Wat een circus weer, met aan het hoofd een grote clown.quote:White House hits Johnson for going on recess without passing Ukraine aid
The White House on Thursday bashed Speaker Mike Johnson (R-La.) for starting the House recess without bringing the Senate-passed Ukraine aid package to the floor for a vote.
The Senate early Tuesday approved a bipartisan funding measure providing aid to Ukraine, Israel and other allies with 70 votes.
But Johnson says the Senate bill lacks the tougher border security measures demanded by House Republicans and that he won’t move it in the lower chamber.
White House spokesperson Andrew Bates argued in a memo, first obtained by The Hill, that Johnson is cutting and running early to go on recess “instead of ending the harm he’s doing to our national security.”
“Every day that Speaker Johnson causes our national security to deteriorate, America loses. And every day that he puts off a clean vote, congressional Republicans’ standing with the American people plunges,” Bates said. “Running away for an early vacation only worsens both problems.”
House GOP leadership canceled votes for Friday, and the House will return to Washington on Feb. 28 after the President’s Day recess. Bates noted the split out of D.C. also comes days after former Rep. Tom Suozzi (D) won in a New York special election, flipping a GOP-held seat.
“The American people are outraged at the damage Speaker Johnson is causing to America’s national security in the name of politics, as voters in New York proved Tuesday,” Bates said.
“But instead of ending his politicization of the country’s safety, Speaker Johnson is cutting and running, sending the House on an early, undeserved vacation as he continues to strengthen Russia’s murderous war effort and the Iranian regime at the expense of American national security, U.S. manufacturing jobs, and our closest alliances,” he added.
Johnson hit back on Thursday, noting that the White House threw cold water on the Speaker’s request for a meeting with Biden.
“This criticism is unserious. The President — who has spent over a calendar year on vacation since taking office — continues to refuse to even meet with the Speaker,” spokesperson Taylor Haulsee said in a statement.
The White House has hit Johnson all week on the issue of border security. A week ago, a group of senators from both parties unveiled legislation that included efforts to tighten security at the border, as well as provide aid to Ukraine and Israel.
Republicans who had been demanding that aid to Ukraine be coupled with action at the border argued the package was insufficient, and Johnson said it was dead on arrival in the House, a move that aligned with former President Trump’s desire to run on the border as a political issue against President Biden.
Bates argued that the “national security legislation at hand would pass the House with bipartisan support — as it already did in the Senate” and said voters in the New York special election showed the House GOP will be held “accountable for sabotaging American border security and undercutting essential national security alliances.”

Russians continue to recruit mercenaries from various countries for the war against Ukraine. Tens of thousands of citizens from Asia and Africa are already fighting on the side of the Russian army, according to the National Resistance Center.
As reported, the training of foreign mercenaries continues in Russia, who are then sent to Ukrainian territory. Russians promise them salaries ranging from 2 to 4 thousand dollars, but actually pay only a few hundred dollars for provisions.
Russian special services actively recruit citizens from Syria, Nepal, Afghanistan, India, Congo, Egypt, and Central Asian countries. Mostly, the occupiers use them to storm Ukrainian positions.
Russians recruit foreigners for the war against Ukraine
Earlier, it was reported that the Russian military was experiencing a shortage of personnel to fill combat losses, so they were trying to recruit foreign volunteers for service.
In particular, Cuba was involved in recruiting citizens for the war in Ukraine. The recruits were promised high salaries, bonuses, and vacations.
Also, in early January, Nepal stopped issuing permits to its citizens to work in Russia and Ukraine. At least 10 Nepalese soldiers were killed while serving in the Russian army.
We also wrote that Nepal recently began demanding compensation payments from Russia for its citizens killed in the war against Ukraine.
Moreover, Ukrainian intelligence recently obtained data on 141 mercenaries from Syria recruited by Russia for the war against Ukraine.

