En als het hier gebeurt (in de politiek, bureaucratie of bedrijfsleven), springen legers journalisten erop en worden de betreffende personen uitgerookt. Dat gebeurt weer niet in Rusland aangezien het daar te veel gebeurt.

Maar we moeten wel opletten wanneer dat tegengas tegen te veel VS-bemoeienis een gevaar op zichzelf dreigt te worden.
Als hij dat doorzet en daardoor de gasverzorging voor Europa in gevaar dreigt te komen, dan is er ook geen reden meer voor de EU om voorzichtig te zijn met sancties t.o.v. Rusland. Iemands macht wordt vergroot door zijn inzicht in hoe de wereld werkt, en stelt hem in staat zijn welzijn te verhogen.

WARSAW, Poland (AP) Poland's gas monopoly says deliveries of natural gas from Russia have dropped by some 24 percent this week.
Spokesman Rafal Pazura said Wednesday that the company, called PGNiG, is asking Russian supplier Gazprom whether the drop is due to "technical or trade" issues.
The reduction of deliveries arriving through Ukraine and Belarus comes at a time of conflict in Eastern Ukraine between Ukraine's army and Moscow-backed rebels. Poland supports the Ukraine authorities.
PGNiG said in a statement that on Monday supplies were 20 percent below the contracted amounts. On Tuesday they were 24 percent too low.
The company said it was making up for the shortfall with gas from other sources.
Last year, Poland bought some 8.9 billion cubic meters of Russian gas, covering about 60 percent of its needs.

Poland is investigating reduced natural gas supplies from Russias OAO Gazprom (OGZD) via Belarus and Ukraine, according to the countrys dominant gas company.
Polskie Gornictwo Naftowe i Gazownictwo, or PGNiG SA, got 20 to 24 percent less fuel than it ordered from Gazprom Export over the past two days and is compensating flows with alternative supply, the Warsaw-based company said today in an e-mailed statement. PGNiG shares fell as much as 2 percent, the lowest level since Sept. 1.
PGNiG is investigating if the supply cut is due to technical or commercial reasons, the company said.
Gazprom is doing pre-winter maintenance on pipelines and filling Russian storage sites, which is limiting supply to Poland at the level of the end of last week, according to a company official who declined to be named, citing policy. Russia is reducing flows to the European Union to restrict so-called reverse supply to Ukraine, said Ihor Prokopiv, the chief executive officer of UkrTransGas. Poland today halted supply to Ukraine of 4 million cubic meters (140 million cubic feet) a day, he said.
Russia, which meets about 15 percent of Europes gas demand through Soviet-era pipelines across Ukraine, halted supplies to its neighbor on June 16 in a dispute over debt and prices, echoing spats in 2006 and 2009 that left European customers short of fuel.
Michael Murphy, a spokesman at RWE AG in Essen, Germany, declined to comment on reverse flow to Ukraine from Poland. RWE started supplies to Ukraine via Poland in April.
Gazprom assumes countries that get their gas via Ukraine understood the possible risks in the spring and filled up storage sites at a faster pace, Sergei Kupriyanov, a spokesman for the Russian pipeline gas export monopoly, said by phone on Sept. 3.
Poland got 9.6 billion cubic meters of gas from Russia last year, or 64 percent of its total use, according to BP Plcs Statistical Review.

