It is a sorry fact of American political life that campaigns get ugly, often in their final weeks. But Senator John McCain and Gov. Sarah Palin have been running one of the most appalling campaigns we can remember.
They have gone far beyond the usual fare of quotes taken out of context and distortions of an opponent’s record — into the dark territory of race-baiting and xenophobia. Senator Barack Obama has taken some cheap shots at Mr. McCain, but there is no comparison.
Despite the occasional slip (referring to Mr. Obama’s “cronies” and calling him “that one”), Mr. McCain tried to take a higher road in Tuesday night’s presidential debate. It was hard to keep track of the number of times he referred to his audience as “my friends.” But apart from promising to buy up troubled mortgages as president, he offered no real answers for how he plans to solve the country’s deep economic crisis. He is unable or unwilling to admit that the Republican assault on regulation was to blame.
Ninety minutes of forced cordiality did not erase the dismal ugliness of his campaign in recent weeks, nor did it leave us with much hope that he would not just return to the same dismal ugliness on Wednesday.
Ms. Palin, in particular, revels in the attack. Her campaign rallies have become spectacles of anger and insult. “This is not a man who sees America as you see it and how I see America,” Ms. Palin has taken to saying.

Gov. Sarah Palin's practice of charging the state when she stays in her home must be reviewed to determine if she should pay taxes on the payments, state Finance Director Kim Garnero said today.
Palin, the Republican vice presidential nominee, released two years' worth of tax returns last week that did not list the per diem payments she received since becoming Alaska governor in December 2006. She collected nearly $17,000 during that period for 312 nights spent in her Wasilla home, about an hour's drive from Anchorage, according to state travel records.
Palin listed 157 days spent in Anchorage during 2007 on her travel forms. Garnero said Palin's work place as governor is considered to be Juneau, so she filed for the per diem payments when she stayed at her home in Wasilla.

A typical work year for most employees is 260 days in a calendar year, but Garnero said the governor's staff told her today that her work year is considered 365 days because she is on call around the clock. That would mean Palin spent about 43 percent of last year working in Anchorage, and would allow the governor to continue receiving per diem payments that aren't taxed when she stays at her home, Garnero said.
The final decision likely will be made by the Internal Revenue Service, said Allen Bingham, an Anchorage accountant and member of the Alaska Society of Certified Public Accountants' taxation committee. IRS officials could determine that Palin owes taxes on past and future per diem payments, Bingham said.
Bingham said Palin's situation is unusual because she claimed such a large number of days working away from Juneau, something that would typically raise red flags when considering whether the per diem should be considered income.
"It's certainly one of those things that some of us have raised our eyebrows about," he said.

With his Troopergate report due Friday, legislative investigator Steve Branchflower appears to have the makings of a fairly complete account, despite weeks of resistance from the Palin family and administration.
Branchflower has, or soon will have, answers from nearly all the people he'd hoped to question regarding Gov. Sarah Palin's firing in July of former Public Safety Commissioner Walt Monegan.
Some of the final witnesses include seven state employees, including the governor's chief of staff, who lost a court fight to kill subpoenas Branchflower obtained through the Alaska Senate Judiciary Committee to compel their testimony.
This week the seven are answering a list of questions known as interrogatories. The answers are submitted under oath.
Another key witness, Todd Palin, the governor's husband, also is answering a list of questions in writing, and has a deadline of Wednesday to turn them in.
A legislative panel has scheduled a meeting for 9 a.m. Friday to receive Branchflower's report on Monegan's firing and whether Palin or members of her administration abused their powers in pushing for the dismissal of a state trooper involved in a child-custody fight with the governor's sister.

The vote Mrs. McCain is referencing came in May of 2007, when Obama was one of 14 senators who voted against a war-spending plan that would have provided emergency funds for American troops overseas. He, like many Democrats, was pushing for an end to the war in Iraq, and the legislation included no provisions for that. Before that vote, Obama did support and vote for a funding proposal that included a timeline for withdrawal from Iraq — a troop funding bill McCain opposed.
