Invisible Children - KONY 2012

I do not doubt for a second that those involved in KONY 2012 have great intentions, nor do I doubt for a second that Joseph Kony is a very evil man. But despite this, I’m strongly opposed to the KONY 2012 campaign.

KONY 2012 is the product of a group called Invisible Children, a controversial activist group and not-for-profit. They’ve released 11 films, most with an accompanying bracelet colour (KONY 2012 is fittingly red), all of which focus on Joseph Kony. When we buy merch from them, when we link to their video, when we put up posters linking to their website, we support the organization. I don’t think that’s a good thing, and I’m not alone.

Invisible Children has been condemned time and time again. As a registered not-for-profit, its finances are public. Last year, the organization spent $8,676,614. Only 32% went to direct services (page 6), with much of the rest going to staff salaries, travel and transport, and film production. This is far from ideal for an issue which arguably needs action and aid, not awareness, and Charity Navigator rates their accountability 2/4 stars because they lack an external audit committee. But it goes way deeper than that.

The group is in favour of direct military intervention, and their money supports the Ugandan government’s army and various other military forces. Here’s a photo of the founders of Invisible Children posing with weapons and personnel of the Sudan People’s Liberation Army. Both the Ugandan army and Sudan People’s Liberation Army are riddled with accusations of rape and looting, but Invisible Children defends them, arguing that the Ugandan army is “better equipped than that of any of the other affected countries”, although Kony is no longer active in Uganda and hasn’t been since 2006 by their own admission. These books each refer to the rape and sexual assault that are perennial issues with the UPDF, the military group Invisible Children is defending.

Still, the bulk of Invisible Children’s spending isn’t on supporting African militias, but on awareness and filmmaking. Which can be great, except that Foreign Affairs has claimed that Invisible Children (among others) “manipulates facts for strategic purposes, exaggerating the scale of LRA abductions and murders and emphasizing the LRA’s use of innocent children as soldiers, and portraying Kony — a brutal man, to be sure — as uniquely awful, a Kurtz-like embodiment of evil.” He’s certainly evil, but exaggeration and manipulation to capture the public eye is unproductive, unprofessional and dishonest.

As Chris Blattman, a political scientist at Yale, writes on the topic of IC’s programming, “There’s also something inherently misleading, naive, maybe even dangerous, about the idea of rescuing children or saving of Africa. […] It hints uncomfortably of the White Man’s Burden. Worse, sometimes it does more than hint. The savior attitude is pervasive in advocacy, and it inevitably shapes programming. Usually misconceived programming.”

Still, Kony’s a bad guy, and he’s been around a while. Which is why the US has been involved in stopping him for years. U.S. Africa Command (AFRICOM) has sent multiple missions to capture or kill Kony over the years. And they’ve failed time and time again, each provoking a ferocious response and increased retaliative slaughter. The issue with taking out a man who uses a child army is that his bodyguards are children. Any effort to capture or kill him will almost certainly result in many children’s deaths, an impact that needs to be minimized as much as possible. Each attempt brings more retaliation. And yet Invisible Children supports military intervention. Kony has been involved in peace talks in the past, which have fallen through. But Invisible Children is now focusing on military intervention.

Military intervention may or may not be the right idea, but people supporting KONY 2012 probably don’t realize they’re supporting the Ugandan military who are themselves raping and looting away. If people know this and still support Invisible Children because they feel it’s the best solution based on their knowledge and research, I have no issue with that. But I don’t think most people are in that position, and that’s a problem.

Is awareness good? Yes. But these problems are highly complex, not one-dimensional and, frankly, aren’t of the nature that can be solved by postering, film-making and changing your Facebook profile picture, as hard as that is to swallow. Giving your money and public support to Invisible Children so they can spend it on supporting ill-advised violent intervention and movie #12 isn’t helping. Do I have a better answer? No, I don’t, but that doesn’t mean that you should support KONY 2012 just because it’s something. Something isn’t always better than nothing. Sometimes it’s worse.