• Nearly half of tankers sanctioned by the US have failed to load new cargo, Bloomberg reported.
• The West has stepped up efforts to enforce its trade restrictions on Russia, sanctioning 50 vessels.
• It's caused Urals crude to trade at deeper discounts and dissuaded some markets from accepting imports.
Efforts to clamp down on vessels breaching Western restrictions on Russia are showing results, with nearly half of sanctioned oil tankers now idle, Bloomberg reported.
Of the 50 tankers targeted by the US Treasury since October, 21 have failed to load on new cargo.
These ships fell into Western crosshairs for trading Moscow's crude above the $60 price cap, a Group of Seven measure implemented to limit Russian energy revenue. Such restrictions took form in response to Moscow's invasion of Ukraine in 2022; additional curbs include caps on refined products.
But the system has faltered since its introduction, as some companies continue ferrying Russian crude above the set price limit. It's partially done through the Kremlin's "shadow fleet," a collective of vessels with hard-to-track owners that circumvent the use of Western insurance and tankers.
To counteract this, the Treasury sanctioned eight individual vessels between last October and December. Before 2023's end, another 24 tankers were added to the list, as the department focused on a shipping company owned by the Russian state-controlled Sovcomflot, Bloomberg said.
The United Arab Emirates-based Hennesea Holdings, owner of 18 ships, was sanctioned in January. And most recently, the Sovcomflot tanker NS Leader was named on Thursday, causing the carrier to reverse course near Portugal and head back toward Russia.
It's a crackdown that's weighing on crude prices, as Russia's Urals crude is sinking toward deeper discounts against Dated Brent. Meanwhile, for tankers still trading, US sanctions have compelled some markets to rethink the imports.
In late January, 10 million barrels of Sokol crude were stuck awaiting delivery to Indian ports, a traditional trade partner. Hardeep Singh Puri, the country's Minister for Petroleum and Natural Gas, recently acknowledged that Russia would need to conform to Western sanctions for trade to happen.
But the US and its allies have yet to dispel Russia's shadow fleet. Recently, a UK sanctions official noted the G7 is making efforts to compel the international community to enforce the price cap, and effectively bring the mystery tankers back into Western fleets.

quote:Ukraine 'closer than ever' to joining Nato, despite war
When the political timing is right, Ukraine will go into Nato as swiftly as Finland and Sweden are doing, Nato secretary general Jens Stoltenberg said in Brussels on Thursday (15 February).
"We are moving Ukraine closer to membership so that when we take the decision they can enter very quickly, as we saw with Sweden and Finland," Stoltenberg said.
"An invitation will be made when all allies agree and conditions are met. We are now moving closer to that point," he added.
"Ukraine is closer to Nato membership than ever before," he said.
The two Nordic states trained alongside Nato for decades before applying to join in May 2022 in reaction to Russia's invasion of Ukraine.
Finland became a member in April last year — the fastest accession process in the Western alliance's history.
Sweden is expected to join in spring, when the Hungarian parliament meets again — with Hungary the last of 31 allies to still hold a ratification vote.
Stoltenberg explained that the Ukraine war had brought Nato and Ukrainian forces closer than ever in terms of "interoperability", amid massive transfers of high-tech Western weapons systems to Ukraine, including F16 fighter jets.
He also announced the creation of a new Nato-Ukraine military academy in Bydgoszcz, northern Poland.
One flashy opportunity for Nato to invite Ukraine would be at its 75th anniversary summit in Washington in July.
But there is no sign on the battlefield that Ukraine will reconquer the territories in south-east Ukraine and Crimea annexed by Russia since 2014.
And Nato's Article V on mutual defence would pose questions on whether Ukraine's Nato entry in time of war would lead to a Nato-Russia clash.
Stoltenberg spoke after meeting Nato defence ministers and amid fears that if Russian president Vladimir Putin won in Ukraine, then he might threaten a Nato country, such as Poland or one of the Baltic states, a few years later.
Stoltenberg also spoke after US intelligence came to light that Russia was developing a nuclear-capable space weapon.
"In Nato, we're constantly exchanging intelligence between Nato allies and always monitoring all potential threats from all domains," Stoltenberg said, but declined to comment on the Russian space-weapon reports.
Speaking more broadly, he added: "We do not see any imminent military threat against the alliance".
"Nato continues to ensure there's no room for miscalculation in Moscow about our readiness to protect all allies," he said.
Some 90,000 Nato soldiers were currently holding a drill, called Steadfast Defender, "testing our ability to swiftly move forces across the alliance to defend our eastern flank," he also said.
Meanwhile, the run-up to the Washington Nato summit coincides with the run-up to US elections in November — posing other challenges for the Western alliance.
Republican US candidate Donald Trump is making headlines for his re-election campaign by saying Russia should feel free to attack Nato states which don't spend enough on their own defence.
The US House of Representatives is also still to vote on a $95bn aid package for Ukraine, raising concern in Kyiv on whether Western war-fatigue is setting in after two years of conflict.
But Stoltenberg dismissed Trump's rhetoric and said he expected the US to shortly approve the financial aid.
"I expect the US to be a staunch ally", he said.
This was because a strong Nato and a Ukrainian victory was just as important for US security as it was for Europe's, Stoltenberg said.
And there was "broad bipartisan support" for the Ukraine aid in Washington, despite the delays and Trump's statements, he added.
If Putin won in Ukraine it would embolden other authoritarian leaders, such as Chinese president Xi Jinping, who has threatened to start a war with Taiwan on America's Pacific Ocean flank, Stoltenberg said.
"What happens in Ukraine today can happen in Taiwan tomorrow, so this matters for our security and it matters for US security," he said.

