Saudi Arabia is dead-serious about ending the Assad regime
Last Friday, King Abdullah cut short his summer vacation in Morocco and flew back to Riyadh not only to meet with his national security advisors but to coordinate a new strategy for winning the war in Syria, one that encompasses a unified regional bloc of Sunni-majority powers now ranged against Iran, Hezbollah, and the Assad regime. The Wahhabi kingdom has exhausted its patience with miscarried attempts to resolve the Syria crisis through diplomacy and it will not wait to see the coming battle in Aleppo play out before assuming control of the Syrian rebellion. State-backed regional efforts to bolster moderate Free Syrian Army elements will thus be joined with the fetid call to jihad emanating from clerical quarters in Cairo, Doha, Mecca, and beyond. The mullahs have only themselves to blame. “Nasrallah fucked up,” one well-connected Syrian source told me recently. “He awakened the Sunni giant. The Saudis took Hezbollah’s invasion of Qusayr personally.”
Although long in coming, and evidenced in the recent contretemps between Hamas and Hezbollah in Lebanon and Syria, this grand realignment has been unmistakably solidified in the last week. A day after the Saudi king returned to Riyadh, Egyptian President Mohammed Morsi severed all diplomatic ties with Damascus and called for a no-fly zone in Syria, leaving no mystery as to reason behind this decision. “Hezbollah must leave Syria – these are serious words,” the Islamist president said. “There is no space or place for Hezbollah in Syria.”
Then, on Monday, June 17, it was Jordanian King Abdullah’s turn to strike a minatory, albeit more nationalistic, note. Ostensibly addressing cadets at a graduation ceremony at Mutah Military Academy, the Hashemite monarch was in fact speaking to Barack Obama and Bashar al-Assad: “If the world does not mobilize or help us in the issue [of Syria] as it should, or if this matter forms a danger to our country, we are able at any moment to take measures that will protect our land and the interests of our people.”
Unlike Morsi, who doesn’t have half a million Syrian refugees to contend with, Abdullah’s deterrent capability is not confined to persona non grata diktats and rhetorical posturing. Operation Eager Lion, the 12-day military exercise featuring the United States and 19 Arab and European countries, is currently underway in Jordan. Around 8,000 personnel – including commandos from Lebanon and Iraq who will no doubt be fighting some of their compatriots in any deployment into Syria – are given lessons on border security, refugee management, counterinsurgency, and counterterrorism warfare. Patriot missile batteries and anywhere between 12 and 24 American F-16 fighter jets were left in Jordan as a multilateral insurance policy against Syrian, Iranian, or Hezbollah provocations. This royal Abdullah is more in sync than ever with his namesake to the south.
If further proof were needed of Riyadh’s newfound earnestness about ending Assad’s reign, look no further than a recent column by Jamal Khashoggi, a journalist seen as quite close to Prince Turki al-Faisal, the former director general of Saudi intelligence who himself has described Hezbollah and Iraq’s Shiite Abu Fadhl al-Abbas Brigade in Syria as Iran’s “steel claws.” On June 15, Khashoggi published “The expanding Shiite Crescent” in al-Hayat. The piece can only be described as something between a Sunni cri de coeur and a Sunni fever-dream. Khashoggi begins by warning of creeping Iranian hegemony in the Levant, which is of course driven as much by energy and commercial interest as it is by ideology. Allow Assad victory and here’s what will happen, according to Khashoggi:
“The Iranian Oil Ministry will pull out old maps from its drawers to build the pipeline to pump Iranian oil and gas from Abadan (across Iraq) to Tartus. The Iranian Ministry of Roads and Transportation will dust off the national railways authority’s blueprints for a new branch line from Tehran to Damascus, and possibly Beirut. Why not? The wind is blowing in their favor and I am not making a mountain out of a molehill.”
As against Hafez’s careful balancing of Sunni and Shiite interests, Khashoggi concludes, the dangerous Bashar has submitted completely to Iran and their Lebanese proxy. “Consequently, Saudi Arabia must do something now, albeit alone. The kingdom’s security is at stake. It will be good if the United States joined an alliance led by Saudi Arabia to bring down Assad and return Syria to the Arab fold. But this should not be a precondition to proceed. Let Saudi Arabia head those on board.” [Italics added.]
According to Elizabeth O’Bagy, the policy director at the Syrian Emergency Task Force and a senior research analyst at the Institute for the Study of War, the Saudis had a closed-door meeting with Gen. Salim Idris, the head of the Free Syrian Army’s Supreme Military Command, a few days ago, at which they offered to do “whatever it takes” to help Idris defeat Assad and his growing army of Shiite-Alawi sectarian militias. Though, this being a Saudi promise, “whatever it takes” can still be defined relatively: the discussion was limited to weapons, more resources and logistical support, O’Bagy said, though some of the hardware has already begun to materialize.
