Een Russisch schip dat met een lading munitie en wapentuig, waaronder helikopters, onderweg was naar Syrië heeft vandaag rechtsomkeert gemaakt en is op weg terug naar Rusland. Dat heeft het Britse ministerie van Buitenlandse Zaken gezegd. Eerder zegde de Britse verzekeraar van het schip, Standard Club, de verzekering op. Het vermoeden bestaat dat de lading in strijd is met een wapenembargo dat de Europese Unie tegen Syrië heeft ingesteld.
Nederland wilde lading inspecteren

Het Russische schip, de MV Alead, staat geregistreerd in Curaçao. Vorige week woensdag kreeg Nederland informatie dat het schip onderweg was naar Syrië en vermoedelijk vertrokken was uit een Russische haven. Toen het schip in de buurt van Nederland kwam hebben de Nederlandse autoriteiten een verzoek gedaan voor een inspectie van de lading. Een woordvoerder van Buitenlandse Zaken tegen EenVandaag:

. Het schip heeft hieraan geen gehoor gegeven en op bepaald moment is het signaalsysteem uitgeschakeld. Hierop heeft de verzekeraar de verzekering van het schip ingetrokken waarna het schip rechtsomkeert heeft gemaakt en het mogelijke wapentransport naar Syrië is verhinderd.

Vervolgens zette het schip koers richting Schotland. Gisteren besloot de Britse verzekeringsmaatschappij Standard Club de verzekering van het schip op te zeggen, waardoor het feitelijk in geen enkele haven meer terecht kan.

Opgeknapte gevechtshelikopters aan boord

Het Britse ministerie van Buitenlandse Zaken heeft bevestigd dat er aan boord van het schip opgeknapte gevechtshelikopters van Russische makelij zijn. De Russische minister van Buitenlandse Zaken Sergej Lavrov kreeg van zijn Britse ambtgenoot William Hague te horen dat dergelijke leveringen aan Syrië moeten stoppen, meldt persbureau AP.

Ook de Nederlandse minister van Buitenlandse Zaken Uri Rosenthal heeft gezegd te blijven samenwerken om dergelijke transporten in de toekomst te voorkomen. Volgens Rosenthal is het ondenkbaar dat het Syrische regime wordt voorzien van nieuwe wapens.

De Russische eigenaar van het schip, Femco, weigerde vandaag op de kwestie in te gaan. Volgens een artikel van de Russische maritiem deskundige Michail Vojtenko heeft het opzeggen van de verzekering echter weinig gevolgen, omdat Rusland de EU-sancties tegen Syrië niet steunt.

Het aantal doden door geweld in Syrië blijft hard stijgen. Sinds het begin van de opstand in maart 2011 zijn meer dan 15.000 mensen omgekomen. Die cijfers heeft het Syrische Observatorium voor Mensenrechten vandaag vrijgegeven. Anderhalve week geleden sprak de organisatie nog van net 14.000 doden.

Onder de omgekomen Syriërs zijn volgens de mensenrechtengroep 10.480 burgers. Daaronder vallen echter ook gewapende strijders die wel tegen het regime vechten, maar niet uit het regeringsleger zijn gedeserteerd. Daarnaast zijn ruim 3700 regeringsmilitairen en meer dan 800 deserteurs omgekomen.

Volgens een activist van het Observatorium neemt het geweld toe. 'Als de internationale gemeenschap blijft zwijgen en alleen maar waarneemt, zal er meer bloed vloeien', aldus Rami Abdel Rahman.

Het regime laat geen onafhankelijke journalisten toe, waardoor de cijfers niet kunnen worden gecontroleerd.

A Syrian fighter pilot has landed in Jordan and asked for asylum, authorities in Amman have confirmed.

The pilot, a colonel, named by opposition activists as Hassan Merhi al-Hamadi, landed his MiG-21 jet at Jordan's King Hussein military base on Thursday morning after leaving Syrian air space during a training exercise.

He is believed to be the first Syrian air force pilot to defect during the 16-month uprising. There are no other known instances of senior officials fleeing the country with valuable state assets.

Damascus acknowledged that one of its jets landed in Jordan after radar operators lost track of it. Officials later said that the aircraft had been forced to make an emergency landing and that both pilot and plane would soon be returning home.

A Jordanian security official quoted by the Associated Press, however, said the pilot had removed his air force tag and kneeled on the tarmac in prayer after landing his plane at the base in Mafraq, 45 miles north of Amman.

