This announcement is a key step in the debt restructuring. The two sides went through multiple rounds of negotiations in June and July over how much and when to repay the debt before coming to an agreement.

"Finalizing the Eurobond debt restructuring deal is a crucial step to ensure Ukraine maintains the budget stability needed to continue financing our defense, along with other critical budget items such as healthcare, education, and social services," Finance Minister Serhii Marchenko said.

Ukraine struck a deal with its creditors at the onset of the Russian full-scale invasion to postpone the payments due to the war's pressure on the country's economy.

On July 22, Kyiv reached a principle agreement with some of its creditors to restructure the country's external debt. Without the deal, Ukraine would have had to begin payments within 10 days of Aug. 1 or potentially face a default.

The bondholders agreed to a nominal loss of 37% of their assets, giving up claims worth $8.5 billion. The deal postpones the bonds' maturity and lowers interest rates, which is expected to save Ukraine $11.4 billion over the next three years, according to the ministry's statement.

The restructuring agreement also includes Ukraine’s state road agency Ukravtodor's Eurobonds.

Consensus was a key, as holders of at least two-thirds of the outstanding debt had to agree to the deal to bind on all creditors, with a minimum threshold of 50% for each bond. The participation rate in each series of bonds ranged from 95% to 98.87%, according to a filing on London stock exchange.

The agreement will save Ukraine $22.75 billion by 2033, according to Marchenko.

"Ukraine's debt will be reduced to a sustainable level, which will allow it to meet the objectives of the IMF program and meet the expectations of the Ukraine's Creditors Group," the minister added.

The euro-denominated bonds will be exchanged for new dollar-denominated Eurobonds at the rate of EUR 0.8959 per $1. The Finance Ministry expects the settlement to take place on Aug. 30.

The Ukrainian parliament approved a bill on July 18 granting the government the right to suspend payments on external public debt until Oct. 1.

"Once completed, this restructuring will also pave the way for Ukraine's market re-entry as soon as possible when the security situation stabilizes to fund our country's swift recovery and reconstruction," Marchenko commented.

The Russian media BAZA reported on this.

It is announced that four drones at once attacked the oil depot, while some media outlets, citing the local dispatch service, say five, and local media say six.

According to these sources, the restrictions were imposed at the initiative of China.

Last week, the US introduced a new set of sanctions targeting Chinese and Russian companies due to their support for Moscow's aggression. In response, Chinese institutions have begun reducing their business dealings with Russia to avoid or mitigate the impact of these trade restrictions.

Notably, several major Chinese banks have started blocking transactions for electronics due to concerns over secondary sanctions. Most recently, in June, the Russian branch of the Chinese state-run Bank of China ceased accepting payments from Russian banks.

Western countries have also reportedly increased pressure on the UAE to prevent Russian entities from circumventing sanctions. The UAE is believed to be a key conduit for sanctioned dual-use goods, such as electronics, being sent to Russia.

Throughout Russia's full-scale war, the UAE has maintained economic and cultural ties with Russia but has also forged new trade agreements with Ukraine.

Klavdiya Tursina-Voitova, 98, who was awarded several military decorations for her service as a medical orderly during the Battle of Stalingrad, appeared to have been overlooked by the Kursk authorities and the district Veterans Council during the evacuation of the village of Kornevo, according to local resident Alina Belogurova.

“Everyone forgot about the only surviving World War II veteran in the region, and the old lady was left completely alone, with nobody willing to save her or even consider her of any use,” Belogurova wrote in a public post on Russian social media platform VK that was later made private.

According to Belogurova, she reported Tursina-Voitova to volunteers, one of whom came and carried Klavdiya to safety.

In its report, 7x7 noted that Tursina-Voitova was well known locally, with her name being mentioned 17 times on the district administration’s website and Kornevo village head Roman Pugachev being photographed with her in 2021.

Reports of Russian Airborne Forces conscripts being deployed to the Kursk region also appeared on Russian social media platform VK on Sunday, though they were promptly deleted by the platform for being “false information”, Russian independent media outlet 7x7 wrote on Wednesday.

The news flies in the face of the repeated assurances given by Vladimir Putin since 2022 that young recruits doing their mandatory military service would not be sent to the front lines.

The angle matters. Mokrytskyi is one of Ukraine's soldier-influencers keeping up spirits in times of war and has 131,600 followers on TikTok.

"Take a close-up of my fingers," he told his friend, a cameraman for the day. "Lower the frame."

The shot showed his shrapnel-scarred hands as he peeled the onions carefully.

Mokrytskyi's social media profile describes his life as a part-time celebrity chef and soldier in a nutshell: "A cook from the hell of war."

The day AFP met him, he revisited an Italian classic, pasta all'arrabbiata.

Just 24 hours earlier, he was a drone pilot in what he called the "hell of Toretsk" -- defending the eastern city that Russia has been trying to capture for months.