One unnamed Gulf source cited by Reuters has claimed that the Saudis have begun running shoulder-launched anti-aircraft missiles (MANPADs) into Syria. Furthermore, at least 50 “Konkurs,” Russian-made, wire-guided anti-tank missiles, have also turned up in Aleppo in the last week, as confirmed by the Daily Telegraph’s Mideast correspondent Richard Spencer (Konkurs are especially useful in destroying T-72 tanks, the most recent Soviet-era model that the Syrian Army uses.)
More intriguing still is the Western power evidently facilitating this campaign – France. Israeli Army Radio reported this week that French intelligence officials are working with their Saudi counterparts to train up rebels on tactics and weaponry, in concert with the Turkish Defense Ministry (no doubt because Turkish supply-lines to Aleppo are now even more crucial.) Saudi Foreign Minister Prince Saud al-Faisal and mukhabarat head Prince Bandar bin Sultan (also the former Saudi ambassador to the United States and King Abdullah’s national security advisor), have traveled to Paris in urgent fits of shuttle diplomacy of late.
“The French have been really, really pro-active in pushing for greater action,” O’Bagy told me. “They have a lot of really active people on the ground.” The same Gulf source who told Reuters about anti-aircraft missiles bound for Syria also said they were “obtained from suppliers in France and Belgium, and France had paid to ship them to the region.” The Hollande government maintains that it hasn’t decided whether or not to arm the rebels yet, but here it should be noted, as O’Bagy has elsewhere, that the U.S. was gun-running before it ambiguously announced last week that it would (maybe) begin doing so.
Indeed, the Saudi-French concord provides some much needed context for the Obama administration’s adherence to the status quo ante. This has been amusingly characterized by some commentators in near apocalyptic language. The White House is still only interested in guiding a process absent direct involvement in it. Everyone from the Chairman of the Joint Chiefs Gen. Martin Dempsey to the president has loudly rejected the prospect of air strikes or a no-fly zone. (These “realists” fail to realize that the surest way to limit argument to arm the FSA is to destroy the regime’s own Iranian and Russian resupply capability – ah, but that would require dropping bombs and we can’t have that, can we?)
Having thus determined that the Syria crisis was not in the U.S. “national interest,” the administration conveniently forgot about the national interests of its allies, all of whom lament the geopolitical vacuum left by a vanishing American presence and greatly fear the elements now rushing in to fill it. So instead, Washington palavers with Moscow about “Geneva II”, a conference set to resemble the last half hour of Rocky IV, as the war proceeds uninterrupted on the ground. Witness the buildup of Syrian Army soldiers and militants from Hezbollah and the Iranian-sponsored Popular Committees and the National Defense Forces in the Aleppo towns of Nubul and Zahra’a. Between 3,000 and 4,000 Hezbollah fighters, abetted by IRGC agents, are amassed in the province ready to try a repeat of their last victory in Qusayr.
Congratulations are in order. The United States has just earned a court-side seat to exactly the kind of transnational Sunni-Shiite confrontation it wished to avoid.

During his more than four decades in power, Col. Muammar el-Qaddafi of Libya was North Africa’s outrageously self-styled arms benefactor, a donor of weapons to guerrillas and terrorists around the world fighting governments he did not like.
Even after his death, the colonel’s gunrunning vision lives on, although in ways he probably would have loathed.
Many of the same people who chased the colonel to his grave are busy shuttling his former arms stockpiles to rebels in Syria. The flow is an important source of weapons for the uprising and a case of bloody turnabout, as the inheritors of one strongman’s arsenal use them in the fight against another.
Evidence gathered in Syria, along with flight-control data and interviews with militia members, smugglers, rebels, analysts and officials in several countries, offers a profile of a complex and active multinational effort, financed largely by Qatar, to transport arms from Libya to Syria’s opposition fighters. Libya’s own former fighters, who sympathize with Syria’s rebels, have been eager collaborators.
“It is just the enthusiasm of the Libyan people helping the Syrians,” said Fawzi Bukatef, the former leader of an alliance of Libyan brigades who was recently named ambassador to Uganda, in an interview in Tripoli.
As the United States and its Western allies move toward providing lethal aid to Syrian rebels, these secretive transfers give insight into an unregistered arms pipeline that is difficult to monitor or control. And while the system appears to succeed in moving arms across multiple borders and to select rebel groups, once inside Syria the flow branches out. Extremist fighters, some of them aligned with Al Qaeda, have the money to buy the newly arrived stock, and many rebels are willing to sell.