If you want to write to your Member of Parliament or your Senator or the President or the Prime Minister, by all means, go ahead. If you want to post about Joseph Kony’s crimes on Facebook, go ahead. But let’s keep it about Joseph Kony, not KONY 2012.

Terreur

Negen jaar geleden bezocht Russell Oeganda en zag hij hoe duizenden kinderen gebukt gingen onder de terreur van Joseph Kony, de leider van de christelijke Oegandese verzetsbeweging LRA (Lord's Resistance Army). De LRA ronselt kindsoldaten en zaait dood en verderf onder de bevolking.

Het Internationaal Strafhof in Den Haag beschuldigde Kony in 2005 van oorlogsmisdaden en misdaden tegen de menselijkheid maar tot nu toe kon hij niet worden gearresteerd. Het doel van de campagne is om Joseph Kony's gruweldaden bekend te maken bij het grote publiek en zijn arrestatie te bespoedigen.

Actiepakket
Russell roept op de website Kony 2012 iedereen op om een actiepakket te kopen, dat onder meer twee armbanden en een affiche bevat. De filmmaker rekent erop dat zoveel mogelijk mensen een affiche op 20 april zullen ophangen en stickers zullen plakken. Het pakket bestaat verder uit armbandjes die als steunbetuiging voor de kinderen dienen.

De campagne wordt gesteund door onder meer Rihanna, Vanessa Hudgens, George Clooney en zelfs VS-president Barack Obama.

De organisatie oogst ook kritiek wegens een gebrek aan nuance. Sceptici stellen dat een blanke man uit het Westen een complexe situatie als die in Oeganda niet zomaar even kan oplossen.

Sinds gisteren is het trending topic op Twitter: #stopkony. Een documentaire van een activist die de Oegandese rebellenleider in de boeien wil zien, grijpt razendsnel om zich heen. Maar er is ook kritiek op de werkwijze.

Over wie hebben we het?
Ondanks dat de voice-over in de film zegt dat de meeste mensen niet weten wie Joseph Kony (wiki) is, verscheen zijn naam al vaker in nieuwsberichten. Kony is een Oegandese rebellenleider die met zijn Lord’s Resistance Army (in het Nederlands: Verzetsleger van de Heer) duizenden kindsoldaten ronselde, mishandelde, aanzette tot moorden en gebruikte als seksslaven.

De half uur durende documentaire van liefdadigheidsorganisatie Invisible Children werd drie dagen geleden online gezet en is inmiddels bijna dertig miljoen keer gezien op YouTube en twaalf miljoen keer op Vimeo. Mensen sturen de oproep – Kony moet dit jaar gepakt worden, zo luidt die kortweg – massaal door en beroemdheden doen mee

Invisible Children onder vuur: belonen zichzelf wel erg rijkelijk

Maker Jason Russell ontmoette een van de kindsoldaten en beloofde hem er alles aan te doen om Joseph Kony te stoppen. De internetcampagne is daar het resultaat van: Kony moet zo beroemd worden dat het onvermijdelijk wordt dat hij gezocht en gepakt wordt. Dat is op zich een nobel streven, maar er rijzen ook twijfels nu de woorden van de activisten zo snel een enorm publiek vinden. Nu is het een gewetenloze Afrikaanse oorlogsmisdadiger, maar, vraagt de schrijver van dit stuk zich af, wie is de volgende die binnen een dag het doelwit is van een gigantisch mediaoffensief, opgezet door een kleine organisatie die toevallig weet hoe het internet ingezet moet worden?

Bovendien wordt getwijfeld aan de onbaatzuchtige insteek van Invisible Children. Betalen ze zichzelf niet te veel? Waar blijft het geld dat aan ze gedoneerd wordt? Wat voor organisatie is het eigenlijk?

Weten al die mensen die de link doorsturen wel over welk land ze het hebben?

