Renault is the only team that currently supports FIA president Max Mosley's proposal for a common engine in F1.
Mosley's suggestion has been a major subject of discussion in the latest meetings of the Formula One teams' alliance FOTA, according to the German magazine Auto Motor und Sport.
The report said only Renault currently backs the plan, but team customer Red Bull might also fall in line should the issue go to a vote.
Under the FOTA statutes, rule changes such as the common engine proposal require at least 7 of the 10 teams to vote in favour.
Auto Motor und Sport, meanwhile, reports that F1 chief executive Bernie Ecclestone is annoyed with McLaren.
Of the 20 race drivers, only Lewis Hamilton and Heikki Kovalainen reportedly turned down an invitation on Friday to attend a lunch with Singapore president Sellapan Rama Nathan.

Toyota have lodged a protest against Scuderia Toro Rosso's Sebastian Vettel for what they claim was an unsafe release from the pits.
The Japanese car manufacturer were unhappy with the way that Vettel was released into the path of one of their cars during the race, and took up their complaint with the race stewards following the event.
Although Vettel finished behind Timo Glock on the track, which means Toyota will not gain any points if the Toro Rosso driver is punished, it would increase the buffer in the constructors' championship between the two teams.
At the moment Toyota are fifth in the constructors' championship, with Toro Rosso sixth - 15 points behind.

Mechanics hurt in two separate pitstop incidents during Sunday's Singapore grand prix have escaped serious injury.
The most spectacular incident involved championship contender Felipe Massa, who despite getting a green light from Ferrari's unique 'traffic lights' solution pulled away too early.
The Brazilian yanked the fuel hose from the rig and carried it the entire length of the pitlane, and was penalised for unsafely pulling into the path of Force India's Adrian Sutil.
Another victim of the melee was a Ferrari mechanic, who after being knocked to the ground was taken to the circuit medical centre.
"The most important thing is the guy is okay, he is being brought to the medical centre and will see if he has any injuries or not," team spokesman Luca Colajanni told ITV Sport.
Later in the race, the Red Bull lollipop man wrongly gave David Coulthard the signal to drive away from a pitstop, and a team mechanic was hurt.
"He has damaged his ankle ligaments and burned his thumb, but fortunately other than that he's okay," said team principal Christian Horner.