For Russia — which has steadfastly supplied weapons and diplomatic cover to President Bashar al-Assad of Syria — this black-market flow is a case of bitter blowback. Many of the weapons Moscow proudly sold to Libya beginning in the Soviet era are now being shipped into the hands of rebels seeking to unseat another Kremlin ally.
Those weapons, which slipped from state custody as Colonel Qaddafi’s people rose against him in 2011, are sent on ships or Qatar Emiri Air Force flights to a network of intelligence agencies and Syrian opposition leaders in Turkey. From there, Syrians distribute the arms according to their own formulas and preferences to particular fighting groups, which in turn issue them to their fighters on the ground, rebels and activists said.
Qatari C-17 cargo aircraft have made at least three stops in Libya this year — including flights from Mitiga airport in Tripoli on Jan. 15 and Feb. 1, and another that departed Benghazi on April 16, according to flight data provided by an aviation official in the region. The planes returned to Al Udeid Air Base in Qatar. The cargo was then flown to Ankara, Turkey, along with other weapons and equipment that the Qataris had been gathering for the rebels, officials and rebels said.
Last week the Obama administration announced that it had evidence that Mr. Assad’s military had used sarin nerve agent in multiple attacks, and that the United States would begin providing military aid to the rebels, including shipments of small arms.
In doing so, the United States could soon be openly feeding the same distribution network, just as it has received weapons from other sources.
The movements from Libya complement the airlift that has variously used Saudi, Jordanian and Qatari military cargo planes to funnel military equipment and weapons, including from Croatia, to the outgunned rebels. On Friday, Syrian opposition officials said the rebels had received a new shipment of anti-tank weapons and other arms, although they give varying accounts of the sources of the recently received arms. The Central Intelligence Agency has already played at least a supporting role, the officials say.
The Libyan shipments principally appear to be the work of armed groups there, and not of the weak central state, officials said.
Mr. Bukatef, the Libyan diplomat, said Libyan militias had been shipping weapons to Syrian rebels for more than a year.
“They collect the weapons, and when they have enough they send it,” he said. “The Libyan government is not involved, but it does not really matter.”
One former senior Obama administration familiar with the transfers said the Qatari government built relationships with Libyan militias in 2011, when, according to the report of a United Nations Panel of Experts, it shipped in weapons to rebel forces there in violation of United Nations Security Council Resolution 1973.
As a result, the Qataris can draw on their influence with Libya’s militias to support their current beneficiaries in Syria. “It’s not that complicated,” the former official said. “We’re watching it. The Libyans have an amazing amount of stuff.”
Syrian activists and Western officials say that like the unregistered arms transfers organized by other Arab states, the shipments from Libya have been very large but have not kept up with the enormous rebel ammunition expenditures each day.
And most of the weapons have been relatively light, including rifles, machine guns, rocket-propelled grenades, small arms ammunition and mortar rounds.
But the Libyan influx appears to account for at least a portion of the antitank weapons seen in the conflict this spring, including Belgian-made projectiles for M40 recoilless rifles and some of the Russian-made Konkurs-M guided missiles that have been destroying Syrian tanks in recent months.
Syrian rebels, working with Qatari backers and the Turkish government, have developed a system for acquiring and distributing Libya’s excess stock, Syrian activists and rebels said.
Orders are placed and shipments arranged through the staff of the Supreme Military Council of the Free Syrian Army, a Western-backed opposition committee that was formed in Turkey late last year.
Safi Asafi, a coordinator commander active on Syria’s northern borders, one of the unofficial gates for weapons shipment to the opposition, said that rebel groups seeking Libyan arms approach the council to arrange the deals.
“Any fighting group in Syria that wants weapons from Libya will go to the staff asking for the approval from the Turkish authorities involved in the transfer, then gets it, the weapons arrive in Syria, and everyone gets his due share,” he said.
By one common formula, Mr. Asafi said, the staff will take 20 percent of the weapons designated for individual groups and distribute them to others. But the ratio can fluctuate, he said, depending on the group’s stature and influence, and less powerful groups sometimes yield a larger cut.
The Supreme Military Council generally does not distribute weapons to blacklisted or extremist groups, Syrian activists said, but these groups have little trouble acquiring the weapons once the arms enter Syria, often buying them directly from groups that receive the council’s support.
Signs of munitions from the former Qaddafi stockpile are readily visible.
Late last month The New York Times found crates, storage sleeves and spent cartridge cases for antitank rounds from Libya in the possession of Ahfad al-Rasul, a prominent group fighting the government and aligned with the Supreme Military Council.