The authorities of Uzbekistan have decided de facto to join the West's financial sanctions against Russia, which by the beginning of 2024 have included more than 11,000 citizens and companies.
Thus, in the first reading, the Parliament of Uzbekistan adopted a draft law that will prohibit banking operations in the country for sanctioned individuals and legal entities, Censor.NET reports with reference to Economic Truth.
This draft law was proposed due to the risks of applying secondary sanctions against Uzbekistan - measures for violation of the sanctions regime, explained the press service of the Majlis (parliament of the country).
The draft law, which was prepared taking into account the experience of the Czech Republic, Latvia and Estonia, which joined the sanctions, gives additional powers to the Central Bank of the country.
The draft law is needed to "increase the effectiveness of the sanctions compliance system in the banking sector," the Majlis said.
It is noted that Uzbekistan, which became one of the hubs of the so-called "parallel import" to Russia and one of the main destinations of "card tourism" of Russian citizens, in the first year of the great war received more than 300 thousand Russians, of whom 60 thousand opened bank accounts.
At the same time, the amount of remittances from the Russian Federation to Uzbekistan jumped by 160%, to a record 14.5 billion dollars (for 2022), and Russian entrepreneurs became record holders for the number of companies opened in the country.
But after repeated visits to Central Asia by EU and US officials, Uzbek banks strengthened the conditions for Russians.
"Actually, the draft law that is being adopted will only consolidate the practice that has already developed: banks in Uzbekistan no longer conduct transactions with sanctioned persons," said Denys Primakov, head of the "Sanctions Law and Compliance" practice of AB KIAP.
Oleksandr Aronov, lawyer and managing partner of MCA "Aronov and Partners", added that recently all payments between Russia and Uzbekistan have been poorly made.
"It is practically impossible to carry them out. This is due to the imposed sanctions and fears about the application of secondary sanctions," he summarized.