‘En slechte oplossing voor een ingewikkeld probleem’
Website AllAfrica schrijft vandaag dat #stopkony een campagne is die een misdadiger uit het verleden aanpakt. Ja, hij beging de genoemde gruweldaden, maar deed dat vooral toen de oorlog tussen 1999 en 2004 op zijn hevigst woedde. Hij wordt vandaag de dag nog gezocht door het Internationale Strafhof in Den Haag (ICC), maar het probleem is niet van 2012 en bovendien zijn soldaten al naar hem op zoek. “Deze campagne is slechts de zoveelste slechte oplossing voor een ingewikkeld probleem.”

En dan zijn er nog de inhoudelijke bezwaren tegen de film. Bijvoorbeeld: wat hebben die met veel bombast gebrachte cijfers uit de inleiding voor relevantie? Hoe kunnen we respect opbrengen voor een oproep waarin een vijfjarig blank Amerikaans jongetje meer aan het woord is dan de kindersoldaatjes waar het om draait? En berusten de genoemde feiten wel op de waarheid?

Makers reageren: kritiek is welkom, maar wees specifiek
Invisible Children reageerde vandaag op alle kritiek en probeert alles te weerleggen, onder meer met een grafiek van de financiën van de organisatie. “We proberen zo volledig, transparant en feitelijk als mogelijk te zijn”, schrijven ze. Maar de vorm van het mediaoffensief is bewust: zien is geloven, en daar handelen ze naar.

The organization behind Kony 2012 — Invisible Children Inc. — is an extremely shady nonprofit that has been called ”misleading,” “naive,” and “dangerous” by a Yale political science professor, and has been accused by Foreign Affairs of “manipulat[ing] facts for strategic purposes.” They have also been criticized by the Better Business Bureau for refusing to provide information necessary to determine if IC meets the Bureau’s standards.

Additionally, IC has a low two-star rating in accountability from Charity Navigator because they won’t let their financials be independently audited. That’s not a good thing. In fact, it’s a very bad thing, and should make you immediately pause and reflect on where the money you’re sending them is going.

By IC’s own admission, only 31% of all the funds they receive go toward actually helping anyone [pdf]. The rest go to line the pockets of the three people in charge of the organization, to pay for their travel expenses (over $1 million in the last year alone) and to fund their filmmaking business (also over a million) — which is quite an effective way to make more money, as clearly illustrated by the fact that so many can’t seem to stop forwarding their well-engineered emotional blackmail to everyone they’ve ever known.

And as far as what they do with that money:

Let’s not get our lines crossed: The Lord’s Resistance Army is bad news. And Joseph Kony is a very bad man, and needs to be stopped. But propping up Uganda’s decades-old dictatorship and its military arm, which has been accused by the UN of committing unspeakable atrocities and itself facilitated the recruitment of child soldiers, is not the way to go about it.

The United States is already plenty involved in helping rout Kony and his band of psycho sycophants. Kony is on the run, having been pushed out of Uganda, and it’s likely he will soon be caught, if he isn’t already dead. But killing Kony won’t fix anything, just as killing Osama bin Laden didn’t end terrorism. The LRA might collapse, but, as Foreign Affairs points out, it is “a relatively small player in all of this — as much a symptom as a cause of the endemic violence.”

Myopically placing the blame for all of central Africa’s woes on Kony — even as a starting point — will only imperil many more people than are already in danger.

Sending money to a nonprofit that wants to muck things up by dousing the flames with fuel is not helping. Want to help? Really want to help? Send your money to nonprofits that are putting more than 31% toward rebuilding the region’s medical and educational infrastructure, so that former child soldiers have something worth coming home to.

Here are just a few of those charities. They all have a sparkling four-star rating from Charity Navigator, and, more importantly, no interest in airdropping American troops armed to the teeth into the middle of a multi-nation tribal war to help one madman catch another.

The bottom line is, research your causes thoroughly. Don’t just forward a random video to a stranger because a mass murderer makes a five-year-old “sad.” Learn a little bit about the complexities of the region’s ongoing strife before advocating for direct military intervention.

There is no black and white in the world. And going about solving important problems like there is just serves to make all those equally troubling shades of gray invisible.