The crates were immediately identifiable because they were painted with a distinctive symbol — 412 inside a triangle — that has been used by many manufacturers, including in China, the Soviet Union, Russia, North Korea and Belgium, to mark ordnance shipments designated for Colonel Qaddafi.
Stenciling on the crates’ sides declared their original destination in 1980: the “Socialist Peoples Libyan Arab Jamahirya.”

WASHINGTON — CIA operatives and U.S. special operations troops have been secretly training Syrian rebels with anti-tank and antiaircraft weapons since late last year, months before President Obama approved plans to begin directly arming them, according to U.S. officials and rebel commanders.
The covert U.S. training at bases in Jordan and Turkey, along with Obama's decision this month to supply arms and ammunition to the rebels, has raised hope among the beleaguered Syrian opposition that Washington ultimately will provide heavier weapons as well. So far, the rebels say they lack the weapons they need to regain the offensive in the country's bitter civil war.
The tightly constrained U.S. effort reflects Obama's continuing doubts about being drawn into a conflict that has already killed more than 100,000 people and his administration's fear that Islamic militants now leading the war against President Bashar Assad could gain control of advanced U.S. weaponry.
The training has involved fighters from the Free Syrian Army, a loose confederation of rebel groups that the Obama administration has promised to back with expanded military assistance, said a U.S. official, who discussed the effort anonymously because he was not authorized to disclose details.
The number of rebels given U.S. instruction in Jordan and Turkey could not be determined, but in Jordan, the training involves 20 to 45 insurgents at a time, a rebel commander said.
U.S. special operations teams selected the trainees over the last year when the U.S. military set up regional supply lines to provide the rebels with nonlethal assistance, including uniforms, radios and medical aid.
The two-week courses include training with Russian-designed 14.5-millimeter antitank rifles, anti-tank missiles and 23-millimeter antiaircraft weapons, according to a rebel commander in the Syrian province of Dara who helps oversee weapons acquisitions and who asked that his name not be used because the program is secret.
The training began in November at a new American base in the desert in southwestern Jordan, he said. So far, about 100 rebels from Dara have attended four courses, and rebels from Damascus, the Syrian capital, have attended three, he said.
"Those from the CIA, we would sit and talk with them during breaks from training, and afterward they would try to get information on the situation" in Syria, he said.
The rebels were promised enough armor-piercing anti-tank weapons and other arms to gain a military advantage over Assad's better-equipped army and security forces, the Dara commander said. But arms shipments from Qatar, Saudi Arabia and other Arab countries, provided with assent from the Americans, took months to arrive and included less than the rebels had expected.
Since last year, the weapons sent through the Dara rebel military council have included four or five Russian-made heavy Concourse antitank missiles, 18 14.5-millimeter guns mounted on the backs of pickup trucks and 30 82-millimeter recoil-less rifles. The weapons are all Soviet or Russian models but manufactured in other countries, the commander said. Such weapons allow the rebels to easily use captured munitions from the Syrian army, which has a large arsenal of Russian and Soviet arms.
"I'm telling you, this amount of weapons, once they are spread across the province [of Dara], is considered nothing," the commander said. "We need more than this to tip the balance or for there to even be a balance of power."
U.S. officials said the Obama administration and its allies might supply anti-tank weapons to help the rebels destroy armored vehicles used by Assad's forces. They are less likely to provide portable antiaircraft missiles, which the rebels say they need to fight back against Assad's helicopters and warplanes. U.S. officials fear those missiles would fall into the hands of the largest of the Islamist militias in the rebel coalition, Al Nusra Front, which the U.S. regards as an Al Qaeda ally.
Secretary of State John F. Kerry headed to Qatar on Friday and will talk with other governments backing the rebels. A senior State Department official told reporters that the talks would include discussions about coordinating deliveries of military aid.
Asked Friday about the CIA training, White House Press Secretary Jay Carney said the U.S. had increased its aid to the rebels in the Free Syrian Army, but he refused to provide details.
"We have stepped up our assistance, but I cannot inventory for you all the elements of that assistance," Carney said,. "We have provided and will continue to provide substantial assistance to the Syrian opposition, as well as the Supreme Military Council."
The council is the military arm of an umbrella group that represents more moderate rebel factions, including the Free Syrian Army.
CIA officials declined to comment on the secret training programs, which was being done covertly in part because of U.S. legal concerns about publicly arming the rebels, which would constitute an act of war against the Assad government. Other U.S. officials confirmed the training, but disputed some of the details provided by rebel commanders.
Brig. Gen. Yahya Bittar, who defected as a fighter pilot from Assad's air force last year and is head of intelligence for the Free Syrian Army, said training for the last month or so had taken place in Jordan.
The training, conducted by American, Jordanian and French operatives, involves rockets and anti-tank and antiaircraft weaponry, he said.