For instance, Kimi was a completely different story. Historically, during the last ten or 12 years, there were always problems, statistically during the pitstops. I remember very well problems with Michael and Rubens.
So it's not true that we have more mistakes than in the past. Unfortunately, we shouldn't have them, but that's another story. I was saying that sometimes where the situation is more tricky, the fact that the emotion is part of the characteristic of the team, sometimes you may consider that as a week point if you consider the fact that you made a mistake, but this is not related to the fact that we had more mistakes this year than in the last couple of years
Q. Is it related to the pressure of the situation you find yourself in, you're at the end of the championship now, you looked like you were going to get a one-two finish here and then suddenly this thing turned. It was important to get Felipe out before Lewis...
SD: In that moment you have to consider that there were so many cars coming in and of course, you try to be quick, you try to find the right slot in order for the car to be released, so it was a difficult moment. If you should wear the overall of the guy who has to manage that, I don't think a lot of people would say that they want to do it. We have to have a lot of respect for these guys, who are not really top drivers but part of us, that they are doing this job. It is very difficult and they have a lot of pressure.
Q. Kimi seemed to be like a switch, he wasn't that quick in the first few laps and then suddenly the performance came in. What was behind that?
SD: I think in that respect maybe at the beginning the pressures were a bit too low and then when the pressures came up to the right level, he was able to push. He got fastest lap and he was catching up with Lewis, because at the end of the day, the strategy was going in the right direction, and today it was really a shame that we got this result because today is really a black day, I would say, because the best car is the last on the result (sheet). Sometimes you have to consider that the safety car is mixing up the situation of the race, but this time it was too much.
But once again, I don't want to discuss the situation that may arise in the safety car conditions, because that's unpredictable. Sometimes they are going in the right direction and sometimes in the wrong direction. In that respect, Renault did very well with the safety car as I said before, and congratulations, they won the race. SD: Unfortunately there was a mistake, it was not an electronic system, it was run manually, because normally in that condition when there are a lot of cars coming in that safety car situation, it is better to have like a lollipop but instead of a lollipop you control the green light and unfortunately there was a mistake.
Q. Is it controlled by the same person that is doing the fuel?
SD: No, no, not the fuel, the same person who controls the pitstop.
Q. Will you stick to this system for the remainder of the season?
SD: We will analyse for sure what we did in the other pitstop… because it was a tense moment, again a guy was knocked down, no he's OK, no problem at all, but it's a very tense moment, so we preferred not to use for the other pitstop because we wanted to give a sign of less tension because it's a system that is trying to give as good performance as possible. That's the reason why we didn't use it for the others.
Q. At the first stops, was there a possibility of keeping Kimi out? Did you have enough fuel?
SD: No, unfortunately no. You don't know when you do a strategy, when the safety car is going to come out so unfortunately no.
Q. Will the person who was on the switch today be doing the same job in the next race?
SD: Oh yes, I don't think that's a good question because you have to have a lot of respect for the people that are working in this. You may have a lot of mistakes, you are doing a superb job, we are together, we win together, we lose together and in that respect the philosophy will not change for an unfortunate mistake.
Q. What's his condition?
SD: He was very bad of course, as you can imagine. The most important thing is that Felipe went to see him straight away, because of course he was sad and he said, OK guy, look ahead, as I said, always together.
Q. Was there a problem getting the rig out?
SD: Of course, you can imagine the tension moved the whole rig, so it was not in the right position, so it was quite difficult to get it out. There was no problem at the original stop.
Q. Some of the guys who pulled the hose out weren't wearing refuelling gear.
SD: To be honest, I don't know. I was looking at other things.
Q. Do you think the penalty was a fair one, bearing in mind there was a similar situation in Valencia?
SD: Yeah, the penalty was given to Felipe because it was an unsafe release because there was another car in the pitlane so that was the judgement of the steward. As we always said, we don't comment on the stewards' decision.
Q. People will say it's very similar to Valencia with a different penalty?
SD: I don't think so. It's completely different. In the way that you have to consider the manner of the car, the release, the movement of the car, the control of it, so I think it's a different story. I respect it, we respect the decision of the stewards.
Q. What is the advantage of the lights system compared to the lollipop?
SD: If you have that, the system allows you to have no reaction time of the guys. If everything is alright and there is no problem with the pit entry, you can go as soon as all the front and rear jacks and the refuelling rig has gone. There is no reaction time of the guys, that's the principal of the system. In this case it was completely different, it was like a lollipop situation.
Q. Don't you think that a lollipop is more physical in saying you can going or you can't?
SD: That's an opinion, I can accept that. It's like when you see a green light to go, that means that you have to go. It doesn't matter. The green was on because he had to go. If we didn't have the traffic light, we would have had the lollipop up. In that respect it didn't change the specific scenario that we have today.
Q. You said a moment ago that you have to finish one and two in the remaining three races; do you believe you have the performance of the car. Given where Kimi is now in the points standings, surely it means that he has to play back-up to Felipe.
SD: It's very clear that we have… I'm not sure if we have a mathematical… for sure, we need to be realistic and so it's very difficult and so I'm pretty sure he knows what he has to do and he will fight because he's part of the team so I don't have any doubt about that.

