quote:The US Congress is debating at least two options for approving aid to Ukraine
Legislators can put the issue of aid to Ukraine to a vote, bypassing the committees and the speaker
Lawmakers in both houses of the US Congress are considering ways to approve aid for Ukraine in the House of Representatives, whose Speaker Mike Johnson refused to put the package approved this week in the Senate to a vote. This is reported by The Hill.
The best option, which is being discussed by the legislators of the lower house of the Congress, is to use a discharge petition - a procedure that allows you to put the issue to a vote, bypassing the committees and the speaker.
To use a discharge petition, you need to collect the signatures of a simple majority of the members of the House of Representatives, that is, 218. The Democrats already have a petition with 213 signatures, which they prepared last year during the discussions on raising the ceiling of the national debt of the United States.
New Democratic House member Tom Suozzi (elected after the ouster of Republican George Santos) is also likely to sign on. But several progressive Democrats may withdraw their signatures because they oppose military aid to Israel.
Therefore, for the success of the discharge petition, the Democrats in the lower house of Congress need to win the support of several Republicans. For them, this is a political risk, since they openly oppose their leadership. So far, only one Republican, Greg Murphy, has publicly announced the possibility of joining the petition.
The second alternative version of the approval of aid to Ukraine in Congress, which The Hill learned about, involves the adoption of an alternative bill that would include measures for the security of the US border with Mexico and funding for Israel, Ukraine and Taiwan.
According to one of the initiators, Republican Don Bacon, the cost of the package will be about $60 billion, of which approximately $40 billion will go to Ukraine. They believe that their bill has a better chance of passing because it does not include funds for humanitarian aid to the Palestinians in Gaza, which could distract Republicans.
It will be recalled that the US Senate voted for the final approval of the aid package for Ukraine, Israel and Taiwan. Now the decision rests with the House of Representatives. So far, the draft law has received 63 "yes" votes, which is enough for approval.
In particular, the speaker of the House of Representatives of the US Congress, Mike Johnson, finds himself in an increasingly difficult situation regarding the support of military aid to Ukraine. He is sandwiched between the Senate (the upper house of Congress), which is moving toward approving aid to Kyiv, and conservatives in the House of Representatives, who are warning that any support for Ukraine could cost him his job.
By the way, the $60 billion aid bill to Ukraine, which is being considered in the US Senate, provides for support until September 2025. This could become a "trap" for former President Donald Trump in the event of his re-election.
As reported, the speaker of the US House of Representatives, Mike Johnson, promised that under the leadership of the Republican Party in the House, the draft law on the allocation of aid to Ukraine, which does not contain measures to solve the migration crisis, will not be adopted .

quote:Stoltenberg: NATO, Ukraine to launch joint training center in Poland
NATO and Ukraine will create a joint analysis, training, and education center in Poland, NATO Secretary-General Jens Stoltenberg said on Feb. 15 during a press conference in Brussels, according to a Kyiv Independent journalist.
"Today, we decided to create a new NATO-Ukraine joint analysis, training, and education center in Bydgoszcz, Poland," Stoltenberg said as NATO defense ministers gathered in Belgium's capital.
"It will allow Ukraine to share lessons learned from Russia's war and will create a structure for Ukrainian forces to learn and train alongside their allied counterparts."
According to Stoltenberg, allies are yet to agree on further details regarding the plan.
"What we have made now is the political decision, and then we will implement that decision in the coming weeks and months. Today's decision is the start of the process," he said.
"This will benefit them and us, and also create a framework to train alongside NATO allied troops. Our experts are now working on the details, and I expect NATO leaders will take the final decision later on this year."
NATO countries have provided training support to Ukraine's Armed Forces since the outbreak of the full-scale war.
During the NATO summit in Vilnius last July, allied leadership named better interoperability between Ukraine's army and NATO militaries as one of the key priorities for future cooperation.