Badr heeft hij min of meer met rust gelaten omdat ze niet veel herrie maakten. Als het echt moet kan hij de special forces die onder zijn leiding staan gebruiken om die man op te pakken.quote:

Maliki kan het zich gewoonweg niet veroorloven om dit gevoel van onrecht binnen de Sjitische kringen te onderdrukken. De kopstukken van de milities kunnen inderdaad worden uitgeschakeld door SF (mooi geïllustreerd in de film Greenzone..) of desnoods door drone-aanvallen van Bombama.quote:

It would be impossible to "sit idle while the Shi'ites are being attacked", while the United States and Western allies arm and finance the mainly Sunni rebels fighting against Syria's government, Hadi al-Amiri told Reuters in an interview.
Amiri, Iraq's transport minister, is head of the Badr Organisation, a political movement which arose from a heavily-armed Iran-trained militia and many of whose members are now part of Iraq's security forces.
After two years of fighting that has left 93,000 dead, the Syrian civil war is increasingly being fought along sectarian lines, with mainly Sunni rebels fighting to overthrow President Bashar al-Assad, whose Alawite sect derives from Shi'ite Islam.
The conflict is splintering the Middle East along a divide between the two main denominations of Islam, becoming a battlefield in a proxy war between Assad's main regional ally, Shi'ite Iran, and his Sunni enemies in Turkey and the Gulf Arab states.
With Russia and Iran arming Assad's forces, and Lebanon's Hezbollah Shi'ite militia joining the war on Assad's behalf, Western powers have agreed in the last week to increase aid to the mainly Sunni rebels.
Amiri said Shi'ites had been galvanised by the killing of around 60 members of their sect at the hands of Sunni insurgents in Syria's eastern province of Deir al-Zor earlier this month.
"If another attack against Shi'ites takes place similar to Deir al-Zor, or against the shrine of Sayyeda Zeinab, not only a handful of men, but thousands of Shi'ite men will go to fight alongside the regime and against al Qaeda and whoever backs al Qaeda," Amiri said.
"After Deir al-Zor, thousands of Shi'ite youths from Iraq and all over the world will head to fight in Syria. If 300 Lebanese Hezbollah fighters changed the equation in Syria, Iraqi young men will go to Syria to change it a hundred times over," Amiri said, referring to Hezbollah forces whose intervention enabled Assad loyalists retake the town of Qusair this month.
Traditional Shi'ites revere the Prophet Mohammad's son-in-law Ali and 11 of his descendants as imams, maintaining shrines to them across the Middle East. The Sayyeda Zeinab shrine south of Damascus, devoted to Ali's daughter, now has hundreds of foreign Shi'ite volunteers guarding it from rebel attacks.
The bombing of a Shi'ite shrine housing the tombs of two imams in the Iraqi city of Samarra in 2006 was the trigger for the worst sectarian carnage between Sunnis and Shi'ites that engulfed Iraq in the middle of the past decade.
Shi'ite leaders such as Hezbollah's Hassan Nasrallah in Lebanon have issued warnings against any repeat of that attack against shrines in Syria.
Shi'ites are a minority in most of the Middle East but form the majority in both Iran and Iraq.
Amiri's Badr Brigades militiamen fought on Iran's side in the 1980-88 war against Iraq Sunni dictator Saddam Hussein's government. The militia came to dominate much of southern Iraq after the U.S.-led invasion in 2003 toppled Saddam, and during the sectarian fighting that followed.
After the last general elections in 2010, Amiri shifted his loyalties to Prime Minister Nuri al-Maliki, leader of the rival Shi'ite Daawa Party.
While it is unclear to what extent he is reflecting the views of the Maliki government, Amiri pulls no punches on Syria.
"Do you want us to sit idle while the Shi'ites are being attacked, while the Americans and the rest are helping them with weapons and money? What do you expect?"
He said young Iraqi volunteers are going to Syria via Beirut or flying from Baghdad to Damascus.
Asked whether the Iraqi government sponsors Shi'ite fighters across the border, Amiri compared the flow of Shi'ite fighters from Iraq to the influx of Sunni militants from Tunisia, Libya, Egypt and other Arab countries.
"As long as those governments say they are not aware (of fighters going to Syria) we also in the Iraqi government are unaware," he said, adding the official line that Iraqi fighters are not state-sponsored and they go to "protect their Shi'ite shrines".
Streams of Sunni Islamist fighters have already converged to wage holy war in Syria, where the al Qaeda-linked Nusra Front is sidelining more moderate groups that do not share its goal of establishing a Sunni Islamic Caliphate in the country.