The word in Singapore is that the FIA is planning to change the way in which the stewards operate, but this is not in recation to the recent controversies, but rather a work which has been in progress for some time. FIA President Max Mosley has been mulling over the idea of having four stewards at each race since the end of last year. There are some who argue that this is bad idea as it will mean that more FIA politicians will be involved in the processes of judging the racers, and will thus make the system easier to manipulate. This is arguable as it largely depends on who the people taking the roles are. At the moment the stewards are largely members of the World Council and the job is seen as one of the perks of the job. Some of those are highly-experienced sports administrators but some are not, indeed there have been stewards in recent years who have never seen an F1 race before officiating at one.
The primary controversy in F1 at the moment is not actually about the stewards but rather is concentrated on the people around them who influence the decision-making process, notably the stewards' advisor Alan Donnelly, a close associate of Mosley, and Race Director Charlie Whiting. The disappearance of Tony Scott Andrews at the end of last year removed a highly credibly figure and the fact that he appeared at the recent FIA International Court of Appeal as a witness for Mclaren suggests that he was none too impressed by what happened.
The FIA argues that it is hard to find people to do the jobs, arguing that if one chooses Britons, the Italians complain and if one chooses Italians the British complain. This is largely irrelevant as it is the credibility of the indiviuals involved which is most important. If they are trusted then the sport will be better off for it. The bad news is that not enough of the FIA World Council members are trusted, most being seen as willing to do whatever it takes to keep their roles rather than what is best for the sport. That may not fair but that is certainly the perception in F1 circles.
Sir Jackie Stewart has long argued for permanent stewards to ensure that there is consistency in decision-making. This is probably a good idea but the FIA likes little of what Stewart says, if only because he is a contrary voice in a world where people find it easier to follo along and not make a fuss.

Met het planten van een boom heeft Red Bull-coureur David Coulthard woensdag het startsein gegeven voor de bouw van de Moscow Raceway. De aanleg van dit circuit is een belangrijke eerste stap in de richting van een Grand Prix van Rusland.
Het circuit wordt gebouwd bij het plaatsje Volokolamsk, dat zo'n honderd kilometer ten westen van Moskou ligt. Hermann Tilke, die ook de circuits in Valencia, Singapore en Turkije heeft getekend, heeft de baan ontworpen. Het circuit zal 4,1 kilometer lang worden, uit vijftien bochten bestaan en de coureurs moeten er een topsnelheid van 311 kilometer per uur kunnen halen. De kosten voor de aanleg van het circuit zouden 165 miljoen euro bedragen. In 2010 moet de Moscow Raceway gereed zijn.

Formula One teams are considering a major overhaul of the sport's constructors' championship prize money structure in a move to help the smaller teams survive, autosport.com can reveal.
As part of the ongoing evaluation by the new Formula One Teams' Association (FOTA) about ways to improve grand prix racing, one concept that is being looked at is for the commercial revenue given to teams to be shared equally among them.
The present financial structure is a meritocracy - where payments are weighted on a team's final constructors' championship position. The higher a team finishes in the constructors' championship, the bigger share they get of the estimated $500 million (USD) revenue that is currently given to them by Formula One Management (FOM).
Although such a structure has been accepted for many years, the huge increase in F1's costs, allied to the difficult world financial climate, has prompted talk of ways to make things more even.
Formula One commercial boss Bernie Ecclestone has floated the idea of a new system being put in place - whereby the money is split equally. The matter is now being discussed inside FOTA - with the idea garnering some support.
Although the teams at the front may block the rule change because it would mean them getting less amoney, the rules of FOTA mean that only seven votes are needed among teams for a motion to carry.
Autosport.com understands four teams are already in favour of the idea - which would be enough to swing matters if there was a requirement for seven votes to prevent it going through.
One team principal source told autosport.com: "This would be a good way of securing the finances of all teams, without hindering those at the front. Teams that win are able to command more sponsorship money than those at the back anyway, so there will always be benefits to winning."
The hope is that by evening up the constructors' championship payments, it will make the sport more of a level-playing field - and more importantly help secure the future for back of the grid teams that are fighting for survival.
When asked by autosport.com for his feelings on the matter, team boss Frank Williams said: "The problem is that the people who win the most money, Ferrari and McLaren, the big boys, have enormous money and they can spend and spend, buy the best people and buy everything, whereas the small teams never get a chance.
"If you allow the big boys to carry on spending what they spend, it will never allow the second half of the field to compete. You will eventually just crush the second half."
Williams admitted he would have mixed feelings if the matter went to a vote inside FOTA, but conceded that keeping all teams on the grid was now a priority.
"What would we do if the teams were asked to vote on it?" he said. "The survival instinct would say yes. The common sense argument would say yes. But it is not competition in a way.
"So, I don't know. The survival instinct would need to have the upper hand in several establishments, including in Grove, otherwise you are banished to just struggle, struggle, and struggle to try and get back on equal terms."