"I have nothing against Russian nationalists, or a great Russia," said Dmitry, as we sped through the dark Mariupol night in a pickup truck, a machine gunner positioned in the back. "But Putin's not even a Russian. Putin's a Jew."
Dmitry – which he said is not his real name – is a native of east Ukraine and a member of the Azov battalion, a volunteer grouping that has been doing much of the frontline fighting in Ukraine's war with pro-Russian separatists.
The Azov, one of many volunteer brigades to fight alongside the Ukrainian army in the east of the country, has developed a reputation for its fearlessness in battle.
But there is an increasing worry that while the Azov and other volunteer battalions might be Ukraine's most potent and reliable force on the battlefield against the separatists, they also pose the most serious threat to the Ukrainian government, and perhaps even the state, when the conflict in the east is over. The Azov causes particular concern due to the far-right, even neo-Nazi leanings of many of its members.
Dmitry claimed not to be a Nazi, but waxed lyrical about Adolf Hitler as a military leader, and he believes the Holocaust never happened. Not everyone in the Azov battalion thinks like Dmitry, but after speaking with dozens of its fighters and embedding on several missions during the past week in and around the strategic port city of Mariupol, the Guardian found many of them to have disturbing political views, and almost all to be intent on "bringing the fight to Kiev" when the war in the east is over.
The battalion's symbol is reminiscent of the Nazi Wolfsangel, though the battalion claims it is in fact meant to be the letters N and I crossed over each other, standing for "national idea". Many of its members have links with neo-Nazi groups, and even those who laughed off the idea that they are neo-Nazis did not give the most convincing denials.
"Of course not, it's all made up, there are just a lot of people who are interested in Nordic mythology," said one fighter when asked if there were neo-Nazis in the battalion. When asked what his own political views were, however, he said "national socialist". As for the swastika tattoos on at least one man seen at the Azov base, "the swastika has nothing to do with the Nazis, it was an ancient sun symbol," he claimed.
The battalion has even drawn far-right volunteers from abroad, such as Mikael Skillt, a 37-year-old Swede, trained as a sniper in the Swedish army, who described himself as an "ethnic nationalist" and fights on the front line with the battalion.
Despite the presence of these elements, Russian propaganda that claims Kiev's "fascist junta" wants to cleanse east Ukraine of Russian speakers is overblown. The Azov are a minority among the Ukrainian forces, and even they, however unpleasant their views may be, are not anti-Russian; in fact the lingua franca of the battalion is Russian, and the majority of them have Russian as their first language.
Indeed, much of what Azov members say about race and nationalism is strikingly similar to the views of the more radical Russian nationalists fighting with the separatist side.
The battalion even has a Russian volunteer, a 30-year-old from St Petersburg who refused to give his name. He said he views many of the Russian rebel commanders positively, especially Igor Strelkov, a former FSB officer who has a passion for military re-enactments and appears to see himself as a tsarist officer. He "wants to resurrect a great Russia, said the volunteer; but Strelkov is "only a pawn in Putin's game," he said, and he hoped that Russia would some time have a "nationalist, violent Maidan" of its own.

The Ukrainian armed forces are "an army of lions led by a sheep", said Dmitry, and there is only so long that dynamic can continue. With so many armed, battle-hardened and angry young men coming back from the front, there is a danger that the rolling of heads could be more than a metaphor. Dmitry said he believes that Ukraine needs "a strong dictator to come to power who could shed plenty of blood but unite the nation in the process".
Many in the Azov battalion with whom the Guardian spoke shared this view, which is a long way from the drive for European ideals and democracy that drove the protests in Kiev at the beginning.
The Russian volunteer fighting with the Azov said he believes Ukraine needs "a junta that will restrict civil rights for a while but help bring order and unite the country."
This disciplinarian streak was visible inside the battalion itself. Drinking is strictly forbidden. "One time there was a guy who got drunk, but the commander beat him in his face and legs until he could not move; then he was kicked out," recalled one fighter proudly.
Other volunteer battalions have also come under the spotlight. This week, Amnesty International called on the Ukrainian government to investigate rights abuses and possible executions by the Aidar, another battalion.

Fighters from the battalion told the Guardian last month they expected a "new revolution" in Ukraine that would bring a more decisive military leader to power, in sentiments similar to those of many Azov fighters.
Despite the desire of many in the Azov to bring violence to Kiev when the war in the east is over, the battalion receives funding and assistance from the governor of Donetsk region, the oligarch Serhiy Taruta.
An aide to Taruta, Alex Kovzhun, said the political views of individual members of Azov were not an issue, and denied that the battalion's symbol had Nazi undertones.
"The views of some of them is their own affair as long as they do not break the law," said Kovzhun in written answers to questions. "And the symbol is not Nazi. Trust me – some of my family died in concentration camps, so I have a well-developed nose for Nazi shit."
As well as their frontline duties, the Azov battalion also function as "a kind of police unit", said a platoon commander who goes by the nom de guerre Kirt. A medieval history buff who takes part in Viking battle reenactments and once ran a tour firm in Thailand, Kirt returned to east Ukraine to join the Azov. He took the Guardian on an overnight patrol through the outskirts of Mariupol and the villages around the front line.
Part separatist hunters, part city cops with no rules to restrain them, they travelled in a convoy of three vehicles, all heavily armed. As the time approached midnight we set off across the bumpy tarmac roads to the outskirts of Mariupol, and soon came across a parked car by the side of the road that the men found suspicious. Fighters dashed from the front two cars and rushed at the vehicle pointing their guns at it. A startled man got out of the passenger seat, then a sheepish looking woman in a cocktail dress and holding a half-smoked cigarette emerged, smoothing her hair. The Azov fighters apologised, but only after demanding documents and thoroughly searching the car.

Some of them, however, are hoping that Ukraine will look very different in the not-so-distant future. And while they may be a tiny minority when it comes to Ukraine as a whole, they have a lot of weapons. Poroshenko will be killed in a matter of months, Dmitry said, and a dictator will come to power.
"What are the police going to do? They could not do anything against the peaceful protesters on Maidan; they are hardly going to withstand armed fighting units."

