Steeds meer terreurgevaar van eigen bodem

Terreurdreiging komt minder van internationale netwerken en meer van lokale Nederlandse netwerken die bereid zijn tot het uitvoeren van een terroristische aanslag op eigen bodem, zegt veiligheidsdienst AIVD in zijn jaarverslag.

Sybrand van Hulst, directeur van de Algemene Inlichtingen en Veiligheidsdienst (AIVD), heeft het jaarverslag (pdf) over 2004 vanmiddag gepresenteerd.

Vorig jaar werd filmmaker Theo van Gogh vermoord door Mohammed Bouyeri. Bouyeri was volgens de AIVD een 'randfiguur' binnen de Hofstadgroep, die door de AIVD in de gaten werd gehouden. Ook werd in 2004 AIVD-tolk Outman Ben A. ontmaskerd. Hij speelde als mol belangrijke AIVD-informatie door naar de Hofstadgroep.

De AIVD spreekt in een persbericht van 'een verdergaande religieuze radicalisering van moslimjongeren'. De inlichtingendienst wijst er nog eens op dat jongeren zich, onder invloed van een ultraorthodoxe interpretatie van de islam, afzonderen van de Nederlandse samenleving en in het uiterste geval vatbaar worden voor rekrutering voor de jihad.

'Een recent verschijnsel is dat jongeren zichzelf radicaliseren door de beelden en teksten die zij op radicale websites zien en door contacten in "chatrooms",' noteert de inlichtingendienst

Turkse gemeenschap
Radicalisering doet zich volgens het jaarverslag niet alleen voor in de Marokkaanse gemeenschap. Ook in de Turkse gemeenschap is er volgens de AIVD een ontwikkeling die duidt op radicalisering.

Volgens de AIVD is tijdige ontdekking van een individuele actie als die van Mohammed Bouyeri 'uitermate lastig'. Van Hulst zei tijdens de presentatie dat het optreden van Mohammed Bouyeri weer een inspiratie kan vormen voor andere moslimjongeren.

De dreiging van de Hofstadgroep mag volgens de AIVD dan zijn afgenomen, in Nederland zijn 'meerdere radicaal-islamitische netwerken actief'. Van Hulst wilde niet zeggen hoeveel.

Irak
De AIVD wijst voorts op het gevaar dat dreigt van geradicaliseerde moslims, die in Irak training en ervaring hebben opgedaan met het plegen van aanslagen.

De AIVD zal de met enkele honderden mensen worden uitgebreid. Het afgelopen jaar zouden al enkele belangrijke initiatieven zijn genomen, zoals de oprichting van het samenwerkingsverband met KLPD (politie), IND (immigratiedienst), OM (justitie) en MIVD (militaire inlichtingendienst) om informatie te bundelen over radicalisering en terrorisme.

Graag wil ik jullie uitnodigen de campagne voor de Europese grondwet een extra impuls te geven. Wij zijn er allemaal van overtuigd dat het belangrijk is om vóór de grondwet te gaan stemmen. De Europese grondwet maakt niet alleen Europa sterker maar ook Nederland zelf. Dat is niet onbelangrijk als je ziet dat we steeds meer last krijgen van Europese bureaucratische regels. Met de grondwet in de hand kunnen nationale parlementen een stokje steken voor overdreven Europese regelzucht. Daarnaast maakt de Europese grondwet het makkelijker om besluiten te nemen op het gebied van het buitenlands beleid. Er komt een Europese minister van Buitenlandse Zaken die met één stem namens Europa kan spreken. Het is hard nodig dat Europa als één geheel actie zou kunnen ondernemen.

Kortom, de grondwet is een enorme verbetering ten opzichte van huidige Europese verdragen en dat kan niemand weerspreken. Laten we daarom voor de verandering eens een keer de handen ineen slaan. Onze gezamenlijke inzet voor een ‘ja’ bij het referendum op 1 juni voor de grondwet overschrijdt partijpolitieke grenzen en het zou volgens mij goed zijn als we dat eens laten merken. Ik wil jullie daarom het voorstel doen het schijnbaar onverzoenlijke te verzoenen, en met zijn allen op één foto-affiche te poseren voor een duidelijk ‘ja’ voor de grondwet op 1 juni. Om dit initiatief nader kracht bij te zetten lijkt het me ook een goed idee een middag gezamenlijk op straat tussen de mensen campagne te voeren voor de Europese grondwet. Laten wij onze verantwoordelijkheid nemen en aan de Nederlander laten merken dat we over partijpolitieke verschillen heen willen stappen voor een democratischer, welvarender en veiliger Europa. Ik hoop oprecht dat we dit signaal kunnen geven, want de toekomst van Nederland ligt in Europa.