The US government asked a judge for permission to sell a $300 million Russian superyacht seized in 2022 — citing the fact that it’s been costing taxpayers $600,000 a month to maintain.
The hefty monthly tab includes $360,000 in payments to the 348-foot vessel’s crew, plus $75,000 for fuel and $165,000 in other maintenance, like waste removal and food, according to court papers filed by the US in Manhattan on Friday obtained by Bloomberg.
The superyacht, called Amadea, reportedly belongs to Russian billionaire Suleiman Kerimov, an alleged money launderer sanctioned by the US in 2018 as one of several oligarchs who profited from the Kremlin “through corruption and its malign activities around the globe, including the occupation of Crimea,” according to the Justice Department.
Kerimov, 57, is worth $9.1 billion, according to Bloomberg’s calculations, which he built making hefty bets on Russian companies across a variety of industries after the fall of the Soviet Union, the outlet reported.
Amadea was seized at the request of the US government in Fiji in April 2022, though the costs it has incurred since then shouldn’t have to be paid by the American public while the court considers whether to order forfeiture of the vessel, the government said in its court filing, per Bloomberg.
The $600,000-a-month bill is “far from modest,” the DOJ added.
Authorities are also due to pay Amadea’s $1.7 million annual iinsurance bill this month, according to Bloomberg, and the vessel is scheduled to go into dry dock for repairs in March.
Though the DOJ won’t have to pay monthly maintenance costs when Amadea is in dry dock, it expects to cough up $5.6 million to mend the yacht.
Amadea isn’t the only asset a Justice Department task force has targeted. The group has been seizing yachts, planes and luxury real estate of wealthy Russians who have been sanctioned in connection with the war in Ukraine, Bloomberg reported.
In March, for example, US investigators asked a judge for permission to take over a Southampton mansion along with two Park Avenue condos and property on Fisher Island in Florida worth a combined $75 million owned by sanctioned Russian businessman Viktor Vekselberg.
A year prior, Vekselberg’s $90 million, 255-foot superyacht, Tango, was seized in Spain at the request of the US government.
The US has hoped that by seizing the property of wealthy Russian leaders, it will punish them for backing the war and influence their future behavior.
Should Amadea be allowed to go to sale, the court’s next hurdle is figureing out who actually owns the luxury yacht, according to Bloomberg.
Though the US says Kerimov is the owner, the American government has also accused him of violating sanctions by making payments that went to US companies or passed through the US financial system, Bloomberg reported.
Eduard Khudainatov, the ex-CEO of Russian state-owned oil producer Rosneft, has also claimed that he’s the actual owner of Amadea.
Khudainatov has been considered Vladimir Putin’s right-hand man, and was thrust into the limelight in May 2022, when US authorities identified him as the proxy owner of two seized superyachts: Amadea and the 459-foot Scheherazade, the $700 million luxury boat impounded by Italy.
Khudainatov, however, hasn’t been sanctioned by the US.
Lawyers for the obscure oligarch said in a statement that Khudainatov would reimburse the US for the cost of maintaining Amadea — which already totals about $20 million — if it is returned to him, according to Bloomberg.
The lawyers called the seizure “unlawful.”
While the US rejects Khudainatov’s claim, it says that he should pay for the maintenance until a decision is made about the vessel’s forfeiture, Bloomberg reported.
As long as Khudainatov isn’t paying, the government says it’s entitled to sell the boat.
Dat is een mooi aantal drones. Laten we hopen dat het geen wassen neus is zoals die 1 miljoen stuks artilleriemunitie en raketten die beloofd waren met als deadline maart.quote:NATO Countries to Provide Ukraine with 1M Drones in 2024
NATO Secretary General Jens Stoltenberg states that Western allies plan to supply Ukraine with one million drones by 2024.
The NATO Secretary General made this statement during his speech in Brussels.
“A group of allies is going to join forces and give Ukraine a million drones, and 20 NATO allies have also agreed to create a coalition for demining,” Stoltenberg said.
Most likely, this refers to the Coalition of Drones initiated by Latvia, the launch of which was reported by Militarnyi on January 18.
The UK, Sweden, and the Netherlands have already joined the Drone Coalition. The purpose of this association is to provide the Armed Forces of Ukraine with a large number of drones for various purposes.
Militarnyi previously reported that Latvia and the UK will start supplying FPV drones to Ukraine as part of the Drone Coalition.
“FPV drones have proven highly effective on the battlefield since Russia’s full-scale invasion, providing their operators with situational awareness to target enemy positions and armored vehicles. As part of the coalition, the UK will scale up and streamline the West’s provision of “first person view” (FPV) drones to Ukraine,” the statement reads.
This is the first project to be launched from the £200 million ($250 million) drone package that the Prime Minister announced in January 2024.
The UK will order thousands of FPV drones for Ukraine, including from UK manufacturers, providing a boost to the industry and delivering on the Prime Minister’s priority to grow the economy.
It was also reported that the Armed Forces of Ukraine will receive more than one million Ukrainian-made FPV drones.
This was stated by Mykhailo Fedorov, Minister of Digital Transformation of Ukraine.
Fedorov also added that the state delivered 50 times more drones in December 2023 than in all of 2022.