Nusra has announced a merger with Iraq's branch of al Qaeda, which spent the last decade fighting U.S. troops and the Shi'ite-led Iraqi authorities, and which Baghdad blames for bomb attacks that still kill civilians and police.
Last month 1,000 people were killed in bomb attacks in Iraq, the deadliest month since the sectarian slaughter of 2006-07.
Amiri ridiculed the idea that Western powers could ensure weapons only reached the hands of moderate rebel groups, describing al Qaeda and its affiliates as "savages".
"The powerful ones in the Syrian arena are the Nusra Front and they would take the arms from the moderates by force," he said. "We believe that any arms that reach the Nusra Front will be directed against the Iraqis."
Amiri, like other leaders in Baghdad and Tehran, fears Assad's demise would make way for a hostile Sunni Islamist government in Syria that would weaken Shi'ite influence in the Middle East and eventually turn its sights on Iraq and Iran.
Re-invigorated by the Syrian conflict, al Qaeda's Iraqi affiliate is gaining strength and recruits from Sunnis who resent Shi'ite domination since the fall of Saddam.
"I fought and carried arms against Saddam for over 20 years… I swear by God that if I had to choose between Saddam Hussein and al Qaeda I would fight alongside Saddam and against al Qaeda. There is no one worse than al Qaeda," Amiri said.

CAIRO — He was young and bright, with an education from Egypt’s premier school of Islamic studies and lucrative job offers in the Gulf.
But Bilal Farag chose a different path, friends say, one that led him to die on a distant Syrian battlefield while fighting Shiite Muslims he regarded as infidels.
“Everybody has their own goal in life,” said a close friend, Hosam Ali. “Bilal’s was to be a martyr.”
Waves of Egyptians are now preparing to follow, fired by the virulently sectarian rhetoric of Sunni preachers and encouraged by the newly permissive policies of Egypt’s Islamist government. In recent days, this city’s ancient mosques have crackled with calls for jihad, as hard-line Sunni Muslim leaders command the faithful to respond to recent escalations in Syria by the Shiite forces of Iran and Hezbollah.
The Sunni backlash has echoed far beyond Egypt, penetrating every corner of the region, where divisions between the rival Muslim sects are hardening fast. At the Grand Mosque in Mecca, Islam’s holiest site, the top cleric broke down in tears on pan-Arab television last week as he pleaded with his fellow Muslims to help the Syrian rebels “by all means.”
Foreign militants have long played a critical role in the Syrian uprising, but the prospect of a fresh flow of radicalized fighters bent on waging sectarian war threatens to complicate the Obama administration’s recently announced strategy to arm the rebellion’s moderate factions.
Although the United States and the Sunni jihadists share a common enemy — the government of Syrian President Bashar al-Assad, whose Alawite sect represents an off-shoot of Shiite Islam — they have starkly different motivations. The United States is hoping to strengthen the rebels’ hand in advance of possible peace talks and to marginalize radical groups. Many foreign fighters, meanwhile, are seeking to defeat what they consider a deviant strain of Islam that they believe has declared war on the religion’s true adherents.
“This war is not only against Syrians. It is against the Sunni people all around the world,” said Adel Shokry, a 32-year-old lawyer who is contemplating joining the rebels after hearing a stinging denunciation of Assad and his allies at a Cairo mosque.
The vast majority of Egyptian Muslims are Sunni, but until recently, Egypt had sought to stay on the sidelines of the Syrian war. It was part of the shrinking middle ground in an increasingly polarized region. The nation’s Muslim Brotherhood-aligned president, Mohamed Morsi, had avoided sectarian rhetoric and had even carved out a possible mediating role by cultivating closer relations with Iran.
That changed Saturday night. Morsi, who has been under pressure from hard-line Islamists at home, used a stadium speech before thousands of supporters to rip into Assad, Hezbollah and Iran. As the crowd chanted, “Sunni blood isn’t cheap,” the president announced that he was cutting all ties with Assad’s government and that Egypt would provide support for the rebels.
Well of would-be fighters
Short on cash and facing growing internal discord, Egypt’s government is in no position to provide meaningful assistance. But as the Arab world’s most populous nation, one with an especially high proportion of unemployed youth, Egypt has a deep well of would-be fighters.
For three decades under President Hosni Mubarak, the government cracked down hard on militants seeking to leave Egypt to fight in foreign wars, such as Afghanistan or Iraq.
But that has changed under the Muslim Brotherhood and its allies, which came to power in last year’s elections, after the 2011 revolution that deposed Mubarak.
“Before, we would have to sneak fighters out of the country,” said Mohammed Hassan Hamed, a spokesman for Gamaa Islamiya, a radical Islamist group that waged an insurgency against the Egyptian government before officially renouncing violence in 2003. “But now it’s more comfortable for fighters to go to Syria. If they live through the war and come back, they know they are not going to be prosecuted.”
