The Supervisory Board of the National Public Television and Radio Company of Ukraine (UA:PBC) encourages the UA:PBC management to publish a complete and transparent set of rules for the national selection for the Eurovision Song Contest and contract terms for the winner.
This is said in the statement of the Supervisory Board of UA:PBC on the situation around the national selection of the Eurovision 2019, which the Supervisory Board has approved at the February 26 meeting.
"The Supervisory Board of UA:PBC is concerned about the reputational threats to Ukrainian public broadcasting that have arisen during the National Selection for the Eurovision Song Contest 2019.
The Eurovision Song Contest, which is a unique format for national public broadcasters in Europe, aims to unite European countries around public broadcasters, and National Selection of Ukraine should unite Ukrainian society around Ukrainian public broadcasting.
In 2019, as well as during several previous years, the executive management of UA:PBC gave the right to conduct and broadcast the National Selection to the private television channel STB. This allowed to make the show more vivid. But, unfortunately, it left the Public Broadcaster without exclusive content, the right to which is provided only to the members of the European Broadcasting Union, which pay considerable contributions. This contributed to the outflow to the private channel of the audience, which for many years was looking for this unique product on the TV channel, which became part of the Public Broadcaster. Even if the management takes such a decision, the task of the Public Broadcaster should be to establish clear and transparent rules before the start of the National Selection, as well as to control over their observance. After all, the ultimate responsibility for the results is still borne by the National Public Broadcaster. This should be taken into account when signing the next deal with any partner who will participate in the organization of the National Selection.
The refusal of the winner of the National Selection to sign a contract with UA:PBC for the representation of Ukraine at the Eurovision because of disagreement with the proposed terms of the contract that were not clearly stated before the start of the Selection is an unprecedented situation in the history of the Eurovision contest in Ukraine. This refusal led to a heated debate in Ukrainian society, became the basis for accusations against the UA:PBC, which are often opposite in meaning. This indicates the actual non-observance of one of the main tasks of the Public Broadcaster - facilitating the consolidation of Ukrainian society, as defined in the Law "On Public Television and Radio Broadcasting of Ukraine".
Strict compliance with the rules and procedures should be the main principle of the Public Broadcaster. Such rules should be determined before the start of the Selection and take into account the context in which Ukrainian society lives nowadays - the occupation of the part of the national territory by the aggressor state, the war for independence, which has been going on for more than five years, daily losses on the front line. After all, the person who will represent Ukraine at an international competition should be the expression of not only his own views, but also the views of Ukrainian society.
In our opinion, UA:PBC should learn to properly use the advantages of the Public Broadcaster arising from the membership in the European Broadcasting Union - including the right to conduct selections, production and broadcasting of content in the framework of the Eurovision Song Contest.
The Supervisory Board of UA:PBC urges the company's executive management to reconsider the approaches to working with a unique project of the Public Broadcaster - the Eurovision Song Contest, ensuring that the list of rules for conducting the National Selection and the contract terms for the winner are determined in advance and made public in order to exclude all discrepancies and disputes at the time of the competition, as well as to increase the level of control of the Public broadcaster over the observance of these rules and increase the level of involvement of the company in content production and broadcasting process within the framework of the contest.