quote:The US Congress is debating at least two options for approving aid to Ukraine
Legislators can put the issue of aid to Ukraine to a vote, bypassing the committees and the speaker
Lawmakers in both houses of the US Congress are considering ways to approve aid for Ukraine in the House of Representatives, whose Speaker Mike Johnson refused to put the package approved this week in the Senate to a vote. This is reported by The Hill.
The best option, which is being discussed by the legislators of the lower house of the Congress, is to use a discharge petition - a procedure that allows you to put the issue to a vote, bypassing the committees and the speaker.
To use a discharge petition, you need to collect the signatures of a simple majority of the members of the House of Representatives, that is, 218. The Democrats already have a petition with 213 signatures, which they prepared last year during the discussions on raising the ceiling of the national debt of the United States.
New Democratic House member Tom Suozzi (elected after the ouster of Republican George Santos) is also likely to sign on. But several progressive Democrats may withdraw their signatures because they oppose military aid to Israel.
Therefore, for the success of the discharge petition, the Democrats in the lower house of Congress need to win the support of several Republicans. For them, this is a political risk, since they openly oppose their leadership. So far, only one Republican, Greg Murphy, has publicly announced the possibility of joining the petition.
The second alternative version of the approval of aid to Ukraine in Congress, which The Hill learned about, involves the adoption of an alternative bill that would include measures for the security of the US border with Mexico and funding for Israel, Ukraine and Taiwan.
According to one of the initiators, Republican Don Bacon, the cost of the package will be about $60 billion, of which approximately $40 billion will go to Ukraine. They believe that their bill has a better chance of passing because it does not include funds for humanitarian aid to the Palestinians in Gaza, which could distract Republicans.
It will be recalled that the US Senate voted for the final approval of the aid package for Ukraine, Israel and Taiwan. Now the decision rests with the House of Representatives. So far, the draft law has received 63 "yes" votes, which is enough for approval.
In particular, the speaker of the House of Representatives of the US Congress, Mike Johnson, finds himself in an increasingly difficult situation regarding the support of military aid to Ukraine. He is sandwiched between the Senate (the upper house of Congress), which is moving toward approving aid to Kyiv, and conservatives in the House of Representatives, who are warning that any support for Ukraine could cost him his job.
By the way, the $60 billion aid bill to Ukraine, which is being considered in the US Senate, provides for support until September 2025. This could become a "trap" for former President Donald Trump in the event of his re-election.
As reported, the speaker of the US House of Representatives, Mike Johnson, promised that under the leadership of the Republican Party in the House, the draft law on the allocation of aid to Ukraine, which does not contain measures to solve the migration crisis, will not be adopted .

NATO and Ukraine will create a joint analysis, training, and education center in Poland, NATO Secretary-General Jens Stoltenberg said on Feb. 15 during a press conference in Brussels, according to a Kyiv Independent journalist.
"Today, we decided to create a new NATO-Ukraine joint analysis, training, and education center in Bydgoszcz, Poland," Stoltenberg said as NATO defense ministers gathered in Belgium's capital.
"It will allow Ukraine to share lessons learned from Russia's war and will create a structure for Ukrainian forces to learn and train alongside their allied counterparts."
According to Stoltenberg, allies are yet to agree on further details regarding the plan.
"What we have made now is the political decision, and then we will implement that decision in the coming weeks and months. Today's decision is the start of the process," he said.
"This will benefit them and us, and also create a framework to train alongside NATO allied troops. Our experts are now working on the details, and I expect NATO leaders will take the final decision later on this year."
NATO countries have provided training support to Ukraine's Armed Forces since the outbreak of the full-scale war.
During the NATO summit in Vilnius last July, allied leadership named better interoperability between Ukraine's army and NATO militaries as one of the key priorities for future cooperation.