That, Hassan hastened to add, “is not a reason for Americans to be afraid.” Unlike in Afghanistan and Iraq, he said, the United States and the jihadi fighters are on the same side in this war.
But to many secular Egyptians, it is terrifying. “They’re going to get weapons and training, and one day they could come back to fight us,” said Khaled Salah, editor in chief of the secular-minded Youm7 newspaper.
Tellingly, Egyptian moderates such as Salah have been the loudest critics of Morsi’s decision to back the rebels. Liberal Egyptians who overthrew their own autocratic leader had been sympathetic with the uprising against Assad early on. But now many now say they don’t know which side to support and think that Egypt should stay out of what they see as a sectarian conflict.
“The Middle East is shifting from a region that was dreaming of democracy to a battlefield between Shiite and Sunni,” Salah said. “It’s very dangerous.”
Syria, where the United Nations says more than 93,000 people have died since the conflict began two years ago, is not the only sectarian battlefield in the region. Iraq has seen an escalation of tit-for-tat killings in recent weeks, and an upsurge in violence in Lebanon has sparked fears that the war in Syria is spilling past its western border.
But Syria is undoubtedly the central fight in a dispute that dates to the 7th century, when followers of the prophet Muhammad fought over the line of succession after his death.
The region’s turn to sectarianism intensified late last month, when Hasan Nasrullah, leader of the Shiite Lebanese political party and militia Hezbollah, announced that the group was going all-in to support Assad and belittled Syria’s predominantly Sunni rebels as agents of Israel and the United States. About the same time, Iran acknowledged that its Revolutionary Guard forces were operating inside Syria in support of the government. Iraqi Shiites, too, have joined the fight.
Both Iran and Hezbollah have been instrumental in recent battles that have turned momentum toward Assad. Far from conceding defeat, Sunni clerics across the region have rallied to the rebel cause. Yousuf al-Qaradawi, a charismatic Egyptian preacher who is influential within the Muslim Brotherhood, condemned Hezbollah as “the party of Satan” and sought to goad his fellow Sunnis into action.
“How could 100 million Shiites defeat 1.7 billion [Sunnis]?” he asked, referring to a global population balance that strongly favors Sunnis. "Only because [Sunni] Muslims are weak.”
‘Stunningly rapid’
While Assad has cast his opponents as foreign terrorists, no more than 10 percent of the rebel force is foreign, according to a study released this month by the Washington Institute for Near East Policy and Flashpoint Global Partners.
Still, that’s enough to make Syria the third-largest mobilization of Sunni Islamic fighters to a foreign cause in recent decades, “falling short only of Afghanistan in the 1980s and Iraq during the last decade,” the study’s authors write. “The difference this time is that the mobilization has been stunningly rapid — what took six years to build in Iraq at the height of the U.S. occupation may have accumulated inside Syria in less than half that time.”
And unlike in Iraq, where the vast majority of the foreign fighters were from Syria or Saudi Arabia, this time the three North African nations that experienced Arab Spring revolutions — Libya, Tunisia and Egypt — have all been amply represented.
Hesham el-Ashary, a jovial former tailor who speaks English with a Brooklyn accent after spending 15 years in the United States, said he has been helping Egyptians travel to Syria for the past year. Most, he said, are members of the middle class or above who can afford a plane ticket and a gun — the two main requirements for any would-be fighter. He instructs them to fly to one of Syria’s neighbors and facilitates introductions with rebel groups who take the recruits from there.
“More will be going to Syria, because there’s no way for Bashar to win,” said Ashary, a community leader among hard-line Islamists known as Salafists. “And Syria will be established as a strong Sunni Muslim country.”
Word of an imminent influx of foreigners has reached the many refugee camps ringing Syria. There, young Syrian men say they’re headed back into the fight, now that they know reinforcements are on the way.
“The West has left us to be massacred by Iranians, Hezbollah and Iraqis,” said Mohammed Al Rifai, 22, as he waited in a Jordanian camp to board a bus destined for the Syrian border. “But now we are relying on our Muslim and Arab brothers coming from Egypt, Malaysia, Saudi Arabia, Somalia and elsewhere. They will be the ones who will save us.”

Tayyip Erdogan's U-turn on Syria
The US decision to upgrade Syrian rebel weaponry has run into a major setback: DEBKAfile reveals that Turkish Prime Minister Tayyip Erdogan phoned President Barack Obama in Berlin Wednesday, June 19, to report his sudden decision to shut down the Turkish corridor for the transfer of US and NATO arms to the Syrian rebels.
