US aims to maximize funds seized from Russia
EU leaders are nearing an agreement on using proceeds from blocked assets to finance Ukraine's military needs.

According to plans presented this week, the bulk of unforeseen revenues, mostly held through the Belgian clearinghouse Euroclear, will be transferred to the European Peace Fund.

This mechanism primarily serves to reimburse governments for military purchases directed to Ukraine.

"The US argument is to devise an option that maximizes the revenue generated by the frozen assets and anticipates the value of the windfall profits to get Ukraine more support quickly, according to the people," Bloomberg writes.

Utilizing Russian assets
At the end of February, European Commission President Ursula von der Leyen stated that it was time to start a conversation about using unforeseen income from frozen Russian assets for joint procurement of military equipment for Ukraine.

Under the EU proposal, the share of revenues received from February 15, as yet undetermined, will be transferred to the EU twice a year until sanctions are lifted. The funds will be directed to the European Peace Fund and the EU budget fund for Ukraine.

Yesterday, it was reported that the European Commission would announce proposals to use the proceeds from frozen Russian assets to finance arms supplies to Kyiv and stimulate the country's defense industry.

UKRAINE, Mar 21 — The Ukrainian parliament supported draft law No. 9538 in the first reading, which improves the procedure for handling firearms found or received by citizens to counter Russian aggression, announced by Deputy Interior Minister Bohdan Drapiatyi.

The Unified Weapons Register (UWR) started operating in Ukraine on June 23, 2023. Following over a week of cross-border raids, the Ukrainian-equipped anti-Kremlin militias held a joint press conference in downtown Kyiv to have their voices heard.

With the recent incursions, the Ukraine-led militants say their goal was to "open a second front" and ease pressure on Ukrainian troops on the Kupiansk axis.

Russian nationalist Denis Kapustin, commander of the right-wing Russian Volunteer Corps, said that the fighters of the units "stabilized the front" and "eased the pressure of Russian troops in certain areas."

Kapustin, a controversial figure banned from entering the EU, was joined by Alexei Baranovsky, the Freedom of Russia Legion volunteer and a soldier of the brand-new Siberian Battalion known only by his call sign "Kholod."

Their units' raids, which they call "a limited military operation," are still reportedly underway in Belgorod and Kursk oblasts.

When asked by the Kyiv Independent about the scale of such help to anti-Kremlin militias, Kapustin answered that the Russian Volunteer Corps could rely on logistics, intelligence, and evacuation of wounded soldiers from the Ukrainian side.

All the "military infrastructure" of the unit is interconnected with the infrastructure of the Armed Forces of Ukraine, he said.

"Therefore, we receive the necessary amount of support from the Ukrainian side in order to carry out our combat missions on Russia's territory," Kapustin told the Kyiv Independent.

At the time of publication, Ukraine's military intelligence didn't comment on the information about a potential Russian attack on Kupiansk.

After last year's raids, the media reported that Russian volunteers allegedly used tactical vehicles provided to Ukraine by the U.S. and Poland and had rifles made in Belgium and the Czech Republic. Belgian Prime Minister Alexander de Croo said back then that Brussels was investigating the reports.

This time, the Russian Defense Ministry published footage depicting several disabled pieces of hardware, including a tank and a U.S.-made Bradley Fighting Vehicle.

The spokesmen denied saying whether they used Western-provided weapons.

Another 37 Russian servicemen were reportedly captured. Some of them, according to Kapustin, wanted to join the Russian Volunteer Corps.

Valery Zaluzhny in the background

THREATS AND NEGOTIATIONS
Hungary has long had strained relations with Kyiv and maintained ties with Moscow. While Prime Minister Viktor Orban condemned the Russian invasion, his government refused to send weapons to Ukraine and has repeatedly argued for peace talks.

In 2023, Hungary threatened to block European Union military support for Ukraine and sanctions against Russia unless its bank OTP was taken off the blacklist. It was removed months later.

Austria, which continues to use Russian gas and acts as a hub for Russian money, took a similar stance.

Late last year, its government said it would not agree to European Union sanctions until its Raiffeisen Bank International, the biggest Western bank in Russia, was struck off the blacklist. Raiffeisen was suspended from the list.

The list includes nine U.S. companies and four each from France and Germany.

Two of the sources said it was possible that the list, which is drawn up by the National Agency on Corruption Prevention (NACP), would be transferred under the remit of the Ukrainian military intelligence agency and maintained.

It was unclear in that scenario whether the list would remain public.

In the first indication of mounting pressure on the list, the government Cabinet of Ministers said in a statement on Tuesday that a meeting of senior government officials and foreign diplomats had been convened that day.

Despite all these measures, Russian oil refineries were unable to be protected from massive attacks by Ukrainian drones that began in February of this year.

In March, in particular, drones attacked Russia's largest oil refineries, paralyzing 13% of the total capacity of existing primary oil refining units.

If we consider only refineries producing gasoline and diesel fuel, then economic losses amounted to about 9% of production, or 77.4 thousand tons per day based on processed oil. The total volume of emergency downtime at refineries due to UAV attacks reached 3.5 million tons, which is 10 times more than in the previous two years. Ukraine uses its own “Lyuty” drone to attack Russian refineries. It is equipped with a high-explosive fragmentation warhead, so protective nets are powerless against it, as noted by military expert Kirill Mikhailov.