BERLIN--Germany's Chancellor Angela Merkel on Wednesday called for a swift implementation of the additional European economic sanctions agreed on Monday, signaling that she wasn't yet satisfied with the progress made in defusing the crisis in Ukraine.
The comments come after EU officials delayed the implementation of the new sanctions for a few days at the request of Finland. Officials said they would meet again on Wednesday to decide how to proceed.
"The European Union had agreed to new sanctions. The issue is now to publish them and therefore enforce them," Ms. Merkel told parliament. "On behalf of the German government I want to say that in the light of the present situation, which certainly shows an improvement with regards to military activities...many other issues are still unclear. That is why we advocate for a publication of these sanctions. I hope a decision about this will be made soon."
While Ms. Merkel has long said she thought the conflict could only be resolved politically and through a dialogue between Russia and Ukraine, Germany adopted a tougher line on sanctions against Moscow after the downing of the Malaysia Airlines passenger plane in July.
After months of fruitless German-led diplomatic work to seek an end to the standoff, diplomats and officials in Berlin have greeted Russian President Vladimir Putin's recent overtures to his Ukrainian counterpart Petro Poroshenko with hardened skepticism, with Ms. Merkel demanding to see proof of Mr. Putin's goodwill on the ground.
The chancellor stressed that the EU would lift sanctions once the 12-point protocol agreement reached between Ukraine and Russia had been "fulfilled substantially."
European leaders said last week the new measures could be lifted if there was clear evidence that Moscow was helping forge a genuine political solution in Ukraine
So far, the EU has banned exports of some dual-use machinery and goods to Russian customers, as well as imposed financial sanctions.
The planned new sanctions will expand the number of Russian businesses barred from raising new money in the bloc's capital markets to include three major state-owned oil companies, according to documents seen by The Wall Street Journal.
The three oil companies-- Gazpromneft, the oil-production and refining subsidiary of OAO Gazprom, oil transportation company Transneft, and state-controlled Rosneft--would be barred from raising funds with maturities of longer than 30 days.
Ms. Merkel told lawmakers that her policy in regard to Russia and Ukraine is guided by four principles: that the conflict in Ukraine can't be solved militarily; that the EU and the U.S. must find joint responses; that a violation of Ukraine's territorial integrity is unacceptable and must be met by sanctions; and finally that the door for talks and negotiations with Russia "is and will remain open."

After confirming the new measures on Monday evening, the EU delayed their implementation - saying it wanted to give Russia time to move peace efforts for eastern Ukraine forward.
Presidents Vladimir Putin of Russia and Petro Porsohenko of Ukraine spoke on the phone for the second time in 24 hours on Tuesday evening. "Putin confirmed Russia's readiness to continue to contribute to a peaceful settlement of the crisis," the Kremlin said in a statement, saying the pair discussed the importance of a "durable ceasefire."
According to officials in Kyiv on Tuesday, five Ukrainian soldiers have been killed since the current ceasefire took effect in the country's east. However, the National Security and Defense Council acknowledged that, by and large, the truce was holding.
Britain urges hard line
British Defense Secretary Michael Fallon told the Reuters news agency on Tuesday that the EU should remain determined on the issue of sanctions.
"Member states have all had slightly different positions on it, but it is essential we keep up the pressure," Fallon told Reuters. "The sanctions clearly are working and we are seeing that."
The conservative politician said the ball was currently in Putin's court, adding that the EU should not relax existing sanctions "until we see some reciprocity from Russia in terms of moving troops back across the border and heavy equipment back across the border." Russia still disputes Ukrainian and western allegations that it is sending weaponry and personnel to Ukraine's separatist fighters.
EU appeal for US energy commitments
On a visit to Washington on Tuesday, the EU's trade commissioner, Karel de Gucht, appealed for the US to commit to export oil and natural gas to Europe as part of a planned transatlantic trade deal. De Gucht said that the tension with Russia over Ukraine had spurred the EU to reconsider its dependence on fossil fuels from Russia.
"It is important that we come forward with a position on that [energy agreement] as soon as possible, because maybe you may have noticed that some things are going on in Europe," de Gucht told reporters in Washington. "I cannot imagine that there will ever be a TTIP without such provisions," he said, referring to the Transatlantic Trade and Investment Partnership still under negotiation.
Natural gas prices in the EU are around three times as high as in the US. Germany spent some 33 billion euros ($42.6 billion) on Russian natural gas, oil and coal in 2013 - with the imports covering roughly one-quarter of the country's energy needs. Some other EU members, like cash-strapped Greece, have an even higher dependence on Russian fossil fuels.
Also on Tuesday, investigators in the Netherlands filed their preliminary report based on study of the "black box" flight recorders aboard the MH17 Boeing 777, which went down in eastern Ukraine in July, killing all 298 people on board.
Investigators found evidence that the plane was likely hit "by a number of high-energy objects," while flying at approximately 33,000 feet (10,000 meters). Further tests are pending, but the early findings seem to corroborate the theory that the plane was shot out of the sky. The Dutch Safety Board (OVV) inquiry will not assign blame for the incident.

