This is the same language Israel uses in Gaza (they "hold Hamas responsible" for attacks carried out by other parties). The idea is that trying to find the right group to retaliate against is a tricky business, so it's easier to figure out who controls the territory, say "you're in charge", and give them an incentive to enforce the peace.