Joseph Kony 2012: growing outrage in Uganda over film

There is growing outrage in Uganda over a viral internet film viewed by more than 32 million people in four days that suggests Africa’s longest-running conflict is still raging in the country’s north.

The 30-minute video, Kony2012, was produced by three American videographers campaigning for greater efforts to capture Joseph Kony, the leader of the Lord’s Resistance Army (LRA).

But Kony and his diminishing troops, many of them kidnapped child soldiers, fled northern Uganda six years ago and are now spread across the jungles of neighbouring countries.

“What that video says is totally wrong, and it can cause us more problems than help us,” said Dr Beatrice Mpora, director of Kairos, a community health organisation in Gulu, a town that was once the centre of the rebels’ activities.

“There has not been a single soul from the LRA here since 2006. Now we have peace, people are back in their homes, they are planting their fields, they are starting their businesses. That is what people should help us with.”

Joseph Kony, a former church altarboy, has spread terror through eastern and central Africa for almost three decades, as he has pursued an aimless war that has killed thousands of people and at one point forced hundreds of thousands from their homes.

The video, from Invisible Children Inc, an activism organisation, was posted to YouTube and Vimeo, a film-sharing site, on Monday night and by late on Thursday it had been viewed 32,600,000 times.

It aims to make Kony “famous” by encouraging supporters to plaster US cities with posters, in order to make the fight against the Lord’s Resistance Army an issue of “national interest” to Washington.

That, the video’s makers claim, will ensure funding for 100 US military advisors sent to train African armies to find Kony will continue.

“Suggesting that the answer is more military action is just wrong,” said Javie Ssozi, an influential Ugandan blogger.

“Have they thought of the consequences? Making Kony ‘famous’ could make him stronger. Arguing for more US troops could make him scared, and make him abduct more children, or go on the offensive.”

Rosebell Kagumire, a Ugandan journalist specialising in peace and conflict reporting, said: “This paints a picture of Uganda six or seven years ago, that is totally not how it is today. It’s highly irresponsible”.

There were criticisms that the film quoted only three Ugandans, two of them politicians, and that it spent more time showing the filmmaker's five-year-old son being told about Joseph Kony than explaining the root causes of the conflict.

Invisible Voices has faced criticism over its finances. Of more than £6 million it spent in 2001, less than £2.3 million was for activities helping people on the ground. The rest went on “awareness programmes and products”, management, media and others.

“It is totally misleading to suggest that the war is still in Uganda,” said Fred Opolot, spokesman for the Ugandan government.

“I suspect that if that’s the impression they are making, they are doing it only to garner increasing financial resources for their own agenda.”

Invisible Children said the video focused on Uganda because its "people and government...have a vested interest in seeing him stopped".

"The LRA was active in Uganda for nearly 20 years, displacing 1.7 million people and abducting at least 30,000 children," it said in statement.

Op zich kan ik niks tegen het idee hebben om één van s'werelds grootste misdadigers onder te aandacht te brengen met als doel om de pakkans van Kony te vergroten.
Maar als je zo verder leest lopen ze achter de feiten aan nu Uganda weer bezig is om te draad op te pakken, terwijl het Westen denkt dat het daar nog één grote chaos is, dan klopt er toch iets niet helemaal.

Kony zal geheid nog een probleem zijn, maar of het geld, tijd en energie zo op de juiste manier wordt besteedt is voor mij nog maar de vraag.

Op zich is de intentie van de film goed, en het verbaast mij eigenlijk hoe dit opgepikt wordt omdat in het algemeen Afrikaanse conflicten worden gezien als "hullies eigen schuld, moeten ze maar minder kinderen en Aids maken". Weer twee van die mensen die dingen uitkramen als "kan het niet wat positiever?" en "Africa will rise to the occasion" en "ik ben klaar met zielige filmpjes met vliegen op kindergezichtjes".

Dat hele continent over een kam scheren en doen alsof het allemaal met wat meer goodwill op te lossen valt en dan ook nog van iemand die als enige excuus voor zijn aanwezigheid zijn Oegandese (wat? welke etniciteit?) achtergrond heeft en daarom blijkbaar iets mag blaten over een compleet contitent. Alsof ik als Nederlander iets te melden heb over Grieken.

