Russian military bloggers widely criticize the Russian Ministry of Defense and the Russian occupation authorities in Crimea for failing to prevent the June 23 attack on Sevastopol and properly protect civilians, according to the Institute for the Study of War (ISW).
Russians criticize Russian authorities for not using air raid sirens to warn civilians of the danger.
Several Russian military bloggers have criticized their authorities for failing to detect and destroy all the missiles before they approached Sevastopol, and for failing to build shelters near the beach.
The images show that Russian troops have been deploying military equipment in civilian areas of Crimea since the beginning of Russia's full-scale invasion of Ukraine, the Institute noted. In addition, the Russian authorities have irresponsibly encouraged Russian tourism to the occupied Crimea, while the Russian military continues to use the peninsula as a rear area.
"The Russian military likely purposefully stations legitimate military targets nearby civilian areas in Crimea in an effort to deter Ukrainian strikes," the report says.
The ISW reminded that Russian troops have previously been documented using the Zaporizhzhia nuclear power plant and schools in the occupied mainland of Ukraine to cover their military equipment.
The Institute's analysts concluded that Russia is likely to violate its own rules of international humanitarian law, according to which "the military command shall avoid deploying military objectives in densely populated areas or in their vicinity."
On June 23, powerful explosions were heard in several cities of the temporarily occupied Crimea. In particular, explosions were heard in the area of Sevastopol. The governor of Sevastopol, Mikhail Razvozhayev, said that there was an attack and that air defense systems were working. Propaganda channels wrote that Crimea was attacked by ATACMS missiles.
Razvozhayev said that five air targets were "destroyed over the Black Sea" but that the wreckage fell in the coastal zone. Seven recent Russian attacks on Ukraine's energy infrastructure have resulted in the loss of approximately 9 gigawatts of generating capacity, according to the head of the state-owned power grid operator Ukrenergo.
This represents half of the country's total power generation capacity and is equivalent to the energy consumption of the Netherlands for three months or the combined consumption of Slovakia and the Baltic states.
Volodymyr Kudrytskyi, the head of Ukrenergo's board, stated that Ukraine needs to urgently start building distributed generation facilities in preparation for this and next winter. Decentralizing smaller power plants will make Ukraine's energy system more resilient to Russian attacks, according to Kudrytskyi.
"Unfortunately, we have to deal with the realities that these attacks are likely to continue. And we need to be ready, we need to restore as much generation as possible before winter. We need to ask for additional air defense to protect what we are restoring. But we also need to deploy new generating capacity to make sure that if the Russians do these attacks again, they won't be able to concentrate on 10 or 15 large power plants, but will have to deal with a huge number of small ones," Kudrytskyi said.
Overnight on June 22, Russian forces launched a series of missile and drone strikes targeting critical energy infrastructure and residential areas across multiple Ukrainian regions, continuing its attacks on Ukrainian energy infrastructure. The Ministry of Energy of Ukraine has confirmed that these strikes caused damage to energy transmission systems in the southern and western regions, resulting in equipment disruptions.

Dory wrote that an estimated one in a hundred Starlink terminals in Ukraine were illegitimate and service had been cut to “several hundred unapproved terminals.”
The letter reaffirmed a previous Defense Department assurance that SpaceX was helping to curb Russian military use of the terminals, which have become essential communications tools both for Ukraine’s war operations and its civilians.
Dory wrote that the Pentagon believes Russian forces “will adapt and persist in efforts to gain their illicit access.” Warren, a member of the Senate Armed Services Committee member, has been reviewing SpaceX’s Pentagon contractual relationships and has raised questions about the Russian use of Starlink terminals in the war.
SpaceX is under a $40.5 million Ukraine Security Assistance Initiative contract through Nov. 30 to provide Starlink services, but that represents “only a small fraction of the tens of thousands of terminals donated by other countries and those purchased by Ukrainian citizens through legitimate channels,” Dory wrote.
Last month, Ukraine’s Vice Prime Minister Mikhailo Fedorov told Bloomberg News that SpaceX is “quick to respond” when needed, whether for a “technical intervention” or an emergency. Nog een middelvinger naar Orban toe. Ook de toelatingsonderhandelingen/gesprekken zijn nu nog even snel er door heen gedrukt zodat wanneer Hongarije de presidentschap overneemt deze maandag zij hier geen invloed meer op uit kunnen oefenen/deze van de agenda kunnen houden.

The U.S. government has transferred a new aid package to Ukrainian explosive ordnance disposal units with a GCS-200 mine-clearing vehicle.
The Ministry of Internal Affairs of Ukraine said that the new package includes Dodge RAM trucks.
The U.S. also handed over X-ray machines, two types of blasting vehicles, metal detectors, and more.
The total value of the transferred machinery and equipment is $2 million.

A Caribbean shell company has smuggled at least $80 million worth of electronics into Russia under the disguise of a Canadian address, according to leaked Russian trade filings obtained by CBC News.
The scheme appears to be part of a Kremlin initiative involving a covert web of multinational buyers and producers that source sanctioned technologies from Western countries, the majority of which come from Chinese stockpiles and manufacturers, to help produce weapons for Russia's war with Ukraine.
"My initial reaction was that this looked like a really egregious breach of [Canada's sanction regime]," said Jessica Davis, an Ottawa-based financial crimes expert who viewed the data and previously worked with the Canadian Security Intelligence Service.
"It seemed really surprising that somebody would be so blatant about facilitating these kinds of goods to Russia, particularly in the context of the Russia-Ukraine war."
Two separate sources, one from a government agency and the other an academic watchdog, provided the 2023 import data, which was then cross-referenced for its authenticity by two experts. CBC News has agreed to keep the sources confidential to protect against retribution from the Russian government.

This satellite was purchased with donations from citizens.
The Defence Intelligence of Ukraine reported that the satellite allows data to be received both from the temporarily occupied territory of Ukraine and from other places on the planet where Russia’s military forces and assets are located.