Though a symbol of the regime's strength, Syria's fleet of Russian-made MiGs has been conspicuously absent from the skies above the country's towns and cities as the insurrection has gathered strength.

Attack helicopters have been deployed recently near Lattakia and Homs and have proved decisive in battles against the Free Syria Army. Three helicopters refurbished by Russia were this week en route to Syria before the ship carrying them returned to port following an international furore.

The defection seems set to increase tensions between Syria and Jordan, which Damascus has accused of funnelling weapons to rebel groups that it brands as terrorists. Jordan's monarch, King Abdullah, has twice questioned Syrian president Bashar al-Assad's legitimacy as leader, but has otherwise publicly stayed out of the revolt that analysts fear may soon sweep his way.

Despite widespread splits among Sunni conscripts and the lower ranks of the armed forces, defections from the senior ranks have been rare. Three brigadier generals fled to Turkey along with a handful of colonels and majors, many of whom have assumed leadership roles among various factions of the Free Syrian Army. No members of the regime's inner sanctum are thought to have left Syria.

Syria is believed to have around 150 MiGs, making it one of the region's strongest air forces. It also has several weapons bases and a stockpile of chemical weapons. The MiG fleet is believed to be close to 20 years old.

Sommige mannen dragen gevechtskleding, andere hebben een T-shirt aan. Het lijkt te gaan om hetzelfde incident als waarover de Syrische staatstelevisie vandaag berichtte. Volgens de staatstelevisie hebben "gewapende terroristen" minstens 25 burgers gekidnapt en vermoord in Darat Azzah, een gebied dat in handen is van rebellen.

De doden zouden 'shabiha' zijn; dat zijn gewapende mannen in burger die slachtingen aanrichten onder aanhangers van de oppositie en leden van het verzet.

De afgelopen weken is in Darat Azzah zwaar gevochten. Regeringstroepen probeerden het gebied te veroveren op de opstandelingen.

Vandaag werd ook gemeld dat vier hoge officieren uit het Syrische leger zijn gedeserteerd. Op een video is te zien dat twee generaals en twee kolonels verklaren dat ze zich bij de oppositie aansluiten. Ze zouden gisteren zijn overgelopen, toen ook een Syrische gevechtspiloot zijn Mig in Jordanië aan de grond zette en daar politiek asiel aanvroeg.

Duizenden militairen zijn sinds het begin van de opstand gedeserteerd, maar hoge officieren blijven over het algemeen trouw aan het regime.

This is important since it was Gaddafi’s domination of Libyan air space that foreign interventionists wanted to nullify, and therefore myths of atrocities perpetrated from the air took on added value as providing an entry point for foreign military intervention that went far beyond any mandate to “protect civilians”.

David Kirpatrick of The New York Times, as early as March 21 confirmed that, “the rebels feel no loyalty to the truth in shaping their propaganda, claiming nonexistent battlefield victories, asserting they were still fighting in a key city days after it fell to Qaddafi forces, and making vastly inflated claims of his barbaric behavior”. The “vastly inflated claims” are what became part of the imperial folklore surrounding events in Libya, that suited Western intervention. Rarely did the Benghazi-based journalistic crowd question or contradict their hosts.

De CIA zou al weken actief zijn in het zuiden van Turkije, om de opposite in Syrië in kaart te brengen, om wapens aan de "juiste" rebellen te leveren,....
De wapens zelf zouden van Turkije, Qatar en Saudi-Arabië komen.

Ik heb hier toch een dubbel gevoel bij, hoe kan je enerzijds zeggen dat je vrede wil in Syrië, als je langs de andere kant zo duidelijk de tegenpartij steunt?

Saudi Arabia plans to fund Syria rebel army

Saudi officials are preparing to pay the salaries of the Free Syria Army as a means of encouraging mass defections from the military and increasing pressure on the Assad regime, the Guardian has learned.

The move, which has been discussed between Riyadh and senior officials in the US and Arab world, is believed to be gaining momentum as a recent flush of weapons sent to rebel forces by Saudi Arabia and Qatar starts to make an impact on battlefields in Syria.

Officials in the Saudi capital embraced the idea when it was put to them by Arab officials in May, according to sources in three Arab states, around the same time that weapons started to flow across the southern Turkish border into the hands of Free Syria Army leaders.

