De economie van Oekraïne holt door de crisis in het land sneller achteruit dan verwacht, concludeert kredietbeoordelaar Fitch. Volgens een prognose krimpt de economie dit jaar zeker 6,5 procent. En voor de komende twee jaar wordt geen groei verwacht.

Dat komt onder meer doordat de export naar Rusland in de eerste helft van dit jaar al met bijna een kwart is gedaald. Daarnaast dreigt er een tekort aan brandstof omdat de Russische gasproducent Gazprom de kraan naar Oekraïne heeft dichtgedraaid.

Begrotingstekort
Volgens Fitch komt daar bovenop dat het begrotingstekort steeds groter wordt. Het loopt dit jaar naar verwachting op tot 10 procent van het bruto binnenlands product. Ook de staatsschuld loopt harder op dan het IMF heeft voorzien toen het fonds noodleningen aan Oekraïne beloofde. Zonder die noodsteun kan het land volgens Fitch niet aan zijn verplichtingen voldoen.

Vanwege de belabberde financiële situatie, heeft Fitch de financiële waardering met een stap verlaagd naar CCC. Daarmee wordt aangegeven dat beleggingen in Oekraïense staatsleningen risicovol zijn en dat het land alleen onder gunstige omstandigheden zijn leningen kan terugbetalen.

The latest issue of one of Finland’s leading current events periodicals Suomen Kuvalehti contains an interview with Finland’s former foreign minister and longest serving MP Ilkka Kanerva. Kanerva is currently head of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE), now charged with brokering peace in Ukraine.

The interview reveals that he feels the crisis has reached a point in which mere negotiations and mediation are no longer sufficient. He now proposes that if the situation in Eastern Ukraine does not calm down, a peacekeeping or crisis management operation under the auspices of the OSCE or the United Nations must commence.

“If the international community would assert its presence, the foreign players and the Ukrainian separatists would be harder placed to undermine stability in the region,” he explains.

In practice, the decision to embark on the operation must be made by the UN Security Council or the OSCE Council in Vienna, with the support of all the members. Kanerva believes his proposal would even receive Russia’s blessing.

“Russia has already approved the dispatch of OSCE observers to Ukraine,” he point out.

Kanerva has pondered the events leading up to the Ukraine crisis of late, as well as the consequences for the country and Europe.

“It is the collision of two forces colliding uncontrollably,” he says. ”The first force is an operational policy change in Russia and the next is the current status of Western integration. Ukraine is one of the largest players in Europe, whose inner turmoil hits the heart of the continent.”

Kanerva links the events in Ukraine to an historical continuum that began with the war in Chechnya and proceeded from there to Georgia in 2008.

“I don’t want to predict what will happen next, but it is clear that Putin’s train won't stop in Ukraine. Moscow’s big picture in terms of strategy is to form a Eurasian Union, stop the humiliation of Russia and restore their former authoritative position. The goal is to be a key player in world politics again, one that cannot be manipulated or underestimated.”

Tja, zo komen we niet verder natuurlijk. De eerste vraag is: "Waarom stuurt Oekraine geen hulp?" vervolgens laat ik zien dat ze dat wel doen, maar dat die oh zo broodnodige hulp dan tegen gehouden is door de seperatisten is dan weer 'volkomen logisch'.