Een conflict als dit waarin kinderen hun gezicht eraf gesneden wordt of die hun eigen ouders neer mogen knallen los je niet op met wat meer happy thoughts. Een begin om het wél op te lossen is een pleidooi aan de internationale gemeenschap en voor de aanwezigheid van Amerikaanse troepen. Dus ja, laat iedereen die huilende verminkte kinderen maar zien dan in de hoop dat ze hun eigen tienerzoon erin herkennen en het ze ene fuck laat schelen. Dat is beter dan het afkraken en de quasi-intellectueel en regiodeskundige uithangen met als enige verhaal "dat het toch veel positiever kan".

1. Summary: The following Northern Uganda Notes provide
information on the situation on the ground and USG activities aimed
at meeting Mission objectives in northern Uganda. These objectives
include promoting regional stability through peace and security,
good governance, access to social services, economic growth, and
humanitarian assistance. Post appreciates feedback from consumers
on the utility of this product and any gaps in information that need
to be filled. End Summary.

PEACE AND RECONCILIATION PROCESSES

2. (SBU) On March 4, Ugandan President Yoweri Museveni and
Congolese President Joseph Kabila met on the Uganda-Democratic
Republic of Congo (DRC) border to discuss bilateral political,
economic, and military issues (Ref A). The two presidents also
discussed the continuation of joint military operations against the
Lord's Resistance Army (LRA). Ugandan officials told the media and
diplomatic corps in a briefing on March 24 that Operation Lightning
Thunder (OLT) had moved from Phase I to Phase II. The Ugandan
Peoples Defense Forces (UPDF) handed over its headquarters and
command of the operation to the Congolese military on March 15. The
two presidents agreed to continue the operation under Congolese
command, with Ugandan intelligence and reconnaissance assistance and
UN Mission in Congo (MONUC) support.

3. (U) Ugandan Foreign Minister Sam Kutesa told Kampala-based
diplomats on March 24 that there will be no new talks with the LRA
and that Kony must sign the already negotiated Final Peace Agreement
(FPA). UPDF's Chief of Defense Forces, General Aronda, reported
that OLT had succeeded in consolidating regional unity and that Kony
is not safe in the region. Aronda reported that the assault against
Kony had resulted in the death of 98 LRA rebels up to that point.
The rebels had killed 12 UPDF soldiers and wounded 19 others. The
army rescued a total of 380 captives.

4. (SBU) UN Special Envoy for LRA-Affected Areas Joachim Chissano
briefed donors on March 16 after he met with President Museveni in
Kampala (Ref B). Chissano said that he maintained contact with LRA
spokesman David Matsanga. Kony reportedly wants a cease-fire, a
military force consisting of 200 soldiers from South Africa, Kenya,
Tanzania, and Mozambique to protect his assembly at Rikwangba, and a
stakeholders' conference. Chissano insists that Kony should call
him (Chissano) directly and maintain regular contact if he wants to
be taken seriously. To date, Kony has not called Chissano.

5. (SBU) USG Activities: Northern Uganda Transition Initiative
(NUTI) provided support for the latest INVISIBLE CHILDREN community
advocacy campaign entitled "Rescue Our Children." The first events
kicked off in Gulu March 27 and 28 and were attended by thousands of
northern Ugandans. P/E Chief and Northern Uganda Advisor
represented the U.S. Mission at various activities including a peace
march, symbolic destruction of displaced persons huts to celebrate
the return home, along with traditional songs and dances. Some
10,000 Gulu residents and guests from other districts watched
INVISIBLE CHILDREN's latest documentary, "The Rescue of Joseph
Kony's Child Soldiers," which details various failed peace processes
and the failure of Kony to sign the FPA. It also highlights the
continued abduction of children in DRC, Sudan, and Central African
Republic. INVISIBLE CHILDREN will hold a worldwide campaign day on
April 25 in Washington, D.C., Mexico City, London, Paris, and Sydney
to push for the release of the remaining LRA abductees.