https://nos.nl/artikel/25(...)informeel-bij-elkaar

Zelfs met de in verhouding hoge lonen in de defensie industrie. quote:Ratio of forces one to seven: Insight from elite 3rd Assault Brigade on Avdiivka situation
The situation in the Avdiivka area, where the Third Separate Assault Brigade of the Armed Forces of Ukraine was redeployed to reinforce defense, is difficult. The ratio of Ukrainian to Russian forces currently stands at one to seven, says the press officer of the Third Separate Assault Brigade, Oleksandr Borodin, in an interview with Radio Liberty.
"There are two armies against us here. The ratio is approximately one to seven. This is a very serious challenge. If we compare it with Bakhmut, where we were also in defense during the PMC Wagner, there was a mixture of prisoners and special units. Here, however, there are linear mechanized brigades and specialists from the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (GRU). So, this is probably the most serious Russian force in Ukraine," Borodin says.
According to him, Ukrainian forces are currently operating in a complex defensive format in the Avdiivka area.
"Some units are working in a 360-degree environment. This means that the situation is indeed difficult, and one of the elements is that the enemy can attack from almost all directions on certain sections. This does not mean that we are completely surrounded in these areas, but it means that they can attack," the press officer notes.
Fighting in the Avdiivka area
Avdiivka is called the gateway to Donetsk, and Russian invaders have been trying to capture the city since the fall of 2023. According to Ukrainian military sources, Russians have lost tens of thousands of soldiers in battles for Avdiivka.
Currently, the invaders have reached the outskirts of Avdiivka. Another defense outpost remaining is the coke-chemical plant.
The Ukrainian Armed Forces emphasize that the situation in Avdiivka is becoming critical.
Today, the press service of the Third Assault Brigade officially confirmed that they have been redeployed to the Avdiivka area to reinforce the Ukrainian defense.
Fighters of the Third Assault Brigade note that the battles in this direction are more challenging than those in Bakhmut.

quote:Russia Recruits Women for Territorial Defense Units on Ukraine Border
Authorities in Russia’s southwestern Belgorod region are recruiting female fighters for defense units along the border with Ukraine.
State television broadcast reports this week featuring an all-female unit undergoing military training in the western part of the region, which has been targeted by armed incursions in recent months.
Channel One and Rossia showed footage of kindergarten teachers and librarians practicing rifle shooting and administering first aid to soldiers.
“Who are we fighting? Scum, if I may say so,” said a female fighter named Anastasia.
On Wednesday, a member of Belgorod’s territorial defense Natalia Kolesnikova posted an online recruitment ad targeting women.
“I can […] show girls by example that women have a place here too,” Kolesnikova, a local hairdresser, told the independent news outlet Vyorstka.
“But you have to understand that you’ll have to run, jump, and so on. Everyone decides for themselves whether they can do it or not,” she said.
Kolesnikova has since deleted the recruitment ad without explanation.
In December, Belgorod region Governor Vyacheslav Gladkov announced the formation of territorial self-defense units.
The units consist of several battalions of local volunteers, many of whom had not been able to join Russia’s regular army due to health reasons or age limits.
Since Moscow launched its invasion of Ukraine, the Belgorod region has been regularly shelled, with civilian and military sites targeted in attacks.
Ukraine has denied responsibility for the cross-border strikes.
Gladkov announced plans in early July to arm the defense units, which he said would double in size from 3,000 to 6,000 fighters.
quote:‘Alcoholics and Criminals’ Dominate Russian Army Recruits, Says Siberian City MP
Prisoners, homeless people and other socially disadvantaged individuals made up the majority of military recruits in the Siberian city of Krasnoyarsk over the past year, a local assemblyman has said.
“Over the last year our contract soldiers were mostly alcoholics, homeless people, derelicts, prisoners and others,” the local news website ngs24.ru quoted Krasnoyarsk city council member Vyacheslav Dyukov as saying at a televised session Wednesday.
Dyukov is a member of the ruling, pro-Kremlin United Russia party, which unanimously backs President Vladimir Putin’s policy initiatives including his 2022 decision to invade Ukraine.
Dyukov’s characterization of Russian servicemen came during discussions on recruitment numbers with the head of one of Krasnoyarsk’s seven municipal districts, Yury Savchuk.
Savchuk argued that his Zheleznodorozhny district, which boasts the lowest crime rates in Krasnoyarsk, has fulfilled Moscow’s 2024 contract soldier recruitment plan so far despite the mayor’s claims otherwise.
Russia is pushing a military recruitment drive in a bid to replenish its troop numbers in Ukraine, where its forces have been fighting for nearly two years.
Defense Minister Sergei Shoigu boasted in December that 490,000 contract servicemen and volunteers had been enlisted since the beginning of 2023. Around 387,000 of them are thought to be contract soldiers.
Federal authorities expect to find approximately 400,000 more people to sign army contracts in 2024, government sources told independent journalist Farida Rustamova.
This year’s recruitment plan is expected to be more challenging than the last because the military has exhausted its pool of potential recruits, the sources said in December.
