Hmm, zolang ze de grens niet hebben gaat dat natuurlijk nooit lukken. Rebellen kunnen dan tussen Rusland en Oekraine reizen om te schuilen, nieuw materiaal en / of troepen naar binnen brengen.

Een humanitaire oorlog is een contradictie in termen. Toch is het goed om je regelmatig te bezinnen. De Oekrainse President is van meet af aan oorlogszuchtig en r�cksichtslos geweest in zijn aanpak. Aan de andere kant maakt deze vorm van oorlogvoering van de (pro)Russen misbruikt van humanitaire overwegingen, om zo een onderhandelingsresultaat af te dwingen.

Reports That Separatist Leader Bezler Has Fled Gorlovka

UNIAN reports that Timur Olevsky, a reporter for Russia's independent Dozhd TV channel, has told Ukraine's Hromadske TV that separatist leader Igor Bezler, known as 'Bes' (Daemon), has fled Gorlovka.

The leadership of the militants has been passed from 'Bes' to 'Botsman'.

According to Olevsky, in addition to the Ukrainian hostages in Gorlovka, there is a Swedish citizen.

"They have 17 people. As far as is known, they were going to exchange 50 soldiers for Olga Kulygina (an accomplice of Bes - Ed.), who is in detention in Kiev," says Olevsky.

'Botsman' is the militant in Gorlovka who earlier today issued a threat to kill hostages and blow up a chemical plant in the town should Ukrainian forces, who have made gains in the area, advance further.

Thirteen killed in rocket attack on Horlivka center - Donetsk admin

Thirteen people, among them two children aged one and five years, were killed on Sunday in a shelling attack on the center of Horlivka, the Donetsk regional administration said on its Web site on Sunday.

Rockets were fired with Grad launchers. Civilian casualties vary from 20 to 30, according to the local emergencies department.

"The local maternity hospital was presumably damaged in an artillery attack. Windows were blown out when a drug rehabilitation clinic was hit by artillery fire. A rocket was fired at Hospital No.2, presumably the obstetric department, at about 1300. I can't provide more accurate information about casualties and destruction as I am only approaching the territory," the top local health official, Oleksandr Prosianyk, told Interfax-Ukraine.

The ATB supermarket was ruined and the Melodia ship was damaged.

A fire was sparked off by a shell in the town of Maisky. Residential buildings were damaged and windows were blown out on Besposhchadny, Ostapenko Streets and in the village of Korolenko. A house went ablaze in the village of Korolenko, local residents said.

The attack blew out windows in the TSUM department store. The building of the Ukrtelecom mobile phone operator was damaged. Reports arrived claiming that the building of the Donbasenergo electricity company had caught fire.

"Donbasenergo is ablaze, roofs were holed in several buildings, ambulances are busy doing running calls, the windows in the TSUM department store and Ukrtelecom were blown out," the Horlivka Self Defense Group reported.

The Artemvuhillia company's press service has denied reports posted in social media that the company headquarters were destroyed. The building was not damaged, it said.

The Horlivka railway terminal went ablaze. A firefighting effort is underway.

Five civilians killed in attacks in Luhansk in past 24 hours - city council

Five civilians were killed and another 15 were wounded in Luhansk in the past 24 hours, the press service for the Luhansk city council reported on Monday morning.

Emergency services were summoned 106 times in the past 24 hours, the report says.

Shell hits Horlivka student dormitory, three people missing

An artillery shell hit the building of a teachers' training institute's dormitory in central Horlivka, Donetsk region of Ukraine, at around 1030.

No students are now living in the dormitory, but people could have still been inside the building and three people are feared dead, an Interfax-Ukraine correspondent has reported.

The shell hit the third floor of the building, causing a fire. The fire is now being extinguished by the firefighting services.

ATO forces take over Debaltseve, Shakhtarsk, Torez, Lutuhyne, fighting for Pervomaisk and Snizhne underway - ATO press center

The anti-terrorist operation (ATO) forces have taken control of the town of Debaltseve in Donetsk region and the Savur-Mohyla heights, from which illegal armed groups constantly shelled the positions of Ukrainian law enforcers, the ATO press center reported on Monday.

Ukrainian government troops also entered Shakhtarsk and Torez in Donetsk region and Lutuhyne in Luhansk region. The fighting is currently underway for the complete liberation of Pervomaisk in Luhansk region and Snizhne in Donetsk region.

In addition, Ukrainian Armed Forces and National Guard units deployed on the outskirts of Horlivka in Donetsk region and are preparing to liberate it, reads the report.

Ukrainian army liberates Savur-Mohyla

KYIV, July 28 /Ukrinform/.

Chief of the General Staff, Lieutenant General Viktor Muzhenko, has reported to President Petro Poroshenko that the Ukrainian Armed Forces have taken control of Savur-Mohyla in Donetsk region, the press service of the head of state has reported.

Savur-Mohyla is a strategic height on the border of Luhansk, Donetsk regions and the Rostov region of Russia, from which terrorists fired on Ukrainian military and a number of settlements, including Marynivka.

As many as 1,129 civilians have been killed and 3,442 injured in Ukraine since the beginning of the anti-terrorist operation in mid-April 2014 until July 26, according to a UN report.

OHCHR said that it was difficult to count the true number of deaths.

According to the press office of the UN High Commissioner for Human Rights, the report documents how armed groups continue to abduct, detain, torture and execute people kept as hostages in order to intimidate and "to exercise their power over the population in crude and brutal ways."

According to the report, the deteriorating situation in eastern Ukraine is impacting adversely on the rest of the country, with more than 100,000 people fleeing the areas of fighting having to be temporarily accommodated in other parts of Ukraine.

"The report points out how impunity in the areas under the control of the armed groups in the east has led to the collapse of the rule of law," the OHCHR press office reported.

In addition, the report also notes that the government estimates the cost for the rebuilding and revitalization of the east to be at least UAH 8 billion (about $750 million).

Total number of IDPs in Ukraine reaches almost 102,000 people - UN report

The UN has estimated the total number of internally displaced persons (IDPs) in Ukraine at 101,617 people, according to a report issued by the Office of the UN High Commissioner for Human Rights.

According to the report, while the Ukrainian authorities have now begun to provide resources and coordinate and plan better, a number of serious problems remain to be resolved.

Russia ordered to pay $50B over Yukos

LONDON (AP) — An international court on Monday ordered Russia to pay over $50 billion in compensation to the former majority shareholder of now-defunct Russian oil company Yukos over the expropriation of the company more than 10 years ago.

In one of the largest arbitration cases ever, a subsidiary for GML Ltd., once the biggest shareholder in Yukos Oil Co., had sought $103.5 billion from Russia.

The Russian government under President Vladimir Putin in 2003 leveled massive tax claims against Yukos, then Russia's largest oil company owned by the country's richest man Mikhail Khodorkovsky. Russia imprisoned Khodorkovsky and seized the company's assets when they couldn't pay.

The move was widely seen as retaliation for Khodorkovsky's support for opposition political parties. Russia says it was merely seeking payment for back taxes and penalties that Yukos evaded in the period 2000-2003. Yukos shareholders received no compensation for that.

Khodorkovsky spent ten years in prison before he was pardoned by Putin in December last year. Khodorkovsky has said he is not party to the case and is not interested in its outcome.

The ruling adds to tensions between Russia and the international community at a time when relations are at their lowest ebb since the end of the Cold War. Following the downing of Malaysia Airlines Flight 17 over eastern Ukraine, the U.S. and European Union are debating further economic sanctions against Moscow because of its support for rebels suspected of launching the attack.
