Geneva / Kiev / Moscow (ICRC) – Staff from the International Committee of the Red Cross (ICRC) report intermittent shelling of residential areas in Lugansk. This action endangers the lives of civilians, including humanitarian workers.

"Telephone lines and other communications facilities in Lugansk are not working,” said Laurent Corbaz, ICRC head of operations for Europe and Central Asia. “So getting information from our team, which has been there for several days, is a complicated matter. Clearly, people living there need help. Food and medicine are in short supply, and access to clean water is very difficult. It is urgent to improve the situation.”

To the extent security conditions allow, the ICRC is striving to assess the needs and is doing everything possible to boost its operations in Lugansk and other parts of eastern Ukraine. Many there have been without news of loved ones for weeks now, and finding a way to put people back in touch is another priority for the ICRC.

The organization continues discussions with the representatives of the self-proclaimed Lugansk People’s Republic about rapidly delivering aid donated by the Ukrainian authorities for the neediest in and around Lugansk. This is possible only if assurances of safe passage are respected by the parties to the conflict.

The local authorities started distributing aid received from Russia on 22 August. Despite continuous talks with all sides, the ICRC was unable to secure sufficient guarantees for safe passage and therefore could not accompany the convoy that delivered the aid. The organization is using its operational expertise to advise local authorities in drawing up distribution plans.

Parties to the conflict must ensure that this aid reaches those most in need in an impartial manner. At the same time, the armed violence in the city is raising serious concerns about people’s ability to gather safely at distribution points.

The ICRC strongly urges all sides to refrain from using inherently indiscriminate weapons, i.e. those whose use makes it impossible to distinguish between civilians and civilian objects on the one hand, and military objectives on the other. It reminds the parties to the conflict that attacks must not be directed against civilians or civilian objects, such as homes, schools and medical facilities and vehicles, or against any other objects indispensable to the survival of the civilian population, such as food-storage and drinking-water installations. Likewise, each party to the conflict is obliged by the law of war to avoid, to the extent feasible, locating military objectives inside or near densely populated areas.

“Ukraine’s cabinet of Ministers [has been] tasked to elaborate legislative restrictions on the use of symbols of totalitarian and other non-democratic regimes, banning the use of symbols of quasi-governmental entities, terrorist, separatist organizations,” the president’s order states.

Moreover, Poroshenko ordered to think of the ways to popularize and defend official national symbols of Ukraine.

The woman begins to dance and curious onlookers quickly gather. One of them, a retiree from Moscow, has ridden his bicycle 1,800 kilometers "to finally see Crimea." A Porsche driver from St. Petersburg is standing next to him.

Then Alexei, the fourth musician, plays the national anthem on his guitar: "Russia -- our sacred homeland, Russia -- our beloved country." The wind carries bits of the lyrics down to the ferry docks at Port Kawkas. The strait is the bottleneck through which tourists must pass to reach Crimea, now that the war has made the route through eastern Ukraine impassable.

Alexei and his friends are part of a band from Krasnodar in southern Russia. But despite their sex, drugs and rock 'n' roll look, they prove to be supporters of Russian President Vladimir Putin. "It's wonderful that the president has brought Crimea back to Russia," says Lena, the dancer.

The overwhelming majority of Russians view Crimea as an ancestral Russian territory and see Putin as their hero, ever since his special forces took Crimea in early March without firing a single deadly shot. One of the spectators, a woman from the Volga region, is wearing a T-shirt with Putin's portrait and the words: "The most polite of all people."

"Polite people" -- it is a term Russians use to describe the soldiers who seized Crimea as well as Putin, who annexed the peninsula in violation of international law. It is a move that has dramatically ratcheted up tensions between the West and Russia. Sanctions imposed by the US and Europe mean, among other things, that Russians will no longer be able to eat American chicken or French Camembert. But for the moment, Russians are still scoffing at the sanctions.

Janina Muszynski will never forget the day she and her family were loaded into cattle cars and deported to Siberia.

“We were the lucky ones,” she said of her survival. “We owe so much and have a great respect for all the people who fought for freedom.”

Muszynski was one of two million people taken to Siberia as part of the Molotov-Ribbentrop Pact, a non-aggression pact signed on Aug. 23, 1939, between the Soviet Union and Nazi Germany that effectively divided Eastern Europe between the two and saw unimaginable atrocities and crimes against humanity inflicted upon those caught between. 1,495,000 never returned.

At a Black Ribbon Day commemoration ceremony held at the Alberta Legislature on Saturday, dignitaries and survivors alike gathered to remember these atrocities in the hopes of ensuring they never happen again, a fear given new life by recent conflicts in Europe and the middle east.

“Black Ribbon Day condemns a myriad of crimes against humanity by those two regimes, nothing that our world would tolerate today,” said Hon. Gene Zwozdesky, speaker of the legislative assembly. “Yet as we look at the current situation developing in and around Ukraine, we are left to worry and left to wonder if history isn’t trying to be repeated as we speak.”

The Molotov-Ribbentrop Pact saw Romania, Poland, Lithuania, Latvia, Estonia and Finland divided into spheres of influence between tyrant dictators Joseph Stalin and Adolf Hitler, effectively beginning the Second World War.