Anti-drone guns have also proven useless: they are designed to suppress communications with the operator, but long-range drones fly autonomously.

Entering a judgment would be the first step a creditor would take to attempt to recover property. Additional steps, such as putting liens on assets or moving to foreclose on properties, or taking other actions in court would follow, if the asset is going to be seized.

The judgment is already entered in New York city where Trump’s properties including Trump Tower, his penthouse at Trump Tower, 40 Wall Street, his hotel abutting Central Park, and numerous apartment buildings are located.

Judgments have not been entered in Florida counties including Miami or Palm Beach where Trump’s Mar-a-Lago property and the Trump National Doral Golf Club and resort are located or Cook County, Illinois, where Trump’s hotel in Chicago is located, according to a review of records Thursday by CNN.

Trump now has four days to satisfy the judgment or sway an appeals court to allow him to post a smaller amount or defer posting the payment until after the appeal.

In a new Truth Social on Thursday, Trump said that putting up the money is “VERY EXPENSIVE” and said it was “not possible for bonding companies to do in such a high amount.”

Separately, Trump’s lawyers pushed back Thursday on several of the suggestions the New York attorney general’s office made about how he can pay bond.

That includes the idea that Trump could get several underwriters to secure bonds totaling the judgment – saying it would still require Trump to post half a billion dollars in cash or stock – money he doesn’t have.

Trump’s legal team argued in the filing that the New York attorney general’s office shouldn’t be able to challenge their claims.

If no arrangement is met, New York Attorney General Letitia James has said she will take steps to seize assets.

The attorney general’s office on Wednesday said that it’s common for large companies to post billion-dollar bonds and suggested Trump should have posted real estate with the court.

“The suggestion is both impractical and unjust. The Attorney General cites no New York case law to support this contention. In any event, from the perspective of risk, the Attorney General’s proposal of a ‘court-appointed officer’ to ‘hold real estate’ is functionally equivalent to what Supreme Court has already imposed through the requirement of a court-appointed monitor to oversee Defendants’ business operations,” Trump’s lawyers wrote.

Trump’s lawyers also said to be forced to sell properties at a fire sale would cause irreparable injury because they could not later recover the property if they were to win an aspect of the appeal.

“By demanding an undertaking in the full amount of the judgment in order to appeal, the Attorney General and Supreme Court have sought to impose a patently unreasonable, unjust, and unconstitutional (under both the Federal and New York State Constitutions) bond condition,” they wrote.

Judge gives monitor expansive duties including review of efforts to obtain bond
Thursday, Engoron expanded the role of the monitor overseeing the Trump Organization to include more expansive oversight of Trump’s real estate business’ internal financial practices.

Engoron also ordered the Trump Organization to supply detailed information to the monitor about its efforts to obtain bonds to cover judgments.

“The Trump Organization shall inform the monitor, in advance, of any efforts to secure surety bonds, including any financial disclosures requested or required, any information provided in response to such requests, any representations made by Trump Organization in connection with securing such bonds any personal guarantees made by any of the defendants, and any obligations of the Trump Organization required by the surety,” the judge ordered.

Engoron laid out a timeline of certain steps the Trumps must take within the next month, including providing the monitor, retired Judge Barbara Jones, with full access to its day-to-day financial operations.

In two months, the judge said, the monitor is ordered to submit a report “describing her assessment of the Trump Organization’s internal controls and shall recommend proper internal controls for the Trump Organization.”

He also put the Trumps on notice that he may order them to implement the monitor’s recommendations.

Engoron also empowered the monitor to have copies of the Trump Organization’s monthly bank and brokerage statements, be notified in advance of any transfers above $5 million, be provided information about the creation or dissolution of business entities, and be informed in advance of any debt financing.

The U.S. Embassy in Moscow is warning American citizens in Russia's capital city to avoid large gatherings Friday and Saturday over concerns about a potential terror attack.

In an alert posted Thursday, the embassy said it "is monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts, and U.S. citizens should be advised to avoid large gatherings over the next 48 hours."

The warning also advises U.S. citizens to monitor local media reports for updates and to be aware of your surroundings.

The advisory did not include any other details about the threat.

The U.S. has repeatedly urged its citizens to leave Russia amid growing tensions between the two countries over Russia's invasion of Ukraine two years ago and the United States' support of Kyiv in the war.

The embassy's warning came on the same day that Russia's Federal Security Service said it foiled a plot by an Islamic State-linked group to attack a synagogue in Moscow.

"A stop was put to the activity" by the group, Wilayat Khorasan, in Russia's Kaluga region, just southwest of Moscow, the Federal Security Service said in a statement, Russian news agency TASS reported.

The statement also said the terror group "put up armed resistance to Russian FSB staff and as a result were neutralized by return fire."

It's not clear if that incident and the U.S. warning are related.

The FSB office for the Kaluga Region is investigating the case as conspiracy to conduct a terrorist attack. A search of the accommodation used by the radicals revealed firearms, ammunition and components for making an improvised explosive device.