6. (SBU) The development of Uganda's legal framework to try war
crimes is in its final stages. The USAID-funded Public
International Law Group (PILPG) has been working with the Ministry
of Justice and parliamentarians to finalize the International War
Crimes Bill, which will criminalize war crimes and domesticate the
International Criminal Court statute. Progress continues on
formalizing traditional forms of justice and establishing a Truth
and Reconciliation Commission.

7. (U) On March 19, Ambassador Browning presented Sister Veronica
Oyela with a "Woman of Courage Award" certificate for her
contributions to the promotion of the prosperity of women, including
child mothers returning from the conflict in northern Uganda;
especially survivors of the LRA insurgency.

8. (U) On March 3, the Ugandan military forces killed one LRA
fighter and captured Colonel Thomas Kwoyelo during an ambush at Ukwa
in DRC. Kwoyelo, who was injured during the fire exchange, was
treated and repatriated to Uganda on March 5. Kwoyelo is a senior
LRA commander and he is alleged to have killed 11 Ugandan students
on March 28, 2001. On March 5, the joint military forces captured
five LRA rebels and rescued two Ugandan women. On March 9, the
joint military forces killed another senior LRA Commander,
Lieutenant Colonel Okello Yape, and captured 16 fighters south west
of Ri-Kwangba, near the DRC border and southern Sudan.

9. (U) On March 9, the allied military forces rescued Catherine
Ajok, a former student of St. Mary's Aboke Secondary School and 18
Congolese captives. On March 12 Ajok returned home along with her
one year old baby after 13 years in LRA captivity. Ajok and her
parents met President Museveni on March 14. Ajok was abducted along
with over 100 other girls in October 1996. She was one of thirty
that were not released after initial pleas from local residents.
The fate of one "Aboke girl," Miriam Akello, remains unknown.

10. (U) An additional 3,000 Congolese soldiers and over 100 UN
peacekeepers will be deployed in the Garamba National Park to pursue
the LRA rebels. UPDF spokesperson, Major Felix Kulayigye said the
troops will fill the gap left after Ugandan troops withdrew on March
15.

11. (U) Caritas Uganda, a Catholic charity organization, has again
denied involvement in the supply of equipment to the LRA rebels.
The organization was responding to media reports, where it was
listed among organizations accused of supplying communication
equipment to the LRA.

HUMANITARIAN ASSISTANCE AND ECONOMIC RECOVERY

12. (U) On March 13, the Prime Minister of Uganda, Apollo Nsibambi,
announced that the Government had secured $243 million to kick start
reconstruction programs for the rehabilitation of northern Uganda.
While chairing a consultative meeting attended by donors and
legislators from the north, Nsibambi said the funds will finance the
first year of the Peace, Recovery, and Development Plan (PRDP),
which will be implemented beginning in July. Meanwhile, northern
parliamentarians threatened to petition court to stop the government
from including eastern districts in the PRDP. The legislators argue
that PRDP should cater only to the 29 districts that were affected
by the LRA insurgency, and not to the 40 proposed by the government.

13. (U) The latest Internally Displaced Persons (IDPs) return
figures from UN Office for the Coordinator for Humanitarian Affairs
(UNOCHA) for LRA-affected districts remain strong. Amuru District
remains the weakest in terms of return figures. Most experts agree
this is due to the poor level of health and education services
available at the sub-county and parish levels in the newly-created
rural district. Local and national government officials, who
consult regularly with USAID in Gulu, also believe that provision of
services "closer to home" is a key to ensuring continued returns in
the region. Many families in Acholiland have their feet in three
places: a hut in the original (mother) camp, some form of shelter or
hut in transit sites (satellite camps), and a shelter in their
village of origin where they are working the land. This was
confirmed during a recent site visit by a Food for Peace team that
saw people building at home, but clearly still living in the transit
camp eight kilometers away. The story is different in other
LRA-affected areas, including Lango and Pader Districts, where the
returns are complete and camps have been dismantled. There, it is
clear that formerly displaced persons have settled permanently in
their home areas.

