to conclusions. We don't know whether Bannon will be able to carry through with his vision and we don't know what Trump thinks."

The conversation between Bannon and Wittig was first reported by Reuters.

Some foreign figures have even noted the lack of US backing for the EU in public statements.

French Foreign Minister Jean-Marc Ayrault pointed out the omission on Twitter following Pence's speech to the Munich Security Conference ahead of his Brussels stop.

"In Munich, Vice President Pence renewed the U.S. commitment to the Atlantic alliance. But not a word about the EU," he wrote.

Speaking after meeting with Pence Monday, however, Tusk stressed Pence's expression of backing for the EU during their private session.

"We are counting, as always in the past, on the United States' wholehearted and unequivocal -- let me repeat, unequivocal --support for the idea of a united Europe," Tusk said.

The world would be a decidedly worse place if Europe were not united," Tusk said. "In this respect we will not invent anything better than the European Union."

A senior White House official involved in foreign policy told CNN that the Trump administration's European policy is neither "pro-EU" nor "anti-EU."

The official explained that the administration would focus on cooperation with the bloc without advocating for it overtly, adding that if a country decides to hold a referendum on exiting the union, the White House will remain neutral.

That's a shift from the administration of President Barack Obama, which vocally advocated against Britain's decision to leave the EU this summer, a campaign that included a presidential visit to London in April 2016.

Decisions on whether to remain a member, the official said, should be left to the countries themselves, without US interference. The official added that while the US will seek to cooperate with the EU in already-existing areas of collaboration, it is not seeking to bolster the union by preventing further disintegration.

Trump himself praised the Brexit vote during the presidential campaign, calling himself "Mr. Brexit" following the result of the referendum.

And days before his inauguration Trump called the EU "basically a vehicle for Germany" in an interview with German and British newspapers, adding, "That's why I thought the UK was so smart in getting out."

In Brussels, Pence was extremely cautious in his language on the EU. While he vowed "cooperation" with the bloc, he never explicitly said the US "supports" the EU.

Both Wittig and the German government declined to comment for this story, citing the private nature of the conversation.

But one of the diplomatic sources CNN spoke to said that Wittig gave a passionate argument about the importance of the EU and felt his views were heard by Bannon.

The senior Trump official, however, said that the only topic that came up was that the US would continue to stress the importance of NATO members -- including Germany -- devoting 2% of their GDP to defense spending.

Pence repeatedly stressed the defense spending issue during his European tour -- as did Defense Secretary James Mattis, who also attended the Munich conference -- something German officials called a "fair demand." But both men also repeatedly stressed America's support of NATO.

Chants of "do your job" and "tax return" permeated throughout the crowd, as did applause for Cotton at times.

Although the event was chaotic throughout, one of the most heated moments came when a woman named Kati McFarland asked Cotton about his support for repealing Obamacare. As Cotton attempted to move on from her question, the crowd erupted in support of McFarland.

The following questioner asked Cotton: "What kind of insurance do you have?"

Another woman began her question by saying, "I'm from Fayetteville, and I'm not a paid protester."

Cotton paused the event at that comment to make clear he was not trying to accuse vocal critics at the event of being illegitimate or paid, as Trump and Utah Rep. Jason Chaffetz have done.

Cotton kept his cool throughout, though he did not answer every question fully or to the approval of the crowd, which was largely -- and vocally -- opposed to major Republican initiatives. Cotton did, however, challenge one woman slightly who asked about gun control and background checks.

Tillerson arrived in Mexico on Wednesday, twin threats hung over the frayed relationship between the two nations: President Trump’s new orders to round up and deport immigrants who are in the United States illegally, and a separate effort to take a hard look at all American aid to Mexico, possibly using it to pay for a border wall instead.

By Friday, American officials are required to finish calculating all the money and grants that the United States provides to Mexico, a task that Mr. Trump first demanded in the executive order he signed last month directing the construction of a border wall.

The Trump administration, which set the Friday deadline in an internal State Department memo this month, has not explicitly said why it ordered the review. But its inclusion in the executive order mandating that a wall be built suggests that Mr. Trump has linked the two issues — and may be looking for more leverage in negotiations with Mexico.

The timing adds to the deep tensions between the two countries. Mr. Tillerson, the top American official to visit Mexico since Mr. Trump’s inauguration, arrived with John F. Kelly, the secretary of Homeland Security, only a day after the Trump administration released documents ordering a crackdown on immigration in the United States.

Newspapers here have described the Trump administration’s new deportation policies in apocalyptic terms, saying in some cases that they represented “war” on the millions of Mexicans in the United States.

Mexico’s foreign minister, Luis Videgaray, said Wednesday that the package of immigration directives is “something that, without doubt, worries all of us Mexicans” and will be “the first point on the agenda” when he meets with his American counterpart.

Nothing about the meetings this week is likely to be easy, for either side. Mr. Tillerson met with Mr. Trump in the Oval Office just before his departure, but there have been few signs that the secretary of state plays a pivotal role in setting the administration’s foreign policy agenda. He has largely been absent from important White House meetings with foreign leaders, has uttered few words in public since his confirmation and was not even allowed his choice of a top deputy.

Instead, Mr. Tillerson has largely been assigned to tidy up the confrontations Mr. Trump has had with longtime allies. Last week, he went to Germany to reassure his European counterparts that Mr. Trump valued NATO and the European Union, despite the president’s statements to the contrary.

Mr. Trump’s rift with Mexico is not only deeper, but also is likely to worsen.

For the Mexicans, the meetings will be an important step toward deciding whether to battle or appease an administration that has consistently excoriated their country.

It is a choice leaders around the world are grappling with. Japan’s prime minister, Shinzo Abe, courted and flattered Mr. Trump, seeming to succeed in reversing decades of Mr. Trump’s criticisms of Japan. China’s president, Xi Jinping, seemed to publicly ignore Mr. Trump for weeks before Mr. Trump reversed himself on questioning the “One China” policy that nation holds so dear.

The Mexicans seem to be using a combination of outreach and complaint that has so far proved ineffective, as the twin blows this week demonstrated.

Some Mexican officials and civil society leaders have been alarmed by the suggestion that Mr. Trump could cut assistance to key initiatives that bolster community-building and the rule of law to help pay for a wall that many on both sides of the border say would probably fail in stop the flow of illegal drugs, weapons and immigration.

But perhaps even more worrisome to Mexico is the threat to deport to millions of its citizens who, with settled lives and jobs in the United States, provide most of the nearly $25 billion in remittance payments to Mexican families every year.

The Trump administration also said it planned to detain non-Mexicans who had crossed the southwest border with the United States and send them back to Mexico to await the outcome of their deportation proceedings.

Though American officials said that this measure would be done only after discussions with the Mexican government, Mexican officials and legal experts rejected the idea as a violation of Mexican law and international accords.
