Tientallen doden bij gevechten radicale groepen Syrië

Bij zware gevechten tussen Islamitische Staat (IS) en andere radicale moslimgroepen zijn in het noorden van Syrië zeker 39 doden gevallen.

Dit heeft het Syrische Observatorium voor de Mensenrechten woensdag laten weten.

IS veroverde tijdens de strijd zes steden en dorpen in de provincie Aleppo. Daardoor is voor de jihadistische beweging de weg vrij om verder naar het westen op te rukken.

Zeker acht IS-strijders kwamen bij de gevechten om het leven. IS doodde zeker 31 strijders van het al-Nusra-front, de Syrische tak van al-Qaeda, en zijn bondgenoten. IS behoorde vroeger ook tot terreurnetwerk al-Qaeda, maar werd naar verluidt te radicaal bevonden.

Islamitische Staat heeft grote delen van het noorden en oosten van Syrië in handen. Onder de steden die nu zijn ingenomen, zijn Turkmen Bareh en Akhtarin, 50 kilometer ten noordoosten van Aleppo.

Het Observatorium, dat in Groot-Brittannië is gevestigd en zich baseert op meldingen van waarnemers ter plekke, zegt dat strijders van Islamitische Staat nabij de militaire luchthaven van de stad Raqqa in hevige gevechten zijn gewikkeld met het Syrische leger.Het vliegveld is het enige territorium in het gebied dat nog in handen van de militairen is.

Grensovergang
De verovering van Akhtarin is van strategisch belang voor de IS-strijders. De stad is volgens een lokale rebellenleider die sympathiseert met het Vrije Syrische Leger "de toegangspoort tot het noordelijke platteland van de provincie Aleppo", meldt persbureau AP.

Het ultieme doel van IS-strijders zou zijn de stad Marea te bereiken. De stad wordt gezien als een bolwerk van IS, net als de plaats Azaz, een paar kilometer van de grensovergang met Turkije.

Volgens de rebellenleider lanceerde IS dinsdag een offensief bij Akhtarin, dat tot woensdagnacht duurde.

Gematigde rebellen die strijden tegen het leger van president Assad zouden in Aleppo klem zitten tussen de regeringstroepen en IS-strijders. De Islamitische Staat zou inmiddels grote gebieden in Noord- en Oost-Syrië in handen hebben.

A Free Syrian Army commander, arrested last month by the Islamist militia Al-Nusra Front, told his captors he collaborated with Israel in return for medical and military support, in a video released this week.

In a video uploaded to YouTube Monday by the Executive Sharia Council in the eastern Daraa Region, an Islamic court established by Al-Nusra in southern Syria, Sharif As-Safouri, the commander of the Free Syrian Army’s Al-Haramein Battalion, admitted to having entered Israel five times to meet with Israeli officers who later provided him with Soviet anti-tank weapons and light arms. Safouri was abducted by the al-Qaeda-affiliated Al-Nusra Front in the Quneitra area, near the Israeli border, on July 22.

Israel has never admitted to arming moderate Syrian rebels, who have been engaged in battle against the Assad regime and its allies since March 2011. In June, Brig. Gen. Itai Brun, head of Military Intelligence research, told the Herzliya Conference that 80 percent of Syria’s oppositionists are Islamists of various shades, indicating that Israel was reluctant to collaborate with them.

Thousands of al-Qaeda-linked rebels reached southern Syria over the past month, fleeing the Islamic State which had captured large swaths of land in northern and northeastern Syria. While Al-Nusra and the Free Syrian Army have collaborated in the battlefield against the Assad regime, friction has intensified as the Islamists began to implement their stringent version of Islam in the area, establishing local Sharia courts.

In the edited confession video, in which Safouri seems physically unharmed, he says that at first he met with an Israeli officer named Ashraf at the border and was given an Israeli cellular phone. He later met with another officer named Younis and with the two men’s commander, Abu Daoud. In total, Safouri said he entered Israel five times for meetings that took place in Tiberias.

Following the meetings, Israel began providing Safouri and his men with “basic medical support and clothes” as well as weapons, which included 30 Russian [rifles], 10 RPG launchers with 47 rockets, and 48,000 5.56 millimeter bullets.

While opposition websites denied that Safouri was a collaborator, claiming his entries into Israel were for medical purposes alone, regime media celebrated Safouri’s confession as proof of the Free Syrian Army’s treachery. On August 1, dozens of demonstrators took to the streets of the village of Hayt, Safouri’s hometown near Syria’s borders with Jordan and Israel, to protest his abduction, condemning Al-Nusra Front for the act.

'VN-resolutie tegen jihadreizigers Syrië en Irak'

Leden van de Veiligheidsraad van de Verenigde Naties zijn het eens geworden over een ontwerpresolutie waarmee het werven of bekostigen van buitenlandse jihadisten voor Syrië en Irak bestraft kan worden.

Dat zeggen Britse diplomaten. De resolutie eist ook de onmiddellijke ontwapening en ontbinding van groepen die banden hebben met al-Qaeda.

De Britse VN-missie, momenteel voorzitter van de raad, zegt dat vrijdagavond om 21.00 uur Nederlandse tijd over het voorstel gestemd wordt. De diplomaten verwachten unanieme steun.

De resolutie werd opgezet als antwoord op het recente offensief van de Islamitische Staat (IS, voorheen ISIS). De groepering heeft grote delen van oostelijk Syrië en het noorden en westen van Irak ingenomen.

Er worden gruweldaden begaan tegen burgers en honderdduizenden mensen zijn op de vlucht geslagen. Ook is het voorstel een respons op de toegenomen activiteit van het aan al-Qaeda gelieerde al-Nusrafront in Syrië.

Als de resolutie wordt aangenomen worden zes nieuwe namen toegevoegd aan de lijst met sancties. Ook wordt er bij de commissie die toezicht houdt op de sancties op aangedrongen "met spoed" meer sympathisanten van IS of al-Nusra op de zwarte lijst te zetten.

Taliban
De resolutie zegt "met bezorgdheid" aan te zien dat IS ook olievelden in handen, omdat dit inkomsten genereert voor extremistische organisaties. Iedere vorm van financiering van terroristische activiteiten kan landen volgens het VN-stuk op sancties komen te staan.

De Veiligheidsraad nam kort na de aanslagen van 11 september 2001 een brede antiterreurresolutie aan. Daarin werd van landen geëist dat ze wetten doorvoerden om daders, organisatoren en financiers van terreurdaden te kunnen vervolgen.

Ook breidde de raad de sancties tegen de Afghaanse taliban uit. Die werden in 1999 ingesteld om al-Qaeda en later aanverwante groepen te bestrijden. De nieuwe resolutie vraagt van de landen om hun verplichtingen uit 2001 opnieuw te bevestigen.

Ontmoediging
Aan de strijd in Syrië nemen volgens de Nederlandse Nationaal Coördinator Terrorismebestrijding en Veiligheid ook tientallen Nederlanders deel, in de meeste gevallen bij IS of het al-Nusrafront. Volgens de resolutie moeten landen hen bestraffen en de uitstroom van nieuwe jihadisten indammen.

Met gemeenschappen en individuen die gevoelig zijn voor "rekrutering en mogelijke gewelddadige radicalisatie" moeten overheden in gesprek treden "om reizen naar Syrië en Irak te ontmoedigen".