14. (SBU) USG Activities: USAID's health and education programs
staff based in Kampala traveled to the north on March 23 for a
week-long review of programming and field visits. A combination of
50 USAID and implementing partner staff members separated into seven
groups to conduct field visits in the following districts: Gulu,
Amuru, Kitgum, Pader, Lira, Oyam, and Dokolo. Common findings from
the field visits included: a need for small infrastructure
development across the districts and an agreement that the north
lagged behind other parts of Uganda in terms of social
infrastructure including schools, clinics, sanitary facilities at
both schools and clinics, and water points; lack of comprehensive
understanding among district leadership about USAID programs; the
need for USAID to align programs with district development plans;

weak civil society development and community capacity to advocate
for their needs or link to government; and clear need for USAID to
have greater outreach to district governments and communities to
enhance programming.

15. (U) Media reports in March 2009, tackled a range of issues
including the government troop withdrawal from the DRC after a
three-month onslaught and the release of funds for the PRDP.
16. (U) "Lightning Thunder A Great Milestone" (The New Vision,
March 17). This editorial commented that the UPDF had started a
week-long withdrawal from the Garamba National Park in the DRC after
a three-month onslaught that had sent the LRA rebels into disarray.
The article notes that the greatest achievement of the operation was
the dismantling of LRA camps and its command structure. The
greatest challenge now is not only how to keep Kony away from
Uganda's borders, but also how to ensure that he does not have the
capacity to wreak havoc on the civilian population wherever he is.
Therefore, while the UPDF is withdrawing, they should closely work
with Congolese and MONUC forces to ensure that LRA top commanders
are held to account.
17. (U) "Operation Lightning Thunder Weakened LRA" (Daily Monitor,
March 18). A Monitor journalist commented that now that the troops
are home, it gives Ugandans the opportunity to reflect on the
achievements and challenges of the operation with the benefit of
hindsight. The biggest challenge OLT faced was managing public
expectations. The public expected the capture or death of Joseph
Kony, but the military public relations machine left the public to
feed on the ominous opinions from people who could not articulate
issues related to the operation. He noted that there are secondary
achievements of a strategic nature that had accrued from the
operation such as the meeting of President Museveni and Congo's
President Kabila in Kasese. The summit meeting of the top political
leadership is a worthy achievement that could be the beginning of a
new diplomatic rapprochement.
18. (U) "What Is Exciting About 120 Billion Ugandan Shillings For
North?" (Daily Monitor, March 15). The editorial proposed that "it
appears naive for some of the politicians from northern Uganda to
get excited about the government announcement that it plans to
release 120 billion Ugandan Shillings (about $58 million) for the
much-touted PRDP for the greater north's 40 districts next financial
year. The PRDP project was hijacked and bungled according to those
in the know. This poor planning resulted in mainly European Union
donors, who should have provided 70 percent of the financing, having
second thoughts. The PRDP will get underway next financial year,
the President said - and with very little money at that. What will
120 Billion Ugandan Shillings do for the PRDP's 40 districts that
have the worst social infrastructure in the country?"
19. (U) "North Recovery Program Must Be Well Planned" (New Vision,
March 23). The editorial examined an emerging dispute between the
Government and the Members of Parliament (MPs), from northern
Uganda, over the implementation of the approximately $533 million
PRDP project for the region. The program will cover the northern
region and part of the eastern region. However, the MPs from
northern Uganda are opposed to the inclusion in the program of the
districts from the east. They want the program to concentrate on
areas that were directly affected by the Lord's Resistance Army
insurgency.

De Oegandese regering vormt een regionale troepenmacht om de Oegandese rebellenleider Joseph Kony op te sporen, meldt persbureau Reuters. 5000 troepen moeten de opsporing kracht bij zetten.