Polisario reject negotiations on final political solution to Sahara issue

The Polisario announced that it refuses to take part in any final political solution to the Sahara dispute opposing the Algeria-backed separatists to Morocco, reported MAP.

The Polisario expressed this negative attitude in reaction to the latest report submitted by the UN Secretary General, Kofi Annan, to the Security Council.

In a letter to the Security Council, the Polisario regrets that Annan disregarded the settlement plan, the Houston accord and the Baker plan and considers that “the cease-fire should not become an end in itself or the only goal of the UN involvement” in the Sahara issue.

While Morocco had expressed commitment to hold negotiations with all parties, under the United Nations auspices, to reach a fair, final and mutually-acceptable solution to the Sahara issue, the Polisario letter shows the confusion of the separatists.

Backed by neighbouring Algeria, the Polisario Front has been seeking, since 1976, the separation of the Moroccan Southern Provinces, known as the Sahara, from the rest of the Kingdom. The former Spanish colony was regained by Morocco in 1975 under the Madrid Agreement.

In his report, Annan noted the “encouraging increase in high-level contacts in the region” and voiced willingness to help "parties" reach a political solution to the Sahara issue.

The UN Secretary General also expressed “concern at the most recent reported statement from the Polisario leadership that a return to arms may be closer than ever.” He deemed that the size of the MINURSO (French acronym for the United Nations Mission in Western Sahara) should not be reduced:

“I remain concerned that this would not be advisable at this stage. Given the prevailing conditions on the ground, MINURSO should be in a position to provide an adequate response and ensure the effective monitoring of the ceasefire.”

Kuwaiti women gain rights to vote

The Kuwaiti parliament on Tuesday amended a municipal law's article allowing for the first time women to run and vote in the municipal elections, or be appointed by the government in the Municipal Council.

In all 26 MPs out of 49 in attendance backed the bill allowing women to take part in municipal polls. Twenty lawmakers were against while three abstained, Kuwaiti news agency, KUNA, said.

“The amended draft stated... that women will have the right to run, vote and be appointed as Municipal Council members,” it added.

The article was modified by the government before it was sent to the house. Some of the MPs opposing the amendments said the government's determination to give women rights to be candidates and vote aimed at delaying elections.

The Deputy Prime Minister and Minister of State for Cabinet and Parliamentary Affairs, Mohammad Sharar, said the government was keen to see the "other half of the society (or women)" provide their expertise in the Municipal Council.

"We appeal to the house not to forbid this half from participating by approving the draft law" regarding the amendment, he said before the voting took place.

The amended version of the article reads: "A woman has the right to be a candidate, vote and be appointed in the Municipal Council."

The vote is seen by most of Kuwaiti officials and people as the first step towards full participation of women in the political life of the country. They expressed hope that the second round of voting would pass without a hitch.

"We still have ahead of us the hurdles of a second round of voting for the Municipal Council and afterwards the right to vote and run for the National Assembly," Minister of Energy Sheikh Ahmad al-Fahad al-Sabah told reporters on Tuesday.

He hoped that the adopted favorable vote for the participation in municipal elections would break the psychological barrier which has long deprived Kuwaiti women from their full political rights.

"In the course of the past 40 years of democratic life, and after women had got the same educational opportunities as men, it is time that women shoulder the responsibility of political life alongside men in our country," he added.

Kuwaiti female activists in the field of women's political rights considered the vote a positive sign, but confirmed that the achievement was not their last objective, stressing that it was about time Kuwaiti women got their full rights.

Hoping that the vote is not a "drugging measure to halt full political rights," the Secretary of the Women's Cultural Social Society, Lulwah Al-Mulla, expressed her happiness with this step.

Political activist and lawyer Kawthar Al-Jaw'aan said "this is a serious step," which is a promising signal to approve women's full political rights.

The United States, which has been pressing its allies in the Middle East to make political reforms, expressed initial backing for the decision. State Department deputy spokesman Adam Ereli said "the steps are welcomed and encouraged."

"The United States firmly supports the right of women everywhere to vote and to be full participants in the political, social and economic life of their country. Steps that move in that direction are to be welcomed and encouraged," Ereli said during a department briefing.

Some 500 liberal activists, most of them women, staged a rally outside the Kuwaiti Parliament last month to press for women's full political rights. The rally forced the parliament to accept a government request to fast-track a bill to amend an article of the electoral law to pave the way for women to vote.
