Operational data from Information Resistance:

Over the past day there has been a marked decrease in the activity of the insurgents and Russian troops in Donbas connected with the conduct of the so-called elections by the terrorist organizations “LNR” [Luhansk People's Republic] and “DNR” [Donetsk People's Republic]. Altogether, the total recorded was about 15 shellings of the positions of ATO [anti-terrorist operation] forces and 1 attack on a checkpoint in the district of Mariupol.

The total number of violations of the temporary ceasefire by the Russian-terrorist forces from the signing of the Minsk agreement approaches 2,400.

The hottest points of the ATO zone for the past day were the settlements of Staryi Aidar (4 shellings), Krymske, and Pavlopil (2 shellings each).

Also, Russian-terrorist forces delivered fire strikes on the positions of ATO forces near Orlivske, Debaltseve, Cherevkovka, and the Donetsk airport.

At the moment, the Russian-terrorist troops completed their formation of four strike groups:

- the Luhansk group (in the vicinity of Pervomaisk-Luhansk-Stanytsia Luhanska);

- the Horlivka-Donetsk group;

- the Volnovakha-Telmanovo group;

- the Novoazovsk group.

According to IR estimates, these [strike] groups include about 14-15 thousand Russian mercenaries and soldiers of the Russian Federation, as well as 10-12 thousand insurgents from local gangs.

Also these strike groups are equipped with:

- 110-115 tanks;

- 250-280 AFVs (armored fighting vehicles) such as BMP, BTR, MT-LB;

- 80-100 cannon artillery guns and MLRS units;

- about 500 vehicles (from Russian army armored Kamaz [cargo trucks] and tankers to improvised gun trucks).

The active “reformation of the militia” is currently underway. The leaders of the “DNR” and “LNR,” with the active assistance of Russian specialists, is conducting a “unification” of gangs to create “linear units and divisions.” Currently, this process is unsuccessful due to an extremely low level of discipline in the terrorist ranks and their unwillingness to conform to a single leadership.

During the past 24 hours of fighting in Donbas, 49 attacks by Russian-terrorist troops were recorded on the positions of Ukrainian troops.

The greatest enemy activity was observed in the following directions:
• Debaltseve (15 attacks);
• Donetsk (12 attacks);
• Pervomaisk (10 attacks);
• Luhansk (7 attacks).

[The recently] formed strike tactical groups of Russian-terrorist forces are [currently] concentrated in the areas of operational assignment and are ready for action. Reserves and a second echelon are currently being strengthened. Material and technical means are being stockpiled. Key reconnaissance missions have been completed (positions, checkpoints, base camps of Ukrainian troops) for the artillery of Russian-terrorist forces, additional exploration and firing data specifications are currently underway.

A convoy of armored vehicles passed through the checkpoint at “Izvaryne,” from the territory of the Russian Federation into Ukraine.

Near the settlement of Shchastya (Luhansk region, Ukraine), a battalion tactical group of the Russian Federation Armed Forces arrived. Earlier, a company tactical group of Russian paratroopers was observed here.

Meanwhile, Russian Federation Armed Forces continue to concentrate in the [shared] border areas with Ukraine. Arrival and unloading of two echelons that carried military equipment and personnel (up to 500 people) has been recorded at the railway station of Kamensk-Shakhtinskii (Rostov region, Russia).

In Donetsk, Snizhne, and Makiivka, the rumors about the imminent offensive by the Russian-terrorist forces are actively being spread among the insurgents. In the Petrovskyi district of Donetsk, insurgents move heavy weapons up to the frontline. They also use civilian vehicles taken from the population and local businesses to transport the troops and munitions.

In addition to heavy shelling of the positions of Ukrainian troops near the settlements of Avdiivka and Pisky, the enemy attempted to push back units of the ATO forces from Krasnohorovka and Mariinka. Their attempt failed.

In the vicinity of Nikishyne-Chornukhyne, the terrorist attacks continue, as do their armed clashes with the ATO forces. Terrorists seek to narrow their Debaltseve foothold and to get closer to Debaltseve. The leadership of “‘Ghost’s’ Mechanized Brigade” gang has announced preparations for the “encirclement of Debaltseve” (possibly the spreading of deliberate misinformation).

At the same time, [our sources observed] the movement of armored vehicles by insurgents towards the boundary near Pervomaisk, as well as the concentration of arms towards the settlements of Vesela Hora and Trokhizbenka, and also opposite the settlements of Popasna and Hirske.

A “mixed artillery group” has been pulled into the area of Stanytsia Luhanska (to join a mixed division).

In Horlivka, Russian troops completed measures to neutralize the former gang of I. Bezler (“Demon” [who was recently 'retired']). Some of the insurgents joined the unified command of the “DNR” [Donetsk People's Republic] and some of them disappeared.

In the southern areas of the “LNR” [Luhansk People's Republic], the forced “mobilization” continues. Because of this, an active mass exodus of male citizens seeking to avoid “mobilization” is currently observed on territories under Ukraine’s control.

Ukraine rebels seen moving large military convoys

SNIZHNE, Ukraine (AP) - Associated Press reporters saw more than 80 unmarked military vehicles on the move Saturday in rebel-controlled areas of eastern Ukraine, indicating that intensified hostilities may lie ahead.

Three separate columns were seen - one near the main separatist stronghold of Donetsk and two outside the town of Snizhne, 80 kilometers (50 miles) further east. The vehicles were mainly transportation trucks, some of them carrying small- and large-caliber artillery systems, and at least one armored personnel carrier. Several of the trucks were seen to be carrying troops.

Ukrainian officials said this week that they believe rebel forces have received substantial consignments of weaponry and manpower from Russia. Moscow denies such claims.

It was not immediately possible to establish the provenance of the vehicles seen Saturday. Separatists have always insisted they are armed with equipment captured from Ukrainian forces, but the sheer scale and quality of their armaments have strained the credibility of that claim.

Ukrainian National Security and Defense Council spokesman Volodymyr Polevoy said rebel reinforcements have also been observed moving toward front-line locations around 150 kilometers (95 miles) northeast of Donetsk, in the Luhansk region.

Polevoy said rebel authorities are boosting their ranks by forcibly mobilizing residents in a number of occupied towns.

Despite a cease-fire being reached in September, Ukrainian and rebel troops engage on a regular basis, with some of the heaviest fighting focused on Donetsk airport.

One government paratrooper was killed Friday by a sniper at the airport, military authorities said in a statement. Polevoy said two other Ukrainian troops were killed on the same day, but gave no details.

The statement added that Ukrainian positions came under artillery fire in several towns and villages east of Donetsk, including Debaltseve, which has begun to be increasingly encircled by rebel forces.

Earlier this week, Ukraine's president Petro Poroshenko said that additional troops were being deployed to the east to defend cities still under government control against possible incursions. That followed rebel statements of intent to expand the amount of territory under their control.

The truce signed in the Belarusian capital, Minsk, by Russia, Ukraine and the separatists stipulates the pullback of heavy weaponry.

In Beijing, U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov met Saturday on the sidelines of the Asia-Pacific Economic Cooperation conference for what was expected to be a discussion about the unrest in eastern Ukraine.

Asked if Russia still respects the legitimacy of the cease-fire agreement, Lavrov said it is for the "rebels and the government" of Ukraine to finalize a disengagement line - a process that he said is continuing.

Tensions between Ukraine and Russia rose further after the rebels held an election last Sunday that Ukraine and the West denounced as a violation of the truce. Russia, however, quickly lent its support to the vote.