The disruption comes as the European Union prepares to impose a new round of sanctions on Russia over its intervention in Ukraine, a step that Russian officials had warned would bring consequences for Europe.

Most of the rest goes through the Yamal Europe route via Poland and on to Germany as well as through the Nord Stream pipeline, which goes directly from Russia to Germany under the Baltic Sea.
The disruption appeared to affect the Yamal Europe route only, with no significant reduction reported in volumes being shipped along other routes.
REDUCED VOLUMES
Polish gas monopoly PGNiG said that on Monday it received around 20 percent less gas than contracted and around 24 percent less on Tuesday. It said customers had not been affected for now, and the missing volumes were being met from other sources.
The company, in a statement, said it was seeking clarification on why the volumes were reduced.
Germany's biggest utility, E.ON is facing slightly reduced gas supplies from Russia, a spokesman for the company said on Wednesday.
"This is not alarming due to well-stocked reserves and sufficient availability on hubs," the spokesman said. He declined to say by how much supplies were reduced in percentage terms.
Under its contracts with customers, Gazprom has the right to adjust the gas export flow, and European utility traders said Wednesday's fluctuations were within contractual ranges.
The reduced volumes are unlikely to have a knock-on effect for customers in Europe unless they drag on for weeks.

“If the Russian government makes the decision that it wants to build farms to produce this and that and that, we are able to do that. Easily. We have done it in Belarus, we have done it in many other countries in a relatively short time. The results are fantastic. We are also a source of technology and know-how. And we are ready to do that,” Shamir said.
“Once the government wants to go for big production lines in order to get independence we can help easily. We are in the top niche. You are getting the best of the best available today in the market. Most of the people dealing in it speak Russian or at least have a Russian accent,” he added.
Yair Shamir said that Tel-Aviv sees Western sanctions against Russia as an opportunity for Israel to advance into the Russian market.
“For us it is a great opportunity. Absolutely. Even if the sanctions are reduced I believe our products will continue to flow into Russia. It will be easier to deal with us, it will be cheaper and more stable with no political price tag for what you do and what you don’t,” he added.
Shamir also expressed confidence that trade between Russia and Israel could increase rapidly in the context of current political situation.
“It can go up to a billion of dollars. Easily. Of course it will not be 40 billion that Russia used to buy from Europe. But I think we can get to a billion dollars. Easily. In the short term,” the minister mentioned.

Almost all servicemen from the ‘Cherkasy’ battalion who volunteered to serve in Donbas have signed resignation reports, saying the lack of proper weaponry means quick death on the battlefield, The Hvylia website reports Sept. 10.
The only weapons they have are Kalashnikovs, 2 AA machine guns and an APC, the servicemen say.
Their enemies are regular Russian troops with armor and artillery, they say.
Out of the battalion’s 450 servicemen 446 handed in their dismissal reports, save for the four officers attached by the army.
There is a confrontation between the regular Ukraine army and volunteer battalions, with the former often dispatching the volunteers to the most dangerous areas without proper artillery and air support.
The servicemen say they are Ukrainian patriots and ready to defend Ukraine.

MOSCOW, September 8 (RAPSI) – Soldiers’ Mothers of St. Petersburg NGO protest against labeling the organization as a 'foreign agent' and want the Ministry of Justice to remove it from the blacklist, Kommersant newspaper reported on Monday.
According to a federal law, which came into effect in November 2012, the NGOs engaged in political activity and receiving foreign funding are required to register as “foreign agents” with the Ministry of Justice. Last summer the law was amended, and the Ministry of Justice was authorized to add even unregistered NGOs to Foreign Agents List at its own discretion.
The Ministry of Justice blacklisted the Soldiers’ Mothers of St. Petersburg in late August.
Ella Polyakova, the head of the St. Petersburg branch of the Soldiers' Mothers group, argued that the NGO did not fall under the law because it did not receive any foreign funds and was not engaged in political activity. She vowed to contest the ministry’s decision in court.
Notably, the NGO was put on the list of foreign agents after Polyakova alleged in an interview with television channel Dozhd that Russian soldiers were paid to fight in Ukraine.
A group of Russian human rights activists challenged the controversial law in the Constitutional Court, which ruled last April that the law was valid. The court recognized the constitutionality of a legal provision that obligates NGOs to register as foreign agents.