Turkey has also allowed the establishment of a command centre in Istanbul which is co-ordinating supply lines in consultation with FSA leaders inside Syria. The centre is believed to be staffed by up to 22 people, most of them Syrian nationals.

The Guardian witnessed the transfer of weapons in early June near the Turkish frontier. Five men dressed in the style of Gulf Arabs arrived in a police station in the border village of Altima in Syria and finalised a transfer from the Turkish town of Reyhanli of around 50 boxes of rifles and ammunition, as well as a large shipment of medicines.

The men were treated with deference by local FSA leaders and were carrying large bundles of cash. They also received two prisoners held by rebels, who were allegedly members of the pro-regime militia, the Shabiha.

The influx of weapons has reinvigorated the insurrection in northern Syria, which less than six weeks ago was on the verge of being crushed.

The move to pay the guerrilla forces' salaries is seen as a chance to capitalise on the sense of renewed confidence, as well as provide a strong incentive for soldiers and officers to defect. The value of the Syrian pound has fallen sharply in value since the anti-regime revolt started 16 months ago, leading to a dramatic fall in purchasing power.

The plan centres on paying the FSA in either US dollars or euros, meaning their salaries would be restored to their pre-revolution levels, or possibly increased.

The US senator Joe Lieberman, who is actively supporting the Syrian opposition, discussed the issue of FSA salaries during a recent trip to Lebanon and Saudi Arabia.

His spokesman, Whitney Phillips, said: "Senator Lieberman has called for the US to provide robust and comprehensive support to the armed Syrian opposition, in co-ordination with our partners in the Middle East and Europe. He has specifically called for the US to work with our partners to provide the armed Syrian opposition with weapons, training, tactical intelligence, secure communications and other forms of support to change the military balance of power inside Syria.

"Senator Lieberman also supports the idea of ensuring that the armed opposition fighters receive regular and sufficient pay, although he does not believe it is necessary for the United States to provide this funding itself directly."

US defence secretary Leon Panetta said this week Washington was not playing a direct role in gun-running into northern Syria. "We made a decision not to provide lethal assistance at this point. I know others have made their own decisions."

Earlier this week the New York Times reported the CIA was operating in southern Turkey, helping allies decide which opposition fighters would get weapons.

Diplomatic sources have told the Guardian two US intelligence officers were in Syria's third city of Homs between December and early February, trying to establish command and control within rebel ranks.

Interviews with officials in three states reveal the influx of weapons – which includes kalashnikovs, rocket propelled grenades and anti-tank missiles – started in mid-May, when Saudi Arabia and Qatar finally moved on pledges they had made in February and March to arm rebel forces.

The officials, who insisted on anonymity, said the final agreement to move weapons from storage points inside Turkey into rebel hands was hard won, with Ankara first insisting on diplomatic cover from the Arab states and the US.

Turkey is understood to view the weapons supply lines as integral to the protection of its southern border, which is coming under increasing pressure as regime forces edge closer in an attempt to stop the gun-running and attack FSA units.

Turkey, Saudi Arabia and Qatar were all allies of Syrian leader Bashar al-Assad until several months into the uprising, which now poses a serious threat to his family's 42-year rule over the country.

All three states have become increasingly hostile as the revolt has continued, with Saudi Arabia in February describing the suggestion to arm rebel groups as an "excellent idea" and Qatar having offered exile to Assad and his family.

For the first few months of this year the three states were waiting for the US to take a proactive role in intervening in Syria, something Washington has so far not seriously considered.

With a presidential election later this year, and weighed down by the troubled legacy of Iraq, Barack Obama has shown no enthusiasm for a major foreign policy play. Polling in the US has consistently shown that voters have little appetite for intervention in Syria, while officials from Washington to London and Brussels have warned of grave risks to the region which may follow the fall of Damascus.

Assad continues to cast his regime's battle for survival as an existential threat from radical Sunni Islamists, who he says are backed by foreign states.

The Free Syria Army says its members are almost exclusively Syrian nationalists who disavow the world view of jihadists who flocked to neighbouring Iraq from 2004-07. It acknowledges that some foreign Arab fighters have travelled to Syria to join its ranks, particularly in Homs and in Douma near Damascus, but claims they do not play a decisive role.

Intelligence officials say a power vacuum would provide an attractive environment for militants who espouse a global jihad world view. "The next three to six months are crucial in Syria," one official said. "The ingredients are right for them [jihadists] to turn up and start acting decisively. That would not be a good outcome."