Against this background, the US President informed Congress Friday, June 22, that 700 combat-equipped American military personnel would remain in Jordan at the end of a joint US-Jordanian training exercise. They would include crews of two Patriot anti-aircraft missile batteries and the logistics, command and communications personnel needed to support those units. The United States is also leaving behind from the war maneuver a squadron of 12 to 24 F-16 fighter jets at Jordan’s request. Some 300 US troops have been in Jordan since last year.
Erdogan’s decision will leave the Syrian rebels fighting in Aleppo virtually high and dry. The fall of Qusayr cut off their supplies of arms from Lebanon. Deliveries through Jordan reach only as far as southern Syria and are almost impossible to move to the north where the rebels and the Hizballah-backed Syrian army are locked in a decisive battle for Aleppo.
The Turkish prime minister told Obama he is afraid of Russian retribution if he continues to let US and NATO weapons through to the Syrian rebels.
Since the G8 Summit in Northern Ireland last week, Moscow has issued almost daily condemnations of the West for arming “terrorists.”
Rebel spokesmen in Aleppo claimed Friday that they now had weapons which they believe “will change the course of the battle on the ground.”
DEBKAfile’s military sources are strongly skeptical of their ability - even after the new deliveries - to stand up to the onslaught on their positions in the embattled town by the combined strength of the Syrian army, Hizballah troops and armed Iraqi Shiites. The prevailing intelligence assessment is that they will be crushed in Aleppo as they were in Al Qusayr.
That battle was lost after 16 days of ferocious combat; Aleppo is expected to fall after 40-60 days of great bloodshed.
The arms the rebels received from US, NATO and European sources were purchased on international markets – not only because they were relatively cheap but because they were mostly of Russian manufacture. The rebels are thus equipped with Russian weapons for fighting the Russian arms used by the Syria army. This made Moscow angrier than ever.
Until now, the Erdogan government was fully supportive of the Syrian opposition, permitting them to establish vital command centers and rear bases on Turkish soil and send supplies across the border to fighting units. He has now pulled the rug out from under their cause and given Assad a major leg-up
This about-turn is a strategic earthquake – not just in terms of the Syrian war but also for the United States and, as time goes by, for Israel too.
Ten years ago, Erdogan pulled the same maneuver when he denied US troops passage through Turkey to Iraq for opening a second front against Saddam Hussein.
President Obama reacted by topping up the US deployment in Jordan by 700 combat-equipped troops to 1,000. Patriot missile interceptors and F-16 fighter jets are left behind from their joint war game for as long as the security situation requires. DEBKAfile: The joint US-Jordanian maneuver was in fact abruptly curtailed after two weeks although it was planned to continue for two months until the end of August.
The widening disruptions of the surging Syrian war are on the point of tipping over into Jordan and coming closer than ever to Israel.

De Amerikaanse minister van Buitenlandse Zaken John Kerry voert de druk op Rusland verder op, om deel te nemen aan een internationale conferentie over Syrië. Daar zouden afspraken moeten worden gemaakt over de vorming van een overgangsregering. Rusland is de belangrijkste bondgenoot van het regime van de Syrische president Assad.
Kerry deed dat in Doha, de hoofdstad van Qatar, waar de Syrië-contactgroep bijeen is. Het is een verzameling van Westerse en Arabische landen die tegen het regime van Assad zijn. Zij willen de steun aan de opstandelingen in Syrië coördineren om zo het regime van Assad omver te werpen.
De Amerikaanse minister zei dat er diplomaten klaar staan om naar Genève te vliegen om daar het gesprek aan te gaan met de Russische minister van Buitenlandse Zaken Lavrov.

Eerder liet Obama al weten dat zijn land wapens gaat leveren aan de rebellen in Syrië. Persbureau Reuters meldt op basis van twee anonieme bronnen dat Saudi-Arabië meer geavanceerde wapens aan opstandelingen in Syrië levert.
Aan de bijeenkomst van de Syrië-contactgroep doen behalve de VS ook Frankrijk, Turkije, het Verenigd Koninkrijk, Duitsland, Italië, Egypte, Saudi-Arabië, Jordanië, Qatar en de Verenigde Arabische Emiraten mee.

Plus, het sturen van professionele soldaten om een oorlog uit te vechten mwah, het sturen van dienstplichtigen (nog steeds een groot deel van de Turkse strijdkrachten) zal nooit de medewerking en steun van het volk krijgen. 9 v/d 10 man zal zich dan afvragen waarom er bv geen grootschalige operaties uitgevoerd worden in Noord-Irak voor Turkije zelf, maar er dan wel operaties worden uitgevoerd in Syrië (omdat de USA het wilt).
