Yuvileine is a small village in the Russian-occupied part of Kherson Oblast, some 50 kilometers southeast of Kherson.

Russia occupied a large part of Kherson Oblast in the early weeks of the full-scale war but was pushed east of the Dnipro River in Ukraine's surprise counteroffensive in the fall of 2022.

Russian proxies claimed on Nov. 9 that a Ukrainian missile hit the occupied town of Skadovsk in Kherson Oblast. The media later reported that several high-ranking Russian officers were killed in that attack.

Russia has also weaponized history, particularly that of the Soviet Union's victory against Nazi Germany, and sought to portray current perceived opponents of Russia as being aligned with Nazism.

The bill is being prepared, and it is unclear if it will be formally submitted to Russia's parliament. The proposed penalties for violating the terms of the "loyalty agreement" were not specified.

Representatives from the ministry and the parliament did not respond to requests for comment on the draft law from Reuters.

The proposed law comes ahead of the upcoming Russian presidential election, which is scheduled to be held in March 2024. Although Russian dictator Vladimir Putin has yet to officially announce he is seeking reelection, it is widely expected that he will do so.

It is unclear if other candidates will nominally participate, but if Putin decides to run, his victory is all but assured.

It’s an unarmored transport truck with a launcher for naval anti-submarine rockets bolted to its back.

The truck with its crudely-attached RBU-6000 launcher appears in a photo that circulated on social media last week. It’s not the first improvised RBU-6000 vehicle the Russians have fielded, but it definitely is the worst.

In September, a photo appeared on social media depicting an MT-LB tractor with an RBU-6000 attached to its hull. The armored MT-LB at least is a reasonably solid platform for a launcher. On the truck, the attached RBU-6000 apparently is braced with lumber.

Met zulke nummers (en dat is slechts op 1 plek van Avdiivka, zou het mij niks verbazen als zij al tegen de 15.000-20.000 doden/zwaar gewonden aanzitten daar, in de twee maanden van de huidige golf van aanvallen in die regio. En dan zijn er nog veel meer lichtere gewonden. Dit is inderdaad dus al een tweede Bakhmut. Zelfs met een conservatieve 250 doden/zwaar gewonden gemiddeld per dag bij Avdiivka zit je al op 15.000 doden/zwaar gewonden in twee maanden.

Kalinin has been sanctioned by the EU and Canada for his attempts to undermine the stability of the Moldovan government.

Grote woorden van NAVO over Oekra�ne-steun, maar praktijk blijkt weerbarstiger

De NAVO blijft zich onvermoeibaar inzetten als het om steun aan Oekra�ne gaat. Dat was de boodschap van de Amerikaanse buitenlandminister Blinken op de eerste Oekra�ne-NAVO-raad in Brussel. Hij benadrukte dat de NAVO-landen unaniem zijn in hun steun aan het land.

Harde toezeggingen klonken er tijdens de bijeenkomst niet, wel grepen belangrijke bondgenoten van Oekra�ne de kans om te benadrukken dat steun aan Kyiv moet worden blijven voortgezet, 21 maanden na het begin van de oorlog met Rusland.

Het initiatief tot de Oekra�ne-NAVO-raad werd afgelopen zomer genomen. Er moest een oplossing komen voor het 'grijze NAVO-gebied' waarin Oekra�ne zich nog altijd bevindt. Want hoewel de NAVO-bondgenoten hebben bevestigd dat Oekra�ne op den duur lid mag worden, is toetreding vanwege de oorlog voorlopig nog ver weg. Toch moest er een initiatief komen om het land op lange termijn te steunen en richting een NAVO-lidmaatschap te bewegen.

In donker en kou

Steun voor Oekra�ne klonk er tijdens de bijeenkomst van de raad niet alleen vanuit de Verenigde Staten, maar ook vanuit de NAVO zelf, bij monde van secretaris-generaal Stoltenberg. "Het is belangrijk dat we onze solidariteit met Oekra�ne niet alleen met woorden belijden, maar ook met daden", benadrukte hij.

Volgens Stoltenberg heeft Rusland op het gebied van mankracht recent harde klappen gekregen. Maar de secretaris-generaal waarschuwde tegelijkertijd dat Rusland voor deze winter beschikt over een aanzienlijke raketvoorraad.

Gevreesd wordt dat de energievoorziening van Oekra�ne opnieuw doelwit van de Russen zal worden, waardoor het land opnieuw "in het donker en in de kou" zal komen te zitten. Vorige winter bestookte Rusland Oekra�ne haast onafgebroken met drones en raketten en legde de elektriciteit, de verwarming en de waterleiding daarmee lam.

Grote woorden over steun

In Kyiv bestaan ondertussen zorgen dat de recente oorlog tussen Isra�l en Gaza de aandacht zal afleiden van hun oorlog met Rusland. Oekra�ne kampt met een prangend munitietekort en vraagt al maanden om meer wapensteun. Sinds enige tijd probeert het daarnaast westerse wapenproducenten naar het land te lokken, om zo minder afhankelijk te worden van de wapensteun van bondgenoten.

Maar ondanks alle grote woorden over onvoorwaardelijke steun van de NAVO, blijkt de praktijk weerbarstiger. Zo is het grote Amerikaanse steunpakket van zestig miljard euro aan Oekra�ne nog altijd niet aangenomen door het Congres, en ook de vijftig miljard euro die de Europese Unie het land voor de komende jaren in het vooruitzicht heeft gesteld, zijn nog altijd niet goedgekeurd. Een belofte van de EU om Oekra�ne een miljoen stuks munitie te leveren, is evenmin nagekomen.

Nieuwe gezichten

Volgend jaar viert de NAVO zijn 75-jarig bestaan op een top in Washington in juli, een paar maanden voor de Amerikaanse presidentsverkiezingen. Op het hoofdkantoor in Brussel en in de hoofdsteden van de lidstaten van het militaire bondgenootschap bestaan grote zorgen over de gevolgen van een mogelijke terugkeer van Donald Trump als president van Amerika.

Die dreigde eerder uit de NAVO te stappen en hij steekt zijn bewondering voor de Russische president Poetin bovendien niet onder stoelen of banken. Onder EU-leiders leeft daarnaast de vrees dat Trump de Amerikaanse wapensteun aan Oekra�ne wil stopzetten. Wapensteun die Europa niet zal kunnen ondervangen.

Ook binnen de NAVO zijn veranderingen aanstaande. De termijn van de huidige NAVO-topman, de Noor Stoltenberg, loopt 1 oktober volgend jaar af. Mark Rutte heeft duidelijk gemaakt dat hij hem wil opvolgen. Volgens ingewijden heeft Rutte de beste papieren voor de baan. Ook de Estse en de Letse oud-premier toonden publiekelijk interesse, maar volgens een NAVO-diplomaat wordt voor hen nog niet gelobbyd door hun regeringen.

Achterkamertjes

Sinds de grote verkiezingsoverwinning van Geert Wilders wordt in Brussel gespeculeerd over de mogelijk gevolgen voor Ruttes ambitie. De VS heeft de belangrijkste stem in de beslissing. Er is geen offici�le procedure, de benoeming komt tot stand in achterkamertjes.

Minister Blinken wilde dan ook geen antwoord geven op een vraag van De Telegraaf of de uitkomst van de verkiezingen in Nederland een barri�re kan opwerpen. "Met het oog op de toekomstige leider geef ik geen commentaar. Ik verwacht dat we tegen de tijd van de top in Washington daar meer over kunnen zeggen."