In 2010 komt er weer een nieuwe raceklasse bij: de GP3. Zo is vrijdag bekendgemaakt. Deze nieuwe serie moet de officiële opstapklasse worden naar de hoofdklasse van de GP2. Momenteel gebruiken veel coureurs de GP2 Asia Series nog als opstapje naar de hoofdklasse van de GP2, maar deze serie is eigenlijk bedoeld als kweekvijver van voornamelijk Aziatisch racetalent.
Volgens een persverklaring van de GP2-organisatie zullen de GP3-races in dezelfde weekenden worden verreden als de GP2-wedstrijden, wat er op neer komt dat de GP3 in het voorprogramma van de Formule 1 zal komen. F1-baas Bernie Ecclestone draagt de GP3 een erg warm hart toe: "Na het geweldige succes van de GP2 geloof ik dat deze GP3-serie een erg mooie kans is voor coureurs, engineers en monteurs die het tot de Formule 1 willen schoppen." GP2-baas Bruno Michel zei: "De filosofie achter de GP3 is vrijwel gelijk aan de filosofie achter de GP2, wat betreft zaken als de prestaties van de auto's, kostenbeheersing, veiligheid en begeleiding voor de coureurs. Oct.5 (GMM) Bernie Ecclestone, the chief mastermind of the night racing concept for F1, has hit back at Ferrari boss Luca di Montezemolo's claim that the Singapore grand prix was akin to a "circus".
Also lashing out at the lack of overtaking opportunities at new street circuits, and the farcical safety car rules, Montezemolo said last week that "all this is humiliating for F1".
But Ecclestone, F1's chief executive, hinted to Britain's Mail on Sunday newspaper that the attack by Montezemolo was perhaps to divert attention from Ferrari's woeful showing under the city-state's floodlights.
"If the Ferrari president is right about the Singapore grand prix being a circus," he said, "then we have to be grateful to him for providing the clowns."
The 77-year-old is undoubtedly referring to title rival Felipe Massa's botched pitstop, when the Brazilian ripped the fuel hose from the rig and pulled it the entire length of the pitlane.
Ecclestone continued to fire: "After the weekend Ferrari had, their president should have shut up and kept his head down. If Massa loses the world championship, he will know the team were responsible."
The British billionaire also slammed Ferrari's unique pitstop gantry lights system, used instead of a traditional lollipop, as "over the top".
"Why do you want to have some other piece of technology that can go wrong?" Bernie wondered.

The Canadian Grand Prix has been dropped from the 2009 Formula One calendar, leaving North America with no grands prix next season.
The FIA issued on Tuesday the World Motor Sport Council's decision, with the Montreal race absent for the first time since 1987.
The governing body confirmed an 18-race calendar, including a summer break thanks to having moved the Turkish Grand Prix from August to June.
The WMSC also agreed to give FIA president Max Mosley the authority to deal with the Formula One Teams Association (FOTA) for the introduction of "radical measures to achieve a substantial reduction of costs in the championship from 2010."
"Failing agreement with FOTA, the FIA will enforce the necessary measures to achieve this goal," said the FIA in a statement.
"It was further unanimously agreed to allow Formula One teams to equalise engine performance across the field for 2009, pending the introduction of cost-saving measures from 2010," it added.

Adrian Campos has taken the next step to forming a Spanish formula one team, the country's press reports.
The national El Mundo newspaper claims that the former Minardi driver, who already co-owns a GP2 team with Alejandro Agag, has devised multi-million euro plans to build a wind tunnel "as the next step towards F1".
The project, comprising a 40 per cent scale wind tunnel and seven-poster rig, is to be based in Alzira, located in the Valencia province.

Formula one might not survive much beyond one more season if teams do not drastically slash costs, FIA president Max Mosley has warned.