quote:Ratio of forces one to seven: Insight from elite 3rd Assault Brigade on Avdiivka situation
The situation in the Avdiivka area, where the Third Separate Assault Brigade of the Armed Forces of Ukraine was redeployed to reinforce defense, is difficult. The ratio of Ukrainian to Russian forces currently stands at one to seven, says the press officer of the Third Separate Assault Brigade, Oleksandr Borodin, in an interview with Radio Liberty.
"There are two armies against us here. The ratio is approximately one to seven. This is a very serious challenge. If we compare it with Bakhmut, where we were also in defense during the PMC Wagner, there was a mixture of prisoners and special units. Here, however, there are linear mechanized brigades and specialists from the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (GRU). So, this is probably the most serious Russian force in Ukraine," Borodin says.
According to him, Ukrainian forces are currently operating in a complex defensive format in the Avdiivka area.
"Some units are working in a 360-degree environment. This means that the situation is indeed difficult, and one of the elements is that the enemy can attack from almost all directions on certain sections. This does not mean that we are completely surrounded in these areas, but it means that they can attack," the press officer notes.
Fighting in the Avdiivka area
Avdiivka is called the gateway to Donetsk, and Russian invaders have been trying to capture the city since the fall of 2023. According to Ukrainian military sources, Russians have lost tens of thousands of soldiers in battles for Avdiivka.
Currently, the invaders have reached the outskirts of Avdiivka. Another defense outpost remaining is the coke-chemical plant.
The Ukrainian Armed Forces emphasize that the situation in Avdiivka is becoming critical.
Today, the press service of the Third Assault Brigade officially confirmed that they have been redeployed to the Avdiivka area to reinforce the Ukrainian defense.
Fighters of the Third Assault Brigade note that the battles in this direction are more challenging than those in Bakhmut.
Also, read more about how the battles for the city may develop and whether there is a threat of encirclement of Avdiivka in the material from RBC-Ukraine.

“I can […] show girls by example that women have a place here too,” Kolesnikova, a local hairdresser, told the independent news outlet Vyorstka.
“But you have to understand that you’ll have to run, jump, and so on. Everyone decides for themselves whether they can do it or not,” she said.
Kolesnikova has since deleted the recruitment ad without explanation.
In December, Belgorod region Governor Vyacheslav Gladkov announced the formation of territorial self-defense units.
The units consist of several battalions of local volunteers, many of whom had not been able to join Russia’s regular army due to health reasons or age limits.
Since Moscow launched its invasion of Ukraine, the Belgorod region has been regularly shelled, with civilian and military sites targeted in attacks.
Ukraine has denied responsibility for the cross-border strikes.
Gladkov announced plans in early July to arm the defense units, which he said would double in size from 3,000 to 6,000 fighters.

Prisoners, homeless people and other socially disadvantaged individuals made up the majority of military recruits in the Siberian city of Krasnoyarsk over the past year, a local assemblyman has said.
“Over the last year our contract soldiers were mostly alcoholics, homeless people, derelicts, prisoners and others,” the local news website ngs24.ru quoted Krasnoyarsk city council member Vyacheslav Dyukov as saying at a televised session Wednesday.
Dyukov is a member of the ruling, pro-Kremlin United Russia party, which unanimously backs President Vladimir Putin’s policy initiatives including his 2022 decision to invade Ukraine.
Dyukov’s characterization of Russian servicemen came during discussions on recruitment numbers with the head of one of Krasnoyarsk’s seven municipal districts, Yury Savchuk.
Savchuk argued that his Zheleznodorozhny district, which boasts the lowest crime rates in Krasnoyarsk, has fulfilled Moscow’s 2024 contract soldier recruitment plan so far despite the mayor’s claims otherwise.
Russia is pushing a military recruitment drive in a bid to replenish its troop numbers in Ukraine, where its forces have been fighting for nearly two years.
Defense Minister Sergei Shoigu boasted in December that 490,000 contract servicemen and volunteers had been enlisted since the beginning of 2023. Around 387,000 of them are thought to be contract soldiers.
Federal authorities expect to find approximately 400,000 more people to sign army contracts in 2024, government sources told independent journalist Farida Rustamova.
This year’s recruitment plan is expected to be more challenging than the last because the military has exhausted its pool of potential recruits, the sources said in December.

‘A lot higher than we expected’: Russian arms production worries Europe’s war plannersDat zie ik niet gebeuren helaas.