On Feb. 10, 1940, 110 cattle and freight cars were assembled, each carrying over 2,000 people from Eastern Poland into Siberia, where adults were forced into labour or imprisoned, and children were indoctrinated communist culture. Train cars left filled, returned empty, trip after trip.

Muszynski remembers the day her family was loaded onto one of those cars, the bodies of dead children thrown out onto the side of the tracks into the snow en route, Soviet soldiers saying they were better off that way.

“Lest we forget,” said Muszynski a black ribbon on her lapel sitting next to her Sybiraka Cross, a medal to honour her survival. ”We cannot forget those who lost their lives for freedom, yours and ours.”

Since 2009, Canada has recognized Aug. 23 as Black Ribbon Day to remember these events, echoes of which are still being felt in modern politics.

Nejolla Korris, honourary consul of Lithuania, burst into tears as she told the audience that just yesterday Mykola Zelenec, Lithuania’s Honorary Consul to Ukraine, was shot by Russian-backed terrorists.

“Let us be ever vigilant, and stand in solidarity with those who continue to fight against tyranny today,” said Terese Szlamp-Fryga, Canadian polish congress. “We shall not let tyrants win, and we shall stand together.”

Celebrating bravery in the face of adversity, today’s commemoration also marked the Baltic Way, where on Aug. 23, 1989 almost two million joined hands in a human chain that spanned Estonia, Latvia and Lithuania, over 600 kilometres long in a powerful and peaceful demonstration against communist oppression.

“It is important that we continue to remember both of these events in light of the inequality and oppression still present in some parts of the world,” said, Ena Rudovics, honorary consul of Latvia.

Menselijke psychologie.

Dat keert zich tegen Rusland. Mensen denken niet, laten we maar doen wat Rusland wil want dan krijgen we misschien weer goedkoop gas. Maar mensen denken, die hufters laten ons niet vrij maar duwen ons iets door de strot.

Rusland loopt achter in de ontwikkeling van autoritaire verhoudingen naar meer gelijkwaardige verhoudingen. Proberen mensen te sturen door middel van een stok en een peen is klassiek. Maar Rusland is daarin nog lomp en bot.

Je kunt jezelf ook een bepaalde mate van interpretatie toestaan, trends zoeken en een gewenste richting aangeven. Dat hoort ook bij bewust denkende en handelende mensen.

Er is wereldwijd zeker een afname autoritair denken en autoritaire verhoudingen. Wereldwijd is de slavernij afgeschaft. In Rusland is lijfeigenschap verdwenen. In India zet men zich af tegen het kastenstelsel, accepteert men niet meer dat jongens uit een hogere kaste zich vergrijpen aan meisjes uit lagere kasten. Autoritaire regimes wankelen.

Maar dat wil niet zeggen dat dit een eenvoudige overgang is. Een autoritair regime omverwerpen, leidt niet vanzelf tot een vrije, goed functionerende samenleving. Men gaat vaak in het oude patroon door, onder een andere noemer / naam.

Maar toch zie je een minder autoritaire trend. Dat hangt samen met een beter ontwikkeld begripsvermogen. Want de eenvoudigste manier om de wereld te vatten, is in termen van een vaste toestand waarbinnen je een voorgedefinieerde rol hebt. Een dynamische wereldbeeld, in termen van een proces, waarbinnen mensen meer vrijheden en rechten hebben, is ingewikkelder.

In het oosten van Oekra�ne zouden separatisten bezig zijn met een grootscheeps offensief. Op social media verschijnen daar veel berichten over.

Volgens correspondent David Jan Godfroid gaan er al weken geruchten over een offensief. Delen van het Oekra�ense leger zouden zijn omsingeld, maar berichten daarover zijn niet bevestigd. In de hoofdstad Kiev wordt vandaag gevierd dat het land 23 jaar geleden onafhankelijk werd.

De timing van het mogelijke offensief is opvallend. Afgelopen week arriveerde een Russisch konvooi met hulpgoederen in de stad Loegansk. De regering in Kiev kon de lading niet controleren en was bang dat er wapens het land werden binnengesmokkeld.

De Duitse bondskanselier Merkel pleitte gisteren nog voor een wederzijds staakt-het-vuren in Oekra�ne.

Stadion geraakt
Op dezelfde dag werd ook het stadion van voetbalclub Sjachtar Donetsk geraakt door granaten. Twee projectielen sloegen in waardoor de gevel van het gebouw ernstig werd beschadigd.

Op de website van de club zijn foto's te zien van de schade. De thuiswedstrijden van Shachtar komen door de schade trouwens niet in gevaar. Vanwege de onveilige situatie in het oosten van Oekra�ne speelt de club de thuiswedstrijden al een tijdje in Lviv, ruim duizend kilometer naar het westen.

Donbas Arena
De Donbas Arena werd vijf jaar geleden in gebruik genomen en kostte honderden miljoenen euro's. Oranje speelde er in 2010 de eerste oefenwedstrijd na de verloren WK-finale. In 2012 stonden Spanje en Portugal in het stadion tegenover elkaar tijdens de halve finales van het EK.
