The European Union proposed a deal to Hungary, allowing the country to opt out of aiding Ukraine while not blocking decisions by other allies, but Budapest rejected this offer, said Josep Borrell, the head of EU diplomacy, to the Financial Times.
He mentioned that the EU offered Hungary a deal similar to the one NATO made with the country's Prime Minister Viktor Orban last week: giving Budapest the option to refrain from activities supporting Ukraine in exchange for not vetoing other allies' aid to Kyiv.
However, according to the top diplomat, Hungary refused a similar proposal from the EU.
"We have offered Hungary: your money will not be used to support Ukraine in any means. Not just lethal, but on anything. Take your money. Put your money out of the box. I don’t want to use your money," Borrell explained about the canceled idea.
According to the official, Budapest's position "has something to do with the strong links that they have with Russia."
A spokesperson for the Hungarian government declined to comment to the FT.

Caretaker Prime Minister Dimitar Glavchev and Russia-friendly President Rumen Radev will jointly represent Bulgaria at the NATO summit in Washington next month that is likely to discuss plans for further aid to Ukraine in its fight against the Kremlin's forces.
The announcement appears to be somewhat of an awkward compromise of a dispute between Bulgaria's Council of Ministers and the presidency just ahead of the June 21 deadline for delegations to register for the July 9-11 NATO gathering.
As a parliamentary republic, Bulgaria traditionally would be represented by the head of government, the prime minister.
However, Glavchev, serving in a caretaker role, asked parliament to decide whether he or the president should go to the summit.
The parliament, led Boyko Borisov's GERB party, declined to make a decision in the dispute, leading Glavchev to announced that both will attend.

Ukraine's National Police said on June 21 that two Kazakh nationals are suspected of shooting a noted Kazakh opposition activist and journalist Aidos Sadyqov in Kyiv earlier this week.
According to a statement from the National Police, the suspected attackers are Altai Zhaqanbaev, born in 1988, and Meiram Qarataev, born in 1991. The two suspects were added to the international wanted list, with a Kyiv court issuing arrest warrants for them.
The statement added that investigators found Zhaqanbaev and Qarataev arrived in Ukraine on June 2 from Poland. They rented an apartment and bought a car in Kyiv, after which they surveyed Sadyqov's everyday routine.
"On June 18, one of the suspects approached [Sadyqov's] car and shot him, while his accomplice was near the building to act as a lookout. After that they fled the crime scene," the statement said, adding that the two suspects then left Ukrainian territory via the Ukrainian-Moldovan border.
Investigations are underway to find out who ordered the attempt on Sadyqov's life.

EU countries today approved a first tranche of up to ¤1.4 billion in military aid for Ukraine coming from the proceeds of frozen Russian assets, according to four diplomats.
The money is channeled to Ukraine through the Ukraine Assistance Fund (UAF), but payments have been blocked by Hungary.
However, the Council's legal service argued that Budapest cannot stop these payments because it abstained in the vote earlier this year creating the UAF. The reason allowing the work-around is that the funds do not come from EU taxpayers, EU officials said.
The money won't be used for reimbursements, as is normally the case with the UAF, but for direct purchases of kit like ammunition and aerial defense systems. A quarter of the amount will be used for purchases from Ukrainian industries.
Countries had until 11 a.m. to voice their opinion, and none cast a negative vote, according to an internal Council message seen by POLITICO. The decision did not require unanimity, meaning Hungary could not block it.
Despite today's agreement, Hungary is continuing to block the payment of ¤6.6 billion under the UAF as a partial reimbursement for weapons purchased for Ukraine. According to one diplomatic, Budapest is "furious" at what happened today.
The final figure of the amount of profits from the frozen assets that will go to Kyiv is still unclear, but diplomats said it ranges between ¤1.2 billion and ¤1.4 billion.
The formal announcement is expected at a meeting of EU foreign ministers in Luxembourg on Monday.

Armed men had abducted Fatou and her twin sister, 17, from their home in the northwestern Central African Republic (CAR) market town of Bouar in September. The girls were being spirited out of town when Russian paramilitaries in a pickup caught up with them, arrested the men and rescued the girls.
“We were so relieved when we saw the white soldiers,” Fatou told The Daily Beast. “We thought we were the luckiest girls in the world.”

The European Union on Monday slapped new sanctions on Russia over its war on Ukraine, targeting Moscow’s shadow fleet of tankers moving liquefied natural gas through Europe as well as several companies.
At a meeting in Luxembourg, where the sanctions were endorsed, EU foreign ministers also agreed on new financial support to help Ukraine defend itself. Some expressed concern about a rise in hybrid attacks by Russia – including allegations of election interference, cyber-attacks and sabotage.
In an effort to push Russia into using more costly routes for energy purposes, the ministers said in a statement, the EU will “forbid reloading services of Russian LNG in EU territory for the purpose of transshipment operations to third countries.”
The EU estimates that about 4-to-6 billion cubic meters (141 billion-212 billion cubic feet) of Russian LNG was shipped to third countries via EU ports last year. Russia is suspected of running a “ghost fleet” of up to 400 ships to evade sanctions and keep up the flow of energy earnings so that it can finance the war.
The measures will target ship-to-ship and ship-to-shore transfers as well as reloading operations. It also involves a crackdown on the re-export of LNG to third countries via the EU, plus a ban on new investments to help Russia complete LNG projects it is working on.

Volodymyr Zelensky has ordered the new chief of Ukraine’s state guard service to purge its ranks after two of its officers were accused of plans to assassinate senior officials.
The state security service (SBU) said last month that it had caught two guard service colonels accused of cooperating with Russia to plot the assassination of the Ukrainian president, military intelligence chief Kyrylo Budanov and other officials.
Mr Zelensky introduced staff to the new head of Ukraine’s state guard, Colonel Oleksiy Morozov, on Monday and said his main task was to ensure that only those who see their future tied with Ukraine could join the agency.
He said on Telegram: “And, of course, the agency must be cleared of anyone who chooses not Ukraine for themselves or discredits the state guard service.” The guard service provides security for various governement officials.
Mr Zelensky fired Mr Morozov’s predecessor Serhiy Rud in May, two days after the SBU detained agency employees who it said worked for Russia’s Federal Security Service and leaked classified information. There has been no comment from Moscow on the allegations.
