Second round of financial negotiations appear to hit the wall after less than 24 hours
EU diplomats have hit out at Britain’s failure to agree it must pay a hefty financial settlement for Brexit, suggesting the controversy will “stall” the talks.
The second round of the negotiations appeared to have run into trouble within 24 hours of resuming in Brussels, over the vexed issue of the so-called “divorce bill”
Michel Barnier, the EU’s chief negotiator, was preparing to tell the British side that the negotiations served little purpose until Britain engaged seriously with the issue of payments.
“Financial settlement is the priority,” one EU diplomat told the Politico website.
“The EU will not walk away from talks but will stall them. The impression we got so far is that the UK is not ready for these talks.”
Another EU diplomat said: “It is reasonable to expect the Brits to say something other than ‘we will not pay a penny.’ If that’s not the case, what is there to talk about?”
The warning comes after eyebrows were raised over David Davis, the Brexit Secretary, leaving the talks after just one hour on Monday.
Mr Davis made only a flying visit to Brussels, speaking with Mr Barnier for no more than 15 minutes, before heading back to London and leaving the negotiations to his officials.
The agenda for the four-day talks includes the rights of EU citizens in the UK – and British ex-pats in the EU – the exit bill and the Northern Ireland border.

Negotiations over Britain’s exit from the EU got underway in earnest this week, but that doesn’t mean that the U.K. is withdrawing from other EU business. Far from it.
It has emerged that British ministers and officials lobbied hard against a European Commission plan on energy efficiency, even though the rules might never apply to the U.K. assuming it leaves the EU as planned in March 2019.
Britain opposed a compromise deal on future EU energy efficiency rules during a long and difficult meeting of EU energy ministers last month, pushing the Commission to water down its proposals.
Richard Harrington, a junior minister at the U.K.’s Department for Business, Energy and Industrial Strategy, told the Energy Council meeting in June that the U.K. was “disappointed” with Brussels’ proposal to boost the target to 30 percent. He said the British government “cannot support” the proposed compromise on energy efficiency because “we do not believe it strikes the right balance to provide sufficient flexibility to reach our ambitions.”
The energy efficiency rules are part of a wider package of proposals meant to accelerate the EU’s transition to clean energy, and while the European Commission is pushing for an inter-institutional deal on all eight parts of the package by the end of 2018, officials doubt that is realistic.
The move to block strong energy efficiency rules is creating “a lot of bad feelings” among other EU countries, especially since Britain “will need all the friends it can get” after Brexit, said Jonathan Gaventa, director at think tank E3G.
And the sight of U.K. officials lobbying on proposed EU legislation that might not have a direct impact on the country has puzzled even experienced EU diplomats who are used to the complex negotiating techniques that characterize Brussels.

Dat lijkt me losstaan van de verdere invulling. Overigens vermoed ik dat het daarbij erop uit gaat komen dat ze net als Noorwegen eea betalen en deelnemen aan de EFTA bv. om maar wat te noemen.

Tja, ik kan wel mogelijke onrechtstreekse gevolgen bedenken. Als het leidt tot meer regels voor bedrijven zullen vestigingen van Britse bedrijven daar ook aan moeten voldoen. Als er meer geld wordt uitgegeven aan energiebesparing is er minder geld voor andere uitgaven, wat de export vanuit GB kan beïnvloeden.