In interview with BBC Sport, he insisted that the problem existed long before the current global financial crisis.
"It really is a very serious situation. If we can't get this done for 2010, we will be in serious difficulty," Mosley said.
He said the loss of two or three teams would mean F1 no longer has a "credible grid".
"We can survive through 2009, but I'm not too sure about after," Mosley said.
He said small teams like Toro Rosso and Force India are being "subsidised" only by billionaires like Dietrich Mateschitz and Vijay Mallya.
"It depends at the moment on millionaires -- billionaires, we don't have millionaires now. Without them, those teams wouldn't be there," he added, suggesting that not only the small teams are in trouble.
"You cannot run a business when the outgoings are two to three times more than what's coming in.
"Some of the manufacturers are already having difficulty if you look at their share prices," he added.
It is clear that Mosley is targeting the standardisation of engines and gearboxes, which he admits would be "draconian" but necessary, as a way to cut millions out of annual budgets.

Under a Formula One “survival” plan being drawn up by Bernie Ecclestone, the sport’s commercial rights holder, and Max Mosley, the president of the FIA, the engines would each be designed to last for half the season and would potentially reduce the hugely expensive cost of powering the race cars by up to 90 per cent within two years.
Inquiries by The Times have established that Ecclestone and Mosley are planning draconian reforms that will be imposed on the teams as the sport faces up to its environmental responsibility and the imperative to cut costs.
At present, engine development in Formula One is frozen for five years in a regime that started last year. But they are still units that are designed by each team and they are able to be replaced after every two races, so teams and manufacturers are spending tens of millions of pounds each season on “drive-train costs”, which includes spending on engines and gearboxes.
Under the new proposals there will be one standard engine specification, which each team will be able to build, but it will be identical to those of their rivals. The only difference will be the manufacturer’s name on the block. Teams without manufacturer support will have access to the same engine through an independent contractor.
The proposals represent a huge cultural and philosophical shift for an elitist sport that has always been seen as not only a competition between the best drivers in the world but a battle between some of the best engine and car manufacturers, most of whom have long and proud traditions in motor sport.
Ecclestone, who has never been one to worry about sentimentality, is determined that this reform will be put in place by the beginning of the 2010 season and that it will not fall by the wayside, as many apparently radical proposals in Formula One have done in the past.
“The thing I am most excited about is pushing and pushing and pushing the homologated engine idea,” he said yesterday, during the build-up to this weekend’s Japanese Grand Prix at Fuji. “The new engine will be equalised and there will only be two engine changes a year, so costs are going to dramatically come down, and I mean dramatically.”
The spectre haunting the sport is the danger that spiralling costs in increasingly difficult commercial circumstances could force out the smaller teams and leave Formula One struggling to remain a credible championship. Like Ecclestone, Mosley believes that the time has come for radical reform and he is committed to making it happen, with sources close to him underlining that the teams will be presented with a fait accompli if they do not come up with broadly similar ideas.
“There are various things we can do, but the most obvious would be to reduce the cost of the drive-train,” Mosley said after a meeting of the FIA World Motor Sport Council (WMSC) in Paris on Tuesday. “At present, if you can believe this, the engine and gearbox together, for an independent team, is upwards of ¤30 million (about £23.7 million) a year.
“That could be done for probably 5 per cent of that cost without the person in the grandstand noticing any difference at all. Even those big spenders, if they’re given the opportunity to save ¤100 million or ¤200 million a year, they’ll do so. And we’ve got various means of making sure they don’t spend the money, but it does need some draconian changes.”
Apart from discussions about engines, the WMSC was notable also for the reception given to Ecclestone after he said that he regretted having asked Mosley to stand down as president in the wake of lurid revelations in a newspaper about his private life. Ecclestone is understood to have said that, having been friends with Mosley for 40 years, “when he needed some support I should have given it to him”.
Mosley was described as “genuinely surprised” and “moved” by Ecclestone’s comments. The episode underlines that, notwithstanding the teams, manufacturers and sponsors who want Mosley out, the most powerful man in Formula One has buried the hatchet with his old friend.