De Democratische Republiek Congo, de Centraal-Afrikaanse Republiek, Zuid-Soedan en Oeganda zullen deel uitmaken van de regionale troepenmacht. Die zal bestaan uit ongeveer 5000 troepen, die geleid zullen worden door een Oegandese commandant.

Volgens de minister van Defensie van Oeganda, Crispus Kiyonga, zal de strijdmacht nog meer internationale steun nodig hebben dan er nu al is. De Verenigde Staten stuurden in oktober 2011 soldaten naar Oeganda om Kony uit te schakelen.

Afrikaredacteur voor NRC Handelsblad Toon Beemsterboer vraagt zich af hoeveel zin die extra troepen hebben:

. “Ze zijn al maanden bezig met deze zoektocht. Ik vraag me in de eerste plaats af hoeveel mensen er nu al naar Kony op zoek zijn. Bovendien zijn er al honderd Amerikaanse militaire adviseurs daar. In de tweede plaats lijkt 5000 man voor zo’n enorme uitgestrekte wildernis wat weinig. Je moet die jacht namelijk vergelijken met een soort spoorzoeken. De groep van Kony weet precies hoe ze zo’n regeringstroepenmacht om de tuin moeten leiden. Het is een kat-en-muisspel.”

Ook vraagt Kiyonga om hulp in de vorm van vliegtuigen. Veel van de soldaten leggen namelijk lange binnenlandse afstanden af, vaak te voet. Ook wil Kiyonga technologische bijstand, materieel en geld om de soldaten een salaris te kunnen geven.

Kiyonga zegt tegen Reuters dat het plan voor de opsporing al voor de inmiddels roemruchte internetcampagne ‘Stop Kony’ was opgezet.

Het is nog niet bekend wanneer de troepenmacht operationeel wordt.


‘Stop Kony’-filmpje is internethit

Een week geleden trok het filmpje over rebellenleider Kony en zijn Lord’s Resistance Army (in het Nederlands: Verzetsleger van de Heer) veel aandacht.

Kony wordt door het Internationale Strafhof in Den Haag (ICC) beschuldigd verantwoordelijk te zijn voor de ontvoering van tienduizenden kinderen die als kindsoldaat en seksslaven werden ingezet in het LRA. Kony weigert zichzelf aan te geven.

It has been revealed that indeed Invisible Children has been working with USAID, a US government agency that helps lay the groundwork for what could best be described as a modern-day imperial administrative network. It is now also revealed that Invisible Children attended the 2010 US State Department and Fortune 500 sponsored Alliance for Youth Movements (AYM) summit in London.

AYM (also called Movements.org) it was reported, played a central role in preparing armies of US State Department funded, trained, and equipped activists to carry out the so-called “Arab Spring” years in advance. Much like KONY 2012, the Arab Spring took many by surprise and in the wave of confusion, entire nations were upturned and US proxy regimes installed. Tunisiaand Libya are now full fledged client states of Wall Street and London, while the fates of nations like Egypt and Syria still hang in the balance.

Unlike the “Arab Spring” however, the KONY 2012 scam has collapsed almost as fast as it first swept the globe. And as it falls, it is taking with it the credibility of all who participated in it and promoted it, including the deceitful International Criminal Court (ICC) and its chief prosecutorLuis Moreno-Ocampo, as well as Hollywood and the corporate-media who did all in their power to lie, manipulate and make fools out of millions once more in the pursuit of perpetuating the imperial ambitions of Wall Street and London.

Wat zal de plaatselijke bevolking blij zijn dat het nobele Oegandese leger ze komt bevrijden. In tegenstelling tot de LRA staan die namelijk bekend om hun respect voor mensenrechten en hun humanitaire hulpacties. Als we de SPLA er ook nog bij betrekken wordt het helemaal feest voor de mensen daar.

Ik las onlangs een stuk waarin de UPDF nog omschreven werd als het enige leger dat nog moeite deed. In Congo zou het leger de bevolking voorop laten in de strijd en achterop bij het vluchten (zo zouden de weinige bruikbare vluchtwegen voor vluchtelingen van LRA soms versperd worden voertuigen van het Congolese leger)
